Obama defends nuclear energy BY THE ASSOCIATED PRESS WASHINGTON — President Barack Obama on Tuesday defended the use of nuclear energy despite the calamity in Japan where a nuclear power plant leaked radiation in the wake of a devastating earthquake and tsunami. The president told Pittsburgh television station KDKAthat all energy sources have their downsides but that the U.S. — which gets 20 percent of its electricity from nuclear power — needs to look at the full array of them. The president said facilities in the U.S. are closely monitored and built to withstand earthquakes, even though nothing’s failsafe. Proponents of nuclear power fear their efforts to win over the public to the safety of their industry have been dealt a tremendous blow by the disaster in Japan. “I think it is very important to make sure that we are doing everything we can to insure the safety and effectiveness of the nuclear facilities that we have,” the president said in a second TV interview Tuesday, with KOAT in Albuquerque, N.M. “We’ve got to budget for it. I’ve already instructed our nuclear regulatory agency to make sure that we take lessons learned from what’s happening in Japan and that we are constantly upgrading how we approach our nuclear safety in this country,” he said. The president said he’s been assured that any radiation release from the Fukushima Dai-ichi nuclear plant along
Japan’s northeastern coast would dissipate before reaching the U.S. In Japan the crisis was spiraling as a fire broke out at a reactor a day after the plant emitted a burst of radiation. The government ordered people living within 20 miles of the plant to seal themselves indoors to avoid exposure. At the White House Tuesday, spokesman Jay Carney said that unlike some other countries the U.S. was not recommending that American citizens leave Tokyo over radiation concerns. Carney said that U.S. officials have determined Americans in Japan should follow the same guidance Japan is giving to its own citizens. Nonetheless, Austria said it is moving its embassy from Tokyo to Osaka and France recommended that its citizens leave the Japanese capital. The U.S. Embassy in Tokyo has told Americans to avoid traveling to Japan. Meanwhile more U.S. military crews were exposed to radiation Tuesday as the Pentagon ramped up relief flights over the reeling country. The Defense Department said the Navy started giving anti-radiation pills to some of those exposed, and Americans on two military bases south of Tokyo were advised to stay indoors as much as possible. With more aid for victims on the way, the U.S. Navy said it was redirecting three ships to work in the Sea of Japan on the country’s west coast rather than risk the hazards of radiation and the debris field in the waters off the east coast.
Sensitive air monitoring equipment on the aircraft carrier USS George Washington detected low levels of radioactivity from the Fukushima Daiichi nuclear power plant as the carrier sat pier-side at Yokosuka, south of Tokyo, Cmdr. Jeff Davis, a spokesman for the U.S. 7th Fleet, said Tuesday. Davis said that while there was no danger to the public from the radiation levels, the commander recommended as a precaution that military personnel and their families at the two bases, Yokosuka and Naval Air Facility Atsugi, limit their outdoor activities and seal ventilation systems. The Navy said Monday that radiation was detected by another carrier, the USS Ronald Reagan, and that 17 helicopter crew members had to be decontaminated after returning from search and rescue duty. The Navy said more crews were exposed to very low levels of radiation Tuesday and had to be decontaminated. Potassium iodide pills were given to a small number of those crew members as a precaution, said Col. Dave Lapan, a Defense Department spokesman. A threeship amphibious group, including the 31st Marine Expeditionary Unit aboard the USS Essex, was directed to position itself in the Sea of Japan and was to arrive Thursday for other relief duties. Energy Secretary Steven Chu said his department has assembled a team of 34 people and sent 7,200 pounds of equipment to Japan to help monitor and assess the situation with the nuclear reactors.
