Pasco-Hernando Community College plays a vital role in the community, educating the citizens of Pasco and Hernando counties to grow and lead more productive lives. As a result, these students obtain jobs, refine professional skills, transfer to four-year colleges and universities, and acquire knowledge that enriches every aspect of their personal and professional development.

Dear Friends and Neighbors: The theme for our second Annual Report, which spans the 2007-08 academic year, is appropriately-themed “growth.” Enrollment at PHCC has climbed 19.3 percent over the past five years. Interestingly, our enrollment increases seem to be counterbalanced, like a seesaw, with a declining economy. The challenges facing community colleges today are daunting: Enrollment is soaring and expenses are escalating while resources shrink. In an uncertain economic climate, the equation seems insurmountable— yet opportunity often lurks where you least expect it. So we’re digging deeper, working harder, and I hope, smarter. When the economy is weak, resourcefulness and creativity are more precious than gold. The solutions we bring to the table must be nothing less than brilliant. Some of the decisions made in the coming months, while somewhat painful, will bring about historic changes in the state of Florida and throughout the community college system. Certainly the positive aspect of change at PHCC is reflected in this report. In the midst of economic decline, our College perseveres. This report chronicles new programs, initiatives and technological advances. You’ll see from our list of accomplishments that our institution remains committed to our goals, always remembering the importance of our mission. With appreciation, we thank our students for trusting us with their education, our District Board of Trustees and Foundation Board for their guidance, our donors for much needed contributions and our faculty and staff for their inspiring work. Contemplation…
Dear Community Member: In my long lifetime—84 years and counting—I have witnessed steady progress in civil rights. The nation has evolved and begun to live out the true meaning of its creed of liberty and justice for all citizens. I marvel at the incredible advances in our modern age, most importantly, the birth and evolution of the computer age. In higher education, doors of opportunity once locked have swung open. I grew up on the Caribbean island of St. Vincent in the 1930s, where life was comfortable, but opportunity for higher education was limited. The quest for knowledge and a desire to better one’s position in life beats strong in the hearts of the ambitious. The desire to succeed stretches across time, linking us all to an ever impressive future. A brighter, more prosperous time is a desire and hope that will sustain us all. After moving to New York, I worked hard to earn advanced degrees and appreciated a long and successful career as an educator. My enthusiasm for higher education and providing opportunities for young people remained strong after retiring to Hernando County. Subsequently, I became immersed in school and youth volunteer activities and ultimately joined the PHCC family as an adjunct instructor. This brief experience enhanced my awareness of the College’s mission and its initiatives to encourage minority youth to pursue higher education goals. My extensive community volunteer activities and my mentoring of students who needed guidance eventually led to my appointment as a trustee of the College, an honor I deeply treasure. In my tenure as Chair of the District Board of Trustees during the 2007–08 academic year, I fully realized the enormous role that PHCC plays in the life of our residents and our community. In this Annual Report, please note the many accomplishments of the College. While I have passed the chairman’s position to Mr. Thomas Weightman for the 2008–09 academic year, I am proud to continue to serve as a trustee. Achievements…
As PHCC’s enrollment soars, the College keeps pace by adding faculty, staff, services and technology to meet the needs of our diverse student population and the demands of an evolving workforce. The College embraces its mission to educate future community members, including teachers, health care providers, law enforcement officers and business leaders. PHCC continually seeks and implements improvements vital to the success of our students, the institution and the community. In 2007-08, the College established many exciting new programs and met major milestones. • Awarded more than 1,700 degrees and certificates in the 2007–2008 academic year. Since the first student graduated in 1972, PHCC has granted more than 25,996 degrees and certificates • Graduates employed in critical health care professions and vital public service jobs between 2005–2008 include: 420 registered nurses 246 practical nurses 70 dental hygienists and assistants 351 paramedics, EMS personnel, and emergency medical technicians 50 radiography technologists 265 correctional and law enforcement officers • Increased enrollment at West Campus by 19.8 percent, East Campus by 19 percent, North Campus by 22.3 percent and Spring Hill Center by 19.4 percent over the last five years • Trained 113 future teachers through the Educator Preparation Institute • Initiated the North Campus gymnasium remodel to create more classroom space • Developed a student union and renovated a building at the Spring Hill Center • Implemented plans for a new entrance, welding laboratory and maintenance shop on East Campus • Developed plans for the new Spring Hill Campus

