Dear Readers, You have had a long and often dangerous journey, but you are now safe in Austria. Many private and public organizations will take care of you here. You will apply for asylum here or in another European country. But for now you are in Austria, and with this „special edition“ of the Austrian daily newspaper KURIER, we want to clarify some important questions for you and inform you about our country. Austria is a democratic republic and a member of the European Union. We have a long history in the heart of Europe – in the year 996 our country was mentioned for the first time – which was unfortunately marked by many wars. Due to World War I (1914–1918) the Austrian Empire was reduced to a small state and became a republic.

During the last few weeks Austria has proved, that support and solidarity are not just empty words. Thousands of people have risen to this humanitarian crisis and provided help for refugees from war-torn regions. This rapidaidhasgainedworldwide recognition. The members of the European Union have not yet mobilized all their capacities, but have left it to only a few countriestoprovideasafehaven for the refugees. But Austria, Germany and Sweden can’t handle the refugee issue alone. That’s why we need a fair distribution of tasks within the whole European Union. Europe can only help people in need of refuge, if existing rules and obligations are respected – on both sides. Admission and accommodation of refugees has to take place in an orderly manner. Now we have to guaran-
tee a fair distribution and comparable asylum standards in Europe. The European Union has to provide more support to the refugees’ neighborcountriesandhasto make every effort, so that people will not be forced to flee in the first place. Joint standards for admission and care as well as registration centers at the external borders have to ensure, that the right to asylum is guaranteed in every country from the first moment on. The challenge is high. But together Europe will succeed to find a safe place for all those who deserve asylum. Werner Faymann, Chancellor of Austria
I have arrived in Austria and need support – where can I go? At Austrian train stations refugees can find many people who can help them. These can be volunteers, staff membersofaidorganizations, employees of the Austrian Railway or police officers. They can be recognized by their uniforms, a t-shirt or a name badge. They answer questionsandhandoutfood,drinks and fresh clothing. They can also be helpful in finding a place for the refugee to spend the night or take a shower or to organize medical care. Do I have to stay in the country where my fingerprints were taken? Can I continue to travel to another country (like Germany) and seek asylum there? The EU regulation Dublin III determines the EU country that is responsible for asylum proceedings. In principle, the refugee must seek asylum in the first Schengen member state he/she enters. In most cases the refugee is registered with fingerprints there. There are exceptions if a spouse or underage children of the refugee are already in another Schengen member state or the refugee was issued a visa by another Schengen member state. If the refugee travels on to another country, he/she will be sent back to the responsible state, unless there is a threat to his/her human rights.

How long do asylum proceedings take in Austria? Thelegallyprescribedduration of asylum proceedings is 6 months. However, in practice one must currently reckon with a waiting time of 1–2 years for the first official decision.

Can I get asylum in Austria and how do the proceedings work? The Federal Office for Refugees/BundesamtfürFremdenwesen und Asyl (BFA) investigates whether the asylum seeker is being persecuted in his/her country of origin according to the Geneva ConventiononRefugees,orif there is a threat to his/her human rights. It is possible to lodge a complaint against the official decision to the Federal Administrative Court/ Bundesverwaltungsgericht
Can I bring my family to join me? (Family proceedings) After asylum has been granted married couples and underage children can join the asylum seeker. If the refugee is only granted subsidiary protection because he/she is not being personally persecuted but due to general danger (e.g. civil war) cannot return to his/her country, the family can only join him/her after a year has gone by. Where will I be taken care of after applying for asylum? Where shall I go after applying for asylum and where will I get accommodations? While the responsibility according to the Regulation Dublin III is being checked („approval procedure“/ „Zulassungsverfahren“), the refugee will be accommodated in special federal care facilities. If Austria is responsible for the asylum proceedings, the refugee is assigned to a federal province where he/she will receive food, accommodations and health insurance withinthescopeofbasiccare. Can I travel as an asylum seeker and am I free to move around in Austria? During the approval procedure (Zulassungsverfahren) the refugee must stay in the district where he/she has accommodations (printed on the back side of the proceedingscard).Afterthathe/she can freely move around in Austria until the proceedings have been concluded. Dear Readers, Austria has a longstanding humanitarian tradition when it comes to support those, who deserve our protection and assistance due to war and persecution. We provide support where it is really necessary, while we distinguish clearly between war refugees and emigrants for purely economic reasons. In the current crisis, Austria supports a European solution, and a fair distributionofrefugeesinEurope. At the same time we support the international efforts to improve the situationinthecountriesoforiginas well as in the refugee camps onthespot.Theaimistotackle the underlying causes, ratherthanjusttotreatthesymptoms. Because peace and stability in crisis regions will enable refugees to return to their homelands in order to
support the reconstruction. Those persons, who can be admittedforasylumandareallowed to stay here, have to respect our values and principles as well as to learn German as quickly as possible. This will provide the necessary foundation for good integration and the prospects of new opportunities in the future. RAZ MOHAMMED ARYÜBI Assists with Translating He is a phenomenon and perfect mediator, as he speaks Dari, Pashtun, Persian, Urdu, Hindi, English, German and a little bit Spanish. Raz Mohammed is only 21 years old. The young Afghani arrived in Vienna last year. He learned to speak Germaninjustafewweeks.Nowthe first thing he does after school is to go to the train station, to help with translating. His advice for refugees: „If you want to stay in Europe, you have to learn the language!“
