ne year after creating strict new environmental standards for large development projects, city officials are raising the bar again. The effort, spurred by the Community Redevelopment Agency, is generating concern from some housing developers, including nonprofit organizations. Mayor Antonio Villaraigosa last year signed into law the Green Building Program, which requires developers of large projects throughout the city to meet standards estimated to cut energy usage by 15%. The program was rolled out gradually. Last week, the CRA board voted to set even more stringent requirements. The measure, which still requires City Council approval, would mandate that developers who receive $1 million or

more in agency funding meet higher environmental standards than the Green Building Program calls for through water- and energy-saving systems, recycled building materials and other strategies. While many in the development community praise the goal of sustainable development, they question the CRA’s timing. “At this junction, we should let the market catch up a bit,” said Jim Atkins, formerly of the developer South Group, which created a trio of ecofriendly high-rises in South Park. “The city’s Green Building Ordinance just got passed. At the same time we’ve had a significant slowdown in construction activity…. This is the wrong time to be putting another ordinance in place making it more difficult for the CRA to participate in projects.” CRA Assistant Project Manager Nick Saponara, who spearheaded the new policy, said any cost in-

creases would be offset by the agency’s investment. Developments that the CRA invests in also often use other public funds, such as state money, that require meeting high environmental standards, he said. “The nature of funding these projects with resources outside of the CRA already brings the projects to a level of sustainability that makes it very easy to meet the new standards,” he said. “The benefits are believed to outweigh the costs.” Follow the LEED-er The CRA’s new effort is based on the nonprofit U.S. Green Building Council’s LEED (Leadership in Energy and Environmental Design) system, which assigns points to projects for criteria such as water and energy consumption, landscaping, indoor air quality and other measures. Scores translate into one of four LEED levels: Certified, Silver, Gold or Platinum. Under the new CRA policy, projects that receive $1 million or more in agency funding would have to obtain at least LEED Silver certification. Developments with less than 50 residential units or smaller than 50,000 square feet would be exempt. The city’s Green Building Program also impacts new buildings with 50 or more residential units or larger than 50,000 square feet, even if privately see Green Buildings, page 7

AROUNDTOWN Jackson Event Could Be at Staples Center

P

ublished reports late last week said that a funeral or memorial for pop star Michael Jackson will be held at Staples Center on Tuesday, July 7 at 10 a.m. Jackson died June 25, shortly before he was to begin a comeback with 50 concerts at the O2 Arena in London. Anschutz Entertainment Group, which owns the O2 Arena, also owns Staples. On Thursday morning, an AEG spokesperson would neither confirm nor deny the reports. “Nothing is confirmed at this point,” she said. “Right now, we do not have an event on the calendar.”

Council Offers Reward For Catching Post-Lakers Looters

T

he City Council last week announced a reward of up to $10,000 for information leading to the apprehension and conviction of anyone involved in the looting and rioting that erupted in Downtown after the Lakers beat the Orlando Magic to become the NBA champions on June 14. The reward specifically targets individuals involved in lighting small fires near Staples Center and burglarizing or vandalizing businesses. “Video surveillance evidence has given authorities a start in identifying suspects, but a reward offer may motivate more individuals to come forward to assist in apprehending the looters,” Ninth District Councilwoman Jan Perry wrote in a June 24 motion. The offer was approved by the Council on Tuesday, June 30.

Park Fifth for Sale

T

he stalled $1.3 billion mega-project Park Fifth is on the market. The move, first reported by the Los Angeles Business Journal, was confirmed last week by developer David Houk of the Houk Development Company. A partner in the project, investment company Africa Israel Investments, retained real estate firm Cushman & Wakefield to market the property, Houk said. There is no

asking price. “They did it without me, and it’s mainly to see if there are some investors out there to move the thing forward,” Houk said. “Part of the exercise is to see if there is anything out there.” Houk said in May that he was seeking new capital partners to replace Africa Israel and Namco Capital Group, a Brentwood-based investment company that declared bankruptcy in January. Plans for the fully entitled Park Fifth development, which would rise on a current parking lot at Olive and Fifth streets, call for a 76-story tower and a 44-story tower, joined by a third, 15-story residential building. Altogether, the project would create 790 condominiums and a 212-room hotel, plus retail and restaurant space.

Football Returns to the Coliseum

A

lthough Los Angeles still lacks a pro football team, the city will soon get the latest installment of an NFL experience. On Monday, July 13, the Los Angeles Sports & Entertainment Commission will stage the seventh annual NFL 101/201 on the field of the Coliseum. Attendees of the Exposition Park event will begin the evening with an opportunity to kick field goals through the Coliseum goalposts and throw and catch balls on the playing field. After a buffet dinner and a presentation to Ed Roski as “Community Sportsman of the Year,” there will be a panel discussion with figures including ex-quarterback Joe Theisman, Cincinnati Bengals and former USC standout Carson Palmer, Sports Illustrated reporter Peter King and others. Individual tickets are $500 and arrivals begin at 5 p.m. More information is at lasec.net.

Miguel Contreras Pool Opens This Week

A

high school at Third and Bixel streets, which debuted in fall 2006, had been a source of controversy since the following summer, when city and school officials could not come up with a plan to provide public access to the facility. That sparked an outcry from neighborhood activists who had been promised they would be allowed to use it. Last summer, the city Department of Recreation and Parks teamed with the Los Angeles County Federation of Labor and a collection of nonprofits to come up with funds to open the pool and offer programming. It remains open through Aug. 29, said Jane Kolb, a spokeswoman for the Department of Recreation and Parks. The Olympic-sized pool, which includes high-rise spring diving boards, will be open from 12:30-6 p.m., Monday-Friday and 1-5 p.m. on Saturday and Sunday, she said.

