Poll: Brown Widens Lead Over Whitman in Gov.’s Race

AP Photo by Rich Pedroncelli

In this Sept. 2, 2010 file photo is Democratic gubernatorial candidate Jerry Brown at a campaign rally at Laney college in Oakland, Calif. Brown is running against Republican Meg Whitman. Jerry Brown sees himself as a regular guy who buys his suits on sale, drives around in a Ford Crown Victoria and enjoys dinner at home with his wife. What he wants Californians to see past is the Jerry Brown of three decades ago who was derisively dubbed “Governor Moonbeam.” BY JULIET WILLIAMS ASSOCIATED PRESS WRITER SACRAMENTO, Calif. (AP) — A new poll shows Democrat Jerry Brown with a growing lead over his Republican challenger, Meg Whitman, as a gubernatorial campaign that has focused on personal attacks in recent weeks winds

to an end. The University of Southern California-Los Angeles Times poll released Sunday found Brown, the former two-term governor, leading former eBay chief executive Whitman, 50 percent to 38 percent among likely voters. Last month, the same poll showed Brown with an edge of 5 percentage points.

In the U.S. Senate race, incumbent Democratic Sen. Barbara Boxer has a slight lead over Republican Carly Fiorina, the former CEO of Hewlett-Packard Co., 47 percent to 41 percent, Boxer’s edge was 8 percentage points in the earlier USCTimes poll. Brown also was leading, although by a smaller margin, in a separate poll released last week. His campaign has begun intensive advertising after months of sustained spending by his billionaire opponent. Whitman, who unlike Brown faced a competitive primary in June, has spent $162 million on her campaign to date, about $142 million of it from her personal fortune. Brown’s campaign has spent about $25 million. Their general election campaign is the costliest in the state’s history, according to the California Fair Political Practices Commission. Even with her expensive media campaign, Whitman has found herself on the defensive in recent weeks, especially after she was forced to admit that her former housekeeper of nine years was an illegal immigrant from Mexico. Whitman says she fired Nicky Diaz Santillan last year when she learned Santillan was in the country illegally, but declined to help her get an

NPR Fires Juan Williams After Muslim Remarks on ‘The O’Reilly Factor’ BY GREGORY DALE SPECIAL TO THE NNPA FROM THE AFRO-AMERICAN NEWSPAPERS

AP Photo by Richard Drew

News analyst Juan Williams appears on the “Fox & friends” television program in New York, Oct. 21. Williams, who has written extensively on race and civil rights in the U.S., has been fired by National Public Radio after comments he made about Muslims on Fox News Channel’s “The O’Reilly Factor,” on Monday.

After an appearance on Fox News’ “The O’Reilly Factor” on Oct. 20, National Public R a d i o ’s S e n i o r News Analyst Juan Williams was fired from the company after claiming that Muslims make him “nervous” and “worried” on planes. Williams’ comments came after the show’s host Bill O’Reilly asked if the United States was facing a “Muslim dilemma.” “Look Bill, I’m not a bigot,” Williams r e s p o n d e d . “You know the kind of books I’ve written about the Civil Rights Movement in this

country. But, when I get on the plane, I got to tell you, if I see people who are in Muslim garb and I think, you know, they are identifying themselves first and foremost as Muslims, I get worried. I get nervous.” NPR announced that same evening it was ending Williams’ contract with the company. “Juan has been a valuable contributor to NPR and public radio for many years and we did not make this decision lightly or without regret,” the statement posted on the NPR website read. “However, his remarks on The O’Reilly Factor this past Monday were inconsistent with our editorial standards and practices, and undermined his credibility as a news analyst with NPR.” Williams, 56, who also serves as a political commentator for Fox News, outraged Muslim advocacy groups and liberal commentators who demanded his ouster. According to CBS News.com, conservative bloggers deemed the incident political correctness spiraling out of control. Richard Prince, Maynard Institute’s “Journal-isms” columnist believes Williams’ affiliation with both companies was among the pri-

mary reasons for conflict. “I think that the whole situation is unfortunate and I think the problem is that Juan Williams was working for NPR and Fox and they have two different cultures and in the end, they were hard to reconcile,” Prince told the AFRO in a recent interview. “NPR does not endorse the kind of behavior that is acceptable or even encouraged on Fox and that was part of the problem.” Prince added that the incident can’t be viewed in isolation, as Williams has been in conflict with the two companies in the past. “There have been other cases where the factor that he was working for both (companies) caused problems,” Prince said. Especially the time when he compared Michelle Obama to Stokely Carmichael and the time where he interviewed President Bush after NPR told him not to. This latest event is not simply about what he said; it’s about whether NPR wants a contract worker who causes them this kind of discussion.” George Curry, award-winning journalist and former editor-in-chief of Emerge Magazine and the NNPA News Service, echoed Prince’s remarks in saying there was a direct

conflict between Williams’ role as a news analyst and political commentator. “I disagree (with his firing) for what he said,” Curry told the AFRO in a recent interview. “A lot of times, his remarks really went over the edge and he should have never been in that capacity. I don’t think he should have been fired for voicing his opinion because he was in this dual [role] that was bound for conflict since the beginning.” On Oct. 21, Williams posted a piece on FoxNews.com, responding to his termination with the headline, “I Was Fired for Telling the Truth.” He wrote: “This is an outrageous violation of journalistic standards and ethics by management that has no use for a diversity of opinion, ideas or a diversity of staff (I was the only Black on the air). This is evidence of one-party rule and one sided thinking at NPR that leads to enforced ideology, speech and writing.” Meanwhile, The Tribune Washington Bureau reported that Fox News recently issued Williams a new three-year contract worth $2 million, a considerable increase from his previous salary.

NAACP Report Debunks Tea Party Leadership NAACP Leader says Some Members are Hate Group Leaders BY LINN WASHINGTON JR. SPECIAL TO THE NNPA FROM THE PHILADELPHIA TRIBUNE The controversial resolution issued by the NAACP this past summer calling out racism within the ranks of the Tea Party produced surprising results within that raging political/social movement, according to the head of America’s oldest

civil rights organization, Benjamin Jealous. The national Tea Party ejected Mark Williams, the chairman of the pivotal Tea Party Express, for making outrageously racist remarks. Another important Tea Party entity issued an anti-racist statement and that movement began showcasing persons of color at its events often adorned with racist and anti-Semitic

Health Care Law –

What’s in it for Small Businesses? In California, small businesses, or businesses that employ less than 100 people, make up over 90% over all private sector employers, employ over 5 million Californians, and paid over a third of the state’s private sector payrolls. Nationally, small businesses employ over 50 percent of all private sector workers in the US and have generated two thirds of the new jobs in our economy during the recession. What is the new health care reform law doing to help this critical sector of our economy? Robert Phillips of The California Endowment and Sara Collins of the Commonwealth Fund, both private foundation headquartered in California and New York respectively who focus on health policy answers concerns raised by small business owners in California.

I own a sandwich shop in San Francisco with five full-time employees. Will the new health care law require me to provide them insurance? If it does, I may be forced to shut down – Son ka Wu, Vietnamese entrepreneur Answer: The new law doesn’t make it mandatory for small businesses with 50 employees or fewer to provide coverage.

I run BBQ business in Orange County with 13 full-time employees. My insurance cost has risen from 5 to 6 percent of my overall expenses to more than 12 percent, in the past four years. Soon I’ll have to opt out of providing health insurance. Can’t the new law help me lower my health insurance costs? – Liz Parker. Answer: Two provisions help reduce premiums. First, if you have fewer than 25 employees who earn an average wage below $50,000 per annum you are eligible for a tax credit of up to 35 per cent of the amount you contribute for employees’ premiums, for taxes filed for 2010 to 2013. From 2014 to 2016, the tax credits will increase to cover up to 50 percent of the employer's premium contribution for eligible small businesses. Second, the health law requires states to create insurance exchanges which will give small businesses more options and clout in purchasing insurance. The state exchange in California will allow small businesses to band together to purchase insurance, giving them the type of clout that large businesses enjoy when negotiating for coverage. In California, 3.76 million small-business employees and their dependents, and 840,000 self-employed people, will be eligible to purchase insurance through the exchange.

