ubai Knowledge Village (DKV), an initiative conceived more than 10 years ago by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minster of the UAE and Ruler of Dubai, came into being in 2003. Today, DKV continues to succeed in its mission to provide quality infrastructure, services and support to the Human Resources Management (HRM) community to enable their growth and support Dubai’s move into a knowledge-based economy. As the only free zone in the world dedicated to HRM, it has grown exponentially in the last

decade and is considered a thriving hub for human capital development - not only for businesses in the UAE, but also for businesses across the Middle East. Celebrating 10 years of growth and achievements in 2013, DKV has grown to 500 business partners, who numbered just 47 in 2003. In its 10-year journey, DKV has also received multiple awards from FDI Magazine and launched its business incubator, experts channel and corporate research centre. DKV has pioneered many important networking events including DKV Breakfast Club, TECOM SME Builder, TECOM CEO Network and the DKV Training Open Week, which not only serves its business partners, but also helps connect the entire HR industry. These have become valuable platforms to the business partners including worldrenowned institutions such as SHRM, SHL, ICCA, Eton Institute, Hays, Monitor Group and many more. “Each of our business partners has access to Partner Development, Partner Relations and Marketing teams to ensure their on-going visibility and growth through these events and enjoy all the free zone benefits,” says Dr. Ayoub Kazim, Managing Director, TECOM Investments’ Education Cluster. International Academic City (DIAC) experienced 24% growth, as a further 80 companies joined the two TECOM business parks. In 2011, DKV was ranked among the Top 10 for “Best Transport Links”, Top 10 for “Best Facilities”, Top 10 for “Best Incentives” and Top 10 for “Best FDI Promotion” by FDI magazine 2011 in Middle East Free Zones of the Future Rankings 2011/ 2012. In earlier years, the FDI magazine had ranked DKV among the Top 25 for the same categories. In 2008, DKV had launched the Corporate Research Centre, ‘DKV Experts Channel’ and ‘DKV Events’ at GETEX 2008. In 2006, Phase III of DKV had been launched and in 2005, it unveiled the incubator for small businesses. The various milestones in its decadelong journey amply demonstrate the commitment of DKV to the continuous development of its partners, and its support to grow the knowledge-based economy of Dubai and the UAE. As Dr. Kazim reiterates, “Our journey over the past decade has not been without challenges. In fact, the DKV we see today is quite different from what we originally envisioned. But that was always the point - the business park was designed to adapt and evolve to the demands of local industries, whilst staying true to the overarching objective, which was to assist the development of a knowledgebased economy.”

Expert speakers and trainers, from renowned training and HR institutes provided overviews of the latest innovative strategies, trends and developments within their relevant industry sectors.
DKV Training Open Week The bi-annual DKV Training Open Week is DKV’s premier event dedicated to professional and intellectual development. It is part of DKV’s endeavour to consistently enhance the region’s talent pool and contribute to strengthening industry skill sets. The event pulls together the training and HR companies within the DKV community and provides them with a platform to communicate their services to the region. A multitude of seminars and workshops from global Training and HR Consultancies are lined up in diverse segments such as HR, Marketing, Sales, Project Management, Strategy, Leadership and IT to provide an accurate representation of today’s current trends in the industry. According to Dr. Kazim, “Training Open Week provides a fantastic opportunity for people of all backgrounds to further enhance their existing skills or even build their knowledge in an area they are currently unfamiliar with. A strong focus on training and professional development is fundamental to the growth of individuals and the institutions that they represent. The event also creates a platform for professionals to gain access to the region’s leading training and HR development experts and benefit from an array of learning opportunities in one convenient location.” In April 2013, DKV hosted the ninth Training Open Week, which focused on empowering human capital. It attracted

