EMBRACE THE PLACE
A
s my two year term as Chairman of the Greater Killeen Chamber of Commerce hastens to a close, I consider it a singular honor to share a few thoughts as you prepare to read our Annual Report and Economic update of our Chamber magazine.
My favorite leadership quote from Max Depree, former CEO of the Herman Miller furniture company states
the leader’s first job is to define
reality, the leader’s last job is to say thank you, and in between the leader is a servant and a debtor.”
Our reality as a community should give all of us reason for optimism. Yes, we need to be cognizant of the ongoing sequestration, potential troop reductions, and challenges in the funding and providing of adequate health and human services for our expanding population. However, my optimism is fueled by the amazing ability of our community to “embrace the place.” A place that is home to our Army’s premier installation with an ever strengthening partnership between our on and off post community. A place that provides educational offerings of the highest quality from Pre-K to University. A place that is experiencing meaningful economic expansion and job growth. The mission of the Greater Killeen Chamber of Commerce; our reason for being, is to “provide, vision, leadership and support to business and community leaders to create economic prosperity.” Therefore, it is imperative we listen to your input, and daily create value propositions to achieve the economic prosperity that will enrich our community on every level. As a Chamber, we stand ready to serve our investors, our community, and that compels us to be relevant, and embrace meaningful change to fulfill our mission. Dr. Gary Kaplan, one of my favorite transformational, healthcare leaders shared the following quote at a recent seminar I attended, and it is a clarion call to each of us committed to the health and prosperity of our community. “In times of change, learners inherit the Earth, while the learned find themselves beautifully equipped to deal with a world that no longer exists.” Together, let us “inherit the earth” as we “embrace the place”, and I end by fulfilling the leaders last job which is to say, “Thank you.” Thank you for allowing me to lead our Chamber for the past two years. Killeen Open for Business BY SENATOR TROY FRASER Republican member of the Texas Senate representing the 24th District
As you watch the nightly news or read your local paper, you're frequently reminded of the "Texas Miracle." The phrase refers to Texas' quick recovery from the recession and subsequent boom in prosperity that followed. While it's something to behold, it's not quite correct to call it a miracle. Miracles often defy explanation. The reason the economic engine is humming in Texas stems from a very real commitment to providing Texans an abundance of opportunity. 6

Sitting on U.S. Highway 190 and with close proximity to Interstate 35, Killeen is in a unique position to capitalize on its location. Businesses have recognized that the city provides logistical advantages and offers a competent, well-trained workforce.

