Dear Friends and Neighbors, Pasco-Hernando Community College is pleased to present this first annual report to the community. Within these pages, you’ll be apprised of the impact of PHCC and its Foundation on our students and our two-county service area, as well as, the contributions of our good friends and community partners. Our primary mission is the educational success and well-being of our students. For more than 30 years, PHCC has been educating and training the professionals and technical specialists in our community. Our alumni, who number more than 16,000, are teachers, law enforcement officers, health care providers and business professionals. They are our friends, neighbors and customers. They contribute to the welfare of our families, businesses and industries. This past June, PHCC hosted its first Community Summit and invited more than 400 community leaders. More than 100 people were available to participate and provide constructive feedback about our institution. The Summit proved to be a valuable learning experience and source of mutual communication, enabling us to partner more effectively. We are proud of our accomplishments, but acknowledge that this is a team effort. We need your help. Much of this report recognizes the valuable gifts, donations, and contributions that innumerable individuals, families, and organizations have provided to our students through scholarship programs and other forms of institutional support. If you are among the hundreds of benefactors acknowledged in this report, we thank you for your support. If not, we hope that you will join us in the future and contribute to our growing institution. Dear Community Members, I have been honored to have served as the Chair of the District Board of Trustees for the 2006-2007 academic year at Pasco-Hernando Community College. This annual report highlights the college’s progress during this time period in terms of academic programs, student support services, corporate training, community outreach and philanthropy. As you peruse this report, you will see countless examples of the many ways that PHCC positively impacts the lives of people in our community. Our District Board of Trustees are, indeed, proud of the accomplishments of PHCC. As Board members, we have had the opportunity of interacting with many of the PHCC stakeholders—administrators, faculty, staff, students, partners and friends. I believe a key component of PHCC’s success has been the spirit of cooperation and mutual understanding between the institution and all of its communities. Pasco and Hernando counties are among the fastest growing counties in Florida. PHCC has grown dramatically in tandem. In spite of the inherent pressures of this enormous growth, both the college and the local citizenry have formed harmonious partnerships. Together, we remain steadfast in our efforts to improve the social, cultural and economic infrastructure of our local region. As we begin the 2007-2008 academic year, Mr. Irvin Homer has taken over the reins of leadership of the District Board of Trustees. As a longstanding Board member, it has been my privilege to work with my fellow Trustees from our local community. Achievements… At PHCC, students are our first priority. They are the most important people on our campuses. As an institution, we are always striving to improve our curriculum, instructional programs, facilities and support services to transform the lives of our students. Our alumni join the model citizens of our community. They are our first responders, teachers, professionals, health care providers and business leaders whose combined efforts ripple through Pasco and Hernando counties improving our quality of life and enhancing our economic development. Together we celebrate these achievements over the past year. • There were over 20,000 course registrants for credit and non-credit courses • Unduplicated student headcount for the 2006–07 academic year was more than 13,000 students • Achieved record number of more than 5,832 student applications for admission during the 2006–07 academic year • Awarded 1,380 degrees and certificates in the 2006–2007 academic year • In 2006, the average grade point average (GPA) of PHCC graduates who transferred to a state university in Florida was 3.04. The average GPA of transfer students in the State system was 2.94 • Trained the following students in critical health care professions and vital public service jobs between 2003-2006: 395 registered nurses 229 practical nurses 79 dental hygienists and assistants 315 paramedics, EMS personnel, and emergency medical technicians 42 radiography technologists

Workforce Preparation…

New Manufacturing Training Courses Workforce training is a key mission for a community college. Among our many initiatives, PHCC, in partnership with the Employ Florida BANNER (Business Assistance Now for New Economy Results) Center for Manufacturing, worked to develop and offer a series of manufacturing training courses as part of a statewide initiative aimed at improving the skills of entry-level and advanced manufacturing employees. This spring, approximately 16 students registered for and participated in the manufacturing classes. There were four manufacturing-related modules offered: Manufacturing Processes and Employability Skills; Quality and Continuous Improvement; Maintenance Awareness; and Safety. Employability skills competencies were incorporated into the modules.

Students completing the training modules become eligible to take the Manufacturing Skills Standards Council (MSSC) examinations. The MSSC System awards credentials up to the full Production Technical Certification level to workers and students who pass the four manufacturing-related modules. PHCC is a certified testing center for the MSSC’s Production Technical Certification.


Achievements… • Received a perfect financial audit for 2005–06 academic year, performed by the State of Florida, Office of the Auditor General, completed and released March 2007 • Received a perfect program review during the Dental Hygiene program re-accreditation visit

Enhanced Technology… Wireless Campus

As the demand for technology spreads, PHCC takes action. First it was in coffee shops, then it was in houses and now it’s here at PHCC. Wireless internet access. Through the installation of wireless controllers and access points the College provided wireless internet access to the library, the cafeteria, and the area between the library and the health and science

building at the West Campus. Wireless access is also available in the North Campus library. The PHCC wireless network service provides laptop users with fast and convenient access to email and web-based services, including myPHCC. Future plans include the expansion of wireless access coverage on all campuses.

