HE global economic downturn aﬀected Austria’s trade with the UAE in 2009 but the indications for 2010 are more positive. Austrian companies still see Dubai as their most important hub in the Middle East, therefore trade and investment relations are on the increase again, according to Dr Julius Lauritsch, Austria’s Ambassador to the UAE. The historical ties, which bind the UAE and Austria were founded on common aspirations and the desire for peace as well as economic and social welfare, the Ambassador told this correspondent. Austrianpoliticianshavealwaysadmired the UAE for the progress achieved by the country in the political, social and economic spheres, under the wise leadership of the late Shaikh Zayed bin Sultan Al Nahyan and President His Highness Shaikh Khalifa bin Zayed Al Nahyan, he added. This friendship between the two countries is characterised by a vigorous exchange of bilateral visits, he said. “I would like to underline the oﬃcial visit of the Federal President of the Republic of Austria, Heinz Fischer, to the UAE in March 2006.

“Both countries look back on a long history of cultural importance. The cultural exchange is vast and I would like to mention the various concerts of Austrian orchestras, especially the performances of the ‘Wiener Philharmoniker’ in the UAE,” he added. He said the year 2009 saw a decline of Austrian exports to the UAE by 31 per cent. However, exports from Austria rebounded strongly in the first seven months of 2010, increasing by 9.4 per cent. Imports from the UAE declined by 10 per cent, however, on a small basis, he said. “Trade is back on the upswing and we expect this to continue as the region’s economies are recovering strongly.” Dr Lauritsch said the UAE had substantial investments in Austria’s oil and gas industry as well as in petrochemicals. Austria offers high technology in many industrial fields like machinery, steel, renewable energy, biotechnology and others. These sectors have also benefitted from UAE’s investments, he explained. However, he said, the current state of trade did not reflect the existing potential and that there was still scope for further growth in bilateral trade and cooperation between the two countries.

He said that there was a high level of interest in enhancing cooperation in healthcare, healthcare tourism and medical cooperation and predicted that renewable energy and environmental technologies would assume lot of importance in future. He sees these emerging trends being reflected in the building materials and construction sectors where Austrian companies have traditionally played an important role in the UAE. Austrian projects in the UAE The major projects in the UAE involving Austrian investments are progressing well. These are all large-scale contracts running into many years. “We do not foresee a major change and expect them to run as planned,” Dr Lauritsch said. “I think that the already existing strong and traditional relations between Austria and the United Arab Emirates could be fostered by more interlinked cooperation in the political, economic, social, educational and cultural fields and I encourage all Austrian partners to do so. “To a certain degree Austrian companies had to scale back some market expansion plans and that has also affected their Middle East operations. But as mentioned above, the growth in exports illustrates that the relations are on a sound footing and will continue to prosper,” he concluded. KHALEEJ TIMES SPECIAL REPORT

e live in a time of globalisation, wherein we are constantly reminded that we are no longer citizens of nations but, rather, nodes in overlapping networks. Of course, things are never so straightforward. Globalisation and the homogenisation — its threats have in fact prompted the inverse effect as well. That is to say, we are increasingly consumed by and asked to consume. Local products or what is “local” comes from very far away. Consider the emphasis on locally grown food and locally sourced products, or on reclaiming vernacular idioms and craft traditions. Many fashion customers rigidly insist on a “Made in Italy” label, never mind if Italian law allows everything but the button sewing to be actually done in China. So what does this mean for design in Austria? The short answer is, that it means as much as Austrian designers want it to mean and based on ﬁrst impressions, they appear to be sceptical. “Does it matter if we’re Austrian?” someone said. “We don’t think of ourselves as Austrian designers, but simply as designers”, another insisted. Such responses are neither unreasonable nor unique to Austria; no one wants to be pigeonholed, and the very notion of national identity can seem ambiguous, anachronistic and overly reductive, not to mention uncool. But from an outsider’s perspective, it seems that “Austrian design” can,