Enhanced Technology…
Distinctive Work Environment…
PHCC Faculty and staff selected “enhanced technology” as the cornerstone for the College’s Quality Enhancement Plan (QEP) at All College Day, PHCC’s annual meeting of faculty and staff. The QEP is a component of the Southern Association of Colleges and Schools (SACS) accreditation process, in which the College participates every 10 years. The plan requires a focused course of action that improves student learning. The QEP for PHCC is Get eSmart, an intensive campaign integrating technology that supports a more sophisticated learning environment.
Career Central and the Pasco Hernando Workforce Board recognized PHCC as one of the Best Places to Work in Pasco and Hernando counties for 2008. Of the 64 companies that participated in the second annual Best Places to Work online survey, 22 were recognized with awards. PHCC was one of six organizations honored in the large businesses category. Companies were evaluated on criteria including employee turnover, growth, training opportunities, health insurance plans, employee costs, retirement plans and work environment.

Workforce Preparation… Students Get Real World Teaching Experience
Preparing students to enter the workforce is a key mission for PHCC. The District School Board of Pasco County approved a Professional Development School venture between the PHCC Educator Preparation Institute (EPI) and three Pasco County schools: Cypress Elementary, Hudson Middle School and River Ridge High School. The EPI program provides an alternative K-12 teacher certification program for people with bachelor’s degrees. The Professional Development School supports student-teaching opportunities for candidates in PHCC’s EPI program. The project places EPI teacher candidates in classrooms to learn and work sideby-side with experienced teachers. The teachersin-training and mentors focus on identifying and meeting students’ diverse learning needs, especially in the areas of reading, Exceptional Student Education and English for Speakers of Other Languages.
Increased Safety and Security… Safety Remains a Priority
PHCC continues to take steps to ensure the safety and security of students, faculty and staff. The College created a new Emergency Procedures Manual and completed a major revision to its Safety Manual. These documents, available electronically to all faculty and staff, are regularly reviewed and updated by the College’s Risk Management and Loss Prevention Committee. The Emergency Procedures Manual includes specifications for upgrades in the emergency contact system and the telephone system to add enhanced 911 service. The Emergency Procedures Manual outlines the creation of a new Incident Command System (ICS) for the College and requires NIMS (National Incident Command System) training provided by the Federal Emergency Management Agency and the Department of Homeland Security. New Partnerships…
College offers classes at new Wiregrass Ranch High School In the fall of 2007, PHCC began offering college classes at the new Wiregrass Ranch High School in Wesley Chapel. Available to PHCC students and qualified high school students, Dual Enrollment courses allow high school students to earn both high school and college credit for the same course at no cost.
Student Engagement… Men of Excellence
The new Men of Excellence (MOE) organization provides male students at PHCC with the skills to become better contributors to society. MOE facilitates field trips to visit all PHCC campuses and other colleges. Opportunities abound to have breakfast, lunch or dinner with people of high achievement in the community and throughout the state of Florida. This program is designed to decrease disciplinary referrals, drug or alcohol related incidents, and tardiness, and assist students in achieving their academic goal of graduating from PHCC.

• Obtained additional equipment for campus fitness rooms and established a new student and staff personal fitness center on North Campus • Expanded Black History Celebrations to North and West campuses • Collaborated with Hernando County Supervisor of Elections to offer a Constitution Day educational program on North Campus • Conducted a September 11 Memorial Service focused on veterans at East Campus • Began a Provost’s Success Academy on North Campus to enhance student academic and personal success • Hosted Motorcycle Safety Training classes through Ride Like a Pro at East Campus • Partnered with Barry University to offer bachelor’s degrees in healthcare administration and public administration on the North Campus • Acquired enhanced technology for disabled students • Hosted an annual College Reach Out Program (CROP) summer event at East Campus • Presented the first summer student art exhibition at the Alric Pottberg Library Art Gallery • Piloted a Welcome & Engagement Team (WE Team) to assist students during the first two days of classes at all campuses • Presented a collection of current best selling fiction and non-fiction books to promote leisure reading at all campus libraries • Established a library service to offer audio books on pre-loaded MP3-like player devices • Received All-Suncoast Conference Academic recognition for 36 student-athletes having a 3.0 GPA or higher