Health risks of radiation depend on dose, duration BY THE ASSOCIATED PRESS Concern is mounting about potential health risks of radiation from the crippled nuclear reactors in Japan. How much radiation you get depends on the dose, duration and method of exposure. Some types of radioactive particles are more dangerous or longer lasting than others. Some basics: Q. How are people exposed to radiation? A. Radioactive particles in fallout can be inhaled into the lungs, fall on the skin or be
ingested through contaminated food or water. The level can vary greatly even between short distances, said Dr. Fred Mettler, a University of New Mexico radiologist who led an international study of health effects after the 1986 Chernobyl disaster. “You can come around a corner and the dose rate can be very high, and you get back behind a column and the dose rate is much lower,” depending on what type of particles are in the fallout, whether you’re standing under a roof where they’ve accumulated or

The Asomugha Foundation is a nonprofit comprised of two programs, including Asomugha College Tour for Scholars (ACTS), which exposes minority students to college campuses through tours; and Orphans and Widows in Need (OWIN), a program that helps African children and women. Singer Ne-Yo creates show for Cartoon Network BY MESFIN FEKADU ASSOCIATED PRESS NEW YORK — Ne-Yo has written many hit songs — and now he’s taking writing to a new level. The Grammy winner told The Associated Press in an interview Friday that he closed a deal with Cartoon Network to produce his own show. The cartoon is called “I Heart Tuesdays” and Ne-Yo said production starts soon. He said the show is about “a 16-year-old girl that inherits the curse of her bloodline and she’s forced to save the world from the unknown evil every Tuesday for the rest of her life.” A message seeking comment from the network was not immediately returned. Ne-Yo said he created the show “for his sister.” The platinum-selling singersongwriter also says he’s putting together a line of hats. Ne-Yo stars in the new film “Battle: LA.” He had his first child in November. His latest CD, “Libra Scale,” was also released in November.

LOS ANGELES — Singer Nate Dogg, whose near monotone crooning anchored some of rap’s most seminal songs and helped define the sound of West coast hip-hop, has died at age 41. Attorney Mark Geragos said Nate Dogg, whose real name was Nathaniel D. Hale, died Tuesday of complications from multiple strokes. Nate Dogg wasn’t a rapper, but he was an integral figure in the genre: His deep voice wasn’t particularly melodic, but its tone — at times menacing, at times playful, yet always charming — provided just the right touch on hits including Warren G’s “Regulate,” 50 Cent’s “21 Questions,” Dr. Dre’s “The Next Episode” and countless others. While Nate Dogg provided hooks for rappers from coast to coast, the Long Beach, Calif., native is best known for his contributions to the West Coast soundtrack provided by the
likes of Snoop Dogg, Dr. Dre, Tha Dogg Pound and more. Nate Dogg was even part of a “supergroup” featuring Snoop Dogg and Warren G, called 213. Nate Dogg, who had suffered strokes in recent years, also put out his own solo projects but was best known for his collaborations with others. Last year, Warren G said Nate Dogg was in therapy but needed help. “Everybody just gotta keep him in their prayers, cause he had two strokes and that’s real dangerous. And a lot of people don’t come back from that,” he said in an interview to HipHollywood. “Cause the game needs him, I need him.” After word of his death spread, tributes poured in on Twitter. “We lost a true legend n hip hop n rnb. By Joy Childs Contributing Writer As readers know, newspaper readership is dwindling because of competition from online media. Notwithstanding the shrinkage, the Black newspaper has played and continues to play a critical and relevant role in the community for at least one important reason: For their entire history, Black newspapers have addressed and responded to the needs of Blacks. In light of Black Press Week, the L.A. Watts Times is giving readers a look at the evolution of the Black newspaper and its current state. THE BIRTH OF THE BLACK NEWSPAPER In a 1982 article in Ebony Jr., Managing Editor Mary C. Lewis wrote about “The Birth of the Black American News,” writing: “Black newspapers were born to be giants; the times demanded it of them. So much needed to be said in those times: about the horrible facts of slavery and its shameful way of chaining human beings’ bodies, minds and lives; about the unequal way free Blacks received (or didn’t receive) education, housing, and jobs; about the brave struggle Blacks made their lives; and about the laws being made that would weigh Blacks’ futures.” But there was no one to tell those stories — that is, until 1827, when Freedom’s Journal was founded by John B. Russworm, who was the first Black graduate of an American college, and writer Samuel Cornish. Their expressed purposes for the journal were: (1) to publicize from an anti-slavery point of view and (2) to print information of interest to Black folk. Along with these purposes, another was to encourage migration. Robert Sengstacke Abbott founded the Chicago Defender newspaper in 1905, according to the publication’s website, which boasts that by the start of World War I, it was the nation’s most influential Black weekly newspaper.
