Businesses need extra life

Small businesses in the UK ‘need to get incentives to grow’ by training their staff. The Federation of Small Businesses (FSB) has highlighted how while small and medium enterprises (SMEs) are most likely to recruit unskilled workers, with one in ten employees working for SMEs having no recognised qualifications, they do not attempt to train their staff or equip them with formally recognised qualifications, according to the findings. John Walker, national chairman for the FSB, said, “The government must provide incentives for small businesses to take on apprentices and graduate interns which will provide businesses with key skills to sell their services and products in new and emerging markets – especially for exports overseas.” FSB also highlighted the importance of recognising informal training within the existing qualifications framework in the UK.

SINGAPORE

10,000 port employees to benefit from new training initiative The first-ever collaboration among all major port industry players and tripartite partners will see the port industry successfully adopting Workforce Skills Qualifications (WSQ) to benefit 10,000 employees including the large rank and file workforce. Developed through collaboration between the Singapore Workforce Development Agency (WDA), PSA Corporation Ltd and Jurong Port Pte Ltd, the new Port Services WSQ Framework provides a structured pathway for port employees to upgrade themselves and specialise in selected areas of port operations through courses leading to nationallyrecognised certification. “Singapore plays a crucial role in port services given its position as the best seaport in Asia. The industry itself is a challenging work environment with staff having to deal with highly technical equipment. Hence, it is important that they are best equipped with the necessary skills to deliver their roles more effectively,” said Julia Ng, Director, Manufacturing and Construction Division, WDA. The framework will kick off with specialisation tracks for lashing specialists and mobile equipment operators such as prime mover drivers. This will subsequently be extended to other job functions such as crane operations and operations supervisors. With the implementation of the framework, port employees equipped with these nationally-benchmarked skill sets can look forward to better career progression and long-term employability, while the port industry benefits from a more motivated, productive and competitive workforce.

AUSTRALIA

Skills gap taking its toll Australia’s on-going skills shortage isn’t only a problem for employers – it’s also having a serious effect on employee stress levels, according to a new survey. The research by the Australian Institute of Management (AIM) identified employee stress as having the biggest

effect on employees, with 71% of respondents agreeing that the skills gap had upped employee stress levels. The survey of 1,850 business executives and professionals revealed that 82% of organisations have a gap in their workforce skills, compared to a 76% gap from the same survey last year.

SINGAPORE

Raising standards of finance professionals The Institute of Banking and Finance (IBF) said it wants to increase the competency levels of finance professionals in areas such as risk management, corporate governance, and financial supervision. In a bid to train finance professionals, IBF and the Monetary Authority of Singapore (MAS) will introduce more exams and training modules by this year. One exam is the new Client Advisor Competency Standards assessment for private banking, which should debut in September.

From the 3rd Quarter of 2011, IBF will also be rolling out new Modules under the MAS-regulated Capital Markets and Financial Advisory Services (CMFAS) Examination. These new modules are aimed at raising the minimum competency standards for relationship managers who sell structured products.

Structuring a training plan While training and development is a mainstay in an HR team’s slew of responsibilities, failing to plan when sending employees on courses can do more harm than good. HRM explores the framework of a good training plan by Shalini Shukla-Pandey

“I

t does not matter so much whether the numbers of staff who have undergone training or budgets go up or down, as training and development is based on needs – not to satisfy some trend or to make up numbers,” says Raymond Yip, Senior Manager – Group HR, Qian Hu Corporation, an ornamental fish and accessories company. This mindset encapsulates the approach to training and development at Qian Hu Corporation, which has surpassed the national target of 40 training hours per staff over the past four years. Companies in Singapore would do well to follow Qian Hu Corporation’s lead in this area. A recent global talent survey by Lumesse found that when it comes to positive and supportive workplaces, only a paltry 12% of employees believe they exist in Singapore, compared to a global figure of 20%. “This indicator is the most telling, as it indicates that employers in Singapore are not offering very much in the way of skills development, training or career advancement opportunities that help keep

employees happy,” says Matthew Guenther, Project Manager, CSR Asia. Before sending employees en masse to coaching and training programmes though, there are a number of steps HR can take to improve their effectiveness.

and development strategies that will help achieve business objectives. Sketching out a plan with goals, methods and evaluation is a good starting point for developing a framework. Evaluation and measurement is an important part of any programme as this allows HR to recognise if goals have been achieved and justify return on investment. For example, if the objective of a training programme is to improve communication skills – one important aspect of leadership – it is necessary to define communication in observable

Pop courses Some training courses tend to be more popular than others. For instance, at SIM, personal effectiveness and communication courses garner a large number of participants. “Those skills are fundamental to any employee’s learning needs and in carrying out their basic job functions,” Lee says. At Qian Hu Corporation, employees tend to sign up for problem solving and creativity training. Yip says this could be because Qian Hu supports an innovation culture and encourages staff to develop better problem solving skills.

behavioural terms and the context in which communication takes place. The employee can be assessed while he or she conducts a meeting, for instance. “This then forms the basis for measuring if the leadership training has been useful in changing the employee’s behaviour,” says Colin Tan, Divisional Director – Product Development, TÜV SÜD PSB Learning. Another danger in not having a proper training plan is that HR may sign off on courses just to use up the training budget before the end of the financial year. HR also needs to look beyond pricing says Lee. “Consider what training providers can offer in terms of following through after the training. This is particularly important for sustainability because strategies for the development of employees are usually stretched over a period of time.” After determining the training direction for the company, Yip says that HR can then consider length of service, staff performance and job demand/ schedule for when staff are away on course.