DKV’s Training Open Week is a perfect combination of information aimed at broadening the intellectual perspectives of professionals coming from different industries
Among those who attended the event and appreciated its importance was Cristina Burcescu, Executive Advisor, Ellucian, who said, “DKV’s Training Open Week is a perfect combination of information aimed at broadening the intellectual perspectives of professionals coming from different industries. The personal development and other various industry-related workshops have been extremely interesting, maintaining high attention spans of all attendees, from fresh graduates to senior employees and business owners.” DKV Breakfast Club The DKV Breakfast Club is an exclusive networking event that brings together officials of leading companies in the UAE and human development professionals based in Dubai Knowledge Village to network, exchange ideas and share knowledge. Every event has a specific theme where speakers present topics and share their knowledge and experience in developmental issues, strategy plans, expected and measured outcomes as well as the lessons learned from this experience. The latest DKV Breakfast Club event was held in May 2013 and featured a panel discussion titled ‘Is there a Future for Vocational Education in the Region?’ Moderated by Eithne Treanor, CNBC Special Correspondent, the lively discussion included distinguished speakers such as Dr. Naji Al Mahdi, Executive Director, National Institute for Vocational Education; Dr. Howard Reed, Director, Dubai Women’s College and Senior Director, Higher Colleges of Technology; and Richard Barret, Director, Consulting, Deloitte, and others.

“Quality vocational education can provide an essential springboard for ambitious young people by offering practical skills and experience that employers value. Equipped with these skills, the youth can look forward to a promising career,” commented Richard Barret, during the panel discussion. Dr. Howard Reed said, “Vocational education includes professional programmes such as business and law, technical courses such as IT, and services, especially health services. Once we deviate too far from these areas, the demand for ‘vocational education’ among Emiratis will probably remain small.” According to Dr. Naji Al Mahdi, “There has to be a future for vocational educa-

Sharing knowledge and best practices While Dubai Knowledge Village (DKV) organises networking events for the benefit of its business partners, it also participates in several Human Resources (HR) and Training related events in the country and the region, sometimes accompanied by one or more of its partners. DKV was the Knowledge Partner Sponsor at the HR Summit & Expo 2012, Knowledge Partner and Exhibitor at the Training & Development Show 2012 and a participant at the Arabian Society for Human Resource Management (ASHRM) Conference and Exhibition 2012. The HR Summit and Expo 2012 took place in Dubai in November last year. Organised by IIR Middle East, and bringing together top HR professionals and business executives from across the region, the four-day event provided a mixture of panel discussions and networking opportunities as well as the opportunity to hear from some of the prominent HR professionals in the world. Several DKV business partners were also participants at the Summit. Speaking about DKV’s active role, Dr. Ayoub Kazim, Managing Director, TECOM Investments’ Education Cluster (which includes DKV), said: “Our mission at DKV is to facilitate the learning and development of professionals and non-professionals alike. It is critical that we support events like the HR Summit and Expo which provide a forum for increased engagement and development in the HR industry and we are proud to be Knowledge Partner.” DKV and its business partner, SHL, took part in the Training and Development Show 2012 in December. Speaking about DKV’s participation, Dr. Kazim, said: “The three themes of the seminars were not just topical, but extremely relevant to the UAE market. Digital learning, talent management and workforce nationalisation are issues that our business partners at DKV tackle on a daily basis. It is important to support and attend these events so that we can share our experiences and continue to develop the HR sector in the UAE.” Dr. Kazim’s presentation during the event examined the importance of HR analytics in identifying and developing talent within organisations. In April 2012, Dr. Kazim also participated in the panel discussion at the ASHRM conference themed ‘Economic growth through HR’ built upon the notion that economic growth can occur organically with the adoption of good HR practices. As part of the discussion, Dr. Kazim underlined new tools and methodologies such as life-long learning that could be adopted to raise the skills set of working professionals and prepare them for potential obstacles in the future. He also commented that education reform is necessary to address market needs and expectations and that it is essential to engage stakeholders including students, parents, faculty and industries in identifying areas of challenge and seeking possible remedies.

