AROUNDTOWN Plan Check on Track to Open at 1111 Wilshire

T

here is no opening date announced yet but the plans for Plan Check Kitchen + Bar at 1111 Wilshire are moving forward. Officials with the gastropub have a July 3 hearing with the city’s zoning office for their liquor permit. The plans call for a 3,600-square-foot restaurant and bar with 134 seats that includes a 16-seat patio. Plan Check, which serves American comfort food and small plates, got its name from its original location adjacent to the Los Angeles Building and Safety Department in West L.A. The 1111 Wilshire building opened in March with 7,750 feet of retail space. Other eateries coming to the apartment complex include Souk Shwarma, a restaurant that specializes in spit-cooked food, and a dessert place called Sweet Cream.

Umami Coming to Arts District

T

he food options are about to grow in the Arts District with a new Umami Burger coming to the neighborhood. Restaurant officials announced last week plans to open a 60seat restaurant at 738 E. Third St., this summer in a spot that used to house a Korean restaurant called District BBQ. “Downtown Los Angeles has been a great neighborhood for us,” said Adam Fleischman, founder and CEO of Umami Restaurant Group, in a statement.

“The arts district has a great community of Umami Burger fans.” According to officials with the small but rapidly growing chain, the Arts District location will serve the same menu items as other Umami Burgers as well as an “Arts District inspired burger,” and will have an industrial feel reminiscent of the neighborhood. Fleischman’s other Downtown restaurant is the 7,000-square-foot Umamicatessen on Broadway, which opened in March 2012.

Founded in 2009 the chain has 15 locations in California and Florida with more planned in Oakland, New York, Burbank and Irvine within the next year.

Riding Metro? Now You Actually Have to Pay Up

EDITORIALS We Have a New Park!

A

n acre isn’t much space. Just 43,560 square feet, it only fills a small portion of a single block. Drive by at 35 mph and you’ll pass it in a few seconds.

The Spring Street Park, which opened last week, is not even that big — it’s only seventenths of an acre, and people in automobiles will certainly zip right by it. However, on the street, and for pedestrians and the people who live and work in the area, the park is gigantic. The long-awaited attraction’s opening is a big score on both the physical and symbolic level.

The park debuted last week on Spring Street between the El Dorado and the Rowan lofts. Ironically, its genesis was the economic downturn: Downtown Properties, which developed both housing complexes, suffered in the recession, and selling the parking lot between the buildings for $5 million helped shore up the bottom line. Another $3 million went to planning and construction.

This is a case where a few curious things all went right. In addition to a bad economy sparking the sale, the city had a lot of unspent money in Quimby Feeds (paid by developers for park creation) pegged specifically for Downtown. The city Department of Recreation and Park’s past mismanagement of the fees had sparked audits and a public outcry. Had the money been better tracked, it could have been spent before the property became available.

Once the opportunity arose the city, with leadership from Ninth District Councilwoman Jan Perry, was ready to jump. She recognized that a green space would be an immense benefit to a growing neighborhood.

This was a situation where the public was involved all along. Community meetings began early, and local groups, including neighborhood councils and business improvement districts, made their desires known. While people had varying opinions on what should be included—a dog run?

A playground?—the proceedings generally remained civil.

Even the timeline involved some quirky good fortune. Plans called for the park to open as late as September, and we have seen time and again how an anticipated debut can be pushed back six months or more. In this instance, however, the opening was speeded up, as Mayor Antonio Villaraigosa wanted the park to come online before he gives way to Eric Garcetti on July 1. We’ll take it.

Some things still need to be worked out.

A nonprofit group hopes to raise about $100,000 so it, rather than the city, can operate the park, but planned funds have fallen through. Additionally, there are concerns over canines — some worry that dog owners won’t be vigilant about cleaning up after their pets, particularly on the grassy areas.

Still others question whether homeless individuals seeking an escape from the street will create an atmosphere that makes others uncomfortable.

We suspect that all these issues will be resolved in coming months. The key is respect, with everyone understanding that they have a right to use the park and the responsibility to keep it clean. The Spring Street Park is a fine addition to Downtown. Congratulations to those who made it happen.

New Ninth District Rep Curren Price Must Make Downtown a Priority

I

n one week, Curren Price will be sworn in as the City Council representative for the Ninth District. Although only a small portion of Downtown Los Angeles remains in the Ninth in the post-redistricting era, it is some of the most important real estate in the city.

Price’s task is difficult, as like all council districts the Ninth is huge, and communities in one part of the area have little in common with other neighborhoods. Still, we urge the councilmanelect to pay close attention and direct significant resources to the portions of Downtown that he will come to serve on July 1. If he operates the right way this will benefit Downtown and the Ninth.

Before the foolish council redistricting (which Price supported before he chose to run for the seat) a large portion of Downtown fell in the Ninth. Today, the Ninth contains only the L.A. Live and Convention Center campus (the rest of Downtown is in José Huizar’s 14th). The Ninth then rolls down the Figueroa Corridor and encompasses USC before spreading to cover a large, heavily impoverished section of South Los Angeles.

As he replaces termed-out Councilwoman Jan Perry, Price will have a lot of stakeholders demanding his time and attention. The needs in the district are tremendous, and he had better be ready for 60 or 70-hour weeks (or longer). He will need to be extremely flexible, as the council post is a different animal than the state job.

Although Price earned valuable experience writing laws during his four years in the Senate (and two years before that while in the State Assembly), like other Sacramento legislators newly elected to the council, he will quickly learn that people here want potholes repaired and junked cars removed from their streets, and they want it done yesterday. Chairing the Senate’s Business and Economic Development Committee is an admirable accomplishment, but constituent services such as quickly removing graffiti are priorities here.

Price must address a range of social and economic issues, and the work takes place against a backdrop of a community that is apparently largely disengaged from the political process: Price won his runoff election with just 6,421 votes, eclipsing the 5,833 earned by former council aide Ana Cubas. This means that in a district with approximately 250,000 residents, only a little more than 12,000 showed up at the polls. It is on Price to formulate an effective community outreach plan and to let the residents, workers and business owners of the Ninth know that he will be responsive to them.

Price’s honeymoon, like that of all politicians these days, will probably be short. As he gets his arms around his new position and deals with tasks such as job creation, illegal dumping and business attraction, a priority should be the L.A. Live/Convention Center area. He needs at least one staffer (preferably more) who understands who the players are and how things operate.

This area, which attracts many well-off sports fans, concert-goers and business travellers, might mean little to certain voter-rich portions of South Los Angeles. However, the evolution of these few square blocks is crucial to the future of all of Los Angeles. During her 12 years in office, Perry grasped this and had a strong relationship with Anschutz Entertainment Group and its now departed President and CEO Tim Leiweke. This produced benefits for all of Downtown, as the economic momentum flowed toward the Financial District. However, Perry was also often able to leverage the Downtown activity for improvements to the south. Additionally, construction and other jobs went to people who lived in the district.

Price needs to quickly establish a solid, trusting relationship with new AEG CEO Dan Beckerman and company owner Phil Anschutz, among other executives. He should recognize that AEG’s plans in the area continue to evolve, and even if Farmers Field does not happen, AEG may win the city contract to operate the Convention Center; the building desperately needs a bigbudget renovation. Again, the most direct beneficiary of this will be the neighborhoods in the core of Downtown, which Price does not represent. However, if Price operates effectively, he can insure that jobs and other benefits flow to people who live south of the project. Expect hotels and other businesses to arrive as well.

Price would also be wise to build upon the work of political allies such as Supervisor Mark Ridley-Thomas and strengthen the economic, transportation and other ties between Downtown and Exposition Park. The Ninth includes the Figueroa Corridor, which reaches the cultural attraction, and plans are underway to modernize the stretch with options such as bike lanes. Price has the opportunity to a do a lot of good for a very large area.