That, it turns out, is historically significant: During the war, the paper used its considerable influence in support of The Great Migration, its website says. It continued: The Defender extolled the virtues of life up North, published job listings and featured train schedules — and was distributed by Pullman porters to assist in migrant relocation. say what he wants to say and “give his writers more latitude than a daily paper to get the perspective of our readers …” Michael House, the Chicago Defender’s publisher and president, echoes Campbell’s views, saying that what brings him joy in his role is that the Black press is serving the Black community’s needs by conveying information that’s “relevant and that provides them with information on which they can base decisions about business, health, crime — those that impact the quality of life — that they won’t get elsewhere.” House, who was named to head the paper in 2008, came to the Defender with a vision to “create an integrated platform that includes Web, events marketing and traditional print advertising.” He acknowledges that while the paper’s core audience is still the hardcore reader who typically have not embraced the Internet, the paper does have a digital and online presence to serve the needs of its younger readers. As he sees it, “We have the best of both worlds.” A REVITALIZED BLACK NEWSPAPER ENVIRONMENT
Today, nearly 200 Black newspapers across the country comprise the National Newspaper Publishers Association (aka the Black Press of America). Campbell says, “There’s a revitalized Black press under the leadership of Danny Bakewell, Sr. … Our heyday was in the ’80s and early ’90s, but corporations tried to kill us off … Bakewell has got us focused again on what’s important: unity and the news … Under him, we’ve gotten our swag back, as the young people say!” Campbell feels that too often, “White publications focus on the bad …” and that “There’s enough coverage from the White press about the bad, it’s the inherent responsibility (of the Black press) to point out the good …” Danny J. Bakewell, Sr., executive publisher and CEO of the Los Angeles Sentinel and L.A. Watts Times, points to the longstanding and supportive role of the Black press in the struggle for civil rights when he
states that, “Whatever stature and appreciation and influence that I have in this country as well as in Los Angeles, I owe to the Black press. They have always carried what I’ve done as well as what other” civil rights leaders have done. He added that the press has covered any and every other Black person of stature in the African-American community. Bakewell noted that, “There’s simply no Black civil rights leader, there’s no business leader, there’s no religious leader, there’s no politician that has reached their station in life in the community without coming through the Black press.” SURVIVING, GROWING On this many can agree: The history of the Black press is an ever-evolving one. There have always been challenges — shrinking readership, competition from online media, and the drive for ad sales are just a few. But given its purposes — as a voice against slavery, as a call for a better life out West and up North, and as a place to tell African-Americans’ stories their way in their time — the Black press has largely survived and grown. What Cornish and Russwurm declared back in 1827 in the opening editorial of Freedom’s Journal, the first Black newspaper in the Western world, could serve as a front-page banner headline today: “We wish to plead our own cause. Too long have others spoken for us.”

school, weight lifting, running, more swimming, homework and a volunteer gig working with service dogs for the disabled. The study, released March 3, is based on interviews of about 5,300 young people, ages 15 to 24. It shows the proportion in that age group who said they’d never had oral, vaginal or anal sex rose in the past decade from 22 percent to about 28 percent. The findings are sure to surprise some parents who see skin and lust in the media and worry that sex is rampant. “Many parents and adults look at teens and sex and see nothing but a blur of bare midriffs. They think things are terrible and getting worse,” said Bill Albert, chief program officer for the National Campaign to Prevent Teen and Unplanned Pregnancy. There are other surveys of sexual behavior, but this is considered the largest and most reliable. “It’s the gold standard,” Albert said. Health scientist Anjani Chandra of the Centers for Disease Control and Prevention described the decline in sex as small but significant. She declined to speculate on the reasons. It’s difficult to look for a trend earlier than 2002 because previous surveys did not gather as much detail about various types of sex, she added. However, data over the years on vaginal intercourse among nevermarried adolescents shows a steady decline since 1988. That seems to be in sync with other CDC studies showing an overall drop in teen pregnancy. That the trend began in the late 1980s seems to undermine the idea that abstinence-only sex education — heavily emphasized during the 2001-2009 presidency of George W. Bush — is the explanation, Albert said. But it is possible those messages contributed, he added. Comprehensive sex education — which includes abstinence but also teaches contraception and safer sex skills — didn’t go away during the Bush years, said Elizabeth Schroeder, executive director of Answer, a national sex education organization at Rutgers University. “We have been redoubling efforts and it has made an impact on these statistics,” Schroeder said. Sam Dercon, a 17-year-old high school junior from Princeton, N.J., said he's learned to worry about the consequences of having sex. “I do think that sexual education is taking away that idea that you are invincible,” said Dercon, who is also a contributing writer to http://www.sexetc.org, a project of Rutgers-based Answer. “There’s always that fear of something going wrong with consequences that could screw up your future,” he said. The leading influence on sexual activity among young adults is what parents teach and what peers are doing, experts said. And for whatever reason, smaller proportions are “doing it” than in the past.

