Hundreds of people braved the sweltering heat Saturday for a chance to get a glimpse at celebs like Nick Cannon, New Boyz, and the Wonder Broz, and to score much needed school supplies at the third annual NCredible Entertainment/ Home Depot back to school concert and giveaway, held at the Baldwin Hills Crenshaw Plaza. The crowd remained enthusiastic despite 90 something degree weather as they enjoyed performances and waited for backpacks and raffle prizes. Cannon, NCredible owner and event host credits his own school challenges as his inspiration. “I was an underprivileged youth who didn’t always get an opportunity to [get everything I needed],” he said. “During those low times when someone did give back, it meant a lot to me. [And], I’ve always believed to whom much is given, much is expected.” Because, he said, every first day of school is memorable. It’s a day for putting “your fresh gear” together and getting focused on the year ahead. But for some, being able to come to class with basics like paper and pencil is often a struggle. often affect self-esteem, can cause students to fall behind in school and can cause frustration with the whole school experience. Supervisors greenlight affordable housing for Willowbrook

Californians told to go easy on power amid heat ASSOCIATED PRESS Californians were urged to ease off the air conditioning to conserve electricity, and schools in inland areas closed early August 14 as the state sweltered through another day of triple-digit heat. Operators of the state electricity grid declared a Flex Alert, calling on people to set their thermostats at 78 or higher and to avoid using major appliances until evening. “Conservation is critical” because peak electrical demand will be a relatively large 47,500 megawatts, said a statement from the California Independent System Operator. In San Bernardino, where a high temperature of 101 was forecast, students were to be released early from Arrowhead Elementary School and Cajon High School because of inadequate air conditioning. The school board building also was to close early. California’s power grid must handle high demand without help from the twin-reactor San Onofre Nuclear Generating Station, which has been offline since January following the discovery of damaged tubes in its steam generators. The National Weather Service said temperatures would remain above nor-

Supervisor Mark Ridley-Thomas A 1.72-acre of land, where four abandoned houses have been the site of blight and a source of nuisance in the Willowbrook community, soon will be transformed into a new 55unit affordable housing complex. At its August 14, meeting, the Los Angeles County Board of Supervisors authorized a conditional use housing permit championed by Supervisor Mark Ridley-Thomas, which grants A Community of Friends, a non-profit affordable housing developer, the rights to demolish the residences and construct a 55-unit affordable housing complex on Avalon Boulevard in Willowbrook. Thirty seven of the units will be designated for individuals and their families who are homeless and living with mental illness, 17-units for lowincome families, and one unit will house the property manager. The complex also will house amenities and on-site supportive services for daily living such as budgeting and cooking classes, a part-time medical clinic provided by the T.H.E. Clinic, a children’s play area, patio area, a community garden, a computer room, and a community room for tenant movie nights. “This facility will be a significant asset to the Willowbrook community,” said Supervisor Ridley-Thomas. “This complex has great potential to not only meet the immediate housing needs of its residents but to profoundly transform their lives with the host of on-site amenities and services available to them.” The housing development is part of a larger development strategy, spearheaded by Ridley Thomas, to merge public and private investment

in the area, and to create a village of housing, retail, and public services within walking distance for the residents of Willowbrook. Other developments in the area include: a new $7.5-million East Rancho Dominguez Library currently under construction on the corner of East Rose Street and South Atlantic, the Delores McCoy Villa affordable housing project, the Martin Luther King, Jr. Center for Public Health, and the new Multi-Service Ambulatory Care Center and the Community Hospital that are currently underway on the Martin Luther King, Jr. Medical Center campus. In total over $500 million in County funds has been invested into the Willowbrook area. Construction of the $17.9 million project is scheduled to begin in Spring 2013. The project is being funded with monies from the state’s Mental Health Services Act, awarded by the County of Los Angeles, the Federal Home Loan Bank’s Affordable Housing Program, public sector resources, private investment, and a commercial bank loan. Once completed, the housing development will meet Leadership in Energy and Environment Design (LEED) Certification and will include energy efficient appliances, water conservation methods, and solar technology. A Community of Friends’ mission is to end homelessness by providing quality permanent supportive housing for people with mental illness. To date, the non-profit that was founded 24 years ago has completed 38 affordable apartment buildings for people with special needs.