I am a Korean-American entrepreneur operating a small travel agency in San Jose. I have seven employees. One was diagnosed with liver cancer but our insurance provider has stipulated a limit on the cost that it will bear. What are the alternative options that I have? Can the new health care law help me? – Lianna Kim Answer: The health care law outlaws denial of insurance to those with pre-existing conditions. But this change won’t take full effect until 2014. But U.S. citizens and legal immigrants who have preexisting conditions and have been uninsured for at least six months will be eligible to enroll in the new Pre-existing Condition Insurance Plan (PCIP) being offered through California’s Medical Risk Medical Insurance Board (MRMIB). Maximum out-of-pocket cost sharing for enrollees will be $5,950 for individuals and $11,900 for families, per year. As of September 23rd, the law prohibits all health plans from imposing lifetime dollar limits on benefit payments. This provision applies to both old and new insurance plans. For people who have exceeded their lifetime limits before September 23, the plans must provide notice that the lifetime limit no longer applies, and provide an enrollment period for those who have disenrolled from the health plan.

I am a Latino entrepreneur running a Mexican restaurant in San Jose with 10 employees. I don’t have the time and expertise to figure out the most affordable and appropriate insurance cover for my employees. Does the new law simplify the insurance purchasing process? – Jose Rios Answer: California is required to create new health insurance exchanges for small businesses like yours and for individuals starting in 2014. This aims to make it simpler for individuals and small businesses to compare different policies by making it mandatory for participating insurers to meet a set of federal essential benefit standards. All plans will have no lifetime or annual limits on what insurers will pay, and must limit out-of-pocket costs to $5,950 for a single person and $11,900 for a family. Deductibles for small businesses can be no greater than $2,000 for a single policy or $4,000 for a family policy. signage, reactions the NAACP leader sees as “small” but salient steps. However, according to Jealous, the Tea Party still harbors dangerous racists within it leadership ranks. Jealous made these observations recently when his organization released an extensive report on Tea Party activities across America, which documented the leadership roles of individuals in that movement who also hold leadership posts in virulent white supremacist and pro-Nazi organizations. The “Tea Party Nationalism” report provides over a dozen examples of hate group leaders holding leadership posts in Tea Party factions. The report cited people like Roan Garcia-Quintana of South Carolina, who recently joined the board of America’s largest white nationalist group the Council of Conservative Citizens; Texas Tea Party official Karen Pack, who is closely aligned with the KKK; Florida Tea Partier Peter Gemma, who is a staunch Anti-Semite; and Larry Pratt of Virginia, the executive director of Gun Owners of America who frequently solicits support from the pro-Nazi Aryan Nation. “Tea Party Nationalism,” prepared by the Institute for Research and Education on Human Rights, debunks many of the positions advanced by this overwhelmingly white, politically conservative, Republican-leaning movement, like party claims that its sole concentration is lowering budget deficits, taxes and federal government power. Tea party ranks remain “permeated with concerns about race, and national identity and other so-called social issues,” the report states in its introduction. This party’s “storied opposition to political and social elites turns out to be predicated on an antagonism to federal assistance to those deemed the “undeserving poor.” Crediting the Tea Party with resuscitating “the ultra-conservative win of American political life,” the report criticizes the Tea Party for having had “a devastating impact on thoughtful policy making for the common good, both at the local and state as well as at the federal levels.” During the teleconference with reporters announcing release of the report, A. Elena Lacayo of the National Council of La Raza, a Hispanic civil rights organization, said, “This report shows how extremist groups try to take advantage of other groups to advance their agendas.” Citing the recent beating d e a t h o f a Latino man and the

POLL

Continued from page 3 later controversy involving a female Brown campaign aide overheard on a leaked audio tape calling Whitman a “whore” for cutting a deal with a police union for its endorsement. Both controversies dominated the final two gubernatorial debates, overshadowing issues voters have identified as crucial, such as the state of the economy and overcoming political gridlock in Sacramento. While more than eight in 10 Californians say the state is headed in the wrong direction, they are split about which of the gubernatorial candidates would best handle the economy. Whitman has hammered on the theme of job creation and turning around the economy for nearly two years. The poll also surveyed Latino voters, a crucial and growing demographic in the state. Those voters preferred Democrats Brown and Boxer by a wider margin than the overall electorate, despite Whitman’s intensive courting of them through Spanish-language advertising.

Brown has wooed Latino voters in part by pledging to sign the Dream Act, which would let U.S. high school graduates who were brought into the country illegally as children become legal residents after spending two years in college or the military. He also has reminded those voters that he marched with labor leader Cesar Chavez at the beginning of his political career. Whitman has responded with ads attacking Brown for his “soft” stance on immigration, saying California needs to devote its scarce resources to legal residents. The poll surveyed 922 likely voters by telephone from Oct. 1320. It has a sampling error margin of plus or minus 3.2 percentage points for likely voters, and plus or minus 4.6 percentage points for the 460 Latino respondents. Democrats have a 13.4 percentage point registration edge in California, but Republicans are thought to have the momentum this year. The poll anticipates only a 4 percentage point turnout advantage for Democrats.

NEWS IN AFRICA ANC Veteran Sounds Alarm Over Media ‘Self-Censorship’ SPECIAL TO THE NNPA FROM THE GLOBAL INFORMATION NETWORK South Africa’s media organizations recently marked Black Wednesday, when the former apartheid regime outlawed The World and Weekend World newspapers and Pro Veritate (a Christian publication) for publishing “inflammatory material that threatened the nation’s security.”

Scores of critics and 19 Blackconsciousness organizations were also detained on Oct. 19, 1977. Yusuf Abramjee, chair of the National Editors’ Forum, said it was important that the media industry in South Africa honor this day, especially now that media freedom is in the spotlight. In August, the ANC party set off a storm of controversy with a proposed Tribunal and Public Information bill to check the press, which, according to President Jacob Zuma, “tends to go overboard sometimes.” The Tribunal would be government-run as opposed to the independent office of “press ombudsman,” where a retired judge currently hears citizen complaints.

Southern Sudan Holds Anthem Competition BY MAGGIE FICK AP WRITER JUBA, Sudan (AP) — Southern Sudan is in the final leg of a competition to choose a national anthem ahead of its January self-determination vote during which it is expected to secede from the North. Five groups on Sunday

performed music to lyrics selected in a separate competition of poets and writers in September. A panel of Southern Sudanese musicians will select the final three musicians. The government will then select the winner later this year. The government and many citizens here hope an anthem will be needed after a vote in January that could see the south break away from the Khartoum-based northern Sudanese government. If the south votes for unity, no new anthem is needed. The title of the anthem has already been chosen: “Land of Cush,” a biblical reference to the ancient Kingdom of Kush.

Talented Teen Cut From ‘XFactor’ Debut, Hit With Deportation Order SPECIAL TO THE NNPA FROM THE GLOBAL INFORMATION NETWORK Zimbabwe teen and songbird Gamu Nhengu, who gave a standout performance for the British “X Factor” reality show, is bearing up under trying times. After getting cut by one vote by the “Factor’s” panel of four judges, she is now threatened with deportation by order of the United Kingdom Border Agency. After her recent performance on “X Factor,” judge Cheryl Cole gushed: “I thought you were adorable, I got you. I love your style

of song and how you perform.” “But I’m sorry Gamu,” the judge told the 18-year-old Zimbabwean student before delivering the bad news. “I don't think I can take you further forward. You just need to keep going and get some more experience.” The surprising turn of events prompted an outpouring of outrage from British TV viewers on Twitter and Facebook. The pop-singing Gamuchirai Nhengu had been living Scotland while her mother, Nokuthula Ngazana, completed her college studies. But Ngazana’s visa expired and the application to remain was rejected as they did not meet refugee status criteria. The family now must leave voluntarily or be forced out, and doesn’t have a right to appeal. The singer cannot apply separately to remain there.