Tracking learning effectiveness

Once staff have been scheduled for various training classes, HR must track their progress. Tan says HR should first look out for whether employees are having a positive experience during their training sessions. “Staff’s ratings and comments on course evaluation forms typically cover their reaction to effectiveness of course materials, trainers and facilities in relation to their learning experience,” says Tan. When employees complete a course, acquisition of knowledge and skills should be assessed. Tan says results of assessments (both formative and summative) should provide an indication of the competency acquired relative to the standards required by the company. Back at the office, HR should ensure that transfer of learning is taking place in the workplace. “Employees’ reports, along with feedback from their superiors, would highlight the extent to which transfer of learning has taken place,” said Tan.

he British Council’s Professional Development Centre (PDC) has been around for over 20 years. It has developed from a small Business Communications Unit to a major soft-skills provider in Singapore. t Singapore Hotel Royal Plaza on Scotts, a butler is a person of many talents. He or she is able to greet and seat guests, attend to the bakery deli, mix simple cocktails at the lounge as well as coordinate and deliver room service for in-room dining. Multi-skilling employees in this manner gives organisations the flexibility to quickly assign their workers to other job functions as and when required, says Gilbert Tan, Deputy Chief leads to greater Executive Officer of the Employment and Employability Institute (e2i). “When demand for product types changes, workers can be redeployed to other product lines that are in demand. For service [industries], workers can be deployed accordingly and readily where there are needs.� Such an arrangement is useful at organisations like SBS Transit, where bus captains are trained to drive more than one service route or to drive double-decker buses. This enables the company to quickly find replacement drivers to cover for absent employees.

Supporting this is the National Trades Union Congress and e2i who are working closely with a number of agencies to encourage hotels and industry players to train their workers to handle multiple tasks and streamline their operating procedures. issue 11.7

Productivity gains present the strongest case for a multi-skilled workforce. According to Juliana Ong, HR Manager, Royal Plaza on Scotts, trained workers equipped with relevant skills will be able to perform a wider variety of tasks, and job enhancements will allow employees to derive greater job satisfaction. “Employees who attain fulfillment on the job will be more motivated to perform better, hence increasing productivity,” she says. At Royal Plaza on Scotts, multi-skilling has increased profitability per staff from $8,000 in 2007 to $25,000 in 2010. “This indicates that multi-skilled employees increase productivity and in turn, draw higher revenue for the hotel and support pay increments for employees,” says Ong, who adds that a butler who is able to carry out an enhanced job scope will see their salary increase from $1,200 to $1,400. Multi-skilling also allows Singapore companies to be more competitive in the region. Workers at Yokogawa Electric Asia’s Singapore operations earn higher salaries than workers in countries like China, Indonesia and Vietnam. However, thanks to multi-skilling, one worker in Singapore is able to do the work of six to seven people in other countries, says Lai Ah Keow, Managing Director, Yokogawa Electric Asia “If employees are multi-skilled, they do not have to worry about others taking away their jobs.” At Royal Plaza on Scotts, being multi-skilled also encourages better work-life balance for employees. It facilitates the implementation of a five-day working week as fewer employees are required to be on duty during each shift. With greater job satisfaction, comes greater loyalty, Lai says. Up to 30% of staff at Yokogawa Electric in Singapore have been there for 28 to 30 years. The company’s annual turnover is a low 1%. Workers who are willing to learn more and make a bigger contribution towards the organisation also receive higher bonuses.

Providing the right support

Do employees who multi-skill run the risk of becoming a jack of all trades, but master of none? Multiple skill sets should be packaged in a way where employees receive proper training. and a competency framework should also be put in place, Tan says. Companies must also recognise employees who have multiple skills, rather than specific skills. “For example, a skills-based salary structure can be implemented to encourage staff to be competent in different skills,” he says.

Technological improvements can also help employees with multiple responsibilities. At Royal Plaza on Scotts, the addition of wireless credit card in three years machines helps employees perform their roles better, boosting productivity. They save time on walking to and from the cashier’s counter and tables where patrons are seated and can instead attend to more guests at a time or fulfill other job functions The hotel has also introduced a passport scanner at its front desk to facilitate the updating of guests’ particulars. This enables employees to do away with manual data entry, which shortens the check-in process of guests. According to Patrick Fiat, General Manager, Royal Plaza on Scotts: “With the aid of technology, manual work for our employees is decreased and they are better deployed for job enlargements, resulting in a more fulfilling worklife and increased productivity.”