Calif. bill to close tax loophole moves forward BY HANNAH DREIER ASSOCIATED PRESS Middle class Californians will get relief from soaring college costs if a bill passed by the Assembly August 13 becomes law. AB1500 would eliminate a $1 billion tax break for out-of-state corporations and use the expected windfall to reduce tuition. It is the second component of Assembly Speaker John Perez’s “Middle Class Scholarship Act.” The Assembly previously approved the other part, which would reduce tuition by more than half for families whose annual household income exceeds the

cap for getting a free ride at California’s public universities ($70,000 a year for the California State University system and $80,000 for University of California system) but is less than $150,000. The Legislature approved the tax loophole in 2009 as a way to get a handful of Republican lawmakers to vote for the state budget. On Monday, Republican Assembly members objected to what they described as an attempt by Democrats to undo the previous budget deal. “This wasn’t a loophole, it was a product of careful, extensive negotiations and promises,” said Assemblyman Don Wagner, R-Irvine. “Promises made

U.N. and African Union officials decried the deaths and demanded that the Somali government put a stop to the killings. None of the people involved in the nine media workers deaths this year have been prosecuted. “The Somali authorities must institute investigations into these killings with a view to bringing the perpetrators of these heinous crimes to justice,” said a top African Union official, Boubacar Diarra. The African Union military force “is ready to provide any assistance it can to help with such investigations,” he added. A man dressed in a high school uniform shot and killed Yusuf Ali Osman, a veteran reporter who has been serving as the director of Somalia’s Information Ministry, said Bashir Khalif Ghani, an editor with the state-run Radio Mogadishu. Osman was killed near his home while on his way to work, he said. The attacker fled the scene. A second Somali journalist was killed August 12 after government troops opened fire on each other at a sports stadium. The audience fled in panic. A stray bullet struck and killed Mohamud Ali Yare, said Abdirashi Abikar, a journalist colleague. “He died after several bullets struck him. It was a shocking killing,” Abikar said. Somalia and Syria have been the two most dangerous countries this year for journalists. In Somalia, the killings

of media workers often happen in the government-controlled areas that journalists often consider to be safe. Despite government’s promises of prosecution for media workers killings, criminals walk freely without facing justice. “We were appalled by the murder of Mr. Osman. It was a brutal killing and we condemn it,” Abdiqadir Hussein Mohamed, Somalia’s information minister, said in a statement. “He was a veteran and diligent director who helped Somalia through difficult years.” The U.N. representative to Somalia, Augustine Mahiga, condemned the killings and underscored the fact that no attackers of any journalists in Somalia have been arrested for trial. “I send my deepest condolences to their families and to all Somali media professionals, who for too long have seen their colleagues targeted, injured and assassinated without a single perpetrator being brought to justice,” Mahiga said. Mahiga said that the U.N. has repeatedly called for full and independent investigations into what he called “unacceptable and cowardly acts.” “This culture of impunity must end. We must not allow the fundamental freedoms that a free press represents to be compromised by those willing to use violence to serve their personal agendas. This is a decisive time in the political process and the work of media needs to be protected so that the Somali people are fully informed,” Mahiga said. It’s not clear who has been carrying out the killings of journalists. AlShabab militants, warlords, criminals, and even government agents all could have reasons to see journalists killed in Somalia, one of the most corrupt and dangerous countries in the world.

Mayo Clinic: Jackson has bipolar disorder U.S. Rep. Jesse Jackson Jr., a Chicago Democrat who took a hushed medical leave two months ago, is being treated for bipolar disorder, the Mayo Clinic announced Monday August 13. The Rochester, Minn.-based clinic specified his condition as Bipolar II, which is defined as periodic episodes of depression and hypomania, a less serious form of mania. “Congressman Jackson is responding well to the treatment and regaining his strength,” the clinic said in a statement. Bipolar II is a treatable condition that affects parts of the brain controlling emotion, thought and drive and is likely caused “by a complex set of genetic and environmental factors,” the clinic said. The statement also mentioned that Jackson underwent weight loss surgery in 2004 and said such a surgery can change how the body absorbs foods and medications, among other things. The recent statement was the most detailed to date about the congressman's mysterious medical leave, which

