ordering Germany, Poland, Austria and Slovakia, the Czech Republic is at the crossroads of cultures, rich in history and full of fascinating tales. It is a modern open economy with a very high share of its gross domestic product (GDP) being materialised through exports — the actual figure exceeds 80 per cent. At the same time, it has a fairly important share of industrial production, which in its case accounts for more than one third of its GDP. Apart from its history in machinery, the Czech Republic is known for its glass products, which are appreciated worldwide. Contemporary Czech chandeliers and lightings still retain their flavour of tradition. A symbol of

Czech Republic and the UAE. “Economic relations with the Middle East countries and the UAE in particular play an important role for us. The UAE is one of the top five markets for our exports outside Europe. The volume of Czech exports to the UAE last year was $700 million, the most important item being bohemian crystal, computers and electrical switchboards, among others.” Ludva says that a 1,000 strong
community in the UAE is by far the largest Czech community residing outside the country for the whole of Asia. “Usually the number is about 20 to 30 people. We have Czech businessmen based in Abu Dhabi, Dubai and Ras Al Khaimah. The Czech Foreign Minister Karel Schwarzenberg’s visit along with a delegation of businessmen and journalists helped to boost business ties between the two countries. The minister had meetings with Czech businessmen in the UAE.” The Czech Republic and the UAE have a long tradition of strong bilateral relations. Cooperation between the two countries has been successfully developed in many areas. “The Czech Republic seeks opportunities for higher forms of economic cooperation such as mutual investments or joint-ventures both in the UAE or in the Czech Republic,” Ludva adds. Thanks to its location in the centre of Europe, developed transport infrastructure and highly skilled labour force, the Czech Republic is an ideal destination for foreign investments. Last year, the Investment Incentives Act Amendment came into force and significantly improved conditions for new investment. The incen-
CzeCh RepubliC tives newly support not only establishment or expansion of manufacturing plants but they also cover projects in the area of strategic services and technological centres. The Agreement on Promotion and Reciprocal Protection of Investments and the Agreement on the Avoidance of the Double Taxation and Fiscal Evasion are in force between both countries, thus f ac ilitating economic cooperation. “It is easy to do business in the UAE. Administrative procedures are streamlined. It is a safe place for families. Business is booming and there are no obstacles and challenges,” the ambassador affirms. Speaking about joint initiatives, Ludva says, “Earlier this year, we have had a joint initiative with the Dubai Chamber, the Czech Embassy and the Czech International Chamber of Commerce. Speakers were brought in from the Czech Republic. Initiatives were mainly related to trade, business, investment and industries. Few weeks ago, there was a delegation lead by the Minister for Environment to promote green energy and technology. Business missions both ways promote trade and bilateral relations.” As an ambassador, Ludva wishes to enhance bilateral trade ties between the two countries. He looks forward to more official visits from the UAE to the Czech Republic. “The Czech Foreign Minister had a meeting with the UAE Foreign Minister and the Ruler of Ras Al Khaimah as well as other high-level delegation meetings,” he revealed. Ludva also wants to strengthen cultural ties between the two countries through music, which clearly has a home in the Czech Republic. Czech performers have achieved worldwide recognition and the embassy hopes to organise cultural performances two to three times a year. Interestingly, Czech tourists frequently target the UAE for their holidays. Travel between the two countries is made easy by direct flights with Emirates, Etihad and Czech Airlines air links as well as the Czech charter carrier travel service. The number of UAE tourists travelling to the Czech Republic is increasing as the country is famous for spas for treatment or