Public Order Breaks Down in Conakry, Guinea, As Vote Nears SPECIAL TO THE NNPA FROM THE GLOBAL INFORMATION NETWORK Fighting broke out between supporters of Guinean presidential candidate Cellou Dalein Diallo and

Gamu Nhengu police, just prior to the muchdelayed run-off vote. In one incident, supporters — gathered to welcome Diallo after he returned from campaigning — were caught in a melee of rock throwing and tear gas, witnesses said. In another suburb, a group of women gathered at the headquarters of a political party that supports Diallo, also were dispersed by police. Diallo has threatened to boycott the vote unless the head of the national independent electoral commission, who allegedly favors rival Alpha Conde, resigns. Diallo, a former prime minister, officially won 43 percent of votes in June’s first round, while Conde took 18 percent.

U.S.: Enemies Searching WikiLeaks Iraq Papers BY LARA JAKES ASSOCIATED PRESS BAGHDAD (AP) — U.S. enemies already are combing through data released last week in a trove of Iraq war documents for ways to harm the American military, the Pentagon’s No. 2 official said Tuesday. U.S. Deputy Defense Secretary William J. Lynn called the documents “stolen material” and said they give adversaries key insight on how the U.S. military operates. He did not say which groups, or how the Pentagon knew they were researching the documents. “There are groups out there that have said they are indeed mining this data to turn around and use against us,” Lynn told a small group of reporters during a brief visit to Baghdad. “We think this is problematic.” The Pentagon furiously opposed the documents’ release Saturday by the whistle-blower WikiLeaks website. Lynn’s remarks came a day after WikiLeaks founder Julian Assange told CNN that the nearly 400,000 papers did not put troops at risk because the names of any soldiers or Iraqi civilians have been redacted. The U.S. has said that the WikiLeaks release of secret Afghan and Iraq war documents threatens national security. WikiLeaks posted about 77,000 Afghanistan war logs on its site in July, and the Pentagon concluded that no U.S. intelligence sources or practices were compromised by the posting. A few weeks later, Defense Secretary Robert Gates said he was not yet aware of any Afghan people who were killed as the result of the leak, “but I put emphasis on the word ‘yet.’ ” Lynn said the leaked information would not change the way the estimated 50,000 U.S. troops in Iraq

But he said he is mulling ways to keep more documents from leaking in the future, such as having computer systems monitor for irregular data searches. “It does seem like commonsense, and I don’t think we’re doing enough of it, frankly,” Lynn said. In Washington, Pentagon spokesman Marine Col. David Lapan said WikiLeaks may have even more classified material than U.S. officials previously believed. He declined to characterize it, but WikiLeaks already has posted half a million secret Iraq and Afghanistan war files since July. The group is also believed to have another 15,000 Afghan war field reports, 260,000 diplomatic cables and U.S. video of casualties in Afghanistan. At the center of the WikiLeaks controversy is a former intelligence analyst, Army Pfc. Meanwhile, the United Nations’ top human rights official called the U.S. and Iraq to investigate allegations of detainee abuse contained in the newest WikiLeaks’ war logs. The document cache contained reports of severe abuse by Iraqi forces, and showed that U.S. troops did not intervene to halt the violence in many cases. U.N. High Commissioner for Human Rights Navi Pillay said the information adds to “concerns that serious breaches of international human rights law have occurred in Iraq.” Pillay said that the U.S. and Iraq should prosecute anyone believed responsible for torture, unlawful killings and other abuses. The documents show that U.S. forces turned detainees over to Iraqi forces even after signs of abuse. Anne Flaherty in Washington contributed to this report.

“California’s clean air and clean energy law isn’t killing the economy, in fact it’s doing just the opposite.” Utuma Belfrey, Renewable energy electrician: Bayview, Hunter’s Point

With the economy being where it is right now, workers need new opportunities. In San Francisco, there is only so much new building we can do. But there are so many buildings and homes that need to be retrofitted, made energy efficient, weatherized, and need solar to reduce the electricity usage. My own son is in a solar panel electrician program right now.

The Tampa Tribune reports that Banton’s attorney notified the court Tuesday of the offer. The property is

valued at $350,000. Stephen Marley is a Grammy winner who beat Banton to win for best reggae album this year. Last month, a judge declared a mistrial for Banton. He is accused of conspiring to buy cocaine from an undercover officer. Banton has been held without

Jamaican Reggae Singer Gregory Isaacs Dies at 59 BY JILL LAWLESS ASSOCIATED PRESS WRITER LONDON — Gregory Isaacs, the Jamaican reggae singer whose smooth style earned him the nickname “Cool Ruler,” has died. He was 59. Isaacs’ manager, Copeland Forbes, said the singer died Monday at his London home. Isaacs had been diagnosed with lung cancer a year ago, but continued performing until weeks before his death. His wife Linda said Isaacs was “well-loved by everyone, his fans and his family, and he worked really hard to make sure he delivered the music they loved and enjoyed.” Born in a Kingston, Jamaica slum in 1951, Isaacs began recording in his teens, and went on to produce scores of albums .With his sinuous baritone and romantic songs, Isaacs became a leading proponent of the mellow “Lovers Rock” style of reggae. He hit his stride in the mid-1970s with ballads like “Love is Overdue” and “All I Have Is Love.” Later that decade he teamed up with the Jamaican production duo of Sly Dunbar and Robbie Shakespeare for several hit songs including “Soon Forward” and “What A Feeling.” “Gregory’s voice and writing ability was wicked. He was one of those soulful singers you could sit and listen to for hours,” Dunbar said Monday. Isaacs was best known internationally for the title song from his 1982 album “Night Nurse,” a club favorite which later became a hit for

His career was stalled by a cocaine habit that landed him in jail on several occasions. Isaacs said ruefully in 2007 that he’d gone to “Cocaine High School ... the greatest college ever, but the most expensive school fee ever paid.” Drug abuse took a toll on his voice but he kept making music, releasing a well-received final album, “Brand New Me,” in 2008. Obama:

The president tells thousands at USC that their votes could help move America forward or backward

YOU’LL DETERMINE AMERICA’S COURSE BY YOUR VOTE

BY SAM RICHARD Contributing Editor President Barack Obama on Oct. 22 urged thousands at USC to vote and said they could help set the nation’s course for the next several years in the upcoming midterm elections. “And just like you did in 2008, you can defy the conventional wisdom,” niversity estimates was about 37,500 Obama said in front of what the university people. “The conventional wisdom that says young people are apathetic; the conventional wisdom that says you can’t beat the cynicism in politics; that you can’t overcome the speciall interests; that all that matters is all the big money and the negative TV ads. You have a chance to say, ‘Yes, we can.’ ” Voters could help Democrats keep majority control of the House of Representatives and Senate or hand it to Republicans. Or the GOP hile the Senate remains a democratic could seize control of the House while stronghold. Other high-profile Democrats and speakers urged attendees at the “Moving America Forward” rallyy to vote. Obama told attendees that this election will be tough because the nation has gone throughh an “incredibly difficult time.” sh Job growth was more sluggish between 2001 and 2009 than anyy time since World War II, and the middle class has been hurting for most of the last decade, the President said. He spoke about America’s problems during that period: Jobs shipped overseas; parents unable to send their children to college; Americans working a couple of jobs to make ends meet. In the six months before he took office, there was a loss of 4 million U.S. jobs, Obama recalled, adding hundreds of thousands more were lost after he was sworn in. He said 8 million jobs were lost before his economic policies had a chance to be put into place. Republican leaders in Washington created and left him with a mess, the President also said, later characterizing them as people who sat on the sidelines, said no to everything, and pointed fingers of blame at him. He accused Republicans of figuring out that perhaps Americans would forget they caused a mess and “ride anger” all the way to election time. “But, Los Angeles, as I look out on this crowd, this tells me you haven’t forgotten,” he said, drawing cheers from the crowd. “Their whole campaign strategy is amnesia. “And so you need to remember that this election is a choice between the policies that got us into this mess and the policies that are leading out of this mess, a choice between the past and the future, a choice between hope and fear, a choice between moving forward and going backwards, and I don’t know about you, but I want to move forward, Trojans.” His speech, given in support of California Sen. Barbara Boxer, was part of his efforts to help Democrats for the midterm elections on Nov. 2.

