BRIEFS Carol Moseley Braun Considering Run for Chicago Mayor BY KATHY CHANEY SPECIAL TO THE NNPA FROM THE CHICAGO DEFENDER CHICAGO (NNPA) — Carol Moseley Braun may put her hat in the ring to succeed outgoing Chicago
Mayor Richard M. Daley, sources said. The former U.S. senator was flooded with calls on the day Daley made the surprise announcement that he would not seek a seventh term in office –– encouraging her to mull a run for the mayoral post. Braun, who made history in 1993 as the first African-American
female U.S. Senator, recently told the Defender she is “seriously considering it.” Braun’s political career spans more than two decades. After leaving the U.S. Attorney’s office as a federal prosecutor in Chicago in 1977, she was elected state representative the next year. In 1987 she was elected Cook County Recorder of Deed. Five years later, history was made in the U.S. Senate. Braun held the post for one sixyear term. She served as a U.S.
ambassador to New Zealand and Samoa from 1999 to 2001 under the Clinton administration.? During the 2004 U.S. presidential election, Braun was a candidate for the Democratic nomination. Braun currently runs her Chicago-based company, Good Food Organics, the parent company of Ambassador Organics, which manufactures several products including coffee, food spices, olive oil and tea. She founded the company five years ago.
LA Medical Pot Distributors Want More Outlets LOS ANGELES (AP) — Medical marijuana operators want more pot dispensaries in Los Angeles. The operators asked the City Council on Sept. 7 to allow more dispensaries, saying many pot distributors will simply operate illegally. Only 41 of the city’s 169 applicants have met medical marijuana
clinic standards and are allowed to remain in business. But marijuana dispensary operators and supporters said 41 clinics isn’t enough for the nation's secondlargest city. Councilman Bill Rosendahl agreed that the city needs to reexamine the city imposed limit. The city attorney’s office says it is not enforcing the 41-clinic limit until the courts rule on its validity.
L.A. Gang Member Convicted in Hate-Crime Murder LOS ANGELES (AP) — A Latino gang member was convicted Thursday of first-degree murder in the racially motivated shooting death of a 14-year-old black girl and the stabbing death of a potential witness. Gaddafi Remarks on ‘Blackening’ Europe Stirs Concerns, Anger BY SHANTELLA Y. SHERMAN SPECIAL TO THE NNPA FROM THE WASHINGTON INFORMER (NNPA) — In what appears to be a racially incendiary move, Libyan leader Col. Muammar Gaddafi, recently offered to stem the steady influx of Africans into various European nations in an effort to keep Europe white and civilized.
Gaddafi told Italian Prime Minister Silvio Berlusconi on a recent trip to Rome that the European Union (EU) should pay him at least 5bn euros ($6.3 billion) a year to stop illegal African immigration and avoid a “Black Europe.” Massaging old racial wounds and growing concerns, Gaddafi hoped to capitalize on fears that millions of Africans, who once lived under the subjugation of European colonial rule and who were made citizens of those nations, would contin-
ue to migrate to their “Mother Country” impoverished, and without clear means of employment. “Tomorrow Europe might no longer be European, and even Black, as there are millions who want to come in,” Gaddafi reportedly told a European news agency. “We don't know what will happen, what will be the reaction of the white and Christian Europeans faced with this influx of starving and ignorant Africans. We don’t know if Europe will remain an advanced and united continent or if it will be destroyed, as happened with the barbarian invasions,” Gaddafi said. Historian Abdulmolsen Ali said that the precarious nature of relations between Gaddafi and leaders of African countries, particularly those with large Muslim populations, remains influx. In fact, Ali suggests that while Gaddafi may speak to racial fears in order to press these nations for funds, the monies would largely benefit the Africans themselves.
Embattled Rwandan Leader Sworn In (GIN) — Despite fierce criticism by rights groups and the foreign press for suppressing political opposition and freedom of speech,
Rwandan President Paul Kagame was sworn in for his final term in the company of more than a dozen African leaders and distinguished guests. Addressing a large crowd of Rwandans and more than a dozen African heads of state, Kagame said he would not succumb to lessons from self-proclaimed critics, including human rights organizations, NGOs and the media. Kagame said that despite the fact that African governments do what every credible government is expected to do, they are often accused of being corrupt and not responsive to the needs of their populations. “These external actors turn around and promote the dangerous ideas of those who have fallen out with the system, ignoring the choices of the majority of our people … it is evidence of hypocrisy and a patronizing attitude towards our entire continent,” the president added. “We need to continue to govern effectively, provide expected public goods and empower our citizens,” he said. Kagame was sworn in for a second seven-year term after winning the Aug. 9 presidential elections with an overwhelming 93 percent of the popular vote.
