Oct. 17, 1956 Mae C. Jemison is born in Decatur, Ala. She’s the youngest of three children of Charlie and Dorothy Jemison. Raised in Chicago, she graduated from Morgan Park High School in 1973. She earned a Bachelor of Science degree in Chemical Engineering from Stanford University in 1977, while also fulfilling the requirements for a Bachelor of Arts in African-American Studies. She attended medical school and received a Doctor of Medicine degree from Cornell University in 1981. While in medical school, she traveled to Cuba, Kenya and Thailand, providing primary medical care to people living there. Following medical school Dr. Jemison served in the Peace Corps, from January 1983 to June 1985. She was stationed in Sierra Leone and Liberia as the area Peace Corps medical officer. There she supervised the pharmacy, laboratory and medical staff. She provided medical care, wrote self-care manuals, developed and implemented guidelines for health and safety issues. She also had contact with and worked in conjunction with the Center for Disease Control and Prevention (CDC) on research for various vaccines. In 1985, after returning from the Peace Corps, Jemison secured a position with the CIGNA Health Plans of California as a general practitioner in Los Angeles. There she began attending graduate classes in engineering and applied to the National Aeronautics and Space Administration (NASA) for admission to the astronaut program. Her first application was not accepted. It was her second application in 1987 that was accepted as an astronaut candidate; Jemison became one of the 15 candidate accepted from some 2,000 applicants. Jemison successfully completed her astronaut training program in August 1988, becoming the fifth black astronaut and the first black female astronaut in NASA history. Black Vote Crucial to Stopping Conservative Takeover in 2010 BY STEPHON JOHNSON SPECIAL TO THE NNPA FROM THE AMSTERDAM NEWS It’s been a trying year for the Democratic Party; a year when even its collective achievements have been dampened by public relations disasters. Despite Democrats’ fright at the thought of losing seats in Congress to the Republican Party, there are several groups that can help them sustain its power, if it can get them to the polls. One of those groups: Black folks. All over the country, Black voters have a chance to make a significant impact in major elections. From Senate races in Kentucky, Nevada, and Missouri to gubernatorial races in Georgia, Florida, California, Pennsylvania, and Ohio, the Black vote could be the key to Democrats holding down the fort come November. But does that mean candidates, incumbents, and newcomers alike will alter their message to cater to Black voters? “Tailor a message for Black voters? By and large, no,” said David Bositis of the Joint Center for Political and Economic Studies. “In part because the issue, with respect to Black voters, is going to be turnout, and the Republicans, they basically are viewed by African-Americans as the party of the people who opposed the Civil Rights Movement. It’s a party dominated by White southerners like Jim DeMint and AfricanAmericans are never going to support anybody who represents the views of White southerners.” In states like California, Blacks are only 7 percent of the population, but vote in the double-digits percentage wise in elections. With a desire to throw their weight around and continually test their political power, Blacks will have a huge effect on elections

like the governor’s race between State Attorney General Jerry Brown and former eBay CEO Meg Whitman. The buzz surrounding the campaign and Whitman’s alleged transgressions with undocumented workers are dwarfing Brown’s inability to tap into the mindset of Black voters and give them a reason to go to the polls. Blacks will also play a key role in the Senate race in Nevada, with Harry Reid looking to maintain his seat against Sharron Angle. While vastly underreported, Las Vegas is a union stronghold and many Blacks in the state are union members. Despite being only 8.3 percent of the state’s population, Blacks can sometimes count for 10 percent of the voting turnout. “Harry Reid knows that for every Black voter that turns out, it’s a plus for Reid,” said Bositis. “And he has a lot of money … enough money to send every Black voter in a limo with a chauffeur (to the polls).” A lot of attention has been paid to the gubernatorial election in New York State because of Republican candidate Carl Paladino. Paladino, while kicking up dust and riling up feathers, has become a cult figure among New York State’s extreme right wing. According to recent polls by Quinnipiac University and Siena College, Paladino is still getting votes from many New Yorkers — albeit nowhere near as much as Democratic candidate Andrew Cuomo. “No, I don’t think that he has a chance of winning,” said Bositis when speaking of Paladino. “The thing is that this guy is not the kind of Republican who might be able to win in New York State. He’s not George Pataki, who was a reasonable person. Pataki wasn’t some nut. This guy is kind of a nut.” In other words, Paladino doesn’t stand a chance with Black voters, but

Former New York City Mayor David Dinkins says no. “He has a track record of accomplishment and support for issues important to the African-American community dating back to his days as the HUD secretary,” Dinkins said to the New York Daily News after a ceremony renaming a Brooklyn state office building after Shirley Chisholm. “I don’t think Andrew Cuomo is taking the Black vote for granted at all.” However, in the nation’s capital, one politician learned the hard way what happens to

those who disregard the Black vote. Some were shocked that Washington, D.C., Mayor Adrian Fenty lost a re-election bid to City Council Chair Vincent Gray. Many believe that Fenty, who is Black, lost his election because of the perception that he left the Black vote behind in favor of gaining White voters. On National Public Radio last week, Washington Post reporter Courtland Milloy stated as much. “You can see the Capitol dome. You can see the Lincoln Memorial. You can see the Washington Monument. You can see all, all of the tes-

timonies to freedom and justice and equality, and right now, it’s as bad as I've ever seen it,” said Milloy when interviewed by Steve Inskeep. “He vowed to work to do something about that. What accompanied the change in character, and it was a stunning change, it happened almost overnight — he went from being a really nice guy to kind of a mean guy, arrogant guy, when it came to dealing with Black people.” It would behoove candidates around the country to not ignore the Black vote any longer. They’re on the clock.

