According to Accenture, almost half of workers are under pressure to develop additional skills to remain successful in their careers. However, only 26% say they have acquired new skills through formal training organised by their employers during the past five years. Accenture executive director of talent and organisation, James Arnott says: “In order to attract and retain top talent, (employers) should provide more opportunities for development of in-demand skills

and better opportunities for career growth.” “Our study highlights that workers are prepared to improve and expand their skills but they’re not receiving sufficient support from employers,” he adds. About 60% had learned new skills in the past five years. While 48% had added technology skills, few had updated other in-demand skills such as problem solving (35%), analytical skills (22%) and managerial skills (21%). “Employers that are looking to drive business growth and productivity need to do more than invest in training,” says Arnott. “They need to better understand their current employee mix and become more creative about how they leverage existing skills within their workforces.”

The number of exams taken by women was 106,800, marking the sixth consecutive year of growth for women test-takers. This was also the third year in a row that over 100,000 women took the exam. In the US, women took nearly 46,000 exams – the largest number out of any country in the world. The greatest percentage of women who took the GMAT was in China, where 64%, or about 33,000, of those who sat for the test were women. Still, the GMAC research found that female MBAs who graduated in the last ten years and are working full-time earn just

81% of what their male counterparts do. Some argue that part of the problem is that business schools do not adequately prepare women for senior leadership roles with companies. “Business schools primarily think about female and male students as future employees rather than as women and men with complex lives for whom employment is a significant, but not the only, activity,” says Erica Dhawan, an MBA candidate at MIT’s Sloan School of Management, in an article featured in Forbes. “If MBA programmes truly want to develop principled leaders, they need to address the different sets of concerns students can expect to encounter in the classroom, as well as when they graduate and enter the workforce,” she adds.

The NUS MBA programme is offered on both full-time and part-time basis. Full-time MBA students can complete their studies within 17 months. Studies show that earning an MBA helps graduates gain better job opportunities, remuneration, and development opportunities. Also, managers who have had years of experience under their belt can choose to do an Executive MBA (EMBA) programme to further develop their skills.

The 2011 Alumni Perspectives Survey highlighted that overall, 88% of the class of 2010 members reported they had a job after graduation. Also, having a degree was critical in helping them acquire skills. In general, 33% of survey respondents indicated they were very well prepared for their career as a result of their graduate business education and 50% reported being well prepared. Organisations understand the benefits of their employees having an MBA or EMBA degree and are sponsoring them to attend such courses. In Singapore, organisations have a variety of programmes to choose from for their employees. However, the cost of an MBA and EMBA programme might give some pause. According to the Graduate Management Admissions Council (GMAC), the total investment cost of an MBA programme can be from US$124,000 – US$198,000. As a result, working professionals pursuing the degree and organisations sponsoring their employees want to know that they are getting a good deal.

Getting a good return

Sponsoring employees to pursue an MBA or EMBA degree is a good talent retention strategy and companies want to ensure that they get a good return on investment, especially where they are striving to bridge the gap or improve on employee skills. “Companies seeking to level up the capabilities or skills of their employees will have a preference to sponsor them in academic degrees which are aligned to their functions or roles,” says Lim Mei Mei, General Manager, Ngee AnnAdelaide Education Centre (NAA). She adds that the NAA MBA helps develop management skills and graduates have successfully embarked on a career switch from specialised professional roles to general management positions. “Regardless of the choice of postgraduate degree, there will be benefits to both the employer and employee in that the acquisition of new knowledge will enable them to bring the best practices to the workplace,” explains Lim. Professor Nilanjan Sen, Associate Dean, Nanyang Executive Education, Nanyang Business School, says that there is tremendous ROI for companies that send their employees for an EMBA programme at the instituition. Besides focusing on various topics, the programme “provides holistic business knowledge not only of the East but also the best practices from the West.” He adds that as their graduates come from different countries around the globe, the EMBA course provides great networking and business opportunities. “This is

Jenifer Raver, Programme Director, MBA Programme, Singapore Management University, says that “what’s unique about the SMU MBA is the additional soft skills component. Students study subjects such as Leadership, Corporate Communications, Negotiation and Ethics in addition to the hard skills subjects such as Finance, Marketing, and Economics.”

Is there a slowdown in intakes?