began June 10. But it raised new questions about when the congressman can return to work. A Jackson aide said last week that the congressman was expected back in the district within a matter of weeks, but Jackson’s spokesmen declined to comment. His father, the Rev. Jesse Jackson, wouldn’t say much about the diagnosis. “I’m glad he’s getting the treatment he needs and is responding well,” the elder Jackson said, adding that “there’s no timetable” for his recovery. Experts and mental health advocates say many people are able to work and function in their daily lives while managing treatment. Treatment includes medication and psychotherapy, according to the National Institute of Mental Health. The institute estimates about 5.7 million American adults suffer from the disorder, which can be a lifelong disease. At least one other member of Congress has suffered from it while in office. Former U.S. Rep. Patrick Kennedy of Rhode Island has talked openly about his lifelong struggles with bipolar disorder and addiction. He's was a leading voice in Congress for removing stigma linked with mental illness.

The son of the late Massachusetts Sen. Edward Kennedy was a congressman for 16 years and retired last year. The younger Kennedy was arrested in 2006 after an early morning car crash near the U.S. Capitol that he said he could not remember. After spending a month at Mayo for treatment of addiction and depression, Kennedy pleaded guilty to driving under the influence of prescription drugs. “I had two of the biggest successes in politics after I went to treatment,” Kennedy said, referring to getting nearly 70 percent of the re-election vote in 2006 and his legislative victory of getting a bill requiring mental health parity passed in 2008. “It was because I ran toward the problem and not away from it. When I returned to my district, I spoke openly about it,” he said. Kennedy said he planned to visit Jackson this week. He said he and Jackson had a lot in common: Both served on the House Appropriations Committee together and had famous fathers. Jackson’s office didn’t announce his medical condition until nearly two weeks after he went on leave, and it initially described the problem as exhaustion. Later, his office disclosed that Jackson had “grappled with certain physical and emotional ailments

Dr. Jaime Ponce, president of the American Society for Metabolic and Bariatric Surgery, said there is no evidence that the type of surgery Jackson had can cause bipolar disorder. A deficiency of the nutrient thiamine can cause a brain condition that could mimic bipolar disorder, Ponce said, but “bipolar disorder is totally different.” Jackson underwent a duodenal switch procedure in 2004, which involves removing part of the stomach and rearranging the intestine so less food is absorbed. He lost 50 pounds. Dr. Vivek Prachand, associate professor of surgery at University of Chicago, said people already taking medications for depression can undergo weight loss surgery but may need their medications adjusted afterward. Prachand added that surgery is a drastic change that can trigger an episode in someone with a history of depression. Jackson aide Rick Bryant said last week that Jackson appeared in good spirits and wanted him to push forward on projects in the district, which includes Chicago neighborhoods and suburbs. Jackson, who first won office in 1995, is on the November ballot with two little-known candidates and is widely expected to win re-election. The timing and manner in which the medical leave was handled has invited scrutiny. Jackson is under a House Ethics Committee investigation for ties to imprisoned former Illinois Gov. Rod Blagojevich. Jackson’s office announced his leave just days after a former fundraiser connected to the probe was arrested on federal medical fraud charges. Jackson has denied wrongdoing.

USDA unveils steps to fight food stamp fraud BY JIM ABRAMS ASSOCIATED PRESS The Agriculture Department has come out with new steps to fight fraud in the federal food stamp program, which has taken central stage as Congress struggles to come up with a long-term farm policy bill. The actions include giving the department new authority to both permanently disqualify and fine retailers who traffic in food stamps and requiring states to make use of federal databases, including prison and death records, to ensure that food stamp benefits go to those who are eligible. The department says food stamp fraud is already at record lows due to increased oversight. But it is sensitive to any reports of abuse as Congress tries to pass a farm bill that provides almost $80 billion a year for the 46 million receiving food stamp benefits.

