Historic Core Walking Guide Hits the Streets

P

lanning to make a special visit to or even just wander around the Old Bank District or Broadway, but not sure what exactly you want to do? The Historic Downtown Los Angeles Business Improvement District can help, and it doesn’t require anything more than a sliver of space in your pocket. The BID has just released a pedestrian-oriented mini pamphlet with area highlights. Executive Director Blair Besten said local artists Ari Simon and Phoebe Unterman developed the pamphlet dubbed “Walk the Historic Core.” Double-sided and detailed with historical tidbits — a century ago Spring and Main streets were the spine of the “Wall Street of the West” — the maps are meant to be a fun and historical keepsake, Besten said. They also highlight options at intersections including Fourth and Main and Ninth and Broadway. “Walk the Historic Core” is available at the BID’s security office at 453 S. Spring St., suite 1116, but soon will be distributed in stores and cafes throughout the district.

The project, on the site of a former state office building razed after the 1971 Sylmar earthquake, is slated to cost a total of $10 million. The city Department of Recreation and Parks anticipates that the remaining $5.7 million will come from a combination of future Quimby fees and department contributions. In 2013, the city used $6.3 million in Quimby fees to acquire the lot across from City Hall that is known mostly for being covered by graffiti (the total acquisition price was $9.95 million; Recreation and Parks contributed the remainder). Community meetings to discuss the park’s design will take place in the summer. Officials have talked about having the park work in conjunction with Grand Park, which is just north of the parcel. A timeline for opening has not been established.

be wary of Broadway this week (except for Easter Sunday), as crews smooth out the roadway and paint in new crosswalks and lane dividers.

Just one lane will be open on the east side of the street through April 16, and one lane will be open on the west side from April 17-19. In addition, southbound drivers are now restricted from making left turns on the majority of Broadway between Third Street and Olympic Boulevard. The end of the month will see new paving for pedestrian areas and the installation of flexible posts to “extend” the sidewalk into the street. A Dog Park Worth Paying For

P

arks are great free resources. Except when they’re not free. Sometimes, we learn that the hard way.

That is the situation right now in the Arts District. As Los Angeles Downtown News reported last week, a lock has been affixed to a dog park at Fourth and Molino streets.

Although people and their pets have been flocking to the small, fenced-in dirt patch since it opened in 2010, now they are being asked to pay for the privilege. The Los Angeles River Artists and Business Association, a nonprofit that operates the park, has begun “selling” keys that allow access. Buying a key (they’re available at the Corner Store on Traction Avenue) costs $60 and gets residents and their canine companion in for six months.

This is the part of the story where people usually throw up their hands and protest.

Many probably assumed the park was owned by the city and that its operations are funded by taxpayers. Those who knew that it was actually a privately operated facility on private land (donated by the Honda family for use as a dog park) likely assumed that LARABA would cover its costs indefinitely.

It would be great if that were the case, but as it turns out, the park chews up about 15% of LARABA’s annual budget. The organization, which has a long history in the neighborhood and gets its funds from farmers market fees (LARABA also stages the market), had decided that it can pay for part of the park, but that it needs regular users to help cover the costs. It’s not like this is a Business Improvement District, where area property owners are required to pay for efforts that benefit the community.

LARABA’s ask is reasonable, and it is surprising that, since the lock was affixed, the park has frequently been empty. In the first three weeks, only seven people bought a key.

We understand a reticence to pay for something one is used to getting for free. However, dog parks usually attract heavy-volume users.

People who want a pooch to get some exercise and canine socialization generally show up every other day or more.

That $60 amortizes pretty quickly over six months. If someone uses the park 10 times a month, that’s a dollar per visit. It’s 50 cents a visit if they show up 20 times each month.

That sounds like a fair price considering that LARABA has to write checks for property taxes, water, maintenance and other costs.

We also think there is room for a different approach. The Arts District is seeing billions of dollars worth of investment. Maybe LARABA can approach some of the arriving entities, be they apartment buildings or cafes and bars, and solicit sponsorships or donations. Fortunately, at a LARABA meeting last week, some locals pledged to donate money. We hope checks actually show up.

It’s worth getting the costs covered, because the dog park is a resource that should continue to be used by the public and their pets.

Political Tiffs and a Grand Park Concert

R

ecently, a couple of pretty interesting issues came together, unexpectedly, all at once. One concerns Grand Park, the wonderful 12-acre attraction stretching from the Music Center to City Hall. The other is the ongoing bumpy relationship between the offices of Downtown’s 14th District City Councilman José Huizar and Mayor Eric Garcetti.

This time the two politicos have clashed over a proposal to stage a massive concert in the park. KPCC was the first to report the details, which involve Garcetti’s office working with concert promoter Live Nation on a plan to hold something called the Budweiser Made in America festival on Aug. 30-31. Rapper Jay-Z is involved in the plan that would apparently attract up to 50,000 paying customers over two days.