More Grub Comes to South Park

he South Park food revolution continues, as last week the neighborhood saw the arrival of two long-awaited restaurants. The Danish establishment Hygge (it means cozy or comfortable) opened June 30. The 2,000-square-foot bakery offers Danish pastries and other goods. “The majority of items have some sort of almond paste inside. It’s flaky, it’s light, and not too sweet,” said owner Rasmus Lee. The bakery is open from 7 a.m.-7 p.m. weekdays and 7 a.m.-4 p.m. Saturday. Meanwhile, at L.A. Live, sushi chef Katsuya Uechi opened his Katsuya on June 29. The chef partnered with designer Phillippe Starck on the 7,000-square-foot space that offers a menu with dishes such as sesame tuna cones and spicy albacore sashimi. Katsuya also features two private rooms, a lounge, an outdoor dining patio and a 33 foot-long bar. It is open from 5-11 p.m. Sunday through Thursday and 4 p.m.-midnight Friday and Saturday.

New Plans for Historic Hotel Embassy Could Be Reborn as Boutique Establishment by Richard Guzmán city editor

T

he vacant Embassy Hotel and Auditorium at 851 S. Grand Ave. may get yet another shot at returning to its former glory. New plans recently emerged to turn the historic building into a luxury boutique hotel. Developers Embassy Partners LLC, a subsidiary of the firm that looked at a renovation of the South Park property about two years ago, are in the early design stage for the rehabilitation of the 1914 edifice. The hotel would be aimed at a “highend clientele,” according to a presentation by the developers before the city’s Cultural Heritage Commission in late June. “It’s going to incorporate the historic features with a modern decor,” said Tara Jones Hamacher, a historic consultant for the project. No timeline or budget has been set for the project, Jones Hamacher said, though the developers hope completion could be about two years away. Though significant work must be done, Jones Hamacher noted that the renovation could build on the momentum of other projects in the community. That includes the $3 billion L.A. Live, with its centerpiece, the $900 million Convention Center hotel. “It’s positioned very nicely to contribute to all the positive things that are happening with L.A. Live and it’ll contribute to the South Park area and help knit together some of the fabric between L.A. Live, the FIDM area and the Financial District,” Jones Hamacher said. A Facelift The plans were shown to the Cultural Heritage Commission as an informational presentation only and required no action from the city. They call for a facelift of the hotel, including the restoration of historic features such as the lobby, auditorium, balconies and the domed pavilion. New banner signs are proposed for the exterior of the structure. A new arched awning and new elevators are also part of the plan. The auditorium, which was originally a 1,500-seat venue,

would be turned into a banquet hall and would retain its historic elements. “Basically we’ll be bringing back the historic features of the auditorium like the stained glass windows,” Jones Hamacher said. “The interior dome will be cleaned, restored and repaired. The arched windows on the south side and north side will be restored as well.” Details for the building’s rooftop area and pavilion are still being ironed out, but plans call for creating a public space to be used as a lounge or gathering spot. One of the most significant changes could come to a vacant plot immediately south of the hotel. Fenced off and occasionally overgrown with weeds in recent years, it could house a pool, deck and green space. “It’s more green space for the area,” said Lambert Giessinger, a historic preservation architect for the city’s office of Historic Resources, which must oversee any changes to the hotel, since it was declared a city Historic-Cultural Landmark in 1985. He added that the Commission views it as “a very exciting project and they liked the idea of adaptively restoring the building back to a hotel.” A New Life Built in 1914 and designed by Thornton Fitzhugh, the building has had several uses through the years. Its original owner was the Trinity Episcopal Church and it was known as the Trinity Auditorium. Soon after completion it was renamed the Embassy Hotel and Auditorium, following a change in ownership. From 1914-1920 it was home to the Los Angeles Symphony Orchestra, which later became the Los Angeles Philharmonic. In later years it served as a hotel and a dorm for USC. The school moved out in the mid-1990s. The hotel has sat in limbo since the New York-based Chetrit Group bought the property in 1998 from USC with plans of bringing it back as a hotel and entertainment venue. In 2007, an approximately $20 million conversion of the building by Chetrit Group, which owns Embassy Partners, and New York-based WSA Management, was an-

nounced. They aimed to turn it into a trendy hotel known as the Gansevoort West, with a complete renovation of the 140,000-square-foot structure. Plans called for turning the theater into a live event venue and creating a bar and patio on the roof. The developers also envisioned constructing a three-story building with a two-level restaurant and bar and a 5,200-square-foot fitness center and a rooftop pool next door at Ninth Street and Grand Avenue. However, the project was called off after the groups split. Although the plans now seem less ambitious, some observers are glad to hear that the hotel may be reactivated. “Any time you have a vacant historic building it’s not only detrimental to the neighborhood but it’s detrimental to the building,” said Mike Buhler, director of advocacy for preservationist organization the Los Angeles Conservancy. “Certainly the best way to conserve historic buildings is to ensure their active use.” Members of the Cultural Heritage Com­mission have also expressed initial optimism. “We didn’t have any real criticism of the proposed rehabilitation of the hotel,” said Richard Barron, president of the Cultural Heritage Commission. “It’s a great idea. Whether there’s the financial wherewithal to pull it off in this climate is always a good question, but eventually things will come around and they’ll be ready to go with the rehabilitation of this very historic building.” Jones Hamacher said the next step is for the developer to proceed with construction drawings and, in a few months, begin applying for city permits for the restoration. EDITORIALS Heed Audit’s Recommendation And Raise El Pueblo Rents