and ought to be, better positioned to compete worldwide. We all know that national design labels can easily lead to a cavalcade of empty clichés. But we would have to agree that such classifications have been successful, if imperfect devices have benefited designers and their home economies and also provided valid frameworks for creativity and even encouraged heterogeneity on an international scale. Then we would have to accept that they are useful and, frankly, legitimate and unavoidable. That being said, a “branded” national design is not about creating a style, but rather a narrative. And a well-articulated narrative seems to be exactly what is missing from contemporary Austrian design, which is surprising, given the richness of the country’s design legacy. In order to comprehend the country’s perforated narrative, we have to delve deeper into its rich, vibrant legacy. The Global Design Watch study published in autumn 2008 by the New Centre of Innovation and Design at the University of Art and Design in Helsinki, Finland, reveals Austria as a design country in the truest sense of the word. The study reveals that between 2005 and 2007, Austria climbed the global ranking from tenth to the sixth place in terms of the competitiveness of national design. This makes the country one of the most dynamic movers in recent years. The study bases this finding on figures regarding the econom-

ic situation, training opportunities and innovation indicators as well as labour market data drawn from the Global Competitiveness Report of the World Economic Forum, as well > Friedensreich as on factors of Hundertwasser national design policy, such as the implementation of design programmes and the provision of funding through national authorities like the Austrian Federal Economic Chamber (WKÖ) and other regional supporters. Perhaps Austrians don’t need to be reminded of Wagner, Hoffmann, Loos and the Wiener Werkstätte, nor the splendour of the Habsburgs; the heritage of Lobmeyr and Thonet; the brilliance of Kiesler; the masterfulness of Austrian craftsmanship, both folk and industrial; the less widely known, yet fascinating work of Hermann Czech, Carl Auböck, Victor Papanek and others. Long before design was even mentioned as a factor of competitiveness, Austria had designers in the late 19th century, who made substantial improvements to our lives with their work. Around the turn of the 20th century Austria already had some genu-

ine star designers who pooled their strengths in 1903 under the name of the “Vienna Workshops.” These comprised a series of independent workshops that were mainly involved in the production of furniture, jewellery, textiles, ceramics and other articles for everyday use. In this context, the designers worked with strict geometric forms, but they also liked to elaborate their designs with curved lines. The individual objects were coordinated by the main designers, to achieve a synthesis of the arts. As a rule, the products put on to the market by the Vienna Workshops bore the monogram of the designer and the craftsman who made them. In 1905, the Vienna Workshops had approximately 100 employees and cooperated with some of the most significant artists and architects of the time — Gustav Klimt, Josef Hoffmann, Egon Schiele and Oskar Kokoschka. In its heyday, an increasing number of traditional family-run businesses in Vienna displayed an interest in the work of the Vienna Workshops. For example, the glassware specialist Lobmeyr, established in 1823, launched a series of successful partnerships with Josef Hoffmann, Adolf Loos and Koloman Moser, who, in the first half of the 20th century designed magnificent

works of art for the company. After being established in 1896, furniture manufacturer Wittmann focused on, among other things, the production of Josef Hoffmann furniture. Porcelain manufacturer Augarten worked intensively in 1929 and 1930 with Josef Hoffmann, and still produces his designs today. And Backhausen, a producer of household textiles, furniture, curtain fabrics and carpets, was a founding member and main supplier of the Vienna Workshops. Today, this company has its own Vienna Workshop Textile Museum, a comprehensive archive with more than 3,500 original designs from over 300 artists. Even industrial companies are increasingly recognising the value of design as a unique selling point. Today it is a little-known fact, that the Austrian company Swarovski, which sells its crystal ﬁgures, optical precision instruments and jewellery in more than 1,150 of its own stores in over 120 countries, has 26,000 employees and has generated sales revenue in 2008 of 2.52 billion euros, and owes its very existence to a machine developed in 1892 by Daniel Swarovski that could grind crystal on an industrial scale. such as Hussein Chalayan, Ron Arad and Karim Rashid. The latest market survey Focus: Design Landscape by designaustria states that 66 per cent of Austrian designers focus not only on the local market but are also active beyond the country’s borders. Contemporary Austrian designers appear to be a feisty and fiercely independent bunch. How else could one explain the Austrian company, Spirit Design’s innovatively new high-speed trains that have scooped up many national and international awards as the winner of the Universal Design Award and the Red Dot Award! At the 2009 Red Dot Awards, a total of 15 Austrian products received a Red Dot, while six others were given a “honourable mention”. At the 2008 “Design Management Europe Award” in Cardiff, Wales, three Austrian companies – KTM, Museums Quartier Vienna and Vöslauer received awards for their exceptional performances in the field of design management. And at the 2009 European Design Awards, 16 Austrian design firms were recognised, including Valentin Vodev, Martin Mostböck, Aws Designteam and Formquadrat. And let us not forget, the invention ranking of the Austrian Patent Office that stated, AKG Accoustics, Fronius Schweißtechnik, KTM-Sportmotorcycle, Rosenbauer Feuerwehrtechnik and AVL List are the most innovative companies in Austria that focus strongly on design when developing products. Nevertheless, one can begin to sense a certain Austrianness within the diversity of their work. The two designers at Polka are considered firm fixtures of the Austrian furniture and consumer goods sector: cook-

