THE ASSOCIATED PRESS LOS ANGELES — The federal government will loan Los Angeles County $546 million to help build an 8 1/2-mile light rail line that would run from the city’s Crenshaw district to a station near the airport, officials announced Friday. Democratic Sen. Barbara Boxer, who’s been helping the county and the Department of Transportation reach the deal, said the loan will help create about 5,000 jobs and improve the

regional transit system. The loan is the first federal commitment to Mayor Antonio Villaraigosa’s effort to construct a dozen transit projects in 10 rather than 30 years. Los Angeles County voters agreed two years ago to pay a half-cent sales tax over the next three decades to extend train and rapid bus lines. Villaraigosa has been seeking federal loans to accelerate those projects, then repay the government later with proceeds from the sales tax. As part of the deal, the gov-
ernment is shelling out $20 million in credit assistance to defray the cost of the loan. Villaraigosa said the loan will cover a third of the costs of the estimated $1.4-billion Crenshaw/LAX Transit Corridor, which will serve as a critical link to two light-rail lines. The money will allow construction to begin late next year with completion expected in 2018. Originally, the Los Angeles County Metropolitan Transportation Authority had planned for completion in 2029.
Health Care Law – How Does It Help People Without Insurance, Jobs, Papers? Below are some of the frequently asked questions NAM has heard since President Obama signed the health care reform law in March.
Q: I am a 32-year-old male who has just been released from prison. I have chronic hypertension and diabetes. It has been difficult to find a job and even more difficult to access health insurance. What can I do now and how will that change in 2014 when the health care law is fully implemented? A: Currently, in California individual counties are responsible to provide basic health care services to persons who can’t afford them and are not eligible for other public programs. There may also be a non-profit clinic available where you live that takes patients on a sliding fee scale depending on your income. However, after January 1, 2014, when the affordable care act is fully implemented, you will be eligible for Medi-Cal.
Q: My husband and I are both working but do not get health insurance from our jobs and cannot afford to buy private insurance. Although we are currently without legal status, our two children are U.S. citizens and are enrolled in California's child health insurance program, Healthy Families. Is there anything in the new health care law that could help our family get affordable health care? A: Your children and other family members who have legal status will remain eligible for Healthy Families, Medi-Cal, Medicare, and will also be able to buy affordable health insurance in the new insurance marketplace. Californians without legal status will still be able to enroll in Emergency Medi-Cal to cover emergency treatment (if they meet other eligibility rules) and can continue to obtain affordable health services at their local community health centers and pay based on their income. In addition, due to the existing Emergency Medical Treatment and Labor Act (EMTALA) requirements, hospitals will continue to be required to treat and stabilize uninsured individuals who need emergency treatment under the new health care reform law.
Q: I am a 45-year-old female who just got laid off. I don’t qualify for COBRA – the temporary continuation of health coverage former employees or their spouses get at group rates – and I can’t afford private insurance. Can I get help from the new law? A: Today under the existing system, if you have children at home, you may be eligible for Medi-Cal coverage or if you do not have children at home, you may be eligible for county health care. You are also eligible to receive health care through community clinics. Several of California clinics have already begun to receive new funding that is provided by the Affordable Care Act. Hollywood Descends on Sudan as Date for Referendum Nears SPECIAL TO THE NNPA FROM THE GLOBAL INFORMATION NETWORK Visitors, including veteran actor George Clooney, are flocking to Sudan, which in less than 100 days will give south Sudanese the choice whether to stay united with the North or
become an independent country. Clooney, a designated “U.N. Messenger for Peace” was among several U.N. officials, and the U.S. Holocaust Memorial Museum, hoping to head off a resumption of fighting, if the scheduled plebiscite is delayed. So far, preparations for the voting are seriously behind schedule — voter registration has not started and is unlikely to be ready on time for a Jan.9, 2011 vote, say local sources. There is not even a North-South border. The referendum is a key provision of the Comprehensive Peace Agreement that ended a decades-long north-south civil war. At a recent meeting with parliament, Sudanese President Omar alBashir gave assurances that the referendum was on track and predicted unity of the north and south would prevail. But U.S. Secretary of State Hillary Clinton echoed a widely heard view that southerners will break away, and called independence “inevitable.”
British Banks in Cohoots with Corrupt Nigerian Politicians SPECIAL TO THE NNPA FROM THE GLOBAL INFORMATION NETWORKS A new report by the watchdog group Global Witness charges British banks with accepting millions of dollars from Nigerian politicians accused of corruption. One former governor, Diepreye Alamieyeseigha, brought some $6
million into Britain and deposited it with the Royal Bank of Scotland. “This account received $4 million,” said a Global Witness spokesman. “Of that, $2 million was a corrupt bribe paid by a contractor to secure a contract.” The report, called “International Thief,” covers 1999 to 2005. It is based on court documents from cases brought by the Nigerian government to win back funds it said had been stolen by former governors. By taking money from corrupt governors between 1999 and 2005, said the report, Barclays, NatWest, RBS, HSBC, and UBS helped to fuel corruption and entrench poverty in Nigeria. Nigeria: More Troops May Come To Violent Region MAIDUGURI, Nigeria (AP) — A Nigerian military spokesman says more soldiers could be stationed in the nation’s troubled northeast, a region where a feared Muslim sect has committed a series of targeted killings. Lt. Gen. Azubuike Ihejirika, the Nigerian Army’s Chief of Staff, told journalists Monday that the security forces had identified a series of “black spots” where more soldiers could hunt for members of the Boko
Haram sect. However, any additional deployment depends on the Borno state governor approving it. Followers of Boko Haram, which means “Western education is sacrilege” in Hausa, went into hiding after a July 2009 riot, which they began, and a subsequent security crackdown that left 700 people dead. They attacked a federal prison last month and freed 750 inmates.
Protesters In E. Congo Demand Soldiers Leave KINSHASA, Congo (AP) — Witnesses and an official say civilians are protesting after three residents were killed when soldiers looted homes in Congo’s South Kivu province. Katana county resident Emmanuel Mburungu says soldiers forced themselves into homes Sunday, demanding money and mobile phones. Mburungu says all 11,000 residents in the county have taken to the streets to demand the troops’ removal. Local official Dezire Balezi says the civilians died while resisting the looters, and one soldier was shot over a money dispute. Army spokesman Col. Vianey Kazarama denies soldiers are involved and blames local gangs. Congo’s first lady led thousands of women Sunday in a march to demand end to mass rapes, some allegedly by soldiers, in volatile eastern Congo.