SMS Message Sparks Major Strike Against Price Hikes (GIN) — In another sign of the power of new technologies, a simple SMS message to cell phone users in Mozambique’s capital city Maputo brought thousands of citizens to the streets to protest soaring cost of living increases. The anonymous SMS message read: “Mozambican, prepare yourself to enjoy the great day of the strike … Let’s protest the increase in energy, water, mini-bus taxi and bread prices. Send to other Mozambicans.” On Sept. 1, residents of poor neighborhoods responded, breaking store windows, vandalizing banks and setting up barricades with rubber tires. Police responded with rubber bullets and live fire. Over 286 were arrested, 400 were wounded and 13 left for dead in the clashes. In a press interview with French news agency AFP, Samira, a 35-yearold who lives in Mafalala, a zone of tin shacks on the edge of Maputo, said, “That message went around to the whole world ... Even me, when I saw the message I forwarded it to other people. To my friends, my sister. ‘I’m asking you, please read this message.’ ” See DIASPORA, page 19

Ron Walters: ‘Scholarly Giant,’ NNPA Columnist Just ‘Never Stopped’ BY HAZEL TRICE EDNEY NNPA EDITOR-IN-CHIEF WASHINGTON (NNPA) — He was a political analyst, professor, lecturer, strategist, mentor, commentator, thought leader, Black Press columnist, husband and friend. And he did it all while remaining true to his life’s passion as an advocate for the progress and advancement of Black people. Ron Walters died of lung cancer Sept. 10, shocking many in the civil rights community who were unaware of the extent of his illness. “Dr. Ron Walters was the preeminent activist and scholar of our times,” says the Rev. Jesse Jackson, who visited with Walters in the hospital during his final days. Jackson said Walters was his issues director in his 1984 and ’88 campaigns. Walters also led a sit-in in 1958 as a student NAACP youth leader two years before the 1960 sit-ins in Greensboro, N.C. “He wrote six books and thousands of articles …We learned to lean on Ron Walters for our frame of reference,” said Jackson. “Today we’re
number one in athletics and number one in presidential politics; but also number one in poverty. We’re number one in infant mortality, short life expectancy and in unemployment. Ron kept us abreast of that data. The good news is that Ron taught so many scholars. There are those who will now bear truth. So, that tradition will be kept alive.” Walters, who submitted his last NNPA column — “…March for Jobs and Justice Where Ever You Are” — to the NNPA News Service on Aug. 16, continued to conduct interviews and phone conferences from his hospital room, Jackson said. “He never stopped giving of himself.” Former NNPA Editor-in-Chief George Curry, who edited Walters’ column for seven years and also covered him for decades, described him as “a brilliant, dedicated, consistent and unapologetic warrior for African Americans.” “While he is best known for teaching at Howard and the University of Maryland, advising Jesse Jackson and the Congressional Black Caucus, he spent many hours sharing his expertise with small, largely
unknown community groups,” Curry said. Black American has lost a scholar whose life exemplified excellence.” News releases honoring Walters’ legacy were plentiful from top Black leaders and Walters’ associates around the country. They include Congressional Black Caucus Chairwoman Barbara Lee and NAACP President Benjamin Todd Jealous. But, his greatest tributes came from his wife of 47 years, Patricia Ann Walters, a retired social worker. “He had a diverse, multidimensional character to himself in terms of teaching, mentoring, working in the grassroots communities to assist them in any way he could; doing many, many, many things throughout his distinguished career for no pay whatsoever because he had this deep love and affection for the work that he was doing for African Americans in particular. And he was their spokesperson,” Patricia Walters said in a recent interview with the NNPA News Service. “That was his calling. … The African-American community stopped and listened because they understand that the messenger was with clean hands and was telling the
truth and always on message and never, never deviated from his message. He never backtracked. You always knew that if you got an interview from him, if you got him on TV, he was going to be consistent with his message and he did that for over four decades.” Walters said her husband had pressed beyond the amount of time the doctors expected him to live. As the cancer spread into his lungs and he was told the end was near, he remained heartened by new accomplishments. He was especially happy about a renewed lecturing relationship with Howard University, where he once served as chair of the Political Science Department before becoming a professor at the University of Maryland. “As a son of Howard, he never left the Capstone. It was always home,” Howard President Sidney A. Ribeau said in a statement. “We are deeply grateful for his enormous contributions to our university, to the field and to the nation. We will truly