California Budget Perpetuates Deficit Spending BY JUDY LIN AP WRITER SACRAMENTO, Calif. (AP) — Even as California lawmakers passed a budget Friday to end an unprecedented 100-day impasse, their spending plan looked to be so tenuous that the next governor was expected to face a multibillion dollar deficit from the moment he or she steps into office next year. Two-thirds of the budget solutions signed by Gov. Arnold Schwarzenegger on Friday afternoon are based on one-time or temporary money — some of which may never materialize. That will leave California to face “sizable annual budget problems in 2011-12 and beyond,” the Legislative Analyst’s Office said in a report issued after the Senate passed the main budget bill earlier Friday. Lawmakers bridged a $19 bil-

lion shortfall, more than 20 percent of the $87.5 billion general fund spending plan. It includes no tax or fee increases but uses a combination of cuts, funding shifts, delayed corporate tax breaks and assumptions about money the state hopes to receive. Among those assumptions is $5.4 billion in new federal funding, which is $4 billion more than the state has received so far this year and $2 billion more than Schwarzenegger projected in the revised budget proposal he released in May. Most of the money has not been authorized by Congress, which could change into Republican hands in November. The heavy reliance on assumed federal money drew criticism from California Republican Rep. Darrell Issa who called California’s budget “an embarrassment.” “It’s full of false assumptions

In crafting their tardy budget deal, the governor and the legislative leaders from the Assembly and Senate also assumed the state will take in $1.4 billion in additional tax revenue if the economy improves and will net $1.2 billion from selling 11 state properties, even though the governor's original projection said the sale would net $660 million. In fact, starting on Jan. 1, 2011, seniors enrolled in Medicare or Medicare Advantage won’t have to pay any out-of-pocket costs for preventive care such as mammograms, cancer screenings, and annual physical exams. Question: Many people worry about what they will do if they get a debilitating illness that requires long-term care. Will they be able to stay at home and be cared for instead of ending up in a nursing home? Answer: Yes. The new health care law creates a new insurance program called the Community Living Assistance Services and Support (CLASS) program. CLASS increases your long-term options to live independently if you have or develop a qualifying disability. For example, this insurance can be used to help pay for assisted living care and home modifications. Starting in 2012 or 2013, you will first need to enroll in the CLASS program. After paying premiums for at least five years and meeting several eligibility requirements, you will be eligible for benefits. Question: Many who are on Medicare Part D end up spending hundreds of dollars each month to pay for their prescription drugs. How will the new law affect them? Answer: The new law will close the doughnut hole. Starting in January 2011, pharmaceutical companies will provide a discount of 50 percent on brand-name drugs to low- and middle-income beneficiaries who find themselves in the doughnut hole. Over time, the doughnut hole will start shrinking and ultimately disappear entirely in 2020. This year, Medicare beneficiaries who hit the doughnut hole received a $250 rebate check as part of the new law. But you’ll still have to pay any remaining costs while in the doughnut hole, potentially hundreds of more dollars. Question: Will there be any changes to Medicare Advantage for those seniors that have it? Answer: Yes. The extra payments that privately run insurance plans have been getting from Medicare will phase out over the next several years, starting in 2011. This could change your benefits or your costs for Medicare Advantage. By 2018, all private Medicare Advantage plans will get about the same amount per member as original Medicare spends, however Advantage plans that provide high-quality care and services will get bonus payments. and income taxes expire July 1, said Sen. Denise Ducheny, D-San Diego, chairwoman of the Senate budget committee. “This budget will have a $10 billion deficit next year,” said state Sen. Jeff Denham of Merced, a candidate for a Central Valley congressional seat who particularly criticized the budget’s reliance on extra federal money. “I don’t expect to see any more bailouts next year. And I certainly don’t expect to see a $5 billion bailout for California.'' One of the gubernatorial candidates running to replace Schwarzenegger will inherit the ongoing deficit. Democrat Jerry Brown’s spokesman Sterling Clifford said Brown will bring all sides together “from the very beginning to reach real solutions,” while Republican Meg Whitman’s spokesman Darrel Ng said “Californians deserve a strong leader who is willing to make the tough decisions.” Both candidates addressed the state's budgeting during their first debate last month at the University of California, Davis, agreeing that the negotiation process should begin much earlier. Whitman also advocated for a two-year budgeting cycle, while Brown said he would authorize an 18 percent pay cut for the governor's office and the Legislature. Convention Center in NFL Plan BY JACOB ADELMAN ASSOCIATED PRESS WRITER LOS ANGELES (AP) — The president and CEO of AEG, the company that owns LA Live and Staples Center, said Tuesday that he is exploring a deal for the company to manage the adjacent Los Angeles Convention Center as part of a plan to bring an NFL team to downtown. Tim Leiweke said at a downtown business forum that he and City Councilwoman Jan Perry have discussed a plan to redevelop one of the convention center’s halls into an exhibition space that could double as an enclosed NFL stadium. Leiweke made his remarks a day after Majestic Realty Co., which is planning a separate stadium some 15 miles east of Los Angeles, said it is tweaking its design to lure World Cup soccer matches. Leiweke mentioned the World Cup and NCAA Final Four games as events that could take place in the downtown stadium as well. But he said it would also boost the city’s convention and exhibition business, which he predicted would ripple through the downtown economy. “Game, set, match. Everything else will come,� he said. “Retail will come, transportation will come and