Zappala said he would investigate concerns of racial bias raised after Common Pleas Judge Joseph K. Williams Jr. refused a plea agreement recently. Williams made national headlines when he declined a plea deal for a first time offender because he said prosecutors only make those deals for White boys. Williams, who recused himself from the case, declined to talk to the New Pittsburgh Courier regarding his statement. “I don’t see a racial component here, but if a judge raises the issue, it’s incumbent upon me to look into it,” Zappala said. “Judge Williams is in a responsible position, so we take this seriously.”
Williams made his comments Oct. 5 when presented with a plea deal for Jeffery McGowan, 24, of Franklin Park, who had initially been charged with aggravated assault for putting his hands on a police officer after a traffic stop. The plea was to reduce the charge to disorderly conduct. According to the Pittsburgh Tribune-Review, when presented with the plea agreement, Williams said prosecutor Brian Catanzarite “comes up with, I think, ridiculous pleas whenever it’s a young White guy.” “I’m just telling you what my observation is,” said Williams. “If this had been a Black kid who did the same thing, we wouldn’t be talking about three months probation.”
Obama Courts Black Votes BY ZENITHA PRINCE SPECIAL TO THE NNPA FROM THE AFRO-AMERICAN NEWSPAPERS The ethics trials for U.S. Reps. Charlie Rangel, D-N.Y., and Maxine Waters, D-Calif., have been set for after the elections on Nov. 15 and Nov. 29, respectively. The announcement, made recently, prompted the ire of at least one Republican, who said it was motivated by politics. “This is obviously being pushed back to avoid negative publicity before the Nov. 2 elections,” said Illinois Republican Timothy Johnson in a statement. “If the accused were Republicans, I have no doubt
the timing would be different.” But political analysts and observers said holding the hearings any earlier would have little to no impact on the incumbents’ success at the polls because their majority-Black constituencies would vote for them. “Charlie Rangel and Maxine Waters would have to get in an Eddie Long scandal for voters not to vote for them; they’re set,” said Jason Johnson, professor of political science at Hiram College in Ohio. And other members of the Congressional Black Caucus are also set, Johnson added. “Ultimately, it’s a very small bubble they’re operating in. Black people in these districts think, ‘These folks (lawmakers) may be old and (maybe) corrupt, but that’s all we have.” The centrality of Black voters to Democratic hopes was confirmed last week by President Barack Obama’s personal appeal at a rally at Bowie State University, located in one of Maryland’s majority-Black counties. “Right now you have pundits saying the other party’s supporters are more excited,” Obama said. “They’re saying they’ll turn out [to vote] in higher numbers. They’re saying that all of us who worked so hard in 2008 might not be as pumped up, might not be as energized or might not care as much. Congresswoman Sheila Jackson Lee Named Champion for Children Lee Held a Hearing on the Growing Nationwide and Local Epidemic of Bullying and called for Passage of a Federal AntiBullying Statute along with a Local Response Congresswoman Sheila Jackson Lee is one of the most ardent supporters of NNPA and she was recently named a “Champion for Children.” She has championed the cause for NNPA and the disenfranchised for many, many years. It is very important to make her look good because she supported the NNPA and made the institution look good. The First Focus Campaign for Children, a national, bipartisan child advocacy group, released the names of Members of Congress identified as the most valuable leaders on issues important to children. The announcement today launches the group’s inaugural campaign to recognize the top 100 Members of Congress who make improving the well-being of children a national pri-
ority. Congresswoman Sheila Jackson Lee was among those named, and in fact she recently held a hearing in the district about the well-being of children and proposed legislation to curb a growing problem among the youth. Below is a report of that hearing: Congresswoman Sheila Jackson Lee held a Local-Federal factfinding hearing to address the growing nationwide and local epidemic of bullying to call for passage of a Federal anti-bullying statute. She was joined by other local, state and federal elected officials including Congressman Al Green, Texas State Senator John Whitmire, Texas Representative Alma Allen, and Houston City Council Members Wanda Adams, Al Hoang, and C.O. “Brad”

The hearing also included testimony from parents of bullying victims and representatives of HISD; HPD; community, civic, civil rights and faith organizations; and experts on children, education, mental health and social services. “As a member of the House Judiciary committee, I have been overwhelmed by one episode after another of children losing their lives and

the lack of a coordinated response to incidents of bullying,” Jackson Lee said. “At this hearing, we will seek the best practices from the many good initiatives offered from our own community. Also, we will hear firsthand some of the troubling personal stories of bullying victims. This is our wake up call to this national crisis. Our children have to be our first priority,” she continued. According to statistics, bullying is now increasingly viewed as a contributor to youth violence, including both homicide and suicide. According to the Bureau of Justice Statistics, teenagers say that revenge is the strongest motivation for school shootings — 87 percent said shootings are motivated by a desire to “get back those who have hurt them.” Furthermore, 46 percent of males and 26 percent of females reported that they had been in physical fights. Those in lower grades reported being in twice as many fights as those in higher grades — a sign that bullying is impacting our youth at younger and younger ages. Statistics like these show that there is a direct correlation between bullying and school safety and heighten the need for bullying to be addressed quickly and effectively. Furthermore, there are reports
that state many of the deadly cases of bullying arise when children are teased and tormented simply for being different. There has been a recent upswing of suicides amongst lesbian, gay, bisexual and transgendered (LGBT) teens as a result of bullying. Almost 85 percent of LGBT teenagers are harassed in high school because of their sexual orientation, with 61 percent of gay youth reporting that they felt unsafe in school and 30% staying home to avoid bullying. “By law, we require our children to go to school. Therefore, we have a duty to maintain a safe and healthy environment for children, one in which they should not be afraid. It is important that our children know that bullying will not be taken lightly, and that there will be consequences for such actions. “The problem of bullying has been a persistent issue for years, but it is now becoming a national crisis,” the Congresswoman went on to say. “Newspaper headlines and news broadcasts across our Nation have been flooded with chilling stories about victims of bullying. This hearing will be an opportunity to hear from Houstonians in order to help establish National solutions,” she concluded.