Karlovy Vary is a world famous spa town with healing properties that dates back to the 14th century. The Czech Republic has a reputation as a preferred health and resort destination. “For centuries we have attracted visitors to our spas due to the extraordinarily rich natural resources,” says Ludva. Main tourist attraction for UAE visitors is Prague, a historical city of Europe that is more than 1,000 years old and Charles University, the oldest one in the European continent north of the Alps, founded in 1348. The whole country is landlocked, naturally endowed with mountains, forests, lakes, greenery, fresh air and climate. The Czech Republic has many other places of interest to offer such as the 12 UNESCO World Heritage sites. The ambassador hopes that the Czech Republic would be on the list of tourist destinations and in-
vites Khaleej Times readers to visit the country. “The Czech Republic has many astonishing treasures in the form of historical towns, castles and chateaux, churches and cathedrals. Prague, the city of a 100 spires is a mysterious labyrinth where the past is interwoven with the present. There are thousands of beautiful spots in this country.” Ludva is all praise for the UAE as well, “I love the desert very much. Going to the Empty Quarters for a weekend is a fantastic experience. UAE beaches are very popular. Ras Al Khaimah is a sought after destination in winter months with Czech tourists. Modern buildings in Dubai such as the Burj Khalifa, the Burj Al Arab and the Sheikh Zayed Mosque in Abu Dhabi are some must-see places. More than 30,000 Czech tourists visit Ras Al Khaimah. On the whole, the tourist numbers could go up to 50,000 a year.” — suchitra@khaleejtimes.com

Office computer skills GOpAS offers highly interactive computer skills courses in the Arabic localisation
petr Daniel GOPAS was established in 1992 and currently belongs to one of the leading IT training centres in Europe. About 30,000 students are trained every year in one of 1,400 course types provided for IT specialists as well as regular computer users. Since 2002, GOPAS has been developing interactive selfstudy courses for the major Microsoft Office programs. The courses have become gradually available in English, French, German, Czech and Slovak and are recently offered also in the Arabic localisation. Petr Daniel, CEO of GOPAS answered questions about its activities in the GCC markets. Who is the typical user of your courses? Ourself-studycoursesareprepared for the users of Microsoft Office programs who use these programs
(like Word or Excel) at home, at school or in their office. They need to use programs effectively but do not have time or chance to attend courses in classrooms where they would have to spend several days. Thanks to us, they can use the courses for a systematic study or as “just-in-time” tool when they need to learn quickly how to accomplish a specific task. Are your courses for companies or for individuals? We have different options for each user type. Home users can install the courses on their computer or they can study online from public learning portals. The users in schools and companies can access our courses available in the internal network of the school or the company. The courses can also be installed into LMS (Learning Management System), which allows detailed control over the study process. How do students learn with your courses? The main part of each lesson is tutorial. It offers an instructor who explains the topic aloud and the student can read it in the same time. A key component is the simulated application that allows the student to apply the “learning-bydoing” approach, which is the most efficient way of learning, much more efficient than just reading a text or watching a video. Besides the tutorial, our students use also exercises, quizzes, assessment and final tests to reinforce and verify their acquired knowledge. We publish a link to our website which is directed to a sample
GOpAS building set of 25 lessons in Arabic. I encourage you to test the courses yourself to experience our learning method. What is the scope of courses? The full MS Office 2010 course library contains 298 lessons grouped into 15 courses. It covers the Windows operating system along with the Word, Excel, PowerPoint, Outlook and Access programs and it is equivalent to the content of three weeks of instructor-led courses in a computer classroom. Smaller subsets of
courses are also available, focused for example on one product (such as Microsoft Excel) or on the preparation for ECDL/ICDL exams. The first available package in Arabic localisation is the ICDL set of courses that consists of 155 lessons grouped into seven courses. How do you serve GCC markets? We have already started our marketing activities and exhibited at two specialised events in Dubai and Riyadh. Nevertheless, we do not plan to sell our courses directly on GCC markets. We prefer to have one or few resellers in each country who are familiar with the situation in the market and can offer solutions that meet customer needs. We expect resellers to help corporate customers to integrate our courses into their LMS or to offer courses on their public learning portals to individuals and small companies. Alternatively, they can distribute installable versions of the product to individuals. We are currently launching discussions with several companies from various Middle Eastern countries and still looking for such companies who have experience in corporate education and e-learning markets with sufficient sales team and implementation specialists.
