On an exciting path to the future! More than a decade ago, as part of the initiative of the government to transform Dubai into a city based on a knowledge economy, many bold and ambitious projects were started, beginning with Dubai Internet City in 2000, Dubai Media City in 2001 and Dubai Knowledge Village (DKV) in 2003. The three free zones became pioneers in their respective fields in Dubai and have since been followed by a plethora of other free zones in various sectors that aim to contribute to the development of the UAE as a whole. The broad rationale of DKV at its inception was to be the regional destination for education, which included professional training institutes as well as higher education and assessment centres. Within a short period of time a greater demand for higher education from both regional and expatriate students in Dubai rose out of the tremendous growth of DKV which led to the creation of DIAC. DKV has now evolved to focus on Human Resource (HR) development with

over 450 training institutes, educational service organisations as well as management and HR consultancy firms. It was in 2007 that DIAC was officially created to provide a zone devoted primarily to host international, regional and national universities and to give local and international students the chance to study in world-class international universities without having to leave the Middle East. Investments’ Education Cluster envisioned to make Dubai a Higher Education Hub in the region. “Since the outset, our aim has been to create a world-class infrastructure dedicated to promoting international higher education and making Dubai the leading destination for it. And we are taking the right steps in that direction,” says Dr Ayoub Kazim, Managing Director, TECOM Investments’ Education Cluster, DKV and DIAC. “Out of the 200 international branch campuses (IBC’s) in
DIAC Yearbook 2013 the world, the UAE has the highest number with 37 institution branches. DIAC is host to 21 of the UAE’s 37 IBC’s. Our students come from nearly 120 different nationalities to pursue their studies in DIAC institutions.” DIAC is committed to uplifting the higher education standards in the country by attracting high quality IBCs to promote and offer programmes needed in the huge and diverse regional market. These include over 400 higher education programmes for the under graduate, post graduate and doctoral levels. “Our objective is to have a multi-tiered system here like the ideal model of Boston which hosts over 70 multi-tiered universities and where Ivy League universities catering to the top 2 per cent of students co-exist with universities catering to the rest of the 98 per cent. Such a system provides opportunities for students of different economic and intellectual levels to study and prosper. We want to provide higher education to everyone and take the Boston model even a step further by being international, which makes us unique,” explains Kazim. During the past five years, DIAC has faced several challenges and obstacles including ensuring the high quality of education that its partners provide. Four years ago, the Knowledge and Human Development Authority in Dubai (KHDA) established the University Quality Assurance International Board (UQAIB) to assess and license universities operating in DIAC and DKV. This is different from an accreditation issued by the Commission for Academic Accreditation (CAA), a federal body that monitors tertiary institutes and courses for the Ministry of Higher Education and Scientific Research (MOHESR). Universities applying to operate in DIAC have to follow the laws and by-laws as well as conditions stipulated by the KHDA. In 2007, DIAC developed a strict 34-point criteria, which acts as a tool to enable the assessment of credits of academic institutions before accepting them. The criteria include international and national ranking, quality of programmes and their ability to correspond to the industry needs of the region, mother campus status in home country, international standing, research expertise and others. “Over the past five years about 200 universities have applied and we have accepted only about 11 per cent of them. This shows how careful we are about choosing the right partner and the right type of educational institution to offer their services to the students of this region. We will now also look into the feeder system comprising the schools in the country and the region to universities in DIAC and how that adds value to the overall education scene,” informs Kazim. The KHDA also attests certificates for students graduating from DIAC institutions, thereby

