T

he past 12 months marked a buoyant period for Singapore businesses as they removed hiring freezes, reinstated bonuses and expanded their workforce. However, the current volatility in the global economy is raising questions on whether this positive outlook will extend into the new year. While the European and US markets are facing rising unemployment, the Ministry of Manpower’s Q3 Employment Situation Report showed strong employment growth in Singapore, with the addition of 32,000 jobs. The unemployment rate of 2.0% is further evidence of Singapore’s tight labour market, says Karin Clarke, regional director for Singapore and Malaysia, Randstad. Yet, there is no room for complacency. “Companies need to apply HR strategies that allow them to be flexible in retaining staff, should Singapore experience an economic slowdown resulting from challenging European or US economies,” Clarke says.

Stephen Tjoa, Partner, HR, KPMG Singapore, agrees. He says that it is important for HR to remain nimble and quick to respond to changes. “Our HR team works closely with our top leadership and business functions to address the rapidly changing business environment.� The company achieves this by monitoring key economic and performance indicators, and drawing up various contingency scenarios to better prepare itself for possible outcomes. In such situations, outsourcing and streamlining some work functions can help HR play a more strategic role in the organisation. Brady Corporation, for example, is currently outsourcing its payroll functions across Asia. The company is also planning to hire a process improvement manager to increase the efficiency and effectiveness of its work processes, says its HR Director, Vincy Ng.

the biggest and most enduring challenge for HR. According to KPMG, there is an increasing demand for good talent and greater mobility of talent people across borders. “With more options available for good talent both locally and overseas, I expect our focus on hiring and retaining to remain in the near future,” Tjoa says. Companies with offices in the Asia region are also feeling the strain. For Brady Corporation, the retention of top talent in China remains a huge challenge as demand continues to outstrip supply, says Ng. Economies in many parts of the region are also gaining strength and governments are coming under pressure to raise wages and benefits for the population, observes Jan Smits, CEO, InterContinental Hotels Group (IHG). “The effects of labour legislation and mandatory wage increases will be one of the key HR challenges.” To tackle these challenges, IHG will be placing greater focus on localisation programmes and internal succession planning. In Singapore, as the entry criteria for expat and foreign workers tighten, Randstad predicts companies will face challenges filling critical roles. “Whether that be leadership and professional specialist roles, or those in the lower income high-volume bracket. The war for talent looks set to be extreme for the foreseeable future,” Clarke says. Training and development sometimes take a backseat during a period of economic uncertainty. But this should not be the case, says Clarke. “Companies looking to retain top talent and to compete effectively in a tight labour market must employ sophisticated human capital strategies that include fast-tracking leadership development and up-skilling of the current workforce.”

Engaging Gen Y and beyond

Talent attraction and retention among the younger generation of workers can be particularly challenging, say companies. “Gaining insights to the + Retention, inspiration and growth of younger mindset and motivation of the next generation is workforce (Generation Y &Z) critical, especially in emerging markets with a + Better use of technology in talent attraction younger population, such as India and the Middle and recruitment East,” Smits says. IHG represents a growing number of employers who are realising the possibilities offered by social media. In fact, a survey by Jobvite.com revealed that nearly two-thirds of employers have achieved successful hires through social networks. Some 55% of them also plan to increase their budgets for social recruiting in 2012. “The data show that recruiting departments, like marketing departments, are reaching and engaging their targets in multiple social networks,” says Dan Finnigan, President and Chief Executive Officer of Jobvite. “The fastest moving companies increasingly use the richness of profiles in LinkedIn, the power of online connections in Facebook, and the instant reach of Twitter to develop valuable talent pools and make new hires.”

T

here are many factors that help attract and retain talent and a major one is the salary and compensation that organisations offer to employees. According to the Michael Page Employment Index Singapore for the fourth quarter of 2011, employers are positive of the business environment but 29% of surveyed employers stated that the rising cost of salaries is a key business concern. Recruitment firms and experts say that although Singapore will experience business growth in 2012, with economic uncertainty around the globe, salaries will increase minimally or even remain stagnant except in industries that have a serious shortage of talent. However, they note that with the tightening of qualifications of foreign workers next year, organisations are expected to increase wages as well as benefits to attract foreign talent.