people will move back down here.� The potential plan would require AEG to invest $1 billion to build the stadium. Leiweke said the company would also consider asking the city for a contract to manage the entire Convention Center site, including the new structure. Leiweke said the proposal would nearly double the amount of exhibition and meeting space in the convention center from 867,000 to 1.4 million square feet. Including Staples and the LA Live hotel, retail and entertainment complex, the deal would bring some 100,000 contiguous acres of downtown Los Angeles under AEG’s management, Leiweke said. Majestic has the necessary approvals to build its 75,000-seat stadium in the city of Industry but has said it will not begin construction on the $800 million project until it secures a team. L.A. Judge: Marijuana Dispensary Landlord Protected LOS ANGELES (AP) — A Los Angeles judge has barred the city from taking legal action against the landlord of a medical marijuana dispensary that is part of a lawsuit chal-

lenging an ordinance that seeks to regulate the clinics. The Los Angeles Times reports that Superior Court Judge Anthony J. Mohr granted a temporary restraining order Oct. 4 to Natural Ways Always. The order affects only that dispensary, but could reassure other landlords that they do not have to evict dispensaries that are in the middle of court proceedings. The order came after the city attorney’s office sent letters last month to 45 landlords warning that they were renting to illegal dispensaries and threatening them with a list of penalties, including daily fines, jail times and loss of the occupancy permit. Census Shows Lingering Racial Income Gap SPECIAL TO THE NNPA FROM THE NEW PITTSBURGH COURIER As reported recently in the New Pittsburgh Courier, there are more African-American families living in poverty than at any time since the U.S. Census Bureau began gathering such statistics. Though the poverty rate increased for all ethnic groups, the increase was greatest among Blacks. While it is not surprising to see poverty increase during a prolonged recession, the report also showed that despite anti-poverty programs

dating back to the 1960s, since 1987, median annual income for African-Americans has consistently lagged behind non-Hispanic Whites. The income difference in 2009 was almost $22,000. Derdrick Muhammad, senior organizer and research associate for the Institute for Policy Studies, said the report not only reaffirms the economic divide between Blacks and Whites, but also indicates it may be getting worse.

“In 2008, Blacks were making about $.62 for every dollar Whites made. Last year it was $.60,� he said. “In the mid-1970s it had narrowed to about $.50 on the dollar. I think the only way to bridge this gap is to have a progressive economy like we had in the 1940s.� Muhammad said the federal government cannot, of course, copy a wartime economy, but it can pursue policies to create jobs and educational opportunities.

California had been without a budget since July 1, the start of the current fiscal year, which has prompted the state stop to paying thousands of contractors and some state employees. The budget authorized the state treasurer to defer $5.5 billion in payments to schools and social services until the treasurer’s office can obtain short-term loans, a process that state typically undertakes until the majority of tax revenue arrives in the spring. It has not had the authority to get those short-term loans without an approved budget. NEWS IN AFRICA Zimbabwe PM: Don’t Recognize Our 6 Ambassadors BY ANGUS SHAW AP WRITER HARARE, Zimbabwe (AP) — Zimbabwe’s prime minister has asked the United Nations, the European Union and four nations not to recognize six ambassadors the president appointed without consulting him, his party said Tuesday. The government’s power-sharing deal requires coalition partners to agree on all senior appointments. Prime Minister Morgan Tsvangirai’s party said the diplomatic postings were made “illegally and unconstitutionally” and should not be recognized. Tsvangirai on Monday also asked Italy, Sweden, Switzerland and South Africa to reject the diplomatic credentials of incoming ambassadors. In another blow to the struggling coalition in the southern African nation, President Robert Mugabe has unilaterally reappointed 10 provincial governors and five new judges, Tsvangirai's party said. The party said Tsvangirai wrote to Mugabe urging him to “return the country to constitutional rule” under the February 2009 power sharing

agreement brokered by regional leaders. Tsvangirai also informed Chief Justice Godfrey Chiyausiku that his group in the coalition did not accept as valid the posts of the five new judges. In a review of coalition woes being circulated by his Movement for Democratic Change since the weekend, Tsvangirai said to his dismay and “utter disgust” Mugabe told him at their last regular meeting that he had reappointed his ZANUPF party’s 10 provincial governors. According to the terms of the coalition constitution, Tsvangirai’s party, which won the most votes in violence-ridden parliamentary elections in 2008, was slated to take over 5 of the governorships, Mugabe received four and a small former opposition splinter group got one. African Leaders Buying Human Albino Parts NAIROBI, Kenya (AP) — A lobby group says politicians are involved in the trade of human albino body parts in Africa and use them as

charms to bring them good fortune. Albino body parts are sold for hundreds and sometimes thousands of dollars in parts of Africa. Coumba Makalou, president of the U.S.-based Salif Keita Global Foundation, a group that advocates for albinos’ rights, says those who pay for body parts include rich businessmen and politicians looking to improve their political fortunes. Makalou says body parts sell for as much as $2,000. At least 57 albinos have been killed in Tanzania and 14 in Burundi since 2007. Thousands of albinos are estimated to live in hiding. The killings are fueled by superstitious beliefs that human albino body parts will bring wealth and success.