The report, In Anticipation of Nov. 2: Black Voters and Candidates and the 2010 Midterm Elections, was released by the Joint Center for Political and Economic Studies, a leading authority on the black electorate that has consistently surveyed and reported on the opinions of African Americans since 1970. The analysis was conducted by David A. Bositis, Ph.D., Senior Political Analyst at the Joint Center, and discussed with a standing room only roundtable of journalists and other political organizations in Washington, D.C. Dr. Bositis said this election could echo mid-term elections in 1986, when significant Black turnout helped Democrats gain House seats and take control of the Senate, and again in 1998, when Democrats picked up governorships in Alabama, South Carolina, and Georgia. “There are 20 House seats

HBCU Graduate Sworn In as Indiana’s First Black Federal Judge (NNPA) — Tanya Walton Pratt, 51, a graduate of a Historically Black Colleges and Universities (HBCU), has been sworn-in as Indiana’s first Black federal judge. Judge Pratt, who earned her undergraduate degree from Spellman College, in Atlanta, and her law degree from the Howard University School of Law, in Washington, D.C., said, “I did not attend college or law school at Ivy League institutions. I am a proud product of His-
torically Black Colleges and Universities,” The Associated Press reported. Pratt who took her seat on the court last week was unanimously confirmed by the U.S. Senate, 95-0, in mid-June. Pratt was sworn in to the U.S. District Court seat formerly filled by Judge S. Hugh Dillin, who ordered thousands of Black students from Indianapolis Public Schools to attend township schools in the early
1980s, reported The Indianapolis Star. “Judge Dillin would be so pleased having you as his successor,” Judge Sarah Evans Barker told Judge Pratt during the searing-in ceremony. “Surely his spirit is in this place.” Judge Pratt’s parents, both the grandchildren of slaves, were activists in the Indianapolis community. Coach Greg Schiano had no medical update on LeGrand’s condition after practice. LeGrand, a junior defensive tackle, was paralyzed from the neck down while making a tackle on a kickoff return Saturday against Army. Some doctors believe if a person who suffered a spinal-cord injury does not have some feeling or movement within 72 hours, there is little chance of recovery. Schiano is adamant in his belief that LeGrand will walk again. To honor their teammate, Rutgers players have put a sticker on the fronts of their helmets with the word “believe.� “When they look at it, they will see it,� Schiano said of the sticker. Dr. Roy Vingan, a neurosurgeon with the North Jersey Brain and Spine Group, said in a telephone interview with The Associated Press that there is set time to determine the extent of a spinal-cord injury. From his personal experience, however, Vingan said that spinal-cord patients who show no evidence of neurological function below the area of injury within 24 to 72 hours do not make significant recoveries. While the Long Beach resident shook his “money maka” with a cane in his right hand, people several feet away relaxed in chairs on the grass. And as attendees chilled on a cool, overcast Saturday, a mass of others sauntered along part of Crenshaw Boulevard, with some checking out vendors’ products. Those were just some of the many things that occurred at the Taste of Soul Black Family Festival on Oct. 16, a day filled with music, food, culture and more for tens of thousands of people. “I came out because of the fact that I like to support the black community,” said Rogers, 55, who attended the Los Angeles Sentinel’s festival for the first time. “It’s good to see people to be able to get together in South Central Los Angeles and have a good time without all of the riff raff.” For festival co-chair and L.A. City Councilman Bernard Parks Sr., the event sends a message: “You can have a great time on Crenshaw Boulevard” and not have any incidents. “You also can come to something for free …,” he added. “You can also see some of our local talents and local entrepreneurs.” One of those local talents included Roshon Fegan, aka Ya Boy Ro, who grew up a couple of blocks from where the festival took place. Fegan, who attended the festival when he was younger, was on stage this year, performing his songs “Us Against the World” and “Oh, Oh, Oh.” Moniquea also performed on stage earlier that day, singing “Can’t Let You Go” and “Out of Your Way” — tracks from her self-titled album that may be released in early 2011. Performer Alana brought an old-school feel to the festival when she sang “Hotel California” and “Proud Mary.” She mixed in contemporary music with Jay-Z’s “Empire State of Mind,” which she performed with her keyboardist, Theo, who rapped on stage. “The people are so appreciative,” Alana said when asked by a reporter why she came out to the festival. “They’re just so wanting to have a good time, and the one thing that I love about them is that they still love old See TASTE OF SOUL, page 11

Besides entertainment, a slew of speakers, including Sentinel Publisher and CEO Danny Bakewell Sr. and Congresswoman Maxine Waters, encouraged people to vote on Nov. 2. “Are we gonna vote?” Waters asked the crowd. “Yeah!” several seemingly energized people yelled back. “Are we gonna let them take anything from us?” “No!”
“Are we gonna vote like we’ve never voted before?” she said. “Yeah!” they replied. Other speakers included San Francisco District Attorney Kamala Harris, Lt. Gov. Abel Maldonado, L.A. Mayor Antonio Villaraigosa, and festival co-chair and city Councilman Herb Wesson, as well as several others. This is the fifth year the Sentinel held A Taste of Soul, which Bakewell started. Next year’s festival is scheduled for Oct. 15. Rogers, the Long Beach resident, said he plans to come back next year. “Lord willing and da creek don’t rise,” he said, “I’ll be here.”