Blood type might be a clue to heart disease risk BY JAMIE STENGLE ASSOCIATED PRESS Here’s another reason to know your blood type — it might be a clue to your risk of heart disease. New research shows people who have blood types A, B or AB have a slightly higher risk of heart disease compared to those with O, the most common kind of blood type. Harvard researcher Dr. Lu Qi

(Key) says those who know they are at higher risk may be more motivated to make changes to lower their chances of heart disease. But a doctor not involved in the study notes that the increase was modest, and that other things like smoking have a bigger impact on risk. The study was published August 14 in a journal of the American Heart Association.

Perez’s bill would force corporations to use only the sales factor. At least 11 other states, including Texas and New York, require that corporations calculate their tax obligations this way. Last year, Gov. Jerry Brown, a Democrat, passed a single-sales requirement through the Assembly, but his measure failed to get GOP support in the Senate. Republicans say the change could drive job creating corporations out of California. AB1500 passed the Assembly 5425, barley meeting the two-thirds threshold. Assemblyman Brian Nestande, of Palm Desert, was the lone Republican supporter. “I’m putting forth my vote to say we need to come together and work on some of these issues to bring businesses back to California,” he said. Assemblyman Nathan Fletcher, an independent, also voted yes. “It’s not the job of tax policy to help companies pay less; it’s the job of tax policy to create an incentive for economic growth in our state,” he said. One Democrat, Tony Mendoza of Artesia, initially abstained from voting, but ultimately gave the measure a “curtsey vote.”

The bill still faces several obstacles. Republican lawmakers are promising to block Democrats from reaching the two-thirds majority vote they need in the Senate, and four out-ofstate corporations have vowed to continue lobbying against the act. “The Legislature today sent a very clear sign that it's picking winners and losers rather than doing everything it could to encourage more job growth in California,” said Peter DeMarco, a spokesman for the corporations, which include General Motors Corp. and Procter & Gamble Co. An initiative on the November ballot provides another wrinkle. Proposition 39 would close the loophole and dedicate a portion of the additional revenue to clean-energy projects. Proponents have promised to stop campaigning if Perez’s package is signed into law, but if voters approved the measure anyway, it could lead to a court battle. The act is expected to benefit about 200,000 college students and could take effect as soon as this fall if it passes the Senate and is signed by the governor. Tuition for the University of California and California State University systems is three times what it was a decade ago.

Ark. police reconstruct handcuffed shooting BY CHUCK BARTELS ASSOCIATED PRESS Police in Arkansas released a video reconstruction on August 14 meant to show how a 21-year-old man who was handcuffed behind his back could have shot himself in the head while in the backseat of a patrol car. In the video, an officer played the part of Chavis Carter, a Southaven, Miss., man who died from a gunshot wound to the temple July 28 despite being frisked twice by Jonesboro police officers. Carter was Black and both of the officers who arrested him are white, a dynamic that has generated suspicion among some members of the city’s Black community. The officers stopped a truck in which Carter was riding after they received a report of a suspicious vehicle driving up and down a residential street. They arrested Carter after learning he had an outstanding arrest warrant related to a drug charge in Mississippi. Police also alleged Carter had marijuana.

Carter died July 28 while sitting handcuffed in the back of a patrol car. Presidential debates: House files suit against Colorblind or blind to color? Holder over gov’t records BY TAVIS SMILEY SPECIAL TO THE LAWT