Congress is betting on abstinence education as part of new welfare reform law. King, the busy Illinois teen, said she broke up with a boyfriend because “we didn’t have time to hang out as much as we wanted to. We were both swimmers and the majority of the time we saw each other was at practice.” She is on the junior board for Robert Crown Center for Health Education, a nonprofit organization that teaches sex ed to students in the Chicago area. She sees sex, alcohol, smoking and drugs as distractions to her goal of getting a college scholarship in swimming, she said. “This generation is very focused on their future and not necessarily getting laid,” agreed Washington, D.C.-based sex educator Yvonne Fulbright. But she also suggested that some young men aren’t making time for relationships. “Some guys, at the end of the day, they’d rather channel their energy into music, playing their guitar or playing computer games,” Fulbright said. “That’s immediate gratification.
People forget it takes work to woo somebody and keep her happy.” The study showed that 27 percent of young men and 29 percent of young women reported no sexual contact. It looked at older adults, too. It was based on in-person interviews of about 13,500 men and women ages 15 to 44, conducted in the years 2006 through 2008. The results were compared with those of a similar survey done in 2002. Participants were offered $40 for sitting for the interview, which usually lasted an hour and included answering very specific questions on a computer about oral sex, anal sex and other sexual activities. Among other findings: • More than half of young people who had oral sex said they did that before vaginal intercourse; that pattern was much more common in Whites than Blacks or Hispanics. • Among young adults, the proportion who had had vaginal or oral sex declined. Planned Parenthood and the Advertisers love rape of American women that we love BY SIKIVU HUTCHINSON Lately, the sound of galloping hooves and rustling white sheets has risen in a deafening squall from the Capitol. Like their Klan ancestors, elite White males in Congress’ political lynch mob are once again savaging communities of color. The House’s vote to gut Planned Parenthood is a criminal act against poor and workingclass women and their families. In many rural and urban neighborhoods, there are few affordable alternatives to the health care provided by Planned Parenthood and other reproductive rights service providers. These clinics are the frontline of preventive care in poor, working-class White communities and communities of color, providing pregnancy and STD testing, contraception, pap smears, abortions, and counseling for families with little to no health coverage. Ever since its midterm elections’ sweep, the far right has ramped up its unrelenting drive to theocracy, using reproductive rights as its battleground. Drawing on the sabotage of ACORN, House Speaker John Boehner and a host of other GOP and so-called Blue Dog Democrat fascists are bound and determined to take down Planned Parenthood. Extending Hyde Amendment restrictions on federal funding for abortions to private providers is central to their agenda. Too spineless to criminalize women who seek abortions outright, Religious Right politicians instead choose to pillage health care provisions that keep women from falling deeper into poverty, illness and economic dependence. Hiding behind Orwellian claims of being pro-life, far-right politicians exercise draconian control over the bodies of poor women and their families in the name of God, guns and bloody fetuses. Why not just jail ’em all and let

It should be no revelation that when poor women are denied access to decent affordable reproductive care — including access to safe abortions — families and communities suffer. While federal and state governments dismantle education and health care funding, the American military regime goes untouched. Because Black and Latino communities are on the frontlines of imperialist military recruitment and educational inequity, few people of color would argue that government handouts to the military industrial complex should trump education funding. However, reproductive justice just doesn’t have the same political cache or urgency among progressives of color. Consequently, conservative reactionary forces within the AfricanAmerican community have successfully allied with the Religious Right
