Much of what we do at Johnson City Parks and Recreation is made possible through the hard work of our dedicated family of volunteers. Not only do our volunteers save the city financial resources each year, they also allow us to do a number of things we simply could not afford to do otherwise. In the process, our volunteers help strengthen our community and solidify that Johnson City is a great place to live work, and PLAY. 4

Refunds will not be given on rentals and reservations. When inclement weather requires the cancellation of Johnson City schools, all scheduled classes and programs, with the exception of athletic league games for that day, will be cancelled and a full refund will be given. If the class, event or athletic program is cancelled by staff, a full refund will be given. If a class or program is partially cancelled by staff, a pro-rated refund will be given. Medical refunds may be considered upon request accompanied by a valid doctor’s note. No refunds will be given for a class, program or athletic program once it begins. Refunds will be given for a class, program or athletic program before it starts. If the class, program or athletic program is less than $10 a full refund will be given. Class, programs or athletic programs greater than $10 will be charged an administrative fee of $10. Transfers on department-operated classes, programs or athletic programs can be transferred within the same division for the same fee. However, the transfer must be made before the start date. The department reserves the right to grant any and all refunds at its sole discretion. An appeal can be requested in writing to the Parks and Recreation director, whose decision is administratively final.

On occasion, our staff may photograph or videotape participants in department programs and classes, or at special events, festivals, or facilities. These photos are for our department use only and may be used in publications, pamphlets, flyers, social media and video productions.

Resident/Non Resident Fees: Johnson City residents make significant contributions to the operation of this department through the payment of property taxes. These contributions are separate from fees paid for programs and services offered by the Parks and Recreation Department. In recognition of this contribution, Johnson City residents qualify for the “Resident” rate. Those who live outside City of Johnson City municipal limits qualify for the “Non-Resident” rate.

Parks and Recreation provides seasonal job opportunities such as lifeguards, summer program staff, tennis instructors, athletic officials, scorekeepers and turf and maintenance staff.

Programs are sometimes canceled or altered due to low registration, changes in staff or facility availability. Due to the large amount of information found in the Johnson City Parks and Recreation Fun Guide, errors before or after publication may occur. We apologize for any errors in this brochure and we will advise you of any changes as quickly as possible. Thank you for your patience and understanding when these situations occur.

All participants are expected to follow the rules of the facilities. Specialty areas, such as, pools, mountain bike trails and fitness areas, have posted signs stating special rules specific to that area. Disregard or abuse of facility rules may result in removal by staff or police from the facility for a designated length of time or permanently.

Recreational activities/programs are intended to challenge and engage the physical, mental and emotional resources of each participant. Despite careful and proper preparation, instruction, medical advice, conditioning and equipment, there is still a risk of serious injury when participating in any recreational activity/ program. Understandably, not all hazards and dangers can be foreseen. Depending on the particular activity, participants must understand that certain risks, dangers and injuries due to inclement weather, slipping, falling, poor skill level or conditioning, carelessness, horseplay, unsportsmanlike conduct, premises defects, inadequate or defective equipment, inadequate supervision, instruction or officiating and all other circumstances inherent to indoor and outdoor recreational activities/programs exist. In this regard, it must be recognized that it is impossible for the city of Johnson City to guarantee absolute safety.

Welcome to this quarter’s edition of the Johnson City Parks and Recreation Fun Guide, which was designed to complement the city’s 150th anniversary celebration. The black and white photo on the cover serves as a reminder that the Parks and Recreation’s Department began from truly humble beginnings. As you can see, when first formed in 1944, our first recreation building was crafted from a piano box. Since that time, we have progressively blossomed into a reliable source for local and regional recreational and service opportunities, as well as an award-winning and continually forward-thinking organization. Today, the department operates a $16 million multi-generation community center, has become stewards of nearly 1,200 acres of land, including parks and trails. This includes the future expansion of athletic facilities on a 36-acre parcel purchased by the city adjacent to Winged Deer Park to add capacity and enhance opportunities for economic growth. The department also oversees Kermit Tipton Stadium, a 6,600-capacity multi-use stadium on the Science Hill High School campus and the All-Inclusive Rotary Park Playground, to name just a few offerings and amenities. You will find the 150-year logo alongside various programs and events within the Fun Guide that will feature nostalgic themes and games in recognition of the city’s historic milestone.

The department operates the indoor aquatics facilities at Freedom Hall 423-461-4872, Memorial Park Community Center 423-434-5755, and the outdoor pool on Legion St. 423-461-4856.