There are a lot of smart people in the Ninth, but there’s one other whose expertise he should tap: Perry. While Price certainly aims to make his own name, she understands Downtown and the Ninth better than almost anyone. He should recognize that she is a tremendous resource. He should have her on speed dial.

t may be questionable as to how the BID spends “economic development money,” but the article correctly states that the Arts District’s safety will most certainly be compromised. According to the LAPD crime-mapping site, to which I subscribe, this area has the highest rate for car theft and vehicle break-ins of all the districts Downtown. I hope the city’s appeal will be able to separate the benefits and bring back the safety and trash removal services.

ad day for all the residents of the Arts District. I have lived here almost 10 years, and the Arts District BID made safety and livability here one of the overall reasons this area has blossomed. That should be enough for property owners of residential buildings to overcome their selfishness and think of something other than their own bottom line.

’ve been looking to move to the Arts District over the past year, mainly because it seems cleaner and safer than where I’m at now on Spring Street. Without the bike security I’m not so sure now. I hope this case does not lead to the dissolution of the other Downtown BIDs. This would likely reverse a lot of the progress our neighborhoods have made over the last several years.

his wasn’t a handful of people protesting: 171 residents signed a petition. A 17,000-square-foot business 80 feet from residential is a bad idea. Moses was unable to secure parking or support and did absolutely nothing to bring the community on board.

No one is saying it’s a “nightclub.” They are saying it’s too frigging large. A concession for 11 p.m. for an outdoor patio is not a concession for a bar to be open till 2 a.m.

he problem is, the landlord is trying to fix something that ain’t broke. Why on Earth would anyone who is getting a guaranteed $5,000 a month take a chance on a new restaurant for $10,000 a month, when many restaurants fail in the first year? The landlord should have tried to negotiate new terms that were reasonable to both parties.

his addition to the neighborhood would be a blight on the Arts District. The parking, streets and setup of the area just don’t allow for this establishment. Cedd Moses is very good at what he does and his places are successful. But they are also filled with people who vomit, urinate and talk loudly in the wee hours of the morning. We live on the street level, we hear everything that happens outside. We get it, the neighborhood is hip, but we don’t need this place to exist to continue to be cool.

uch of this discussion would fail to sway the Chetrit Group given the history of Joseph Chetrit and his family’s real estate dealings (including the Sears Tower in Chicago). It may be that this Unite Here tangle will be a mere blip in their overall plan. A union shop issue is the “small stuff” of dealing in the big business of real estate that will do little to bring back the Clark Hotel. Mr. Huizar should take a broader look at who (Chetrit) is really behind this and perhaps pay the real players a visit in New York.

Park Gates Spring Open Spring Street Park Opens Amid Dog Debate and Funding Concerns

ust a couple of hours after the Monday morning opening of the Spring Street Park last week, the 0.7-acre spot already felt like an essential community resource.

During the lunch hour several people brought their food to the park. Some sat on the comfortable metal-back benches, others grabbed a spot near a fountain that gently zips water down from aluminum towers.

A pair of moms sat at the toddler playground, trying to find a little shade on a warm and sunny day while two kids ran around the padded ground in the corner of the park.

Meanwhile, numerous dog owners streamed in and out, taking advantage of the raised grassy area to let their dogs play and do their business.

Despite some complaints about a relative lack of trees and shaded areas, everyone there seemed happy that the park had finally opened. Yet the talk of the day wasn’t just about the new facility. Mostly, people talked about whether families and others could co-exist with the dogs and the messes they may leave behind.

And while Downtowners argued over the best use of the park, the nonprofit group slated to operate the land was scrambling to find funds after its major pledged donor,

“My favorite is to see the kids at the playground,” said Patti Berman, who helms the nonprofit group Friends of the Old Bank District Gardens, which is slated to run the park. “I’m so happy to see them out here… But the dogs are going to be a big issue.”

The $8 million park opened with a ceremony on June 17 that included dozens of Downtown residents, civic leaders and politicians gathered at the site of a former parking lot between the El Dorado and Rowan lofts.

The L-shaped park includes a fountain, benches, a small oval grassy area, a playground tucked in a far corner, walking paths and a large plaza area. The project has been in the works since 2009 after Downtown Properties, which developed the condominium buildings on either side, sold what was then a parking lot to the city.

The park had been scheduled to open this August. That got speeded up by the office of Mayor Antonio Villaraigosa, who wanted to bring the facility online before he is termed out July 1, Berman said.

Doggie Dilemma A sign outside the gated park states that dogs are allowed but must be on leash and all dog waste must be picked up immediately.

But as people visited the park throughout the day, much of the talk was about the impact dogs will have on the park.

“We’re a little uncomfortable with dogs right here where the kids are,” said Darleen Ledesma, who was sitting in the playground area watching her two children play just a few feet from the grass, where a handful of people had their dogs on leashes. “We were thinking maybe there should be a gate there to block them off [from the grassy area].”

Downtown resident Nuvia Lobo was sitting next to Ledesma with her six-month-old daughter as the two discussed the dog issue.

“I’m really disappointed in the number of dogs pooping everywhere,” she said. “I don’t think kids and dog poop mix.

I was hoping I could bring my blanket and sit out there (on the grass) with my baby but I’m not going to do that now that I see all the dogs pooping there. And also there’s no shade.”

Near the playground on the grass Downtown resident George Perez walked his bluenose pit bull named Yogurt. He likes the park and thinks dogs and families can co-exist, but he’s not happy with the lack of amenities for dogs.

“If they gated off this area so dogs could run around free that would be cool, or if they had doggie poop bags that would help,” he said.

Next to him was Mark Eastman with his dog Space Baby, a schnauzer poodle mix. Eastman thinks that with so many dogs in Downtown, and not as many kids in the Historic Core, the focus of the park should be dogs.

“Why is there no area where dogs can drink water?” he said. “Also where’s the dispenser for the baggies so you can pick up waste?”

The issue also continued online last week.

A Facebook group page for Downtown residents had dozens of comments from people arguing about dogs at the park.

On a community website for the park there is a section titled “Downtowners of Shame,” where people are encouraged to post pictures of people who don’t pick up the mess left behind by their dogs or allow them to run around without a leash.

The intent is to keep the park safe and clean but the comments section has degraded into personal attacks between people who had different opinions about posting pictures. see Spring, page 24

F

or those who hung out in Downtown Los Angeles in the 1990s, some common sights in 2013 are mindboggling. I’m talking about people on a Friday or Saturday night standing in line to get into places like Seven Grand or The Edison.

This is Downtown: Are people really waiting 20 minutes or longer to enter a bar or club so they can pay $12 for a drink and then hit on someone who probably won’t go home with them?

Why yes, they are.

This is not a bad thing. For the evolving community, it’s really good. Still, it’s surprising, because for so long Downtown was pretty much dead after dark. Two decades ago you could never have predicted people driving in from other neighborhoods to hang out in the Central City. The only thing more farfetched would be the idea of thousands of young folks walking out of their apartments or condos and meeting at any of the dozens of local watering holes or live music venues.

Downtown does have a history of being a lively zone once the sun goes down. However, that was nearly a century ago, when Broadway held a dozen glamorous theaters. The street was a showcase for films and vaudeville acts. A young Judy Garland was part of the Gumm Sisters, who played the Orpheum Theatre. The world premiere of Charlie Chaplin’s City Lights took place in 1931 at the Los Angeles Theatre.

Then Los Angeles sprawled, businesses and people moved west and to the San Fernando Valley, and Downtown began a long, slow fade. When the office towers began rising on

Bunker Hill and in the Financial District during the 1970s and ’80s, they activated the area during daylight hours. Still, once 5 p.m. hit, the workers went home, the metal gates rolled down on the storefronts and the area was largely handed over to the homeless population.

There were always a few things to do after dark. Starting in the late 1960s, the Music Center would attract theatergoers, though the terrible fortress design meant people would drive Downtown, park in the underground garage, see a show and then leave.

The Los Angeles Theatre Center on Spring Street briefly bloomed in the 1980s, offering the promise of a Historic Core nightlife scene. However, the project was an island in a sea of dark and grime. It became one of the Community Redevelopment Agency’s biggest failures.