Ron Walters miss his measured voice and his strategic mind, but his insightful wisdom will endure through the lives he touched.” Walters was slated to give his first speech at Howard under the new contract on Sept. 9, but he was too ill and died the next day at Suburban Hospital in Bethesda, Md. Although the fair began at 10:00 a.m., local residents began to arrive as early as 8:00 a.m. to receive their free emergency preparedness kits. Over 270 emergency kits were distributed. According to members of the community, this event was long overdue. The Los Angeles County Stentorians (Black Fire Fighters Association) demonstrated how to properly extinguish a fire, administer CPR, and treat acute injuries. They also allowed the Fire Cadets of LAFD Fire Station 94 to demonstrate how quickly fire fighters can get dressed and put on their personal protective safety gear. Stentorians President Brent Burton stated, “The event was a huge success and the Los Angeles Urban League assured the community that they are making emergency preparedness a priority issue for their organization and that similar events would be on-ongoing.” Thanks to the Disaster Volunteering and Preparedness Department of California Volunteers over 270 emergency preparedness kits were given to community residents free of charge. Almost 250 children, youth and adults were provided with free identification kits from Kids Are 1st. Approximately 40 residents signed up for Free Home Safety Inspections by the LA County Stentorians. Hundreds of participants experienced the shock

Bush Forfeits 2005 Heisman Trophy BY RALPH D. RUSSO AP COLLEGE FOOTBALL WRITER NEW YORK (AP) — Reggie Bush took the unprecedented step of giving back his Heisman Trophy on Tuesday, saying the scandal over improper benefits while he was a star running back at Southern California should not stain “the dignity of this award.� The New Orleans Saints’ star won the Heisman — symbol of the best player in college football — in 2005. Returning the trophy has no practical effect on Bush since he’s already in the pros and a member of a Super Bowl championship team. However, it is the first time in the award’s 75-year history that a player has returned it. USC was hit with heavy sanctions by the NCAA this summer after it determined Bush and his family had received hundreds of thousands of dollars in gifts from two fledgling California-based

marketing agents. The NCAA ruled that Bush was ineligible for the 2005 season, which opened the possibility that the Heisman Trophy Trust would take back the award. One of the few guidelines given to Heisman Trophy voters is that a player must be in compliance with NCAA rules to be eligible for the trophy. “The persistent media speculation regarding allegations dating back to my years at USC has been both painful and distracting,� Bush said in a statement released through the Saints. “In no way should the storm around these allegations reflect in any way on the dignity of this award, nor on any other institutions or individuals. “For the rest of my days, I will continue to strive to demonstrate through my actions and words that I was deserving of the confidence placed in me by the Heisman Trophy Trust.� Just after USC was sanctioned, the eight-member trust, based in New York, said it was considering what to do about Bush, who won in a landslide vote over Texas quarterback Vince Young. The trust met Tuesday; it had no comment. Whether the 2005 Heisman will be vacated or given to Young remains to be seen. “Just heard about Reggies Heisman,� Young posted on his Twitter account. “Reg will continue to be the 2005 Award recipient and I will continue to be honored to have been in the 2005 Heisman campaign with such a talented athlete.� Allegations of improper benefits to Bush and his family were first reported by Yahoo! Sports in September 2006, months after Bush had already been drafted No. 2 overall by the Saints. The NCAA and Pac-10 began investigating Bush and the USC football program soon afterward, and Bush immediately denied any wrongdoing. One of the marketing agents, Lloyd Lake, sued Bush trying to recoup nearly $300,000 in cash and gifts. Bush was supposed to give a deposition in the case, but never did. Eventually, the case was settled and Bush never had to give his side of the story publicly. In handing out its penalties, the NCAA cited USC for a lack of institutional control. Its report cited numerous improper benefits for Bush and former basketball player O.J. Mayo, who spent just one year with the Trojans. The penalties included the loss of 30 football scholarships over three years and vacating 14 victories in which Bush played from December 2004 through the 2005 season. USC, under coach Pete Carroll, beat Oklahoma in the BCS title

In July, USC replaced athletic director Mike Garrett with Pat Haden, and one of the first moves Haden made was returning USC’s copy of Bush’s Heisman Trophy. Bush’s decision ends four years of questions, debate and turmoil surrounding allegations that tainted one of the great performances in college football history. “I think it’s a sad day, that’s the way I feel about it,â€? said former Nebraska quarterback Eric Crouch, who won the Heisman in 2001. “Having to actually be the first time in the history of the award that someone has given it back ‌ I don’t know if he actually had to. Maybe this is on his terms.â€? Eddie George, the 1995 Heisman winner from Ohio State, felt the same way: “I don’t think he should’ve gave his Heisman away. I think it’s a shame that it’s come to this for Reggie.â€? USC won 34 straight games and two national titles during Bush’s sensational three-year career. In 2005, he was spectacular, running for 1,740 yards, scoring 18 touchdowns and helping the Trojans reach the national championship game against Texas and Young. When it came time to award the Heisman, Bush ran away with the vote. He received 784 first-place votes, the third-most in the history of the award and finished 933 points ahead of the Texas star. “It doesn’t matter if he gives it back. Everyone still knows Reggie Bush was the best player that year. Look at the runs. He was clearly the best player,â€? former Nebraska flanker and 1972 Heisman winner Johnny Rodgers said. But it was Young who came away with the biggest prize. He had one of the greatest games in college football history and scored the winning touchdown with 19 seconds left in Texas’ 41-38 victory at the Rose Bowl. Restaurants are selling their products in the busy food court on a Friday afternoon. Customers are eating. And Larry Brown has already done what he’s used to doing at Baldwin Hills Crenshaw Plaza: chew down fast food. It’s the first time he’s tried Sbarro’s salad and pizza, he says, but Brown has purchased chicken salads, diet sodas and other food items at the mall for about 13 years. And the retired chef has at least one thing to say about fast food in the areas near and around him. “There’s too many restaurants here, period,” says Brown, who lives close to South Central and East Manchester avenues. “And do they really care about people and their health? The answer is, ‘No, they don’t.’ Everybody’s caring about the dollar bill.” Brown voices the opinions of many people. And the issue of having fast food, and what some consider a lack of healthy choices a n d
