Real Estate Changes in Ridley-Thomas’ Office

L

ongtime Downtown developer Dan Rosenfeld recently left a position as senior deputy for economic development for Second District County Supervisor Mark Ridley-Thomas.

Though Rosenfeld has returned to the private sector (his previous work included being a founder of Urban Partners), his slot has been filled by someone who also boasts extensive Downtown real estate experience: former Community Redevelopment Agency Chief Executive David Riccitiello. Following a 28-year career at the CRA, Riccitiello will spearhead projects related to small business growth, sustainability in construction and transportation. During Rosenfeld’s four years in Ridley-Thomas’ office he worked on efforts including pushing for the construction of a new hospital at MLK Medical Center and creating permanent supportive housing for formerly homeless individuals. During his time at the CRA, Riccitiello worked on Downtown projects including Staples Center, the Grammy Museum and the YWCA Job Corps Center.

The band Edward Sharpe & the Magnetic Zeros announced this month that it will set up a huge tent in the park on the edge of Chinatown from Oct. 17-20. The event, labeled Big Top, will have five performances over four days, including a weekend matinee. Seating will be in the round. “If you tour, or you have been to a ‘professional’ show, you may have had the sense that something is missing from the experience,” said the band’s Alex Ebert in a prepared statement. “And so, here comes the idea of Big Top — a one-off experiment in reaching for a more colorful, soulful, way to tour.” In addition to a headlining concert by the indie folk band, there will be vaudeville style comedy, contortionists, puppetry, beer gardens and what the statement labels “a unique farmer’s market.” Tickets for Big Top went on sale Aug. 9 and are available at livenation.com.

Pop-Up Think Tank Lands Downtown, With a Dance

his week, Downtown will get a bit of pop-up community building and world improvement.

On Aug. 19-23, the Good Global Citizenship Project will organize a temporary think tank in a vacant storefront at 460 S. Spring St. During the week, five Good Exchange fellows from countries such as Ghana and New Zealand will meet with representatives of area organizations including CicLAvia and Homeboy Industries. “We want the best of what is going on in Los Angeles to inform projects half a world away, and vice versa,” said Casey Caplowe, co-founder and chief creative officer of Good Worldwide Inc., in a prepared statement. Fried Chicken, Avocado Festivals Coming Downtown

Fencing Fourth and Hill and Angels Knoll Was a Dumb Decision

A

s a neighborhood in the midst of an ongoing rebound, Downtown Los Angeles faces plenty of challenges. In the long run what is important is less the spark of a problem than how it is addressed.

That comes into play at Angels Knoll and, a steep drop down, the plaza adjacent to Angels Flight at Fourth and Hill streets. Here, Downtown has suffered one of the clum­ siest and most foolhardy moves in years: the erecting of chain link fences that cut off public space, including the shady park. In the process, Downtown has been slapped with some unneeded blight.

This is a thickheaded decision if ever there was one. It may address a certain issue related to some homeless in­ dividuals who gathered in the area, but it creates a greater problem by eliminating access to public spaces, including one of Downtown’s few grassy destinations (and the site some visitors seek out because it was in the film 500 Days of Summer). It makes a community with too few soft areas a bit more ugly and unfriendly.

The reasoning for this action is flimsy at best. Fortu­ nately, the solution is easy, if only someone will embrace it: Take down the fences, and do it immediately. Then work with local stakeholders, including the police department, area property owners and representatives of the homeless services community, to find a solution. It may require a bit of creative thinking and some expense, but it is doable.

There are plenty of smart people in Downtown who have dealt with more entrenched problems. They can help pro­ vide a solution.

The property in question — actually, it’s two proper­ ties, divided by the hill where goats have sporadically been deployed to trim overgrowth — is a sort of no man’s land. For decades it was controlled by the Community Redevelopment Agency and was intended to be the site of the third phase of the office tower complex California Plaza. That never materialized due to market conditions.

Things got tricky when Gov. Jerry Brown eliminated redevelopment agencies across California in an effort to shore up the state budget. The local CRA has given way to a “successor agency” charged with winding down CRA ac­ tivities and figuring out how to dispose of agency proper­ ty. It is no doubt a time­consuming and complex process.

A statement from the successor agency to Los Angeles Downtown News about the closing was woefully insuf­ ficient, referencing, “an increase in complaints from stake­ holders about trash, litter and concerns with loitering onsite.” The statement went on to pair the fencing with the idea of preparing the land for an eventual sale.