Global economic slowdown mixed with a cautious approach adopted by organisations will be a major reason for offering low pay increments for the upcoming year, say recruiters. According to the latest statistics, Singapore has an estimated inflation rate of 5.5% (in September) but salaries are lagging behind and are expected to do so in 2012. “Salary trends are expected to be stagnant or be below inflation across the region for 2012 due to the global economic slowdown,” explains Pan Pan Zaixian, Director, Zaixian, Director, Financial Services & Legal Divisions, Robert Walters Financial Services & Legal Divisions, Singapore. He adds that companies are looking to keep business costs lean Robert Walters Singapore and would probably adopt a cautious approach before adjusting salary levels. However, some other experts say that despite global woes, Asia employees will receive higher wages in 2012. Andrew Norton, Regional Managing Director of Michael Page, South East Asia, says that in the recent 2011/2012 Salary Employment Forecast Report for Singapore, 42% of employers revealed that they will be awarding 4–6% increases to their employees over the next 12 months. However, he does add that these wage increases will not be sustainable in the long run. “We would advise our candidates to be realistic about salary expectations and instead, place greater emphasis on building the necessary skills and experience to better manage their careers,” says Norton. Conversely, recruiters agree that in sectors and levels that have a shortage of skilled talent, organisations will offer increased wages and extra of surveyed employers have benefits to attract and retain talent. Karin Clarke, recruited foreigners in the Regional Director, Singapore & Malaysia for Randstad, last six months of this year says that “companies will need to keep their salary packages at a competitive level to retain professionals as the battle for talent tightens.” She expects that at skilled professional and managerial levels, where talent remains short, salaries will be under pressure and not likely to ease over the next year. Moreover, Clarke says that sectors such as banking & financial, services and manufacturing will see a reduction in salary pressures but construction, engineering and R&D will see a continued rise in salaries as she says that they are “chronically talent short.” Pan notes that vendors from industries that are closely tied to government-related spending such as transport, housing and the supply chain would probably fare better than others in Singapore, as the government is keen to boost the economy.

Foreign offers

According to figures by Ministry of Manpower, non-residents formed nearly a third (30.3%) of the labour force in Singapore in June 2010. The tighter control of foreign workers through new qualification categories for the employment pass (EP) that is to come into effect in 2012 will have an impact on salary packages for skilled foreign employees. The Michael Page Employment Index Singapore for the fourth quarter of 2011 revealed that 70% of surveyed employers have recruited foreigners in the last six months of this year. Experts say that there will be a continuing need for foreign talent and organisations would need to pay competitive salaries to attract these people. Clarke says “with a third of the current working population foreign, wages and salary packages will need to increase in order for employers to effectively staff their companies and facilitate business growth.” She says that the tighter control will drive salaries up which would lead to organisations having to pay more for skilled and semi-skilled workers. Under the new EP qualification, the qualifying salary for the Q1 Pass will be increased from S$2,800 to S$3,000, while for the P2 Pass it will be raised from $4,000 to $4,500. Pan, on the other hand, notes that there could be only a small proportion of salaries raised to qualify for EPs to bring in foreign talent. Subsequently, he adds that there has been “an increasing number of employers looking at alternatives such as the S-Pass, which allows mid-level skilled foreigners who earn a fixed monthly salary of at least $2,000 to work in Singapore.” Recruiters say that besides monetary benefits, organisations could also offer other forms of compensation in order to attract foreign workers. Clarke points out that additional leave benefits, more travel incentives and offering education courses or subsidies for furthering education could help attract skilled foreign workers.

The bonus packet

Bonuses are expected to be moderate given the economic climate and especially in specific industries compared to others, say recruiters. According to Pan, the US and European investment banks’ bonuses will closely mirror the post-GFC period, with Asian institutions paying slightly better bonuses. Clarke predicts that bonuses for the upcoming year will be more modest than the ones paid in 2011 (from 2010) largely due to uncertain economic times in Europe and in the US, which are economies that Singapore relies on.