On March 28, Huizar filed a motion asking various city departments to hold off on issuing any permits for the event. Huizar claims that his office has been frozen out of the planning process to the detriment of Downtown. He contends the festival would have significant impacts on the Civic Center, including shutting down some Downtown streets for up to 10 days.

While the subject of what happens with the public park and city streets is serious, it’s clear that some of what is occurring here is petty, and that the dispute could have been avoided with some simple though perhaps not-so-easy steps, given their history. In this instance, rapprochement might involve a mayor being magnanimous, and a councilman eating a little crow. More on that below.

From the outset, Grand Park was envisioned as a public resource, and it has been a hit since day one, with loads of free programming, everything from a New Year’s Eve celebration to this month’s taco festival. During summer weekends it fills with kids splashing through the restored fountain.

While we don’t love the idea of losing public access to the park on a summer weekend, we can accept it if a) it brings in revenue that allows the park to continue to provide a lot of free events, b) closing the park will not recur frequently, and that on the vast majority of weekends it will be open to the public, c) there is substantial outreach before the concert so Downtown workers and residents can prepare, and d) there is a huge, privately funded security contingent and plenty of on-site resources such as restrooms to ensure that the park doesn’t get trashed.

All of those issues will take work, and they will require public out-

reach. The key is transparency, and organizers should err on the side of caution — let the public know, for example, how frequently the park could be closed for concerts, and how much money that will generate.

If everything is handled responsibly, this bash could be good for Downtown Los Angeles. A huge event on an otherwise quiet summer weekend — much of City Hall shuts down before Labor Day — stands to introduce a lot of people to the Central City. Theoretically, Downtown bars and restaurants can piggyback on the festival.

Then there is the matter of the politicians. Huizar’s take on the tiff shows up in the motion, which reads, “As a matter of protocol, Council offices are given advance notice of any potential large scale event being proposed within their district.” However, for “protocol” read “courtesy” and you get the picture. There is no legal requirement that the councilmember be notified; it’s a courtesy.

Obviously Garcetti doesn’t want anything that hurts Downtown — he works here and understands how important the rebounding area is to the future of Los Angeles. We trust that he has the community’s best interests in mind and that in his opinion snubbing the councilman would impact neither safety nor transparency.

Garcetti and Huizar have a frosty relationship, stemming in part from Huizar’s strong support of Wendy Greuel during the 2013 mayor’s race. By most accounts, they remain at odds. Truth be told, few know the entire history here. It’s likely each has cold-shouldered the other numerous times.

Whatever the state of the conflict now, it might be that Downtown would benefit if the two worked together, presuming one doesn’t take the opportunity to stick it to the other yet again. While pugilistic antics are entertaining to watch, there is no doubt that Downtown benefits most if both sides work together in good faith. That requires some give on each side. As mayor, Garcetti has the power, and he would not relinquish any by giving Huizar a seat at the table in crafting the deal for the concert.

Huizar, meanwhile, might want to offer the olive branch for any perceived slights during the election. Garcetti is around for at least the next three years. Huizar only helps himself and his constituents if he can work well with the mayor.

This might require each to swallow some pride, but it’s worth it. After all, these individuals both work for the people of Los Angeles.

lowing traffic speeds is not a problem, but rather a solution. Speeding traffic, in addition to causing crashes that kill and maim (something car culture supporters apparently consider to be of little importance), shoot potential customers past businesses instead of to them. New York City’s experiences show significant increases in the receipts of most businesses along routes with bike lanes and “road diets.” Also, reducing peak driving speeds often results in decreased point-to-point driving times, as motorists don’t speed themselves into repeated jams. And once the bike lanes mature and people get accustomed to using them, they vastly increase the total carrying capacity of a street, and bring more customers to businesses. This has been shown over and over again in cities all over the U.S. and the world.

irst, I am relieved that the details of the New Cecil project were unveiled prior to the start of the makeover. On a rational level I understand NIMBYism. However, the

situation in the “front yard” of the project’s neighbors is one of homeless people without a place to sleep. The New Cecil would be a helpful piece in the puzzle of housing hundreds of people now on the streets. The next planned step is to connect with the community. he outcome of this case is really surprising.

An unlicensed driver jumps a curb, strikes two pedestrians and hits the stroller that the baby is in. He kills the baby, but only gets three years probation and no jail time? When you park a car, you drive very slowly. He must have gunned the car. Also, the infant dying is very unfortunate. But a $500,000 award is just wrong. Neither the actions nor inactions of the city or of Art Walk caused the crash. If you say that if the streets weren’t as crowded, then the accident wouldn’t have happened, then you are wrong.

The only ones responsible for this tragedy are Tyrell Chandler, the unlicensed driver who killed the child (probation?) and, sorry, the parents who took this infant to such a crowded, rowdy event, and pushed him in a stroller in front of them. A Revolving Kitchen Door Don’t Get Too Used to the Food at Fifty Seven.