It is apparently easier for a person of color to be President of the United States of America than it is for a journalist of color to be selected to moderate a presidential debate. The four journalists who have been selected to navigate the upcoming debates are more than capable. My issue is not with them, per se, rather with a selection process that at best, periodically trades and swaps a journalist of color for a woman — or at worst, ignores journalists of color all together. To be clear, this is not about my personal interest in wanting to moderate a presidential debate. One, I already have (The All-American Presidential Forums on PBS); and two, my critical commentary about the mediocrity of both campaigns clearly disqualifies me from being on stage. The Obama and Romney campaigns could have and should have INSISTED on at least one journalist of color to moderate one of these debates. In truth, the campaigns really call the shots on these decisions, not the presidential debate commission. So we are left to assume that neither side put up a fight demanding that a journalist of color be chosen. Of course, I’d love for either campaign to prove me wrong about this assumption. I just don’t think they can. In the most multi-cultural, multi-racial and multi-ethnic America ever, the absence of a journalist of color on the stage moderating one of these debates is shameful and ought to be an embarrassment to the nation. Not to mention the issues in this campaign that disproportionately impact Americans of color: think poverty, unemployment, immigration, education reform, social security and, yes, gun violence. I, for one, have had it with this exclusionary nonsense. So voters are supposed to accept that a person of color is qualified enough to be the leader of the free world, but not qualified enough to ask important and incisive questions? The Republican-run House recently asked a federal court to enforce a subpoena against Attorney General Eric Holder, demanding that he produce records on a bungled gun-tracking operation known as Operation Fast and Furious. The lawsuit asked the court to reject a claim by President Barack Obama asserting executive privilege, a legal position designed to protect certain internal administration communications from disclosure. The failure of Holder and House Republicans to work out a deal on the documents led to votes in June that held the attorney general in civil and criminal contempt of Congress. The civil contempt resolution led to the August 13 lawsuit. Holder refused requests by the House Oversight and Government Reform Committee to hand over — without preconditions — documents that could explain why the Justice Department initially denied in February 2011 that a risky tactic was used to allow firearms to “walk” from Arizona to Mexico. It is likely, since he was placed into the car unhandcuffed the first time, that he had an opportunity to stash the weapon in the car,” Yates said. “The second search, which was more thorough and inclusive, did not disclose the weapon either.” The incident and the subsequent investigation has prompted criticisms of the Jonesboro Police Department. Several critics came to a Monday night meeting on August 13 about the department's reaccreditation. George C. Grant, retired dean of the library at Arkansas State University in Jonesboro, asked that the reaccreditation be put on hold until the investigation into Carter’s death is complete, The Jonesboro Sun reported. At a town hall meeting late Tuesday, some people said they had a hard time believing the police department explanation of what happened and voiced their frustrations to Department of Justice community relations representative Reatta Forte. Others said Carter’s death was part of a larger issue of how Blacks are treated by police officers and recounted their own negative experiences. Forte said she would review their comments and later convene a panel of the officials and agencies involved to discuss them, the Jonesboro Sun reported. By Kenneth Miller | LAWT Correspondent From Watts to South Central, Inglewood, to Hawthorne and beyond, Lakers fans are rejoicing in the acquisition of superstar big man Dwight Howard joining the storied local basketball franchise. It is one of those moments that sort of transcends your normal sports story. Not as important as the Martin Luther King assassination or the presidential election of Barack Obama, but you remember where you were when you heard about it. I was sitting in Fridays on La Tijera waiting to be seated when the noise erupted. The Olympics were on the television screen and some obscure divers were in the pool, but it was all about Dwight. “We Got Him!” Laker fans are not your normal breed. They don’t recognize the word pessimistic in the dictionary. They are always going to win the NBA championship. They actually HATE every other team in the league and the Celtics even more. Winning 16 NBA championships and playing in 31 Finals will have that impact on you. Jerry, Kareem, Wilt, Shaq, Elgin, Magic, Phil, Chick, Pat, it is an association that is THE ASSOCIATION. So, here’s hoping that Dwight Howard realizes what he’s getting into by being traded to the Lakers from the Orlando Magic. Laker fans are glad to know that you have been enjoying the shopping in Beverly Hills, the beaches in Malibu, the clubs in Hollywood and the adulation that has been rushed upon you. They were thrilled to see you smiling at the introductory presser while mocking Kobe and embracing the opportunity of winning a championship. They will be ecstatic when you put that Lakers uniform on for the ﬁrst time whether it be in December or January.