With Club members appreciating the value of discussions such as this one, the DKV Breakfast Club is gaining in popularity. The participation of an increasing number of decision makers, government officials and HR professionals serves as a testimony to the continued success of this initiative. TECOM SME Builder TECOM SME Builder provides the ideal environment for owners of small and medium enterprises to upgrade business management skills and widen contacts within their specific business segment for greater synergy. Triannual workshops that form an integral part of TECOM SME Builder activities provide cuttingedge solutions to crucial issues faced by Small and Medium business owners through the participation of leading industry experts and specialists. The first session of the TECOM SME Builder 2013 series took place in April and the topic covered was SME Finance Essentials. With insightful discussions and talks from experienced financial experts, the session sought to expand the financial acumen of the attending SME players and gain insight into overcoming the key barriers to SME success. It also discussed ways to get the inside track on CFO winning tactics and assess if the business is on the right track financially. It helped attendees brush up on financial governance and development tracking skills, as well as understand UAE law in the context of SME finance and the common financial pitfalls confronting SMEs. Including a moderator and experts in investment, law, commercial banking, banking and finance, start-up ventures, globalisation, empowerment, entrepreneurship and monetising and idea incubation, the session covered all aspects of

Institute, established in Dubai Knowledge Village (DKV) in 2006, has grown to become an International Training and Development Centre with operations around the globe and satellite offices in Vienna, New York, Washington, D.C. and Abu Dhabi. “DKV was the only Free Zone area that allowed for 100% ownership and built purely from an educational perspective keeping in mind not just the demands which existed then, but also of the future of the region,” says Dr. Eli Abi Rached, the Founder and CEO of Eton Institute. Since its inception, Eton Institute has touched close to 100,000 individuals and institutions and offered them training in languages, teaching, computers and professional development skills. “This wouldn’t have been possible without the support and encouragement that we have received from Dubai Knowledge Village and we continue to work together in sharing a common passion to improve the world around us and power it with knowledge and lifelong skills,” declares Dr. Rached. Languages, particularly English and Arabic, are the most popular courses at Eton Institute. makES business sense to BE in DKV Being based in DKV has benefited SHRM because it shows the entire MENA region that SHRM is fully committed to the region “SHRM is the world’s largest HR association. So it makes complete business sense to establish an office in Dubai Knowledge Village, the world’s first and only free zone dedicated to HR. Having just completed one year in DKV, I can now say that our growth is starting to trend up exponentially,” says Brad Boyson, Executive Director, SHRM MEA. Being based in DKV has benefited SHRM because it shows the entire MENA region that SHRM is fully committed to the region. Outside of the US, the UAE is only the third country in the world, after China and India, to have a dedicated SHRM office. “When our regional partners discover that SHRM is located in DKV, they are thrilled to know they can deal directly, in the same or similar time zone, with people on the ground who understand the region/culture plus are genuine SHRM experts,” points out Boyson. The most popular courses of SHRM in this region are its professional HR certifications (HRBP, HRMP, GPHR) followed by its professional development programmes such as HR Next and HR Essentials. The Association also conducts customised corporate HR training courses. Since its inception, SHRM has seen a steady rise in the number of certified professionals, number of learners taking SHRM courses and overall SHRM membership in the region. “We have established formal relations with four Universities in the UAE in the past year alone. We have no doubt this number will grow given the importance the UAE puts on Human Resources and the desire by the country’s leadership to be not just world-class, but best in class. Our curriculum alignment and student forums are two examples of the many ways SHRM reaches into the university environment in order to help develop and mentor the UAE’s HR leaders of tomorrow,” says Boyson. — Brad Boyson Executive Director, SHRM MEA