ware manufacturer Riess designed a striking set of pots in 2007 named Polka Pots and for Laufen, they developed a range of wash basins in the “living city” range, which received the iF Product Design Award in 2008. Despite the ﬁrm’s international emphasis, EOOS’s technological-anthropological approach felt appropriate coming from a land equally rooted in folk tradition and modernity. Vienna Design Week’s Passionswege project, which arranges collaborations between designers and local manufacturers, is a brilliant idea. Meanwhile, other efforts like das möbel, designforum, MuseumsQuartier and, notably, Pure Austrian Design have the right idea; “In the past, Austria was very relevant in design, but now we have to bring people together, present their work worldwide and rebuild an image”, the latter’s co-founder, Andrés Fredes, said. Lobmeyr and Wittmann make attempts at bridging the past and present with reissued Austrian classics alongside new designs. The company dedicated an entire product line to the avant-garde designer Friedrich Kiesler who died in 1965. Still, many in Vienna seemed resigned to seeing the Austrian capital become a regional, rather than a world design centre. Austrian design is mostly being deﬁned in terms ranging from quality and craftsmanship to technology, research and sustainability. All are perfectly laudable attributes, but they don’t do much to differentiate Austria from other countries. Anyone can see that contemporary Austrian design is rooted in a story, and it is a story that gives Austria a pretty good head start. You just have to tell it, and make sure it gets heard.

It has got statistics to prove it! Every year Austria receives approximately 30 million visitors, who come to the country not only to enjoy its climate and beautiful landscape but also to seek medical advice and to recuperate. However, the country stands out not only for its celebrated medical history and world-class medical facilities but also for its commitment to provide excellent healthcare to citizens from around the world. This is where Austria, renowned for its global medical expertise, can step in. Especially because Austria meets the expectations of patients from Gulf countries like any of its European neighbours. The quality, pricing, language barriers, cultural understanding and travel regulations are comparable. A brief look at Austria’s long history of medical brilliance will give a clearer picture. After the Revolution in 1848, “Juengere Wiener Medizinische Schule” (Young Vienna Medical School). Carl Freiherr von Rokitansky (Pathologist) and Ferdinand Ritter von Hebra (medical doctor) were established, sparking a new school of thought in the ﬁeld of medicine. Other developments that followed this were the formation of the earliest institutes for otolaryngology (ears, eyes, throat) in Austria. In the ﬁrst half of the 20th century, Austrian medical researchers won the Nobel Prize four times. At this point one cannot avoid men-