Many politicians showed up at the event, including Los Angeles County Supervisor Mark Ridley-Thomas, California Assembly Speaker Emeritus Karen Bass and L.A. City Councilman Bernard Parks Sr., among others. Speakers on stage included Boxer, San Francisco District Attorney Kamala Harris — who is vying to become the next state attorney general — and gubernatorial candidate Jerry Brown, as well as L.A. Mayor Antonio Villaraigosa and others. The attendees packed USC’s Alumni Park on a sunny Friday afternoon, cheering several times after Obama’s remarks with “Yes, we can!” and “USA!” and holding up signs that read “Vote 2010.” Somewhere at the event was USC political science professor Ange-Marie Hancock, an expert i n A f ricanAmerican politics and the 2010 midterm elections. “I thought Obama’s speech was spot on in terms of what he needed to do at this particular point in time,” said Hancock, who spoke to the L.A. Watts Times in a separate interview days after the rally. “What’s critical in the last two weeks before any election is getting your base fired up and ready to vote, and I think both the rally and the speech that he gave to donors were absolutely effective in doing so.” Turnout during midterm elections is a theme Obama wanted to stress because, although they are not less important, voters generally tend to treat them as less important than electing a president, Hancock said. Traditionally, underrepresented voters — including blacks, Latinos and voters who have registered for the first time — tend to turn out less in following elections, she later added. “The Obama campaign was able to register an amazing number of new voters, whether they were young voters, whether they were AfricanAmerican, Latino voters, and they were able to turn them out in ’08,” the professor said. “But of course getting them to come back and getting to the regular, familiar pattern of voting is a more daunting kind of proposition.” Hancock added that lower voter turnout usually tends to favor those who are traditionally in power, which are incumbents, but it also tends to favor Republicans.

“So we kind of have two dueling forces going on in this particular election,” she said. “So we’re not sure quite how that’s going to benefit.” At the rally, Obama told the audience that if they don’t vote, they will give the Republicans “the keys back” and see them cut taxes for millionaires and billionaires, as well as give tax breaks to companies that ship jobs overseas. It’s possible Republicans could take over the House, but it may be harder to do so in the Senate, according to Hancock. It’s harder for the GOP to take over the Senate because those races tend to be less competitive, and over the cours course of time, tend to be less volatile, she added. So there’s lower t there is in the House. turnover than Republic National Committee spokesperson Doug Heye also charRepublican acterized the battle to take over the Senate as more difficult. “It looks to be a steeper hill to climb, but it’s definitely a hill that we can climb,” Heye H told the L.A. Watts Times in a recent interview. The election elec is significant and comes down to whether voters are happy with the th policies Obama put forth, he said. Heye said sa he believes Republicans can take over the House because voters are not n happy both with the agenda that they’ve seen from the president but also with how that agenda has been carried through. They didn’t did like the stimulus or health care bills, he said. “When the t President was sworn in on January 20th of 2009, the Republican Party Part was considered dead,” he said, later adding his party is in a real position of strength. Heye said sa the first thing Republicans will do is stop spending that he says has bee been out of control and added to the debt and deficit, and make sure there are policies that will create jobs. They want to make sure taxes aren’t raised on any Americans, he said. The Republicans need 39 seats to take over the House. He criticized the president, saying Obama talks about bi-partisanship and cooperation but goes on the campaign trail and attacks Republicans. He also responded to Obama’s statement that the Republican campaign committee chairman promised the same agenda of cutting taxes for millionaires and billionaires, and cutting rules for special interests, and cutting middle-class families loose to fend for themselves: “We want to do everything we can to help families,” he said. “We want to make sure taxes are low for all families.” After the rally, Delmi Ayala, a staff member at USC, said she “loved” Obama’s speech. “I really loved the story about the car in the ditch,” she said, referring to the President’s example of Republicans driving a car into a deep ditch, not doing anything to get it out, and watching Democrats do all the hard work to do so. “I liked the way it sounded. We’re taking charge now.”

ELECTION SLATE

NOVEMBER 2, 2010

THE ELECTION NEXT TUESDAY IS THE MOST IMPORTANT ELECTION IN “OUR” LIFETIME. PRESIDENT BARACK OBAMA VISITED LOS ANGELES LAST FRIDAY PARTLY TO EMPHASIZE VOTING AT THE MOVING AMERICA FORWARD RALLY. “WE’VE GOT A LOT OF WORK TO DO BETWEEN NOW AND NOVEMBER 2ND TO KEEP MOVING AMERICA FORWARD. BUT THIS MOVEMENT HAS NEVER BACKED DOWN FROM A TOUGH FIGHT,” HE REPORTEDLY SAID IN AN E-MAIL FROM ORGANIZING FOR AMERICA. AT THE USC RALLY, OBAMA SAID, “IF EVERYBODY WHO FOUGHT FOR CHANGE IN 2008 TURNS OUT THIS TIME, WE WILL WIN THIS ELECTION.” THOUGH THE PRESIDENT’S NAME IS NOT ON THE BALLOT, HIS AGENDA IS.

Governor EDMUND G. “JERRY” BROWN (Democrat): Under Jerry Brown, Californians saw their tax burden reduced by more than $16 billion. He indexed the personal income tax, eliminated the business inventory tax and offered energy tax credits, as well as other taxsaving measures. (Brown for Governor) Lt. Governor ABEL MALDONADO (Republican): The son of an immigrant farm worker, family man and reformer, Maldonado experienced a shock when several Democratic members of the state Legislature threw their support behind him, a Republican, for lieutenant governor. Lt. Governor Maldonado is continuing his week-long “Only In California” bus tour in Los Angeles to talk with voters about his candidacy to spur job creation, hold the line on fee increases at UC and CSU schools and stand up for hardworking families. (Official voter guide) Attorney General KAMALA HARRIS (Democrat): As attorney general, in addition to being the state’s top cop, D.A. Harris will assist and promote the President’s agenda. For she has stated, “The President was just here and he spoke about the violations on health care reform and how he is starting to correct an economy that was really thrown in the ditch by the previous administration. He has been very successful in those attempts, which are evident by the fact that in eight years, he has created more jobs than in the entire eight years of the Bush administration. The coming election is also about putting in place leadership in California, the largest state, to help the President to participate in the repair of this country.” United States Senate BARBARA BOXER (Democrat): Senator Boxer has been a leading advocate for the 30/10 initiative as a model for leveraging local funding for transportation investments that will bring thousands of jobs to the community. She has worked closely with the Mayor’s office and other stakeholders on the issue, and as the EPW Chair, has held hearings on 30/10 and innovative financing options under current law, and on ways to expand this approach in the future. This federal investment will boost California’s economy, reduce air pollution and congestion on our roads, and help us build a cleaner and more efficient transportation system to move people all across our state. 9th Congressional District BARBARA LEE These are the five things Rep. Barbara Lee stated that healthcare consumers need to know about:1) Health Insurance Exchanges; 2) Patient’s bill of rights; 3). Pre-existing condition insurance plan; 4). Small business tax credits; 5) Seniors and medicare recipients. (Lee’s website) 35th Congressional District MAXINE WATERS (Democrat): As one of the senior Members of the House of Representatives and of the California delegation, Congresswoman Waters has been a strong voice for the under-represented especially in minority communities throughout the nation. She said, “I am proud to represent the 35th Congressional District and I am committed to fighting to make sure all of my district is well represented in Washington, D.C.” 37th Congressional District LAURA RICHARDSON (Democrat): “I am running for reelection for the United States House of Representatives to continue the task of turning our economy around. During the

past ten years, America has been fighting two wars that have cost our nation over a trillion dollars. Wars that were inherited from the Bush Administration. As Rep. of the 37th Congressional District I have been instrumental in opening an office in every city I represent, it’s the first time in history our constituents have had congressional resources in their community. My responsibility is to the constituents of the 37th District and I pledge to continue the hard work on their behalf” said the Congresswoman.