A

t the El Pueblo de Los Angeles Historical Monument, an unsettling and long-preventable situation is hitting the already cash-strapped city of Los Angeles in the pocketbook. Now it is time for elected officials, led by 14th District Councilman José Huizar and Mayor Antonio Villaraigosa (who formerly held Huizar’s Council seat), to step forward and, once and for all, effect change. As Los Angeles Downtown News reported last week, the City Controller’s office on June 24 released a blistering audit of the operations at El Pueblo, the tourist attraction and historic heart of the city that includes Olvera Street. The 37-page report noted that the department required more than $900,000 from the city’s general fund to balance its budget in fiscal year 2007-08, though if some updated practices were adopted, the department could turn a significant profit. The audit’s most important finding followed what some observers have long been saying about El Pueblo: that rents paid by dozens of merchants there are well below market rate. The audit pointed out that the average rent for all tenants is $1.35 per square foot, and said that market rates for

comparable spaces range from $2.65-$6.75 per square foot. Bringing rents up to market rate for the 57 tenants who currently lack long-term leases, the study said, could yield up to $1.5 million in revenue (increasing rates for the 17 tenants with 55-year leases — a length some real estate experts have questioned — could produce up to another $287,000). The report called addressing the low rents an “urgent” matter. The issue of rents at Olvera Street has been a political hot potato for decades, as the merchants have developed considerable clout. Past efforts to increase rents went nowhere, and the tenants had two primary arguments: that the city had failed to deliver on promised infrastructure improvements; and that the merchants have historic, familial ties to El Pueblo’s founding, and thus merit special consideration. Longtime merchants and those whose families were there at El Pueblo’s 1930 launch should have the opportunity to remain in their places of business, and city officials should provide a certain level of service (the city is in the midst of millions of dollars worth of upgrades). But that does not mean that merchants deserve a sweetheart deal, especially when the city is

suffering from a $530 million budget deficit. They may deserve first crack at the space, but they should still pay a fair price. The audit noted other issues: Maintenance fees for common space paid by the merchants now total a collective $60,000; that figure should be $365,000 a year, said the report. The study also discussed leasing out empty space for offices as a way to generate up to $1.5 million a year. The point is, the El Pueblo shortfall can be resolved, and the steps necessary to get this city resource into the black have been delineated from an impartial department. We cannot afford the type of situation that frustrated former City Controller Laura Chick — she noted that too often costsaving measures she recommended in audits were ignored and the reports gathered dust on the shelves. That is why now is the time for Villaraigosa, and especially Huizar as the area’s Council representative, to be the agents of change. It was right to take time to study the issue and meet with merchants and hear their perspective. Now, follow the recommendations of the Controller’s office and move forward. We understand that some people will protest, but there is no reason El Pueblo should require an infusion from the general fund, and there is no reason merchants at an attraction that sees 2 million visitors a year should be paying a small fraction of market-rate. Increase the rents and effect other changes. Make sure El Pueblo contributes to the city’s coffers. Los Angeles can no longer afford the status quo.

Delgadillo Had Positive Steps in Downtown

R

ocky Delgadillo last week finished his term as the Los Angeles City Attorney. His eight years will be remembered as tumultuous. Shortcomings will be noted, though critics should also recognize that he was part of several important efforts that have made the city, including Downtown, a better place. We hope that new City Attorney Carmen Trutanich, a man with significant potential and an outsider’s opportunity to unleash a fresh point of view, can follow up on the highlights of Delgadillo’s term. Delgadillo’s missteps will dog him as he prepares to run for state Attorney General (if current Attorney General Jerry Brown becomes governor). There were policy failures, such as his settlement with billboard companies that led to a proliferation of outdoor advertising, and personal travails, including having taxpayers cover the repairs to a city-issued SUV that his wife damaged. That one showed inexcusable judgment. Despite these negatives, some positives continue from his tenure. Among the most crucial was Delgadillo’s creation of the

neighborhood prosecutor’s program, which installed a deputy city attorney in police stations across the city to deal with local issues. This was an inventive approach, and in Downtown it led to some notable improvements on Skid Row. Delgadillo’s use of gang injunctions was another positive. Under his watch, this became a tactic to protect people from the ways gangs can destroy a community. Delgadillo was aggressive — when he entered office, there were eight gang injunctions; when he left, 70 were in effect. In Downtown, he cracked down on the Fifth and Hill gang, which had long dealt heroin in the area. He ultimately secured a $10 million judgment against the gang, and the money, if it can ever be collected, will go back to the community. Even if it does not, the work of Delgadillo’s office and the LAPD helped diminish the power of the gang. Another important legacy of Delgadillo’s eight years is his push against hospitals that brought indigent patients into Skid Row and left them there, sometimes on the streets. Delgadillo’s office aggressively chased those responsible for this abominable

practice, known as “dumping.” We’re not sure if it will ever stop, but it was important to show that the City Attorney’s office would use the law to go after perpetrators. As Trutanich takes over, he does so with a clean slate. The political newbie has the opportunity to broaden public confidence in the City Attorney’s office. He will certainly have ups and downs as he negotiates the complexities of Los Angeles politics. We hope he will be brave and will blaze his own path, but that he will build upon some of the solid groundwork that Delgadillo laid.

