Stuart Cartwright has been a Member of the Royal Institution of Chartered Surveyors for the past twenty years and joined Marchand Petit as a director in 2002. His career started with auctioneering and he has carried out bespoke auctions ever since including livestock, chattels and property. Completing College and gaining entry to the RICS Land Agency Division Stuart worked within the District Valuer’s Office based in Taunton specialising in valuation and tax matters. His final move was to Exeter specialising in farm sales and valuations. After an exciting start to 2012!! the positive trend seems set to continue. In fact you could say, as a sailing enthusiast myself, that a fair wind is blowing and steady progress is being made. An increase in purchaser’s confidence is putting wind in our sails and keeping the market moving forward. The year is flying by and we are pleased to report that sales in the Prime Waterfront & Country House department are strong. We are also delighted that there are a number of quality properties coming to the market which will provide buyers with a number from which to consider. The majority of our sales are still coming from the second home market with family’s wanting to have a permanent base in the South Hams for long weekends and those school holidays. As always with this market there is no real sense of urgency, so negotiation is sometimes drawn out. However, we are also seeing an increase in our international buyers, coming from Hong Kong, Russia and Dubai to name but a few, who are looking to drop anchor back in the UK, and this sector can be far more focused.

One of the most important events during the first half of the year is always the Budget. As was widely expected, George Osborne announced measures in the 2012 Budget that will affect those owning high-value homes (worth £2 million or more). The changes focus on introducing new and increased rates of Stamp Duty Land Tax (SDLT) and also on preventing avoidance of SDLT by putting homes into off-shore corporate envelopes. Therefore a new Stamp Duty Land Tax (SDLT) rate of 7 % for residential properties over £2 million was applied as of the 22nd March 2012 The Government also introduced a 15 % rate of SDLT to be applied to residential properties over £2 million purchased by non-natural persons, such as companies. This new rate took effect on 21st March 2012. In addition, the Government will consult on the

introduction of an annual charge on residential properties valued at over £2 million owned by these persons, with the intention of legislating in the Finance Bill 2013 for commencement in April 2013. Not great news for the market above £2 million; the knock on effect is that those purchasers who have worked hard to earn their pennies, will really feel the pinch of the increased stamp duty and having spoken to those considering spending £3 - £4 million, many are re-evaluating their options and making their ceiling spend £2million. However, for those with many millions to spend on a property it is irritating but perhaps no more than an inconvenience. So as a result of the above it will be interesting to see what impacts these changes will have on our market over the coming weeks – let us hope the storm clouds remain at bay!