There were other short-lived or sporadic after-dark spots.

Glam Slam in City West (owned by Prince!) had a surge in the 1980s, though it would have a succession of owners. Same for the Stock Exchange (now Exchange L.A.) on Spring Street.

Some organizations have done a fantastic job of keeping the entertainment flame lit. Grand Performances on Bunker Hill has been bringing summer concerts to the outdoor Cal Plaza Watercourt for more than a quarter century. The same goes for the Los Angeles Conservancy, whose Last Remaining Seats series proved that people will come to an old theater for the right reason.

Starting in the 1970s, Downtown had a batch of shifting counterculture nightspots. Al’s Bar on Traction Avenue (it debuted in 1980) was a legendary music club, known for the bands on the tiny stage and the graffiti on the walls. The young and punk would hit Chinatown for shows at Madame Wong’s and the Hong Kong Café.

Evening food and drink spots included the Atomic Café in Little Tokyo and Gorky’s, an all-night cafe at Eighth and San Julian streets — both drew customers including the young creative types living in the Arts District. Then there were the rotating clubs/parties that would spring up in the warehouses south of Seventh Street or other locations. Hundreds of people would show up for the clubs Plastic Passion, Power Tools

and Scream, among others.

The Arts District also had big parties, though sometimes the goal was to raise rent money for the inhabitants. Additionally, the area was home to the occasional speakeasy. You could walk in, buy a totally unlicensed beer, then head to a corner and drink.

Led by Moses Downtown began the transformation to its current state in 2000, when Tom Gilmore opened the first building in his Old Bank District. His Pete’s Café, specifically intended to serve residents after dark, debuted two years later.

Still, when it comes to modern nightlife, it’s all about the BC and AC era. That’s Before Cedd and after Cedd, as in Cedd Moses.

Moses was a money manager and the son of abstract artist Ed Moses. He had launched the popular bars Liquid Kitty in Santa Monica and Silver Lake’s 4100 Bar. Then he turned his attention to Downtown, opening the $600,000 Golden Gopher on a lousy portion of Eighth Street in 2004.

The modern cocktail bar with the relaxed vibe was an instant hit, revealing an audience thirsty for something new that lacked the pretensions of Hollywood nightspots. Moses’ Broadway Bar, adjacent to the Orpheum Theatre, came online the next year. The floodgates were open. Moses’ 213 Inc. now operates eight Downtown nightlife spots, among them Seven Grand, Caña and Las Perlas.

Many others have followed and flourished, including the Standard Hotel, where the rooftop bar still attracts crowds and the glitterati.

Today, places that were no-man’s land a couple decades ago are money-making destinations. Spring Street has thriving venues including the Down and Out and the bar called Spring Street. South Park, which before the arrival of Staples Center in 1999 housed a collection of seedy motels and empty lots, has popular wine bars Cork Bar and Bottle Rock. Many more options are detailed in the following pages.

The list of places to go continues and the crowds just keep coming. It’s all utterly surprising. It’s all absolutely wonderful.

B

ehind some bars in Downtown are a group men and women who are serious about their drinks. Like chefs who are passionate about their dishes, they are careful to mix in the right spirits with the perfect garnishes to create a liquid experience that goes well beyond simple drinks like a rum and coke.

These are the experienced bartenders now commonly known as mixologists who for a few years have been at the forefront of a liquid movement to bring back classic cocktails and create new drinks.

Before that she was a bartender at Tar Pit, a bar on La Brea and Melrose. It was there that she became interested in mixology and learned how to craft cocktails from the Tar Pit bar manager.

Defining Cocktail: One of the most popular drinks at the Onyx Lounge is the Spring Street Smash. It’s made with blackberry bourbon, basil and Sambuca. “It’s not too overpowering,” she said. “It almost tastes like something healthy and it’s served in a mason jar, which people really like.”

Age: 29 Bar: Rivera How He Got There: Mendez worked his way through college as a bartender, but it wasn’t until he arrived at Rivera about a year and a half ago that he says his eyes “were opened to the cocktail experience.” It’s no surprise, since he was trained by mixology master Julian Cox, who concocted the bar menu at the South Park restaurant.

Defining Cocktail: Drinks at Rivera include the Donaji, a mixture of mezcal, citrus juice, agave and chapulin, which are ground-up crickets spread around the edge of the glass. But Mendez’s specialty is the Barbacoa, which is made with mescal, bell pepper, agave nectar and chipotle paste. It is garnished with beef jerky (you read that right) and has a nice kick. “It’s smoky, it’s spicy,” Mendez said. “It’s shaken, served on the rocks and it’s awesome.”

Age: 28 Bar: The Edison How He Got There: Smith started at The Edison as a bar-back three months after it opened in 2007. While other bartenders poured the drinks, he washed glasses, cut the garnishes and refilled the ice. But when mixologists Aiden Demarest and Marcos Tello were hired to come up with a drink program, they saw potential in Smith. “I was a quick learner,” he said.

Defining Cocktail: The Edison, obviously named after the venue, is the signature cocktail there, Smith said. It’s made with Woodford Reserve bourbon. The Edison works with the distillers to make the spirit to their liking. It’s then mixed with lemon, cognac and honey syrup. “It’s got a little sweetness,” Smith said.

“It’s really easy drinking. It’s one of those cocktails that can really sneak up on you.”

eer has been around for thousands of years. It hasn’t been served in Downtown for quite that long, but even before the residential revolution there were several places to get a cold one.

Still, the options today would have been unpredictable a decade ago. There are craft beer emporiums and places with massive selections. Look hard enough and you’ll even find some cold ones in a can. Here are some of the reliable options.

Los Angeles Brewing Company: This Broadway watering hole isn’t really a brewery, since no actual beers are made there. It really isn’t a watering hole either; it’s more like a watering palace, with 100 beers on tap in an 8,000-square-foot space with a $130,000 broken-glass bar top. Beers range from a simple Coors Light to Czech imports and other international options.

Drink Up: Try the $8 Great Divide Yeti Stout, which has a 9.5 ABV (alcohol by volume; by contrast, the $5 Coors Light has a 4.2 ABV). Other potent brews include the Dogfish Head, a double IPA and a Stone Sub Self-Righteous.

Weiland Brewery: Back before the Downtown revitalization, Weiland Brewery

Public School 612: Get an education on beer at this Financial District spot located inside the Daily Grill. The beer menu looks like a school composition book, and includes a beer glossary and explanations of what lagers, malts and ales are. Selections are broken into categories like “The Study Group,” which are large bottles meant for sharing. There’s also a “Remember Cans?” section.

Drink Up: Share a 750 ml bottle of Alesmith Speedway Stout. It has hints of coffee, dark chocolate and caramel. Or be selfish and get a regular size bottle of Caracole Amber from Belgium. It’s got a bit of an orange, caramellike flavor and packs a punch.

Little Bear: This Arts District bar has a serious selection of rotating beers that can change at any time. Little Bear, in the former Royal Claytons space, has a vibe at night that is equal parts bar scene and restaurant, since all of the food is meant to complement the brews. But don’t dally: As soon as a particular beer runs out, it’s out.

Drink Up: Last week’s selections included a great Allagash Blonde. The Belgian pale ale is light yet still pretty strong. It’s a good summer drink.

Spring Street Bar offers 26 beers on tap.

Angel City Brewery: Sometimes it’s good to go straight to the source for a cold one. At Angel City Brewery, the beers are made just a few feet away from the drinking area. There’s a small bar, a few couches and bench tables inside the Arts District space. Every hour or so the bartenders will announce a tour of the brewery and take small crowds behind the bar to learn all about the lagers and ales made there. Outside in the parking lot there are usually one or two food trucks.

Drink This: Try the flavorful Dunkel Weisse.

It’s a Bavarian style wheat beer with hints of dark chocolate and banana. Plus, it’s fun to say.

Spring Street Bar: The glass fronted Spring Street Bar can be a lively place with locals and tourists mingling on the tiny patio. The small interior of this simple, straightforward bar has a row of long tables and stools on one end and the wood-topped bar on the other.