• Received National Junior College Athletic Association recognition for the women’s cross country team as an Academic Team of the Year • Created a new monthly event, “Disturbing the Peace,” featuring entertaining evening events for students at each campus • Hosted faculty/student socials on each campus • Conducted over 79 entertainment events and 29 community service events through the Student Activities department • Inducted nine students into the Student Ambassador Program • Inducted 505 new Phi Theta Kappa Honor Society members in collegewide ceremonies
Momentum… College Report The College’s fiscal year runs from July 1 through June 30. The following Figures are based through the 2007–2008 fiscal year. Over the past five years, PHCC has grown dramatically with a student enrollment increase of more than 50 percent. This rapid growth has created many challenges for our institution to provide adequate resources to support our fundamental priority: student learning. While funding from state appropriations, which represents 75 percent of the College’s operating budget, has grown over the past five years, it has been incrementally insufficient to maintain and sustain our enrollment growth. In addition to the income generated from state appropriations and student tuition and fees, the

funds we receive from our Foundation provide muchneeded additional support for merit, need-based and nursing scholarships, library holdings, faculty support, and staff and program development. As the charts indicate, the majority of the College’s budget directly supports our students in terms of instruction, academic support and student development. More than 65 percent of PHCC students receive financial aid including need-based federal PELL Grants, state funded Bright Futures Scholarships and PHCC Foundation Scholarships. As we maximize our financialresources to their greatest efficiency, we also recognize how much our human resources have gone above and beyond to support our students as we balance tight dollars against extreme growth.

Dear Friends: I’m honored to address you as the Chair of the PHCC Foundation Board of Directors. Each year, Pasco-Hernando Community College provides knowledge and skills to literally thousands of students, young and old. Some are just making a start in life; some are starting over. Our dedicated faculty and staff do an excellent job in preparing all of our students for their next step of the journey in life and learning. Florida residents look to community colleges for affordable access to excellent education. As a result, PHCC’s enrollment continues to grow. Thanks to the generosity of the donors, the PHCC Foundation provides over half a million dollars in scholarships each year. Unfortunately, it is still not enough to help every worthy student. Without financial assistance, many students simply will not have an opportunity for higher education. Increased enrollment means increased needs for classroom and office space. I was privileged to take part in the dedication this fall of the beautiful Conference and Instructional Center (CIC), a great addition to the West Campus. As a long-time Spring Hill resident, I am delighted that PHCC will soon break ground on a new and modern campus in this community, featuring the latest technology and accommodating hundreds of students. The new Spring Hill campus, the CIC, and many other facilities on our four campuses offer donors an opportunity to leave a special legacy by making a named gift. The Foundation staff stands ready to assist anyone interested in supporting our growth by naming a scholarship, classroom, building or campus. On behalf of the Foundation, I express our gratitude to the generous donors who did so much to make the past year a success. Accomplishments…
Performing Arts Series a Solid Hit One of the most cherished community activities hosted by the PHCC Foundation is the annual Performing Arts Series held at the Performing Arts Center on the West Campus. The series not only provides opportunities for the social and cultural enrichment of the community, but the proceeds support student scholarships and various programs at PHCC. When the curtains were drawn at the first show of 2007-2008 season, Gaelic Storm performed to a sold out crowd who immediately jumped to their feet to cheer on the international Celtic stars. This momentum and excitement for the performers carried on throughout the rest of the season. Audiences laughed along with comedians during Legends of Vaudeville, sang along to songs from yester-year with John Davidson, and embarked on a musical journey through the 70s with The Piano Men. Another sold out crowd brought down the house during the season’s finale, Tribute to Elvis.