in a revived anti-abortion billboard campaign targeting Black women. This propaganda has cropped up recently in Black and Latino Southern California neighborhoods. By implying that aborting Black babies makes them an “endangered species,” these billboards evoke plantation-era regimes of social control. In essence, bad “genocidal” Black women don’t know their place, don’t know that they were put here to be God’s sacrificial vessels, and don’t seem to grasp that only evil, promiscuous, misguided Jezebels get knocked up. They also haven’t gotten Sarah Palin’s “telegram” that women who are forced to have unwanted children will earn more, achieve higher education levels, and have a markedly better quality of life than women who aren’t. These ignorant bad Black women destroy Black communities with their arrogant self-absorption and unchecked sexual license. After all, Black women who exercise control over their own bodies and destinies commit race betrayal and gender sacrilege. How do we know these gospel truths? Powerful White, male legislators, Black preachers, and Christian soldiers such as Martin Luther King Jr.’s anti-abortion activist niece Alveda King tell us so. They tell us that abortion is the greatest civil rights threat of our era. Like their Islamic fundamentalist comrades in the Middle East, these pro-death marauders know all too well that female sexuality is a dangerous commodity, which only the jackboot of big government can control. Complicit with Black hyperreligiosity and Black nationalist delusions, silent progressives of color give them this license. Pearson’s character, which shares the nickname “Snoop,” knocks off several people for the fictitious Stanfield drug gang. Pearson signed with Tillery Music Group and was working on her first album, “Baltimore’s Finest,”
according to Salaam Id-deen of Tillery Music Group, a spokesman and friend. The album is still scheduled for spring release. Pearson was also working on two films, “Shoot First” with director Charles S. Dutton, and the autobiographical “Who are you? The Story of Felicia Pearson” with director Len Daniels, he said. This is not Pearson’s first brush with the law. She was convicted of second-degree murder in a slaying committed when she was 14. She served five years of an eight-year sentence and was released in 2000.
Pearson was arrested on a minor drug charge in 2008 when police went to her home to pick her up for refusing to cooperate as a witness in a murder trial. She was found not guilty. Of the dozens of names in court documents Gardner showed her when they spoke in the lockup Friday, Pearson said she recognized only one, he said. He’s concerned that this is a case of “guilty by association.” “Drugs are bad. We have to get them off the street,” Gardner said. “But we have to be careful to get the right folks off the street.”
celebrities BY CHERYL MCNEIL PEARSON SENIOR VICE PRESIDENT PUBLIC AFFAIRS AND GOVERNMENT RELATIONS I don’t remember exactly when it happened, but it is pretty well documented: We are a society that is almost obsessed with “celebrities.” It doesn’t even matter if they are “crazy as a Betsy bug,” as my Grandma used to say (to this day I don’t know what a Betsy bug is). But, I do know we like to watch “crazy” unfold right under our noses. As of this writing, who has been in the headlines on all the news shows for two weeks now? Does the name Charlie Sheen sound familiar to anyone? (Did he not learn anything from Mel Gibson about how a rant can and will impact your earning potential?) As you all know by now, this year’s Oscars were relatively lackluster (and, that’s not just my opinion; ratings were down 12 percent this year from last). Beyond the red carpet, celebrities made their mark during the broadcast’s commercials. I know this because I work for The Nielsen Co., the leading market research company in the world, and we track, measure, and analyze trends and consumer behavior around the globe. Even though I am always fascinated by our behavior as consumers in all areas, and the conditions and trends that influence that behavior, I always especially love that which has to do with advertising. Because this is where you — Joe and Josephine Average Consumer — can most effectively wield your power. It is, after all, you who marketers and advertising agencies are trying to reach. It is your choice to purchase a product — or not. And, our love of all things celebrity-driven inspired this year’s prominent trend of celebrity ads. For advertising, Nielsen surveys a representative sample of TV viewers to obtain a “Recall Score,” which determines which brand of an ad that viewers were exposed to during a particular program can be recalled within 24 hours. According to Nielsen, not only did brand recall for this year’s Oscars jump 9 percent over last year, those celebrity ads stood out. The strongest celebrity ad in terms of brand recall was the Best Buy’s Buy Back Program ad hyping 4G, 5G and 6G phones featuring Ozzy Osbourne and Justin Bieber. (Did you know that the old hippie-looking guy at the end was Bieber in disguise? Don’t feel bad; neither did I!) According to the report, consumers also remembered the Venus razor spot featuring Jennifer Lopez singing, dancing and chasing her children on the beach. (What I remember is how amazing over-40 Jennifer looked! This ad inspired me to refresh my “If-Jennifer-can-do-it-so-can-I”