The Lakers are like the Yankees in baseball, they realize that going to the playoơs and finishing in the conference finals as you did in Orlando is not good enough here. Being an NBA All Star six consecutive years and three times Defensive Player of the Year are nice accolades, but pale in comparison to what the big prize is here. Shaquille O’Neal understood that and no matter how much he despised Kobe he didn’t allow for it to get in the way of him winning three NBA championships here. We know how hard it was for you to accept the path that Shaq took to title town, but what options did you really have? New Jersey? Oh we swept them in the Finals in their only shot. Houston? You mean our stepchildren in the West? Listen carefully, Dwight! We are not concerned about your baby momma drama and three kids out of wedlock, it’s clear you are not the choirboy I first met when you were in high school and your Christian values have been challenged. However, we gave up the future of our franchise Andrew Bynum because we believe that you are better. Fact is your numbers indicate that you are an absolute MONSTER. That is why the rest of the NBA is crying foul, questioning the integrity of the league because the Lakers are now such an overwhelming favorite to win the NBA championship next year. There will be no stage and dancing to the tune of “Not ONE, Not TWO…” This is about 17, 18, 19 20. I am sure you get the drift. So, here is to inform you that city oƥcials have already been contacted as to the exact route of the parade next June, a half million invitations will go out in the mail and the seat at the front of the bus is all yours…

Makeup artist sparkles in films BY PAT HENDRICKS MUNSON SENTINEL CONTRIBUTING WRITER Her name may not be recognizable to the general public but millions have seen her handiwork on the faces of some of Hollywood’s biggest and brightest stars. She is called upon time after time to deliver just the right look for actors and actresses going before the cameras to portray characters of every era, age and ethnicity. She is none other than Marietta Carter-Narcisse a makeup artist extraordinaire, and one of only two members of color in the makeup and hairstylist branch of the Academy of Motion Picture Arts and Sciences; a voting member. The artist has worked in the industry for years now adding esthetic credence to actors’ performances in highly acclaimed and recognizable movies as well as period pieces such as the upcoming “Sparkle,” about a 1960s up and coming singer staring American Idol winner Jordin Sparks and the late multi-Grammy winning Whitney Houston. Carter-Narcisse was not expecting to work on this film when out of the blue she received a last-minute call requesting her services on the movie set in Detroit. The always professional makeup expert had less than a day to prepare and pack for the trip. “I received the call after 12 in the afternoon on a Monday and by eight

in the morning on Tuesday I was on a flight to Detroit,” said Carter-Narcisse, who went straight from the plane to the set. The beauty pro artist, teacher and businesswoman principally worked her magic on Sparks but also had the opportunity to makeup Houston on several occasions during filming. Working 80 plus hours per week for one month straight was grueling to say the least. However, viewing trailers and looking at pictures of the stars in the movie all the hard work is paying off. Sparks and Houston look very authentic in their 1960s era makeup and clothing and Carter-Narcisse is proud of the work she’s done and the film itself. With Sparks being in almost every scene Narcisse had her work cut out for her and she is pleased with the results. “I feel real good about how Jordin looks. I am very, very happy. It could have been a huge disaster not having time to prepare as I usually would. When doing these films time is needed to research the period in order to manipulate authentic imagery. You have to know the period to manipulate it. I brought my research to the project. I wanted to give that retro chic look of the 60s.” Carter-Narcisse gives lots of credit to Houston for making her feel comfortable and understanding the last minute arrangement of her stepping into a project already in progress. She remembers

Houston being very warm, supportive and understanding and even though they had never met they realized they had many friends in common. “Whitney was great. She made me feel very comfortable. We talked a lot about our kids, raising children in this industry, being there for them and trying not to miss out on that part of family life while meeting the demands of the industry” said Carter-Narcisse, a wife and mother of a 17-year-old son. That was one of their last conversations before shooting ended in November 2011 and the announcement of Houston’s untimely death in February this year. The movie opens Friday, August 17. Her portfolio covers a who’s who in the film industry including top stars such as Samuel L. Jackson, Angela Bassett, Whoopi Goldberg, Cindy Crawford and Robert Deniro. She has either worked as the makeup artist, designer or supervisor on “Beverly Hills Cop II,” “Malcolm X”, “A Time to Kill,” “The Long Kiss Goodnight,” “ Ghost,” “The Mighty Quinn,” “Eve’s Bayou,” “The Negotiator,” “Baby Boy,” on television commercials, music videos and more. Carter Narcisse started out as a seamstress. A native of Barbados she moved to New York in 1971 with her parents and four brothers. Back in the early days her dad, who recently passed away after 61 years of marriage to her mother, could not afford to buy clothes for his children. “My dad said ‘if you want clothes, make them.’ Between the ages of 12-24 years old I made everything I ever wore except underwear. I would look at pictures in a magazine and tell my friends ‘I’m going to wear that tomorrow.’ I made a new outfit every night and I never wore an outfit twice.” The young seamstress started sewing clothes for friends in her neighborhood and it wasn’t long before her