s your state senator, I'm proud to have worked closely with my colleagues at the Capitol to give Texans every opportunity to succeed. Unlike our nation's Congress, legislators in Texas are constitutionally required to pass a balanced budget. Our commitment to control spending and lower taxes has benefitted the families and businesses of our great state, and Killeen is poised to further build on its reputation as an economic engine in Central Texas. Sitting on U.S. Highway 190 and with close proximity to Interstate 35, Killeen is in a unique position to capitalize on its location. Businesses have recognized that the city provides logistical advantages and offers a competent, well-trained workforce. The presence of Fort Hood in Killeen creates a steady supply of soldiers transitioning to the private sector. These men and women have received world-class instruction and have built the leadership and teamwork skills that set them up for success once they leave the armed forces. By emphasizing workforce readiness, Killeen will continue to attract both businesses and employees. In the last Legislative Session, which was held in 2013, the Texas Legislature enacted many public policy initiatives that will benefit Killeen. Rather than forcing our public school teachers to focus solely on preparing students for a litany of standardized tests, we want
educators to get back to fostering genuine enthusiasm in our students. A reduction in the number of endof-course examinations will allow students to expand their minds without the unneeded stress of excessive test preparation. For years, high school students have been told the only logical destination after graduation is college. However, we recognized that, while college is a fantastic opportunity, many students have no intent of attending college and would rather focus on attaining real-world experience in skilled trades; trades which lead to jobs that are often going unfilled due to a lack of qualified applicants. We granted students and educators greater flexibility in high schools to consider multiple paths, helping young men and women best prepare for their future. Your Killeen ISD Career Center certainly reflects that shared commitment. The Legislature also recognized the importance of addressing two issues that greatly impact every Texan: water and transportation. In 2013, voters overwhelmingly passed Proposition 6, which provides a funding source for our state's growing need for water. I am extremely proud to have authored the legislation leading to this monumental achievement. Prop 6 will help ensure a reliable source of potable water for our children and grandchildren. This November, voters will again have the chance to make their voices heard when they decide
on Proposition 1. That ballot initiative will help alleviate our state's highway congestion and provide a means to repair roads in desperate need of maintenance.
As the 84th Legislative Session in 2015 draws closer, I'm excited about the opportunities the future holds for Killeen. Your government has an obligation to ensure the public health and safety of citizens, to provide essential services, and to give Texans the tools they need to succeed. I fully intend to uphold my obligation and am committed to working tirelessly on behalf of the Greater Killeen area to ensure the area continues to be a great place to live, work, and raise a family. Asignificant part of the mission of the Greater Killeen Chamber of Commerce is to provide vision, leadership and support to business and community leaders to create economic prosperity. Economic prosperity is about reaching our full potential. It is about seeing the world, not as it is, but as it can be. In that regard, much has been accomplished. In the span of a relatively few years, since 1993 in fact, the world has changed. Where we had been participants in an economy with fi xed borders, we are now participants in a global, borderless economy where the competition for capital investment is not only down the street but around the world. Our economy is transitioning into the Knowledge Age, where wealth is based on ownership of knowledge and the ability to use that knowledge to create goods and services. Our future will depend on our ability to understand and capture opportunities presented in the Knowledge Age. The Knowledge Age is driven by the creative class. The creative class is characterized by education, constant learning, creativity and innovation. The creative class does not work in a manufacturing environment but rather in a virtual one. They can work where they want to live. It is important for us to become a place where they want to live.
We know the characteristics of the places where the creative class wants to live. Here is a sample. • Authenticity defi ned as unique, one of a kind experiences - especially dining and entertainment opportunities. Redevelopment of our downtown is critical. • Access to Technology. There are no better examples than KISD’s Career Center and a world class community college – the gold standard at teaching in the virtual environment. And, now a unique, upper level university being built from the ground up to meet the needs of an evolving future including the incubation of emerging technologies at the Center for Solar Energy. • Immigration, Low Barriers to Entry, Diversity, and Tolerance are all elements of our local culture brought here courtesy of our neighbors at Fort Hood. Few places are as well positioned as is this region. We are on a journey – a journey toward a place of the future. Ernest Hemmingway said, “It is good to have an end to journey toward, but it is the journey that maters, in the end.”

Workforce Solutions of Central Texas is known for its award-
winning strategies that connect job seekers with local employment opportunities. The Workforce Center in Killeen assists thousands of job seekers every month – their professional staff and latest technologies support a variety of services ranging from career planning and job search to child care subsidies and vocational training assistance.
Killeen’s Current Number of Job Openings & Educational Requirements:
Although many job seekers, business owners, and community members know about Workforce Solutions of Central Texas’ employment efforts, the Workforce Centers also provide some valuable but lesser-known services. The following examples represent resources that can be customized and individualized to better serve local job seekers and businesses. First, the Workforce Center in Killeen has special funding to serve individuals who are laid-off at Fort Hood. The funding supports reemployment efforts for civil service employees, contractor staff, and other individuals who are laid-off because of funding cuts and contract changes. The special funding supports individualized employment assistance including care.
Finally, Workforce Solutions of Central Texas provides labor market information that is vital for individuals who are making career decisions and selecting training opportunities. The data indicate that there are 1,249 current job openings in Killeen with over half of them requiring Associate or higher degrees. Based on local labor market data, the Workforce Centers in Central Texas support training in high-skill, high-wage jobs that are predicted to have a consistent or growing need for more employees.

WHY Military Value (MV) Matters

n a 2012 statewide economic impact assessment of Texas’ 15 active military installations, State Comptroller Susan Combs noted that of the nearly $150 billion military installations contribute annually to the statewide industry output, Fort Hood’s contribution was 30 percent of that total ($44.59 billion). $25.35 billion in final goods and services were produced in Texas by industries that are directly and indirectly impacted by Fort Hood. The Comptroller stated “Fort Hood is an economic engine that helps growth in Texas.” Ensuring that Fort Hood is fully utilized to its maximum capacity of 50,000 Soldiers is a vital interest to Central Texas.