Taking into consideration the growing segments of the regional employment market like transport and logistics, tourism and hospitality, aviation, public health, fashion, media, oil and gas, renewable energy, nuclear energy, etc. that contribute to the economy of the country and the region, DIAC encourages its partners to offer related courses so that the right human capital is readily available to support these industries. Several of the university partners with their variety of courses have come forward to meet the demand. Courses in solar energy, nuclear energy, energy management as well as transport and
logistics are increasingly finding many students in the region. “Since the Arab Spring, there has been a huge gap between demand and availability of human capital. We are working to bridge that gap by developing the workforce for the nation and the region,” says Kazim. Mindful of not only the programmes offered by its partners but also conserving the environment and its resources, DIAC Phase III has achieved a “Green” status. Its Silver LEED certification makes it the first Academic Cluster in the Middle East with the certification from the US Green Building Council. Furthermore, DIAC is home to the only solar tracker in the Middle East that generates

DIAC Yearbook 2013 approximately 3,000 watts of electricity. Students are also highly appreciative of their green and comfortable campus that nurtures both their intellects with their study programmes and their wellbeing with sports and entertainment. Students have something to look forward to periodically to help them take breaks from intense academic work thanks to the Student Hub Team, which organises events for students including sporting, social and cultural events. It also organises all student visa requirements and general activities including charity drives ensuring holistic student development. Kazim comments, “We are quite unique in what we have achieved in the past five years in spite of going through a global recession. Ten years ago no academic person or organisation could have
thought of seeing two universities — one from India and another from the UK, for example – that are far apart geographically to become next door neighbours. DIAC has created an education ecosystem with possibilities of not only interaction between students, but also talent exchange, research collaboration as well as faculty and staff exchange resulting in development of curriculum, course content and a study environment. We are determined to continue striving towards facilitating the internationalisation of higher education by providing it to every student in the country and the region.”

The new generation of students enrolled at DIAC’s academic institutions are able to choose from over 400 higher education programmes. These include Undergraduate and Post Graduate programmes and Doctorates from fields such as Engineering, IT, Media, Business, Fashion Design, Healthcare, Mass Communications and Media. DIAC Yearbook 2013 While a sizeable number of students in the region still pursue the popular Business Administration and Management programmes, several others opt for programmes as varied as Film Making and Animation, Nano Technology, and Solar & Alternate Energy offered by different academic institutions under DIAC. Students who want to venture into career paths different from the traditional ones have a wide selection of courses available to them. Creative and artistic students who are interested in designing can opt for Fashion Design at one of the three academic institutions at DIAC including the French Fashion Design University ESMOD. Students who want to create worlds from their imagination with cartoons, video games, special effects and motion pictures can enrol in Animation courses, such as the ones offered by American University in the Emirates, Manipal University and SAE Institute. Children and adults all over the world enjoy animated films, making them perennially popular. Alternatively, students with a flair for film direction can opt for courses in TV Production that are offered at three different academic institutions. Heriot-Watt University’s premium Master’s programme in Petroleum Energy has seen a steady rise in student numbers. Niche fields including Biotechnology, Forensic Science, and Public Health have gained significant importance in the past few years and have become popular among students who want to continue studying science in specific contexts. Manipal University offers an Undergraduate Degree in Biotechnology as well as a Postgraduate Degree in Forensic Science, Amity University offers Postgraduate degrees in Nuclear Science and Technology, the American University in the Emirates offers an Undergraduate programme in Hospital and Healthcare Management, while Michigan State University offers a Master’s in Public Health. Host to one of the leading airports and ports in the world, the UAE’s transport and logistics sector has been one of the drivers of the economy. On the back of this, professional qualifications in Logistics and Supply Chain Management are a sure employment initiator. “Considering the country is a logistics hub, there is always a demand for these professionals here,” affirms DIAC Managing Director Dr Ayoub Kazim.
With the number of tourists visiting the country on a steady rise and the consequent increase in the number of hotels, the hospitality industry is booming, stimulating a high demand for Hotel Management professionals. Three universities at DIAC offer courses in Hotel Management to help students make a lucrative career in the sector. These are Amity University, Islamic Azad University and St Petersberg State University of Engineering and Economics. Fatema Mohammedi Ambawala, pursuing a BA in Tourism Management at Amity University was academically bright and very active in extracurricular activities during her school days in India. She says, “I like to read books about people and places, make posters and art objects, interact with people, see new places and be adventurous. That is why I think Tourism Management is the right course for me.” Like Fatema, there is a large body of students at DIAC-based universities pursuing interesting and career-oriented courses to make their future dreams come true.