It’s fine if a sale happens one day. However, such a transaction is clearly not imminent, and even if it was, that is no reason to cut off public access. A sale months or years down the line is not a sufficient reason to stick the benches, and even the information stand for Angels Flight, behind a six­foot­high silver fence. Just think of the harsh message it sends to any tourists or Downtown visitors: Sorry, you can’t access the inviting park, and you certainly can’t take a lunch from Grand Central Market across the street and enjoy it on the outdoor benches.

Almost everything about this situation has been bun­ gled. It all started July 30 when, with no apparent advance warning, the fences went up, one on the plaza at the base of the funicular at Fourth and Hill streets and the other at the park off Olive Street. This created an immediate prob­ lem not only because of the lack of access, but because of abysmal planning: The garbage bins inside the plaza fence seem not to have been emptied first, and the fence lacked a gate. This meant that refuse was everywhere, and in the

following days some individuals added to it by chucking trash over the fence. With no way to get in and clean, a scourge of rats ap­ peared.

We’re not sure who was in charge of the fencing plan, but clearly he or she did not think things through. It is worth determining who made the decision — there should be consequences.

It took more than a week to install a gate and clean the area.

As A ResulT of This sTep, downTown is less inviTing. fect change when dealing with a post­CRA bureaucracy, it meant that area workers and residents had to suffer with the blight of garbage and the health concerns of rodents. One can assume that if a similar situation occurred in a tony neighborhood such as the Palisades it would be rectified within a day or two. There should be a similar sense of urgency in Downtown.

A trickier part of the problem has to do with what the official statement labeled “loitering,” which refers to the homeless indi­ viduals who had been gathering at the plaza.

Homelessness is a persistent issue in Downtown. Not surprising­ ly, some of the people who sleep on the streets or in the shelters of Skid Row want to escape the area during the day. These individu­ als, many of whom suffer from mental illness or have addiction issues, head to destinations such as Pershing Square or the plaza near Angels Flight.

Although Downtown stakeholders have frequently figured out a way for the homeless, the residents and office workers to coex­ ist in compact areas, that did not happen at the plaza. Instead, there have been reports of aggressive panhandling by some of the individuals who gathered near Fourth and Hill. The owner of Grand Central Market, which is directly across Hill Street, had a more stomach­turning complaint: She said homeless individuals occasionally defecated on the site. Multiple people told Downtown News that they would rather see the plaza fenced off than left as it was.

In a vacuum we understand that point of view. However, there are solutions to take before cutting off useful parts of Downtown.

You don’t give up an area because a few people have made it unsa­ vory. Instead, you act responsibly and work to take it back.

Additionally, shutting off the plaza and the park does not solve the base­level problem. Instead, it prompts the homeless individu­ als to move elsewhere. Perhaps they will set up around the Metro station on the southwest corner of Fifth and Hill streets. Maybe they will migrate a block south to Pershing Square. Wherever they go, their lives have not been improved.

That is why the appropriate step at Fourth and Hill is to involve a larger group of stakeholders. Aggressive panhandling and people relieving themselves in public has happened in Downtown before, and police and staffers from homeless service organizations have been part of addressing the situation. Tackling this issue might re­ quire more work than some neighbors want, but it is preferable to the current scenario of a blocked­off plaza and park.

The CRA successor agency needs to recognize that it can’t es­ cape a problem by putting up a fence and saying a desired area is now off limits to everyone. That may have been the easiest deci­ sion, but it has only traded one problem for another. As a result of this step, Downtown is less inviting.

Take down the fence immediately. Then work with the commu­ nity to create a new plan. Shutting off the problem and pretending it doesn’t exist is not a solution.

Everyone Wants ‘Clean and Safe’ Programs in the Arts District, But Two Groups Argue Over How to Get There

By Donna Evans hree months ago, many in Downtown were shocked when a judge ordered the Arts District Business Improvement District to disband following a dispute between the organization and some prominent area property owners. People across the city took notice.

The issue has largely dropped off the radar screen in recent months, but a current conflict could be just as important to the surging community’s future.

Two opposing factions of property owners and developers are racing to create a successor to the BID. One group, Arts District Los Angeles, touts “Bring Back Blue” as its motto, indicating the importance of returning the bicycle safety patrols to the neighborhood, said Dilip Bhavnani, a member of the group’s steering committee.

Members of the rival effort, the Arts District Community Council Los Angeles, agree that “clean and safe” are top priorities for the area loosely bordered by Alameda, First and Seventh streets and the Los Angeles River, said Yuval Bar-Zemer, one of the property owners who filed a lawsuit against the city. However, his organization is also pushing for a program to beautify public spaces in a way that reflects the culture of the community.

