Expat healthcare a challenge With fast-emerging economies providing more global opportunities, companies need to consider the health and medical insurance covers in these locations, Jelf, an international healthcare consultancy, has found. Growing markets in Azerbaijan, Kazakhstan, the BRIC countries of (Brazil, Russia, India, and China), Australia, South America, and African regions are providing massive opportunities to expats, but employers are uncertain of how to provide healthcare services and benefits to expats cost-efficiently. Whilst the more developed of these nations will broadly mimic policies in existing developed countries, others will pose a real challenge for the insurer and require sophisticated solutions. The two main issues highlighted in the Jelf Employee Benefits report are the complexity of emerging markets and the medical challenge faced in those countries. For emerging markets, many clients demand extra benefits while providers find that local markets are becoming very complex. To provide relevant healthcare and medical cover for an expat worker and his family would require expertise knowledge. For medical challenges, some insurers are unwilling to involve themselves with local regulators and hence avoid certain markets. Expats in these markets find themselves limited with fewer options of worldwide medical and healthcare providers willing to take on their businesses, the report stated. “In 2013, employers need to be educated to understand what they are buying and whether they really need it. In one location an all-singing, all-dancing policy may be required, but in another, local healthcare may be applicable,” says Jelf’s international healthcare director, Sarah Dennis. “Either way, in this arena, the employers’ duty of care burden is becoming increasingly heavy,” she adds.

Incentives to attract high-end foreign talent High calibre foreign professionals working in major industries in Qianhai can now receive subsidies from the Shenzhen government. According to the Interim Measures on Individual Income Tax Subsidies for Overseas High-End Talent, which took effect on January 1 this year, individual income tax is capped at 15% for qualifying wages and salaries. Taxes which extend beyond 15% will be subsidised by the Shenzhen government for the exceeding portion. For an individual to be accredited as an “overseas high-end talent or professional in short supply in Qianhai”, he or she should fall under one of the following categories: • A person with foreign nationality
• A resident in Hong Kong, Macau or Taiwan • An overseas Chinese who has obtained the right of long-term residence overseas • A returned overseas student Also, the company or institution established by the individual or where the individual works should belong to the financial, modern logistics, information services, technology service or other specialised service sectors. The individual could also have started a business in Qianhai or works in a company or institution that is registered in Qianhai. Lastly, the individual should be paying individual income tax in Qianhai according to relevant laws.

Relocating for work is no longer as rare as it once was. As companies continue to expand and capitalise on new markets, more and more workers are uprooting themselves and moving to a new country or new region as work demands. Some 57% of multinational companies expect to increase the number of employees they transfer in 2013, according to the 2012 Trends in Global Relocation Survey by Cartus Corporation. In another survey by Worldwide ERC, nearly eight out of 10 respondents expected an increase in traditional, long-term work assignments in Asia, with one-third predicting a significant increase. “Workers are moving to where job opportunities are,” says Chin Meow Ling, Regional Compensation & Benefits Manager, Arrow Asia Pacific. “In recent years, economic growth in the East has outpaced that in the West. With some countries facing unprecedented unemployment growth, more people seek out employment opportunities outside their home countries.” According to Stephanie Chui, Corporate Services Manager, Santa Fe Relocation Services, skill gaps and labour shortages are the two main reasons for such intensive talent movement. “The strong Asian economy is seeing more expats coming to the region,” says Chui. “With the emerging markets making a bigger impact worldwide, people from these regions are also likely to move around, joining the global talent market.”
“Moving suitable candidates with large families is a challenge, as well as managing the assignee’s expectations of the allowance and support they can receive from the company,” says Chui. When it comes to managing costs of relocation – the top most concern of companies – there are several ways that HR can handle this issue. At Arrow Asia Pacific, business needs and knowledge transfer are prioritised over career development when it comes to relocation. This means that relocation for developmental purposes is now focused on leadership positions, while in the past high potentials also had the opportunity to take up overseas postings for one or two years. “To manage costs, the full expatriate package may not be on offer, especially in cases where the assignment is employee-requested or for the employee’s career development. We have to balance between the company’s affordability and the employee’s needs as the package has to be sufficiently attractive to keep the employee

Managing costs Relocation may sound straightforward, but it is definitely no walk in the park for the HR managers and relocation managers handling the task. There are legal, financial, administrative and cultural barriers that HR has to deal with whenever employees cross borders. According to the survey by Cartus, managing relocation costs was ranked as the greatest challenge (61%) faced by companies handling global relocation programmes. This was followed by compliance with laws and regulations (51%) and housing (41%). The need for companies to control costs puts direct pressure on benefit levels, which can impact assignees in their daily and work lives. Compliance with local laws and immigration timeframes and requirements impact employees’ ability to begin productive work and even undertake the most basic elements of daily life, such as opening a bank account, says the report.