usinesses in Singapore are still taking on employees, even though the economic outlook is not as bright as last year. According to the Regus Business Confidence Index, more than half (68%) of Singapore companies report that they plan to increase headcount in the next two years. This is despite a downturn in the Regus Business Confidence Index, in which Singapore has slipped 29 points from April 2011, to 117 in September this year. “The report finds that, six months on from a rosy start to 2011, the global outlook has suffered a clear reverse,” comments Filippo Sarti, CEO, Regus Asia-Pacific. “However, national business sentiment and activity does not seem to be unduly affected, with businesses actively investing in their most valuable asset: people power.” Adecco also sees 2011 as a year of job growth, with companies continuing to be

freelance staff, and 32% will employ more remote workers in 2011/12. Sarti points out, “in Singapore, where unemployment was reported to be 2.1% in June (according to the Ministry of Manpower’s Labour Market Report for Q2), freelance and remote working are becoming an increasingly popular solution to boost headcount while remaining flexible and rapidly scalable. “In addition to this, by taking advantage of solutions already available on the market, it is possible for even very small operations to establish a low-risk presence in their target markets without making lengthy premises or equipment commitments and allowing them to expand or withdraw depending on volatile market conditions,” he adds. Ng also believes that companies will continue to explore temporary and contract staffing options, especially when skill sets are in short supply in Singapore’s tight labour market. “It’s also likely that more companies will look at staffing outsourcing solutions that not only produce savings, but also allow for added workforce flexibility.” With the recent changes to the labour laws, employers will have to think twice about the notion that foreign labour is cheap, and reassess the local talent pool before directing their recruitment needs towards foreigners, says Goh. He says that employers might even consider offering job opportunities to stay-at-home mothers and older workers, or review their work processes to encourage more from this pool of candidates to join or return to the workforce – a problem where part-time, temporary and contract employment terms may be the solution.

As for industries that will employ more part-time and temporary workers, Goh says the retail and service sector will lead, as “this sector usually sees high turnover”. The financial services and the IT industry will encounter more contract positions.

Old is gold

Along with the different types of employment terms that will become more commonplace next year, another development that all, if not most, employers are aware of is the Re-employment of Older Workers legislation, which is coming into force in 2012. The Ministry of Manpower says that the legislation will enable more people to continue working beyond the current statutory retirement age of 62, up to 65 in the first instance and, later, up to 67. Many employers have already started preparing employees for re-employment, bearing in mind the competitive business advantage they have if they retain talent and expertise by way of re-employing mature workers. “If the tight labour market conditions prevail, then those companies that accept and promote workplace diversity – especially for older workers – will be better able to meet their headcount needs,” says Ng. Some strategies that are being used by companies looking to capitalise on the skills and knowledge of older employees include redesigning jobs to attract mature workers and redeploying existing older staff to less labour intensive positions, says Goh. “They would also revise their HR policies to accommodate the needs of their older workforce, such as by offering flexible benefits or flexible work arrangements.” Overall, on the recruitment front, HR has its work cut out for it. “HR managers will likely continue to be challenged by how they can attract the best talent to their organisations and retain them. Of importance is the quality and availability of talent – rather than who it is and where it is from,” Goh says.

espite the economic uncertainty looming in the near future, most companies are not scaling back on their training budgets. A survey by The Ken Blanchard Companies in May this year revealed that 78% of companies will be spending the same or more on their learning and development initiatives in the next financial year, marking a 6% increase over the previous year’s findings. Employers that HRM spoke to echoed similar sentiments. Shipping giant Maersk Line believes that building the skill sets of its employees will make them more successful in their current and future roles and, in turn, make the company more successful in meeting clients’ needs. “We see the critical need, especially during these periods of economic uncertainty, to equip our employees with new and relevant tools and skills to maintain service quality and avoid losing customers and revenue,” says Sivakumaran Veerasamy, Asia Pacific Learning and Development Manager, Maersk Line. “It is important to sustain and broaden our talent pool so that we are able to seize the business opportunities once the economy bounces back,” Sivakumaran says. Instead of scaling back on its training budgets, Maersk Line will prudently utilise its training budget to maximise the returns on investment. “The right course at the right time can add great value to the continuous learning process of employees,” he says. The Land Transport Authority (LTA) is applying a similar tact and said that it has no plans to trim its training budget. “LTA has consistently adopted a prudent approach towards getting maximum value for money for every training dollar invested in our people,” says Lee Jin Hwui, Learning and Development Manager, LTA.