State Senate 26th District CURREN PRICE (Democrat): In this tough economic climate, I strongly encourage you to utilize the Job Center provided on my website to stay informed about the employment opportunities available in the 26th Senate District and in the greater Los Angeles Area. I have made a pledge to bring 10,000 jobs to the Los Angeles Area, and hope that my online Job Center is a valuable resource in accomplishing that goal. (Price’s website)

33rd Congressional District KAREN BASS (Democrat): “Being a Member of Congress at this moment in history, President Obama’s agenda in healthcare and finance reform and Speaker Pelosi, I would like to be a part of helping to continue this agenda. Also relevant issues that I have worked on for the last 20 years: foster care, health care, removing barriers to employment in our community for people who have been incarcerated, educational deficiencies to make sure that we have the jobs we need in our community,” speaker emerita/candidate Bass said.

State Assembly 48th District MIKE DAVIS (Democrat): “We look forward to helping to improve the quality of life for residents of Los Angeles and the entire state. We are committed to increasing Health Care, Education, Crime Prevention, Transportation and Economic Development for our community.”

State Board of Equalization JEROME HORTON (Democrat): As a current Member of the State Board of Equalization District 4, Horton has 30 years of experience protecting the rights of California taxpayers. His background in accounting, finance, and business and real-estate law uniquely qualifies him to fight for fairness and equity in the tax code. As a former member of the California Medical Assistance Commissioner, Jerome is a known advocate for equal access to quality health care for all. Secretary of State DEBRA BOWEN (Democrat): As chief elections officer for largest state in the nation, my goals are to ensure voting systems are secure, accurate, reliable and accessible, and to make certain voters are confident that every ballot is counted as it was cast. (Official voter guide) State Controller JOHN CHIANG (Democrat): As state controller, John Chiang fights to make California’s budget more transparent and accountable. He vigorously opposes the budget gimmicks and accounting tricks pulled by Sacramento politicians including the Governor and legislature’s inability to pass an on-time budget. (Official voter guide) State Treasurer BILL LOCKYER (Democrat): The natural recession and sub-prime mortgage disaster hit California harder than most states and left our economy badly damaged. Times like these require strong, effective leadership. As your Treasurer, I’m managing $65 billion in state investments. Many states lost millions when financial markets collapsed, we didn’t lose a penny. Instead, we earned solid returns, adding billions to California’s investment fund helping preserve vital services. (Official voter guide) Superintendent of Public Instruction TOM TORLAKSON (non-partisan office): Teaching has been my life – and my passion – for the past 37 years. As a classroom teacher, coach, legislator and parent, I know our policies must be based on a simple question: ‘What is in the best interest of our children?’ Not bureaucrats and not politicians. It’s time we had a teacher who will put children first and fundamentally reform our schools. (Official voter guide)

State Assembly 51st District STEVE BRADFORD (Democrat): In his first year in office, Bradford authored 14 bills – five of which were signed into law by the governor. He said he has worked diligently, not missing a day of work. “I have a record of being accountable and present,” Bradford said. “The inclusiveness and opportunity that I tried to deliver (as a councilman) in Gardena – I’ve tried to keep that same mind-set of how to involve all people.” (Bradford’s website) State Assembly 52nd District ISADORE HALL (Democrat): It’s almost been two years since I was sworn in as your Assemblyman, and we have accomplished many things, amidst a recession and horiffic budget short-falls. However, our work to fight for change is not over; I am seeking your support and vote to continue the battle. (Isadore Hall, III for Assembly) State Assembly 55th District WARREN FURUTANI (Democrat): California now ranks near the bottom of per-pupil spending in the nation and this has to change. I am a proud graduate of California’s public school system, as are my two sons. I want to make sure that our education system regains its reputation for excellence. To do that, we cannot continue to cut education spending. We must fully fund Proposition 98 to ensure that our schools receive the money necessary to provide a quality education for every Californian. (Furutani for Assembly) State Assembly 47th District HOLLY MITCHELL (Democrat): Holly J. Mitchell knows firsthand how hard, tough and brutal our economic recession has been on working families. Her work with Crystal Stairs has brought her face-to-face with working parents struggling to care for their children while they fight to hang on to their jobs or search for new employment after having been laid off. (Holly Mitchell for Assembly) Mayor of Inglewood DANIEL “DANNY” TABOR (Non-partisan office) Inglewood Mayor Danny Tabor Lauds Obama Administration for $546 Million Transportation Loan for 8.5-mile LA-Inglewood-LAX Commuter Rail Line. He said, “This is a great day for Inglewood. This light rail project will create new jobs in our city. I hope to win Metro’s approval of my proposal for a local hire program for Inglewood workers and a focused contract procurement targeted to Inglewood small businesses.”

Barry Bonds Wants to Share Hitting Tips As Coach BY JOSH DUBOW AP SPORTS WRITER SAN FRANCISCO (AP) — Barry Bonds broke Mark McGwire’s single-season home run record. Now he wants to follow Big Mac into the coaching profession some day. Bonds spoke just outside the San Francisco Giants’ clubhouse before Game 1 of the World Series against the Texas Rangers on Wednesday night. “I love being home. I love being here, he said. When asked if he’d like to do more than just cheer on his former team in the future, Bonds said he would be interested in becoming a hitting coach in the future. “I have a gift and sooner or later I have to give it away, Bonds said. “I have to share it. Hopefully I’ll get the opportunity here. See BONDS, page 20

In this Oct. 9, 2010, file photo, Miami Heat’s LeBron James throws powder into the air prior to the team’s NBA preseason basketball game against the San Antonio Spurs in San Antonio. All or nothing. That’s the message from twotime reigning NBA MVP LeBron James, and it’s crystal clear. He came to Miami to win a championship — many of them, actually — and the Heat enter a season of colossal expectations. BY JIMMY GOLEN ASSOCIATED PRESS BOSTON (AP) — The Boston fans needed just 45 minutes to pronounce their verdict on the NBA’s alleged new superteam: “Over-rated! Mocking Miami in the closing minutes of the much-hyped but lackluster debut of its new superstar trio, the boisterous crowd at the TD Garden serenaded two-time NBA MVP LeBron James and sent him away with another loss on Tuesday night as the Celtics beat the Heat 88-80. James scored 21 of his 31 points in the second half and helped cut a 19point deficit to three points in the final 70 seconds. But Ray Allen hit a 3-pointer, and Paul Pierce made a pair of free throws to seal it for the defending Eastern Conference champions. “I actually felt like I was in the playoffs, said Allen, who scored 20 points. “It had the same feeling, that same energy. That was bad news for James, who lost to the Celtics in the playoffs twice in the last three years and finally gave up trying to win a championship in Cleveland. After a heavily publicized courtship, he joined Dwyane Wade and Chris Bosh with the Heat and created a team that was favored to win a championship — and hated everywhere but Miami. But the Heat fizzled in the debut of their superstar threesome on Tuesday night, scoring just nine points in the first quarter and falling behind by 15 at halftime. That's when James took over — the way he was forced to so many times in Cleveland. “It’s going to take time, and we understand that, James said. “I think right now it’s a feel-out process. It almost felt like we were being too unselfish, trying to get each other into the game.

