8 a.m. Registration and Continental Breakfast 8:30 a.m. Benefits Overview of Kentucky’s Unemployment Insurance Program Katie Houghlin, Assistant Director of Benefits, Office of Employment and Training, Division of Unemployment Insurance In this session you will learn everything there is to know about Kentucky’s unemployment insurance program, from the benefit’s perspective, including: • How are UI claims established? • How can I protest a claim? • What is SIDES (State Information Data Exchange System)? • How do I know if I am responsible for paying the claim? • Legislative updates 9:15 a.m. Tax Overview of Kentucky’s Unemployment Insurance Program Melissa Beasley, Assistant Director of Tax, Office of Employment and Training, Division of Unemployment Insurance In this session you will learn everything there is to know about Kentucky’s unemployment insurance program, from the tax perspective, including: • How is my rate determined? • Can I protest my rate? • What is a taxable wage base, and how much should I budget for each year? 10 a.m. Preparing for an Unemployment Insurance Hearing Tony Garr, Appeals Referee and Kevin Robbins, Appeals Referee, Unemployment Insurance Appeals Branch, Division of Unemployment Insurance In this session you will learn what you need to know in order to prepare to represent your company at an unemployment insurance hearing. Also covered will be case law, commission cases and current law application to unemployment insurance hearings. 10:45 a.m. Mock Hearings Tony Garr, Appeals Referee and Kevin Robbins, Appeals Referee, Unemployment Insurance Appeals Branch, Division of Unemployment Insurance and Lisa Cochran, Manager, Division of Unemployment Insurance Appeals Support Branch During this session Garr and Robbins will conduct hearings, of which you can observe and participate. Cochran

will provide testimony and demonstrate how testimony can be given. This is your opportunity to watch what happens when an unemployment insurance hearing is conducted. 11:45 a.m. Lunch with the Regulators Melissa Beasley, Katie Houghlin, Tony Garr and Kevin Robbins make themselves available to answer your questions regarding unemployment insurance in Kentucky 1 p.m. Wage and Hour Issues Jim Cockrum, Member, Frost Brown Todd LLC Enforcement and Recordkeeping This session will familiarize employers with the typical wage/hour investigation conducted by state and federal investigators. We will cover the records you may need to make available, the authority of the enforcement agencies to review records and conduct interviews, and the hearing and appeal processes used by the agencies. We will also discuss the potential court and lawsuit processes to which employers may be subjected. Independent Contractors or Employees? Enforcement agencies have been very active in evaluating the use of independent contractors. This session will address the legal differences between these different relationships, and provide tips on avoiding liability for making the wrong designation. Overtime This session will familiarize employers with overtime requirements, and which employees are properly exempt from overtime. We will also cover proper overtime calculations, and typical practices which may deprive an employer of the exemptions. “Off the Clock” This session will address what constitutes “work” for which wages must be paid.