Catholic Church UNTOUCHABLE ? BY YUSSUF J. SIMMONDS CO-MANAGING EDITOR In the dictionary, one of the meanings of Catholic is “universal.” The predatory sex scandal within the Roman Catholic Church (RCC) certainly bears out that definition too. There are reports from all over the world stating that Catholic priests have engaged in predatory sexual misconduct against young boys and girls. And in some cases, the church hierarchy, rather than report the behavior to the proper authorities, has shuttled the priests around to different parishes — thereby seemingly condoning the reckless, criminal behavior. It has also prompted some church watchers to say eventually climb the ladder and become cardinals, archbishops — and maybe even popes. According to a recent CNN report, “What the Pope Knew?”, the program outlined, in graphic detail, some of the predatory misconduct on three continents, and that just seems to be the tip of the proverbial iceberg. The reason that the church hierarchy cannot move aggressively against the priests is because the higher-ups, too, appear to have predatory skeletons in their closets. In the United States, there is a distinct separation of church and state; it is indicated in the U.S. Constitution. That provision of the law is often used to explain to immigrants and other countries how tolerant the United States is when it comes to religious freedom. Furthermore, religious freedom is widely used as the magnet that draws people from all over the world to America’s shores — it is one of the main ingredients in the U.S. melting pot. An abundance of sexual misconduct (alleged and proven) by Catholic priests has shaken the foundation of the RCC, and it has now reached the Pope’s doorway, at the Vatican. Research has begun to show that this predatory behavior has been with the church for decades — and possibly centuries. (In the latter part of the 19th century, a young nun in Australia, Mary MacKillop, along with a group of nuns from her order, were temporarily expelled from the RCC. The reason: In a clash with the clergy, her order had exposed a pedophile

priest. Pope Benedict XVI canonized her Oct. 17). In order to fully explain the predatory conduct, it is important to outline some of the predatory acts that have been proven and some that are in the process of being proven. They range from North America; South America and the Caribbean; Europe; Asia; Africa; and Australia. NORTH AMERICA Years ago, when news of deviant priests surfaced in the U.S. media, it seemed like an aberration — just a few rotten apples were to blame. Then reports of the rot enveloped the entire barrel, then the tree, and now it has spread throughout the orchard. The following are brief sketch of some of the documented cases. CALIFORNIA Reinforcing the observation that the predatory misconduct in the RCC is decades, and may indeed be centuries old, the archdiocese has on its website: The sexual abuse scandal in the Los Angeles archdiocese covered a period beginning in the 1930s and was mostly resolved in 2007 when a settlement was reached in which the archdiocese agreed to a pay victims $660 million. Troubling aspects of that matter created a further schism between the victims and the church because Cardinal Roger Mahoney (the current face of the church in the Southern California region) stonewalled the subpoena process relative to church documents, and the civil matter went all the way to the U.S. Supreme Court. In 2006, the church lost the case and was required to produce the previously subpoenaed documents about former priests to the L.A. County District Attorney. (This, and all the other legal rulings throughout the country, were very important because it illustrated the state’s overriding reach into church when church and secular matters cross paths — civilly or criminally). There have been 508 reported cases against the L.A. Archdiocese, according to court records. The settlement avoided the Cardinal from having to testify about church practices spanning a 50year span. Some of the cases went even further back into the 1930s, and this was only one settlement in a national and indeed a global tragedy. After the $660 million settlement, the Los An-
geles Sentinel interviewed one of the abuse victims — now an adult — and stated, in graphic terms, her experience as she described it “… that dollars is not the figure that will seep into the depths of Jackie Dennis’ mind to erase the sickening memory of the white hand with blonde hairs reaching up her brown legs and under her panties to touch the part of her then nine-year-old body that is most private. Nor will it erase the irritating memory of the same hand rubbing her developing breasts in continuous circular motions until they hurt…” This vivid description was being related 37 years after the incident and “… Jackie can still recall those graphic details of being sexually abused for three years by Father Neville Rucker while she attended St. Agatha in Los Angeles’ West Adams District.” She further stated that those images will probably always be with her, just as she will probably always suffer from the anxiety disorders she has experienced since the fourth grade because of the abuse, and that she will probably always be a bit uncomfortable during intimate moments. “But there is hope after any form of abuse,” she said. The female reporter who interviewed Dennis even experienced some of the discomfort of her interviewee as she then described “…chills went rushing through my entire body as I sat listening to Jackie, but I was surprisingly comforted by her softspoken manner and the peaceful tranquility she has managed to maintain within the walls of her Inglewood home.” The L.A. Watts Times reached out to an expert in human behavior to gain some understanding as to the “priestly” tragedies: Dr. Mark Perrault, a renowned psychiatrist who often deals with abuse victims in all aspects. “Basically what happened is, the (Roman Catholic) church (has) adopted a model and have imprisoned themselves in their own ideology, and it goes against the natural inclination of man,” Perrault said. “And additionally, there’s more going on between human beings when they are having sex than just sex; there is a closeness and an intimacy that is being nurtured and exchanged that speaks beyond that (sex). And in some sense, without that, the human being is being starved.” ST. MICHAEL, ALASKA