Pierce scored 19 points, Rajon Rondo had 17 assists and Kevin Garnett had 10 points and 10 rebounds for Boston. Shaquille O'Neal had nine points and seven rebounds in 18 minutes in his Boston debut, and backup Glen “Big Baby Davis had 13 points and five rebounds. “We’re still a work in progress, O’Neal said. “We’re still learning each other. We played well. ... If we keep playing like that, we’ll be fine. James scored 15 points in the third quarter, making 2 of 3 from 3-point range as an outside threat and 5 of 6 from the line after picking up fouls on drives to the basket. He took seven of the team’s 13 shots in the quarter, and Miami cut a 19-point deficit to 63-57. “We knew we wouldn't necessarily hit on all cylinders right away, Heat coach Erik Spoelstra said. “When we got close and started grinding, that was more of his competitive nature the second half. But James missed three 3-point tries in the fourth as the Heat failed to claw their way back. He also finished with eight turnovers. Wade scored 13 points on 4-for-16 shooting, and Bosh had eight points, making 3 of 11 shots. “This is one of 82, Wade said. “I’m sorry if everybody thought we were going to go 82-0. It just ain’t happening." True, it’s only one game. But it’s an early reminder that paper talent doesn’t always translate into a winning team, especially when superstars and their egos are involved. Garnett, Pierce and Allen were able to do it in Boston from the start, winning their first eight games in 2007-08 and 29 of their first 32 en route to the franchise's 17th NBA title. “We know it isn’t going to be easy. The first half was an indication of that, Spoelstra said. “It’s not a reason to panic right now. ... I already

imagine we’ll be much better tomorrow. Celtics coach Doc Rivers fears that Spoelstra is right. “They’re going to be great, he said. “They’ll be much better. Hopefully, we will, too. The sold-out crowd — a single ticket in the luxury suites was listed at $18,824 a few hours before the game — booed James virtually every time he touched the ball and delighted in Miami’s early struggles. But that was no different from when he with the Cavaliers. Returning to the building where his Cleveland career ended, James avoided questions about the tumultuous summer in which he became the NBA’s biggest villain except to say, “It was pretty long. “I’m at a point where I’m looking forward to playing the games, he said before tip-off. “I’m excited about this new start. I’m excited about this season. I’m excited about this team and this franchise. I’m excited to get it going in a city where (I’ve) struggled. Since signing with the Heat, James has become beloved in Miami. And he remains a respected rival in Boston. But he’s still hated back in Ohio. A radio host in Cleveland hired a witch doctor to try to jinx James and his attempt to win a title elsewhere. WMMS-FM broadcast the ceremony on Tuesday morning, claiming to use bones, blood and a James jersey to cast a curse on the two-time MVP. Spoelstra said that the attention — neither good nor bad — wouldn't affect his team. “We’re not running away from the attention, the expectations or the pressure, he said. “We feel like we’re getting attacked on all sides, but once you step on the court, it all just goes away.

Deborah Neal says she relied on her faith in Jesus to carry her through a battle with the disease

Deborah W. Neal is important to know your body; pay attention to changes in your breast. “My family, friends and church family gave me real support for my care and recovery. Mothers in Action, a community organization

under the leadership of Brenda Marsh-Mitchell, really came through for me by providing financial support with food vouchers from Ralphs market. Those vouchers helped supplement my food expenses during the months of chemo treatments. My medicine payments were quite substantial during my treatment and those vouchers helped fill the gap. “Strength and courage came to me by educating myself through reading books and Internet sites on recovering from breast cancer. They helped me to understand the treatments, side effects, and diet and nutrition that would help me make it through. Through it all, I am a blessed, grateful breast cancer survivor.”

Some call it health reform, some Obamacare, yet many with a pre-existing heath condition and no health insurance may call it a life saver. For them the wait for affordable health insurance may be over. The Pre-existing Condition Insurance Plan (PCIP), part of the new Affordable Care Act, is now enrolling, enabling chronically ill and uninsured African-American community members access to affordable health insurance. The PCIP provides an opportunity for African Americans, many of whom have been denied, or could not afford, health insurance because of HIV, diabetes, cancer, or other once exclusionary conditions. Federally funded at $5 billion, PCIP is slated to provide a broad range of health coverage including primary and specialty care, hospital care, and pre-

scription drugs. Once enrolled coverage begins immediately and will provide limitless health insurance coverage, low deductibles and low co-payments, at least in theory. The federal government, or states, will administer PCIP so enrollment costs and eligibility requirements may vary from state to state. PCIP will run until 2014, when it will be replaced by more affordable insurance exchanges from which even members of Congress will have to purchase their insurance. In the meantime, the AIDS Drug Assistance and Ryan White programs will remain in place, that is for as long as they are funded. If you are in need of health insurance coverage due to a pre-existing condition, visit healthcare.gov. As enrollment may require proof of a pre-existing condition contact your care provider to collect those records.

Although Breast Cancer Awareness Month will end soon, individuals and organizations are continuing to fight the disease all the time. Lake Elsinore resident Deborah W. A transcript of her experience is below: “After being diagnosed with breast cancer in April 2009, I relied on my faith in the Lord and Savior Jesus Christ to carry me through. I found the lump in my right breast by performing my monthly self-breast exam in February 2009. Even though I’ve done annual mammograms yearly after my 40th birthday, a self-breast exam was the way I found the abnormality. So ladies, it

Abuse Claims Detailed in Unsealed Calif. Church Docs BY GILLIAN FLACCUS AP WRITER SAN DIEGO (AP) — Newly released documents show the Diocese of San Diego long knew about abusive priests, some of whom were shuffled from parish to parish despite credible complaints against them. Attorneys for 144 people claiming sex abuse made the papers public Sunday, after a retired San Diego Superior Court judge ruled last week that the previously sealed documents could be released. The nearly 10,000 pages of records were from the personnel files of 48 priests who were either credibly accused or convicted of

sexual abuse, or were named in a civil lawsuit. The documents detailed one decades-old case in which a priest under police investigation was allowed to leave the U.S. after the diocese intervened. The plaintiffs in the lawsuit settled with the diocese in 2007 for nearly $200 million, but the agreement stipulated that an independent judge would review the sealed personnel records and determine what could be made public. The files show some church leaders moved priests around or overseas despite credible complaints against them. Some of the moves occurred decades before any allegations became public.

Attorney Irwin Zalkin, left, alongside SNAP National Director David Clohessy, right, and Anthony De Marco, speaks with members of the media during a news conference Oct. 24, in San Diego. Attorneys for nearly 150 people who claim sexual abuse by Roman Catholic priests released thousands of pages of previously sealed internal church documents Sunday that detail complaints against the clerics and include medical records and correspondence between priests and their superiors.

“We encourage all Catholics, all members of the community, to look for these documents,” attorney Anthony DeMarco said at a news conference. “These documents demonstrate years and years and decades of concerted action that has allowed this community’s children to be victimized, and it is not until the community looks at these documents that this cycle is ever going to be ended.” In a statement Monday, the diocese said it had voluntarily complied with all aspects of the lawsuit settlement reached in 2007. “It is the ongoing hope of the diocese that all victims will continue on the path toward healing and reconciliation,” the statement said. The files were released after a three-year legal battle. At least one of the priests, Gustavo Benson, was still in active ministry in the Diocese of Ensenada in Mexico. The diocese’s website lists Benson as the current treasurer. Benson, now 64, pleaded no contest to a misdemeanor charge of molesting a 13-year-old boy in 1987 after striking a plea deal. He had been accused of molesting two teens at his home in Barstow and at his cabin in Forest Falls, as well as giving young boys beer and wine coolers. Benson’s secretary Guadalupe Cochran said Monday the priest was on vacation for two weeks. She said she did not know if he had gone to the United States or was vacationing in Mexico. Calls to the Archdiocese of Tijuana, which oversees Ensenada, were not immediately returned. In a 2002 interview with The Press-Enterprise of Riverside, Benson said he ministered to children there but had not done anything