Ford Sales in Africa, Asia Rise 27 Percent in Sept. Arenas Fined For Turkish Club Hopes to Sign Faking Injury Before Former Wizards Game NBA Star WASHINGTON (AP) — For someone looking to get back into the good graces of his team, its fans and the NBA, Gilbert Arenas has a funny way of showing it. The Washington Wizards guard’s latest escapade took place Tuesday, when coach Flip Saunders announced before a preseason game against the Atlanta Hawks that Arenas would miss the contest with a sore left knee. But Arenas revealed after the Wizards’ 107-92 victory that he pretended to have a bum knee to give teammate Nick Young a chance to start. He told reporters Wednesday that he was trying to do Young a favor. “I lied to coach and told him my knee was sore so he’d start Nick,� Arenas said. Arenas was fined an undisclosed amount by the Wizards for his deception. It was another blow to the image of a player who is still trying to recover from his 50-game suspension and felony conviction for bringing guns into the locker room last season. After Wednesday’s practice, Arenas first said he wasn't talking, then appeared before reporters offering a halfhearted apology for his actions. “I screwed up again, so I just want to say sorry,� he said. “I wasn’t really thinking that this was going to be another media outburst. KHARTOUM, Sudan (AP) _ Sudan's foreign minister assured the U.N. Security Council Saturday that the government is committed to holding a referendum on southern independence that is expected to split the country in two. Addressing Security Council members wrapping up a fact-finding trip to Sudan and Uganda, Ali Karti said the government's sole condition was no outside interference in the referendum. “We are fully committed to holding the referendum on time,� Karti told the visiting members of the Council, the U.N.’s most powerful arm. “We want it on time, but it must be arranged properly. ... We do not want any interference in the referendum, this is the only condition.� Underlining the tensions surrounding the vote, clashes erupted

between southern pro-secession demonstrators and pro-unity northerners staging a rally in Khartoum, witnesses said. Some 70 southerners were arrested, and at least five people were wounded, according to the witnesses. Preparations for the Jan. 9 referendum have proceeded haltingly amid political and logistical obstacles, and the southerners have accused the northerners of stalling, warning of violence if the vote is delayed. The referendum is required by a 2005 peace agreement that ended the 21-year civil war between Sudan’s predominantly Arab and Muslim north and rebels in the largely Christian-animist south. The vote is open to all southerners whether they live in the north or the south, but determining who is eligible to vote has also been a source of tension. On Saturday, as the Security Council members prepared to return to New York, its members also were huddling with international humanitarian workers and U.N. officials and other people seeking to improve conditions in Darfur and avert disaster if new war breaks out over the fate of Southern Sudan. The country, Africa’s largest, has been riven by two major conflicts — one a genocidal war in Darfur, the other a potential reemergence of a 21year civil war. It goes on to craft an attack that because the super-successful hip-hop entrepreneur hosted Farrakhan and his sons at his home in lower Manhattan last year, he must somehow be prejudiced. “Paladino had a premeditated plan to disseminate false and vicious rumors,” responded Cuomo spokesperson John Vlasto. “His hypocrisy knows no bounds as he falsely tries to smear someone as anti-Semitic when he himself refers to a Jewish elected official as a Hitler and an antichrist. THE DISEASE THAT TOUCHES ALL By Sam Richard Associate Editor He anxiously drove to see his doctor, anticipating bad news after he got off the phone with him. Once Richard Roundtree arrived, he sat near his physician, and his feelings didn’t betray him: The news wasn’t good. The veteran actor, who played Shaft in the 1970s, was told he had breast cancer. “Well wait a minute,” he recalls saying more than 15 years ago. “ ‘Hold it, hold it, hold it, hold it.’ I said, ‘Breast cancer?’ ” Roundtree said he thought the doctor was questioning his manhood. “How could I possibly have (breast) cancer?” He believed only women got the disease, not men. “And especially not me,” he said with laughter. “Come on. Ya’ll talkin’ to Shaft up in here.” From Roundtree to former Sen. Ed Brooke to everyday men and women, breast cancer affects people from many walks of life. And Roundtree as well as others say early detection of the disease is important. More than 191,400 women in the United States were diagnosed with breast cancer in 2006, according to the Center for Disease Control and Prevention. Citing 2006 figures from the U.S. Cancer Statistics Working Group, the latest numbers it had available, the CDC also reported 40,820 women died from breast cancer that year. Although breast cancer among men is uncommon, the CDC reports, “For every 100 cases of breast cancer, less than 1 is in men.” Lois Rosby-Lewis, an African-American woman, has overcome cancer so far. But she didn’t believe she would have cancer. That’s because her May 2009 mammogram showed no signs of breast cancer. Even a self-exam later that year — when she did find something — didn’t trigger enough concern for Rosby-Lewis to think she had cancer. She figured it was just another benign cyst. After a doctor’s visit, however, her biopsy results showed she had cancer.

“As soon as I got the news, I drew a blank,” Rosby-Lewis said. But Rosby-Lewis said that she intended to figure out the best way to get through her trial. She underwent radiation, chemotherapy and surgery. Vomited after chemo. Experienced a change in her taste. And had her husband shave off her hair a couple of days before Christmas. Rosby-Lewis is doing well now. She regained her strength, is working full time at the University of Southern California, and her hair is growing back. She no longer has breast cancer, and after five years, she said the chance of seeing cancer recur will be smaller. “I think my faith really played a big part in it,” she said when asked how having breast cancer affected her emotionally. “I had a lot of people praying for me.” Rosby-Lewis has advice for women: Be sure to examine your breasts yourself. “If you feel anything out of the ordinary, insist on an ultrasound,” she said. For singer Eloise Laws, who recently visited the Los Angeles Sentinel and discussed her breast cancer story, early detection is also something she encourages. Laws got a mammogram in 2003, and something was found. But it wasn’t clear as to whether she had breast cancer. “We followed it for three years, almost five years actually. And every six months, they were very diligent in sending me a notice,” she said. “So they knew something was there but they weren’t sure.” After an October 2007 mammogram, Laws said she was told that she needed to schedule a biopsy. When she eventually found out that she had breast cancer, it was like a death sentence. “That’s the first thing that comes to your mind,” she said. “The first thing, and I thought, ‘Am I going to survive this?’ “ ‘Am I strong enough mentally, spiritually, to survive this?’ It was a guessing game each time. Each time I had to go into surgery.” She advises breast cancer patients to form a group of people they trust, to be positive, and do all things they really love and enjoy doing.