Case Study In what areas have you been multi-skilling? I have been a butler in Carousel for 30 years and we are trained in delivering seamless one-stop service to leave lasting impressions on our guests. Besides greeting and seating guests, and attending to Gourmet Carousel, our deli corner, training is also provided for us to attend to room service requests, which include taking orders and keying orders into the system. I have also been trained in bartendering and can provide concierge services such as ordering flowers and arranging transport, upon request by our guests

How has it helped you do your job better?

I am better able to carry out cross-functional roles effectively and efficiently after being equipped with the relevant skills. Handling more tasks in a shorter time allows me to attend to more guests, which brings about more opportunities to create ‘wow’ moments for our guests. Has it helped increase your earnings? The newly-implemented multi-skilling pay structure can adjust a butler’s salary from $1,200 to $1,400, based on their competencies. With further training to improve skill sets, a butler can be promoted and the salary can go up to $1,700.

What are the challenges in multi-skilling? We need to keep up with the times as advanced technology and automation play an increasing role in the world today. The wireless credit card machine is one such device which we have implemented in Carousel. There are various venues around Asia that offer great teambuilding activities for companies, and in Singapore, Orchid Country Club (OCC) is one of them. The venue is well-equipped to provide various indoors and outdoors programmes. “What we can offer you at OCC is really a number of choices and activities for your corporate

needs,” says Thomas Ng, Director of Sales for Orchid Country Club. OCC offers two packages for companies to conduct their teambuilding activities indoors in meeting rooms. The ‘Business and Pleasure Seminar Package’ includes lunch and coffee break and preferential rates are given for the golf course, hotel and bowling centre. The second is a ‘Meet and Stay package’ that includes the seminar package with a one-night stay at the resort hotel. The country club can also customise packages to meet clients’ needs. “Pricing will be based very much on what is required during their teambuilding activities, such as requirement for rooms, number of days the program is running [and] engagement of event company for activities,” explains Ng. To date this year, the club has hosted over 20 companies for teambuilding activities, from educational institutions to manufacturing companies. Organisations that are interested in outdoor programmes can look forward to archery, bowling as well as golfing activities.

Teamwork under the sun

If companies are interested in participating in outdoor adventures, they just have to travel to beach resort, Sibu Island Resort, on the East coast of Malaysia, Johor to experience it. The resort offers several outdoor teambuilding activities that include jungle trekking and abseiling. Mohamed Mazlan Ali, Deputy CEO of Business Hospitality Johor Corporation, says that the resort conducts at least 40 teambuilding sessions per year for organisations. They include government organisations and non-government organisations such as Johor Land Berhad and KFC. Various teambuilding exercises help employees work with each other to win a challenge set for issue 11.7

Participants are divided into teams and given various musical instruments from drums to musical tubes and even tambourines. Facilitators then guide individual contributions into one unified rhythm that comes from the whole team. www.humanrhythms.com.au

Some of the programmes on offer include ‘War Game’, where teams are armed with water guns and pitted against each other ; ‘Treasure Hunt’ where teams have to use clues to find ‘treasure’; and ‘Team Challenge Hourglass’, in which teams traverse an obstacle course to reach the peak of a tower. The activities are also fairly priced – the ‘War Game’ and ‘Treasure Hunt’ are RM25 (SGD$10) and RM40 (SGD$16) per person respectively while ‘Team Challenge Hourglass’ costs between RM200 (SGD$82) to RM250 (SGD$102) per person. In addition, organisations can customise a ‘Mobile Adventure Program’ package with the resort’s facilitators to meet specific teambuilding requirements.

Programmes are conducted over either two days and one night, or three days and two nights. The first package allows companies to experience a half-day teambuilding session with extra free and easy activities, while the latter allows for a full day teambuilding session. Besides teambuilding, participants can also undertake windsurfing, banana boat rides, cruising, canoeing and snorkelling, or meet for discussions in seminar or meeting rooms.

Shanghai welcomes visitors

China’s Shanghai is also becoming well-known for its many venues and diverse options for teambuilding programmes. Patrick Chen, Deputy Director of International Tourism Promotion Department, Shanghai Municipal Tourism Administration, says that as the city is the economic hub of China, many multinational companies have based their regional headquarters in the city, and such companies conduct teambuilding exercises to help promote understanding between local and foreign employees. “Companies are developing very fast in China so they need to have a mutual understanding among the employees as well as have corporate culture that local and foreign employees can identify with,” he says. Shanghai is renowned for many venues, such as Orient Pearl Broadcasting and Television Tower, which allows for entertainment and tourist activities. Other venues, such as Dian Shan Lake and Oriental Land, also provide watersports activities such as kayaking and dragonboat racing as well as camping. Chen says that some of the activities that both local and foreign companies are interested in include dragonboat racing, triathlon, sailing and orienteering. He says that the venues in Shanghai can customise packages to suit clients’ needs. Sailing, for example, costs about CNY1000 (SGD$191) per person per day, and 24 to 42 people can participate at ome time. Many multinational companies such as Michelin, Phillips and Caterpillar have participated in teambuilding activities in Shanghai, says Chen.
