Workforce Center Ramps Up, Addresses Number One Issue By Beth Davisson | Executive Director | Kentucky Chamber, Workforce Center
As part of the philanthropic arm of the Kentucky Chamber, the Kentucky Chamber Workforce Center serves as the state’s business resource to strengthen Kentucky’s labor force. Under the helm of the Workforce Center board of directors, the Center opened in 2017 with one employee and has since grown to nine staff members, focused
on supporting the business community and strengthening the state’s talent pipeline.
The Workforce Center was created to answer the call of business to address the number one issue on the minds of employers, the workforce. During
the recession, when jobs were at a low, there was a mismatch of skills. Now, during a heightened economy, the pressures for Kentucky Chamber members have become even greater. A report from the Chamber in 2015 detailed these challenges from the employer’s perspective. That report, and subsequent discussions on the talent pipeline and related issues, pointed out the need for the meaningful, ongoing involvement of the business community in the workforce development arena.
To get involved with the Workforce Center, please contact Beth Davisson at bdavisson@kychamber.com.

Kentucky’s Talent Pipeline System — An Employer-Led Approach to Solving the Talent Gap Through the Workforce Center, Kentucky was chosen by the US Chamber as one of three states to deploy a statewide Talent Pipeline Management (TPM) system. In June of 2020, the Workforce Center and the Kentucky Community and Technical College System (KCTCS) partnered to train Workforce Solutions leaders from all 16 colleges across the state in the Talent Pipeline Management® (TPM) Academy. This is the second statewide TPM Academy for Kentucky following an inaugural class of 40 community leaders selected and trained in 2018. Now, more than 215 employers are using Kentucky’s Talent Pipeline system through 25 collaboratives statewide to build talent pipelines for 57 critical jobs. Based on these industry demand findings, communities are now creating stronger talent flows in partnership with local workforce and education providers.
Bus to Business — Bringing Classrooms to Careers As technology advances the way we do business, the skills needed by employers are also rapidly changing. In order to prepare the state’s future workforce, Kentucky students have to be exposed to the in-demand opportunities that await after high school. On October 2, 2019, the Kentucky Chamber Workforce Center launched Kentucky’s first statewide Bus to Business day. School buses full of over 1,200 students visited local businesses across the state, taking part in tours and hands-on, work-based learning activities. In response to COVID-19, we partnered with the Kentucky Department of Education and created a virtual program in spring of 2020 that consisted of video interviews from business leaders for students to watch while doing non-traditional learning at home. These videos were viewed over 1,400 times. This fall, in partnership with the Kentucky Society for Human Resource Management and Kentucky Department of Education, we are expanding Bus to Business through the entire month of October and bringing the program to students completely virtually. This will engage more students, giving them opportunities to visit employers in their communities and to see what career pathways are in their communities while helping to support Kentucky’s future economy.
Recovering Kentucky’s Workforce — Recovery Response Program for Business In recent years, Kentucky’s business community has become acutely aware that the state’s addiction epidemic is more than just a public health issue. It has become a serious workforce issue, and employers are feeling its impact firsthand. Employers are struggling to find and retain workers, and the addiction epidemic is making the challenges even greater for business and human resource leaders. In June of 2019, the Kentucky Chamber Workforce Center launched the Recovery Response Program for Business, which is focused on hiring, treatment, prevention, recovery, and reducing stigma. As part of the program, the Workforce Center staff is providing added support to businesses by auditing existing policies and providing recommendations and access to support for the best practices in order to maintain a drug-free workplace while supporting a recovery-friendly culture. #BESTPLACESKY

CREATING A CULTURE OF INCLUSION & DIVERSITY IN THE WORKPLACE Maria Hughes | Senior Vice President, Chief Inclusion & Diversity Officer | Humana Inc. Our goal at Humana is to help people achieve their best health, and our backgrounds, cultures, and geographies vastly affect how we do this. It is a business imperative that we have diverse voices on our teams to help us meet people where they are on their health journeys. When thinking about diversity, the subjects of race and gender usually come to mind. But it’s more than that. We see diversity as an infinite range of individual characteristics and experiences, including traits such as physical (age, race, sex, gender identity/ expression, physical abilities); occupational (work style, role, work experience, industry); societal (education, geographic location); values (attitudes, beliefs, religion); and relational (family status, generation, habits, birth order). Diversity is complex, and each of us is multidimensional. There are things you can see and things you can’t. But in the end, all of these dimensions influence who we are, how we connect with others, and how we make decisions. In 2020, especially, we’ve learned the importance of understanding and embracing our differences, and we’ve seen how critical it is to listen, learn and act intentionally to respect one another. Amid a national dialogue around race, equity and opportunity – along with the disproportionate health and economic impacts of COVID-19 – we need to make it easier to speak up, be vulnerable and stand against racism in any form. Humana has provided safe spaces for associates to share their experiences, fears and hopes, with leaders as well as fellow associates. This show of support and togetherness cultivates our inclusive culture.