full-service restaurants in the area, has been discussed for years and could reach another level of development later in 2010. A one-year interim control ordinance (ICO) that stopped permits from being issued for building new, freestanding fast food restaurants in parts of West Adams, Leimert Park and other communities expired Sept. 14. The law took effect in September 2008 and was extended twice for six months. Plans are in the works to implement permanent regulations. Part of those rules would include subjecting fast food restaurants to a reviewing process aimed at determining whether they conform to community plans, according to Councilwoman Jan Perry, who co-authored the temporary ordinance with Councilman Bernard Parks Sr. The plan is to implement footnotes in three community plans that were affected by the ordinance — for South L.A., Southeast L.A. and West Adams-Baldwin Hills-Leimert Park. The plans would have essentially the same language as the ordinance, Perry said. The ordinance defines a fast food restaurant as, “Any establishment which dispenses food for consumption on or off the premises, and which has the following characteristics: a limited menu, items prepared in advance or prepared or heated quickly, no table orders, and food served in disposable wrapping or containers.” Existing restaurants would not be affected. To add the footnotes, council members said they would have to approve changing the community plans — which outline a city’s policies, goals, land uses and other matters for a community. The matter could go before an area planning commission in October and eventually to the council, according to Perry. The council passed the ordinance in July 2008 partly due to concerns about what some considered to be concentration of fast food in South L.A. and a lack of healthy choices and full-service restaurants. Perry was concerned about the impact fast food would have on the community’s health. Also, the councilwoman says the Ninth District she represents, “Has about 14 square miles … (and) not a lot of available land in which to develop higher and better business. “So my concern was also that I didn’t want to lose whatever land we had left to more fast food and other (businesses) that are not grocery stores, that are not restaurants, that are not things that the neighborhoods (are) asking for and have been waiting for for a very long time. So it’s an opportunity to clear the path so that other uses can come into the district.” Parks said the fast food law was intially sparked by somewhat of a similar issue: an abundance of auto-related businesses in the area. An interim control ordinance was made to address that issue. In regard to the fast food ordinance, he said that a process must t a k e
L.A. Watts Times place to approve fast food establishments. “The message here is options for people, finding a variety,” of ways to expose them to food that is fresh and available, Parks later added. Issue drew attention from the fast food industry in 2008. In that year, The Associated Press reported that California Restaurant Association spokesman Andrew Casana said the association and its members “will consider a legal challenge to the ordinance.” The CRA has been working with the City of L.A. in light of the ordinance. “Certainly the legal arena isn’t out the question for us at this point,” said Daniel Conway, a spokesman for the CRA, which has more than 22,000 members, including McDonald’s, Carl’s Jr. and Taco Bell. But the association is having a good enough dialogue that it is ready to continue to see how it’s able to progress with the city, Conway said. In an e-mail, he called the ordinance “unnecessarily restrictive.” “It singles out a small segment of our industry and it creates a degree of uncertainty that will inhibit business growth in the affected area. All the ICO can serve to do is keep jobs — and tax revenues — out of L.A.,” he said. “While the ICO has not been abused at this point, if it remains on the books it will only be a matter of time before it is. To the extent that proponents want to see a greater variety of restaurants and retailers in a particular area, this approach is counterproductive.” Andrew Puzder, president and CEO of CKE Restaurants, which owns Carl’s Jr., Green Burrito and Hardee’s, said it’s already difficult to open business in California and that Los Angeles made it harder to open fast food businesses in the area because of the ordinance. “The fact of the matter is that what people want will determine what gets built in an area,” Puzder said. “You can’t legislate people into preferring particular kinds of foods. Number one, it just doesn’t work. And number two, do we really want a nanny state that’s dictating to people where they should eat, what they should eat, when they should eat? Which really cuts back on personal and economic freedom.” The CEO said his restaurants have healthy choices on their menu. He wrote a letter in July 2008 to Councilman Eric Garcetti opposing the ordinance and offered to work with the city on the issue. “My job isn’t to be the food police,” Puzder said. “My job is to run a restaurant company where I don’t try and sell people what I think they should eat. I try and sell them what they want to eat. “And I make other options available on the menu … so that if they want to eat healthy they can. They (healthy items) just don’t sell.” In South L.A., 38 percent of adults are overweight while 32 percent are overweight in West L.A., according to the Los Angeles Department of