With economies around the globe including

Singapore experiencing a slowdown, has this made much of a difference to the schools and their intakes, especially since companies are now watching their budgets? Most schools are saying that they are not deeply affected in this area. Leong says that The NUS MBA intake numbers have remained relatively stable despite fluctuations in the performance of the economy. However, she says that regarding EMBAs, “the slowdown in the economy may have made some senior executives think harder about the choice between advancing in their careers and selfdevelopment, however, many take the opportunity to upgrade themselves.” Moreover, she adds that with good international rankings, the NUS EMBA programmes have seen an increase in numbers this year. Sen says for Nanyang Business School , during 2008–09 the effect on the EMBA area was less pronounced as participants thought it to be a transitory phase and wanted to utilise the time to “upgrade their skills”. However, he says that “with very slow recovery and companies in cost-cutting mode, there is a slight drop.”

What’s on offer? There is a variety of MBA and EMBA degree programmes provided by institutions in Singapore, some which are globally ranked. The NUS Business School, which ranks 23rd in the Financial Times 2012 business school rankings, offers a range of both programmes. This school has The NUS MBA with five specialisation options in Real Estate, Healthcare Management, Finance, Marketing, Strategy & Organisation, as well as The NUS–HEC Paris Double Degree MBA that is jointly offered by the NUS Business School and HEC Paris. Associate Professor Susanna Leong, Vice-Dean of Graduate Studies, NUS Business School, says that all NUS MBA/EMBA programmes have attracted company-sponsored candidates for a number of years. “In the 2011 intake, 17% of our MBA students were fully or partially sponsored by their companies,” she notes. The NUS Business School also has globally-recognised EMBA programmes – The Asia-Pacific Executive MBA which focuses on ‘Doing Business in Asia’, and The UCLA-NUS Executive MBA Programme. Leong says The Asia-Pacific Executive MBA is sought after by companies focusing their businesses in Asia as it helps participants gain a better understanding of business in Asian economies.

y response is simple: “I can teach you to play the piano, but can’t guarantee you’ll be Mozart.” It is a common myth that only a few can innovate. Management guru Peter Drucker believed that entrepreneurship and innovation were management skills that could be learned and practiced.

So why must we learn and practice innovation?

Firms with an established position within a market (incumbents), appear to be in an enviable position with respect to resources. Yet we continually see start-ups and new entrants beat them at their own game. The reason is the Incumbent’s Dilemma: the tension experienced by an already successful firm when trying to create its future. We see it often-- successful firms struggle and fail in what they are good at. Recent examples are Kodak, a firm that invented the digital camera only to die by it. Firms like Kodak face the reality that the thing they are best at holds them back. And this is due to mindset. Future opportunities are often ignored and, in fact, cognitively distant to managers. Not only is it difficult to see alternative solutions, but there is no compelling reason to change that which succeeds, even for the most well-intentioned and hard working manager. The solution to the Incumbent’s Dilemma is Innovation. Innovation is defined as the creation and capture of value. Entrepreneurship is the pursuit of opportunity. Combined, they are unstoppable in their ability to deliver success. That success must come from the mindset of the managers and employees and, therefore, can be taught. Singapore’s current success creates challenges in innovation and entrepreneurship. Graduates of higher learning find jobs readily and GDP growth continues to recover at remarkable rates given the economic crisis. Innovation does occur and, if patents are used as proxy, Singapore has had good success: patents from A-Star, NTU, and NUS combined to numbers greater than Harvard University. However, the conversion of these

inventions into realised market value is limited: Singapore ranked 16 out of 22 OECD nations that participated in a 2006 entrepreneurship study. Most new ventures focused on the local market. In addition, there is a historical and cultural aversion to failure. The issues above—plentiful employment, unproductive innovation, aversion to risk, and local market perspective—clarify the necessary focus on innovation and entrepreneurship education for Singapore. Indeed, the key recommendation by the Association to Advance Collegiate Schools of Business (AACSB) suggests that universities should tailor innovation education to the local need. Our studies of entrepreneurs, technologists, and executives of SMEs and MNCs suggest some clear needs with regard to innovation education: » Innovation occurs in existing firms as well as start-ups » Experiential and practical learning is necessary » A mindset change is needed » A diverse, practical and eclectic approach is needed » The community needs to understand innovation education outcomes As a result, an innovation curriculum should have relevant key learning outcomes matched to the key issues facing Singapore today: Key Issue

He urges those working in human capital management to bolster their capacity for change through management education. Scanlon began his appointment at the University of Adelaide a month ago and as an Adelaide MBA graduate himself, Scanlon understands the motivations of those interested in completing an MBA. “I held an undergraduate degree, and fairly quickly I was working in senior management roles. You learn a lot with your senior managers and your peers but, as you take on more responsibilities, you start to question whether you are doing things right and whether there are other ways of addressing issues. The organisation that I worked for at the time wanted me to study because they thought it was an important stepping stone in my career, and it would allow them to grow as an organisation as well.” Scanlon says knowledge sharing and networking with other MBA students has great benefits too. “The University of Adelaide MBA gives an employee a backstage pass to the strategic and operational functions of other industries,” he says. “With such high-quality students there’s a new dimension to the teaching experience through interaction with fellow students. Going ‘back to school’ for professional development courses can help employees keep abreast of the latest developments in their field and stay ahead of the curve. HRM looks at ways to refresh skills By Shalini Shukla-Pandey