10
BPWK2020
At Humana, we strive to have balanced, diverse representation in our workforce to drive innovation and creativity and to create better outcomes for our members. However, we also know that diversity alone is not enough. We need an inclusive culture where everyone feels like they belong and their opinions matter. For us, diversity is the “who,” while inclusion is the “how.” Inclusion starts with leaders, and it creates a meaningful and safe work environment. This important sense of belonging -- combined with a clear purpose -- allows us to focus on doing our best work and not on how other people perceive us based upon differences.
INCLUSION STARTS WITH LEADERS
And because we’re all unique individuals, we must also address bias in the workplace and the problems that result. Whether conscious or unconscious, bias is a prejudice in favor of or against a person or group, which may or may not align with a person’s explicit beliefs. We may not want to have biases, but we do, and they show up in the workplace in a variety of ways. Biases can impact the recruiting and hiring process or influence who gets selected for promotional and developmental opportunities. Employees who have experienced bias in the workplace are less engaged; are more likely to leave the organization; and, with the help of social media, will tell others about their experience. In the end, a successful business must build and nurture a workforce that represents the communities it serves. By doing so, we drive innovation; attract and retain top talent; foster empathy; and, most importantly, guide our members toward their best health.
HERE ARE SOME TIPS ON CREATING A COMPANY CULTURE THAT VALUES DIFFERENCES: What individuals can do: • Be curious and check your assumptions • Be an advocate and engage allies in the journey • Expand your network and learn about others from different backgrounds • Engage in dialogue versus debate. Ask openended questions and listen to understand versus listen to respond
What organizations can do: • Create an environment for courageous conversations • Make inclusion and diversity core elements of the company’s values and culture • Model inclusive leadership behaviors from the top down • Leverage tools, technologies, and processes that recognize and disrupt bias
While we’ve made progress, there is more work to do. We will continue listening to our employees to understand gaps; drive changes to ensure that we have diversity in the room; and cultivate an inclusive culture that
allows employees to feel safe and welcome. Ultimately, by transforming the experience of our employees, we will attract the best talent and create simplified and personalized experiences for our customers.

HOW FAMILY-FRIENDLY POLICIES BENEFIT YOUR ORGANIZATION Katie Adams, Executive Director, Kentucky Society for Human Resource Management
What factors determine which businesses in Kentucky are named a Best Place to Work? Salary is no longer the single driving force that motivates employees to do their best for an organization. With a significant increase in the number of 2-earner families, employers must seek creative ways to attract and retain employees. The latest Best Places to Work Kentucky survey data indicate family-friendly policies are a significant factor in separating the good from the great. For example, 70 percent of the winning companies offer full or partially paid parental leave for the birth or adoption of a child versus 40 percent of the non-winners. As employers respond to the current COVID-19 pandemic and it’s impact on their workforce we are seeing increasingly creative approaches to balancing the needs of employees and their families. If your organization is looking to join the ranks of the winners, here are innovative family-friendly options to consider implementing from the survey results. PAID PARENTAL LEAVE Offering paid parental leave is a great way to put your company’s family values at the forefront. It is also an effective tool in attracting and retaining talent. As previously mentioned, the inclusion of this benefit was a clear delineator between winning organizations and those that did not make the top 100 list. Implementing a gender-inclusive parental leave policy and supportive company culture creates a more equal, family-friendly company. Launched in 2017, the
26
BPWK2020
Paid Leave Project has been gathering and analyzing data on such programs. The group has found that companies with such a program experience these five benefits and outcomes: 1. Improved retention of talented employees 2. Enhanced ability to recruit talented employees who are increasingly expecting this benefit 3. Demonstration and re-enforcement of company values 4. Improved employee engagement, morale, and productivity 5. Strengthened employer and brand equity through external recognition of the policy ADOPTION ASSISTANCE Did you know that over 25 years ago Dave Thomas started an initiative for adoption benefits in the workplace? Dave, who himself was adopted as a child (and is the founder of Wendy’s), saw it as a matter of equity. If an employer provides benefits for families because of the birth of a child, why wouldn’t it also acknowledge adoption? The legacy of the Dave Thomas Foundation for Adoption continues today and annually recognizes the nation’s 100 Best Adoption-Friendly Workplaces. Adoption assistance is a valued fringe benefit for employees. It can range from reimbursement of agency fees, travel expenses, and legal assistance to paid time off before or after the adoption. Thirty-nine percent of the winning Best Places to Work in Kentucky offer adoption assistance.
