The Royal Norwegian Yacht Club (KNS) is pleased to welcome you to the ORCi European Championship August 6th -13th 2011. The event will be held on the island of Hankø, in the Oslo fjord. Hankø has been the main venue for international regattas in Norway since 1883. Our cooperating club is Hankø Yacht Club (HYC). HYC was founded by sailors fifty years ago with the aim to attract international sailing to what they considered to be one of the best race courses in the world. The sailing will take place just off the island in open water, where wind and sea conditions are quite predictable. In the afternoon the sea breeze develops up to a maximum strength of 20-22 kn. After a day on the fjord we gather at the yacht club for refreshments and daily prize ceremonies. The organizers will provide a good social agenda for all involved. The ORC sailors will have first priority to prime berths at the club and rooms in the local hotel, which is located 300 meters away. We wish you all success and a little bit of luck on the race course...and have fun!

Why come to Hankø, Norway? Royal Norwegian Yacht Club has long traditions in organizing regattas at Hankø. The first race took place in 1906. At Hankø KNS has a location at The Hankø Yacht Club witch was founded by sailors that loved the area and build the Club to secure international sailing at one of the best race courses in the world. The sailing will take place just outside the island in open water. The sea breeze develops in the afternoon and makes the sailing great. After a long day in the boat we gather at the Yacht Club deck for a cold beer and Daily First Price Giving. Races at Hankø have a exciting social agenda and HYC are the place to be for After Sail during this week. The ORC sailors will be taken care of by the NORC and the Yacht Club. The ORC sailors will have the first priority for the prime berths at the club. A lot of improvements have been made to the Club House and the Hankø Hotel and we are proud to invite you to a modern place with an infrastructure that we know is working well. Hankø Hotel have a SPA that is state of the art together with a new kitchen that goes together with the healthy SPA thinking. History and tomorrows races KNS has organised annual races at Hankø for 100 years. Every year the Hankø Race Week takes place at the island, this is a regatta for ten different keel boat classes. The Norwegian ORC class has had there national championships at Hankø several time. Before that Hankø has been the centre off two annual offshore races in Skagerak. Hankø The island of Hankø is located at Oslofjorden about 100 km south of Oslo, not far from the Swedish border. The private club HYC has its picturesque club house (newly modernised) and harbour on the island. A nice little ferry takes you to the island. The Ferry takes 3-4 minutes and goes to the yacht clubs harbour. 1 crane is located on a marina on the main land 20-30 minutes drive from HYC (one hour with boat). In addition to HYC and the Hankø hotel there is one other restaurant on the island 100 metres from HYC. On the main land close to HYC meals can be bought. Hankø has areas for bathing, forest walks, tennis courts etc. There are several golf courses within ten minutes drive from Hankø. City of Fredrikstad with 70 000 inhabitants has a variety of services within 15 minutes drive.

Average for the last 4 years; Temp/Celsius 17,375 Wind/s.m. 4,375 Average temp and wind are generally higher during daytime. At Hankø, the first half of August often has maximum temperatures of 15-25°C, weather everything from clear skies to heavy rain, although a typical day is like this: partly cloudy, very light and shifty winds in the morning, picking up to 12-20 knots in the afternoon when the land is heated and the sea breeze fills in. As parts of the racing area are quite shallow, you might experience some quite short and steep waves. Water temperature is usually between 18 and 22°C. Unfortunately, there is no such thing as “normal weather conditions” when organizing a big championship, and the last few years have shown very “untypical” weather conditions – summertime as well as wintertime. You should therefore equip your yacht and your crew for everything from heavy rain to clear skies the whole period you are staying in Norway.

Coming from the continent the roads through Sweden are well suited for trailing. There are ferries going from Kiel and Denmark to Oslo. Oslo - Hankø takes about one hour by car. From the English west coast there are ferries going to Kristiansand (southern part of Norway) and further to Gothenburg. Gothenburg - Hankø is three hours by car.

Cars, containers and trailers for equipments can be placed at a parking spot on the main land just across the Yacht Club.

Hankø Hotel

As most of you will know, Hankø Hotell & Spa is the only hotel on the island. Consequently, it is also the best hotel on the island. We are pleased to cooperate with this traditional hotel. Although some of the buildings originate from the 1870s, the hotel now even offers a large modern SPA department with swimming pool. Private accommodation

For sailors and their families and/or guests who would like to rent a private cabin/home for the duration of the regattas, there is a choice of 8 – 10 buildings, with a total of approx. 50 beds. Notice of Race Royal Norwegian Yacht Club (KNS) in conjunction with the Norwegian Offshore Racing Club (NORC) under the authority of Norwegian Sailing Federation (NSF) and under the overall authority of the Offshore Racing Congress (ORC) cordially invites entries to the 2011 ORCi European Championship to be sailed on the waters of Hankø, Norway. The Organizing Authority (OA) is Kongelig Norsk Seilforening, (Royal Norwegian Yacht Club) (KNS). 1. Rules 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 Scandinavian Yacht Racing Union prescription to RRS 30.2 and 30.3 will apply and will be stated in full in the Sailing Instructions. 2. The following rules will also apply: a) International Measurement System IMS b) ORCi Rating system Rules c) ORC Championship Rules d) ISAF Offshore Special Regulations 2010-2011. ORS Category 3 applies to all classes including the requirement that VHF radios are mandatory for all races and life rafts are mandatory for the offshore races. 2.1 If there is a conflict between languages the English text will take precedence. 3. Advertising 3.1 ISAF Advertising Code will apply. Boats may be required to display advertising chosen and supplied by the organizing authority. 3.2 The Organizing Authority may also require the installation, at no cost to competitors, onboard video cameras, or global position devices. 4. Eligibility Competitors shall comply with ISAF Eligibility Code. The ORCi European Championship is divided GPH into two divisions. The regatta is open to all boats with valid ORCi certificate complying with the ORC Championship Rules with a GPH lower than 600 for Division 1 and GPH between 600 and 710 for Division 2.