• Opened a new state-of-the-art nursing lab with patient simulators on the North Campus • Successfully trained 94 future teachers through the Educator Preparation Institute program, with the help of SUCCEED Florida grants from the State • Provided 56 corporate training programs to local industry (Pasco and Hernando) in business areas including customer service, computer applications, management and supervision, and communications • Added 12 new online courses in the arts and sciences curriculum to enhance distance education opportunities for students • About 80 percent of PHCC’s AA graduates continue their education within a year • Hosted a Peace Corps representative at open forum and classroom presentations

Student Access… eLearning Courses

Distance learning and online education are growing in popularity and influence. The College continues to expand its eLearning opportunities. eLearning blends advanced instructional methodologies with cuttingedge technologies.

• Completed renovation of the classroom building on the West Campus; a dedication ceremony was held naming the building the Anne F. Bucy Classroom Building

Twelve new online courses were developed during the 2006-2007 academic year, including humanities and science courses. PHCC originates eLearning courses at all of its locations. These courses offer a substantial degree of scheduling flexibility to the student. Students can pursue education from their homes or other offcampus locations.

• Unveiled new art gallery space and complete schedule of exhibits

During the 2006-2007 academic year, the college enrolled 5,168 full-time equivalent (FTE) students. Of that number, 1,067 FTE students, or 20 percent of the college’s enrollment, were registered in eLearning courses. This represents an 8 percent increase in eLearners over the previous academic year.

Staff and Program Development…

• Installed new dental x-ray software and equipment and a new patient record system for the dental program

PHCC and its Foundation continually invest in the faculty through conferences, continuing education, faculty chairs and sabbaticals. This past year, Associate Professor of English Karen Davis, along with 17 other nationwide community college instructors and administrators, attended the Global Peace and Security in Community Colleges and the Communities They Serve seminar in Washington, D.C.

• Installed new computers with state-of-the-art patient simulator software in the nursing labs • Wired buildings at the Spring Hill Center to provide instructors with internet access • Installed 148 new computers in the East Campus computer labs • Implemented TIP—Tuition Installment Plan to offer students a flexible tuition payment plan • Upgraded the college website for easier usage and faster loading menu • Implemented a web-based Instructor Grading System • Improved community involvement through YMCA classes and community events on East Campus • Increased enrollment at East Campus by 5 percent • Improved student access to courses and certificate programs in Hernando County through increased course offerings • Increased the number of tutoring opportunities in the North Campus learning lab • Piloted student retention/success program focused on Dual Enrollment students on North Campus

Instructor Attends Peace Seminar

The seminar was conducted by the United States Institute of Peace (USIP), an independent, nonpartisan, national institution established and funded by Congress. The institute’s goals are to help prevent and resolve violent conflicts, promote post-conflict

stability and development, and increase peace building capacity, tools, and intellectual capital worldwide. The seminar focused on examining the nature of international peace and security and the methods and approaches used to teach these issues specifically to community college students. “Discussions of social injustices and unjust war surface in my classrooms,” said Davis. “Participation in the peace seminar will help me to facilitate better these discussions and help raise my students’ social conscience.” Davis will utilize skills learned at the seminar in two classes she will be teaching this fall: Introduction to Peace Studies and Conflict and Nonviolent Resolution and Film.

Increased Safety and Security…

• Piloted a faculty-to-advisor feedback system to identify and help students needing additional academic support on North Campus

While life is full of uncertainty, and tragedy can strike in the blink of an eye, PHCC is taking steps to ensure the safety and security of students, faculty and staff. The tragic events that occurred at Virginia Tech earlier this year have served to stimulate higher education to be more aware, prepared and focused in dealing with safety and security incidents. PHCC has worked diligently to enhance security

• Reorganized the Office of Student Development under a new vice president to serve students more effectively • Utilized the myPHCC learning management system and Angel software to effectively and efficiently communicate with students

measures that are already in place and incorporate new strategies that promote safety throughout the college. In the past year, several safety and security measures were implemented at PHCC. Emergency phone number signs were placed in all classrooms. Emergency Response Handbooks were developed and strategically located in classrooms and public

areas throughout the college. Emergency response phone lines were established at all campuses. Security guard service has been increased and an administrator is on duty until 10 p.m. during evenings when classes are in session. Emergency preparedness presentations were offered to faculty and staff. The college safety manual was reviewed and additional updates are in progress.