Tendril, Love and Care Neighborhood Council Committee Aims for a Greener Downtown by Ryan VaillancouRt staff wRiteR

L

ast fall, a group of green-minded Downtown Los Angeles Neighborhood Council members decided the organization, and by extension the community, lacked a focus on environmental issues. So in October, DLANC member Ashley Zarella helped start the Sustainability Committee, which she now chairs. The group, one of the neighborhood council’s 11 subcommittees, started small. The five members’ first project was a modest effort to “green� the neighborhood council’s Spring Street office. With a $200 budget, they bought wind power credits to offset their electricity use, added new office plants, purchased a water filter to discourage bottled water use and put up signs with hints to shut off lights, conserve water and print double-sided. “We did the kinds of things my parents used to drill into me,� said Zarella, who works Downtown as an architectural designer. Seven months later, the seeds are starting to sprout. The committee, with 10 additional members (all of them individuals from the Downtown community, not elected DLANC directors) has set up eight projects, including tree planting and residential recycling initiatives. With some of the more ambitious projects, they’ll have a little financial help. The sustainable design arm of the national American Institute of Architects recently awarded a $15,000 grant to the committee to support its plan to develop a “community greening strategy.� The grant will pay for a team of sustainability experts assembled by the AIA to work with the committee as it devises the greening strategy, said Erin Simmons, who coordinates the institute’s Sustainable Design Assessment Team. After a series of meetings, the team and committee will present a report in the fall, she said. Accolades for the new group have also come from the Los Angeles section of the American Planning Association, which selected the committee in May for its Planning Excellence award for a grassroots initiative.

“This is about individual roles as well as a community response to a situation that we all understand, that resources are limited and we need to start taking a community approach,� said Zarella. “We want to engage people and make them understand the challenge they’re facing and give them information that will help them be addressed.� Focus on Resources One of the group’s projects this year is a Skid Row tree planting initiative. Enlisting help from volunteers and the Los Angeles Conservation Corps, the committee is overseeing a survey of the neighborhood to document empty tree wells and identify other sidewalk spots suitable for new foliage. The project kicked off on Friday, June 26. “What we’ve found is that there are plenty of people interested in planting a tree,� said DLANC member Gunnar Hand (Hand and Zarella are engaged), who is managing the tree-planting project. “People are willing to learn about the process and do the labor. The hard part is getting people to maintain it.� Hand and others have found numerous tree-planting resources. People can get a tree, or many trees, for free via organizations like Tree People or the city’s Million Trees Los Angeles program. Those groups and others will guide people through the permitting process to approve the tree, send city crews to break up concrete where necessary and even assist in the planting. But once the tree is planted, the individual, business or group needs to provide it some lasting love and watery care. Lisa Sarno, executive director of Million Trees L.A., noted that new trees, even California natives and other drought-tolerant species, require frequent watering during their first five years, a task complicated by some trees’ distance from an accessible water source. Sustainability Committee members believe that a key obstacle to greening Downtown is the simple fact that many people are unaware of current resources. Thus, most of the group’s projects are geared toward connecting the community with existing sustainable efforts. spokesman for the local APA section. “Instead of trying to reinvent the wheel, what they have done a good job at is trying to pool together all these resources and programs that are in a million different places and produce something that’s accessible and useful for Joe Homeowner and the small business owner,� Koontz said. “And they’ve done it in a short amount of time.� The philosophy will guide energy efficiency and recycling projects planned for this year: At future community workshops, the committee will school attendees on existing DWP resources to help reduce energy use and recycle. If all goes as planned, that information will be cobbled together and placed on the committee’s website, downtownsustainability.com, as part of a comprehensive “sustainability toolkit,� Zarella said. Maybe it was because, as the son of a San Pedro cannery worker who made it into office as much on his own campaign as on the fact that people hated his opponent, few really know what to expect. During introductions at the event, Nuch earned the biggest round of applause (master of ceremonies Derek Fisher — yes, the Laker, and no, I have no idea why he was the MC — got the second best response). Nuch got better from there. Audits for Everyone Inauguration speeches can easily descend into cheerleading emptiness, with an audience fueled by expectation and still tinged with the happy hangover of wow-our-candidate-really-won-itis. What prevented that from occurring on the south lawn of City Hall last week was the city’s financial sinkhole. Fisher of the Lakers may have been on stage, but the political establishment’s handling of the crisis has been more reminiscent of the bumbling Clippers. With a $530 million budget deficit in the current fiscal year, people were desperate for good news and a fresh approach. First up was Greuel, who it was impossible to root against because on stage with her was her 5-year-old son, Thomas. In a bow tie! There’s almost nothing cuter than that, not even Lu Parker mewing the news on KTLA. Granted, almost no one in Los Angeles knows what the City Controller does, and if they do, they wonder how Greuel could pos-

sibly do it with teeth as sharp as those of former Controller Laura Chick. But Greuel hit the right points, declaring that her first order of business will be to conduct a comprehensive financial analysis of the city, including looking at pension obligations. “My analysis will pull no punches and will be straightforward, unvarnished and truthful,” she said. Her most popular point referenced a past fracas, when Chick tangled with ex-City Attorney Rocky Delgadillo over whether the City Charter granted her the authority to audit his worker’s compensation program. Delgadillo protested like a 9-year-old being told to turn off the TV before the end of “America’s Got Talent” (see, you really can put “Delgadillo” and “talent” in the same sentence), and the case went to court. Although a judge ruled in Delgadillo’s favor, Greuel did the equivalent of picking up a pitchfork. “Let me be clear,” she stated. “I believe the City Charter permits the Controller to audit any city program, even if it’s in the office of an elected official.” She probably could have followed that up with “Boo-ya!” though she didn’t. Wisely. Say the Right Things The question was, how would the new city attorney respond to Greuel’s challenge? Not only did Trutanich say he was open to the audit, he essentially said come in, sit down, may I get you a cup of cocoa while you probe every penny this office has shelled out. “I will welcome with open arms, and open doors, our new City Controller to conduct a full audit of the operations of my office,” he said, earning the kind of applause AnVil got in the PM (pre-Mirthala)