The moves come as the neighborhood has felt the impact of the dissolution of the BID, which was launched in 2006. According to the LAPD’s Central Division, the area has experi-

enced a spike in thefts from cars. From June to July, the number of incidents rose from two to 11. During that same period, the number of part one crimes, which include more serious infractions such as auto theft, jumped to 13 in June and 18 in July.

Lt. Armando Munoz said the spike has prompted Central Division to increase its use of bike patrols, foot beats, black-and-white drivebys and undercover personnel.

“We’re putting everything we have into the area, and we’ve already seen a reduction in the first two weeks of August compared to July,” he said.

Still, the pain has been felt by individuals including Orin Woinsky. In June, the Molino Street Lofts resident had his car vandalized while it was parked on the street. The vehicle suffered more than $5,000 in damage.

Though Woinsky only had to pay the $500 insurance deductible, he was tweaked, and blamed the group that sued to stop the BID. “They didn’t consider Arts District residents and their concerns at all,” he said. “The result was an immediate lack of security and an increase in vandalism and trash.”

Agree and Disagree The Arts District BID had an annual budget of $1.3 million and spent 72% of its money on clean and safe efforts. Like other BIDs, it was funded by mandatory assessments to property owners to cover services beyond what the city provides.

pass the area that held the condominium complexes developed by Bar-Zemer’s company Linear City, he and others launched their legal challenge. On May 10, Superior Court Judge Robert H. O’Brien ruled in their favor, finding that the BID’s practice of using assessment dollars to pay for economic development-related services that benefited the general public — and not just the property owners — violated state law. He ordered the BID to disband.

Representatives of both aspiring BIDsuccessor groups say they want “clean and safe” to be a top priority. Bhavnani of the ADLA’s steering committee said his group’s management plan envisions security patrols from 6 a.m.-3 a.m., totaling some 38,480 hours per year. He said his proposed BID would return the services the Arts District received under the old BID, absent only the economic development aspect struck down by the court.

The owner of several Arts District properties, including 950 E. Third St., where a planned 472-unit apartment complex would abut the

Southern California Institute of Architecture, Bhavnani said he is committed to investing in the betterment of the community. He said that in the wake of the BID’s demise, there has been an increase in drug dealing, prostitution and homelessness.

“The former BID got rid of this six years ago, and now they’re back,” he said. “The Arts District is a burgeoning, beautiful community with a joy for life that you don’t see in other parts of the city. Unless we keep it clean and safe, there are going to be issues that no one wants to face.”

Marco Li Mandri, a consultant to Bar-Zemer’s group, said the Arts District Community Council Los Angeles also wants to ensure the area is safe and clean. However, he pointed out that the Arts District isn’t just an area with businesses, but is increasingly a neighborhood where people live.

“The second largest city in California should be doing what New York did: stressing beautification and development of public spaces,” said Continued on page 20

The 10 Most Interesting Moments of Eric Garcetti’s First 50 Days As the New Mayor Settles in, the Defining Strategy Seems to Be, ‘Don’t Pull a Villaraigosa’

When Eric Garcetti was sworn in as mayor on June 30, he put a modern Los Angeles political spin on the situation. While never pronouncing the phrase, his first seven weeks in office reveals the Mayorcratic Oath that he is living by: First, Don’t pull a Villaraigosa.

THE REGARDIE REPORT This hasn’t been overt, as the Silver Lake Kid has barely mentioned his predecessor who, for the record, is neither governor of California (thank you Jerry Brown!) nor working in the Obama cabinet (thank you Charlie Sheen!).

Instead, Garcetti has sought to differentiate himself through action, trading grandiose proclamations for a “back to basics” approach and assiduously avoiding any comparisons to He Who Dates Brunette TV News Readers.

In his first 50 days Garcetti mostly eschewed Big Media moments in favor of moves that offer both real and symbolic value, such as announcing his pothole filling blitz or the creation of a onestop mayor’s office help line. Whereas Villaraigosa rigorously courted national attention as a tool to trampoline himself, Garcetti seems to care more about the city than his personal profile.

Through it all, there are a handful of mo-

ments that, if examined closely, seem to hint at the mayor Garcetti hopes to become. Here are the 10 most interesting actions and moves he has made so far.

Swearing Is Good: Garcetti’s swearing-in was a stark contrast to the pomp and circumstance of Villaraigosa. Rather than hold a stuffy City Hall ceremony followed by a black tie party for big-budget donors like AnVil did in 2005 (on the bright side, it doubled as a fundraiser for afterschool program L.A.’s Best), Garcetti orchestrated a Sunday evening swearing-in complete with Moby and Jimmy Kimmel and a community celebration in Grand Park. During his inaugural address Villaraigosa asked Angelenos to “Dream with me” and promised to plant 1 million trees.