• Expanded the tests offered by the career placement and testing department • Acquired enhanced technology for disabled students • Expanded the reach of advising and student development offices to include middle schools • Participated in the statewide “Go Higher—Get Accepted” Campaign • Participated in the nationwide “College Goal Sunday” financial aid initiative • Updated North Campus master plan for future development • Approved the remodeling of the North Campus gymnasium into a classroom building

Future Expansion…

Planning Begins for New Permanent Spring Hill Center • Approved the plan for a new classroom and conference facility on West Campus

Planning has begun for a new $44 million Spring Hill Center. The District Board of Trustees selected Florida Architects, Inc. and Skanska USA Building, Inc. to design and construct the new center to be

located off US 19 in Spring Hill on approximately 58 acres. At their July meeting, the District Board of Trustees approved the master plan and the educational specifications for the project.

Site work is anticipated to begin February 2008 and construction on the buildings shortly thereafter in July. The campus is estimated to be completed in time for fall 2010 classes.


Momentum… Over the past five years, PHCC has grown dramatically with a student enrollment increase of more than fifty percent. This rapid growth has created many challenges for our institution to provide adequate resources to support our fundamental priority: student learning. While funding from state appropriations, which represents 75 percent of the College’s operating budget, has grown over the past five years, it has been incrementally insufficient to

maintain and sustain our enrollment growth. In addition to the income generated from state appropriations and student tuition and fees, the funds we receive from our Foundation provide muchneeded additional support for merit, need-based and nursing scholarships, library holdings, faculty support, and staff and program development. As the charts indicate, the majority of our College’s budget directly supports our students in terms of instruction,

academic support and student development. More than 65 percent of PHCC students receive financial aid including need-based federal PELL Grants, state funded Bright Futures Scholarships and PHCC Foundation Scholarships. As we maximize our financial resources to their greatest efficiency, we also recognize how much our human resources have gone above and beyond to support our students as we balance tight dollars against extreme growth.

Dear Friends, The past year has been a turning point for the PHCC Foundation. Our purpose has always been to support the educational programs of Pasco-Hernando Community College. Our mission will never change. However, sometimes we all need to take a look at the strategies we use to achieve our goals. Change may be difficult, but can also be very rewarding.

PHCC Financial Aid Distribution 2006–07

Our community is evolving, and we have recognized the need to move forward to keep pace with the changes and growth. Our performing arts series is a good example. This year we broadened the appeal of the performances and added evening events. Corporate sponsors enabled us to present internationally renowned performers. Hundreds of new patrons came to the campus, some for the first time. We plan to build upon this foundation and attract more Hernando and Pasco residents to the Performing Arts Center. For many years the Foundation presented the “Suncoast Sampler,” later renamed “A Taste of the Suncoast,” at Gulf View Square. With the growing population, many local restaurants became too busy to participate. When Skanska USA, one of the College’s construction vendors, offered to spearhead a fishing tournament to raise funds, the Foundation accepted the offer and expanded the concept to include a Captain’s Party and Auction so friends of the College could participate without having to take part in the Tournament. What a rousing success! Our first time out, the event brought in almost $40,000. We are certain it will only get bigger and better.

What hasn’t changed? The unflagging support of our donors. We deeply appreciated every gift that has been donated to help the College and the students. Every contribution is an investment in our community. Together, we will grow and change, but our goal remains the same.

Accomplishments…

PHCC Foundation Performing Arts Series ends with donor appreciation evening The 2006-2007 season of PHCC Foundation’s Performing Arts Series was one to remember with ten diverse shows from nationally and internationally renowned artists and performers including the von Trapp Children, Melissa Manchester, Livingston Taylor and Gaelic Storm. The series culminated in March with the Argentinean classical guitar ensemble, Santa Fe Guitar Quartet. The performance was followed by a reception to honor 2006 Foundation donors. During the reception, donors were invited to the PHCC Art Gallery for a meet and greet with the musicians and to enjoy hors d’oeuvres and conversation. Preparations for the 2007-2008 season are already underway. A schedule will be sent to all subscribers of the PHCC Performing Arts Center mailing list. If you would like to receive a show schedule please register at phcc.edu/free. A free pair of tickets to an upcoming show will be awarded to one lucky registrant.

Gaelic Storm

PHCC Foundation funds sabbatical Jenette Flow, professor of humanities and language arts, was awarded a sabbatical for the 2006-2007 academic year through PHCC Foundation. The sabbatical allowed Flow to complete graduate credit hours at the University of South Florida and work full time toward obtaining a doctoral degree in curriculum and instruction with an emphasis in adult, continuing and higher education. Flow successfully defended her dissertation in February.