talent was recognized. A secretary at her junior high school, also a native of Barbados, noticed she had style and eventually started an after school program for girls teaching them about fashion and how to properly apply makeup. By the time she was 16 she had a steady flow of customers for her home-made clothes. “I didn’t know I was a business person. I was totally passionate about it. It was so much fun doing it. It was great,” Carter-Narcisse remembered. After high school the budding entrepreneur attended Long Island University on a full scholarship as a pre-med major while going to work at a hospital “dressed to kill” in her self-made designs. After graduating from LIU she worked for two years as an insurance underwriter while on a waiting list to med school. Although she admits to hating that job she continued to go to work in perfect makeup, dress and shoes. One day her boss told her “you don’t belong here.” She resigned and enrolled into beauty school, eventually getting a cosmetology license. With that she left New York and moved to Los Angeles, via Europe. That’s where her youngest brother was on the road as a valet for the Commodores, repairing their clothes and other odd jobs. At that her young brother didn’t really know who they were. However, she did, and being the innate business woman she is “I hitched myself to him” and the rest is history. Through him and the Commodores she met Natalie Cole. “It was one of those moments when God gives you and opportunity. I had no business cards, no pen and no paper. I offered my services to Natalie Cole and three days later her manager called to say “Natalie wants you to do some alterations.” From those alterations Carter-Narcisse went on the road with Natalie Cole for almost a year doing her See MAKEUP ARTIST, page 13

Franklin has been inducted into the GMA Gospel Music Hall of Fame along with country and bluegrass star Ricky Skaggs, singer-songwriter Dallas Holm, family group The Hoppers, the late televangelist Rex Humbard and Christian rockers Love Song. Franklin couldn’t attend the induction at Trinity Music City in Hendersonville, Tenn., but sent a video message played during the ceremony. Long before she became the queen of soul, Franklin learned to perform as a budding star in her father Rev. C.L. Franklin’s New Bethel Baptist Church in Detroit. Carter-Narcisse considers is “very fortunate to have a career as a makeup artist and not just a Black makeup artist…I was fortunate a lot of my films weren’t pigeon holed. They appealed to a more general market because it can be tough in this industry for people to see you as simply an artist and not the color of your skin. “I hope they market Sparkle as just a really sweet movie. I think it will be fabulous. The trailer looks hot and I’m looking forward to seeing it. It’s Whitney’s last movie and I think people want to see it, which is great.” In the meantime Carter-Narcisse is spending quality time at home in Florida with her family. She is teaching makeup to a younger generation of artists and is actively working to help build the film industry in Barbados.

process privilege,” covers a much wider category of administration officials, even if they weren’t working on something for the president specifically. Presidents are required to have a stronger argument to justify keeping secrets under this broader authority, which can involve documents they never saw or were even intended to see. A federal appeals court has ruled that this broader privilege is easier for Congress to overcome and it “disappears altogether when there is any reason to believe government misconduct has occurred.” The lawsuit said the documents “would enable the committee (and the American people) to understand how and why the department provided false information to Congress and otherwise obstructed the committee’s concededly legitimate investigation.” It challenged the executive privilege claim on several legal grounds, contending it was asserted indirectly by the deputy attorney general in a letter to Congress, and that the documents do not involve any advice to the president. The department’s actions do not involve core constitutional functions of the president, the suit said. The suit contended the administration’s position, if accepted, “would cripple congressional oversight of executive branch agencies....” In past cases, courts have been reluctant to settle disputes between the executive and legislative branches of government. Given recent experience, the Republican-controlled committee’s lawsuit could result in a compromise or an appeal by the losing side. In 2008, a federal judge rejected the George W. Bush administration’s position that senior presidential advisers could not be forced to testify to the House Judiciary Committee. The decision was regarded as vindication of Congress’s investigative powers. But the ruling also said that Congress’ authority to compel testimony from executive branch officials was not unlimited.