Garcetti instead touched on matters such as runaway production and, according to a transcript, said, “I’ll set an example in L.A., by working to eliminate the tangle of fees and rules that make filming here feel more like Les Misérables, instead of Fast and Furious like it ought to be.”

That makes Garcetti the first mayor of any city to mention a Vin Diesel movie in public.

Hey, everyone makes mistakes.

Rewarding Friends: Attorney and former radio host Kevin James never had a shot at becoming mayor. Still, after finishing third in the primary, the race’s lone Republican became a valuable Garcetti ally. James not only endorsed Garcetti and helped him court conservative voters, but

after Wendy Greuel publicly slammed James following the primary, James released some ouchtastic Greuel texts, revealing how she tried to woo him. On July 12, James got his reward when Garcetti nominated him to the Board of Public Works. A few council members tossed a few quasi-tough questions James’ way during his July 30 confirmation hearing, but ultimately they voted 11-0 to give him the post which, by the way, comes with a $136,000 salary. His co-panelists then made James president of the board.

James wasn’t the only former rival to fare well.

Garcetti named ex-Downtown Councilwoman Jan Perry interim head of the city’s Department of Economic Development. Perry finished fourth in the primary but then endorsed Garcetti and helped him stump for the African-American vote.

Still, it’s a high-profile post, especially for politicians pursuing transit projects. The mayor of L.A. gets a spot on the 13-member panel and controls three other positions, and on July 18 Garcetti appointed housing advocate Jackie Dupont-Walker and council members Paul Krekorian and Mike Bonin to the board. New mayors usually clean house on appointments, and Garcetti removed former Assemblyman Richard Katz, businessman Mel Wilson and, shazam, Downtown Councilman and chief streetcar advocate José Huizar. Huizar had campaigned vigorously for Greuel during the race, and this

may have been payback. Still, Huizar looks to be OK: Council President Herb Wesson named him chair of the council’s powerful Planning and Land Use Management Committee.

Then again, last week’s report of a sexual harassment claim being filed against Huizar may give him other things to think about.

Works), but the wonks and lobbyists watch the composition closely, in part to discern how much institutional knowledge remains. In addition to pulling a complete presto-change of AnVil’s appointees at Public Works, Garcetti on Aug. 14 swapped out four of the five Police Commission slots, with the highestprofile addition being developer Steve Soboroff. This came a day after Garcetti donned a captain’s hat and put six members of the seven-person Airport Commission on the tarmac and brought in his own flight crew. I’ll ground the airy lines now, thank you.

Fingers crossed…” The reference to the SyFy channel film about a tornado that plucks killer sharks from the ocean and plops them in L.A. proved that the mayor has a sense of humor and indicates that he likely sometimes seizes his Twitter account from the hands of staffers, which never seemed to occur during the Villaraigosa years. Fortunately, Garcetti has yet to Tweet about Aubrey Plaza’s The To Do List.

On the Job Hunt: Speaking of Twitter, not only has Garcetti asked all city department heads to reapply for their jobs, but he invited the media to his opening remarks on the subject and, on July 8 Tweeted that the GMs need to detail their priorities on customer service if they hope to keep working. The public injection into the personnel process is unprecedented. It also sets the stage for some high-profile departures. If you listen closely in City Hall, you can hear several embattled GMs whisper practicing the line, “I serve at the pleasure of the mayor.”

New King Cole: Villaraigosa had about 931 deputy mayors.

Garcetti plans to have four, and on July 12 he announced that the capo for Budget and Innovation is former Pasadena mayor and Ventura city manager Rick Cole. This is significant because, before becoming mayor, Garcetti knew more about salad shooters than he did Cole. That may be an overstatement, but if so it’s not much of one, as Cole and Garcetti reportedly didn’t know each other until July. This is a big change from the politically predictable move of surrounding oneself with longtime supporters and yes-men.

On the other hand, there’s something to be said for familiarity in the inner circle: On Aug. 6, Garcetti named Rick Jacobs his deputy chief of staff. Jacobs ran a political action committee that raised millions for Garcetti during the mayor’s race.

Green Giants: L.A. politicians like to talk about going green, but too often it’s lip service. On Aug. 2, however, Garcetti hired Matt Petersen to be L.A.’s first Chief Sustainability Officer. The former president and CEO of something called Global Green USA will have tasks including developing environmental initiatives across city departments, and nagging people in City Hall to turn off the water while they brush their teeth.