New Year’s resolution to hit the gym more regularly. The American Cancer Society commercial featuring Celine Dion singing “Happy Birthday” was the sixth recalled spot. In the spirit of full disclosure, the most recalled ad was an M&M’s commercial where a robber threatens to eat the animated M&M during a convenience store holdup (but aren’t those little M&M guys sort of “celebrities,” too?). Viewers might have actually recognized the Best Buy ad and Stella Artois beer spot (where Adrien Brody’s serenading of a beer moves women to tears) from their debut during this year’s Super Bowl broadcast (which, as you already know, was the most-watched U.S. telecast of all time, according to Nielsen ratings). Spokesperson Joan Rivers is responsible for GoDaddy.com being singled out as the company enjoying the largest increase in post-Super Bowl traffic of any other site — a 41 percent increase in U.S. visitors during the week following the game compared to the week before. That ad certainly raised awareness. I don’t know about you, but before Super Bowl XLV, I did not even know what GoDaddy was, which is exactly what advertisers hope for when shelling out the millions to produce and broadcast these commercials: awareness. Volkswagen and travel site HomeAway.com also saw double-digit gains (27 percent) in online traffic during the week following the game. Mercedes-Benz saw an increase of 9 percent in online visitors. Even FOX, which broadcast the Super Bowl, benefited with an 11 percent increase in traffic to its site following the game compared to the week before. So, just when you think your guilty pleasure of tracking celebrities is no big deal … think again. For advertisers counting on celebrity spokespersons to peddle their products, it’s everything. You’re everything because you buy those products. So, more power to you.

That can cause nausea, vomiting, fatigue, loss of infection-fighting blood cells and clotting problems. Children are most at risk because they have so many rapidly dividing cells. One type of radiation, radioactive iodine, is taken up by the thyroid gland and can lead to thyroid cancer if pills are not taken right away to prevent this uptake. Long term, radiation can damage DNA and raise the risk of many types of cancer years down the road. Q. How much radiation is unsafe? A. Most people get around threetenths of a rem (a measurement unit of dose) each year from radiation in the environment, mostly from radon gas in the soil. This project consists of furnishing all labor, materials, power, equipment, tools, transportation and supervision necessary to demolish and haul away existing asphalt and road base, construct Portland Cement Concrete pavement intersection and approaches, furnish and install new traffic signal loops, install disabled access ramp and related items, remove and construct sidewalks, signing and striping, and provide traffic control. Bidders shall, at the time of submitting their bids, in compliance with Section 7028.15 of the California Business and Professions Code, be licensed by the State Contractor’s License Board as a General Engineering Contractor with a "Class A" license. Whenever any material, product, thing, or service identified in the specifications is described by one or more brand or trade names and is followed by the words “or equal”, the apparent low bidder shall submit data substantiating a request for the substitution of equivalent item(s) within forty-eight (48) hours following bid opening. All bids shall be submitted upon forms provided by the City accompanied by a satisfactory "Bidder’s Bond" or other acceptable security deposit in an amount not less than ten percent (10%) of such bid as a guarantee that the Bidder will, if conditionally awarded a Contract by the Board, within thirty (30) days thereafter, execute and deliver such Contract to the office of the Chief Harbor Engineer along with all required insurance forms and a “Payment Bond” for not less than one hundred percent (100%) of the Contract price, and a “Performance Bond” for not less than one hundred percent (100%) of the Contract price. The “Bidder’s Bond” shall be submitted on forms provided by the City, signed by the bidder and the surety and both signatures shall be notarized. The work shall be completed within one-hundred-and-fifty (150) calendar days from a date specified in a written "Notice to Proceed" issued by the City. Failure of the Contractor to complete the work within the specified time frame will result in liquidated damages in the amount of One Thousand Dollars ($1,000) per calendar day of delay in completed work. Liquidated damages are cumulative and can run concurrently. The Board of Harbor Commissioners, acting through the Executive Director, reserves the right at any time prior to the execution of the Contract by the City, to reject all bids and to return all deposits accompanying said bids. If the lowest responsive bidder fails to submit the required insurance forms, bonds and signed Contract within thirty (30) days after conditional award, the Board reserves the right to rescind the conditional award and conditionally award the Contract to the next lowest responsive bidder. All bids and bid bonds shall be guaranteed for a period of ninety (90) days following the bid opening or until the Executive Director executes a Contract, whichever occurs first.