In a Few Months, the Chef Will Be Gone. That’s Intentional

By Eddie Kim n a recent Tuesday morning, David Nayfeld stood in the middle of the bright, open kitchen at Fifty Seven, the Arts District’s newest restaurant. As he quickly but carefully peeled a quartet of chubby carrots for the evening’s dinner, he expounded on the right and wrong way to perform specific culinary tasks.

“Yeah, there’s a right way to peel carrots, too,” Nayfeld said.

It may sound like a stretch — who hasn’t cleaned a carrot? — but to the 30-year-old chef, it’s all part of achieving the highest culinary standard possible.

The cooks milling around him, he pointed out, have worked at some of the country’s most prestigious restaurants, places like The French Laundry in Napa Valley, Chicago’s Alinea and Eleven Madison Park in New York City. The latter is the three-Michelin starred establishment where Nayfeld most recently served as senior sous-chef.

Yet while he is now running a kitchen himself, Nayfeld doesn’t plan to build his own legacy at Fifty Seven. In fact, he won’t even be in the kitchen in as little as three months. The team he is currently training will remain, as will his organizational standards, but a brand-new leader will bring his or her own menu and take Nayfeld’s place.

In other words, just when diners get comfortable, the rug, or more precisely the plate, will be pulled out from under them.

That is the big conceit of Fifty Seven, which opened in late March under the ownership of hospitality group Cardiff Giant.

Company head Beau Laughlin hopes to attract diners by rotating the best and brightest young chefs in and out of the restaurant every couple of months, and he’s relying on his team to scout the right people for the job.

“We wanted to make a concept that would become a destination for people around L.A. and the country,” Laughlin said.

He adds that Fifty Seven isn’t meant to be an “occasional” restaurant. In that vein, there are two sides of the menu: a prix-fixe three-course meal for $48, and a more casual shared plates menu with 10 dishes that will more or less remain after Nayfeld departs.

The restaurant sports a versatile dining area, fashioned out of a former loading dock of the Heinz ketchup company — hence the moniker. The rustic room eschews white tablecloths for swaths of cracked concrete, brick, honey-blond wood and glimmering copper. Down a flight of stairs is a dark, moody lounge with a full bar; on weekends, live music swells from the intimate room.

“I love the buildings, the community, the architecture,” Laughlin said. “On the Westside I often have to re-create charm to give a sense of history where there isn’t [any]. But in the Arts District, you can feel it everywhere.”

On the Plate Laughlin had been pondering the rotating-chefs concept for some time, though development on Fifty Seven didn’t begin until late 2012. Around the time construction was starting, Laughlin met Nayfeld. The chef, an Oakland native, had moved to Los Angeles after traveling and cooking through Europe and reached out looking for a project. They met for several informal meetings (“We got hammered a couple times,” Nayfeld admits) before delving into the specifics of Fifty Seven.

Nayfeld acknowledges feeling some trepidation with the concept of having a new chef and menu several times a year. But he and Laughlin shared similar visions for the restaurant and its service. Though Nayfeld had hoped (and still aims) to open his own restaurant, he felt inspired by the freedom given to him to design the kitchen, mold front-of-house service and collaborate on

“It’s easy to open a restaurant on other people’s terms,” Nayfeld said. “But this was a chance to leave my mark on what could be an institution.”

Laughlin won’t reveal who the next chef might be, though he says the cooking at Fifty Seven will continue to fall under the umbrella of “New American” dining. In any case, the temporary approach flies in the face of conventional restaurant wisdom, with most establishments taking pride in giving diners consistency in vision and cooking. Maintaining stability is considered a key to financial success.

L.A. Weekly food critic Besha Rodell says that Fifty Seven could become a pioneering restaurant, but that it’s taking on a risk by staying unpredictable.

“A new chef every few months has the potential to keep people engaged and wanting to come back. I think it will hinge more on infrastructure and the type of talent they’re able to attract,” she wrote in an email. “I’m just not sure the logistics of the thing are sustainable with a new leader every few months.”

Despite the challenges, Laughlin and Nayfeld hope that the restaurant will become a place for talented chefs to grow their philosophies and have a chance to shine before tackling their own projects.

“I hope some great chefs will one day ask each other, ‘Hey, were you at Fifty Seven in 2014?’ or whatever,” Nayfeld said. “This place could be an amazing launching point for so many careers.”

It may be a situation of that old adage, “Time will tell.” Then, once the next chef comes in, time will tell again.

Still, the chef proudly refers to the menu as “farm cooking,” with flavors that harken to traditional tastes rather than experimental ones. Report Urges L.A. Leaders to Break Away From ‘Status Quo’ L.A. 2020 Commission Calls for Steps to Increase Transparency in City Hall, Spark Job Growth

The report, titled “A Time for Truth” and assembled by a panel comprised of a dozen high-powered Angelenos, gained a lot of media coverage, but

failed to gain much traction within City Hall.