The Sickness of the DWP: Much has been made about the negotiations for new labor contracts for Department of Water & Power employees, with Garcetti trying for a more costconscious deal than the one Villaraigosa was pushing. The most interesting aspect of the process to date is that just as news of the negotiations erupted, so did a Los Angeles Times report revealing that DWP employees get essentially unlimited paid sick time. It was the latest black eye for the DWP and its union, and Garcetti’s office was quick to pounce, as he and other pols called for an investigation. A week later a chastened DWP altered its policy, requiring a doctor’s note for those out three days or longer. Call it a victory for Garcetti, even if it’s just a battle and not the war.

The Mysteries of Pittsburgh: When the Trayvon Martin ruling came down on July 13 and a few people in Los Angeles got persnickety (the official LAPD term), Garcetti quickly returned from a vacation almost nobody knew about. The fact that he was out of L.A. so early in his term was one big surprise. But more shocking is that he was vacationing in Pittsburgh. I’m sure the Steel City is lovely in July, but if I had 200 guesses as to where the L.A. mayor would go on vacation, Pittsburgh would not be on the list. Villaraigosa destinations like Iceland, South Africa or Cabo would be there, but Pittsburgh? As they said in the movie Airplane!, “Golly!”

Out of the Kitchens and Into Downtown Central City Chefs Play a Big Role In This Week’s L.A. Food & Wine Festival chefs, meet wine makers, and get that interaction,” said Dave Bernahl, co-founder of Coastal Luxury Management, the Monterey-based company that is organizing the festival.

The Downtown chefs participating are a who’s who of the area’s forward-thinking cooking scene. They include Ilan Hall of The Gorbals (and the upcoming cable show “Knife Fight”), Josef Centeno of Baco and Bar Amá, David Feau of Le Ka (and the former chef at The Royce at the Langham Hotel in Pasadena), Neal Fraser of the upcoming Redbird, Thi Tran of Starry Kitchen and Bryant Ng of Spice Table.

“We’ve got pretty much the hallmark of chefs Downtown,” Bernahl said.

Most of the events will take place outdoors at the festival’s new home on Grand Avenue, though there will also be more than a dozen indoor Downtown activities at places such as the Dorothy Chandler Pavilion and Los Angeles Center Studios (a handful of other events will take place in Santa Monica and Beverly Hills).

While traditional reservations are not required, tickets are. They range from $50 to $995 for a VIP package.

of some local stalwarts. They include Drago Centro executive chef Ian Gresik and Menashe, who will serve a beef tongue carpaccio with salsa verde, sun-dried smoked cherry tomatoes and arugula.

“This is a summery dish,” Menashe said. “It’s a cold tongue, really light, really tasty.”

The following night, Grand Avenue figuratively travels around the globe, as Masaharu Morimoto, known for his appearances on “Iron Chef,” hosts the event tagged Asian Night Market.

The 7-10 p.m. happening will focus on Asianinspired street food. There will be 25 participating chefs, with Downtown reps including Zarate, Ng, Tran and Carlos Enriquez of Patina Pastry.

Other well-known names participating Friday night include David Lefevre, the former Water Grill chef and now chef and co-owner of M.B. Post in Manhattan Beach, Eddie Wong of Mr. Chow in Beverly Hills and Roy Yamaguchi of the Roy’s chain.

“It’s really about having a mix of flavors,” Bernahl said. “The idea is to really celebrate Asian cuisine.”

Zarate, who opened the Peruvian restaurant Mo-Chica in May 2012, is preparing a sea urchin uni dish. While he looks forward to the crowd’s reaction, he is also excited by the chance to

working on opening a Downtown restaurant, Faith & Flower, which is slated to debut in the fall in the South Park space that housed the short-lived Towne Food & Drink.

The Downtown festival was previously based at L.A. Live. Bernahl said the change in location came from a desire to be centrally located and in the hub of Downtown’s cultural scene.

“Our long-term wish is to not just celebrate the culinary world of Los Angeles, but also to bring in these music and arts elements,” he said. “It’s just a good opportunity to take a food and wine festival and turn it into something more.”

This festival will close down Grand Avenue between First and Second Streets. Highlights include Thursday night’s opening celebration, called Giada’s Festa Italiana, hosted by Giada De Laurentiis, chef and host of the Food Network show “Giada at Home.”

The 7-10 p.m. event will include 28 chefs serving their version of Italian cuisine. Like at other food festivals, entrants will wander from booth to booth, sampling the creations. Wine from various vintners, beers and spirits will also be poured. A single admission ticket provides access to all the food and drink.

By Richard Guzmán or all of its restaurant-related momentum, a few things still waver between difficult and impossible when it comes to the Downtown culinary scene.

For example, it can take weeks to get a dinner reservation at Bestia, the Arts District Italian restaurant helmed by chef Ori Menashe and his wife Genevieve Gergis. It also is unrealistic to head to dinner and expect to get face time with top toques such as John Sedlar Rivera of Rivera or Ricardo Zarate of Mo-Chica.