For seven years (1968 to 1975), one RCC deacon was accused of molesting boys in this small city. And though it happened about 35 years ago, as stated in a lawsuit against the Catholic church, the church building was a constant painful reminder of what occurred there. Experts say that sexual abuse against children has lasting effects that live with them throughout their entire lives. ILLINOIS The Survivors Network of those Abused by Priests (SNAP) has kept an eye on and has been reporting sex crimes against children within the RCC. SNAP reported that in 1997 a civil child sex abuse lawsuit was filed in Cook County alleging Frank Paduch abused a boy at St. Rita High School in Chicago in 1980-81. Two years later, that lawsuit was settled for an undisclosed amount by the Chicago Archdiocese and the Augustinians, a religious order to which Paduch belonged. In another instance, SNAP also reported that another child sex crime lawsuit was filed in North Dakota against a current Chicago resident, brother Raimond Rose (and his church supervisors) who, at that time, happened to live down the block from DeLaSalle High School on Chicago’s Southside. MASSACHUSETTS In 2002, the Rev. John J. Geoghan was convicted following an incidident in which he was accused of squeezing a young boy’s buttocks in Middlesex, Mass. That wasn’t the first time sexual misconduct was associated with “Father Jack” — three young boys years earlier accused Geoghan of inappropriately touching them. THE CHURCH AND THE STATE Though the church is separate from the state, whenever the public well-being is threatened or endangered, and the religious or spiritual col-
lides with the temporal, then the secular (the state: legislative, executive and judicial) has to intervene in the public’s interest. There is a fine line between when the state can intervene in church matters, but in the case of criminal behavior and/or when the public’s well-being is threatened, there is no line. The state has the power. Over the years, Congress has been very aggressive in holding hearings whenever the public wellbeing is threatened. Some recent examples that Congress has looked into on behalf of the public include: • Steroid use among athletes. • Toyota’s car recalls. • Government response during and after Hurricane Katrina. • The largest U.S. beef recall. •The recent salmonella outbreak linked to an Iowa farm. And there are much, m u c h more
instances where Congress has the right, in the interest of the public, to look into matters that negatively affect a large part of the population, especially the most vulnerable — the children. As a matter of fact, there was a recent congressional hearing looking into cases of bullying among the youth. There has been a not-too-distant instance where the U.S. Senate was concerned about the activities of some churches relative to financial lavishness. What about the sexual abuse of so many children, not only throughout America, but also all over the world? The abundance of clerical scandals at churches is tantamount to sexual terrorism and they are hiding in plain sight. The church/religion is thought to set society moral standards and be the moral compass for the people in their charge. The RCC hierarchy has not done enough — just talk and condemn verbally, but not enough action.

BY REV. NAJUMA SMITHPOLLARD ST. JAMES A.M.E. CHURCH Scripture: Psalm 46:1 Recently, I experienced a personal challenge and felt very uncertain about how things would turn out. I’m saved. I believe in Jesus. I know God. But if I can be honest with you, I felt a great sense of uncertainty, and at times, even some anxiety. I just didn’t see clearly how things could possibly turn around fast enough. I needed help quickly. Because the need was urgent, I will admit, I was tempted to look to people for help. I was prepared to make calls, blast e-mails, send a few text messages, and maybe even put up a post on Facebook. My rationale was ‘desperate times called for desperate measures.’ Have you ever felt desperate for help? At one time or another, we all have felt that desperate need for help, that “Fierce Urgency of NOW,” according to President Obama. And when life
has you backed into a corner in this way ... the mind can become dangerously creative! If unchecked, we may make a bad decision, call on the wrong people, or maybe even attempt to manipulate a way out! Fortunately, before I could leap too far into my own strategy, God sent this reminder and word of encouragement: “God is our refuge and strength, an ever-present help in trouble.” (Psalm 46:1) In my temporary state of desperation, I was prepared to figure things on my own. But, God quickly reminded me through His word that I didn’t need to look to people for help since He already is the help I need. His word reminded me that I didn’t have to “figure it out” on my own because He is ever-present help. I only needed to look to Him, since God is HELP. That word, arriving when it did, was Grace! When I got my emotions and my thinking together; then, I was able to rest in the other promise found in the same Psalm 46:10,
“Be still, and know that I am God.” Immediately, I shifted in my mind to a lower gear, slowed down, and then stopped to be still. It was crucial I make the stop because it was then, and only then, I could hear HELP (GOD) speak. To make a long story short, yes He did provide the help I needed. By listening to His helpful instruction, I ended up at the right place, at the right time, with the right people, to get the Help I needed. Hallelujah! To everyone reading this, I want to encourage you this week, in lieu of what you are facing, slow down, and then stop. Stop to hear God’s voice. Stop to breath in the breath of life and exhale. Stop and pray. Stop in order to discern what God is showing you. Stop long enough to allow wisdom and Godly instruction to direct your path. Stop before you make a wrong decision. Stop before you call on the wrong person. Stop looking for help, but trust in Him Who is your HELP!