“This gives us a map,” said Wesson, who like other elected officials was briefed on the report before its release. “This gives us a direction of where we can go.”

That seems to be the reaction the panel, chaired by Mickey Kantor and Austin Beutner (Kantor assembled the commission at Wesson’s request, though city officials had no input in its findings), hoped to hear. The 28-page report is essentially a 13-point prescription for curing the city of some of its most-pressing ills. of the ports of Los Angeles and Long Beach.

“We’re not trying to deal with every problem in Los Angeles,” Kantor said during an advance briefing on Tuesday morning.

“We believe all of these are implementable within six months.”

In the Tuesday briefing, Beutner said the proposal with the greatest potential long-term impact is establishing a city Office of Transparency and Accountability. The office with a five-member board and an approximately 10-person staff would provide information and analyses of the city’s budget, services and other operations. The data would be readily available to the general public and the media.

“This nonpartisan, apolitical entity will be charged with preparing critical analyses of what goes on in City Hall and how effectively the City is using taxpayer money to provide services,” the report states.

Also under the accountability and transparency umbrella is shifting when elections take place. The report noted the turnout of only 23% of registered voters in last spring’s mayoral election.

It recommends rescheduling elections to coincide with the state and federal election cycle. Having more people at the polls, said Beutner, will reduce the power of special interests in low-turnout races.

Job Creators The 2020 Commission includes individuals with backgrounds in labor, business and government. Other members are former Gov. Gray Davis, DWP union leader Brian D’Arcy, and former Labor Secretary and current County Supervisor candidate Hilda Solis.

Another suggestion is altering the city budget process. Rather than present a one-year budget, as occurs now, the report suggests issuing a three-year budget that shows both proposed spending in a 12-month period, as well as the implications of that spending in succeeding years. This would prevent financial gimmicks and short-term fixes that essentially delay fiscal problems for future leaders, they said.

The January report gained attention in part for stating that nearly 40% of the citizens of Los Angeles live in “misery,” with the figure referring to Angelenos who are unemployed or earn poverty-level wages. To alleviate that, Kantor said Wednesday that

the minimum wage throughout the county should be raised to $11 an hour. The call for a higher minimum wage echoes a stance proffered recently by businessmen Eli Broad and Rick Caruso.

The report urged local leaders to capitalize on some of the strengths and job-producing sectors in the region, and stressed focusing on “economic clusters” in fields such as bioscience and technology, along with manufacturing. Beutner and Kantor suggested that city and county officials aggressively work to make Los Angeles the home of the future new local headquarters of the California Air Resources Board. Getting the 550-employee office in the city, they said, would mean more than just those jobs: Research and other environmental-related businesses would follow.

“It could become a big job creator,” said Beutner.

That point of view was echoed by Gary Toebben, president and CEO of the Los Angeles Area Chamber of Commerce. Toebben noted that having CARB in the area would mean that entrepreneurs in the clean air resources field would also locate nearby.

Another way to bolster the economy, the commission said, is consolidation, with a regional approach for both shipping and tourism. The report recommends having the ports of Los Angeles and Long Beach enter into a joint powers agreement to manage strategy on a regional basis. It noted that this has happened in other areas, with ports in New York and New Jersey, and Seattle and Tacoma, forming strong partnerships. Los Angeles and Long Beach should be stealing not from each other, Beutner said Wednesday, but from the ports of Houston and other locales.

“All too often the Ports of LA and Long Beach issue press releases boasting of new customers — one only has to study the details to understand these customers are just switching from LA to Long Beach or vice versa and not bringing new jobs to the region,” the report stated.

A similar partnership is recommended for local tourism agencies. Forming a Regional Tourism Authority, the report said, would allow cities such as Los Angeles, Beverly Hills and Santa Monica to work together, particularly in targeting international

travelers, who spend far more than domestic tourists.

Beutner and Kantor noted said the commission’s work essentially ends with the release of the second report. Still, others are already looking forward to the potential raised by the findings and suggestions. Toebben said local organizations should ensure that “A Time for Action” is not ignored.

“It will be important for all of us to say, OK, let’s make a commitment to not put this on the shelf,” he said. “What is each of our organizations going to do to make sure that doesn’t happen? People may disagree with the recommendations, but I think they will not disagree with the challenges facing our city.”

Caffeine Shifts in the Arts District

By Donna Evans ver the past few years the Arts District has sort of morphed into the coffee district, with the opening of cafes and roasting businesses including Urth Caffe, Stumptown and Handsome Coffee Roasters.

Now the scene is getting a caffeine jolt, with the change centered on Handsome, which has its headquarters at 582 Mateo St. Oakland-based Blue Bottle Coffee has acquired Handsome, perhaps leaving some fans of the java joint wondering if sugar now will be on the menu (no, they currently don’t offer sugar). The business celebrated its second anniversary in February, but the remaining founding

partner, Michael Phillips, who will join the Blue Bottle team in a development role, said the acquisition is a good thing.