era. “I will hold accountable anyone in city government who violates the public trust or violates our ethics laws.” He went on to put a mark in virtually every box of the Say the Right Thing Checklist. “We will not roll over to billboard companies,” he said, referencing another area where Delgadillo sparked the kind of howls usually only heard by the Hound of the Baskervilles. He pledged to battle hospitals that “dump” patients and drew clear distinctions between the “people” and the “politicians,” and while every elected official ever has done the same, he sounded like he really meant it. “I am not here to win a popularity contest,” he said. “I’m here to do the people’s work, and I’m here to do what is the right thing. Transparency, integrity and honesty — we cannot accept anything less. And that is the only way you can truly change this city.” He didn’t even need to say “Boo-ya!” Five Big Goals Trutanich set the bar so high that it was virtually impossible for Villaraigosa to clear it. Still, the mayor fared well. The now non-candidate for governor in 2010 seemed intent on getting things right. After saying he was grateful and humbled, Villaraigosa stated, “I stand, hopefully a little bit wiser as well, chastened and enlightened by our successes and failures over the last

four years.” Okay, so it’s not Hugh Grant apologizing for Divine Brown on “The Tonight Show,” but it’s probably as close as the thin-skinned Villaraigosa will get to a real mea culpa. He went on to present an agenda with five principal points, starting with creating more jobs, an effort to be aided by spinning his Business Team into a “jobs team.” That was followed by a goal both audacious and exciting, a plan to have the Department of Water and Power eliminate the use of coal by 2020, while significantly stepping up the use of other renewable energy sources. Villaraigosa also pledged to continue public safety efforts and vastly expand mass transit construction programs. His final promise was to step up education reform, saying that he’d shut down “failing schools” and reopen them as charter or other educational institutions. Somewhere, in the distance, teacher’s union head A.J. Duffy probably let out a stream of four-letter words. In short, Villaraigosa seemed more willing than he has been to put himself on the line. “In the next four years, we are going to judge ourselves plain and simple — based on what we build,” he said. Some in the business community say the city should allow more time for developers to adjust to the Green Building Program before adopting the CRA’s policy. “Why would you implement a more strenuous requirement in the worst economy in 70 years, when the city has established a standard that hasn’t even had a chance to work yet?” said Carol Schatz, president of the Central City Association. CRA officials contend that they have allowed enough time to pass. Saponara said the agency always planned to include the new requirements in its Healthy Neighborhoods Policy, adopted last January, but deliberately waited more than a year. “When we adopted the Healthy Neighborhoods Policy, we were very deliberate in holding off, knowing that the city’s green building ordinance would be coming down the pike,” said Saponara. “We were sensitive to the fact that people would need to adjust to that.” Costs and Benefits The nonprofit Skid Row Housing Trust’s New Genesis Apartments, a 106-unit affordable housing complex expected to break ground at Fifth and Main streets by the end of the year, is one project that would be subject to the new rules. The organization has reservations about the time and cost involved in obtaining LEED Silver certification, said SRHT Director of Special Projects Molly Rysman. “We’ve used a lot of green building techniques in our prior projects, but we haven’t gone through the certification process, and I think that’s where there’s a lot of questions,” said Rysman. “What would be ideal would be to have some projects go through the process as pilots before it becomes official — but of course, that could take years.” Other affordable housing developers say that the potentially higher short-term costs of getting LEED certification would be outweighed in the long run. “We’re estimating that it will add about 5% to our development costs for affordable housing projects,” mostly

because of more expensive building materials, said Ronald Fong, planning director for the nonprofit Little Tokyo Service Center. The developer, which built Downtown’s Casa Heiwa affordable apartment complex on Third Street, is in the early stage of planning the mixed-use (and mixed-income) Nikkei Center at Second Street and Central Avenue. “It’s not fatal to the projects, and in the long run it certainly would save on operating expenses,” he said. “We think it’s a good policy to have.” Schatz said that only developers who hold on to their properties for a long time would reap the benefits.

“The developers most of the time sell the building,” she said. “Why would you add to your cost if you’re not getting anything that offsets it?” The cost of building to LEED Silver standards can vary greatly depending on how developers decide to earn points, experts say. The LEED system is also constantly changing, with a new version in the works, said Lance Williams, executive director of USGBC’s Los Angeles chapter. “The idea is to have a product that’s very diverse, very flexible,” he said. “There are some things that developers could do where they emphasize certain practices and de-emphasize others so there are more cost savings.” Williams said developers can earn points by doing some-

thing as simple as orienting a building so that it gets maximum sunlight, or even instituting a recycling program. To spur buy-in, the CRA offers developers with projects in designated redevelopment areas one free LEED consultation with an industry expert. “The goal is to identify cost-effective ways to meet LEED thresholds,” said CRA Assistant Planner Jason Neville. “In everything that we do, we go above and beyond what the city is ordinarily doing. ll you need is love. From the age-old wisdom of the Bible to the new-age advice scattered throughout the ubiquitous self-help and spiritual books, the underlying theme is love. But who knew that that the catchphrase coined by the Beatles could hold the key to happiness and open the door to a healthier life? Although there are few long-term studies directly relating happiness or love to longevity and overall health, there has been research indicating that a happier life leads to a healthier life. According to a 2005 study of British civil servants in Proceedings of the National Academy of Sciences (and cited on the popular health website WebMD), the happier the participants were, the lower the levels of the stress hormone cortisol, a hormone directly linked to heart disease, the number one killer in America. The study monitored the blood pressure and heart rate of 216 healthy government employees in London both during the workday and the workweek. Measurements of blood fibrinogen and