This benefit offering is trending upward as well. In a survey by Hewitt Associates in 1990, only 12 percent of companies offered some kind of employerprovided adoption assistance. In 2008, this same survey found more than half provided some form of assistance. Offering financial assistance for adoption is a family-friendly option that tends to be inexpensive because few employees use it. Even so, the benefit has a positive impact on how those outside and inside the organization (employee nonusers and users of the benefit) feel about the company as a whole. FLEXIBLE HOURS Due to the COVID-19 pandemic and requests from employees; more and more employers are offering an alternative schedule in the form of a flexible work week. Of the 2019 Best Places to Work in Kentucky winners, 93 percent give employees flexible hours to accommodate school events; taking a family member to the doctor, etc. What is considered a flexible work schedule can include telecommuting (or work from home), flex time, part time work, and a compressed workweek. An example of flex time is requiring employees to be present during a daily “core time” and work a prescribed number of hours a pay period. As an employer, you have multiple options to implement this benefit in a way that makes sense for your organization and business needs. The Fair Labor Standards Act (FLSA) does not regulate scheduled hours for those over age 16 or address flexible work schedules. Flexible work schedules are a matter of agreement between the employer and employee. At the discretion of the employer and based on the needs of the business and requirements of the specific position, the workday can look very different from employee to employee. Get creative! EXTENDING THE INVITATION A family-friendly workplace can be fostered by simply extending an invitation for immediate family to participate in company functions. In review of the Best Places to Work in Kentucky data, 83 percent of the winners (versus 66 percent who did not win) include immediate families in corporate events. Inclusion not only provides employees time to bond with their families, but it also allows them to discover shared interests with their work colleagues. Connection can have a great impact on employee loyalty, retention,
and engagement. It boosts moral and builds loyalty by fostering community among employees. FAMILY DISCOUNTS Looking to retain your top talent and stand out in today’s competitive labor market? Consider enhancing your benefit package with discount offers. Eightyfour percent of winners on this year’s list give their employees free or discounted tickets to local family entertainment attractions, sporting events, and more.