Patient simulators come to life at new PHCC nursing lab The college opened a new PHCC Simulation Center on November 30, at the North Campus. The new state-of-the-art nursing lab provides students with hands-on learning experiences to apply the skills they have learned in a controlled environment. Offering the latest in nursing education technology, the lab contains life-like patient simulators funded by the PHCC Foundation. 11

Accomplishments…

Largest individual donation in College’s history Anne F. Bucy, a longtime friend of PHCC, left $2.4 million in trust to the Foundation, the largest individual gift that PHCC has received in its 34-year history. Anne Bucy, of New Port Richey, died on July 4, 2005 at the age of 94.

Bucy was an average wage earner who learned how to accumulate money through investments. Over the course of six decades, she transformed her astute investments into a million-dollar portfolio.

Years ago, Bucy learned about the college’s nonprofit Foundation and was especially interested in helping female students. With no children of her own, this was her way of helping young people succeed in life.

She worked as a secretary for Eisenberg Jewelry in Chicago and later for the city of Chicago as a secretary and a court reporter. During this time she took $2 a week out of her paycheck to invest in stocks and tax free bonds. She invested

Community Foundation of Pasco County addresses nursing need with $25,000 gift In September of 2006, Community Foundation of Pasco County, a division of Community Foundation of Tampa Bay, contributed $25,000 from the Myrtle Phillips Baker Memorial Fund to establish a scholarship endowment in Baker’s name through the PHCC Foundation. The original fund was established by Baker’s

son, Robert Baker, in acknowledgment of his mother’s dedication and devotion to others. Now both deceased, Mr. Baker was a quadriplegic and his mother a registered nurse with more than 40 years of service in the health industry. They were both eternally appreciative and committed to the field of nursing.

Two PHCC nursing students were awarded the Community Foundation of Pasco County Myrtle Baker Nursing Scholarship for the 2006-2007 academic year. The Community Foundation intends to continue investing in the scholarship every year.

Pasco High School alumni continue tradition of giving In 1983 the Pasco High School “Class of 1943” contributed $1,200 to Pasco-Hernando Community College Foundation to establish a scholarship endowment. The fund was to provide scholarships to “Pasco High School alumni and direct descendants of alumni.” Each year at the annual “Reunion of the Decades,” the PHS reunion committee

donates part of the proceeds from the reunion to the scholarship and also encourages alumni to contribute. After years of giving, the balance of the Pasco High School Alumni scholarship is nearly $130,000. Over the past twelve years, the fund has awarded $19,300 in scholarships to 27 PHCC students. One of those

recipients, Lacey McCarthy, wrote a thank you letter to the Foundation to show her gratitude for the award. “I am proud to be a graduate of Pasco High School…since receiving this scholarship I will be able to focus my time and attention as a full-time student in pursuit of an AA degree,” said McCarthy.

Bequests: To ensure a tradition of giving that will continue after a donor’s lifetime, the

PHCC Foundation may be named as a beneficiary in a will or trust by specifying a gift of cash, stock, collectibles or real property, or a percentage of the estate.

Real Estate: Your residence, farm, vacation home, and commercial or other real estate that you have owned for more than 12 months may be used to make a major gift. A gift of real estate realizes a tax deduction, avoids capital gains liability, and you could retain lifetime occupancy.

Tangible Personal Property: PHCC Foundation welcomes gifts of personal property such as art, antiques,

automobiles, boats or airplanes, that may be of value to the college in fulfilling its educational mission or that can be sold for the benefit of the college.

Annuities: A gift annuity is an irrevocable charitable contribution that provides you with fixed annuity payments for the rest of your life while also providing vital support to PHCC Foundation.

Trusts: A life income estate trust can be established using appreciated real estate or

Good news from the IRS —The Pension Protection Act of 2006 is smiling on donors and charities The Pension Protection Act of 2006 (PPA) allows individuals who are 70½ or older to make direct transfers of up to $100,000 from their Individual Retirement Accounts (IRAs) to eligible organizations. These are called “qualified charitable distributions.”

After an individual reaches the age of 70½, he or she is generally required to take minimum distributions from an IRA. Qualified charitable distributions will satisfy the minimum IRA distribution requirements. This provision is for the 2006 and 2007 tax years. The donor does not have to recognize income as a result of making a required distribution from his or her IRA account when it goes directly to an eligible organization such as the PHCC Foundation. This is a great benefit to both itemizers and non-itemizers. Under the PPA, the qualified charitable distribution from an IRA would be entirely excluded from the individual’s income. Depending on the tax situation, it may achieve a tax benefit. For many taxpayers, it may help to lower taxability of social security earnings from 85 percent to 50 percent. In addition, when IRA accounts have become sizeable, the PPA becomes an estate planning tool by allowing a reduction in the IFA account without being taxed. How do you make a qualified charitable distribution? It’s easy. Simply direct your IRA trustee to make the transfer directly to the PHCC Foundation.