“There’s arguably something bittersweet when a creation of yours disappears. But in the same vein, it is one of the most impressive validations for the work we’ve done,” he said.

The business will transition into Blue Bottle’s first Los Angeles cafe and production space this summer. All Handsome employees have been offered positions with Blue Bottle, Phillips said.

Handsome was founded in 2011 by Phillips, Tyler Wells and Chris Owens. However, Owens and Wells have already left the company for other ventures.

City Official Proposes $3.7 Million Skid Row Clean-up Plan Chief Administrative Officer Asks for More Street Cleanings and Storage Bins

By Donna Evans os Angeles Administrative Officer Miguel Santana last week recommended that the city immediately adopt a $3.7 million Skid Row clean-up effort that would expand public toilet and shower access for the homeless.

On Monday, April 7, Santana released a 10page report requesting increased cleanings and inspections, additional trash receptacles, and the establishment of short- and long-term storage areas for the homeless, including places to park shopping carts while people receive services.

Santana’s report follows City Attorney Mike Feuer’s dropping of an appeal of a court ruling that prevents the city from removing the shopping carts and personal items temporarily left on the streets by homeless individuals. In 2011, eight people whose goods were seized while they went inside to access services sued the city. The courts have consistently ruled against the city.

The situation has prompted an outcry from some Skid Row area workers who say that trash has since proliferated on the streets and that some sidewalks have become nearly impassable. In 2012, the County Department of Health found conditions in the area to be a public health threat due to the presence of buckets of

human feces, hypodermic needles, razor blades and more. The county embarked on a cleaning regimen dubbed Operation Healthy Streets.

Santana’s report asks for the cleaning program to be expanded.

The report says that 3,463 people live on the streets or in area shelters, and that 1,136 shortterm storage bins exist for people to stow their belongings. The report recommends upping that by 500. The current storage location near First and Alameda streets needs to move because of Metropolitan Transportation Authority work.

The Los Angeles Homeless Services Authority is negotiating to rent a 16,000-square-foot storage space at 1225 E. Seventh St. It would be used for seven-day and 90-day storage, according to the report.

Storing the Carts Santana recommends increasing the quarterly comprehensive cleanings in Skid Row to every other month, and for the socalled “spot cleanings” to be upped to twice monthly. While the cleanings are effective, the progress is quickly undone because of the “pervasiveness of the issues,” the report states.

Bales also noted the need for safer and more available public restrooms, though he said the answer is not additional portable, locking toilets. In the past, Los Angeles Police Department officers and other area workers have found that these facilities are frequently used for prostitution, drug dealing and other criminal activity.

Just last week, Bales said, a transient overdosed on heroin in a public toilet outside the Mission’s door.

“More self-cleaning toilets that are used as brothels and shooting galleries will not solve the problem,” Bales said. “Our biggest challenge is to work together to get every precious being off the streets — if we help them, their property will follow.”

Santana’s $3.7 million proposal for the 2014-15 fiscal year is $2.2 million more than

the $1.5 million that is allocated now. It calls for spending nearly $1.9 million on cleanings and health and safety inspections, $1.1 million on storage and $716,000 on personal hygiene services.

In an April 7 letter, City Council members José Huizar, whose 14th District includes Skid Row, and Herb Wesson and Mike Bonin asked Mayor Eric Garcetti to provide a “more immediate and comprehensive response to the health risks associated with the conditions of homelessness.”

Last Tuesday, Garcetti said in a prepared statement that the city and the plaintiffs of the 2011 lawsuit want the same thing: for “Skid Row to be a better place, where businesses and residents feel safe, comfortable and respected.” donna@downtownnews.com

By Eddie Kim or the last several years, Los Angeles’ hope for a revitalized Convention Center, and the hundreds of millions of dollars in annual spending that would come with it, have been hitched to Anschutz Entertainment Group’s $1.4 billion Farmers Field proposal. In addition to building a football stadium, the plan, pushed most aggressively by former AEG President and CEO Tim Leiweke, calls for razing the older of the Convention Center’s two buildings and erecting a new structure contiguous to the more modern edifice.

The contiguous space, along with new South Park hotels, say project proponents, would allow Los Angeles to better compete with regional convention powerhouses such as San Diego and Anaheim.

The loss of momentum on Farmers Field has put those plans in doubt. Though AEG continues to pursue a stadium and a deal with the NFL, city officials recognize that they can no longer rely solely on that vision. Thus, they have begun exploring an option, fittingly called Plan B, to modernize the Convention Center without a stadium.

The timing is right, say project supporters. AEG, which developed Staples Center, L.A. Live and the 1,001-room Ritz-Carlton/ J.W. Marriott, hotel, took over management of the Convention Center on Jan. 1 after winning a contract from the city. The company is already working to bring in more revenue while also making operations in the massive complex more efficient.