84% OF 2020 WINNERS GIVE EMPLOYEES DISCOUNTED TICKETS TO LOCAL FAMILY ENTERTAINMENT ATTRACTIONS Discounts can range from reduced cost for your company’s product or service, to partnerships or affiliations with other businesses in the community, to nationwide programs administered by a third party. Aside from being a valued perk for employees and their family members, employee discount programs are often cost beneficial as the vendors appreciate the marketing and potential positive impact on their bottom line. Need ideas? Call your local museums, cultural institutions, amusement parks, gyms, zoos, restaurants, movie theaters, and other attractions and ask them about employee discount days. Many institutions offer them. Include a flyer about your partners in your onboarding package, in the employee break area, your website, and more. CONCLUSION Fostering a family-friendly culture with your workplace policies tells your employees that you embrace them fully as people, not just as employees. Implementing family-friendly policies is an effective recruitment and retention tool for businesses of all sizes. These familyfriendly policies help to increase job satisfaction, loyalty, employee morale, and productivity while reducing employee disengagement and absenteeism. The best way to craft family-friendly policies that are meaningful to your team is to actively listen to team members and their feedback. Then, take action and get creative! #BESTPLACESKY

Even if you are not a company that can afford to send your employees on a 3-day professional development training, make the effort and get creative with what you can afford. There are many organizations through the Commonwealth, the Kentucky Chamber included, that offer 1-day and 2-day local seminars to help sharpen your employees’ skills and keep them informed of industry changes and trends. There are even online trainings that can be bought one time and used to train multiple people in your office. At the end of the day, do your best to be the employer who promotes the culture of learning, so that your employees, and your bottom line, are happy and healthy. Schawbel, D. We asked all survey respondents to answer questions related to training, development, and resources and then tracked the positive responses. When asked if “this organization provided as much initial training as needed”, only 76 percent of companies not making the list responded positively, versus 85 percent of the companies making the list that responded positively. When asked if “this organization provides as much ongoing training as I need”, only 78 percent of companies not making the list responded positively, versus 87 percent of the companies making the list responded positively. On average, a winning company had a 9 percent higher positive response rate on these questions than a non-winning company. B E YO N D t h e A DA Kathy Sheppard-Jones, PhD, CRC | Executive Director | Human Development Institute University of Kentucky Disability is part of life. In the United States, 25 percent of people have a disability. According to the Centers for Disease Control and Prevention, Kentuckians experience disability at a higher rate, with one in three people having some type of disability. The passage of the Americans with Disabilities Act of 1990 furthered the expectation of work for people with disabilities across the country. However, data from the last 30 years show an employment rate gap that hovers near 50 percent, between those who are employed without a disability and those employed with a disability. We know that workforce needs are anticipated to grow in Kentucky and around the country, with employers unable to fill many jobs. We also know that the COVID environment has changed how work gets done. Staying connected to employees and recognizing workers may be experiencing new and different impairments on the job provides a time to recognize innovations and effective practices that can keep workers on the job, and keep them from exiting the workforce. The last few years have brought several notable employment initiatives to the Commonwealth. In 2017, the Kentucky Work Matters Task Force was convened to create responses to barriers for populations that include people with disabilities. Results of the Kentucky Work Matters efforts included Kentucky becoming an Employment First state in 2018. In June, 2020, Governor Beshear signed Employment First executive order 2020-552, to further strengthen the commitment of Kentucky to address employment disparities for people with disabilities. Employment First means that if a person with a disability wants to work, employment shall be the first and preferred option. In our society, we largely define who we are by the work that we do, regardless of whether we have a disability or not. We have an opportunity right now to build collaboration around employment to create a stronger workforce that is inclusive of all people.

Recent research finds that companies include best practices in recruiting, employing, and supporting people with disabilities outperform their peers. Inclusive companies have higher returns, higher revenue, and higher profit margins, as well as having access to a broader talent pool. However, research also shows that there is a lack of understanding of the scope of talent, of potential benefits, and about the cost versus return on investment related to disability inclusion. One of the steps necessary for progress is to share information about employment efforts that are working in support of improving employment outcomes for people with disabilities. We all need to increase our knowledge about disability and not just rely on what we think we know. For too long, expectations of society at large about the capabilities of people with disabilities have closed the door to work. We must improve our understanding of what disability means because disability impacts all of us. Disability can be acquired at any point of life. If you don’t have a disability, there are people in your life who do. Disabilities become disabling when opportunities disappear. That is one of the reasons that there is an increased expectation that students with disabilities should go on to higher education and employment when they leave school. Education provides a direct pipeline to employment for every student. We must recognize that, with the right supports in place, there is opportunity for ALL people. Understanding the supports and strategies to keep employees engaged can keep a strong workforce in the midst of the uncertainty of the COVID environment. Because economic development and business success are directly related to the workforce, join us for future training opportunities that focus on identifying an often-overlooked component of the workforce talent pool – namely, people with disabilities. Plan on attending to learn how to make a positive difference for the productivity of your company and the overall quality of Kentucky’s workforce.
