From the Director The Evolution of Inspire

W

hen Kitsap Regional Library first introduced the Inspire publication five years ago, we delivered it to you with the goal of helping you discover all that the Library has to offer. In addition to the information we have shared about our many services, it is our hope that this publication has also become your go-to guide to the wide variety of library classes and events we offer across Kitsap County. In this issue of Inspire, we are celebrating one of the many partnerships that continue to move us forward as a library system. Working together with Graduate Strong, Kitsap Regional Library is planning to help increase youth FAFSA/WAFSA filing

across Kitsap County, enabling students to more easily access the funding they need in order to pursue their goals for higher education. As I write this, our talented librarians are ready to help students understand their financial options: just give us a call, make an appointment online or stop into one of our nine branches. There are some changes with this version of Inspire. Encouraged by the excellent feedback we have received from both Library users and our staff, we are premiering a new regional layout, specific to what’s happening near you, organized further by day of the week for easier navigation. Navigating Kitsap’s Future Together

T

he talking points were tough: Of Washington high school graduates who go on to pursue education after high school, between 30 and 40 percent earn a credential such as a degree, apprenticeship, or certificate. With 740,000 new job openings projected in Washington by 2021, students without credentials will not be competitive to fill the majority of these jobs, nearly three-quarters of which will require a two- to fouryear degree. That’s 60-70% of our young people who won’t be competitive in our own job market. This concern prompted a community response headed by the hardworking members of Kitsap Strong and their educationbased impact collective, Graduate Strong. The local data shed light on an impending crisis for Kitsap, affecting the projected economic growth and development of our community, long-term. Alyson Rotter, Network Manager for Graduate Strong, stated, “Graduate Strong was formulated with this idea that we need to go upstream and focus on our youth in order to change the outcome later on. This became our rally cry.” Composed of volunteers from 65 organizations including members of the Library and Kitsap schools, the Graduate Strong team met together monthly to solve one of the biggest hurdles facing youth on their way to post-secondary educational experiences -- completing and submitting the FAFSA/WASFA application.

“One of the challenges was meeting students and families where they are at,” Alyson explained. “Where is that place in the community? Where are those trusting relationships, or time spent, or easily accessible locations?” Nicole Rawlinson, Teen Services Librarian at Kitsap Regional Library, was one of the participants in those brainstorming sessions. By posing a simple question, she solidified a partnership between the Library and Graduate Strong: “Why don’t we just do it at the Library?” To support Nicole, Graduate Strong formulated a three-hour FAFSA/WASFA Navigator training course, aligning with their vision of increasing the knowledge capacity of the collective to better help students where they’re at. Mary Patterson, one such student, reached out to Nicole because she needed support through the FAFSA application process. “I was intimidated by financial questions and worried that if I went in blind, I would answer questions without a complete understanding of what the FAFSA was asking.” Through a Make an Appointment session, Nicole was able to help navigate Mary past a few common FAFSA application roadblocks. Although they needed additional information to complete the form, over a few follow-up conversations, Mary was able to submit her FAFSA successfully. “I’m not an expert,” Nicole explained, “But I can learn to navigate through an online form. The workshop was about learning where the hang-ups exist and how to help navigate

from that step to the next. In instances where we can’t answer your questions, we still have the right resources available to help you through our partnership with Graduate Strong.”

income of $97K for a family of four in Kitsap, meaning anyone at that level or below is now eligible to receive grant money as part of their financial aid package.

Anna Fulford, who works for the Washington College Access Network powered by the College Success Foundation, helped to build the Navigator workshop with Graduate Strong. “Financial aid is least accessed by the people who most need it, but whether a student files for financial aid or not is a strong indicator as to whether a student is going to go on to pursue a post-secondary education credential.” Anna goes on to say, “I want to be able to remove obstacles for students and a lot of that has to do with systems talking to each other and making systems more accessible. When people know each other better, we’re able to solve problems better. We’re building a community as well as a community response.”

But even with funds available, it can be hard to spread awareness and work through the many myths and fears associated with applying for financial aid.

“The clarity of the Library’s role has served as a tangible example of a community partnership. Not only are these librarians willing to serve as navigators outside of the Library, but they have built a FAFSA/WASFA support service within their own walls.” Alyson smiled.

Recently, the state has passed one of the most progressive financial aid grant programs in the country, the Washington College Grant. This means there is now more financial aid available for more students in more income brackets, for more types of education around Washington. The cap on who can receive funding has been raised to the median family

“There’s this myth that if you’re not living in poverty you don’t get financial aid to go to school, which isn’t true.” Nicole said, poring through all the misconceptions she frequently encounters while speaking with students. “As a matter of fact, many people living in middle class America are eligible for financial aid, but because of the myths surrounding it, they don’t even try. They say, I’m not going to a four-year college. Cool, but what do you want to do? You still may need financial aid. Community college? Check. Apprenticeships? Check. Technical and vocational schools? Check. Certification program? Check. It doesn’t hurt to just fill out the form. Fill it out now and decide later.” Graduate Strong’s partnership with the Library has proved successful and has helped lead the charge in developing awareness and action across the county. Our talented team of trained librarians frequently volunteers their time

When you look at the economic development of a community, it all stems from education. Through the Library’s partnership with Graduate Strong, we are able to help support, step in and create impact in a big way. In looking at future goals for Graduate Strong, Alyson had this to say: “Our goal is to have every adult who interacts with youth in the community be able to have meaningful conversations about their future and know enough to get them started. I want to see a growth in the number and type of organizations, businesses and individuals sitting at the table with us. Many hands make light work and that’s where the magic happens.”