Transforming Lives through World Class Education Manchester
Business School – part of the University of Manchester – is very proud to be a partner of Dubai International Academic City (DIAC), and Dubai Knowledge Village has proved to be the ideal location for the School’s Middle East Centre. The UAE especially, has encouraged and supported top UK education providers to come to the region, and have created some very exciting opportunities such as DIAC and Dubai Knowledge Village, which have become regional hubs for education, training and HR. Since opening the Manchester Business School Middle East Centre in Dubai Knowledge Village in 2006, MBS has
become the largest and fastest growing centre in the MBS international network, supporting more than 1,500 MBA students across the region. The MBS part-time Global MBA programmes are essentially designed for experienced and mobile working professionals; they also attract students from many countries and today represent 85 nationalities, including GCC nationals. Around 50 per cent of the MBS Global MBA students are resident in the UAE. The same entry criteria is applied worldwide and MBS awards the same MBA degree from the University of Manchester, with a flexible blended learning programme and a strong face to face component with MBS faculty, through regular workshops. The part-time Global MBA programme can now be completed in twoand-a-half years, whilst still retaining the same level of contact time, a minimum of 250 hours of face to face workshops with Manchester faculty, hosted in Dubai. The four part-time Global MBA programmes are designed for experienced professionals and business people, with
a choice of learning pathways in engineering, project management and finance, in addition to the general Global MBA. The Manchester Business School MBA is triple accredited - MBS is part of a small and select group of institutions worldwide that is accredited by all three major bodies - AACSB International, AMBA and EQUIS - and consistently highly ranked amongst the world’s leading programmes. MBS also runs a rapidly developing executive education programme for some of the best known companies in the region, for their senior management and specialist professionals. In partnership with Dubai International Academic City’s Education Cluster, the School undertook the first research programme into the GCC market for executive education and presented and shared this with education and training providers in the region – a clear demonstration of the practical value of collaboration. Manchester Business School congratulates Dubai Knowledge Village on 10 years of outstanding achievement.

SHL Group: Integrated Talent Management Services If Talent’s so Valuable, Shouldn’t We Measure it? What kinds of numbers portray a healthy business? Most people would suggest the data seen in public accounts such as revenue growth, profit before tax or cash flow. More forward-thinking managers might add environmental measures to the list. Virtually every corporate department is wired to ‘business intelligence’ software and dashboards that show performance and efficiency measures, which are used to make business decisions. So when corporate leaders talk about their people being the “most valuable asset”, why is there a blind spot with workforce metrics? And how can beneficial decisions about the direction of the company be made if talent is not considered and the relevant metrics absent? Appetite for Talent Measurement but Minimal Use Astonishingly, our recent Global Assessment Trends Report finds fewer than half of the organisations responding to the survey use talent data as a basis for making business decisions, or even use objective data to inform decisions about the workforce. Often HR will tell you about cost-per-hire, staff turnover, even whether employees get their appraisals done on time. While operational measures are necessary indicators of how efficient processes are, it doesn’t tell you how effective your people are, the ROI on hiring and development programmes, or how your talent strategy is contributing to achieving business objectives.
Ultimately this kind of talent insight provides a real-time view on the effectiveness, potential and readiness of a company’s workforce. Not just to improve day-to-day talent management but to enable HR to accurately predict how well equipped their workforce is to respond and adapt to changing strategic priorities – and the increased likelihood of delivering success and results. Whether a company is focused on achieving growth, operational excellence, fostering innovation, or transforming sales behaviours, organisations should report on talent as they would any other corporate asset. They should be able to demonstrate a clear return to the business for every dollar invested in people. In order to succeed, one thing is certain: a firm needs the right talent in place, and those people must be ready to perform. CEB is the leading member-based advisory company, equipping senior leaders and their teams with the insight and actionable solutions to transform business operations. CEB’s SHL Talent Measurement Solutions, part of its Integrated Talent Management Services, help organisations assess, select, and develop the right people for the right roles using science-based assessments, benchmark data, technologies, and consultancy services. www.SHLisCEB.com
And wouldn’t you like to know how your people compare to those that other organisations are attracting or hiring? Are you losing your best staff or candidates to your biggest rival?

The Value of Talent Measurement
Customer service agents 38% less likely to leave during training, saving potential £1 million a year
Psychometric assessment has been around for decades. Managers can measure people’s reasoning abilities, their skills, what motivates them, and how effective they will be in a given role and what potential they have for future responsibilities. Having a solid talent measurement approach assures that for every appointment, promotion or reorganisation, there is hard data to help inform decisions. Progressive leaders are reorienting how they think about their employees’ contribution at both an individual and at an organisational level. By adopting a talent mindset, they know the people who can bolster a weak team, boost productivity, or have the potential to be a leader. And, for those who aren’t yet ready for those roles, they know what development is needed to get them there. With the powerful combination of people data and business metrics, these HR leaders can show a direct correlation between having the right people in the right place and higher revenues, bigger profits.