Lee A. Saunders

Washington, D.C. — The Leadership Conference on Civil and Human Rights (LCCR) announced that AFSCME Secretary-Treasurer Lee A. Saunders has agreed to serve as the Treasurer of the Civil and Human Rights Coalition, made up of more than 200 national organizations. Since 1950, LCCR has worked to promote and protect the civil and human rights of all persons in the United States, and build a more open and just society. “It is an honor for me to serve as Treasurer of the Leadership Conference on Civil and Human Rights, an organization that has been at the forefront of preserving, promoting and protecting hard-won civil and human rights in this country,” said Saunders. “The work of the Leadership Conference on Civil and Human Rights is impressive and unrivaled. From the Family Medical Leave Act to the Americans with Disabilities Act to fighting to preserve a fair and independent judiciary branch, LCCR has always been there.” Saunders was recently elected as the new Secretary-Treasurer of the American, Federation of State, County and Municipal Employees, which represents 1.6 million members. Saunders is the highest-ranking African-American in the labor movement. Prior to being elected to Secretary-Treasurer, Saunders served as the chief of staff to the National Union President, Gerald McEntee, and oversaw the Union’s national political action program. Saunders is also on the national Executive Council of the AFL-CIO. Saunders created the AFSCME/UNCF Union Scholars Program, a partnership with the United Negro College Fund to reach out to young people of color who wanted to join the labor movement. “The Leadership Conference on Civil and Human Rights will benefit from the leadership of Lee Saunders,” said Ralph Miller, President of AFSCME Local 685, representing more than 4,000 probation officers’ in Los Angeles County. inappropriate. In at least one instance, the newly released files included abuse allegations against the Rev. Luis Eugene de Francisco of Colombia, whose name had not previously surfaced in any lawsuit or criminal case.

Police investigated de Francisco for allegedly abusing children, but the diocese convinced authorities to drop the case if the priest would return immediately to his Colombian diocese and never return to the U.S. See ABUSE CLAIMS, page 22

Children Can’t Vote But You Can — And Must BY MARIAN WRIGHT EDELMAN NNPA COLUMNIST As we enter into the home stretch of another election season, many pundits have been asking whether a lack of “enthusiasm” might keep some voters home. Questions about which voters are most “motivated” and “excited” seem to come up every election cycle. But any voter who isn’t enthusiastic about the ability to place a vote and have a say in these midterm elections for local, state and national leaders is shirking their respo n s i b i l i t y a n d wasting a huge opportunity others have struggled and died for. Those of us who participated in and lived through the Civil Rights Movement know firsthand that the right to vote is something Black Americans were fighting and dying for not very long ago. Many of them could not have imagined — as Robert Kennedy correctly p r ed i c te d — th a t within a generation we would have our first Black president. Nearly 100 hundred years ago, American women were still marching and fighting for equal voting rights that hadn’t yet been guaranteed in the 19th Amendment. In places around the world, others are still struggling and sacrificing for a freedom too many Americans now take for granted. We have a responsibility to those who could not vote and those who still can’t — including children — to make our own votes count. As I told my sons in what became “The Measure of Our Success: A Letter to My Children and Yours:” Use your political power for others less fortunate. Vote and hold those you vote for accountable. We get the political leaders we deserve. America’s children and future are too important to leave to politicians elected by just a few of the loudest mouths backed by the powerful interests, who do not have to reveal their names, who seek to turn the clock of racial and social progress backward. Any American who cannot

bother to vote and who thinks that a single vote does not matter is letting America down and letting millions of children down. In a democratic society, if we like or don’t like what our political leaders are doing, we must make that clear through our voices and our votes. But we cannot accomplish that by staying home. In this election season amid continuing economic downturn, children face an emergency. Fifteenand-a-half million children are poor

Marian Wright Edelman

— more than one in five of all children, more than one in three Black, and one in three Hispanic children. The increase in child poverty between 2008 and 2009 was the largest of any age group and the greatest single-year increase for children since the 1960s. There is no more urgent need for our nation’s leaders than to stop the rise in child poverty and suffering and eliminate and alleviate right now its harmful short- and long-term effects. The catastrophic BP oil spill’s assault on our environment was an urgent national emergency, but so is the catastrophic impact of this recession and the chronic suffering of millions of children left adrift in a sea of hunger and homelessness, failing schools, political neglect and

budget cuts. We must declare a national child emergency and demand that our leaders do no harm, indeed stand up and vote, to invest in the basic human needs of all of our children to shelter, food, quality education and safety. It is critical that Congress members vote against extension of the profligate tax cut for the top 2 percent of wealthiest Americans and for extending tax cuts to the 98 percent of Americans who warrant help. Our future prosperity rests on our courage to step forward and close the gaping and growing gap between the very richest few in America and the rest of America, especially our struggling children. Now is a time when America can and must turn economic downturn into an opportunity to correct the gross imbalance of government subsidization of the wealthiest and most powerful among us and provide a strong safety net for all children. All our leaders in both parties need to respond to children’s needs. But they will not unless they hear from you through your voices and votes. As candidates line up to ask for your support in the final few days, demand that they commit to protecting babies as much as bankers and investing in children as generously as corporations. Get out to vote on or before Nov. 2 to give children the help they need. If you don’t vote for and protect children, who will? I have said repeatedly that people who don’t vote have no line of credit with people who are elected and thus pose no threat to those who act against our interests. Children can’t vote. But you can and must. Marian Wright Edelman is president of the Children’s Defense Fund, whose Leave No Child Behind mission is to ensure every child a healthy start, a head start, a fair start, a safe start and a moral start in life and successful passage to adulthood with the help of caring families and communities. The Future is in Our Hands BY JULIANNE MALVEAUX NNPA COLUMNIST I am walking up Fourteenth Street in Washington, D.C. It is a lovely day, crisp and with a light breeze in the air. It is a beautiful day, without a cloud in the sky, an uplifting and exciting day that swirls the spirit and energizes the soul. And yet, just a few steps up the street from my home, there is a man, fast asleep, sprawled all over the sidewalk. I struggle with a medley of emotions — concern, disgust, empathy and annoyance. Who is this middle-aged White man, legs akimbo on the street? How has he come to be here? I have to remind myself that the unemployment numbers simply suggest he has fallen on hard times. The overall unemployment rate, at 9.6 percent, means that one in ten people who are looking for work can’t find a job. For African Americans, the unemployment rate is more than 16 percent, or one in six people without work. If we consider the people who have dropped out of the labor force, who work part-time but really want full-time work, we are looking at 17 percent overall, and nearly 29 percent for African Americans. We are looking at millions of human beings who would be productive, if they only had the opportunity. The high unemployment rate is a concern for news writers, but more have been trumpeting “economic recovery.” When they speak of recovery, they need to speak to this man, this neighbor, who decided that, on a Sunday afternoon, his best shot at peace was to lie down and chill. He is not the only one chilling. Millions are somehow sitting at the periphery of the economy, waiting for opportunity. And opportunity has not come knocking. When will there be a knock on the door, an opportunity for economic expansion? No time soon, according to data that suggest that it may take another three to five years before we see unemployment rates as low as 7 percent. Too many people are trying to make their own way — creating their own jobs, own opportunities, and own possibilities. In some ways it’s a good thing that people are engaged enough to create jobs for themselves. Will this be the way, though, of the next decade? People can create their own jobs, but they can’t necessarily create their own social insurance programs. What happens to sick leave, retirement, and other benefits that are ordinarily associated with full

employment? Are we angling to have a labor market full of freelancers who do their own thing and create their own space? What are the long-term implications of having a dozen or so million people doing their own thing? What will

Julianne Malveaux that mean in terms of the social capital we can expect to harvest in the future? Just a week from now, on Nov. 2, our nation’s voters will return to the polls to select our leadership for the next two years. Our actions will determine whether President Obama has the opportunity to work with a compatible Congress or whether he will have to spend the next two years fighting detractors. Even if our President is blessed with compatible Democrats, it is clear (as Democrats have led the Congress for the past two years) that there will be challenges. This election is one where we will decide whether to move forward with public policy or to turn backward. The Obama election has meant a step forward — with health care, financial reform, and other major challenges changing the national landscape. What’s next? I saw a man lying on the sidewalk, and I didn’t have a chance to hear his story. He was jobless, undoubtedly, and maybe also homeless. His countenance was challenged, as if he had given up. I don’t know his story, but I know that there are thousands of men like him, men who need an opportunity to engage in our economy. His face is one that I won’t forget on Nov. 2. What face will you bring to the polls with you? Will that face compel you to move forward or to step backward? This election, like our nation’s future, is in each of our hands. Julianne Malveaux is President of Bennett College for Women in Greensboro, N.C.