READING SMOKE SIGNALS IN A HURRICANE Political and economic friction in Washington, DC directly impacts Fort Hood and Central Texas. The 2011 Budget Control Act slashed defense spending by $487 billion through 2021 and made the “threat” of $500 billion in additional cuts under Sequestration a reality. Similar to a 3-legged stool, in times of declining resources, the Army must carefully balance manpower levels, combat readiness, and modernization. A large Army that isn’t sufficiently trained and equipped to rapidly overwhelm an adversary creates as much risk as a technologically superior Army that is not an effective deterrent because it lacks the required force structure to respond to any number of possible conflicts around the world. Military pay and allowances currently accounts for 46 percent of Army spending; the Congressional Budget Office determined that if personnel costs aren’t addressed, they will consume 100 percent of defense spending by 2039. That is an untenable position. As with any business, the Army controls its personnel costs by reducing its strength to create sufficient resources to ensure that force is trained and modernized. From a wartime high of 570,000 Soldiers, the Army is on a path to reduce to 490,000 by the end of 2015. Simultaneously, the Army is currently analyzing its options under persistent Sequestration that could drive force structure and end strength to as low as 420,000. This is not a new phenomenon, as the following graph illustrates. Over the past 75 years, funding cuts have caused the Army to shrink after each major conflict. Adversaries perceived an exploitable weakness, and the nation was required to respond to aggression by increasing the size of the Army. Despite “military theories” that posit a large Army was not required, when national strategic objectives are threatened, the nation puts “boots on the ground.” Culturally, we have a very short-sighted historical perspective on the strategic implications of these decisions. I recommend Heller and Stofft’s America’s First Battles to gain a better understanding of the consequences. Force structure reductions to levels not seen since before World War II creates excess installation infrastructure. That excess further exacerbates the fiscal challenges; the Army estimates it is currently spending $500 million each year to maintain facilities excess to its requirements. Decisions on stationing Army forces are driven both by “art” and “science.” Should Congress grant authority to close and/or realign installations under the Base Realignment And
Closure (BR AC) statute, the law requires DoD to adhere to, and justify their recommendations based on, a set of Military Value criteria, which the Army further refines into measurable installation Military Value capabilities and attributes. Absent BR AC authority, the Army will be compelled by fiscal constraints to implement alternatives. While there is inherent risk in the BR AC process, the alternatives (which are subject to less public scrutiny and exclude community input) would likely be far riskier.
If Army leaders make stationing decisions based on Military Value capabilities – the ability to train to doctrinal standards, rapidly project combat power in response to a crisis, provide a high quality well being for Soldiers and their Families, and facilitate installation expansibility – Fort Hood is positioned to gain units/missions/functions. As 75 percent of Fort Hood Soldiers, and 100 percent of the Civilian/contractor workforce live in the Central Texas communities, our futures are inextricably linked. Fort Hood ranked 3rd (of 97 Army installations) for overall Military Value and 1st for Future Stationing capability in BRAC 2005. It was the highest-rated installation for cost efficiency. However, perspectives and priorities evolve. Military Value is relative. Our task is not finished until the communities of Central Texas – in partnership with Fort Hood – have done what is needed to maximize the Military Value assessment of Fort Hood. That is why Military Value matters.