Also, hang out with people you enjoy being around, she said. Laws also admonished those with breast cancer to enjoy laughing. “Really enjoy laughing,” she said. “Find something to laugh about.” “As much as you can, all day long, just laugh,” Laws added. Laughter may help and encourage some, as there is some news that people might find depressing, including that in 2006, “Black women were more likely to die of breast cancer than any other group,” according to the CDC. Indeed, Black women in general are more likely to die from breast cancer, although more White women are diagnosed, according to Jacqueline Miller, medical director of the National Breast and Cervical Cancer Early Detection Program at CDC. There are different hypotheses, including that perhaps more African Americans have lower incomes and, thus, don’t have access to health care, Miller said. Some women can’t afford to get mammograms, she said. That Black women die more often of breast cancer is probably due to a combination of different factors. Whatever those factors may be, African-American women, and all races, can do some things about breast cancer. Miller said there are risk factors for cancer that can and can’t be changed. Some of the risk factors that can’t be changed include being a woman with breast and getting older (a woman’s chances of getting breast cancer increases as she ages). Family history can’t be changed either, but Miller said people can become proactive in asking their doctor whether they should get genetic testing done, among other things. One’s diet, physical activity, alcohol intake and use of hormone therapy can be changed, though, Miller said. The medical director also said early detection is important. If a woman has breast cancer in the first stage, when the cancer is not already spread throughout the body, then she has a 98 percent to 99 percent

chance of surviving. If a woman has breast cancer in the fourth stage, though, her chance of surviving could drop to 35 percent, she said. Some symptoms of breast cancer include: · Having a lump on your breast. · Swelling. · Breasts that are in pain or tender. · Unusual bloody, clear or colored discharge from the nipple. · And breasts that are indented or flattened. There are several other symptoms; women and men can talk to their doctor about breast cancer for more information. “Early diagnosis of cancer can save your life,” said Roundtree, who in 1993 discovered a lump the size of a pencil eraser on his left breast when he was in the shower and is now cancer-free. “If you notice anything that doesn’t feel right or doesn’t look right, have it checked out immediately.” Los Angeles Sentinel staff writer Brian Carter contributed to this report. SPECIAL TO THE NNPA FROM THE AFRO-AMERICAN NEWSPAPER (DC) South African freedom fighter and Nobel Peace Prize winner, former Archbishop Desmond Tutu, announced his retirement from public life during the first week of October. “The Arch,” as he is known in his country, made good on a pledge he issued in July in a televised interview with the Reuters News Service that he would retire to spend more time with his family when he turned 79 on Oct. 7. “The time has now come to slow down, to sip Rooibos tea with my beloved wife in the afternoons, to watch cricket, to travel to visit my children and grandchildren, rather than to conferences and conventions and university campuses,” Tutu said at the time. “Thank you to my colleagues, past and present, for doing all the work and allowing me to take the credit,” he said. As an Anglican cleric, Tutu used his bully pulpit to condemn the then-de jure system of apartheid in his country, angering the White minority government which arrested and briefly jailed him once after a protest and revoked his passport twice, actions that were reversed, however, after international outcries. For his advocacy, Tutu was

Said fellow Peace Prize winner, President Barack Obama about Tutu’s retirement: “For decades he has been a moral titan, a voice of principle, an unrelenting champion

of justice, and a dedicated peacemaker.” “We will miss his insight and his activism, but will continue to learn from his example. We wish the archbishop and his family happiness in the years ahead,” Obama said in a statement. In his retirement, Tutu said he will eschew media interviews, and will step down from a university post in South Africa and his work with a U.N. commission on preventing genocide. He will continue his work with his peace foundation and with The Elders, a council of global statesmen. Echoing the words of Nelson Mandela, Tutu said Oct. 7: “As Madela said on his retirement: Don’t call me; I’ll call you.”

HOW WE ROLL (CAAM) — The California African American Museum (CAAM) will present “How We Roll,” an exhibition featuring African Americans in skateboarding and surfing. “How We Roll" takes the viewer through an historical step-by-step fantastic voyage of how surfing evolved into skateboarding, the kinship with roller-skating, and how “The Roll” created a cultural revolution that has influenced many parts of popular culture over the past four decades. This exhibition is free to the public, and began its sixmonth run on July 28 at CAAM, 600 State Drive, Los Angeles. When entering the museum, viewers can see artwork in an 11,000-square-foot enclosed modern courtyard. The 5,100 cubic feet of wall space allows the skateboarders (who are also the artists, photographers, musicians, and much more) to create large-scale installations. Suggested Tips for Positive Black Folks BY A. PETER BAILEY NNPA COLUMNIST In a 1990 article written for Crisis, the official publication of the NAACP, I offered the following suggestions on how to be a positive Black person in a society that too often rewards those who are negative. They, with a few small changes, are as follows: 1. Do reject the prevailing myth that we are a weak group of problemburdened people who basically have nothing to offer the world. If that were so, then we wouldn’t still be around. No people who have survived the physical and psychological oppression we have been confronted with in this country can possibly be weak. Instead of holding conferences and meetings, which too often provide opportunities for weeping, wailing, moaning, groaning, and telling individual can-you-topthis horror stories, we should get together to document and analyze our strengths and to develop ways to build on them. For instance, every year major articles are written and published focusing on the “pathology” of Black families. All of this is given huge amounts of publicity in the press. Ignored is the equally, if not more important, fact that every summer many thousands of African-American families gather together throughout the country for family reunions. What needs to be studied is how these families maintain their connections and then use that information to help build up families that are in trouble. 2. Don’t be convinced through Hollywood movies, television, radio, newspapers, textbooks, and conversations with duped African-Americans that people of European decent have some kind of divine right to rule the world. Their track record in dealing