Dr. Gist is the first African-American president of the 157,000 dentist member organization, the nation’s oldest and largest dental association in the United States. “Becoming the first African-American president of the ADA is very rewarding for me, because it has allowed me to demonstrate that the opportunity is here for every dentist that aspires to make a significant contribution to this fine profession,” Dr. Gist said. “It also highlights the accomplishments of the African-American dentists that preceded me and created this pathway for me to follow. While too many of my fellow professionals endured the hardships of being denied membership for far too many years, I represent the welcoming change in both attitude and spirit.” During his one-year term, Dr. Gist plans to focus on membership outreach and advocacy efforts that will have special appeal to young dentists. “Programs oriented to students and new graduates are a priority for me,” Dr. Gist said. “That's why I am so passionate about addressing debt issues, among other concerns, such as licensure, for students and new graduates — and I would like to see our new graduates become passionate about organized dentistry. I want them all to have a full understanding of how much organized dentistry has to offer, and I'd like to get them to a point where they feel that membership in organized dentistry is just as necessary as having a license to practice dentistry.” Dr. Gist received his dental degree from the University of Michigan’s School of Dentistry and was a captain in the U.S. Air Force before entering private dental practice. He and his wife, Jill, reside in Grand Blanc, Michigan, and have one daughter, Holly, and two grandchildren. Gist previously completed a four-year term on the ADA Board of Trustees representing Wisconsin and Michigan. He has also served as a delegate and on the Reference Committee on Dental Benefits, Practice and Health as well as chair of the Diversity Committee. In addition to being past president of the Michigan Dental Association (MDA) and the Genesee District Dental Society, he also is a past president of the Mid-State Dental Study Group, of which he is a founder. He served on the MDA Board of Trustees and as MDA secretary from 1994-1997. He is a fellow of the American College of Dentists, the International College of Dentists, and the Pierre Fauchard Academy, and enjoys memberships in the Academy of General Dentistry and the National Dental Association. Gist is a delegate to the FDI World Dental congress and served as trustee liaison to the American Dental Political Action Committee (ADPAC) Board of Directors. The American ethos holds that working people should have the same basic options for life, liberty, and the pursuit of happiness as those of wealthy people. Regrettably, those who make minimum wage and those who make maximum wage are worlds apart. In 1965, CEO’s in major companies earned 24 times more than an average worker. In 1978, the ratio of CEO to worker compensation increased to 35 times more for the CEOs. By 1989, CEOs made 71 times more than their average employee. If you are already upset, it gets worse. In 2000, the ratio in favor of CEOs went to 300 to 1. In 2005, CEOs “only” made 262 times the average worker. The concept of a minimum wage began in Australia and New Zealand in the 1890’s. By 1912, the State of Massachusetts enacted a minimum wage for women and children. The first federal minimum wage in the United States of America was the Fair Labor Standards Act, enacted in 1938, with a .25 cent per hour wage and a maximum 44-hour worker week for laborers. Since then, the issue of minimum wage (and now livable wage) has been hotly debated. The idea that anyone would argue against the minimum wage baffles me. Rather, the issue for most American workers is whether the wage they earn can pay the bills. Unfortunately, for most, the answer is no. Consequently, the “living wage movement” was launched in 1994 by ACORN (Association of Community Organizations for Reform Now). While the national minimum wage was $4.25 per hour, the City of Baltimore increased pay for city workers to $6.10 per hour. Following the example of Baltimore, many cities across the nation saw the development of living wage coalitions. In fact, more than 140 American cities have adopted living wage laws. Simply put, if the prevailing minimum wage does not afford a worker to pay minimum wages then wages should be increased to pay living costs in each city. It does not take an economist to figure out a fix to the issue. Violations to minimum wage rates are most common in the appar-

Party Politics: The Black Vote, Stop the Bleaching of Black and Latino The Black Press and You Voting Districts BY DR. JOHN E. WARREN PUBLISHER, SAN DIEGO VOICE & VIEWPOINT AND FLORIDA TRIBUNE NEWSPAPERS
In spite of what we hear about the death of newspapers, the fact remains that talk show hosts and news commentators still look to newspapers daily, and many important news items one hears during morning drive-time on the radio come from newspapers. Newspaper editorial pages are the moral compass of a community and the influencers of public policy. Yet many politicians fail to respect the power of the African-American vote by ignoring to advertise in the Black Press. In California alone, Republican candidate for governor, Meg Whitman has spent over $200 million on her campaign, much of that for media time. Yet she has not placed one ad in any California AfricanAmerican newspaper. Likewise, State Attorney Jerry Brown, a former governor of California running against Whitman and a politician using all of his AfricanAmerican political contacts, supposedly to get the Black vote, has not placed one campaign ad in any African-American newspaper in the state of California. U.S. Sen. Barbara Boxer running against Carly Fiorina, another wealthy republican corporate female, has sent out press kits for her campaign. Yet neither of these candidates has placed an ad in any African-American publication in the state.
In contrast, Kamala Harris, an African-American female District Attorney running for California State Attorney General, won her primary election with the help of the Black Press in which she placed her political ads. In San Diego County, the State Senate Primary race was won by a candidate not currently holding public office. The race was won against a sitting State Assemblywoman who was favored to win. The Assemblywoman did not place ads in the local African-American newspaper. She lost by 22 votes. Her opponent did place ads in the African American newspaper and won. Jerry Brown running for Governor feels that African Americans will vote for him because we tend to vote democratic and have no choice but to vote for him. We say, Mr. Brown, wake up. If African Americans survived slavery and continue to survive racism, we can survive a Meg Whitman and a Carly Fiorina if they were to win. We can survive them or any other republican or democrat. Wigman and Fiorina appear to have written off the Black and Latino vote. The non democratic candidate for Lieutenant Governor in California has shown more interest in the African-American vote than his opponent. Consider the fact that the Republican Party is running some African-American candidates as in the State of Florida where a Black woman is running as Lieutenant Governor, and a strong Black candi-
date is running for Congress. Where possible, these races will result in “split tickets” or efforts to vote for candidates from different parties. Simply stated, politicians should be reminded that those holding or seeking political office should not be allowed to think that the past politics of their political parties are a guarantee of access to the African American community. The Black Press, which has been the voice of consciousness for almost 180 years, continues to influence more people in our communities than CNN. CNN might reach more, but the Black Press “touches” all those it reaches. The Black Vote is important. Whether a political race is determined by one vote or twenty two votes, each vote still counts. Those candidates, who don’t think enough to spend dollars with our newspapers to bring their stories to the black community, do not deserve our votes. No longer should candidates be allowed to show up at African American churches, smile at a few people and think they have the vote. No longer can a handful of Black political “yes” men and women give false assurances that they can deliver “our” votes, no matter what state we live in. Finally, if people disrespect your Black Press, they disrespect you. Your local African American community newspaper reflects you and what people think of you, whether or not you think of yourself being included with the rest of us. Something to think about.
Celebrating the Children’s Sabbath BY MARIAN WRIGHT EDELMAN NNPA COLUMNIST Across the country, thousands of people of faith are coming together right now to advocate for children in need through National Observance of Children’s Sabbaths celebrations. This annual celebration, held every third weekend in October, provides a time for faith communities to strengthen their existing efforts for children, discover new opportunities, and respond to the divine mandate to nurture, protect, and advocate for all children. The Children’s Defense Fund (CDF) sponsors the Children’s Sabbath with the assistance of a multi-faith advisory committee and the endorsement of hundreds of denominations and religious organizations. Every year, CDF compiles a multi-faith resource manual that guides the Children’s Sabbaths celebrations and the communities’ year-round child and family advocacy work.