The Economic Future of
KILLEEN

E
very year Killeen has a large number of entrepreneurs looking for start-up resources and opportunities, and Texas is certainly no slouch with regards to the economy. Matching those resources to the potential is a recipe Killeen is actively focused on cooking up for the coming three to five or more years. “Downtown has seen and will continue to see growth exponentially in the foreseeable future,” said Charlotte Humpherys, a downtown Killeen project manager. “There are limitless possibilities and with the city’s continued focus on the revitalization effort, the incentives will continue to entice small business entrepreneurs to the downtown area. The authenticity and growing culture of that area is on a steady incline.” The small business owner has to aggressively seek out a relationship with the community. Many cities have districts enhanced by restaurants, boutiques, and other outlets that make them stand out, but Killeen has been identified closely with Fort Hood primarily for years. Now we’re hearing keywords such as, “downtown revitalization,” “solar energy” and there are places for business incubation programs to encourage the entrepreneurial spirit. Th is is where Killeen’s creators and adaptors will start making a difference and fi nd their fate. “The future of small business is only as strong as the community support. There are a lot of big box stores gett ing
traffic whereas the small, specialized businesses that need support are falling by the wayside. We have a great economy, but our community needs to make small business a priority. Small businesses that are opening are equal to the amount of small businesses that are closing,” said Lisa Kelly, owner of Live and Let Liv Yoga. “Even if I am the only yoga studio, I’m still competing with Gold’s Gym and the free programming on the internet. The reason we’ve been so successful in such a short period of time is because of our connection to the community.” The community may not really know the difference in services and products when you compare a large company and a small business, but with use and exposure to the small business owner and vice versa to their consumers, both become smarter and start to realize what they’re paying for. The two have to be engaged in order to teach one another how, when, where and why to buy. Herb Austin, the Dallas/Fort Worth District Director of the U.S. Small Business Administration said, “All the indicators seem to suggest that the economy will remain strong nationally and that small businesses in Killeen and the surrounding areas will continue to thrive, expand, and create jobs. Our expectation is that this trend will continue for years to come but as you will agree even the best economists of our time can’t predict with certainty what the economic conditions in Killeen would look like four to five years from now.”

Killeen Independent School District
Setting the Foundation for a College-Going Culture
The symbiotic relationship between the Killeen Independent School District, Central Texas College and Texas A&M University- Central Texas provides our students a truly unique opportunity to pursue both their academic goals and career aspirations. Through dual credit coursework, students are exposed to undergraduate academia while completing their junior and senior years at their respective high school campuses. In many instances, students can earn upwards of 60 hours of undergraduate credit, which can translate into an Associate’s Degree as they receive their High School Diploma. Central Texas College Dual Credit Gives Students An Early Introduction To College For more than ten years, Central Texas College (CTC) has partnered with Killeen Independent School District (KISD) to offer college courses in each high school for academically prepared students. The average student taking these “dual credit� courses earns 30 hours of college credit. Since the school district funds the courses and books, this is a savings of up to $5,000 to the student. Benefits of dual credit classes go beyond cost savings. College courses offered in the high school have the same standards as those offered on any CTC campus or location students, providing an introduction to the rigor of college. Studies show that these students are more likely to persist and succeed in college. Courses also transfer to any Texas public institution, so whether the student stays local to take advantage of the KISD-CTC-TAMUCT partnership or goes farther from home they have a head start in their pursuit of a degree.

Creating A Time & Cost-Efficient Pathway To Higher Education: The KISD, CTC, TAMUCT Partnership

When Texas A&M University-Central Texas (TAMUCT) was transformed in May 2009 from dream into reality, it became an essential third partner in the cooperative development of a new pathway to higher education, leading from the Killeen Independent School District (KISD) through Central Texas College (CTC) to the new, upper-level university. It is a creative and cost-effective pathway assuring residents of the region that associate, baccalaureate, and even advanced degrees are attainable in reasonable proximity to their homes, in a manner most suitable to the individual student, and at a cost that will not require students or their families to take on the burden of extraordinary debt. Working Together KISD, CTC, and TAMUCT are working together to better define this pathway while assuring an awareness of its existence and its accessibility. KISD is committed to informing students and their parents that the pathway can begin while students are still in high school, aligning their coursework to prepare for success in college, including preparation for specific degree fields. Included is the opportunity for high school students to significantly

shorten their time to a degree and lessen its cost by taking full advantage of dual credit courses taught through CTC in the high schools. Both CTC and TAMUCT are actively engaged with KISD in working to effectively align curriculum so that a student, even in high school, can sense that progress is being made toward the completion of a college degree. College progression thus becomes an immediate, guided experience for the student, not a potentially vague and elusive journey that sometimes seems disconnected from high school completion requirements.