5. Corinthian Division and Trophy 5.1 For the Corinthian Division and Trophy the ISAF Sailor Classification Code, Regulation 22 shall apply and all crew shall hold a valid Group 1 classification. Unclassified sailors will be deemed to be Group 3. A boat entered in the Corinthian Division shall also be entered automatically in the Open Division and shall be eligible for prizes and trophies in both divisions. Details of the ISAF Sailor Classification Code and information on how to apply can be found on the ISAF website: www.sailing. org/classification. 5.2 The closing date for the receipt of valid Corinthian entries shall be July 22nd, 2011. Each entry shall include a complete crew list and show the classification and ISAF ID number for each crew. All crew shall hold valid classifications prior to this date that do not expire until after the final day of the regatta. Late entries and incomplete entries cannot be considered for this division. 5.3 Should a boat whose Corinthian entry has been checked and accepted need to change a crew member between the closing date of the entry and the start of the regatta, the name of the new crew member with their valid ISAF ID number must be submitted to the Organizing Authority for their approval. All crew lists will be posted on the Official Notice Board or website. 6. July 22nd, 2011: a) Completed and signed of cial entry form (online or by mail/fax) b) Current ORCi Certi cate c) Entry fee payment con rmation 6.5 The organizer is not responsible for any costs incurred by the non-acceptance of a boat’s registration. 6.6 Late entries, accompanied by a late entry fee of NOK 7.500 may be accepted at the discretion of the OA. 7. Registration 7.1 Each Owner or Skipper must register with the Race Of ce located at Hankø before August 7th at 14:00. Boats will only be registered after completing measurement inspection and crew weighing. 7.2 The following documents shall be presented at registration: a) Valid ORCi Certi cate issued before August 6th, 2011 b) Valid third-party insurance with a minimum cover of € 1.200.000 c) If advertising is displayed, a respective National Authority permission d) Crew list with name, surname, ISAF Sailor ID and weight for each crew member e) Contact phone number both on boat and land, including the name of contact person This changes RRS 78.2. 7.3 No changes shall be made on ORCi certi cates after August 6th at 09.00 unless prescribed by the Measurement Committee and International Jury’s approval. 7.4 Measurement protests by the boats shall be accepted up to two hours after the posting of the nal ratings. 7.5 Crew lists may be amended up to August 7th at 14.00 by ling a new form showing the changes. After this time, changes in crew may be made only with the written permission of the International Jury. 7.6 Protests by the boats regarding ISAF Sailors Classi cation Code shall be accepted up to August 7th at 14.00. 7.7 The Race Committee may measure or inspect any boat and/or her equipment before, during or after races. 8. Measurement Each boat shall be available for the measurement inspection from August 6th at 10.00 until August 7th at 14.00. 9. Schedule Day 1 August 6th Day 2 August 7th

9.1 Offshore races may be re-scheduled when required by weather conditions. 9.2 7 inshore races, 1 short offshore race and 1 long offshore race are scheduled. Inshore races will be windward/leeward races. 9.3 The Championship is valid if at least 4 inshore races and 1 offshore race or at least 3 inshore races and 2 offshore races are completed. One discard on inshore races will be allowed if 5 inshore races will be competed. Offshore races cannot be discarded. 10. Sailing Instructions Sailing Instructions will be available for each entrant on completion of the registration formalities.


11. Scoring 11.1 The Low Point Scoring System of RRS Appendix A will apply except the value of a first place finish shall be 0.75 instead of 1.00. Points will be multiplied by the appropriate scoring coefficient. 11.2 Scoring coefficients for inshore races will be 1.00. The coefficient for the longer offshore race shall be 1.75 and the coefficient for the shorter offshore race shall be 1.25. 12. International Jury An International Jury will be appointed according to the RRS Appendix N, with no right of appeal according to the RRS 70.4. 13. Nautical Charts The following Norwegian Nautical Charts no.1. 2, 5, 6, 305 and 202 are referred to in the Sailings Instructions. 14. Mooring Mooring will be available at Hankø Yacht Club and at “Seilkroa” nearby. Mooring fee is included in entry fee. 15. Diving Equipment and Plastic Pools Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. 16. Radio Communication Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones 17. Trophies and Prizes 17.1 Gold, Silver and Bronze medals will be awarded to all crew members of the top 3 boats in Divisions 1 and 2. 17.2 A Corinthian Trophy will be award to the best Corinthian Team in both Divisions. 18. Disclaimer of Liability 18.1 All those taking part in the regatta do so at their own risk and responsibility. The Organizing Authority (KNS), NSF, ORC and any other party involved in the organization of the ORCi European Championship disclaim any and all responsibility whatsoever for loss, damage injury or inconvenience that might occur to persons and materials, both ashore and at sea as a consequence of participation in the event. Each boat owner or his representative accepts these terms by signing the entry form. 18.2 Specific attention is drawn to RRS Fundamental Rule 4, which states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone” 19. Insurance Each participating boat shall be insured with valid third-party insurance with a minimum cover of € 1.200.000 per event or the equivalent from the time of arrival to time of departure from Hankø. 20. Media Rights Competitors, owners and their guests give absolute right and permission to the Organizing Authority for any photography and video footage taken of persons and boats during the event, to be published and/or broadcast in any media, including but not limited to TV advertisements, whatsoever for either editorial or advertising purposes or to be used in press information. 21.