with people of color does not merit such adoration. People of European descent have not only killed more non-Europeans than any other group in the world, they have also killed more of their fellow Europeans that anyone else. 3. Do insist that our people pursue excellence and build institutions, not to prove something to others, but because our doing so is important to ourselves and to our people. 4. Do teach our children that to become involved with drugs and other destructive behavior that disrupts their communities is, in effect, to become active allies of those forces that want to destroy our communities. 5. Do teach our youngsters about being responsible to themselves, their families, and their people. Older Black folks used to call those who accepted responsibility “race men” and “race women.” It was one of their highest compliments. On the other hand, one of the worse putdowns was to be called a “disgrace to the race.” These concepts need to be revived. 6. Don’t, as a self-respecting group, try to claim people who don’t want to be claimed. We are not so lacking of quality people that we have to claim those who insist that they are not Black but someone who just happens to be Black. They should be left alone to be whoever they want to be. 7. Don’t allow those entertainers who make bundles of money by being vulgar and sleazy pass off what they are doing as African-American culture. It is quintessential American culture to make a fast buck anyway one can, not African-American culture. 8. Don’t confuse a friendly relationship between an individual AfricanAmerican and an individual White as a

Individual relationships are based on love and respect; group relationships are based on power and respect. 9. Don’t follow those who insist that middle-and upper-income AfricanAmericans are in some kind of middle position between Whites and the Blacks. Middle-and upper-income Jews in pre-Hitler Germany were probably the most assimilated minority group in Western European history. With their sophistication, money, education, professional achievements, and staunch patriotism they thought they were safe from Hitler and his thugs. They were dead wrong. Moving HBCUs Toward Greater Excellence and Efficiency All Higher Education Institutions Must be Open to Self-Examination BY LEZLI BASKERVILLE, J.D. Recently a member of The Wall Street Journal’s editorial board, Jason Riley, called into question the continuing need for the richly diverse, unique, mission driven 105 colleges and universities congressionally legislated as “Historically Black Colleges and Universities” (HBCUs). The question that he raised is on the minds of more than a few policy makers, policy shapers, parents and students, especially during these austere times in which we are seeking ways of investing more strategically the sparse public and private dollars that are being devoted to developing human capital to return our nation to preemi-

nence. It is understandable that The Wall Street Journal would use its coveted editorial pages to suggest ways of making this diverse community of colleges more effective and efficient. According to a 2006 report by the National Center for Education Statistics, the short-term economic impact of HBCUs is $10 billion. Short-term economic impact was defined in that report by the expenditures of the colleges and universities on salaries and other institutional expenditures, and the expenditures of undergraduate, graduate, and professional students attending the institution in the communities in which the institutions are located. This figure does not capture the vast other multi-

pliers for out years. A 2006 Department of Commerce report indicated that the total employment impact of 101 of the HBCUs included 180,142 total full and part-time jobs, making the rolled-up employment impact of the nation’s HBCUs in excess of the 177,000 jobs at the Bank of America in 2006, which was the nation’s 23rd largest employer. Given the above realities, there is little wonder why The Wall Street Journal would use its editorial pages to explore the future of HBCUs. Given the shifting higher education landscape, now is, indeed, the time to look at ways of adjusting the entire higher education community of col-

The forces of reactionary ideologies have always planted seeds of disunity and distrust among different racial and ethnic groups in the United States and throughout the world to foster a vulnerable environment that will permit the unjust economic exploitation of those who have been historically oppressed. That is why every time, during the last 50 years, that there have been various “March on Washington” demonstrations and mass rallies, it is important to take note of the purpose and outcomes of these massive public gatherings. 2010 has already witnessed several major large mobilizations on Washington that have received live national television coverage and have raised public awareness about the issues of freedom, justice, jobs, education, environment, war, and peace. On Oct. 2, the NAACP, the National Urban League, National Action Network, and many other civil rights organizations joined with the AFL-CIO and others to stage the One Nation Working Together march and rally. Hundreds of thousands turned out. The theme was unity for jobs, justice, education, and peace. The crowd was diverse and unified. Earlier this year, Glenn Beck and the Tea Party also gathered in large numbers at that same location at the Lincoln Memorial. The issue is not which group had the largest turnout. What is more important is the mission and impact of these mobilizations. Subsequent to the 1963 March on Washington, which was led by Rev. Dr. Martin Luther King Jr, A. Phillip Randolph, and many others, was the eventual passage of the Civil Rights Bill, the Voting Rights Act, and the Fair Housing Act, as well as an ongoing movement that changed America for the better toward freedom, justice, and equality. After the Million Man March in 1995, Black on Black crime decreased significantly. In 2008, Americans went to the voting polls in record numbers and elected President Barack Obama. The majority of voters in the United States voted for a change as represented by the leadership of President Obama. Now today, we are witnessing a political and ideological backlash in response to the progress that has been made. Instead of pushing forward for more gains in 2010, there are many in our communities who have to be in a defensive posture to keep the Tea Party backlash from eroding and reversing the racial and social progress that has been gained during

