The thesis proposes a new model of territorial growth, applied to the areas in military retirement. The goal is to "build a strategic planning for Rome" in particular: Orient and nalize the design choices of spatial planning to build a smart city. Very briefly a smart city uses a data exchange system called "Real Time Control System". Consists of two components: sensing (information gathering) and Actuation (response to information). Today, our objects, our homes, our cities can be controlled in real time. The thesis applies this concept in the urban planning strategy. The proposed project focuses on three key concepts: De ne, Organize, Direct. De ne a strategic vision on medium to long term through 2 key points: 1. interconnection between polarity 2. Trigger policies for urban regeneration through three principles which guide the design: Working on the: urban layer (a) (a), ICT layer (b) and socio-economic layer (c) (c). Second idea: Organize a single management (in agreement with the Italian Digital Agenda) supported by the Public Administration. Third concept: Direct the design (at any scale) for the development of urban areas to build a smart city, with contractual arrangements between actors and cooperative public-private partnerships, using funding from the European Regional Development Fund.