At the same time, AEG’s contract with the city to bring a football team to L.A. and begin the Farmers Field plan expires Oct. 18.

While the company could receive an extension, city officials say that the need to begin a Convention Center upgrade means the deadline is serious and won’t be extended indefinitely.

“We’ve been waiting a long time to get going on these Convention Center improvements,” said Bud Ovrom, executive director of the Los Angeles Convention Center. “We can’t keep twisting in the wind, losing conventions because of uncertainty about football.”

In fact, the initial work is already underway. The city Bureau of Engineering has begun reaching out to prospective architecture firms to design a revamped Convention Center. Eventually, three firms will be selected and each will receive approximately $200,000 as part of a design competition, Ovrom said. Between that and an environmental assessment, the city could spend $700,000 on Plan B even before AEG’s contract deadline hits.

“The argument for spending that money before the contract deadline is that if we don’t get a football team, we need to be able to dive into renovations fast, since we can’t afford to lose more conventions,” Ovrom said. “Then again, we could spend $700,000 for naught if AEG does figure it out by mid-October.

When we spend the money is for City Council to figure out.”

Bridging Pico The Convention Center was built in two phases approximately two decades apart. Today the more than 40-year-old West Hall and the younger South Hall, which fronts Figueroa Street south of Staples Center, are essentially split, and connected only by a long concourse. The buildings have a combined 720,000 square feet of exhibition space.

In both the city and AEG plans, the upgraded Convention Center would have a new hall that passes over Pico Boulevard.

AEG’s proposal also includes using parts of the football stadium for the largest events.

Although Farmers Field lacks the profile it had during the Leiweke era, AEG officials say they have not stopped working on the plan. Architecture firms Gensler and Populous have been tapped for the design of the stadium and Convention Center renovation, respectively.

“The plan is shovel-ready at this point,” said AEG’s Brad Gessner, senior vice president and general manager of the Convention Center. “If and when we do start construction, the first 24 months would build the additional space connecting the South Hall to the West Hall. Only after that’s done would we tear down the West Hall and begin Farmers Field work.”

The Los Angeles Convention Center continues to lag on the regional convention scene. City officials are now looking at a plan to expand the building even without a football stadium.

Both plans would also create new ballrooms and meeting space for a total of about 1 million square feet, making a new local building larger than the convention centers in San Diego and Anaheim.

Even with Farmers Field still up in the air, AEG is working on upgrades for the building. The company has submitted a capital improvements plan for the fiscal year starting July 1 to freshen up the existing space.

AEG is asking the city for about $16 million for both highpriority enhancements, such as updating surveillance systems, parking equipment, carpets and moving-wall systems, as well as long-term additions such as a solar power array to help cut the venue’s $4 million-a-year power bill.

“The city’s funding for improvements has been limited, so there’s been a lot of deferred maintenance of the Convention Center,” Gessner said.

Other enhancements have evolved from the new operating structure. AEG’s contract to run the venue put it in a partnership with the Los Angeles Convention Center and the L.A. Tourism and Convention Board (formerly L.A. Inc.). That has allowed AEG to receive advance payments, execute licensing agreements and oversee the operating account for the Convention Center without prior approvals from a public governing board; that process often caused delays and turned off potential event planners in the past.

As for bookings, L.A. Tourism continues to spearhead the pursuit of large conventions, while AEG works to lure smaller shows geared more toward locals.

Pay Grade Whatever happens with the Convention Center won’t be cheap. AEG’s estimated construction budget for the upgrade is approximately $300 million, according to company Chief Legal and Development Officer Ted Fikre. AEG’s plan involves the city floating about $350 million in bonds that would be paid back over 30 years, Fikre said. Several revenue streams, including rent on the stadium and parking garages, along with parking and property taxes and signage rights, would pay for the bonds.

If AEG cannot bring a team to L.A., the city has identified several financing plans to pay off the $200 million-$300 million the renovations would cost. It would be paid back over 30 years.

However, there remain plenty of challenges. The city still has nearly $322 million in outstanding debt on the existing facility.

Checking In to Sustainability Downtown’s Westin Bonaventure Hotel Thinks Green for Both Staff and Guests

By Donna Evans person doesn’t have to walk far in the Westin Bonaventure Hotel to find an environmentally friendly way to dispose of a newspaper, can or bottle. Recycling stations are located throughout the Figueroa Street hotel, in public areas as well as guestrooms.

When it comes to thinking green, for both operations and customers, that is just the tip of the iceberg, said Michael Czarcinski, managing director for the hotel, which with more than 1,300 rooms is the largest in Los Angeles.

The Bonaventure has environmental credibility — it is approaching its fifth year as a Green Seal Property, a designation from a Washington, D.C.-based nonprofit that certifies businesses for operating in an environmentally responsible or sustainable manner. The City of Los Angeles Green Lodging Program, part of the City’s Green Business Certification Program, also lists the Bonaventure as one of seven hotels in the city — and the only one in Downtown — to have earned the distinction.