Gretchen Rubin, an author and creator of “The Happiness Project,” which is also the title of her book due out this December, addressed the complex issues of the simple concept. “First off, part of happiness is genetically determined. Each of us has a different and individual range,” Rubin said. “We can be at the top of our range or the bottom, and we can make decisions that pull us up or pull down.” According to Rubin, concrete ways to add happiness and pull you to the top of your range are getting more sleep, engaging in social relationships and doing things that will draw you closer to others and put yourself in an atmosphere of growth — whether it’s cleaning the closet or learning a language, the idea develops that things are changing for the better. A method Rubin uses to help gauge her happiness is what she describes as Gretchen’s Twelve Commandments. Much like the Ten

Keeping an Eye on Eye Inflammation Most Cases Are Mild, but Experts Recommend Immediate Treatment for Persistent Matters by Kate LonsdaLe

ost people have experienced minor eye inflammation from time to time, with symptoms of eye redness, swelling, discomfort, watery discharge, itchiness, sensitivity to light and blurred vision. While most cases are mild and temporary, there is a potential risk for vision loss, and it can be difficult to recognize when the problem has crossed the line from unpleasant irritation to emergency. According to Dr. Narsing Rao, a professor of ophthalmology at the Keck School of Medicine of USC and director of the Inflammation and Uveitis Service at the Doheny Eye Institute, most cases of ocular inflammation are the result of a mild infection or exposure to environmental allergens like dust, pollen or smog. These conditions often can be treated

effectively with over-the-counter eye drops, such as Visine or Bausch & Lomb products. To prevent minor eye inflammation, Rao recommends common sense and paying careful attention to personal hygiene. He suggests avoiding touching your eyes whenever possible, especially when performing household tasks like cooking meat or handling pet waste, and he recommends flushing out any foreign objects or chemicals from your eyes immediately. Rao urges patients to seek immediate treatment if eye redness is accompanied by vision problems, acute pain or a change in the appearance of the cornea (the transparent front part of the eye), or if any symptoms persist for longer than a day or two after treatment with over-the-counter eye drops. In such cases, he recommends making an immediate emergency appointment with an ophthalmologist, if possible, or go to the emergency room for treatment. conditions, the most important step in treatment is to assess the cause and degree of the problem. Of particular concern is the possibility of inflammation of the interior of the eye, or uveitis. Persistent intraocular inflammation can indicate the presence of serious viruses, bacterial infections or genetic conditions, autoimmune diseases, or even cancers such as leukemia, lymphoma and retinoblastoma. If untreated, uveitis can lead to serious complications including retinal damage, glaucoma, cataracts and even permanent loss of vision. Rao is working on research to develop alternative treatments for those who suffer from the potentially serious side effects of steroid treatments like diabetes, high blood pressure, bone fracture and weight gain. There, he and his team cooked for an audience which included North Korean leader Kim Jong-Il. “We trained for three months. We didn’t want to make any mistakes and bring shame to our country,” Kim said recently through an interpreter. Flash forward two years and Kim is the still fairly new executive chef at Seoul Jung, the Korean restaurant in the Wilshire Grand hotel. Without the pressure of protecting his country’s honor in enemy territory, Kim is approaching his job with an adventurous spirit. He hopes to help advance traditional Korean cuisine in the city while he also experiments with local ingredients to create unique dishes. “Korean food in Korea can be more global, and that’s what I’m trying to do here,” he said while seated in the dining room of the restaurant. “It seems like Korean restaurants here just stopped evolving in the ’80s. There are no new items, no new dishes, just barbecue and that’s it.”

Chef Dong Hun Kim, who once cooked for North Korean leader Kim Jong-Il, wants to push the envelope when it comes to local Korean food. “It seems like Korean restaurants here just stopped evolving in the ’80s. There are no new items, no new dishes, just barbecue and that’s it,” he said.



Kim took over the kitchen in September, and while he may be relatively unknown in Los Angeles, he brought an impressive resume from South Korea. He was the head chef at Ondal, a respected restaurant in a five-star Sheraton hotel in Seoul. He also prepared several state dinners for presidential events at Cheong Wa Dae, the South Korean equivalent of the White House. Kim studied traditional Korean cuisine at the Kyung Ju Hotel Management School. Since moving to the United States with his wife and two children, he has been busy learning about his new home’s culinary offerings. “There are way more ingredients here than are available in Korea,” he said. Although changes to the Seoul Jung menu have been subtle so far, the new ingredients he is discovering are beginning to make their way into his dishes. A new menu is expected to debut in a couple of months and will include some of the best examples of Kim’s new creations, such as his grilled black cod in blueberry sauce. While seafood is abundant in Korean dishes, pairing it with a blueberry sauce is his own twist. Kim noted that it is also influenced by traditional Korean culinary philosophy. “Korean food is focused on healthy, or ‘well being,’ which is a word we use a lot,” he said. “Blueberries are seen as a very healthy fruit, so I experimented a little until I got the right sauce.”

The result is a pleasant combination of a tender fish, one almost too delicate to pick up with chopsticks, and the fruity liveliness of the blueberry sauce. Add in the slight crunch of the grilled surface and it jumps with both flavor and texture. Other changes that point to Kim’s growing exploration of Southern California ingredients include the use of more local vegetables, among them bell peppers and avocados. He is infusing those and other items, even broccoli or bananas, into traditional side dishes like dry seaweed, kim chi and soybean sprouts. The Hae Mool Pa Jeon, a seafood scallion pancake with calamari and baby shrimp, includes a lightly seasoned bell pepper. Similarly, the Ya Chae Gui, a dish with marinated shiitake and button mushrooms, also holds asparagus, red bell pepper, yam and plantain. Another dish Kim serves is a simmered abalone and beef short ribs plate with dates, chestnuts and carrots. Looks Matter At any restaurant, presentation matters. It is another area where Kim is learning, and one that he sees as crucial in the evolution of Korean food. Not that he rejects traditional Korean presentation. A sizzling, smoking hot platter is a familiar sight in most Korean restaurants. At Seoul Jung, the most sizzling of dishes is the Stone Grilled Abalone. It is served on a hot stone, the intensity of the heat causing the food to sizzle and pop loudly at the table. Sometimes for show, the rock is lit on fire as it is brought to the diners. As it cooks on the stone, the abalone acquires a rustic flavor, almost as if it had been freshly caught and cooked over a campfire. It’s a simple but tasty dish, as long as you eat it right away. Wait too long, however, and it burns, delivering an un-