The theme of the 2010 Children’s Sabbath is “Blessed to Be a Blessing.” Through worship, prayer and
actions, faith communities are affirming children as the primary blessing God has given us and committing together to working to end child poverty. In Genesis, God says to Abram (later renamed Abraham), “I will make of you a great nation, and I will bless you, and make your name great, so that you will be a blessing.” The central fulfillment of God’s promised blessing was children, grandchildren, and countless generations to follow. Just as God did with Abram, He invites us to consider how we will be a blessing. It’s a central idea in many faith traditions that all with which we have been blessed — families, resources, skills, talent, energy, vision, commitment — is not intended for our self-gratification or hoarding, but is meant to be used to bless others. Gov. Schwarzenegger’s Budget Vetoes Hurt the Needy and Reward the Greedy BY SEN. CURREN D. PRICE, JR. Gov. Arnold Schwarzenegger went too far last Friday when he used his line-item veto power to cut nearly $1 billion in social services and health programs from the $87.5 billion budget the Legislature had passed earlier that day. These vetoes will be devastating to thousands of families, revealing once again his apathy for the needy and a soft spot for the greedy. Of the governor’s $1 billion in line-item vetoes, nearly half target working parents and children by eliminating essential funding for abused and neglected children, mental health services for 20,000 students, and child care for single-parent working families. These were not unavoidable cuts and the governor’s vetoes will jeopardize the safety and well being of thousands of children by forcing many working parents to choose between jobs and child care. It also eliminates $18 million for alcohol and drug programs, halves state spending for AIDS local assistance programs and cuts $80 million in programs for abused and neglected children. The governor’s unilateral cuts come during an economic recession when people already struggling are most in need of help. But like other wealthy California Republicans, Schwarzenegger believes in balancing the budget on the back of the poor, while continuing to give millions in tax breaks to rich corporations. Rest assured that one of the first actions that the Speaker and the Democractic Caucus will take with the new governor is to restore those cuts taken by Gov. Schwarzenegger’s vetoes. Throughout the budget negotiations we Democrats urged the governor to suspend previously authorized corporate tax breaks that have yet to be implemented. However, the governor and Republican legislators insisted on $200 million in new corporate tax breaks as a condition to reaching a budget agreement. If the governor and the Republican Caucus had accepted any of our moderate tax reform proposals or held off on the new corporate tax breaks, he would not have had to make any of the line item vetoes to create the budget reserve. Unfortunately, the governor’s abuse of his veto power will devastate thousands of California families and send many of them into finan-