Public Health’s 2009 “Key Indicators of Health” report. About 35 percent are obese in South L.A. compared to 10 percent who are obese in West L.A., according to the report. In a separate 2005 report conducted by the L.A.-based Community Health Councils (CHC) and USC and UCLA researchers, it was reported that 27 percent of the restaurants in South L.A. were full-service compared to 58 percent in West L.A. Forty-two percent of restaurants in West L.A. were limited-service while 73 percent were in South L.A. The data in the report, titled “African Americans’ Access to Healthy Food Options in South Los Angeles Restaurants” was collected in fall 2003. The CHC hosted a town hall in August of this year partly about the issue of fast food in the area. In a press release announcing the town hall, CHC Executive Director Lark Galloway-Gilliam said, “The fast-food moratorium cannot be allowed to expire without another policy to replace it,” adding, “even a gap between when the moratorium expires and the completion of the Community Plan updates in 2011 is too great a gamble given the degree of obesity and diet-related chronic disease in South LA.” This issue is about trying to help people make healthier choices, she recently told the L.A. Watts Times. Council members have been trying to attract what they consider healthy choices to South L.A. Parks said healthier choices have come to South L.A., including an upcoming Fresh & Easy Neighborhood Market and family restaurant Wild Wings, among others. Gardena resident Thomas Gary said he thinks there should be healthy eateries in South L.A. Gary was recently at a McDonald’s in Baldwin Hills Crenshaw Plaza with Marlon Greene, who eats the fast food restaurant’s products sometimes three times a week, sometimes even twice in the same day. That day, Greene purchased two double cheeseburgers, while Gary bought the new Angus snack wrap. “It’s just something quick,” said Greene, 24, when asked why he likes McDonald’s. Brown, the retired chef, said he thinks there are enough healthy choices in South L.A., and doesn’t find it difficult to get good fruits and vegetables at grocery stores. And even though he thinks there are too many fast food restaurants in South L.A., there’s at least one more fast food place he would like to see come to the area: Sonic. “The really get down pretty good,” Brown said on that Friday afternoon with a Sbarro cup in front of him. “Oh yeah, buddy.”

“Sweet” Alice Harris and the Parents of Watts partnered with local businesses to host a block party on Saturday, September 11, to commemorate the events of 9/11 through a day of service. Nix Check Cashing and Kinecta Federal Credit Union teamed up with Harris’ non-profit service organization to distribute 200 backpacks filled with school supplies to local elementary students. The supplies were donated by Nix and Kinecta employees as well as members and customers throughout July and August. Division In The Church BY EVANGELIST REATHELL VEAL EXCELLENCE IN MINISTRY CONFERENCES Division has run rampart in the Church today and my question is, “What will God say and how will He judge His people on this?” We say that we are for our Brothers or Sisters, but in fact, we aren’t. Let’s look at what God has said about this topic. 1 Corinthians 3:1-5 states, And I, brethren, could not speak unto you as unto spiritual, but as unto carnal, even as unto babes in Christ. I have fed you with milk, and not with meat: for hitherto ye were not able to bear it, neither yet now are ye able. For ye are yet carnal, for whereas there is among you envying, and strife, and divisions, are ye not carnal, and walk as men? For while one saith, I am of Paul’ and another, I am of Apollos; are ye not carnal? Who then is Paul, and who is Apollos, but Ministers by whom ye believed, even as the Lord gave to every man? When Paul was addressing the Corinthian Church, he was correcting their behavior or opposing wrong thinking. He said he had to talk to them as you would to babies. Spiritual men and woman should realizes that Christ is the center of church participation; not the Christians that are serving. The Corinthians were bickering about positions in the church, about who was more spiritual and which role was more important. Sometimes, this type of attitude is unspoken, but is demonstrated in action. Christians, including Leaders, have cliques and favored people and they don’t understand their true role in the church. It’s all about Jesus!! Paul mentioned that as long as there are jealousy, envy, strife and backbiting; the church is considered carnal and unspiritual having the nature of the flesh in operation. This is not a good example for new Christians or the unsaved world to see. The Church building is for us to come to worship so that we can be edified, taught, and build the Saints up. There is no room for division. 1 Corinthians 13 talks about love. When we are determined to love, division will not have a place in our life. The body has gotten away from following the order and instructions of the Bible. We have
favored people, we put people in positions that we feel will look less important than we are. There are specific instructions in the Bible with examples of how Christians should live. As we walk the Christian walk, there should be signs of growth by working on areas of improvement. It must begin with Unity as stated in Psalms 133.