It’s a comfortable place with 26 drinks on tap. Many are just $5.

Drink This: Budget brews include the $5 Scrimshaw pilsner by North Coast Brewing and the Boont Amber Ale by Anderson Valley Brewing Co. For $2 more you can get the Loakal Red Ale from The Bruery in Placentia or, if you dare, the Oaked Arrogant Bastard from Stone Brewing Co. It’s a strong ale that’s not for everyone.

Bonaventure Brewing Co.: The fourthfloor patio on the pool deck of the Westin Bonaventure Hotel is where most of the action takes place during a visit to the Bonaventure Brewing Co. There are indoor and outdoor eating and drinking spaces.

Drink This: The BBC is a working brewery that makes a few kinds of ales, among them the Strawberry Blond. It’s a light beer with, surprise, a pleasant strawberry aroma.

ating at the bar often means filling up on salted nuts, or stuffing your face with defrosted, deep-fried Buffalo wings. Yet that brings up an age-old question: Is that all there is?

In Downtown Los Angeles, the answer is a definitive “No!” Instead, how about a glass of chilled, citrusy Sauvingon blanc with fresh oysters? Or wash down your lamb French dip sandwich with an expertly mixed Manhattan. Here are some places to try when you need some food with that drink.

Downtown After Dark of beers on tap and specialty cocktails, like a play on an old fashioned made with mescal instead of bourbon.

What to Eat and Drink: Something about sitting at the bar makes the house-made guacamole and tortilla chips a necessary starter.

Complement it with a Pacifico, then try the mole enchiladas, which are served in a little cast iron dish with the cheese still bubbling from the broiler. If you’re the shot-and-abeer type, pair the Pacifico with one of the bar’s many mescals, to sip neat.

The renovated Water Grill has a more open vibe and TVs at the bar. Bar diners can also chow down on the iced shellfish tower.

The Gorbals: The quirky restaurant tucked inside the lobby of the Alexandria is known mostly for chef Ilan Hall’s irreverent mélange of Jewish food with Scottish dishes. You can order Hall’s signature bacon-wrapped matzoh balls, or share a pig’s head with friends. Both could be had while seated at The Gorbals’ small but comfortable bar, though you’ll need friends to fill every stool if you’re going to share the porcine head. The bar is well stocked, including a solid list of single malts.

What to Eat and Drink: Everything on The Gorbals’ menu is meant to share, but the portions are small, so it also works for a solo eater. Try the GLT, the Gribenes, Lettuce and Tomato sandwich, and wash it down with a pint of the Manifesto Wit from Eagle Rock Brewery.

Cole’s: Is Cole’s a bar or a restaurant? It’s more of a bar, with a limited food menu — it’s really all about the French dips and sides. You can easily pull a stool up to the big, wooden slab of a bar and dip your beef, pork or USDA prime beef sandwich into a little bath of au jus.

What to Eat and Drink: The lamb dip is carved from a roasted leg. It’s juicy and flavorful, and goes well with Swiss cheese on top and Cole’s customary Atomic Pickle. Try the half dip with a side of fries. Wash it down with a glass of Telegraph California Ale. When the food’s gone, digest it all with the help of an expertly mixed Manhattan. It’s better than dessert.

Water Grill: For most of its life, the seafood emporium Water Grill was the bastion of white collars and white tablecloths, a power-lunch hotspot or a post-work business dinner destination. A $1.5 million renovation that debuted in January 2012 turned the eatery into a more casual locale, but the food and wine list remains top-notch. Now you can eat your oysters at the bar and even catch a Dodger game on a new overhead TV. What to Eat and Drink: Get an iced shellfish towers. Period.

If you’re sitting at Water Grill, you have a taste for fruits de mer, and this overflowing, tiered stand of oysters, lobster, mussels, Dungeness crab and scallops is the best you’ll find in L.A. without boarding an actual boat. Pair it with one of Water Grill’s 14 white wines by the glass, like the 2011 Cloudy Bay Sauvignon Blanc from New Zealand.

Blue Cow: Mendocino Farms creators Mario del Perro and Ellen Chen also run Blue Cow in California Plaza, with a similar ethos as the gourmet sandwich joint. That means they source ingredients from local, small farms and other suppliers with proven sustainability practices. It also has top-notch bar service with reliable and inventive cocktails; they are served without the pretentiousness that is often stirred up at mixology meccas.

What to Eat and Drink: Try the Pitman Farm’s Duck Wings, which are confited, then grilled in aji amarillo chile glaze and served with a sesame ginger dipping sauce. This is what bar food aspires to be. Also try the roasted vegetable salad, which may be antithetical to bar food, but is oh so refreshing to eat at either the inside or outside bar. Try the Racer 5 IPA that’s on tap. The old fashioned on tap is also a must. It’s a carefully concocted mix of Woodford Reserve bourbon, bitters and simple syrup shot out of the soda gun into a glass and garnished with a twist.

Bar Ama: Chef Joseph Centeno’s second Old Bank District eatery (Bäco Mercat is his too) is an ode to the Tex-Mex food he grew up eating. The restaurant gets busy in the evenings and reservations are recommended, but you can usually find a seat at the bar, where the whole menu of puffy tacos, braised meats and enchiladas is available. ake a stroll down to the Grammy Museum and you’ll find yourself amidst awe-inspiring memorabilia commemorating the greats in pop music. But legends don’t just appear out of the mist: A music career is forged on years of toil, countless gigs, myriad small bars and dozens of hecklers. Now Downtown Los Angeles is part of that sonic farm system, with a collection of places that give performers a stage to play on and a room to fill. Here is where they rock after dark.

Redwood Bar & Grill: The interior of this stalwart Downtown bar is decorated with nautical motifs reminiscent of a theme park pirate ride; upon visiting for the first time, you may feel as if you’ve stumbled into some sort of seafaring role play event.

It’s hard to look out of place though. The Redwood attracts a diverse clientele from lunching bureaucrats to the occasional gaggle of USC students to a bevy of bikers.

Each night the stage hosts a rotating crew of bands.

Now Hear This: Thanks to its reputation as a place for up-and-coming punk and rock bands to get some quality gigs, the Redwood pulls talent from across the region. San Pedro’s Mike Watt and the Missingmen, Crator Creator from Pomona, Valley proto punks Dead Reverend and Covina’s own Pool Honeys are just a small sample of the geographic and sonic diversity that coalesces each week in the live lineup.

The Escondite: Tucked away in the Toy District is a hidden treasure of Downtown music. This juke joint with the mellow blue sign has been quietly accumulating a live roster of some of the best Americana, blues-rock and piano rock players in Los Angeles. The Escondite grooves seven days a week with no cover charge, a kitchen open til 1 a.m., a hefty roster of strong ales on tap and free parking at night.

Seven Grand: The whiskey hall atop Mas Malo on Seventh Street has been drawing crowds since it opened in 2008. A typical weekend night finds the taxidermy laden walls packed to the gills with finely coiffed alpha males puffing by the pool tables while their female counterparts learn firsthand about the strength of the many whiskeys on hand. Cut forward to Monday through Wednesday, when the bar features some stellar jazz and blues in late-night sets.

Now Hear This: Improvisational electrojazz masters The Makers have been playing in one form or another each Tuesday night since what seems like the dawn of time (OK, about five years now). Other not-to-miss acts are local blues axe man Artwork Jamal and his Hammond organ-armed compatriot Deacon Jones.

It may have a pirate theme, but the Redwood Bar & Grill has a reputation as a place for up-andcoming punk and rock bands to get some quality gigs.

The Smell: In most cases, when you have to enter an establishment through an alley, you should be suspicious. At the grimy micro club The Smell, the shady backdoor entrance only adds to the allure. Once inside, enjoy the all ages crowds (hence no booze), a bare bones set up and the occasional painfully loud set of music. L.A. underground music fans recognize the club’s façade from the cover shot of experimental punk band No Age’s Weirdo Rippers album.