Programmes in demand

Soft skills training is an important part of the learning and development efforts for organisations seeking to gain missioncritical competencies. In fact, leadership development ranked as the top priority for organisational learning in the next 12 months, according to a survey by UK-based video and e-learning service provider, Video Arts. Other key priorities include, people management, coaching, team work, customer service, time management and change management, the survey found. arrangements are being made for frontline staff to be away from their desks from time to time, so that they can attend training programmes. In the same vein, Training Vision is offering a number of service leadership programmes in partnership with the Pacific Asian Consortium for International Business Education and Research (PACIBER). Some of the topics covered over the 14 managerial units include developing a customer-focused strategy, benchmarking and measuring service standards as well as managing performance. Problem solving and decision making skills also continue to rank high in priority as organisations seek to gain a competitive edge, says Training Vision’s founder and CEO, David Kwee. His organisation’s “Apply Systems Thinking in Problem Solving and Decision Making” programme aims to address this requirement. It teaches employees how to formulate and implement solutions to tackle organisational issues, especially at a managerial level. TÜV SÜD PSB Learning will be offering a new Workplace Improvement programme that uses Tony Buzan’s Mind Mapping techniques. Through this, participants will learn how to manage their data and organise their thoughts. Mind mapping also aids business planning and streamlining of processes at the workplace, says Peter Bieheim, Vice President for Strategic Marketing and Public Programmes, TÜV SÜD PSB Learning.

Doing more with less

Raising productivity levels can help organisations do more with less during a downturn. Training and development programmes play a critical role in helping fine-tune work processes and raising efficiency. At Maersk Line, employees receive training in business management concepts like Six Sigma, Lean and Kaizen. This helps them to solve existing process problems and improve quality and efficiency, keeping the organisation ahead of the game, says Sivakumaran. Over at the LTA, new officers are required to attend the “Your Role in LTA Quality Management System and QuEST (Quality & Excellence Search Teams) Programme.” This equips them with key skills and knowledge relating to improved productivity. One of the productivity courses offered by Training Vision is “Contribute to the Design and Development of Productivity Framework.” Through this managerial course, participants learn how to conduct a productivity diagnosis and recommend areas for improvement. They also learn how to establish a productivity goal, develop a road map and action plan as well as measure its effectiveness. TÜV SÜD PSB Learning also offers a suite of productivity courses under the Employability Skills WSQ framework. These are developed and funded up to 90% by the Workforce Development Authority (WDA) to help bridge the skills gaps in the workforce, enhance productivity and increase competitiveness in the market.

Transforming HR: Getting the timing right

The need to improve HR service delivery is a priority for many organisations. Poor HR service delivery generates a lot of pain; apart from the high costs of inefficient HR processes, poor service quality, it gives the organisation a bad reputation both externally and internally. Exclusion from strategic processes is the most likely outcome for an under-performing HR function.

F

or many organisations, improving the cost, quality and flexibility of services demands a transformation in HR function.

In the scenarios below, we look at three possible sequences for managing the transformation:

Transformation can take many forms:

In this approach, the change is implemented quickly and minimal changes are made to existing business processes. At a later stage, processes are reviewed and improvements made. However, while this approach enables rapid implementation, it is not the best long-term approach as it could lead to duplication of both resource and cost.

» Process – A basic Business Process Redesign (BPR) will remove bottlenecks and simplify paperwork. While this usually has some impact on efficiency, at best it usually makes a small dent. » Structural – Changes in the delivery mechanism such as the introduction of shared services can provide new economies of scale and improve delivery across the organisation. » Technology – In many cases, investment in new technology is necessary to automate complex processes and bring about efficiencies. Successful solutions are a combination of BPR, technology and structural change. The right combination of these tools is the one which works best for your business. One of the debates often encountered is the sequence by which process: structural or technological transformation is conducted. This is a question that must be addressed at the outset of a project and will influence the success of your strategy and the return on investment.

Implement then transform

Transform then implement

This is a long-term strategy and is the most cautious approach. By undertaking transformation first, organisations are better able to understand the complexities of business processes and implementing them. It is a good approach if you have no burning platform for change and you can be assured of continued support post-transition.