With Earth Day arriving on April 22, Czarcinski spoke with Los Angeles Downtown News about the day-to-operations at the hotel, and

Los Angeles Downtown News: How green are you?

Michael Czarcinski: We have diverted 600 tons of solid waste from the landfill by composting wet waste liquids and food scraps in our kitchens. Anything that can be composted — vegetables, half-eaten foods that come back from room service, banquets, the dining room — it’s all thrown into a separate green container instead of the landfill.

Q: How else do you reduce and reuse?

A: Cardboard from packaging materials and the like, items that used to go right into the trash, we recycled 117 tons last year. Cans and bottles — we kept 353,000 pounds, or 176 tons from going into the landfill.

Q: What about in the guest rooms?

A: In 2010 we changed the showerheads in all the guest bathrooms from ones that permitted [allowed to flow] five gallons per minute to ones that permitted 2.5 gallons per minute.

That’s a savings of 10 million gallons a year.

Q: Was it difficult to change people’s behavior toward operating and living sustainably?

A: It took a little time, but the staff really caught on. It was a cultural change throughout the property. You’re used to throwing those [egg shells or apple core] into the regular trash, and now it’s a different container. The laundry detergent has changed. We only use sulfate-free.

In the end, we’ve reduced our total carbon footprint by 1,000 tons of waste a year. It is a better experience for the employees and the guests.

Q: You have Green Seal certification, which is not as well-known as having a LEED (Leadership in Energy and Environmental Design) designation.

Is LEED something you aspire to?

A: Green Seal designates that the day-to-day work habits, the functional business, is per-

forming sustainably. We meet the gold certification for Green Seal. But, yes, we would like to go for LEED in the future.

Q: Do you recycle at home?

A: Our family moved to Los Angeles from New Hampshire, where we didn’t use paper towels, we used cloth napkins. We recycled everything we could. It seemed like, once in L.A., our bins were more full than others on the street. My family has always had green practices, so to have the ability to do this with a business this large is fantastic.

Q: How do you feel about those landfill stats you touted?

Older and Greener How the PacMutual Complex Became the Oldest Local Building To Secure a Top Environmental Certification

By Eddie Kim t’s hard enough to earn the country’s highest environmental certification with a brand new development. Doing it with a centuryold building requires jumping through a whole different set of hoops.

Yet, the PacMutual campus at 523 W. Sixth St. accomplished just that. In February, the three-building Financial District complex became the oldest LEED (Leadership in Energy and Environmental Design) Platinum-certified building in Southern California. The designation was secured by Rising Realty Partners, which bought the complex for $60 million two years ago and spearheaded a $25 million renovation to convert the three structures (built in 1908, 1921 and 1926) into creative office space.

With Earth Day landing on April 22, Los Angeles Downtown News spoke with RRP Executive Vice President Reed Garwood, who oversees development, to glean why and how PacMutal became one of Downtown’s green highlights.

Los Angeles Downtown News: Snagging a LEED Platinum designation is a big victory considering the age of the buildings. What features make the building green?

Reed Garwood: There are several green features, both visible and behind-the-scenes.

flow toilets, which save a lot of water. We’re using green air filters in a more efficient system so the air is cleaner for our tenants. There are other basics like recycled carpet, lowenergy LED lighting and more comprehensive recycling and green cleaning programs throughout the campus. We’ve also installed six Zipcar stations to encourage tenants to bike to work or take public transit, while giving them an option if they need to drive somewhere.

Q: What were some of the biggest challenges in working toward the LEED goal?

A: There was a particular challenge with the Sixth Street courtyard, where we had to demolish old retail and refit everything with an eye toward environmental sustainability. Even the demolished materials all had to be recycled.

You have to keep in mind that we weren’t planning for a particular LEED designation — when buying the whole building, it’s hard to know where on the LEED scale it can fall. We worked with consultants to assess the building from top to bottom and establish a baseline to build our goal off of.

The good news for us is that the building as-is was within LEED Gold pretty easy. But we decided to go beyond that to the Platinum designation because tenants really appreciate sustainability qualities and it can sway a prospective tenant. For us, it reduces

overall operating costs over a long time.

Q: Were there any green features that didn’t come to fruition?

A: Some things we looked at that never came to be were rooftop related. We wanted rooftop gardens, and there were a few spots that could have worked, but the problem was in adding weight to the roof. Another idea was using solar panels to create power for the PacMutual campus, but there wasn’t enough square footage to justify doing it.

Q: What sort of feedback have you gotten about the sustainable features from tenants?

A: The general reaction has been that they’re happy about being in one of the only historic buildings in the state with LEED Platinum certification. They also like the idea of outdoor greenery, with the 80-foot live green wall and

pocket park that’s coming. The Zipcars and the EV charging stations are popular, and the large amount of natural light throughout the building, which is considered by LEED, is a big plus, too.

Q: Why is building with an eye toward sustainability and environmental responsibility important to a developer?