Now Hear This: The No Age legacy lives on with a serious commitment to punk, noise and indie rock. In any given week the lineup could vary from a night of heavy punk to DJ sets to surf rock. It’s a musical potpourri. Just don’t expect to catch any major label’s new darling band here.

Bootleg: This converted warehouse just west of Downtown isn’t much to look at. In fact, unless there’s a line outside, you’re likely to drive past it. Once inside, you’ll find a labyrinth of stages, art installations, a generous smoking patio and a beer-only bar with ample opportunities for inebriation. The place is run by The Fold (formerly of Silverlake Lounge fame) and offers serious variety each and every week.

Now Hear This: If you stop by for one of the monthly free residencies or the other regular shows, you’ll find an intimate space with big acoustics and an extremely warm vibe. The smaller stage is perfect for the bevy

Sometimes, however, all you want is a dimly lit room where the booze is cheap, the floors are perpetually sticky and the only bitters you’ll get with your drink come from the other patrons. There’s a beauty in a perfectly good dive bar, and Downtown still has several, hipsters be darned.

You may know it as the bar alchie-fictionist Charles Bukowski was fond of frequenting, or perhaps you remember it for the very inglorious blackout you suffered through back in ’08. Once the sole territory of the Skid Row set, the bar saw a change of ownership and brief renovation this year to facilitate a trendier business. Stop by these days and you’ll notice an uneasy peace between a Spring Street crowd and the regulars who seem to pine for the old Eddy’s.

What’s Good: Dark walls, portraits of film noir characters and late ’60s classic rock tunes help you assume an affectation of squalor, but the best way to pretend you’re slumming it is with the broad selection of $4 beer cans.

Should you require some alcohol absorbing semi-nutrition, order up a cup of their crock pot chili. But after eating, take it easy on the beer. Trust us on this.

Hank’s: This is a bona fide drinking establishment. With low ceilings, a dour fish tank and limp promotional beer flags, the interior design could be described as cirrhosis chic.

Head to Hank’s on a weekend night or during a Laker game and you’ll catch the place at its most rambunctious. Hit it up on a quiet Tuesday and you’ll find some truly professional drinkers from all walks of life.

What’s Good: Hank’s is notorious for strong cocktails and a well-priced domestic beer selection; it’s hard to go wrong here. Camper’s Corner is refreshing in that it shows absolutely no sign of being receptive to the gentrification crowd. If you’re looking to enjoy a mellow evening and make pleasant conversation with a new friend, we recommend getting a prison pen pal instead.

What’s Good: Drinkwise, there’s nothing special at Camper’s Corner. However, you can typically find a decent taco truck parked out back and the bar offers check cashing, which helps make the pay-day bender a onestop affair.

Bar 107: This neighborhood haunt is the rabbit’s hole of Downtown bars. Once you’ve been frisked beneath the vintage “Old Style” sign, head through the keyhole door and into an oblong world of whimsy with decades worth of kitsch nailed to the high walls. With its leaping horse sculpture positioned on the bar and semi-erotic portrait of Barbara Streisand, this place is the Statue of Liberty of dive bars: Give them your weird, your odd, your inebriated masses.

What’s Good: Tall boys of PBR and Tecate,

Mickey’s hand grenades and shots of tequila all feel strangely appropriate here. The real winner is Bar 107’s happy hour each weekday from 4-8 p.m. featuring free pizza and $5 “you call its.”

Five Star: Give them credit — naming your dingy bar for the mark of true excellence in the service industry takes some cojones. Well crafted wood filigree and elements of early 20th century architecture accumulate dust on slow nights as a sedate crowd tries their hardest to do as little as possible while copping a buzz. Covering the walls is a strange assortment of rock star portraits and punk bumper stickers.

What’s Good: We hope you like beer, because if you don’t, you’ll find this place woefully insufficient. Stick to the nice suds in a can, because the taps are a touch wonky. Fair warning: Five Star doesn’t accept credit cards, debit cards or anything other than cash, so line your pockets with greenbacks before heading down.

or many bars, it’s all about the drinks.

For some however, style is just as important as what comes out of the tap or bottle.

Here in Downtown there are several places known as much for the decor as the drinks.

When done right, the theme makes the evening that much better.

The Edison: The bar created by Andrew Meieran doesn’t look like much from the outside. However, those who survive the long lines and make it inside quickly understand what the fuss is all about. The Edison was built in the basement space of the 1910 Higgins Building, in a part of the structure that once housed a power plant. The place now looks like an industrial gothic lounge with lots of copper tones, exposed cement and low-light bulbs. There are antique-looking leather wing chairs, ottomans, coal ovens, original plant generators and other ancient machinery. It all sets a 1920s steampunk mood.

Check Out: Everything. Seriously, walk around the entire place before and then after getting a drink.

One Eyed Gypsy: If a traveling carnival filled with characters created by Charles Dickens decided to open a bar in Downtown, and they had a bunch of cans of bright purple paint, they would create One Eyed Gypsy.

Salvage Bar: The concept of “One man’s trash is another man’s treasure” should be the motto for Salvage Bar, a 2,200-squarefoot spot on the ground floor of the 1926 Roosevelt Building. The bar was manufactured out of the material discarded during the building’s transformation from office to living space. The tables are made from 1920s marble slabs and elevator panels. The bar itself is a repurposed brass door and portions of the elevator and the old walls were used to create modular seating in the back lounge.

Check Out: The wall painting with the exposed brick that hangs across the bar.

Pattern Bar: Style matters at the Fashion District’s Pattern Bar. Thanks to its large windows and garage-size glass doors that are opened in the afternoon, the Pattern Bar is airy and bright. It is decorated with antique sewing machines and the seats are made from actual Singer sewing machine stools.

Columns have white tiles and long mirrors over a dark wood base.

Check Out: The music, which emanates from the fiberglass sound panels on the ceiling. Soothing tones usually play during the day, while more energetic jazz and electronica is heard after sundown.

The Arts District’s Villain’s Tavern is a throwback to the 1800s with a bit of an industrial punk edge. If H.G. Wells’ time traveler wanted a drink in Downtown, this is where he’d go.

Library Bar: Come for an education, stay for a few drinks. Or vice-versa. The Library Bar is one of the most popular drinking spots for the Downtown after-work crowd. It’s easy to see why the suit and tie set feel comfortable here, since the theme is sophisticated and literary. There are books on shelves, a lounge area with leather sofas and a fireplace.

ticky counters from spilled drafts, heart attack comfort food, loud friends, friendly strangers and a bevy of big screens blaring the big game: These are the ingredients for the quintessential sports bar.

Downtown Los Angeles has a list of watering holes with their own take on the recipe, from the neighborhood dive to the place with more than 150 televisions and every sporting event imaginable. Whether it’s following Puigmania and the Dodgers or, at other times of the year, catching Lakers, Clippers, Kings or NFL games, there are plenty of area options.

ESPN Zone: Before the ESPN Zone arrived at L.A. Live, Downtown lacked the kind of sports mecca where everyone wears their team’s colors, and televisions seem to be procreating like bunnies. The ESPN Zone offers more than 150 high-definition TVs throughout the bar and restaurant, and about 50 video games in its popular halftime retreat — the arcade. For non-locals who otherwise can’t watch their home teams, this is the place to come, since if a game is on TV, you can find it at the Zone.

Overtime Tip: Be wary of crowds: On Staples Center game nights, a wait for a table can exceed an hour.

The Down and Out: This proud dive and locals hangout has emerged as a go-to for sports fans. Sunday features all the NFL games, and the Dodgers, Lakers and Clippers are always on, even when they are losing. The bar has also become a reliable meeting spot for Kings fans, who these days win more than any other local squad.

Overtime Tip: Although the boxing world seems to present fewer marquee matches every year, when there is a big fight, you can catch it at the DNO. At 501 S. Spring St. Casey’s: More than anything else, Casey’s is an Irish pub that prides itself on its fish and chips and carefully poured Guinness. While football means something entirely different in Dublin, Casey’s shows all the games of the American variety. Truer to its Irish character, the bar shows as much soccer as possible. You can even catch the English Premier League.