Reathell Veal In Mark 3:24-25, the word of God states that a house divided will fall! The church has no room for division. Division must go in the name of Jesus! Romans 12 speaks about renewing our mind. As we study and meditate on God’s word; renewing the mind; the mind becomes transformed. Therefore, we learn to think like God and the true love develops and as Christians, we learn to flow in the Holy Spirit. This is what God wants. Where do we start to correct this major problem? The answer is to take inventory of ourselves. We need to repent of known wrong behavior and unknown. We need to walk in the fruit of the spirit (Love) as well as believe that God made us to run in a specific lane in this race. When we function in the position that was ordained by God, the Church will become more attractive to the unsaved. It will draw the unsaved people into the body. Let’s make a conscious effort to take the Christian walk serious. Let’s stop the bickering and fighting for fame and focus on the purpose of serving God and our fellow man with a heart of humility, gratitude, understanding and love. Amen.

How Can You Be a Union Leader and an Unsung Hero? BY COOKIE LOMMEL SPECIAL TO THE WATTS TIMES Los Angeles — Ralph Miller recently celebrated thirty four years with The Los Angeles County Deputy Probation Officers’ Union AFSCME Local 685. His peers would agree that the celebration is indeed, theirs. Former NFL gridiron star Miller brings the same strength and commitment to his presidency of the Los Angeles County Probation Officers’ Union AFSCME Local 685 he brought to the New Orleans Saints, the Houston Oilers, the Philadelphia Eagles, the San Diego Chargers, the New York Giants, and the San Francisco 49ers and The Canadian Football League’s Ottawa Roughriders and The Toronto Argonauts. To Local 685 members and to troubled teens, he’s the “unsung hero,” according to President Gerald W. McEntee at the 2010 Convention of the American Federation of State, County, and Municipal Employees, AFL-CIO, held in Boston, Massachusetts, who cited Miller’s successful efforts to turn around a young gang member’s life Miller received praise at the national level for his dedication to the at-risk teens in his care since 1976, when he first joined the Los Angeles County Probation Department. He has served in Central Juvenile Hall, Los Padrinos Juvenile Hall, Camp Barley Flats, Camp Joseph Scott, the East Los Angeles Area Office, Camp Headquarters and The Camp Community Transition Program. Probation officers are law enforcement professionals, who routinely deal with the same community confronting police officers: murderers, rapists, armed robbers, car-jackers, home invaders, and child molesters. Juveniles, however, can be more volatile than their more mature criminal counterparts; many are gang members who don’t respect authority, reject structure, and resent being incarcerated. Luckily, professionals like Miller, are there to guide at-risk youth, becoming an important link to keep the community and the offender in a safety zone. Miller used his experience as a professional football player to make an indelible — and effective — impression on his young charges. For example, Theresa Avendano was an at-risk teenager who was sentenced to a Probation Camp at the age of sixteen. When she was assigned to Camp Scott, she quickly realized that Ralph Miller, the man in charge of her destiny, was no push-over: “I heard he had a reputation for being a no-nonsense officer. Then, when I met him, I knew I really better get myself together.” Teresa went on to serve six months at Camp Scott, and never offended again. While volunteering on a political campaign, she

ran into Mr. Miller, as she still calls him. She has never forgotten the positive impact Ralph Miller had on her life: no longer a teenager on the edge, she is now a successful organizer for AFSCME Local 3299. When he was assigned to work at Camp Barley Flats, it was a work camp that housed older teenage boys in the age range of 16 to 18 years old. Some of their duties included building rock dams, planting trees, working with fire fighters to contain the many forest fires that break out in California forest, trail and campground maintenance. Miller recalls one young man came to the camp with a particularly disruptive attitude. Miller along with a camp teacher organized a special group of young men called The BFlats. These young men had to earn the opportunity to be a part of this group with good behavior, they also participated in a myriad of field trips or they would read poetry in a rap music style for special organizations celebrating Women’s History Month, Black History Month, Hispanic Awareness Month and others. This one young man who worked so hard to participate in this special group, that he was one of the highest achieving youngsters in camp and Mayor of Camp Barley Flats. After completing his six month sentence at the camp, Miller accidentally came in contact with him, he had graduated from college and utilized the skills he learned at the camp he had become a fire fighter for the City of Los Angeles. He credits Mr. Miller with leading him down the right path. Miller’s devotion to Local 685, like his devotion to his young charges, has been a driving force in a distinguished career as a union activist. A native of Alabama, Ralph Miller attended Alabama State University before graduating from California Lutheran University,