However, this week, everything changes.

Diners won’t need reservations to taste Menashe’s beef tongue carpaccio. There’s also a decent chance of gabbing with Zarate, Sedlar and a dozen other Downtown chefs while sampling their kitchen creations.

It all happens during the third annual Los Angeles Food & Wine Festival. From ThursdaySunday, Aug. 22-25, approximately 125 chefs will leave their kitchens and set up temporary stoves on Grand Avenue between First and Second streets.

There will be an array of activities, including cooking demonstrations, live music and wine and beer tastings. The chefs, including a hefty contingent from Downtown, will prepare dinners, lunches and participate in discussions.

“It’s nice to see other chefs, hang out and work with them,” he said. “This is something that really fits Downtown and I couldn’t think of a better place to do this.”

Ng, who in 2012 was named one of Food & Wine Magazine’s 10 best new chefs, will be serving a grilled beef rib with fermented pineapple anchovy sauce.

“Closing off the street gives it more of that street food vibe, which is perfect for serving dishes inspired by Asian street food,” he said.

The street party component ends Saturday with the corporate-sponsored Lexus Live on Grand event. The 7-10 p.m. gathering is a free-for-all in terms of food, with various dishes served by 25 chefs, among them Susan Feniger and Mary Sue Milliken of Border Grill, Fraser of the upcoming Redbird (slated to open next to the Vibiana event space in late fall), and Sedlar, a Latin food master.

Sedlar sees the festival as a celebration of Los Angeles and its culinary community.

garner attention for the festival.

“It’s not just an event for Angelenos,” he said. “What we’re trying to do is create an international celebration that’s centered here in Downtown.”

Candlelight Walk Honors Historic Core Deaths Residents Come Together for Healing in the Wake of Tragedies

By Donna Evans n the corner of Fifth and Los Angeles streets last week, a diverse group of Downtowners came together. Some arrived to mark the memory of a beloved blues musician.

Some came to honor departed loved ones. Still others showed up in an attempt to come to terms with unexpected tragedy, and to do so in the company of people who, though strangers, had shared the same experience.

The residents, many meeting each other for the first time, assembled on Wednesday, Aug. 14, on the cusp of Skid Row. They lit candles and walked westward on Fifth, ending at a subway station, having strolled the path that has been ground zero for a series of horrific tragedies in the Historic Core.

Downtowners, with candles in hand, walked on Fifth Street last week in memory of several people who died recently.

On Aug. 5, Randall “Tre” Chesson, 23, fell to his death from a third-story ledge outside his apartment at the Alexandria Hotel.

It happened just after 3 p.m., in front of numerous witnesses.

A day later, there was a double dose of tragedy and loss.

Artwork Jamal, a local blues musician who had steady gigs at Downtown clubs including Seven Grand, died at the age of 47 from complications of diabetes and congestive heart disease.

That same day, a transient at the Pershing Square Metro station leapt in front of an oncoming train in what coroner’s office officials believe was a suicide (the man’s name has been withheld). Once again, the incident happened in front of dozens of onlookers.

Then there was a grisly, earlier accident in the same area. On June 12, a Metro bus collided with a speeding tow truck in an early morning accident at Fifth Street and Broadway. Bus driver Olivia Gamboa died in the crash, and after the initial impact the bus slammed into a 7-Eleven. Thousands of commuters saw the aftermath of the wreck.

“There’s a lot of pain here,” said Jenifer Sunshine, an Alexandria resident who helped spearhead the event dubbed the Walk for Healing.

Sunshine was a neighbor of Chesson’s, and wanted to make sure that he and the others were recognized publicly. That meant the world to Chesson’s mother, Kelli Ann Bertrand, and his grandmother, Fran Richard, who live in Louisiana.

“My daughter told me about the walk and it has helped to know people in Los Angeles are doing something so thoughtful. Tre was much loved and was well thought of,” Richard posted on the page of the DTLA Facebook Group, where many Downtowners had mourned online.

What began as a one-night finger on the pulse of the local rock scene has blossomed into a two-day festival laying claim to a lineup full of rising indie stars and legends from yesteryear. Since 2009, FYF has called the rolling expanse of the Los Angeles State Historic Park on the edge of Chinatown home.

In January, the park is slated to close for a year-long renovation, precluding the festival’s return in 2014. While organizers will likely find a substitute venue, this is another reason to head to the park on Saturday-Sunday, Aug. 24-25. But it’s far from the only one, as the main draw is the music. Here are 10 of the most interesting acts. CELEBRATING 40 YEARS

Kicking It Old School Angelus Plaza Brings Back the Senior Talent Show

By Richard Guzmán ontestants don’t have to audition for this week’s Angelus Plaza Senior Talent Show, but they do have to adhere to a series of rules.