Overtime Tip: When the World Cup is in a different time zone, Casey’s accommodates.

Hop Louie: Let’s get this out of the way: Hop Louie, a dark little dive in Chinatown’s Central Plaza, is not a sports bar. There are two televisions, but sometimes their signal is slightly offset, so one is ahead of the other by a second or two. But those who want to watch the Purple and Gold in a quiet, less fraternity-like setting would be at home here, where the Laker fans are dedicated, if not the types to wear a jersey (unless it’s from the late ’80s). The bar is on the ground floor of the building.

When it comes to watching sports on TV in Downtown, nothing compares to the ESPN Zone, which has more than 150 high-definition televisions. When a local team makes a championship run, like the Kings in 2012, it gets loud.

Overtime Tip: Hop Louie serves limited appetizers such as crab Rangoon and steamed chicken that comes in foil packets from the restaurant upstairs. Beware: The accompanying mustard is wasabi hot.

Green Bamboo: A Korean-owned Chinese restaurant in Little Tokyo, Green Bamboo has plenty of inherent contradictions.

Unifying this unlikely eatery and bar are the sports constantly on TV, from college and professional football to basketball. If you like chow mein with your pigskin, Green Bamboo is for you.

Overtime Tip: You’re just down the street from the Japanese American National Museum, so you can always add on to the game by taking in some real culture.

X Lanes: If watching a game brings out your competitive juices to the point that you need to engage in some competition yourself, the sports bar inside the new bowling alley X Lanes might be your best bet. The venue inside the Little Tokyo Galleria has its own sports bar where you can fill up on comfort food and cold pints during the game. After the contest on TV, get your own game on at one of the 24 lanes. Remember, after the second beer, you’re not getting better.

Overtime Tip: X Lanes has an arcade with more than 100 video games, so if you can’t hit the 7-10 split, you can save the princess or shoot zombies.

Saying Goodbye to a Downtown Champion After 12 Years on City Council, Jan Perry Celebrated for Helping Homeless, And Pushing Growth

t’s rare that homeless advocates and big business interests coalesce around the same politician. Outgoing Ninth District Councilwoman Jan Perry, who is termed out on July 1 after 12 years representing most of Downtown and South Los Angeles, was a rare exception.

That was a recurring theme on Tuesday during a nearly hour-long ceremony at City Hall to honor Perry’s tenure as a council rep. She was praised by Skid Row housing providers, Downtown developers and community advocates from South L.A. and Little Tokyo, with soundtrack support from the USC marching band.

“To have the privilege to represent some of the finest people in the city of Los Angeles has meant the world to me,” a teary-eyed Perry said at the ceremony, which filled the council chambers to capacity.

During her tenure, she earned a reputation for leveraging big development projects to bring community benefits. That meant deals like helping the Wilshire Grand and labor officials negotiate a generous severance and benefits package for hotel workers in advance of the building’s demolition to make way for a new $1 billion complex.

While she supported major private devel-

opment efforts, she also often negotiated for Community Redevelopment Agency revenues from Downtown-area projects to be spent on revitalization efforts in South Los Angeles.

That strategy of embracing Downtown growth in part to create jobs and economic opportunities elsewhere in her district was a shift from that of former rep Rita Walters.

“Her leadership was a sea change,” said Carol Schatz, president and CEO of the Central City Association. “ [Walters] pitted the southern end of the district against Downtown, a have and have-nots kind of thing. Jan saw the district as one, and in her efforts to help us bring investment, she wanted to see jobs also flow to the parts of the district that needed it.”

When Perry was elected in 2001, the revitalization of Downtown had begun, but it was still in its infancy. Staples Center, which Walters had strongly opposed, was completed in 1999, the same year that the city enacted the adaptive reuse ordinance that launched the housing renaissance in the Old Bank District.

Old Bank District developer Tom Gilmore relied on Perry during the construction and planning of his trio of apartment buildings at Fourth and Main streets as a guiding hand that helped the projects get key approvals.

streets. The facility allowed the nonprofit to double its capacity and house 71 formerly homeless women. Per a plan engineered by Perry, the city bought the DWC building (a former shoe factory that had been abandoned), then sold it to the DWC for $1.

“Jan has been an incredible leader,” said Mike Alvidrez, executive director Skid Row Housing Trust, another permanent supportive housing provider. Alvidrez has said that the organization often turned to Perry for help in aligning the various public resources that exist for homeless housing.

Since 2001, the Ninth District has gotten 5,000 new affordable housing units, including 1,200 units of permanent supportive housing in Skid Row alone, according to Perry’s office.

“She’s been our champion,” Alvidrez said.

In the Tuesday ceremony, supporters described her as a “fierce” and “tenacious” leader who was adept at completing projects.

“Jan was one of the most skilled people I know in City Hall in getting things done,” said Mayor-Elect Eric Garcetti.

Now that she’s termed out of City Hall, it’s uncertain what the future holds for Perry. So far, she hasn’t committed to a new job or initiative, she said.

Twelve years ago, Downtown stakeholders concentrated on nurturing investment and residential growth. Given the surge in the residential population, they were largely successful.

Going forward, Perry said the area’s key challenges will include maintaining a mixedincome housing balance, and continuing to make the urban core a more walkable place.

Looking back at her tenure in the council, Perry, who was quick to share the credit with her staff, said she was proud simply of the amount of work that got done across the district.

Among the projects was the South L.A. Wetlands, a nine-acre park funded in part by a voter-approved water bond that Perry authored. The city council voted on Tuesday to rename the park the Jan Perry Wetlands.

Despite her track record, Perry wasn’t always successful, but she said she had no re-

grets about her occasional defeats. Her most recent loss as a council representative came via the controversial redistricting process, during which most of Downtown was carved out of the Ninth District.

“I thought about every decision I made thoroughly and completely and when I lost, it was because I believed in my position,” she said.

Saidoff, who had already built a successful side career as a real estate investor outside of Los Angeles, was looking to buy in Downtown. He was seriously interested in the IJC. Some associates, however, urged him to wait on the deal.

He listened, and shortly after the building was sold for slightly more money to developer Judah Hertz. A decade later, Hertz sold the IJC — published reports said it went for $144 million.

Saidoff was devastated.

“I was so upset with myself for not having pulled the trigger, I went as far as possible within Southern California and I

Despite Saidoff’s burst of acquisitions, he remains largely unknown in Downtown real estate circles. The firm usually declines media interviews (Saidoff would not consent to a photo shoot for Los Angeles Downtown News). An array of Central City property owners and brokers were aware of Capital Foresight’s buying spree, but said they knew little about the company or its staff.

Saidoff, who lives in Bel-Air, was born in Israel and raised in a kibbutz before immigrating to the United States. He

graduated from UCLA with an economics degree.

Saidoff is widely known for his work on behalf of Israel.

He sits on the board of two Israel advocacy organizations, a group called StandWithUs, and the Israeli Leadership Council. He and his wife, Debbie, were presented with the American Jewish Committee’s 2006 Service Award.

While Saidoff said he prefers to stay under the radar, Capital Foresight’s growing stake in Downtown will likely force the company to engage more area stakeholders, if only through the public approvals process for its proposed conversion projects.

The two Fashion District projects alone make Capital Foresight a critical entity when it comes to the residential development of an area still dominated by garment-related business. wound up in the Inland Empire market,” Saidoff said.

Sixteen years later, Saidoff has more than made up for the squandered Downtown Los Angeles opportunity. In the last 12 months, his Bel Air-based holding company Capital Foresight has quietly acquired 10 area buildings, making him one of the community’s biggest and most mysterious property owners.

The first Downtown acquisitions by Capital Foresight were three Skid Row residential hotels — the Baltimore, King Edward and Leland — purchased in partnership with Historic Core developer Izek Shomof. They also snatched up the Santa Fe Lofts, a two-building complex at Sixth and Main streets, and the Binford Lofts at 837 Traction Ave. in the Arts District.