M

ost employers today recognise the value of keeping their staff motivated, productive and flexible through employability skills training. Training can provide employees with the relevant skills and knowledge to do their work better, and to add more value to their organisation. “This not only fills knowledge gaps, but is also recognition that the company values its people and is willing to invest in training to upgrade them,” says Teresa Yang, Assistant Vice President, TÜV SÜD PSB Learning. As technology progresses, HR has to find effective ways to update employees’ skills, helping businesses of all sizes adapt to a variety of economic climates. People are expecting learning to become more mobile and less allows workers to step classroom-based. “Hence, we see a away from the daily growing trend towards mobile demands of operations, learning and webinars. We have been gives them time to reflect, using some of these in our delivery to take stock and learn new enable learning convenience,” says knowledge and skills Shelley Wu, Marketing Manager, Training Vision Institute. There is an increasing trend towards e-learning with more online training courses being developed and offered. Also, training simulators are becoming popular for both hard skills and soft skills training, says Yang. Training is essential not only to fill knowledge gaps in the workforce, but also to stay abreast of government regulations. “Businesses are encouraged to be bizSAFE-ready,” says Tan. “For instance, we are seeing more businesses interested in taking bizSAFE courses in such areas as food safety in view of the recently implemented requirement of time-stamping all buffet and packed meals.”

Training trends

All types of industries are now looking into achieving productivity improvement through system and process improvements, with many industries taking on a more holistic approach to how they run their business.

“For example, service sector businesses are taking a technical approach when it comes to improving their processes, complementing their usual service training,” says Yang. “They are embarking on Lean Six Sigma implementation which was traditionally an ambit of the industrial sector.” Industrial businesses on the other hand are realising the importance of including soft skills in their customer interactions and so are going for service training, she adds. Industries that are traditionally labour-intensive are also changing the way they do business to cope with the shortage of workers. “Some companies are investing in innovation of their products, processes and people to do more with less,” says Colin Tan, Vice President, Product Development and Corporate Training, TÜV SÜD PSB Learning. “For example, Food and Beverage businesses have begun using automated equipment that enables food to be prepared with fewer people in the kitchen. Also, hospitals have redesigned their work processes and equipment so that fewer nursing staff are needed to man a ward.” More importantly, Tan believes that training allows workers to step away from the daily demands of operations. “It gives them time to reflect, take stock and learn new knowledge and skills,” he says. “A training setting also allows people to practise skills (e.g. through role-plays) in a safe environment, where people have the opportunity to learn from mistakes without the consequences of real-life situations.” Regular training allows workers to continuously refresh their skills, as each training module can be designed to be a building block, allowing workers to improve their current skills while building on new ones. In general, training helps workers to shorten the learning curve, get tips and advice from industry experts, and learn through sharing of experiences from the diverse mix of trainees in the class. Reinvention of staff skillsets is almost a must in order to stay competitive. “The real players are those who are constantly evolving and re-skilling themselves to stay ahead of the game,” says Wu. issue 12.4

Changing with the times Training programmes have evolved and adapted to stay relevant in the quick-changing business environments of today. Training Vision adopts a consultative approach towards clients, developing new solutions customised to fit their needs. “We also constantly improve on our approaches to provide clients with the relevant technology in training delivery, for instance by adopting mobile learning, webinars, the use of new media and tele-presence,” says Shelley Wu, Marketing Manager, Training Vision Institute. “We need to align to both current and future skillsets which include: the ability to think deep; staying connected; social intelligence; cultural competency; cognitive understanding; clarity and flexibility; and diversity thinking. The global landscape is changing and so there is a need for evolving skillsets to meet the challenging demands,” Wu explains. Through close collaboration with the WDA, TÜV SÜD PSB Learning is able to keep in touch with the manpower development needs of various industries, enabling its courses to be updated and relevant. “As CET centres under WDA/WSQ framework, our suite of programmes are continuously being refreshed to help develop the staff of client organisations, keeping them abreast of industry trends and changes,” says Yang. Also, TÜV SÜD PSB Learning has developed strengths in both hard skills and soft skills training. “We work with many key clients who are industry leaders in their own right,” says Tan. “Such partnerships allow us to acquire and develop best practices to meet the challenges of quick-changing business environments.”