Simultaneous implementation

The main strength of this approach is that it clearly links the enabling solution and transformation projects under a single agenda, and is the most efficient. Activities such as BPR, technology implementation, staff training, and change management need only to be managed once and much duplication can be avoided. rganisations around the globe have come to rely on HR technology solutions to help them with various functions such as payroll processing, talent management, and recruitment processing that are meant to be cost-effective and efficient. Studies show that the global HRO market has been steadily growing and will continue to do so. According to the Human Resources Outsourcing Annual Report 2011 by Everest Group, the multi-purpose HRO market will have grown by 8–10% and reached around $3.35bn in 2011. Such a positive outlook for the HRO industry is set to continue, say experts.

Service providers and industry experts in Singapore say that HR technology solutions have evolved from just doing basic functions such as payroll processing due to the demands of organisations. Gery Messer, President, APMEA, NorthgateArinso Singapore, states: “The requirements [of organisations] have changed to include tools for performance management, succession planning and, more importantly, collaboration tools within those processes.” Lim Say Ping, Director of iqDynamics, affirms this by explaining that service providers need to understand the changing needs of organisations in order to provide them with an effective HR solution. “Mid- to large-size companies will look for providers who can arrange growth paths to upgrade their solution from the HR operational modules to include employee self-service, talent management, recruitment and learning management.” Recent Deloitte research revealed that 84% of surveyed companies are either transforming or planning to transform how they handle HR functions in order to cut costs and to increase effectiveness. Experts say that an increasing number of companies in Singapore are utilising cloud computing or Software-as-aService (SaaS) in their efforts to undertake this task and will continue to do so in 2012. Talented employees across the globe are relocating to Asia, eyeing new work opportunities here as the US and Europe face economic uncertainty. Right on cue, serviced apartment providers are opening new accommodation facilities to meet increased demand. HRM investigates the trends in the industry and what HR can look forward to By Shalini Shukla-Pandey

he grass seems to be greener in the eastern hemisphere of the world. This is because more companies are expanding their overseas operations and sending employees on project assignments to tap into the emerging opportunities in Asia. Tan Boon Khai, regional general manager for Singapore and Malaysia, The Ascott Limited, says, “Asia is the fastest growing region in the world today. The high level of foreign direct investments in countries like China, India and Singapore will continue to generate strong demand for our serviced apartments well into 2012.” In Singapore, demand for serviced apartments has been very strong, driven in large part by the inflow of foreign direct investments, which more than doubled to US$39bn in 2010. This put Singapore in ninth place globally for foreign direct investment inflows last year, according to the United Nations Conference on Trade and Development World Investment Report 2011. Singapore is also ranked the top choice for Asian expatriates in the ECA Locations Rating Survey 2010. The city continues to attract business and leisure travellers as the government implements various initiatives to both reinvent Singapore as an exciting leisure destination and strengthen the country’s position as a leading convention and exhibition city in Asia. Capella Singapore’s general manager, Robert Lagerwey, shares similar views. “Given Singapore’s stable economy, I expect higher growth in the region than anywhere else in the world, although it might not be as aggressive as the past two years.” He is expecting to run close to maximum occupancy next year, approximately 15% growth from today’s figures. “As long as the economic outlook for the region remains stable and strong, we anticipate that the demand for accommodation will also continue to grow in tandem,” says Raphael Saw, chief operating issue 11.12

Win-win partnership

When serviced apartments see a boom in business, so do relocation service providers. Oh says her relocation company has experienced growth across all services this year, with year-on-year growth being approximately 20% since the economic crash in 2009. “We predict another strong year in 2012 and are optimistic for a 30% increase over 2011,” she says. “Quarter-on-quarter is difficult to predict due to the seasonal variations, however we had a very strong peak season this year which will carry us through to the end of the year.” The relocation industry is looking hard at innovation and cost analysis. Oh says that old-fashioned packages are becoming far less prominent and the industry is looking at more cost effective ways to bring key talent to the region without relying so much on the financial carrot. “More companies are starting to outsource mobility services again, now that hiring levels are increasing, and this will have a positive effect on relocation companies with the resources to absorb this extra growth,” says Oh. As corporations are known to outsource the entire relocation process to relocation companies, competitive corporate rates are often provided through the association between relocation companies such as Santa Fe and serviced apartment providers such as Capella Singapore and Ascott. “Capella Singapore works very closely with these companies, partnering with them to facilitate each corporate account’s needs,” says Lagerwey. Instant gratification