Additionally, the firm is planning adaptive reuse conversions at three other recently acquired properties: the Title Insurance Building at 433 S. Spring St., the Maxfield Building at 819 S. Santee St. and the Capitol Garment Building at 217 E. Eighth St. It also bought 419 S. Spring St., the structure adjacent to the Title Insurance Building, where a separate entity has an option to develop a hotel.

Saidoff’s spree is likely not over. He said the firm is considering additional Downtown purchases.

Tentative Talk While Saidoff’s interest in Downtown is tied to his mistake with the IJC, it also aligns with his general investment strategy. He has bought housing properties in Denver, Austin, Tx., Orange County and Long Beach, almost always at the bottom the cycle.

Capital Foresight does not usually do adaptive reuse, but it does have one such notable project under its belt. Saidoff financed the transformation of the Walker Building in Long Beach in 1999, turning the old department store into highend condominiums with developer Bill Lindborg (who is now among five Capital Foresight staffers working in the

“As soon as they finish, that entire area is going to change,” said Dan Daneshrad, a broker with Daum Commercial Real Estate Services. “People living in that area will be walking. The tenants, which occupy the ground floor, will change to become more friendly to residents in the area.”

Back in the Historic Core, the proposal to convert the 13-story Title Insurance Building into more than 200 residential units is both obvious and challenging.

Although residential demand in Downtown is outpacing supply and the structure will be across from the recently opened Spring Street Park, the 1928 building likely presents construction related hurdles that seem to arise with every large-scale adaptive reuse project. With land values rising, several veteran Downtown developers have backed off the adaptive reuse game.

Saidoff too once swore he was done transforming old properties. When he and Lindborg were overseeing the Walker Building, Saidoff said the money he plunged into the development would have turned a better profit in a traditional, easier to manage investment. He also lamented the complicated regulations in dealing with the city of Long Beach.

Nearly 15 years later, Saidoff’s company is about to embark on three Downtown adaptive reuse conversions at the same time “It’s like a woman who gives birth: She

Saidoff’s road into Downtown has not been perfectly paved. After he and Shomof partnered on the deal for the Skid Row hotels, their relationship soured. While Saidoff said he had long been interested in investing in Downtown, Shomof maintains he essentially introduced the investor to the area. Shomof, who has since sued Capital Foresight, says he was cut out of deals that he brought to Saidoff, including the Title Insurance Building.

In his legal complaint, Shomof alleges a partnership agreement with Saidoff that would have resulted in a 50-50 ownership of the Title Insurance and Capitol Garment buildings. Shomof needed Saidoff to pay for the properties up front, with the understanding that Shomof would pay his equal share later, as the complaint says he did on the Skid Row hotels deal.

In a court filing, Capital Foresight indicates that the two investors never had a written agreement. The case is ongoing.

“If his allegations are correct he’ll have a chance to prove it,” Saidoff said. “Obviously, if I agreed with him, I would not be opposing it. Obviously, we have a different perspective.”

Come With Cash Shomof’s reliance on Saidoff’s access to funds is symbolic of what has given Capital Foresight an edge in the local market: money and the ability to move quickly.

“They close most deals with cash, no loan,” said Daneshrad.

Take its acquisition of the Binford Lofts at 837 Traction Ave. The 36-unit building fell out of escrow with another buyer. At 11 o’clock that night, Saidoff and Capital Foresight staffers toured the property, said broker Laurie Lustig-Bower of CB Richard Ellis, who represented the seller and Saidoff.

a non-refundable deposit of about $500,000 and closed the deal by the end of the day, Saidoff said.

The quick turnaround is rare in the real estate business, Lustig-Bower said.

Typically, buyers need a 30- to 60-day due diligence period to ensure that there aren’t any hidden problems with the property.

Capital Foresight’s willingness to close quickly, with nonrefundable deposits, makes it more likely to win competitive listings, she said. “[Capital Foresight] is very entrepreneurial and nimble,” she said. “They have a very good sense of the market and look at the big picture when they’re at the property and not get hung up on every detail. They can also potentially buy properties for less than what a typical buyer might pay because of their strategy to be able to move very quickly.”

The firm’s nimbleness came into play with its acquisition of the $35 million, 132-unit Santa Fe Lofts. In a press release timed to the sale of the property, Brian Eisendrath of real estate company CB Richard Ellis, which helped arrange financing for part of the deal, recalled that Capital Foresight got the building “based on their ability to go non-refundable and close quickly.”

While the residential market has been heating up over the past year, the bulk of Capital Foresight’s recent acquisitions came when the stove was just warming. It bought the 1925, 12-story Maxfield Building, which it plans to convert into apartments, for $6.2 million, or about $66 per square foot.

The firm bought the 12-story, 1926 Capitol Garment Building for $5.1 million, or $62 per square foot.

“When we got into the market a year ago, there wasn’t that much activity,” Saidoff said. “There’s still old skeletons around and they were in shadowy areas, but side-by-side with buildings that had already been gentrified. You didn’t have to be really smart. You just had to have cash and we had it.”

Controversial Brewpub Approved

A

city zoning administrator has approved a controversial proposal from Downtown bar proprietor Cedd Moses to develop a brewpub on Traction Avenue in the Arts District, despite a chorus of opposition from area residents.

The approval came after Moses reduced the scale of the project as part of an effort to alleviate community concerns.

Moses had originally proposed creating two businesses — the 297-seat brewpub, slated for the building’s ground floor, and an 89-seat basement bar — in a single building with a total capacity of 700. That prompted fierce opposition from a group of Arts District residents, chiefly those who live in a quartet of loft buildings that neighbor the proposed brewery.

Moses subsequently withdrew plans for the basement bar. What remains is a brewpub that would serve craft beer brewed on site, along with pizza, in a space that would include 27 skee-ball lanes and two ping pong tables.

“Deleting the other bar is us trying to address community concerns the best we can while still being able to have our main concept,” said project spokesman Eddie Navarette. “I have high hopes the community understands that we’re trying to compromise.”

Those hopes may not be enough. George Rollins, a Traction Avenue property owner and one of the most vocal critics of the plan, said an appeal, which must be filed by June 26, is likely. He said that Moses’ changes would do little to mitigate community concerns attached to the brewpub.

“I don’t think that does much for us, no,” said Rollins, who like other area inhabitants is worried about late-night noise from tipsy bar patrons leaving the business in the former Crazy Gideon’s Building at 826 Traction Ave. “It gets rid of one liquor license.”

Moses told Los Angeles Downtown News last month that he felt the community opposition was partly rooted in a misunderstanding of the proposed operation.

Rather than a rowdy nightclub, Moses sees the brewpub as a family-friendly restaurant known for pizza and craft beer that also serves liquor.

Two outdoor patios in the proposed bar would close at 11 p.m. In an effort to minimize neighborhood parking woes, Moses has a deal with a parking lot operator to allow valet parking.

Funding Woes While dogs were the hot topic and also a concern for Berman, finding the funds to operate the park is what she’ll be focusing on.

According to Mike Shull, a superintendent with the Department of Recreation and Parks, it will cost approximately $100,000 a year for the group to operate the park.

Berman had previously announced a commitment from American Apparel to provide $100,000 per year for the next five years to operate the park. But she said last week that those plans fell through. The nonprofit group now only has $50,000 in money raised so far for park operations.

“I’m looking for big sponsorships,” she said. “I will walk up to anyone and say hi, do you want to help support a park?”

It’s uncertain why American Apparel backed out of its pledge. In an email to Los Angeles Downtown News, Ryan Holiday, a spokesman for American Apparel, confirmed that the company was in talks to sponsor the park, but that the plans did not come to fruition.

Holiday did not explain why the company withdrew its support.

Shull has said that if the nonprofit group fails to meet its responsibilities, the operation and maintenance of the park will fall back on the city. However, since the city is cash-strapped, a partnership would benefit everyone, he said.

Councilman Jose Huizar, whose 14th District includes the park, said he is not concerned about the group finding enough funds to run the park and that his office is in talks with other private sector entities about funding, though no deal has been inked.