Assessing skills shortage

While training is important, implementing it in a haphazard manner will only reduce its effectiveness. HR thus has to work towards assessing skills shortages within their staff. “HR can leverage on tools which enable them to hire the right candidate, thereby improving job fit and lessening skills shortages,” says Wu. For instance, Training Vision has a ‘Competency Based System’ that aligns staff skillsets to the job role of an individual. The system helps to assess staff potential and gaps, allowing employers to develop skills in areas such as behavioural, functional as well as technical competencies, and bridge gaps over time. “It is a comprehensive tool that offers measurable results right from the start of hiring, to performance appraisal, individual development plan, career planning, succession planning and 360 assessment,” says Wu. Once gaps are identified, specific solutions are recommended to help staff to close the gaps. Solutions can be in the form of formal training, knowledge acquisition, blended learning, on-the-jobtraining or even coaching. Tan says that HR can conduct a needs analysis to identify learning gaps and determine relevant training programmes. “Sometimes, low productivity and performance and a lack of innovative ideas are indications of skills shortages,” he says. “Other signs

include observation on the ground, feedback from supervisors and staff themselves. Customers’ feedback and complaints are also good indicators of skills shortages among staff.” At a more strategic level, skills shortages can also be determined by understanding the organisation’s vision and objectives, defining the skills needed to get there, and analysing the current skills inventory to ascertain the skill gaps.

Popular programmes

There’s been an increased demand from PMETs who are looking to upgrade their skills either through executive development programmes or programmes in such areas as leadership and people management. “Interestingly, with the government’s impetus in service innovation gaining momentum, we also experience an increase in demand for service-related programmes,” says Wu. “By recognising the need to enhance and improve service levels, employers are looking to equip their staff with relevant skills sets.” Other popular training courses at Training Vision include English, IT skills, communications skills and EQ skills, which are part of the service skills set. At TÜV SÜD PSB Learning, Lean Six Sigma is in demand as more organisations are looking at ways to reduce costs and improve profit through reducing defects, scraps, waiting time and so on. “Quality Management System courses are also in demand as more organisations seek system and process improvements,” says Yang. As the Continuing Education and Training (CET) centre for Service Excellence and Employability Skills under the Workforce Development Agency (WDA) and Singapore Workforce Skills Qualifications (WSQ) framework, TÜV SÜD PSB Learning’s suite of Service Excellence programmes and Employability Skills training are becoming popular, says Tan. This includes the ‘Certified Service Professional’, a five-day training programme designed to equip workers with the mind-set and skills needed to serve professionally. “Other courses in the same framework, such as ‘Deliver Service Excellence’ for operations staff, and ‘Lead a Customer Focused Organisation’ for managers are also in strong demand by clients who use them to cascade their organisation’s vision, mission, values and service culture,” adds Tan.

Since 2008, the Institute for Adult Learning (IAL) has been focusing on efforts to raise capabilities in training design, delivery and assessment. It leads the way in encouraging innovative ways of delivering training and investing in research and development for workforce enhancement. It prides itself as a one-stop consultancy that services every aspect of an organisation's CET and Human Resource (HR) development needs - from research to consultancy to training. In short, it is an end-to-end CET solution provider.

Leading the field in HRM and CET practices

IAL has also led the way in several key Human Resource Management (HRM) and CET initiatives in Singapore. It has initiated several schemes within the mandatory Advanced Certificate in Training and Assessment (ACTA) qualification that is essential for any adult educator in Singapore's Workforce Skills Qualifications (WSQ) system. These include the On-the-Job (OJT) Training track and the Recognition of Prior Learning (RPL) assessment pathway for existing HRM practitioners. RPL acknowledges a trainer’s previous experience and skills and is used to grant credit for ACTA modules. IAL has also pioneered the Singapore WSQ Diploma in Adult and Continuing Education (DACE) with a graded assessment methodology. In 2009, IAL set up the Adult Education Network (AEN) Singapore, a professional membership scheme for trainers and adult educators to collaborate and share knowledge. IAL also administers a $3m CET innovation fund. Set up in 2010, it seeks to encourage CET professionals to pioneer new and innovative methods of workforce enhancement. One of the feathers in IAL’s cap is its international symposium - the Adult Learning Symposium (ALS). From its inaugural event in December 2008, the ALS has grown into a flagship showcase for IAL that further cements its international standing. This year’s ALS will be held on July 5 and 6 at the Resorts World Sentosa with the theme: “New Frontiers in Learning and Work”. Says Ms Gog Soon Joo, Executive Director of IAL: “We have the passion to co-create a highly effective continuing education and training system with key stakeholders – be it companies, industry associations, training organisations or government agencies.