New Technology Gives Radiography Students an Academic Edge
PHCC’s radiography program received a $250,000 grant from the Foundation to purchase state-of-the-art equipment to enhance student learning. The funds were used to purchase an updated generator to power the lab equipment, a digital x-ray unit and a Picture Archival and Communication Systems (PACS) unit. The PACS unit electronically submits images from the X-ray unit to the radiologist. The unit also has an analogdigital converter which converts standard X-ray images into digital images. Along with the PACS unit, the program purchased “thinking software,” a new technology that allows for the blending of two image studies into one.
New Port Richey Rotary Club Finds Unique Way to Lend Support to the West Campus Library In August of 2007, the New Port Richey Rotary Club came to the Foundation with a new idea: support the Foundation’s endowed Library Development Fund through their annual speaker’s bureau. The Club’s $1,500 contribution is used to purchase one book per week for the West Campus library in honor of the speaker for each week’s Rotary program. The PHCC library director chooses the book, relating to the speaker’s topic whenever possible, which will remain on the West Campus. A bookplate is placed on the inside front cover of each book in honor of the Rotary Club speakers. This partnership benefits the many students who use the library to read for enrichment and do research for class assignments. 11

Reaching Maturity…
The Popular Pension Protection Act of 2006 is extended through 2009 The senate approved an extension of the popular Pension Protection Act of 2006 (PPA) through 2008 and 2009, great news for individuals and the charities they support. The PPA allows individuals who are 70 ½ or older to make direct transfers of up to $100,000 from their Individual Retirement Accounts (IRAs) to eligible organizations like PHCC Foundation. These transfers are called “qualified charitable distributions.” After an individual reaches the age of 70 ½, he or she is generally required to take minimum distributions from an IRA. Qualified charitable distributions will satisfy the minimum IRA distribution requirements. The donor does not have to recognize income as a result of making a required distribution from his or her IRA account when it goes directly to an eligible organization such as the PHCC Foundation. This is a great benefit to both itemizers and non-itemizers because the PPA allows the charitable distribution from an IRA to be entirely excluded from the individuals’ income. Depending on the tax situation, it may achieve a tax benefit. For many taxpayers, it may help to lower taxability of social security earnings from 85 percent to 50 percent. In addition, when IRA accounts have become sizable, the PPA becomes an estate planning tool by allowing a reduction in the IRA account without being taxed. How do you make a qualified distribution? It’s easy. Simply direct your IRA trustee to make the transfer directly to the PHCC Foundation. Before making any financial decisions, please seek advice from your tax professional. Fruit Trees are Ripe with Promise for PHCC Foundation The Foundation is the new owner of a beautiful orange grove. An anonymous donor donated the grove to the Foundation in December of 2007. The property is situated on the north side of Ridge Road near the College. Citrus is one of the largest sources of income for Florida’s economy, and the orange tree is a symbol of the economic livelihood of the state. The Foundation is proud to own a small piece of a ripe and prosperous industry that supports Florida’s economy. While the Foundation has no plans to turn the grove into a business venture, the grove will be properly maintained and cared for until it can be sold to benefit PHCC students, staff, and faculty.

Gifts may be designated for buildings, equipment, academic chairs, lecture series, laboratories, scholarships, or unrestricted to be used where the need is greatest. Please consider the various ways to support the college in your estate planning, and benefit from the tax advantages associated with certain types of charitable gifts.
Bequests: To ensure a tradition of giving that will continue after a donor’s lifetime, the
PHCC Foundation may be named as a beneficiary in a will or trust by specifying a gift of cash, stock, collectibles or real property or a percentage of the estate.
Real Estate: Your residence, farm, vacation home, and commercial or other real estate that you have owned for more than 12 months may be used to make a major gift. A gift of real estate realizes a tax deduction, avoids capital gains liability, and you could retain lifetime occupancy.
Tangible Personal Property: PHCC Foundation welcomes gifts of personal property such as art, antiques,
automobiles, boats or airplanes, that may be of value to the college in fulfilling its educational mission or that can be sold for the benefit of the college.
Annuities: A gift annuity is an irrevocable charitable contribution that provides you with fixed annuity payments for the rest of your life while also providing vital support to PHCC Foundation.
Trusts: A life income estate trust can be established using appreciated real estate or