where he chaired the Black Student Union while playing college football. Miller played on Cal Lutheran’s national championship team and he became a founding member of the NFL Player’s Union, which joined the AFL-CIO in 1974. He served as a player’s rep in all three football leagues. After transitioning to his career in public safety with the Probation Department, he became a Union Steward three months later. Miller was first elected to the Local 685 Executive Board in 1978, and became Union President in 1997. Miller’s other service with AFSCME includes serving as Vice President to District Council 36 from 1995-1999, President from 1997-2001, President of AFSCME P.E.O.P.L.E. in California (PAC), and Member of the AFSCME Judicial Panel. Miller currently serves as a Vice President of the Los Angeles County Federation of Labor, AFLCIO; Treasurer, Coalition of County Unions; and as a member of the Board of Directors of numerous public safety organizations. His positions have never been sheltered. Instead, Ralph Miller has been at the forefront of many of today’s toughest issues, advocating for his membership. Among his more recent accomplishments as President of AFSCME Local 685 was negotiating the biggest pay raise in the history of the union by mobilizing more than 1,000 members — representing nearly onethird of the membership — to protest, along with community activists, before the Board of Supervisors. Jefferson Thomas and the Courage of Children BY MARIAN WRIGHT EDELMAN NNPA COLUMNIST (NNPA) — “(Jefferson) Thomas was just a teenager when he became one of the first African-American students to enroll in Little Rock Central High School. Yet even at such a young age, he had the courage to risk his own safety, to defy a governor and a mob, and to walk proudly into that school even though it would have been far easier to give up and turn back. “And through this simple act of pursuing an equal education, he and his fellow members of the Little Rock Nine helped open the doors of opportunity for their generation and for those that followed. The searing images of soldiers guarding students from those days will forever serve as a testament to the progress we’ve made, the barriers that previous generations have torn down, and the power of ordinary men and women to help us build a more perfect union. Our nation owes Mr. Thomas a debt of gratitude.” This is part of the statement issued by President Obama about Jefferson Thomas, who passed away on Sept. 5. In 1957, he and eight fellow Black students at Little Rock Central High School made history as they helped make our nation live up to the promise of Brown v. Board of Education, the end of legal segregation in public schools. As Obama has said before, he himself was among the next generation of Americans who were able to step through those doors of opportunity the Little Rock Nine helped open. In reminding us that Thomas and his fellow students were just teenagers when they endured daily harassment and physical threats just to go to school each day, he raises another key point: Our nation owes a debt of gratitude not just to the ordinary men and women who took a stand during the Civil Rights Movement, but to the extraordinary children and youths who were frontline soldiers in the war to end Jim Crow in American life. Children and young people in the movement taught us to be coura-

geous and stand up against injustice and showed uncommon dignity, maturity and grace that was often a direct contrast to the hate-filled adults around them. Dr. Robert Coles, in his children’s book “The Story of Ruby Bridges,” describes Ruby’s loving forgiveness and courage when faced with the ugly screaming White mobs who jeered and taunted her as she attended alone, only 6 years old, a previously all-White school in New Orleans boycotted by Whites. Ruby astonished her teacher when she asked Ruby why she had paused and talked to the crowd of White adults one day. “I wasn’t talking,” said Ruby. “I was praying. I was praying for them.”? Historians like Taylor Branch and David Halberstam recount the incredible courage and determination and grit of children and youths like Bridges, Thomas and his classmates at Little Rock Central High, and others who subjected themselves often to the violent resistance we witnessed in Little Rock and New Orleans to end discrimination in the American South. Their names were not just in
the court papers filed by their brave parents in dozens of school desegregation cases. Children were the shock troops who parted the milling, jeering and threatening crowds, and weathered the hateful isolation and ugly epithets encouraged or ignored by some White adults who taught their children to spurn and insult Black children. Children faced fierce police dogs and fire hoses and filled the jails in Birmingham and Selma, Ala., when most adults hesitated to respond to Martin Luther King Jr.’s call in light of fear of their jobs or personal safety. Children withstood arrests and tough treatment in Jackson, Miss., and harsh treatment in Southern jails where they were detained. They were sometimes beaten by police for standing up for freedom. High school and college youths sat down until lunch counters across the South were desegregated. And four little girls had to die as a sacrifice in Birmingham before the nation assured Black citizens the right to vote. As Taylor Branch said at a Children’s Defense Fund/Black Community Crusade for Children forum, “There is no precedent that I know of in recorded history for the power balance of a great nation turning on the moral witness of schoolchildren … A movement that rode through in history on the spirit of children now looks to how we treat our children [decades] later. Now we have adults who, in effect, need to pay back children.” How will we do that? When will we do