American Red Cross Lifeguard Certification Swim Lessons Location: Memorial Park Community Center (Teaching Pool) Call: 423-434-5755 for availability Date/Time: Dates and times will vary Ages: 4-16 Cost: $40 per session per child for all levels (consists of 30-minute sessions). Beginner: This level is for beginners who have had little or no experience in the water, outside of the bathtub. Swimmers will work to gain confidence and competence in the pool environment, including submersion and breath control. To move into the intermediate level, the swimmer should be able to demonstrate going under water for 5 or more seconds, floating on front and back, kicks on front and back, doggie paddling and entering and exiting the water safely with little or no assistance. Intermediate: This level will allow beginners to complete all skills in the water with no assistance. Swimmers will start developing freestyle, backstroke and breaststroke. Before moving to the advanced level, swimmers must demonstrate floating on front and back and then regaining to their feet, streamline gliding on front and back with leg action, freestyle arm action with support, backstroke arm action with support, rolling to front and back, sculling and water safety knowledge. Advanced: This session will develop competency in freestyle, backstroke, and breaststroke. Swimmers will also begin learning butterfly and flip turns. When the skills are completely learned at this level, the swimmer should be ready to join a swim team.

Upon course completion the participant will be certified in lifeguarding, first aid, CPR Pro and AED essentials. Pre-tests will be held on Saturdays from 11 a.m. - noon. Pre-tests consists of a non-stop 300 meter swim, 2 minutes of treading water using no hands and a 20 meter brick dive in deep water with no goggles. The pre-test must be completed before enrollment into the class.

It represents the area’s first intergenerational facility,

housing Aquatics, Recreation Services, and Senior Services under one roof. The center offers a variety of programming including aquatics, health and fitness, socialization, outdoors, charter trips, Homeschool, technology, arts, and much more. The center is equipped with a 75foot lap pool, therapy pool, and teaching pool, enabling aquatics to facilitate a diverse aquatics program to a widerange of age groups. Recreation opportunities include a two court gymnasium, two dance and aerobic rooms, a fitness room, billiards, and four outdoor tennis courts. Other programming areas include performing and visual arts, socials, computer lab, arts and crafts, and a game room. An outdoor amphitheater and plaza honoring veterans with the famous Doughboy as it’s centerpiece. Event rentals are also available at this location with several rooms that can accommodate birthday parties, bridal and baby showers, retirements, meetings, and luncheons. Metro-Kiwanis Park 817 Guaranda Drive Call: 423-283-5815 Purchased in 1972, Metro-Kiwanis is a 15-acre community park used primarily for softball league play. Amenities include concession area and restrooms, four picnic shelters, picnic tables, Playground area, two lighted softball fields and five tennis courts. Friendship Gardens located within the park, is a 3-acre special use area whose primary purpose is self-directed activities. The gardens are home for “Junaluska” a 30-foot carving in honor of the American Indians. The sculpture was created in 1986 by sculptor Peter Wolf Toth. Paul Christman Park 1000 N. Boone St. Call: 423-283-5815 Developed in 1983, Paul Christman Park is a ½-acre neighborhood park, which includes a small shelter with picnic table, playground area and a multi-use basketball court. Powell Square Park 201 W. Popular St. Call: 423-283-5815 Established in 1889, this 1.4 acre neighborhood park is the department’s oldest park. Amenities include multi-use playing field, picnic tables, shelter with restrooms, and playground area. Rotary Park 1001 N. Broadway St. Call: 423-283-5815 The Carnegie Realty Company donated Rotary Park to the city in 1908. The park consists of 10.4 acres and is 80


one of the most popular parks in the city with an annual attendance of over 40,000. The park is open April through October and is primarily used as a picnic facility in a natural setting. Amenities include six covered picnic shelters, restrooms, multi-use picnic tables, multi-use playing field, and All Inclusive Playground and Splash Pad. The new playground and splash pad opened on April 1, 2017. The playground allows full accessibility and is designed for those using assistive devices such as wheelchairs as well as visually and hearing-impaired. as the pools (Memorial Day through Labor Day). Veterans Park 1005 Southwest Ave. Call: 423-283-5815 Established in 1973, Veterans Park is a ¼-acre special use park, which has been incorporated into the new South Side Elementary School campus. The park is equipped with multi-use picnic tables and benches.