Although business travellers and expatriates on extended stay make up the bulk of customers for serviced apartments like Ascott, there is also a group of customers who stay for mid-term project assignments or holidays. “Leisure travellers in particular have, for the past few years, been considering serviced apartments as an alternative choice of accommodation,” says Tan. “Travellers with families are able to ‘stay under one roof’, yet enjoy the privacy of their own bedroom in the serviced apartments. There is also the opportunity to interact with the locals and expatriates staying there, which makes it a more enjoyable authentic travel experience.” With the growing demand for serviced apartments amongst business and leisure travellers, Ascott is exploring opportunities to cater to both mid- and long-term stay requirements, targeting an expansion of its Singapore portfolio from some 900 apartment units to 1,500 by 2015. It currently rooms needed has one property catering to short-term stays – Ascott Raffles Place Singapore. Far East Hospitality is also seeing short-term stays becoming very common in the region. The serviced residences provider has invested in the upgrading of two of its properties along the shopping and entertainment district of Orchard Road – Far East Plaza Deluxe Residences and Orchard Parksuites – to cater to the rising demand. “The apartments at Orchard Parksuites have been upgraded with enhanced bathroom fittings, updated furniture configuration and refined carpentry,” says Saw. “The lounge at Orchard Parksuites has been refreshed with new upholstery and furniture providing a relaxing dining experience for guests.” Among other enhancements, seven newly-created units of twobedroom and three-bedroom suites have been added to its collection of 127 apartments at Far East Plaza Residences. Also in the pipeline, Far East Hospitality will be developing West Coast Link, which is a 200room residence, as a new addition to its 11 residences, totalling 1,400 apartments under its serviced residences range.

China is the world’s second largest economy and a top destination for overseas assignments. Ascott is currently the largest international serviced residence owner-operator in China with around 7,000 apartment units in 38 properties across 16 cities. To tap on the strong opportunities in China, Ascott plans to double its portfolio to 12,000 apartment units in China by 2015. As a key emerging economy, India is attracting foreign investments which bring about an influx of expatriates and business travellers to the country. Foreign direct investment into India is expected to more than double from US$25 billion in 2011 to US$55 billion in 2015 (Economist Intelligence Unit, Aug 2011) and international tourist arrival is estimated to increase more than 80% from over 6 million in 2011 to over 11 million by 2021 (Travel & Tourism Economic Impact 2011 – India by World Travel & Tourism Council). India also has a growing affluent middle class that is increasingly looking for quality apartments for their intraregional travel. However, there is an acute shortage of quality accommodation, and the gap is estimated at approximately 150,000 rooms. To capture the strong demand, Ascott will progressively open properties in Chennai, Bangalore, India Hyderabad, Ahmedabad, Mumbai, New Delhi and Pune over the next three to four years, targeteting to grow from currently over 1,400 apartment units to 4,000 apartment units in India by 2015. Ascott has also expanded in the Philippines, Malaysia and China this year. “We will continue to expand our portfolio via investment, management or lease agreements,” says Tan. “By 2015, we expect to have 40,000 apartment units globally, compared to some 28,000 units today.”

The MICE market is growing phenomenally in Singapore and operators are upping their ante to provide the best facilities and services to draw in the crowds. HRM speaks to standout players to find out what they anticipate in the coming year By Priya de Langen

T

he MICE industry in Singapore has been growing phenomenally. The country’s Overseas Visitors Survey (OVS) revealed that business visitors in 2010 made up about 27% of the 11.6 million visitor arrivals to Singapore that, in turn, made up an estimated 40% of total expenditure. Also, the Union of International Associations (UIA) announced Singapore as the top international meeting city for 2010 while the International Congress and Convention Association (ICCA) named the island the top convention city in Asia in 2010 for the ninth consecutive year. With the gaining popularity of Singapore as a MICE destination, experts say that the MICE market will continue to see fair weather in 2012 with venue operators providing newer and improved facilities.