Raj Sharma, Head of Degree Entry Programme (DEP), truly prepare students for the degree they eventually opt for. The Heriot-Watt University, Dubai, came here about three years course content and quality is the same as in the parent campus at ago from Scotland, where he was working with university entry-level students. “Being here is different from Scotland even though we have students from multi-cultural backgrounds in both places. I enjoy working here more, mainly because of the attitude of the students. They are a much friendlier and happier lot, who are vocal and demonstrative in their affection to us teachers. They are very engaging and well-mannered and it is really rewarding to see them bloom under our care and training to take their place on par with undergraduate students after their one year with us,” says Sharma. Heriot-Watt’s DEP or Foundation course has been hugely successful with over 120 students. The university offers various entry level programmes in engineering, management and design studies that

Edinburgh and all the processes followed locally reflect international standards. What makes it challenging in Dubai is that students come from a wide variety of syllabi and systems of education with different levels of knowledge. The DEP system aligns them all to the same level when they enter their undergraduate study. “Our system gives students access to a good university and we do that with a lot of love and discipline. We understand that the students are all still growing out of their school environment and trying to settle into the university and treat them more like children than adults. The DEP has become something the students love to do and never forget the value it gave them. They even remember our birthdays and surprise us with cakes two years after they have completed DEP,” says Sharma.
DIAC Yearbook 2013 Dr Nabeel Jurdi, Vice President of Academic Affairs at American University in the Emirates (AUE) has been teaching Diplomacy and International Relations for the past forty years. He has worked in the UK, USA, Saudi Arabia, Kuwait, Qatar and at the UAE University in Al Ain before joining AUE at its inception in 2007. At AUE, Jurdi is one of the core committee members who manages and plans curriculum and programmes that serve the UAE community. “At AUE, we are committed to training the new generation of media and mass communication students and professionals both at the undergraduate and graduate level. We offer Media Sales, Radio and TV, Public Relations and International Relations as Bachelor’s programmes. Media Sales is a unique offering from AUE where students are taught a combination of media and business. They learn negotiation skills, marketing, management and media sales and promotion. The Master’s in Diplomacy is another unique programme which prepares students to develop and enhance their careers in
the diplomatic service as well as in international organisations, government departments and multinational corporations where an understanding of diplomacy, international relations, politics, economics and trade are essential. At AUE we apply the best methods of teaching used in the USA and the UK to impart knowledge to our students,” says Jurdi. “It is not enough to just learn but students have to know how to apply what they learn. They must have the soft skills of being innovative and creative and put into practice their problem solving abilities,” emphasises Jurdi. “We train them to apply what they learn, giving them the freedom to think, ask questions and express themselves clearly, which is vital in order to excel in their careers and in life.” According to Jurdi being in AUE and with the support of DIAC, students get valuable exposure not only to high quality seminars and workshops but also to recreational activities that allow them to be wholesome personalities when they grow up.

Teaching students here has also turned out to be a much more University, Dubai, came here in September 2011 when Amity began offering its courses to students in Dubai. He teaches Finance courses at Amity and finds the experience of being in Dubai and DIAC both pleasant and rewarding. “Dubai is of course mesmerising with all its modern wonders but being at Amity within DIAC is turning out to be a wonderful experience. I have never come across such sympathetic and understanding education organisations and authorities as DIAC and the Knowledge and Human Development Authority. They give us unstinted and pro-active support. The KHDA has been visiting us regularly, helping us with all the regulations and laws that we have to comply with in order to operate here. In short, they want us to progress and provide a fantastic enabling environment for students,”

He finds students to be well-balanced, well-mannered and articulate individuals who appreciate the facilities provided to them by their university and DIAC. Venkatesh explains, “We are looking at developing a well-rounded personality for each student, giving them opportunities to not just grow academically but also in all other cocurricular and extracurricular activities. They make industry visits and get visiting lecturers from the industry, participate in exhibitions as well as recreational and sporting activities. We at Amity keep to the dictum propounded by our founder Dr Ashok Chauhan – Education for life, not only for a living.”