pleasant charcoal taste. While he is looking at new ways to prepare a traditional meal, Kim also serves the popular barbecue dishes that dominate menus at most Korean restaurants. They include the Kalbi, marinated beef short ribs served with grilled vegetables which are prepared with a simple soy sauce, sesame oil and garlic marinade. Cooked at the table, the meat is tender and fresh. Tradition says to wrap the beef in a lettuce leaf, which is served with the meal. But dipping it directly in the ssamjang, a sauce made of fermented bean curd and pepper paste, is the best way to have it at Seoul Jung, since there is less between you and the flavor of the meat. Although Kim is happy to explore the flavors of his new home, his days, like the restaurant’s, are numbered. In April, officials with Korean Air, the owner of the Wilshire Grand, announced that the hotel will be torn down and replaced with a $1 billion luxury hotel, office and residential complex. Although construction is still at least two to three years away, it is unlikely Seoul Jung will reopen elsewhere with Kim. So between now and the inevitable closing day, Kim plans to continue to look for new ingredients. He hopes one day to share his discoveries with his homeland. “I want to bring that cuisine back to Korea and introduce to Koreans the more California version,” he said. However, there is one California food Kim has discovered that he is unlikely to use in his dishes or take back home. “In-N-Out, I really like that,” he said. city EditoR ack in the day I was quite the partier. Not a single weekend, or weekday really, would go by without me hitting the bars and chugging a few beers. But now that I’m somewhat of a grownup with a toddler at home, the bar scene has turned into the diaper and Elmo scene. So instead of knocking back a beer at last call, I now usually find myself flipping through Sesame Street books and warming bottles at 9 p.m. for my daughter’s last call before she goes to bed. I can still get wild and hit the bar scene, especially at Weiland Brewery in Little Tokyo. Though, to be honest, I’m not there when the bar scene is in full effect. Instead, I now visit the brewery during lunch for their delicious food. Located inside a 100-year-old building, at first glance Weiland’s looks like a fun and funky bar — it is that, but also much more. The menu is classic American fare, with appetizers like Weiland wings ($8.95), which are delicious and come with a choice of cayenne, BBQ or teriyaki sauce. Go with the cayenne; it has a good kick but not enough to dilute the

flavor. Other appetizers include the Weiland quesadillas ($8.95) and a chilled shrimp cocktail ($8.95), which is perfect for the summer. The burgers are strong. I recommend the half-pound Kobe beef burger ($11.95), which really should be paired with a beer. But my favorite options at Weiland’s are the sandwiches. I usually have the grilled ahi served with wasabi mayonnaise ($9.95). It’s a great deal for the price. Another good choice is the Weiland BLT ($8.95). And if you want to get truly wild and party hard like I do, order up the garlic fries. They’re strong, stinky and you can get them for $1.95 during Happy Hour from 3-7 p.m. and 10 p.m. until closing. Downing garlic fries may not be like downing a tequila shot at last call, but your breath will be just as unforgettable. rand Performances is one of the more remarkable public arts projects in the city of Los Angeles. “In the 1980s, the Community Redevelopment Agency came up with the concept of connecting private funding through its redevelopment programs to support free performing arts that would serve all of the people of Los Angeles. The city very clearly directed the owners at California Plaza to fund the performing arts program, so the money doesn’t even go back through the city. It goes directly from the owners, Maguire Properties and the Omni Hotel, to the Grand Performances nonprofit that was created 13 years ago. They contribute $800,000 and the nonprofit is able to more than double that through fundraising. “We’re trying to program artists that will draw audiences from many different parts of Los Angeles, that will help open eyes and minds about what is happening in the many different communities of L.A. or in the many different countries that are the roots of the populations that make up Los Angeles. For many years we’ve been bringing in modern dance from Latin America and Asia because most Angelenos, including some of the immigrants from those countries, don’t realize that there are contemporary arts programs going on there. “We also started two years ago to add some events that are less performance-oriented and more of a lecture to deal with some aspect of a theme for the season. This year we got a grant from the National Endowment for the Arts to present works rooted in the theme of the human voice. We’ve got lots of different examples, whether it’s the theatrical performance of [the works of] Paul Robeson and Emily Dickinson [Sept. 12]; the “