Growth is expected

The two major industry players – the Resorts World Sentosa (RWS) and Marina Bay Sands (MBS) – say that they expect a growth in the MICE sector in 2012. Also, according to the Singapore Tourism Board (STB), the country has added 12 new world congresses to its line-up of events from 2012 to 2016, which will help increase the number of tourist arrivals. Paul Stocker, VP, MICE Sales and Event Services for RWS, explains that the opening of the two integrated resorts has been a gamechanger for the leisure sector. “The number of visitors to Singapore continues to grow across all sectors, including business visitors. I strongly believe that Singapore is very well on track to grow its MICE pie further.” RWS has hosted more than 1,200 events in the first six months of 2011 and is expecting to continue with this growth. “While taking into consideration

the global economic volatility, we are cautiously optimistic that we can increase events by at least 20%,” states Stoker. John Mims, Senior Vice President, World-Wide Sales & Resort Marketing Asia of Las Vegas Sands Corp (parent company of MBS), affirms the statement stating that “the outlook for 2012 is still strong for Singapore.” Mims mentions that there are several favourable factors that have helped the Singapore MICE industry such as a strong Asia economy, increasing tourist arrivals as well as the country’s good infrastructure. “For Marina Bay Sands, this has resulted in more business on the books already for next year than the same time last year,” he adds. MBS has numerous tradeshows and conferences lined up for the next year. These include the Amway Taiwan Conference in Feb 2012 and Young Presidents’ Organization (YPO) Global Leadership Summit 2012, which will see 1,500 and 1,400 delegates, respectively. CommunicAsia, an annual internet and communications technology (ICT) show will also be hosted in June, 2012. According to Mims, the show enjoyed great success this year with 1,312 exhibitors and over 27,000 visitors from 49 countries.

New facilities to choose from

Venue operators are differentiating themselves from their competitors by offering a one-stop service, whether it is installing equipment or even arranging special effects for events, to cater to clients’ different needs. Also, some operators will be introducing new or improved spaces to attract businesses. The Singapore EXPO Convention and Exhibition Centre hosts about 600 events on average each year and is expanding with a new convention wing, MAX Atria@Singapore EXPO which is set to open in March 2012. RWS will also be expanding its venue space with the opening of two new luxury hotels – Equarius Hotel, which comes with its own waterpark, and Spa Villas. RWS already has a column-free ballroom that seats 6,500 delegates, as well as 30 function rooms and 20 varied event venues. Stoker states that these venues will offer new spaces for clients to choose from and will enable RWS to host bigger events. “These will no doubt give a boost to our MICE offerings and provide different experiences for returning business travellers,” he adds. Organisations can also look forward to the new Scavenger Hunt teambuilding programme that will be held at RWS’ Universal Studios Singapore.

Anticipating challenges

Although industry players are anticipating a healthy MICE market next year, they state there are a few challenges that need to be overcome – talent crunch and the amount of venue space. Arlando explains that while a vibrant MICE industry is great, there is also a shortage of skills due to MICE companies “tapping on the same talent pool as companies in the hospitality and service sectors are.” Experts advise that although importing foreign talent or employing temporary staff may help ease the talent problem, it is not a permanent solution. Organisations such as Singex Group and RWS are providing development opportunities for their employees in order to create their talent pipeline. Singex Group has established a partnership with ITEs. “We take in interns, and students can look forward to furthering their careers with us upon graduation,” states Arlando. Stoker says that the organisation prefers to develop its local talent pool. “With over 13,000 employees, RWS has comprehensive training programmes aimed at equipping our employees with the necessary skill sets to excel in their jobs. We believe that such practices will provide for a sustainable pool of skilled employees for the service and MICE industry in Singapore,” he explains. Mims also advises that companies should be “open” when selecting candidates for their MICE teams, as a culturally diverse team can help build relationships with organisations. The MBS MICE team consists of members from 10 different countries, which he says has helped them “understand the cultural requirements of clients from all over the world.” Finally, experts are stating that the creative use of space is also essential for organisers as Singapore gains popularity as a MICE destination. “The biggest challenge facing Singapore would essentially be space. However, while we may not promote massive convention spaces, the creative use of space is something that venues here have thrived upon,” concludes Stoker.