The Democratic leadership negotiated for 100 days to preserve the safety net for California’s neediest citizens, however, the 2/3rd vote requirement makes it nearly impossible to pass a budget that protects them as long as a minority in the legislature can hold up the process. While I am absolutely outraged by Gov. Schwarzenegger’s line item vetoes, I am pleased to say that the final budget does not include several of the severe cuts proposed in Schwarzenegger’s May budge revision, such as the elimination of CalWORKS, major cuts to the state’s In-Home Supportive Services program and reductions in Medi-Cal reimbursements for adult day health care services. The budget also will provide more K-12 education funding than the governor had proposed in May and increases the funding of the University of California and California State University systems by at least $250 million each. Budget Overview The budget aims to close California’s $19 billion deficit partially by leveraging accounting strategies that would delay some payments until the next fiscal year. The plan also assumes that the state will receive about $5.3 billion in federal funds that have yet to be promised. The assumed federal funds include $1.3 billion in higher payments for Medi-Cal, California’s Medicaid program. The budget plan also cuts $937 million from health and human services programs. The spending
reductions include: • $300 million from the In-Home Supportive Services program by imposing a 3.6 percent reduction in caregiver hours, leveraging federal funds and assuming lower caseloads; • $187 million by enrolling elderly and disabled residents into managed care programs; and • $84 million by freezing hospital MediCal rates. • The proposal also reduces prison health care spending by $820 million. Line-Item Vetoes The governor’s vetoes cut spending from 23 line items. The move aimed to increase state reserves from $364 million to more than $1.3 billion by eliminating: • Child Welfare Services — $80 million. At least 700 social workers across the state will be laid off or not backfilled due to this cut. As a consequence, 143,000 reports of child abuse or neglect will not be investigated and thousands of foster children will not be reunified with their families. The governor’s veto also means California will lose federal matching funds, bringing the total funding cut to this program is $133.5 million. • AB 3632 Mental Health Services for Students — $132 million. Thousands of children with disabilities and mental health needs will be denied help, including children with autism spectrum disorders, children with other developmental disabilities, and mental health needs. • Stage 3 Child Care — $256 million. Eliminates child care for 60,000 families statewide, including 81,000 children. It will make it even more difficult for Californians to keep their jobs, become financially stable, and provide children with a safe environment while their parents work. In Sacramento alone, 1426 Stage 3 families (90 percent are working) would lose childcare. 2829 children would be affected and would no longer have quality, educational child care services. 407 child care providers would be impacted, losing $19 million in child care reimbursement annually. An additional 60 families per month will lose their services as they end their 2 years after cash aid on CalWORKs Stage 2 and be placed on an eligibility list. The eligibility list for child care in Sacramento county already has over 3000 income eligible children who are not being served and waiting.
A View on Prop. 23 BY AUBREY L. STONE, PRESIDENT/CEO CALIFORNIA BLACK CHAMBER OF COMMERCE Proposition 23, the ballot measure that would suspend California’s progress toward a clean-energy economy, would be very bad news for California’s low income and minority communities. It would stifle job growth, an effect especially harsh in minority communities where unemployment is among the state’s highest. And it would stymie efforts to clean up some of the state’s most toxic facilities, areas where a disproportionate number of California’s minorities live. If passed, Prop. 23 would require the state to abandon for now its comprehensive clean air and clean energy standards that include increased renewable energy and cleaner fuel requirements, and mandatory emission reporting and fee requirements for major polluters. It would allow these programs to resume only after the state’s unemployment rate drops to 5.5 percent for a full year — something that’s happened just three times in 40 years. California’s economy is recovering, but it will likely be more than a dozen years before unemployment drops that low, stifling development of clean energy technologies and setting back California’s efforts to compete with China and other states in winning our share of the new economy — years we may not have. California’s nonpartisan Legislative Analyst’s Office recently refuted the claims by Prop. 23’s backers that the clean energy law is bad for the economy. It found the economic calculations used in those claims to be “essentially useless,” and it found that suspension of the clean energy law could “dampen additional investments in clean energy technologies or in so-called ‘green jobs’ by private firms, thereby resulting in less economic activity.” Many of the affected minority communities are located just a stone’s throw from some of the state’s most toxic energy facilities. In all, some 63 percent of the population residing within two and a half miles of these facilities is African American, Latino or Asian/Pacific Islander. And statewide on average, 70 percent of people of color are exposed to dangerous particulate matter linked exposure to such pollution; this disparity is particularly sharp for African Americans. Partly as a result of such exposure, California’s low-income communities are facing epidemics of asthma and lung disease due to air pollution, which contributes to thousands of premature deaths, hundreds of thousands of asthma attacks, and thousands of trips to the hospital. Many of these toxic facilities are operated by some of the same
Aubrey L. Stone out-of-state oil companies — including Valero, Tesoro and Koch Industries — that are spending millions of dollars in an attempt to pass Prop. 23. In fact, 98 percent of campaign cash for Prop. 23 is from the oil industry; 89 percent of it is from out-of-state. Such communities — like Wilmington in the L.A. area where many of the toxic plants are located and the poverty rate is 25 percent — would benefit greatly from the solid, good-paying “green color” jobs a clean energy economy would bring. As San Francisco State Urban Studies Professor Raquel Pinderhughes recently noted, the vast majority of green collar jobs do not require high levels of education. In fact, clean energy businesses are one of the few bright spots in our recovering economy. These businesses are creating many jobs that can provide pathways out of poverty for struggling families. Many of these jobs — in solar companies, energy efficiency firms, and green manufacturing — are “middle-skill” jobs. They pay well and require training and skill, but they are available to people without four-year university degrees. Since 2005, California green jobs have grown 10 times faster than the statewide average. If we kill our state’s clean energy and clean air standards, California would lose hundreds of thousands of jobs and billions of dollars in investments. California would change instantly from clean energy “leader” to “laggard.” Other states would win the countless jobs and investments that California now attracts. We know why the out of state oil companies like Prop. 23. With it in place, the Texas fox would be guarding California’s henhouse, wiping out years of progress toward a clean energy economy, good jobs and a healthier quality of life.

Last year saw the largest increase in child poverty in five decades — a larger increase than for any other age group. More than 15.5 million children, more than one in five, are now poor. We desperately need to answer that call. As part of the National Observance of Children’s Sabbaths celebrations, faith communities are taking action. A top priority is connecting needy children with health coverage. The Children’s Health Insurance Program (CHIP) and Medicaid provide low-cost or free health coverage for uninsured children and comprehensive benefits. This includes doctor visits, vision, dental and mental health services, X-rays and more. One in every 10 children — 8.1 million — in the United States is uninsured and two-thirds of these children are eligible for CHIP and Medicaid, but not enrolled because of state barriers to coverage. Some faith communities will use the Children’s Sabbath weekend and the weeks that follow for outreach and enrollment events to link children to CHIP, Medicaid, or local health clinics. Congregations are taking actions in dozens of other ways too. Some are sponsoring letterwriting tables so participants can urge their Congress members to extend the extra help poor children and families are currently receiving until they get back on their feet again. They will encourage lawmakers to prioritize the needs of millions of children and their families that fell backward during the recession, rather than helping the wealthiest 2 percent of Americans, who have seen their fortunes grow enormously. Others are fighting childhood hunger by coordinating food drives, especially ones serving families in “food deserts” — urban and rural areas with few quality grocery stores that sell a good variety of food, including fresh produce and other healthy food options, at reasonable prices. Some places of worship are serving as host sites for CDF’s Freedom Schools programs to provide summer and after-school enrichment for children in their communities. Others are participating in service projects together, like painting a classroom at a Head Start center or low-income school, or sprucing up a common room at a homeless shelter or juvenile detention center. The possible ways to help are as varied as the needs. Congregations choose what’s right for them — they just need the will and the commitment. Each religious tradition recog-

Charlotte Soft Drink Bottler Settles Racial Bias Claim SPECIAL TO THE NNPA FROM THE CHARLOTTE POST Coca-Cola Bottling Co. Consolidated of Charlotte has agreed to pay $495,000 in back wages and interest to 95 AfricanAmerican and Hispanic job seekers for racial discrimination. The applicants applied in 2002 for sales support positions at the company’s Black Satchel Road distribution facility in Charlotte. The settlement follows an investigation by the U.S. Department of Labor’s Office of Federal Contract Compliance Programs. In addition to back pay, the Coca-Cola bottler agreed to make offers of employment to the applicants until at least 23 are hired. Those hired will receive retroactive seniority benefits they would have accrued from July 1, 2002, if not for the discriminatory actions of the company. “The Labor Department is firmly committed to ensuring that those who do business with our government do not discriminate in their employment practices,” said OFCCP Director Patricia A. Shiu. “Being a federal contractor is a privilege that comes with an obligation to ensure equal opportunity in employment.”