As the result of a cooperative agreement between the college and the university, Warrior Corps students receive assistance with course selection and sequence, they are guaranteed transferability of courses, and they are assured of a cost and time-efficient CTC to baccalaureate and even graduate studies at TAMUCT. Membership in the Warrior Corps also offers opportunities for scholarship assistance, including the Eagle/Warrior 4-year scholarship created specifically for students selecting this innovative pathway to the completion of the baccalaureate degree.

saving the student more than $700 per 3 semester credit hour course.
Additional Innovations
Along the way, students and their families can save thousands of dollars. By averaging the tuition of the first two years of study at CTC with the last two years at TAMUCT, the approximate total cost of tuition and required fees for an associate leading to a baccalaureate degree is less than $17,000. Not $17,000 per year, but $17,000 total. This is possible because CTC has historically held its costs well below the state average for community colleges, and TAMUCT’s costs are among the lowest in the state for baccalaureate and masters-granting institutions. In addition, TAMUCT now offers a “guaranteed tuition and fee program” to all its students, assuring them that tuition and required fees will not change for up to four years, depending upon when a student begins to take courses at TAMUCT. Finally, undergraduates at TAMUCT may choose to save additional cost and accelerate their time to a degree by taking advantage of the new “12 semester credit hour maximum tuition.” This means that if a student chooses to take 15, 18, or more hours per semester, he or she will pay for only 12 hours,

For example, the meaningful connections between the educational experience in the public school, the community college, and the university become most clearly defined for a student when those experiences intentionally overlap in a collaborative program sometimes referred to as a “middle college.” Imagine a KISD high school junior completing a sufficient number of college credits by high school graduation to receive both a high school diploma and an associate degree from CTC. Imagine that student receiving a baccalaureate degree, not four or six years after high school graduation, but two years after. Imagine that student supported and fully engaged with advisors and faculty from all three institutions, insuring a successful journey from the high school through the community college to the university. It is a journey that need not exist only in the imagination. KISD, CTC, and TAMUCT have already initiated discussions on how to create this unique learning experience for students in the Killeen/Fort Hood region.
The KISD, CTC, TAMUCT pathway is intended to become an innovative new model of how students within the region may access opportunities for quality higher education in both a time and cost-efficient manner. It is grounded in a unique partnership of institutions committed to aligning their strengths in a complimentary fashion while avoiding the needless and costly duplication of effort. It is a pathway that embraces excellence while insuring educational opportunity and inclusion, and its impact will ultimately be measured by the success of those students who will enjoy its benefits.

The first step the GKCC Board of Directors Greater Killeen took was to hire the Ewart Group to facilitate Chamber of Commerce, Senior Vice President of strategic planning through open discussion Business Development and dialogue among Chamber investors, community leaders, Board of Directors and staff. The process lasted several months and provided us with feedback from a diverse cross section of the community. The Strategic Plan was completed in July, 2013. The Greater Killeen Chamber of Commerce’s activity is guided by our Plan of Work, which we modified to reflect the outcomes of strategic planning. In August, 2013, the Board of Directors adopted a 3 year strategic plan. A summary is included on Pages 40 - 43.

When we began, we recognized that in a region and community that grows as fast as ours, we needed to proactively assess the world around us and to make strategic decisions about our future focus. One of the major priorities identified during strategic planning was the need to create a business model that delivered more value to those who invest in the Chamber. Another priority was to increase the resources to implement our Plan of Work. To this end, the Board of Directors appointed a Membership & Finance Task Force that worked with Chamber staff to develop a new business model.
We view change as a natural evolution an evolution that should be welcomed. �

Councils are networks of Investors with a common purpose, industry, or interest in a community initiative. Business Councils include the Welcome, Non-Profit and Public Education Councils, which are open to Business Builder Investors. Leadership Councils include Military Relations, Information Technology, and Public Policy Councils, which are only offered to Leadership and Killeen 2.0 Investors. NON-PROFIT COUNCIL
Business Councils WELCOME COUNCIL The Welcome Council was created with the purpose of bringing experienced members of the Killeen Chamber together with new members to help welcome and orientate them to the group. Council members hail from hotels, restaurants, banks, hospitals, etc.; making them a wellrounded group of representatives with different talent and experiences to offer to new members.
When 18 of the community’s NonProfits get together in one room only wonderful things happen! Alongside the launch of the new membership model, the Chamber began recruiting area NonProfit organizations for the council last October and it wasn’t long before
the group took form. The general mission of the council was to bring like-minded organizations together to educate and serve the community. We found that our diverse group of council members ended up educating one another other in the process. Members of the council range from
national organizations like the American Cancer Society to local organizations like Operation Phantom Support. Shortly after the organization of the council, the members got started on community outreach ideas. These ideas mostly consisted of classes and training seminars for other Non-Profits, with intentions of starting small the inaugural year. Soon the community outreach plan grew into the Non-Profit Expo, a much larger undertaking. The council saw a great need for educating the Greater Killeen area about who was present in the area and what they were doing. Monthly meetings were used to plan out details for the expo. The Non-Profit expo took place on October 24th at the Killeen Civic & Conference Center with over 30 NonProfit organizations in attendance. While attending ribbon cutt ings and grand openings provides support, the council felt new members deserved more, so they created a New Member Mentor Program. This program assigns a member of the council to a new member, generally before their ribbon cutt ing, allowing the new member the chance to identify a friendly face among membership. The mentorship continues on after a ribbon cutt ing ceremony through contact at Chamber social functions. The Council also sought to educate the general membership through seminars with all-encompassing topics. The first of these seminars was the Customer Service Training offered at the beginning of September. The program was a condensed and customized version of the Texas Friendly Hospitality Program frequently used by the Killeen Civic & Conference Visitors Bureau. The High School Career Day, produced in direct partnership with the Centreplex P20 Council, is a regional event held at both Central Texas College & Temple Community College. High School Students from the region are invited to participate in a daylong event that includes a motivational speaker, programs provided by Faculty from the local colleges and universities, and a business round table consisting of small group conversations with local business professionals.