that? Giving children fair treatment, leadership, and protection today is our nation’s chance to honor the debt we owe young people like Thomas whose life made such a difference to us all. Ron Walters — A Scholar and a Gentleman BY JULIANNE MALVEAUX NNPA COLUMNIST (NNPA) — Ron Walters was a gentle man. Yes, he was brilliant, insightful, a political genius with a passionate love for AfricanAmerican people and for our advancement. But he was also gentle and kind in a way that many with genius are not. He balanced life skillfully, caring for issues, but also for people. He was my friend, sometime my partner in activism. I will miss him.? Indeed, I cannot tell you my disbelief upon learning of his death. He was sick, and in these last months, even frail. We were together when Ron Daniels convened a Capitol Hill meeting of the Shirley Chisholm Commission on Presidential Accountability, a group on which Walters and I both served. Walters came in, looking a bit thinner than usual, with a voice softer than usual, and when I voiced concern, he said he had been ill. While there was evidence of illness in his physical countenance, there was none in his spoken presentation. Indeed, he was awesomely incisive in raising questions about issues of accountability and questions that must be raised to judge the Obama administration. Always fair, he was also clear that the commission was not about holding this administration to a harsher standard than any other. Indeed, he was clear that accountability is something that is to be expected of any leader. On a Saturday morning, at the National Council of Negro Women prayer breakfast, the gathering was abuzz with news of Walters’s Friday evening death, voices somber and shaken at the magnitude of our loss. We have lost a phenomenal analyst, a caring advocate, an inspirational mentor, and a dazzling teacher. Walters was not only a leader; he was an adviser of leaders. His relationship with the Rev. Jesse Jackson, whose 1984 and ’88 campaigns he played pivotal roles in, is an example of the groundbreaking work he has done, both as a political scientist and political activist. At the NCNW breakfast, someone asked how long I’d known Walters. After some reflection, I had to reply that I simply didn’t know. I do remember a call from him, though, back in 1984. We didn’t know each other well then. I was a professor in San Francisco and had been involved in the Jackson campaign. He was one of the campaign leaders and keeping things together. One of the San Francisco radio stations had asked that a Jackson, Walter Mondale, and Gary Hart representative do a morning conversation each day during the convention about its happenings. Walters asked me if I’d speak for Jackson and I, of course, enthusiastically agreed. I’m as volatile as Walters
Julianne Malveaux is calm, so after my first radio appearance I got some coaching on how to “tone it down.” The coaching was offered so gently that it had to be considered. I still chuckle at the memory. We worked together, again, during the 1988 Jackson campaign. I’m not sure what all Walters had me doing, but I remember both writing about the convention and running from one meeting to another to be helpful to the campaign. Our paths continued to criss-cross over the years, more so when I moved to Washington in 1994 and we saw each other more frequently. We presented on panels together, worked on causes together, and sometimes connected just because each of us needed to bounce ideas off a like-minded colleague. Whether we spoke one-on-one or in a group, my recollection is that Walters had plenty to say and was measured in how he said it. Again, the word “gentle” comes to mind. Our gentle friend left a legacy of excellent and thorough political analysis. He was more than a political analyst and teacher, though. He was the “scholar activist” that W.E.B. DuBois so often spoke of, the person who takes information and data and uses it to empower a people. Walters was not about the bloodless political analysis that manipulated numbers to come up with results. Nor was he about the passionate pronouncements some pundits offer that often come out of nowhere. Instead, he balanced the two with gentle grace. He cared about black people, about inequality and injustice. He cared about historically black colleges and universities. (A graduate of Fisk University, he spent much of his career at Howard University. When we last spoke, he was considering an invite to come to speak at Bennett College for Women in the spring.) We will miss his gentle caring. We will miss a gentle man. And we are so very aware of how blessed the African-American community has been to have him with us for the 72 years of his amazing life. The union-led protest, under the heading “Global Day of Action for Democracy in Swaziland,” was set to be the biggest civil action since the 1996 Jan Sithole-led strikes. Wedged between South Africa and Mozambique, Swaziland has been ruled
by a dynasty of kings, whose current throne-holder is the 42-year-old King Mswati III. Under a decades-long State of Emergency, he rules by decree, controls the parliament, appoints cabinet ministers, judges and senior civil servants. Political parties are banned, along with most demonstrations and meetings. Shouting the wrong slogan or wearing the wrong T-shirt can get you locked up as a “terrorist.” Mduduzi Gina, of the Swaziland Federation of Trade Unions, said workers were protesting the taxation of low-income earners; the disruption of labor court operations; rising charges for electricity; and a shortage of drugs in public health institutions, among other demands.