It was named after a dairy that operated near the site around the turn of the century. Architectural designs for shelters and light fixtures are reminiscent of styles prevalent during Johnson City’s earliest days. Our heritage is also the inspiration for the name of the

Winged Deer Park 4137 Bristol Hwy. Call: 423-283-5815 Established in 1991, Winged Deer Park is a 200-acre district park. The J. Norton Arney family previously owned and operated the farm from the 1940’s through the early 70’s. Arney was a noted car dealer and raised and trained show horses in the area. The farm was used primarily to grow hay and had several large stables on the lakefront property. The city purchased the property in 1985. The original farmhouse was converted into what is now the Parks and Recreation administration office, which includes a meeting room, working offices and a landscaped patio area with small gazebo. Amenities include five lighted softball fields, athletic office scorer’s towers and restroom, three lighted soccer fields, Batter’s Up batting cages, a 18-hole disc golf course, a one-mile mountain bike trail, playground area, soccer concession building with restroom, half-mile walk track and paved fitness trails which winds through the forested section of the park. The lakefront area features two sand volleyball courts, picnic shelter with restroom, public boating access, green space, lighted handicap accessible boardwalk, amphitheater, and a Festival Plaza multi-use area with restroom. The park’s historical area features the Robert Young Cabin one of Johnson city’s oldest dwellings, the Massengil Monument, and the James H. Quillen Historical Tree Arboretum

Buffalo Mountain Park 570 High Ridge Road Call: 423-283-5821 Offers 8.2 miles of hiking trails considered moderate, a 1,500 ft. rise from the picnic area to the top can be strenuous if you are not in fairly good shape. All mileage is measured from the picnic area. Broadway St. Call: 423-283-5822 The paved walking / jogging track joins Lions Park and Civitan Park and measures 1/57 miles. Liberty Bell Complex Liberty Bell Blvd. Call: 423-283-5822 The paved walking track circle the entire Liberty Bell Complex and offers 1.7 miles of fitness area. The Liberty Bell Track features a 375-meter jogging and walking surface. Tweetsie Trail Alabama St. Call: 423-283-5815 The Tweetsie Trail is a rails-to-trails project traversing form ET&WNC (Tweetsie) railroad right-of-way between Johnson City and Elizabethton. The trail provides opportunities for walking, hiking, running, and biking on a relatively flat grade in a beautiful, natural setting. When complete, the 10-mile trail will be the longest rails-to-trails project in Tennessee. The trail was built without any federal or state funding. Rather, it’s the result of generous donations from individuals, businesses, and local governments.

Bicycles - Places for families to ride Liberty Bell Recreation Trail This 1.7 mile walking and jogging trail encircles the entire Liberty Bell Complex. Children on bikes and Roller Blades are welcome. No adult bikes are allowed.

Tweetsie Trail Alabama St. The Tweetsie Trail is a rails-to-trails project traversing form ET&WNC (Tweetsie) railroad right-of-way between Johnson City and Elizabethton. Winged Deer Park Off Carroll Creek Road at Disc Golf Course More than two miles mountain bike trail. The trail is a partnership with the Tri-Cties Chapter of the Southern Off-Road Bicycle Association (SORBA). An additional mile of beginner trail has been approved. Plans are in the works to develop a total of five to six miles of trails. State of Franklin Multi-Use Trail Greenline Road The trail is 2.3 miles and open to all users. It starts at the intersection of Greenline Road and extends to Sunset Drive. Tannery Knobs 18 Tannery Knob Call: 423-283-5815 Riding distance from downtown Johnson City's shops, breweries, and restaurants, Tannery Knobs covers over 40 acres of heavily wooded terrain. Designed as a skills park for all ages, riders can experience the thrill of off road riding in a progressive environment. All trails and features have been professionally designed and built, ensuring enthusiasts and beginners alike will find the perfect ride. Tannery Knobs is more than just bikes. Take in the amazing views hiking or trail running, making the park accessible for the entire community. The land for Tannery Knobs was generously donated by the Summers-Taylor construction company in 2016, and sits less than a mile from the newly constructed Tweetsie Trail. Featuring endless mountain views, the 300'+ ridgeline overlooks Johnson City's historic Appalachian charm.

1944 

Parks and Recreation Board is established to oversee Johnson City’s recreation facilities and programming at two public parks, a football stadium and a public pool.

1950 

Construction of Legion Recreation Center and what is now TVA Credit Union Ballpark are completed. At the time, the ballpark was home to a Cincinnati Reds farm team.

1961 

The first Senior Citizens group is established as a subcommittee of the Parks and Recreation Board. Parks and Recreation assumes jurisdiction over Memorial Stadium.

1978 

Soccer is established as a youth athletic program, initially utilizing Civitan Park. The program now involves about 2,200 participants.

1985 

The city buys 200 acres from the heirs of Minnie and Norton Arney, which following a community-wide master plan becomes Winged Deer Park.

1992 

A land grant conversion is completed, clearing the way for purchase of the 36-acre Willow Springs Park to meet community needs.

2005 

New 18,000-square-foot Carver Recreation Center dedicated, serving as a multi-use center for all ages.

2012 

The 72,000-square-foot, multigenerational Memorial Park Community 84 Center opens.