Of course, it would accurate to state that there are still many areas, like the economic development of our communities that more work needs to be accomplished. But, we first have to hold on to what we have gained. We cannot and should not take for granted where we are today. Schools are failing in our communities while new prisons are being built and expanded to incarcerate more African-Americans. The high school dropout rate is increasing in parallel to the increase rate of unemployment for African-Americans. Home foreclosures are increasing in our communities, at a record rate. All of this sets the context for the upcoming mid-term national elections. Harry Belafonte said it best at the “One Nation Working Together Rally” in Washington, D.C.: “Our greatest weapon is the vote.” Belafonte reminded the crowd that we must not find ourselves absent from the elections on Nov. 2, 2010. Benjamin Jealous, President and CEO of the NAACP, also challenged the crowd and the millions that watched the rally on television across the nation, to go out to the voting polls on Nov. 2 in record numbers. Now the question becomes what will happen after the “One Nation Working Together Rally” back at home in cities and towns in every section of the country. No gain is permanent unless there is an ongoing energized effort and movement of people who are consistently working to protect and sustain that social gain. Unity in action is essential. Will we have a record turnout of voters in 2010 similar or greater than in 2008? Or will the Tea Party backlash accomplish its stated goal of reversing the progress of the last two years? Seizing an Opportunity Cyber-Bullying and Our Children in Education Reform BY MARIAN WRIGHT EDELMAN NNPA COLUMNIST As America’s children headed back to school in September, President Obama delivered a televised back-to-school address to the nation’s students from the Julia R. Masterman School in Philadelphia, an acclaimed public magnet school for fifth through twelfth graders. He spoke about the importance of hard work — a lesson his own mother was quick to drill into him as soon as she sensed his effort level in high school was starting to hit a slump. Passing along the lesson he learned, the President told the students, “Nobody gets to write your destiny but you. Your future is in your hands. Your life is what you make of it. And nothing — absolutely nothing — is beyond your reach, so long as you’re willing to dream big, so long as you’re willing to work hard. So long as you’re willing to stay focused on your education, there is not a single thing that any of you cannot accomplish.” He continued to stress the importance of education, telling them that “Nothing is going to have as great an impact on your success in life as your education, how you’re doing in school … The farther you go in school, the farther you’re going to go in life. And at a time when other countries are competing with us like never before, when students around the world in Beijing, China, or Bangalore, India, are working harder than ever, and doing better than ever, your success in school is not just going to determine your success, it’s going to determine America’s success in the 21st century. So you’ve got an obligation to yourselves, and America has an

obligation to you, to make sure you’re getting the best education possible. And making sure you get that kind of education is going to take all of us working hard and all of us working hand in hand.” Children need to work hard to do their part — and adults need to do ours to fulfill our obligation to our children. Right now, we all know that millions of children are below grade level and are not being prepared for the future. President Obama recently admitted his own daughters would not be getting the same education in the Washington, D.C. public school system that they receive at their current

leges and universities to make it more excellent, effective and efficient, while continuing to maintain the diverse institutional missions and offerings that make the American higher education system unique. One wonders, however, why The WSJ would include on its editorial page a frontal assault on a richly diverse group of equal educational opportunity institutions and permit a member of its editorial board to cast the assault in venomous, incendiary language rife with bigoted overtones, undergirded by misstatements of fact and dated references to characterizations by some known to be opponents of equal opportunity and affirmative inclusion of those who have been denied and continue to be denied equal access to the bounty of this great nation. Despite the narrow and exclusionary leanings of the WSJ, it has heretofore been deemed by many to be a “respectable” member of The Fourth Estate. That it would use its editorial pages to rail against the very institutions that are graduating disproportionate numbers of AfricanAmericans in the growth and high

needs positions and upon whom many WSJ advertisers rely to achieve an excellent and diverse workforce is indeed perplexing. HBCUs represent just 4 percent of the nation’s universities. They confer 22 percent of all bachelor degrees earned by African-Americans, 24 percent of all bachelor’s degrees awarded to African-Americans in science and engineering and nearly 35 percent of all bachelor’s degrees in astronomy, biology, chemistry, mathematics and physics. Among known U.S. baccalaureate-origin institutions, AfricanAmerican science and engineering doctorate recipients, the top 8, and 20 of the top 50 were HBCUs. 50 percent of African-American teachers graduated from an HBCU. These facts cast a vastly different picture than that painted by Riley. The data demonstrate clearly that HBCUs are doing the heavy lifting of educating black students, especially, in growth and high need disciplines. Increasing numbers of other students who want to attain a degree in a smaller, richly diverse environment, are enrolling