There is a strict three-minute time limit on every act, and those who go over will get the “gong.”

There are absolutely no acrobatic moves of any kind allowed. Both feet must remain on the ground at all times.

Finally, sore losers will not be tolerated.

Though that sounds like something more fitting to kindergarteners than senior citizens, last year three contestants were banned for life after being disrespectful to the judges.

“It can get pretty testy,” acknowledged Jeffrey Winston, community relations coordinator for the 1,093-unit senior housing complex at 255 S. Hill St. “People take it really seriously, but it’s a lot of fun.”

The 13th annual event takes place in the fourth floor auditorium of the retirement community on Friday, Aug. 23, at 2 p.m. More than 30 acts will compete, admission is free and the public is invited. Light refreshments will be served.

The competition is open to people 55 and older who reside in Los Angeles County (living in Angelus Plaza is not required). Good Samaritan Hospital in City West is the sponsor and there is $1,700 in cash prizes, with the first place finisher receiving $650 (second, third and fourth places earn $450, $350 and $250, respectively).

Show veterans warn newbies not to come with expectations of seeing someone blowing out a song on the kazoo or a second-rate magician. This being Los Angeles, a number of competitors once worked in the entertainment field. The show will include singers, musicians, comedians and dancers.

“It’s a hodgepodge of things, kind of like an old vaudeville show,” said Sandra Howard, the program coordinator for Angelus Plaza. “Some of the contestants were professional entertainers.”

Howard came up with the idea for the talent show about 15 years ago. She was inspired by “The Gong Show,” which aired in the late 1970s and featured amateurs competing for prizes.

Contestants were judged by celebrities and, if an act was particularly bad, one of the judges could stop the show by standing up and hitting a large gong.

Unlike “The Gong Show,” the seniors performing at Angelus Plaza don’t get the gong for a poor performance. They only hear it for exceeding the three-minute time limit. It means disqualification.

A more important rule concerns keeping feet firmly on the floor at all times. It was instituted, Winston said, a few years ago after a pair of septuagenarian dancers got a little too limber for comfort.

“They were doing kind of acrobatic acts,” Winston said. “Because of liability issues we had to ask that they be a little more conservative.”

Last year’s contestants kept it on the floor.

The Angelus Plaza Senior Talent Show will hand out $1,700 in prizes to 55-and-over performers. The event on Friday, Aug. 23, will draw dancers, singers, comedians and more.

Still, a few couldn’t hold their emotions in check and, after being disappointed by the scores (the five judges give all acts a 1-5 ranking), a few verbally erupted.

“Sometimes with egos they can get a little testy. Sometimes they’re upset at the final standings and they’ve acted out and become belligerent,” Winston said. “If it’s a minor infraction they may be suspended for one year, but if they go over the top we will not have them back.”

Although last year three contestants ended up with the dreaded lifetime ban, there are still plenty of participants for this week’s competition. They include 73-year-old Hillard Street, who finished in first place in 2012 and is com-

ing back in the effort to defend his title.

The Gardena resident spent his youth as a professional musician singing at clubs and other venues in Los Angeles. He said he has been busy for months working on a new song for the show. However, he would not reveal the title, in order, he said, to protect his competitive advantage. He would only describe it as an adult contemporary tune.

“It’s very competitive,” Street said of the talent show. “You got some guys out there and young ladies that are very, very good. We older people still have it, you know.”

Have you seen RT N the 44s lately? Or ever? Well, you should. The group’s neo noir, low-fi take on traditional honkytonk is unlike anything else regularly seen on Downtown Los Angeles stages. A neon stag head near Seventh Street and Grand Avenue marks the entrance to this high-end whiskey lounge. At the top of a staircase you’ll find a diorama with a gun-toting hunter, one of several quirky elements that also include bejeweled crows in the ladies room, plaid fabric, and plenty of stag and elk imagery.