As the first day of the new park came to a close on Monday, dozens of people, including families with kids on the playground and dog owners walking their pets, remained there until the last possible minute, when the dusk settled in and the gates were closed. Some had to be ushered out by a park official.

Celebrating 40 Years

The Paper Chase, on Water Boat Race in City National Plaza Fountain Returns This Week

O

ne of Downtown’s most unique summer happenings is the Psomas Paper Yacht Challenge. During the sixth annual event, which takes place Thursday, June 27, at City National Plaza, dozens of Downtowners will fold, tape and glue pieces of paper together in the effort to create a craft that can speed across the fountain with the “Double Ascension” sculpture.

The event is a fundraiser, with proceeds benefitting the Metro Charter Elementary School, a new facility that will open in Downtown this fall. Joel Miller, a vice president and principal at Psomas and the organizer of the challenge, offered five pieces of advice and bits of information for those hoping to win a sailing trophy, or those who just want to have a little after-work fun.

No Boat Building Technique Seems Better Than Any Other: Miller has seen it all in his years at the helm, and although it seems unlikely, he says Downtown’s cadre of architects and engineers don’t fare better than anyone else. He pointed to a theoretically aerodynamic geodesic dome boat primed to fly across the water — it finished last in its heat.

“We’ve seen all sizes and shapes, and I believe it’s more luck than skill,” Miller says.

“Last year a pre-teen won the event, second place was awarded to two lawyers and third place went to a journalist. I’m not sure any of them had any science behind their designs.”

For the record, the journalist was me, and I had no science, just a quickly cobbled to-

gether concoction decorated with children’s stickers and Band-Aids.

A Bigger Boat Is Not Necessarily Faster: Miller expects 50-60 boats to enter, and there will be a series of heats with six to seven contestants in each. The races are timed and trophies (for the top three finishers) usually go to those who finish in around 30 seconds.

Some boats sink, earning a “Titanic” prize.

Entrants can use non-mechanical propellers, but most get pushed along by the big fans set up at the edge of the fountain. Boats can be a maximum of 12 inches long and six inches wide. Some people try to gain an advantage with oversized sails.

You Can Dress Like a Pirate: The event is about having a bit of after-work fun — food and drink is available, and this year a caricature artist will be on hand.

Some people dress up. Miller has seen pirates and last year a few folks took the theme to heart and dressed as sailors in outfits made out of paper. The 2012 event also saw a group arrive dressed as some of the cast members from “Gilligan’s Island.” Prizes are given for best individual and best group costume.

You Can Buy a Politician: The Paper Yacht Challenge includes a silent auction, and there are prizes including restaurant gift certificates, a round of golf, field-level Dodger seats and lunch at Fire Station No. 3 with the firefighters.

Every Dollar Spent Makes Downtown a Better Place to Learn: The event raises money for charity, and last year’s beneficiary, educational institution Para Los Niños, received

more than $13,000. This year all proceeds will go to the Metro Charter Elementary School, a new institution being put together by a group of South Park parents to address the lack of adequate elementary school options in Downtown. Miller said about 40% of the proceeds come from corporate sponsorships, another 40% is derived from silent auction bids and 20% comes from boat entries.

On the grounds of the Brewery, this bar and restaurant in an unfinished warehouse is where local residents find their artistic sustenance. Fifteen craft beers on tap, wine list and full bar.

Inside the keyhole-shaped door, tough-as-nails Derby Dolls vie for elbowroom with crusty old bar guys and a steady stream of Old Bank District inhabitants. There’s no shortage of entertainment, with the funky dance room, great DJs and the occasional rock band. In the photo booth, you can capture your mug in old-fashioned black and white. Wings, beer and sports: That’s the winning recipe at this sports bar. The Downtown outpost, the third for the Hollywood-based bar, has everything the other locations have, plus a comfortable patio with outdoor flat screens.

Where can you get a drink, order some decent bar food, sit outdoors and still feel like you’re Downtown? It’s a tall order to fill, but this bar in the Bonaventure Hotel does it admirably. Come by for a taster set of award-winning ales crafted by Head Brewer David Blackwell. Sure, the hotel is vaguely ’80s, and you’ll probably encounter some convention goers tying a few on, but it only adds to the fun.

Located in the heart of the Financial District in the landmark Westin Bonaventure Hotel, this revolving cocktail lounge offers a 360-degree view of the city.

Situated on the ground floor of the Met Lofts in South Park, this wine bar features a vast range of bottles from around the world and a price range equally as wide. Wines by the glass start at around $8, but if you’re feeling overcome by oenophilia

(or just deep-pocketed) there are some first growth Bordeauxs for more than $1,000 for the bottle. And if you don’t get your fill while at the bar, which also features a rotating crop of artisanal beers and a full dinner menu, the bar also sells bottles at retail.

Located next to the Orpheum Theatre in the Platt Building, the Broadway Bar’s blue neon sign beckons patrons inside to its 50-foot circular bar. The casualchic spot is based on Jack Dempsey’s New York bar, with low lighting and a dose of ’40s glam. There’s a patio upstairs with nice views, and a jukebox.

In the Caribbean, “caña” is slang for sugarcane.

Rum is made from sugarcane. Therefore, Caña serves premium handcrafted rum cocktails in an intimate, elegant environment featuring live Caribbean and tropical Latin music.

With its worn brick staircase, tin ceilings and dark wood decor, it’s easy to see how this neighborhood bar and grill still works its Irish charm. Regulars cozy up to the 60-foot mahogany bar with a pint of Guinness and a plate of bangers and mash. Casey’s has a full menu with six beers on tap and a selection of Belgian ales and microbrews.

This beloved restaurant saloon has been renovated under new ownership. The great leather booths and dark wood bar of the old spot remain, but now the glasses are clean. Draft beer, historic cocktails, including what is probably the best Old Fashioned in town, and a short wine list.

If the name didn’t give it away, this South Park establishment is all about the wine, specifically, California wine. Situated on the ground floor of the Evo condominium building, Corkbar serves up a seasonal food menu of farmer’s market-driven driven creations to go with your Golden State pinots, cabernets and syrahs.

This latest offering from the same folks that brought you Bar 107. The 3,000-square-foot space on the ground floor of the Alexandria Hotel features mug shots of celebrities including Frank Sinatra, Hugh Grant, Steve McQueen and Andy Dick. The owners describe it as a sports bar for local residents who don’t want to mingle with tourists.

A Rundown on Downtown Incidents, Trends and Criminal Oddities

I

n the Central City Crime Report, we survey the recent week in public safety. All information is provided by the LAPD’s Central Division.

Woman Killed: A man was arrested on June 10 on suspicion of killing a woman in his second floor unit at the Abby Apartments at 625 S. San Pedro St. On June 10 at about 6:30 p.m., a man went to the Central Area police station to report observing a possibly dead body inside his friend’s apartment. Officers responded to the location, and according to police, were granted entry into the unit by sus-

pect Carl Bright, 54. Officers found a deceased woman in the shower area with what appeared to be stab wounds. Paramedics were called, but the victim was pronounced dead at the scene. Bright was arrested on suspicion of homicide. The victim has been identified by police, but her name was not released pending notification of the family.

Bike and Bag: At about 4:10 a.m. on June 14, a man was approached from behind near Fourth and Spring streets by a suspect who brandished a knife. The suspect took the victim’s backpack and bicycle and fled south-

Steak Out: On June 9 at about 8:30 p.m., a woman entered an unidentified restaurant at the Figat7th shopping complex and asked a man what he was looking at. The suspect then picked up a steak knife and threw it at the man, then she slapped him in the face. There were no injuries.

DWProperty Crime: An employee of the L.A. Dept. of Water and Power is accused of prying open locked desks and removing property that belonged to other department staffers. The suspect, who was arrested for burglary, was allegedly caught on video prying open the drawers on June 12 at about 7:45 a.m. Police believe the same man was involved in a similar incident on May 20.

The project is a collaboration of the Los Angeles Department of Water and Power and the Los Angeles Cleantech Incubator.
