oint Commission International (JCI) is a division of Joint Commission Resources, (JCR) Inc., a private, not- for-profit affiliate of The Joint Commission. JCI extends The Joint Commission’s mission worldwide by assisting healthcare organisations outside the United States to continuously improve patient safety and the quality of care. JCI provides international accreditation and certification as well as education and consulting services. JCI is accredited by the International Society for Quality in Health Care (ISQua). JCI provides services to organisations of all sizes — at every stage in their quality improvement journey — individual providers, hospital systems and ministries of health. JCI’s standards contribute to organisational efforts to create a framework for safe, reliable care that meets patient expectations. The requirements for accreditation also include International Patient Safety Goals that highlight problematic areas in healthcare and describe evidence and expert-based consensus solutions to these problems. Through JCI accreditation and certification, healthcare organisations have access to a variety of resources and services that connect them with the international community: an international quality measurement system for benchmarking; risk reduction strategies and best practices; tactics to reduce adverse events; and the annual Ex-

safety, and accreditation standards compliance. “Such high-quality JCI programmes are in demand all over the region including healthcare providers in Egypt, Libya and Tunisia, which are now reawakening after the Arab Spring,” says Ismail. “This is evident through the increase in demand for JCR publications on quality and safety in healthcare.” In addition to offering more than 60 publications, JCI conducts training sessions in the Middle East for healthcare organisations and professionals. The International Advanced Practicum 2011 for healthcare leaders and executives to deepen understanding of JCI standards was well attended by 120 delegates from all over the Middle East and Europe. Through these and all its activities, JCI has rightly become an invaluable partner to healthcare organisations in their quest for quality, safety and efficiency.

Why get JCI accreditation

ecutive Briefing Programmes. While reinforcing its global significance as the leader in accreditation for healthcare organisations, JCI has successfully entrenched the quality drive in the Middle East. “This is the top region in the world for the number of organisations accredited by JCI. The United Arab Emirates

has the highest total with 56 accredited organisations, and Saudi Arabia is second with 40,” says Dr Ashraf Ismail, Managing Director of International Services for JCI’s Middle East Office in Dubai. “We are proud of our reach in this region, which is in large part due to the support from the governments and ministries of health

here. In addition, the fourth edition of the JCI Standards manual in Arabic was recently published. We reach out to the healthcare industry answering their queries and helping them through the process of accreditation. And most encouraging is the appreciation of the healthcare community,” Ismail adds.

• Create a culture of safety and quality within an organisation that strives to continually improve patient care processes and results • Improve public trust that the organisation is concerned for patient safety and quality of care • Provide a safe and efficient work environment that contributes to worker satisfaction • Negotiate with sources of payment for care with data on the

quality of care • Listen to patients and their families, respect their rights, and involve them in the care process as partners • Create a culture that is open to learning from the timely reporting of adverse events and safety concerns • Establish collaborative platforms that set priorities for a continuous leadership in quality and patient safety levels

Our hospitals adhere to the highest standards of quality, and we have the seal to prove it.

BSH was awarded the accreditation after a full review of the hospital’s facilities, practices and patient care. BSH scored highly in all areas, meeting the 1222 standards set by JCI as measures for evaluation. It scored 96 out of 100. “We couldn’t be more delighted with this honour bestowed upon us by JCI, whose accreditation is recognised worldwide as a symbol of quality that reflects an organisation’s ability to meet the highest standards of patient care,” said Dr Kasim Aradati, CEO of Bahrain Specialist Hospital. BSH specialties include: Pulmonary Medicine, Otorhinolaryngology (ENT), Dermatology, Ophthalmology (Eye), Urology, Obstetrics, Gynaecology and IVF; General and Laparoscopic Surgery, Plastic Surgery, Orthopaedic Surgery, Internal Medicine, Cardiology, Neurology, Nephrology, Paediatrics, Paediatric Surgery, Gastroenterology, Dentistry and Oral Surgery; Endocrinology, Rheumatology, Psychiatry, Audiology, Physical Medicine and Physiotherapy, Nutrition and Weight Management, Anaesthesia and Pain Management, Emergency Medicine, Radiology, Laboratory. The review of BSH, its services and its highly specialised medical team was carried out by a four-member JCI Survey Team. The head of the survey team was concentrated on the building and the surrounding facilities in terms of safety for the patients, visitors and employees in terms of its preparation for and protection against fire, emergencies or infections. Another member, a doctor concentrated on the medical team and medical practices in general. A third team member, a nurse, concentrated on the Nursing Team and their practices. The fourth team member functioned as an observer. The JCI Survey Team’s visit to BSH lasted four days from October 16 to 19, 2011.

