REGULATORY TRANSITION DATES The regulatory references used for the transportation of dangerous goods are updated and effective at different times. All of the effective dates and relevant transition dates for the 2010 regulations are reflected here.

The competent authority for the international air regulations is the International Civil Air Organization (ICAO). The ICAO regulations are updated and published every two years in the Technical Instructions for the Safe Transportation of Dangerous Goods by Air. The next ICAO Technical Instructions (2011 – 2012) will be effective January 1, 2011. Use of the current packing instructions (2009 – 2010) is allowed until March 31, 2011.

The competent authority for the international sea regulations is the International Maritime Organization (IMO). The IMO regulations are updated and published every two years in the International Maritime Dangerous Goods th Code (IMDG Code). The IMDG Code revisions are referred to amendments. The next amendment (35 ) is effective th January 1, 2011. The current amendment (34 ) may be used until December 31, 2011.

The competent authority for domestic transportation regulations is the Pipeline and Hazardous Materials Safety Administration (PHMSA) in the Department of Transportation (DOT). PHMSA regulations are updated continuously through the Federal Register. The effective dates for the regulations are published in each rulemaking. The regulations are published annually in the Code of Federal Regulations (49 CFR) after October 1.