In 2013-2014, the Greater Killeen Chamber of Commerce was able to participate in many new and exciting projects through our Public Education Council. Throughout the year we invited Investors, Membership, and the public to participate in activities that educate and assist students and the business community. Two philanthropic activities the PEC participated in with Killeen Independent School District (KISD) are the Wooden Nickel General Store & KISD Community Clothes Closet (KISDCCC). The primary reason for each of these programs is to assist with the basic needs of KISD students to allow them to focus primarily on their studies. The Wooden Nickel Store Project is a long standing program that allows students, parents, and caretakers the opportunity to earn items they may not be able to otherwise purchase. The KISDCCC is a newer program which originated with the Homeless Awareness and Response Program (HARP) program in KISD. This program assists students by providing clothing and any other items that are donated by the community.
To welcome 300-500 KISD new hires, the PEC again produced an annual New Teacher’s Showcase. This program gives businesses access to new KISD teachers by allowing them to donate items for goody bags and set up vendor tables at New Teacher Orientation. During the 2013-2014 year the PEC provided a new education opportunity to the business community, “How to become a Vendor with KISD, CTC, & TAMUCT.” This seminar was a panel presentation of Purchasing and Contract agents from the three organizations. The seminar gave the opportunity to have a two way dialog with each organization. Upcoming in 2014-2015, you will once again see all of these activities, as well as a Mentoring Program with CTC, TAMUCT, and business professionals, and a Dialog on the State of Education series. The PEC and its partners also produced two career oriented activities for eighth grade and High School Students. The focus of these programs is to educate the students with both knowledge and real life activities. In 2013-2014, the Greater Killeen Chamber of Commerce was able to participate in many exciting and new projects through our Military Relations Council (MRC).
THIS YEAR THE MILITARY RELATIONS COUNCIL (MRC) PARTICIPATED IN 32 CHANGE OF COMMANDS, HAILS, FAREWELLS, AND RETIREMENT CEREMONIES, AS WELL AS ASSISTED WITH TOURS OF FORT HOOD.
Throughout the year we invited Investors, Membership, and the public to participate in activities that educate and assist with collaboration between Fort Hood and the community. This year the MRC participated in 32 Change of Commands, Hails, Farewells, and Retirement Ceremonies, as well as assisted with tours of Fort Hood. Activities sponsored by the MRC that include invitations for Military Affairs Pass holders include the Retirement Appreciation Dinner and the General Officer (GO) and Command Sergeant Major (CSM) Social. The Retirement Appreciation Dinner is a concluding event for an annual Fort Hood sponsored activity that brings Retirees from multiple states to Fort Hood to socialize and make sure everything is up to date. The GO and CSM Social is an evening social where the GO and CSM are invited to attend with their significant others to build relationships with the community. During the year the MRC facilitated multiple regional activities in support of Fort Hood: the Retirement Social for Gen (R) Thurman and the Welcome to the III Corp Commander. The first Brigade/ Battalion Orientation is scheduled for the Command to introduce the new Commanders and their significant others to the local community. In addition the MRC has an active relationship with AUSA. All of these activities allow us to build relationships and strengthen the Fort Hood and the surrounding community. The Public Policy Council exists to address concerns and develop solutions to issues that impact the region’s competitiveness, quality of life and the chamber member’s bottom line. It is responsible for creating and executing strategies designed to unify the voices of the chamber’s businesses and community economic development leaders and to communicate concerns and solutions to decision makers. In that regard, the Council has engaged in the following activities: • The Council joined the P20 Council and the Chamber’s Public Education Council to host a luncheon featuring State Representative Jimmie Don Aycock, Chairman of the House Public Education Committee, to discuss HB5. • The Council launched an effort to have US190 designated as part of the U.S. Interstate Highway System. • Several meetings have been held in the region and in Washington D.C. with Senators Cornyn and Cruz and with Congressman Carter and Williams to discuss various priorities including, but not limited to, interstate status of US190, Department of Defense spending, BRAC and Impact Aid. • A Transportation Summit was held to discuss the status of community and regional road projects. • A presentation was heard and the Council is considering a position on high speed rail service. • A State of the City and Region luncheon was held. • A Legislative Tour for members of the Texas Legislature is being planned for the beginning of the legislative session to acquaint members with local issues and Fort Hood. Participation in Council activities gives members the opportunity to influence the Chamber’s position on issues, actively grow support for those positions, and develop productive relationships with business and elected officials at the federal, state and local levels.

Leadership Killeen has been going strong since 1986, and in September of 2013, the Chamber kicked off its 28th annual leadership program. In the eight months leading up to graduation, the Leadership Killeen class participated in classes with a different focus each month.
Orientation in September gave participants the opportunity to meet one another and learn about the program. The class was assigned two projects: to write their own personal mission statement, and a class project that would make a contribution to the community. Ft. Hood day in November taught about Ft. Hood and the services they offer Soldiers, and gave the class the opportunity to experience some of the simulations used to train soldiers. In January they met with many local educational institutions for Education Day, including Killeen Independent School District, Central Texas College, and Texas A&MCentral Texas. Business and Economics day in February introduced the class to organizations such as Killeen’s Economic Development Corporation, Heart of Texas Defense Alliance, and the Better Business Bureau. In March, Rep. Aycock hosted Leadership Killeen’s State Government Day at the State Capital, where participants learned about Texas Legislature, Texas Department Of Transportation, and the
State Comptroller’s office. April was all about Healthcare and Quality of Life. Class was held at Metroplex Hospital and learned about the many medical organizations in the area and how they work together to provide Killeen with superior healthcare and a high quality of life. Leadership Killeen 2014 came to a close with a graduation ceremony held on Wednesday, May 21st at Texas A&M-Central Texas. The class shared their mission statements and presented the team projects they had worked on since the beginning of class. The projects included a beautification project of downtown’s Military Plaza, “Free Lunch Fridays” to provide senior citizens of Killeen with a healthy, free meal, participation in the KISD 5k run, volunteering at a soup kitchen, and initiating dialogue between Seton Medical Center and KISD to provide students with pulse oximeters to detect asthma. Mr. Rex Thomas, US Army EEO Officer, was the key note speaker at graduation.