A: Downtown as a whole is going through a renaissance, and we don’t see a renaissance without sustainability. We and other building owners need to pursue LEED status not just for the designation, but for the sake of the future.

For our other projects in Pasadena and elsewhere, building sustainably is a great priority.

Holy Cow: One of Downtown’s most beloved Easter events actually takes place the day before the holiday. On Saturday, April 19, the El Pueblo de Los Angeles Historical Monument (the area that includes Olvera Street) will again host the Blessing of the Animals, as it has done since 1930. The full day of activities runs from noon-5 p.m., through the procession itself usually starts at 2 p.m. Archbishop Jose Gomez will be on hand to offer his blessing and sprinkle Holy Water on all manner of beasts, including (but not limited to) dogs, cats, bunnies, birds and giant pythons.

The ceremony is a way to thank animals for all they give to us lowly humans. Additional entertainment includes a petting zoo and carnival rides.

Jazzy Bunny: Do Easter and jazz go together?

As the Natural History Museum’s Butterfly Pavilion reopens this week, it is best to think of the experience as a metaphor.

As 20 species of native butterflies and 10 types of exotic fliers emerge from their cocoons, so too are you undergoing vast changes as part of a personal evolution. Perhaps you decided to take the Expo Line to the museum instead of driving, or maybe you broke up with your longtime partner because of a disagreement as to whether the monarch butterfly is superior to the malachite. ver more than three decades, John Adams has established himself as one of the standout composers and conductors of new works in these here United States.

On Wednesday, April 16, he makes a side trip, crossing the street from Walt Disney Concert Hall (where he performed last week) and stopping by the Colburn School’s Zipper Hall.

He’ll be conducting members of the Colburn Orchestra in his two-piano piece “Hallelujah Junction,” “Gnarly Buttons” and other works. The performance is at 8 p.m. and tickets start at $10. The show is tied in to the L.A. Phil’s Minimalist Jukebox series.

The Central City Crime Report A Rundown on Downtown Incidents, Trends and Criminal Oddities

By Donna Evans n the Central City Crime Report, we survey the recent week in public safety. All information is provided by the LAPD’s Central Division.

Cleaned Out: Two men demanded the property of a maintenance worker cleaning a building in the 400 block of South Hewitt Street just after midnight on April 3. The men took the worker’s vacuum, supplies and cell phone, and drove away in an unidentified car.

Bike Sting: Los Angeles Police Department officers were setting up a “bicycle bait operation” at Fifth Street and Broadway at 7:30 p.m. on April 4 when a man with a knife walked up, looked at the officer, showed the blade and then put it away. The man shot a look to another man, leading police to believe they were going to swipe the bike. The man was arrested on suspicion of robbery.

Eating on the Job: A man working at Shell Mart, at 900 N. Hill St., on April 4 saw two people eating food from the shelves that they had not paid for. One suspect also allegedly shoved a bag of potato chips into her purse. When the employee confronted the couple during the 9 p.m. incident, they argued with him. So the employee locked them inside the store and called police. Mickey Murray and Lucila Trejo were arrested on suspicion of robbery.

Just Say No: A man walked up to a woman at Sixth and Main streets just before 10 p.m. on April 5 and asked to borrow her cell phone. The woman handed it to him and, yep, he ran off with it. She followed him, he pushed her and demanded $20, and the woman yelled to a passerby to call the police. Officers responded and arrested Langston Presley on suspicion of robbery.

Inside Job: At 4 a.m. on March 31, a man living in the 200 block of W. 14th Street shoved a key into the elevator’s override slot and forced it to go into the basement. A surveillance camera captured the man, who had been empty handed, return with a suitcase. Officers responded and found the man with tools that didn’t belong to him. He was arrested on suspicion of burglary.

Photo Finish: A man who told police he was a photographer and needed to take pictures inside the Trinity Auditorium Building, at 851 S. Grand Ave., at 9 p.m. on April 3 didn’t actually have permission to be in the building. So he used a wooden stick to shatter a window and climb in. He was arrested on suspicion of burglary after a short foot pursuit.

Convention, 12 more budget flexibility to the city, but would also potentially cost more in the long run.

The alternative is to begin debt payments on the new building in 2016. That would be cheaper in the long run, but would put greater stress on the city’s coffers in the short term.

The city is spending about $48 million for its 2013-14 debt payment on the Convention Center. While that payment will decrease by approximately $100,000 each year, the city would still have to find additional revenue streams to support payments, according to a report from city’s Chief Administrative Officer.

Potential options identified in the report include leveraging tax revenues off of new hotel development as part of the Convention Center update, an increase in the Transient Occupancy Tax rate (paid by hotel occupants), and a sale of Convention Center naming rights.

Many of the design and financing details will be hammered out when the city’s Convention Center plan goes before City Council within in the next two months, according to the Chief Legislative Analyst’s office. eddie@downtownnews.com