More than 120 whiskeys are displayed behind the stunning backlit bar, and the expert mixologists whip up some truly amazing cocktails (happy hour prices apply all day Monday). A smoker’s

Application forms are being distributed to all households with a letter informing them of the availability of free and reduced-price meals for enrolled children. Applications are also available at the principal’s office in each school. To apply for free or reduced-price meal benefits, households must complete an application and return it to he school for processing. Applications may be submitted at any time during the school year. The information households provide on the application will be used to determine meal eligibility and may be verified at any time during the school year by school or program officials. Requirements for school officials to determine eligibility for free and reduced-price benefits are as follows: For households receiving Food Stamp, CalWORKs, Kin-GAP, or FDPIR benefits – applications need only include the enrolled child(ren)’s name, Food Stamp, CalWORKs, Kin-GAP, or FDPIR case number, and the signature of an adult household member. For households who do not list a Food Stamp, CalWORKs, Kin-GAP, or FDPIR case number, the application must include the names of all household members, the amount and source of the income received by each household member, and the signature and corresponding Social Security number of an adult household member. If the household member who signs the application does not have a Social Security number, the household member must indicate on the application that a Social Security number is not available.

Under the provisions of the free and reduced-price meal policy, the determining official(s), as designated by the sponsor/agency, shall review applications and determine eligibility. Parents or guardians dissatisfied with the eligibility ruling may discuss the decision with the determining official on an informal basis.

Parents may also make a formal request for an appeal hearing of the decision and may do so orally or in writing with the sponsor/agency’s hearing official. Parents or guardians should contact their child(ren)’s school(s) for specific information regarding the name of the determining official and/or hearing official for a specific school, agency, or district. If a household member becomes unemployed or if the household size increases, the household should contact the school. Such changes may make the children of the household eligible for benefits if the household’s income falls at or below the levels shown above.

One of the walk participants read the family’s sentiments outside the Alexandria, next to the entrance of the Down & Out bar, as Walter Dominguez burned sage inside a shell, and Sandie Richards, pastor of the First United Methodist Church of Los Angeles, recited prayers. Some passersby detoured around the group, which fluctuated between 10 and 20 people. Others stopped, grabbed a candle and joined the walk.

Red-faced and soft-spoken, Jamal’s widow, Lida ParentHarris, held a photo of her husband and thanked everyone for coming. Seven Grand will host a memorial event for the Muddy Waters devotee on Wednesday, Aug. 21.

Walk participants were also urged to bring photos and memories of their own loved ones who had recently passed away.

For Downtown resident Ginny Brideau, attending the walk was a way to honor the deceased’s spirit.

“Every time one of our neighbors passes away, it’s a reminder of how close-knit we all are,” said Brideau, who brought her 4-year-old daughter, Iolani. While Dominguez chanted a Lakota healing song, the teddy-bear carrying child used her unlit candle to draw hearts onto the concrete at the Pershing Square Metro station.

Brideau pointed out that although her daughter bears a Hawaiian name, she is very much a Downtown kid.

“My water broke on Broadway — cleanest that section of the street had been in a while,” said Brideau. “She was born at Good Samaritan. I brought her out here tonight because I wanted to show her that it’s good to remember people who have died.”

At the end of the night, after the tears were dried and the candles extinguished, the crowd dispersed. The participants walked off, their lives a bit more entwined. donna@downtownnews.com

ARTS DISTRICT, 5 Li Mandri, president of New City America, a San Diego-based company that focuses on business district revitalization.

While Bhavnani’s group is trying to re-establish a BID similar to what previously existed, those aligned with Bar-Zemer are pushing for a slightly different type of BID, one more aligned with a community benefit district, the type that LiMandri has helped create in San Diego and San Francisco.

But Los Angeles only allows BIDs, not CBDs, said Miranda Paster, acting division chief of the City Clerk’s office in the administrative services division. She noted that while a group may call for things like more tree plantings or the creation of additional green space, the assessment district will still be called a BID. “It’s semantics,” she said.

To be clear, Bhavnani said his group will also work to create more green space, though that is not a BID’s function.

Currently, both groups are plugging away at the process.

Bhavnani’s team is awaiting a reply from the city to the plans he submitted, and Bar-Zemer’s group has filed for nonprofit status.

Once the city signs off on plans, the groups would disperse petitions. If the petition gathering is successful, an election either for or against each plan would follow.

Barker Block resident Charlie Wright said she is happy to pay for a clean and safe neighborhood, and would like to see services restored as soon as possible. She is leaning toward Bhavnani’s group, she said.

“I would rather see the Arts District BID personnel that have experience caring for our neighborhood return to work, than see the people who caused this problem to be put in charge of solving it,” she said.

Bar-Zemer sees returning to the same kind of BID as replicating “old guard, establishment” thinking.

“We felt we could do better,” he said. “We want to do something more community oriented and use the dollars in a smarter way.”

The office of 14th District City Councilman José Huizar has been involved in the process of helping establish a successor, though he has yet to weigh in on a preferred option. Rick Coca, a spokesman for Huizar, said the councilman just wants to see a program in place as soon as possible.

“We’re not actively pushing for one or the other,” he said. donna@downtownnews.com.
