• In the review of the existing situation of Jeddah, we have come to the realization that some agents are more developed . • The “Knowledge Creation” bodies appeared to be more developed. They are thus suggested to lead ‘the body’ that will direct the KC initiative. • The model represents a starting point for further discussion, analysis and testing. It is the first step in creating an initiative rather than the first step in becoming a KC.