The Dubai Health Authority has chosen the Joint Commission International (JCI) as the accrediting body for DHA’s initiatives to promote quality and patient safety in all clinical and managerial functions of hospitals and centres. The accreditation journey started in 2006 and by October 2007, the following hospitals achieved the JCI accreditation: Latifa Hospital (formerly known as Al Wasl Hospital), Dubai Hospital and Rashid Hospital. The DHA Thalassemia Center achieved accreditation in 2007, becoming the first ambulatory care organisation in the world to be accredited by JCI. Later in 2010, the DHA Airport Medical Center achieved its accreditation for ambulatory care standards and became the first such centre in the world. Accreditation is recognised as a distinguished management initiative by the Dubai Government Excellence Program (DGEP) and the DHA was honoured in 2009 by His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, for its achievements in this regard. Accreditation was successfully maintained and included performance improvement, which was recognised by JCI during reaccreditation process in 2010. Maintaining accreditation through continuous quality improvement efforts was also one of the strategic initiatives of the DHA. The DHA hospitals and centres were selected twice by JCI to train interested healthcare leaders in the region and to share their experience of accreditation. Acute Myocardial Infarction Programme in Rashid Hospital received JCI Clinical Care Program Certification in 2009, demonstrating excellence in the integration and coordination of care for treatment of “heart attack” patients. The programme was recognised as an innovative idea and received the Dubai Quality Award under the patronage of His High-

AMERICAN HOSPITAL DUBAI

Where standards and care matter most The American Hospital Dubai aims to create and sustain an environment that focuses on quality, safety and continuous improvement

Fifteen years after the launch of the hospital, which was designed to deliver the highest standards of US healthcare to patients, the American Hospital Dubai continues to set quality standards in the sector. From the outset, the hospital was a pioneer in the region, striving to meet the rigorous standards demanded for international accreditation and successfully underwent an evaluation to become the first private hospital in the Middle East to be awarded the Joint Commission International Accreditation (JCIA) in May 2000. Since then, the same exceptional standards have been maintained and the hospital has earned three re-accreditations (in 2003, 2006 and 2009) from Joint Commission International (JCI) to maintain this status, following rigorous on-site surveys. This commitment to quality is even more significant as the hospital has continued to expand dramatically from its original 100-

bed campus to almost 400 beds, and introduced an array of new tertiary and speciality care capabilities. The Joint Commission International Accreditation process is designed to create and support a culture of safety and quality and plays an important role in assisting the hospital in determining the need for continuous quality improvement from an external, independent and expert perspective. The standards provided by the JCI have been proven to guide healthcare organisations’ activities and actions, which will result in the best possible outcome for the patient and the organisation. Joint Commission International is a subsidiary of the American accreditation organisation, which sets the standards for the quality of healthcare organisations in the USA. JCI carries out surveys of its accredited hospitals every three years and accreditation is only

awarded after an intensive five-day survey is undertaken by an evaluation team from the JCI. JCI standards focus on the areas that most directly impact patient care. These include access to care, assessment of patients, infection control, patient and family rights, and education. Standards also address facility management and safety, staff qualifications, quality improvement, hospital leadership, and management of information. Joint Commission International’s last on-site evaluation of the American Hospital Dubai took place in April 2009 and was conducted by a team of international healthcare experts, including a physician, nurse and hospital administrator. The five-day survey covered 376 JCI standards and more than 1,000 hospital activities were examined. “The American Hospital Dubai aims to create and sustain an environment that focuses on quality, safety and continuous im-

provement. Accreditation plays an important part in this process by stimulating continuous, systematic improvements in a hospital’s performance and the outcomes of patient care,” says Thomas Murray, CEO of the American Hospital Dubai. “Maintaining our accreditation is a continuation of the quality journey, and is only achievable through the collaboration of all our physicians and hospital staff members as we continue to expand and develop our services,” adds Murray. “Our last survey by JCI was very extensive and rigorous and we were delighted to report that the hospital passed the inspection with a very high degree of compliance across all JCI standards.” Thanks to the dedication of the exceptional team of people at the American Hospital Dubai, the hospital has earned a leadership position in the region that it is determined to preserve for the benefit of the community.
