Abdul Baset Al Janahi, CEO, Dubai SME, the agency of the Department of Economic Development (DED) in Dubai, mandated to develop the SME sector, talks about the role of the organisation, potential of the sector and more, in an exclusive interview. Excerpts: Tell us about the inspiration behind Dubai SMe100. In 2009, His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, issued a law expanding the mandate of Dubai SME to cover the whole of SME sector. Earlier, Dubai SME used to focus on supporting local Emirati entrepreneurs only. With its expanded mandate, Dubai SME started looking at new initiatives that can serve the SME sector on a whole and Dubai SME100 is one among such initiatives. Dubai, Dubai SME100 identifies topperforming SMEs in the city to help groom them into bigger and more sustainable enterprises, and to support them in their growth into larger and internationally oriented companies. More than just a ranking, the objective of Dubai SME 100 is to inspire willing and able SMEs that have the potential to be world-class enterprises, to invest in innovation and people, and to sustain growth. The ranking also serves as a tool to help SMEs identify capability gaps for improvement. The ultimate outcome is for Dubai to have more growth-oriented, innovative, capable, and sustainable enterprises that can fly the UAE flag high. Since its launch in 2011, how has it helped transform the SME sector in the emirate? During its last three cycles, Dubai SME100 initiative has been able to identify the top performing SMEs in Dubai. Of the top 100 identified in 2015, 88 have achieved double-digit revenue growth over the last three years, compared to 81 such companies in the 2013 ranking, and 53 in the 2011 cycle. Companies that have achieved over 20 per cent growth in revenues are classified as high-growth companies. In 2015, 69 among the top 100 fell in this category, which is an increase of 28 per cent over 54

such companies in the 2013 ranking. Comparatively, this was a 32 per cent increase from 41 companies in 2011. Net profits of 78 companies in the 2015 list saw double-digit growth in the last three years, compared to 71 companies in the 2013 list and 48 in 2011. What factors are taken into consideration when selecting top-performing SMEs for the ranking? The Dubai SME100 ranking identifies and ranks companies based on a set of financial and non-financial performance parameters and then helps ranked companies acquire new capabilities and develop the business. The financial parameters look at the growth of the company in sales and in net profit, whereas the non-financial parameters look at the company in terms of innovation, human capital development, international orientation, corporate governance, and corporate social responsibility. To date, how many SMEs are present in Dubai? How many were registered in 2015 alone? Which sectors do they specialise in? SMEs account for 95 per cent of the establishments in Dubai. Micro firms account for 72 per cent of the overall business count in Dubai, followed by small and medium firms accounting for 18 per cent and 5 per cent of the business count,

respectively. In terms of a sector-wise split of the number of establishments, the trading sector accounts for a majority of SMEs in Dubai at 67 per cent, followed by the services sector, which has 35 per cent, and manufacturing sector has the rest at 8 per cent. fields of design as well as food and beverage. In 2015, 285 female entrepreneurs registered through the Intelaq programme for licensing homebased businesses. In your opinion, how have SMEs contributed to the economy? Please support your answer with latest statistics. Almost 95 per cent of the establishments in Dubai are SMEs, 72 per cent among them being micro enterprises. According to the State of SME Report of Dubai SME, which surveyed 500 SMEs and evaluated 300 for financial performance, the total contribution of SMEs to Dubai's gross domestic product (GDP) stands at 40 per cent. Sector-wise, trading SMEs account for 47 per cent of the total GDP contribution with services and manufacturing following with 41 per cent and 13 per cent, respectively. The survey also shows a high export orientation among local SMEs as 51 per cent of them draw some part of their revenues from regional and international markets. Moreover, 60 per cent of Dubai SMEs have more than 20 per cent of their sales revenues provided by export markets. What is the Dubai SME five-year Strategic Plan? Please elaborate. What has been done to date in line with the objective? Our SME2021 plan focuses on three main areas: ❖

Enhance the competitiveness of Dubai’s SMEs (through innovation, productivity and quality) Integrate SMEs with high-growth economic opportunities in Dubai
We’ve undertaken several research studies and all confirmed that SMEs here are low on productivity. Therefore, we’ve set certain benchmarks to increase their competitiveness and encourage them to adopt certain best practices that will help them achieve higher productivity. Of course, productivity ultimately leads to an increase in capacity, expansion across new markets and higher revenues. We’ve grouped our strategic initiatives under four main dimensions that cover Entrepreneurship Promotion, Ecosystem Development (policy and regulation), Business Development Programmes, and Research and Statistics. Anything else you would like to add? Dubai SME will formulate appropriate strategies and initiatives over the coming years to improve the SME sector and hopefully, increase their value-addition to the Dubai economy in tandem with the growth of the Dubai economy. To build and enhance the environment for SME development, all stakeholders in the economic and business development of the country should work with the Department of Economic Development and Dubai SME in making the city the number one place in the world to start, grow and expand their SMEs into global enterprises.

The percentage of respondents in the UAE who would actively recommend their bank has gone up from 27 percent in 2014, and is significantly higher than the 15 percent in 2013.

We are a design and engineering house focused on integrated technology solutions. our core business areas are security and control systems, communications infrastructure and audio visuals. We cater to various technological demands of clients, enabling them to achieve their business goals through innovative design and engineering excellence. When was the company established and how has it fared so far? We started as a two-member organisation in 2006. In the last decade we have grown manifold and currently employ over 70 people, most of whom are engineers. Our operations are spread across the GCC with three offices in the UAE, one each in Dubai, Abu Dhabi and Ras Al Khaimah, and the rest in Bahrain, Oman, Qatar and Saudi Arabia. We are planning to expand our reach to Kuwait and Iraq too in the near future.