Choosing the right school is a critical consideration for expatriates moving to a new location with their families. Understanding the options available in the host country can help parents and their children make a seamless transition. Schools in Singapore are well-known for their high academic standards. Its education system was ranked fifth in the world in a survey released by the Pearson Group in November last year. Expatriates moving to Singapore can choose from either local schools or international schools, depending on their needs. Local schools follow a curriculum that is approved by the Ministry of Education and schooling fees tend to generally be more affordable. As of 2013, international students could expect to pay S$500 per month for local primary school, S$650 for secondary school and S$1,000 for pre-university education. International schools on the other hand offer internationally recognised curriculum such as the International Baccalaureate (IB) Programme, which is found in more than 140 countries. However, fees tend to be higher, ranging anywhere from S$1,000 to S$3,000 a month. While IB programmes are still popular, an increasing numbers of students are a shying away from those that do not match their own individual needs, says Stephen McCann, Marketing Communications and Sales Manager, Insworld Institute. “Students want more opportunities to choose the subjects that they study and a higher level of focus in areas they wish to pursue.”
Local or international Most expatriate families are “mobile” these days and one of the biggest challenges is to find the same or a similar school system where their children can fit in, says Margaret Alvarez, Head of School, ISS International School. While expatriates are allowed to enrol their children in local schools, many prefer international schools as they allow them to continue learning in a system that they are familiar with. The British academic qualifications offered at Insworld Institute, for example, include Edexcel Lower Secondary, IGCSE and GCE ‘A’ level programmes. These qualifications are internationally recognised and portable, allowing students to complete and/or start their educational
programme in Britain or a third country. “Our lessons are taught in a modular system; our students are able to take the credits for the modules they have completed with them if they are forced to move before the end of the course,” McCann says. Many expatriate families that have just moved to Asia might find the local schooling system quite overwhelming, with the larger class sizes and the more academic focus, says McCann. International schools tend to have smaller sizes and better student-teacher ratios. Insworld adopts a student centred approach with small class sizes and a high level of individual support to help students realise their full potential, says McCann. “The curriculum itself emphasises analytical and evaluative thinking processes as opposed to the more traditional approach that emphasises knowledge acquisition.” However, there is no one perfect school, says Alvarez. “What benefits one student may not necessarily apply to another.” That said, the key difference between international and local schools lies with the nationality mix within the student population and usually the curriculum offered, Alvarez says. “Most local schools comprise of more Singaporeans and offer a local curriculum.”

Settling in Getting used to a new school environment and making new friends can be a challenging period for a child. Keeping this in view, schools offer a variety of activities to help the child settle in. At ISS, new students are assigned with a buddy in school to help them with the transition. Orientation sessions help students learn about the school culture and it systems. In addition, small class sizes mean teachers are able to offer students more one- to- one time and this has really helped children settle in, says Alvarez. “ As an international school, most of our students have at one point been ‘new’ so they really understand what their newer colleagues are experiencing and can give effective support based on real experience.” At Insworld, personal tutors are assigned to each individual student to help them adjust to the new environment, says McCann. It is not just students who need orientation in a new environment. ISS for example, has a very active Parent Teacher Association (PTA) where members serve as parent contacts to help new families settle in. “The PTA also organises get together functions for new families to mingle with the existing school community,” Alvarez says.
Is your international school accredited? It is mandatory for all Private Education Institutions (PEIs) in Singapore to be registered with the Council for Private Education under the Enhanced Registration Framework). In addition, PEIs may voluntarily register themselves to be EduTrust-certified, as a mark of having achieved a higher and more comprehensive standard in their corporate governance, financial viability, administration, and student-related services and processes. Under the Private Education Act 2009, only PEIs that are EduTrust certified will be able to enroll International Students requiring a Student Pass from the Immigration and Checkpoints Authority of Singapore.