DIAC’s Regional Workforce Study 2013
Education aligned with industry Dubai International Academic City (DIAC) in conjunction with leading consultancy firm, Deloitte, has conducted a study to garner how students and businesses perceive the education landscape in the Middle East North Africa (MENA) and South Asian region, and to uncover how well the UAE’s current education programmes are serving the needs of industry. The study has also indicated the workforce skills gaps that currently exist within emerging markets. The survey for the study covered 2,415 students and recent graduates across 17 countries in the MENA, Levant and South Asia regions. The average age of respondents was 21 years and the majority of respondents were recent graduates holding bachelor degrees. In addition, 235 corporate interviews across the Middle East has provided deep insights into current skills gap in the regional workforce across 10 sectors while identifying trends in recruitment and corporate training. The result of the study was officially revealed during a panel discussion at Going Global 2013, an annual conference hosted by the British Council, which offered an open forum for global leaders of international education to discuss issues facing the international education community.

Dr Ayoub Kazim, Managing Director of TECOM Investments’ Education Cluster (which includes DIAC and DKV) revealed that the UAE is the fourth most attractive education destination in the world for students seeking to pursue their studies abroad, and the most attractive education destination among emerging market economies – beating the likes of China, Singapore and Australia. It also shows that in the minds of students and recent graduates, the UAE’s educational offerings have a stronger appeal than those in many other emerging education hubs. Dubai is positively perceived as an education hub by students and corporate respondents. Seven percent of respondents who are willing to study abroad see the UAE as their preferred destination, with an overwhelming majority identifying Dubai as their most likely study destination in the UAE. Significantly, the UAE scored higher than other emerging education hubs in students’ estimation of their preferred destination for higher education and is perceived to be the most attractive destination for higher education in the region. On a similar note, at least 60% of the corporate entities interviewed perceived Dubai’s positioning as a centre of higher education to be “Good” or “Excellent”. The positive perception of Dubai as a centre of education appears to be strongest in markets such as India, suggesting opportunity for

universities in the UAE to develop stronger linkages with a vast student pool who have unmet needs for high quality education. Furthermore, the UAE is recognised for its strength in science, finance, economics and management, despite the analysis of recruitment in the region which revealed that hiring in some sectors, particularly in banking and finance, remained muted in 2012 - suggesting an oversupply in the workforce. By contrast, a third of recruiters are struggling to recruit at junior levels within the legal industry, which suggests an undersupply in the workforce. Commenting on the report, Dr Ayoub Kazim, said: “The study will be hugely helpful to students and universities already based in the UAE and those considering opening up a campus here, as well as potential employers. It will also assist DIAC, and government entities, as we collectively seek to develop the country’s ‘knowledge economy’ and refine future workforce planning. “Armed with this information, DIAC can refocus its efforts to ensure it is fostering the growth of an education industry that is geared towards the needs of business and a diversified UAE economy. We will be able to screen potential academic partners using this evidence in order to emphasise that

the courses offered are relevant and serve the needs of business.” According to the corporate organizations surveyed within the study, there are 64 skills in high demand across a range of sectors including the skills required for entry level tourism and senior level telecom roles. There is potential to address some of the skill gaps identified by creating bespoke academic programmes and collaborating with existing academic partners to offer courses within the UAE or in the students’ home countries. With this study, DIAC has amply demonstrated its commitment to UAE’s Vision 2021, which is the development of a competitive, sustainable and diversified economy where growth is founded on knowledge and innovation harnessing the full potential of its national human capital. The study is sure to continue to be an important yardstick to benchmark UAE’s workforce planning and development efforts while examining the perception of Dubai as a centre of higher education and training and is positioning versus other emerging educational hubs and the current skills in demand across different industry sectors.
Dubai is positively perceived as an education hub by students and corporate respondents. Seven percent of respondents who are willing to study abroad see the UAE as their preferred destination, with an overwhelming majority identifying Dubai as their most likely study destination in the UAE.