tioning the achievements of Ignaz Philipp Semmelweis, who discovered the cause of childbed fever or one of the world’s most renowned surgeons, Theodor Billroth. Almost everyone has heard about Karl Fellinger, Doctor of the Kings, who treated Saudi King Abdul Aziz, Shah of Iran, and Afghan King Zahir Shah, King Hassan II of Morocco, Sierra Leone’s President Siaka Stevens and many more. Time has, however, not dented the country’s medical prowess at all. The Austrian medical school of thought is still what its founders believed in, medicine practised with expertise and care, entrepreneurship and a drive to do the unachievable. Today, Austria is known globally for its expertise in transplantation medicine. The first kidney transplant was successfully carried out in Austria in 1965 and just seven years later Austria was again in the news for having carried out the first liver transplant. In 1983, Austrian heart surgeons conducted the first heart transplant in Innsbruck. In 1989, for the first time in the history of medicine a multiple transplantation procedure was done on an adult, replacing the liver, stomach, small intestine and pancreas. Austrian doctors created worldwide sensation when they transplanted two foreign hands on a victim who had lost both his hands in a terrorist letter bomb attack. Products and services from Austria enjoy an excellent reputation for their quality and ingenuity. The country is also a big name in the medical products and pharmaceuticals market. HE Austrian Federal Chamber of Commerce in co-operation with the Austrian Ministry of Economy is financing and organising the annual industry export initiatives. One of the focus areas is the health tourism in the GCC countries and its potential for Austrian health providers. The Austrian Trade Commission compiled a report on the outgoing health tourism in the GCC countries in the first quarter of 2010. The results and the forecast of the potential was staggering. The study was presented on May 5 in Vienna. The work is ongoing. The Austrian Trade Commission will organise a fact-finding mission for the interested Austrian companies by the end of the year. A lot of work will have to be done in Austria and here locally. Austria has an excellent reputation and has been well received in every aspect, but has missed so far, to find its way into the highly competitive market of health tourism here. Austrian medical and facility providers have successfully tendered for the Al Ain hospital building and supplied state-of-the-art Austrian technologies and equipment. Another multi-million Euro project in Manama, Bahrain, was also won by an Austrian company, which supplied the hospital there with medical equipment. The delegation will travel to Abu Dhabi on January 25, 2011 and to Dubai on January 27, 2011.

Hannover sought the services of Austrian trauma surgeons after they had accidents. During a recent survey of the healthcare system in the GCC it was noted that several areas require improvement. However, the GCC healthcare systems are far better today than they were 20 years ago. In particular the study also pointed out the shortcomings experienced by the GCC healthcare system — lack of managerial skills needed to run healthcare facilities, low cash incentives to treat the rising number of people with ailments such as heart disease and cancer. Keeping in mind these

shortcomings, in true Austrian tradition of helping others in time of need, a delegation of Austrian experts, representatives of hospitals and clinics will be visiting the GCC in January 2011 to hold meetings with ofﬁcials of various governments in the GCC and offer their expertise and services to the people of the GCC. PROPERTIES in the Austrian states of Vorarlberg, Tyrol and Salzburg are substantially higher-priced than, for example, the states of Burgenland and Styria. Prices in Vienna, on the other hand, are stagnant although they are on a relatively higher level. Construction costs are nearly universally the same. In the city of Salzburg, it has become extremely challenging to find land, houses or apartments/condominiums for sale. The main reason is that domestic demand exceeds supply. In Graz, capital of Styria, it is hard to find newly-built apartments or renovated apartments in stylish older buildings. In the medium term, this situation will lead to a renovation boom since the need for apartments exists. Burgenland’s infrastructure has been modernised; land is affordable because the number of industrial undertakings in the state is negligible. However, this will not lead to a “run” in the medium term. Real estate prices have continued to increase in Austria. According to “Format” (Ref. Nr. 27/2010), prices have increased up to 18.8 per cent in Vienna and in parts of Lower Austria. According to the report, other incremental gains winners were Salzburg and Linz, partly because of new real estate but

also because of freehold apartments. The peak to this increase was with the Baden district at 18.8 per cent. For centuries Vienna, capitalofAustria,hasshown a flair that has intrigued people into migrating to the city. However, unlimited expansion is being controlled through regulations and demand has outpaced supply. The current trend among Austrians is to live in the suburbs near the capital, while the inner city is in demand among foreigners and those seeking real estate for business purposes. Investment in real estate is growing. This was triggered by the financial crisis and the fear of inflation. During the ongoing financial crisis, the slogan has been: ‘Real estate instead of a savings account’ at least for those who can afford it.

These little water droplets vaporise in the heat of the fire and thereby multiply their volume. The vaporisation process removes energy from the fire, thereby cooling the source of the fire and the volume increase represses locally the oxygen feeding the fire.