Don’t Let Anyone Vote No on Prop. 20 Break Your Spirit BY DR. BENJAMIN F. CHAVIS, JR. NNPA COLUMNIST Once again, it is worth emphasizing that Black Americans have a serious vested interest in the outcome of the 2010 midterm elections. The Black press, in particular, has to continue to help wake up the masses of African Americans to make sure that we have the largest possible voter turnout on or before Nov. 2. Beware of the playa haters and the spirit killers. Don’t believe the hype that a majority in our communities are not enthusiastic about voting, and therefore will not vote because of some misguided notion that this election is really not that important. In our long struggle for freedom, justice, and equality, there have always been attempts to make some of us believe that there are just too many obstacles in our path or life journey and, as such, we should just throw in the towel, give up, and quit fighting for freedom and empowerment. Some national pundits, most on the conservative right, are overjoyed about their predictions that Black Americans are apathetic and emotionless about the Obama Administration and who no longer see a need for civil rights and racial justice concerns as priority issues. Thus, there is an irritating increase in those doom’s day predictions about Black America’s future importance in the nation’s political and economic life. Slave masters and their great grandchildren have always relished the thought that one day African Americans would willingly return to the days of absolute plantation-like social dependence on the benevolence of those who maintain a White supremacist worldview and economic control to be the key players in determining the quality of life of the Black people not only in America, but also throughout the world. I am not shocked when these regressive tendencies arise around each elec-

tion cycle. What does concern me, however, is when some African Americans start to mimic and repeat the backward mischief of those who have historically oppressed and exploited the Black community. I think we have more reasons to go out and vote today than ever before. Take the issue of the need for a better quality education of our children. That issue alone should necessitate the responsible action of millions of African Americans to vote for educational reform on November

Benjamin F. Chavis Jr. 2, 2010. I agree with my long-time colleague, Kevin Chavous, Chairman of the Black Alliance for Educational Options. Chavous recently stated, “By now I’m sure you heard the academic achievement gap between White children and children of color has grown to the point that by the fourth grade, Black and Latino children are, on average, three academic years behind their White counterparts.” Chavous rightly has called for a “Revolution in Education” led by Black parents and others who really care about the future of our children’s education in

America. Another timely shot in that “revolution” ought to be fired by millions and millions of Black people who should defy the socalled popular belief in Black apathy. We should vote in record numbers for our children. We should vote for educational reform in every state, congressional district, locality, and voting district. Some groups are spending a lot of money to suppress the impact of the Black vote, like in the state of Florida with the “Unfair Voting Districts” constitutional amendments 5 and 6 on the Florida ballot. In other states, the media is constantly reporting that African Americans just don’t care about the upcoming elections. Then, there are some in the African-American community who are afraid to use the terms that describe the condition of Black people in America for fear of being falsely accursed of “reverse racism.” In other words, some of us have become uncomfortable in having to demand freedom and equal justice. The whole purpose of this alert is to encourage you to not let anyone or anything break your spirit. African Americans have had hard times before now. But, we refused to give in to oppression and discrimination. We refused to allow others to define our realities and our dreams and aspirations. Yet, when it comes to the quality of life and the education of our children, we should never compromise. Voting for us was a hard fought civil right. But voting is also a present day responsibility. Let no one stand in your way to prevent you from voting. Keep your spirit strong! Let’s vote for a better future for our children’s education and development. Let’s vote for a better America, not a backward nation. We need a spiritual revival not just for ourselves, but for all.

Yes on Prop. 27 They are at it again! They are trying to reduce our representation in Congress and the State Legislature by changing the rules on how the districts are drawn. They have tried it before and they are trying again. We won’t let them get away with this! First, the Redistricting Commission created by Gov. Arnold Schwarzenegger’s Proposition 11 (passed by a very slight majority in 2008) took away the task of drawing district lines for the California State Assembly and State Senate, from the Legislature where our elected representatives have influence, to a 14-member committee that is unrepresentative and undemocratic — with members who know nothing about our community and its neighborhoods. A commission that knows nothing about our community certainly will take away our representation. Now, they are coming back again to take away the Legislature’s ability to draw district boundaries for Congress. Under this new scheme, members of our communi-

ty will have little or no input into the process and we will without doubt lose representation from our community in the Congress. That’s right. The ability of House Speaker Nancy Pelosi, Congresswomen Maxine Waters, Barbara Lee, Laura Richardson, and Assembly Speaker Emeritus Karen Bass to represent our community is at risk! Join them in saying No to Proposition 20 and Yes to Proposition 27. If California voters fail to pass Proposition 27 next Tuesday, and current Schwarzenegger law stands, the people can be denied their right to referenda Congressional redistrictings by a two-thirds vote of the Legislature. That’s what happened last time! The voters would no longer have the final say. That creates an enormous risk of our community losing its representation with absolutely no way to correct it at all. Let them know we will not stand for their taking away our fair representation. Vote No on Proposition 20 and Yes on Proposition 27!

Continued from page 16 Bonds broke McGwire’s single-season home run record with 73 in 2001 and went on to surpass Hank Aaron’s career mark of 755 in his final season in 2007. The seventime NL MVP hit 762 career home runs. McGwire, who retired in 2001, returned to the game this season, back in uniform as hitting coach for the St. Louis Cardinals. The team announced earlier this week that he would be back for a second season. Before the start of his first spring training as a coach, McGwire ended years of denials and a selfimposed exile by admitting that he had used steroids and human growth hormone on and off for a decade, starting before the 1990 season and including when he broke Roger Maris’ single-season home run record in 1998. Bonds, 46, has also been accused of taking steroids. He is scheduled to go to trial in March on

charges that he lied to a federal grand jury in 2003 when he denied knowingly taking steroids. Bonds, who has never officially announced his retirement, still holds season tickets in San Francisco but has made infrequent visits back to his old ballpark. This was his third trip this season. He came back in April for a reunion of the 2000 NL West champions and last week to throw out the ceremonial first pitch during the NL championship series against Philadelphia. While there are only a handful of Giants left from his final season in 2007, Bonds said he knows most of the players and has enjoyed watching the team make the postseason for the first time since his departure. He said it would mean a lot to the city if the Giants could win their first World Series title since moving to San Francisco in 1958.

“In early August 1963, father was placed under arrest by the civil police of the city of San Diego for violation of the State Penal Code,” then-Bishop Charles F. Buddy wrote the Colombian bishop in the Diocese of Cali. “At that time, arrangements were made between this chancery and the civil authorities of San Diego in which, if father left the United States with the promise never to return, the charges against father would be set aside by civil law.” Buddy wrote that de Francisco had crossed the border at Tijuana, Mexico, and was “directed to return directly to the Diocese of Cali.” DeMarco said the papers in the files were the first time attorneys became aware of de Francisco. Church files indicate de Francisco also served in Florida and Texas before arriving in the San Diego diocese, where he worked with migrant workers in the Coachella Valley and Indio about 150 miles southeast of Los Angeles. You have won a reputation as a zealous worker and devoted to the poor, Bishop Buddy wrote about the priest in a December 1962 letter. On the other hand, the ‘incidents’ at Indio were more serious than first presented to me, especially inasmuch as the police have made a record of them. You know how word gets around, so that you be certain that the police here will be