DIAC Student Hub events allow students to enjoy a truly multicultural experience by interacting with individuals from different universities from all over the world. Students from different backgrounds, with diverse interests come together to share knowledge, thoughts and ideas and enhance their overall student experience.

DIAC Yearbook 2013 The Student Hub Team plays a significant role in a DIAC student’s life, right from the time they begin studying there till they leave. It is this team that facilitates student visa applications, conducts academic, sporting, social and cultural events, maintains student statistics, organises personal development seminars and workshops and assists with career placements and internship programmes. Being a student at DIAC is an enjoyable and rewarding experience and becomes even more so when they participate in the various activities that allow them to display their talent, culture and heritage. DIAC Student Hub events allow them to enjoy a truly multicultural experience by interacting with individuals from different universities from all over the world. Being from different backgrounds and with diverse interests, coming together to share knowledge, thoughts and ideas enhances their overall experience. Beginning with the Week of Welcome (or WOW as it is affectionately called), the Student Hub team ensures that students have a holistic experience at DIAC. It is during WOW that new students find out about activities, facilities,
local regulations and the code of conduct. Existing students support the new inductees by encouraging them to take part in a host of funfilled recreational activities ranging from sports to dance performances, comedy shows and movie screenings. Students enjoy WOW and are suitably introduced into the vibrant atmosphere at DIAC. They continue to have social events periodically within their own universities as well as interuniversity events throughout the academic year. Chryslyn Isabelle Rodrigues, studying at the University of Wollongong in Dubai, is a student who enjoys university life. She says, “Whilst I believe in taking academics seriously, I like to bring out the best in others and myself by getting actively involved in and contributing to the student community.” She has set up a Guitar club at UOWD so that students can learn the basics and hone their music skills. She also tutors peers in various subjects and volunteers at numerous university and DIAC events and ceremonies. “This kind of active participation has allowed me to learn more and to be an innovator at the same time. I have developed my leadership,
teamwork, communication and interpersonal skills,” Chryslyn adds. The 2nd edition of the DIAC Sports Cup, an inter-university sports competition for institutions based in Dubai, was held in March 2013. It was the first of its kind to be held in the UAE and was hosted under the guidance of the Dubai Sports Council. More than 1,500 athletes from 18 academic institutions and universities competed in 10 sports; including basketball, volleyball, table tennis, football, cricket, tennis, squash, badminton, athletics and swimming. Nihan Naved, pursuing B Tech Computer Science at Amity University was one of the participants in the DIAC Sports Cup athletics. He has previously represented Amity’s Dubai Campus at an annual sport competition called “Sangathan” held at the Amity parent campus in India. He says, “I liked participating in the DIAC Sports Cup immensely and have made many new friends. I also took part in an Inter-University drama competition held at BITS Pilani Dubai. I enjoy all the extracurricular activities that Amity and DIAC organise for us students.”

The students who guide the new students visiting the stand are aware of the study and its recommendations for the future development of workforce in the region. Charity begins at home Fatima Khalid Habib Al Redha, studying International Relations at American University in the Emirates (AUE) Fatima enjoys her course study and also finds time to participate in charity campaigns such as Warm Winter Campaign. She participated in the last campaign with her team and tried to bring a smile on workers’ faces by giving them a small memorable gift in the winter. The campaign was held all over the UAE covering around 18,000 workers and the memorable gift contained a warm woollen scarf and a few other useful items. More than 20 volunteers from all over the UAE and five from Oman participated in this campaign to donate or work to make it a success. “In addition to this, I have participated in other charity activities too and each of them has made me stronger and given me valuable experiences.”

Even committed graduates with 3 months internship experience are eligible to apply for the programme.