private school, but observed that it should not be that way. Every child, regardless of the family’s socioeconomic status, deserves a high quality education and we must make sure that our public schools provide it for all children. Today, 15.5 million children in America live in poverty, including more than one in three Black children and one in three Hispanic children. The best hope these children have of lifting themselves out of poverty is a quality education. But for far too long the most vulnerable children in America have been denied this chance. Inequities in educational funding, resources, and opportunities have systematically placed poor and minority children in low-performing schools with inadequate facilities and too many ineffective teachers. While the Obama Administration has pledged to level the playing field for all children, several crucial components of real education reform are in danger of being overlooked. We must urge the following changes as the Elementary and Secondary Education Act (ESEA) is reauthorized. First, the ESEA Title I funding formula, which is supposed to help low-income students, should be revised to eliminate the blatant education funding inequities that currently exist between and within states. A new formula is needed to protect rather than hurt children in districts with concentrated poverty. Second, in order to help the neediest young students, we need to support early learning initiatives and include children ages zero to five in calculations for Title I allocations. Next, we need to end the zero-tolerance school discipline policies and out-of-school suspensions that contribute to school dropouts and push children into the cradle to prison pipeline. Finally, we need to ensure support for children in juvenile justice facilities and foster care so that our most vulnerable youths receive the education they need to be successful in adulthood. It’s time for the federal government to be an instrument of equality rather than inequality. We need to seize the opportunity to support this doable and long overdue goal in the reauthorization of the Elementary and Secondary Education Act. As President Obama correctly stated in his back-to-school address: “This is a country that gives all its daughters and all of its sons a fair chance, a chance to make the most of their lives and fulfill their God-given potential.” We must make this potential reality for every single child. Adolescence is a challenging time for virtually everyone. Discovering yourself, building your own identity, and finding your place in this sometimes confusing world is no easy feat. And along the road to self-awareness, antagonists — better known as bullies — may present themselves in various forms and throw roadblocks in the way of our progress. This can range from abusive words, to malicious behavior and even physical harm. But in this day and age of social networking and interconnectivity, the harassment and cruelty can linger forever with no relief in sight for the young victim. As the tragic suicide of Rutgers University’s Tyler Clementi clearly exemplifies, the results can be devastating for all parties involved and for our collective consciousness as well. When those of my generation and I were coming of age, things were simply, well, much more simple. Although the phenomena of bullying is nothing new and many of us were forced to deal with the matter ourselves as youth, we never faced the daunting reality of a 24/7 world of torture. Finding safety with our parents, friends or at home, we knew that for the most part, the bullying ended when we were in the comfort and security of those that protected us from negativity. But with the advent of text messaging, social media, and other endless forms of communication, the torment of a bully can and does linger forever. More often than not, parents and teachers are unaware of the torture children are suffering with, and when it is reported, it sometimes isn’t taken as seriously. Unfortunately, that may be exactly what occurred when young Tyler first requested a room change at Rutgers University. A few months back, i-SAFE, a non-profit dedicated to educating and empowering youth to safely utilize Information and Communications Technology (ICT), released a startling study on cyber-bullying. Pulling data from approximately 90,000 students from schools in all 50 states, the study found that 44 percent of children in grades 5-8 and 54 percent of those in 9-12 said people on the Internet said ‘mean or hurtful things about them or others’. And out of this alarmingly high number of cases, only 13 percent of kids in grades 5-8 reported the incident to a trusted adult, and in grades 9-12 it’s even worse with only 8

percent reporting it. As technology continues to advance and our children learn new mechanisms of communicating, we must also keep up with the times. We must remain actively involved in their lives and remain cognizant of what they do online. Parental supervision and guidance are unquestionably the greatest assets we have in protecting and assisting the development of our children. But they also serve as the greatest shield to negative forces that attempt to harm and influence them. We must learn to effectively engage with young folks today across all mediums, and simultaneously halt malice behavior wherever we see it — even when it is done at the hands of our own. While Tyler Clementi’s family grieves and searches for answers, the families of the two students charged with violating his privacy are also grappling with the very real notion that the lives of their own children are ruined. There are no winners in this catastrophe. And as the debate surrounding crime and punishment in this case continues, we cannot forget to update our laws to keep up with an ever-changing world. Antiquated legislation is ill equipped to tackle some of the dilemmas of today’s society. Without clear, definitive boundaries, codes of ethics and punishment for violations, we will be lost in an endless debate over guilt and innocence. When there is no question over privacy issues, harassment, and cyber-bullying, people will also be less likely to engage in it. In an era of endless possibilities and emerging technologies, we cannot forget that we must learn to master the number one form of communication — talking to our children. So the next time your son or daughter is at home on the computer, find out what’s going on; it may be one of the most important conversations you’ll ever have.

HBCUs have a student population that is 30 percent diverse on average, faculty that are 50 percent diverse, on average; figures that Historically White Institutions who believe in the benefits of a diverse student body and diverse faculty should envy. Riley’s assertion that 90 percent of black students “spurn” HBCUs is another groundless, venomous comment which is contradicted by the data. HBCUs today enroll nearly 14 percent of black students in college or university. Those who are not enrolled in an HBCU choose overwhelmingly to attend a minority-serving institution where at least 25 percent of the students are non-white and not the institutions Riley refers to as “respectable institutions,” presumably those where most of the students are not first generation college students, where the students have the highest SAT scores, the institutions that have the largest endowments, are the recipients of the largest federal and state “subsidies,” and nonetheless have just 56 percent of entering students finishing college. The fact that just 56 percent of entering college students across the board are finishing and that the nation has dropped to 10th among Organisation for Economic Co-operation and Development (OECD) nations is cause to shake up the higher education system. That America’s HBCUs are continuing to graduate disproportionate numbers of diverse students despite their continued under funding is cause for additional investment in these institutions. America’s black colleges and universities remain at the creative forefront of American education, offering the tools and skills necessary to prepare students to promote peace at home and abroad; secure our communities and our homeland; meet pressing global and community health care needs; fight injustice with the power of ideas; and by closing the achievement gap and opening doors of opportunity to those who, in some instances have achieved to high levels in the most competitive environments and in other instances, were ill-served by many of the systems in our communities and the nation. They are continuing to do more for students with fewer resources than any other higher education institutions. As this nation is becoming increasingly colored, with a growth in first generation families and students, with more families of fewer financial

means, HBCUs are needed more than ever. They continue to produce sterling talent that is benefitting the Republic immeasurably, not only in material contribution, but also in intellectual, cultural, moral, and spiritual offerings. They are providing students with the intercultural, interpersonal, and political skills with which to compete and thrive in a diverse yet still Balkanized world. Riley is correct that HBCUs are at a crossroads. So, too, are majority institutions at this time in which proprietary institutions and two-year institutions are the fastest growing higher education segment, and when online education has opened up an entirely new world in higher education.