Laramie Project [Oct. 12]; and Hal David, one of the most famous living American lyricists. He’s going to be interviewed by musicologist Alan Warner on July 9 and they’re going to talk about creating the words for the music that he has written over the years. They’re also going to talk about intellectual property rights. There are so many issues in the music world now with things like sampling and concerns and questions like, when does content belong to the public domain and when does it belong to the artist that created it?” Roots, Rock, Reggae “On July 10, performers Rocky Dawuni and MC Rai are just part of our tradition of celebrating the many artists who are doing roots and roots-based music in Los Angeles. Rocky is a Ghanaian reggae artist. MC Rai, who was born in Tunisia, is doing this hip-hop-connected electro pop using the turntable and computers. Our Friday, July 11, show features Buika, a Spanish-language singer of Equatorial Guinean heritage who fuses jazz, bolero and flamenco, and Perla Batalla, who mixes traditional Mexican mestiza sounds with bluesy ballads, alternative folk and her rich, beautiful voice. “We’ve mixed artists of different backgrounds almost from the very beginning of our programming. We’re asking, is there a logic to two folks being together, and looking also at what makes for an interesting contrast. Look at July 31 when we’re bringing the Lo Cor de la Plana, a very compelling men’s a cappella group from France. They’re sharing the stage with Fishtank Ensemble, a local group who has roots in gypsy music, so they’re both dealing in roots music but quite different, too. “We tend to program a lot of roots music because it connects with a lot of the communities in Los Angeles. are a limited number of places that are presenting it, for one thing. It helps build audiences and it becomes a gateway for introducing people to Grand Performances. We’ve found that we can use these types of artists as the attraction that gets people to come down and then a portion of that crowd will say this is the experience I want to have, even when it’s not about my culture. “There aren’t too many places and too many times where people of all socioeconomic means can gather as equals. Grand Performances is one of those places where people can experience the best of what Los Angeles has to offer. “People want to know that they’re able to be part of a bigger whole than themselves, and crossing paths with the different backgrounds that make up our city is a confirming experience. It makes you think, ‘It’s right that I should continue to live here in spite of certain difficulties and traumas.’ We do it by booking some of who we think are the most interesting artists that are working in our city and touring the country.” Grand Performances concerts take place at the Cal Plaza Watercourt, 350 S. ctor John O’Hurley is a veritable jack-of-all-trades. Perhaps best known as the wry and quirky catalogue tycoon J. Peterman on “Seinfeld” or as the winner of the first season of “Dancing With the Stars,” O’Hurley has credits in television (including hosting “Family Feud”), film and on Broadway. He’s also a musician, author and businessman. His latest role is as King Arthur in the musical Monty Python’s Spamalot, which opens at the Ahmanson Theatre on July 8. Last week, O’Hurley spoke with Los Angeles Downtown News about his various roles. Los Angeles Downtown News: How did the King Arthur part come your way? John O’Hurley: I saw this on Broadway a few years ago and it was the funniest show I’d ever seen. And I said, “I want to do that role.” I’ve never laughed so hard in the theater. The agents sought the producers, and all of a sudden they’d made the commitment to do the Vegas show. I did the show in Vegas for two years, at the Wynn. In signing the agreement for Vegas, I said, when it comes to the West Coast, I want to be king of the West Coast. Q: Were you a Monty Python fan before being cast in this musical? A: In the ’70s when I was in college, the movie was such a cult hit, and it was the style of humor that everyone was cutting their sense of humor on at the time. King Arthur, of course, has taken on the shape of what I’ve given him. He’s the same as J. Peterman, but 1,000 years apart. He has the lunacy of Peterman. Q: Speaking of J. Peterman, do you have any favorite Peterman

moments from “Seinfeld”? A: It’s hard to choose. Every show had a Peterman monologue of some sort. Most of them were cut because of the length of the show, but later included in the DVD. I loved my office on the show and I miss it. I used my office as my dressing room on the show. If you went into J. Peterman’s drawers, I had all my stuff there. I used it as a functioning office. It was beautiful. Q: In a case of life imitating art, you’re part owner of the real J. Peterman Company. Is the actual J. Peterman anything like the “Seinfeld” character? A: No. He stays totally away from that arena. I don’t tell him how to make clothes, and he doesn’t tell me how to perform. Q: Are you more often recognized for “Seinfeld” or “Dancing With the Stars?” A: Well, “Family Feud” has really resurfaced again, so it’s kind of a mix of all three for right now. And then I’m King Neptune on “SpongeBob SquarePants,” so that’s a whole other crowd.

A: Well, you know, it was running for a long time but they kind of re-enervated the entire show. There’s a brand new set; they restyled the show so it’s faster and funnier. So it’s wonderful to be able to work with something with that tradition, but on the other hand it is brand new. Q: You won “Dancing With the Stars.” How was the experience? A: I’d describe it as nine parts boot camp and one part cocktail party. It was mentally and physically the toughest thing I’ve ever done. illiam Shakespeare’s play As You Like It, a tale of returning to a simpler time, not to mention escaping persecution by hiding out in the woods, included one of the most famous theatrical quotes of all time: “All the world’s a stage.” The theme extends to the plaza of the Cathedral of Our Lady of the Angels this week. On Saturday, July 11, Shakespeare Festival/LA’s 24th annual presentation of free summer theater opens, with a contemporary production of As You Like It by New Yorkbased company Aquila Theater. It runs in Downtown through July 19. This marks Shakespeare Fest’s fifth season at the sprawling grounds of the Cathedral. The play’s message about returning to simpler times could not have come at a better time, said Shakespeare Festival/LA founder Ben Donenberg. “The play is really about returning to a simpler way of life,” he said. “We thought it would be a fitting choice for this time in particular as

In the two decades since it debuted, the Off Broadway musical revue Forever Plaid has inspired legions of devoted fans known as “Plaid Heads.” On Thursday, July 9, Downtown Plaid Heads can rejoice at the “Forever Plaid 20th Anniversary Special” at L.A. Live’s Club Nokia. The event will feature a live introduction by members of the show’s original cast and creator, followed by the premiere of the filmed version of the musical. The night concludes with a live sing-a-long. The one-night only event begins at 5 p.m. and will be broadcast to 375 theaters nationwide. The musical, set in the 1950s, centers on four young male singers who are killed in a car crash while en route to their first big concert, then miraculously revived to posthumously fulfill their dreams and perform the show that never was. 800 W. WHAT’S BEING PLANNED? The City of Los Angeles (City) and the California Department of Transportation (Caltrans) propose to seismically improve the 6th Street Viaduct over the Los Angeles River. The 3,500-foot long 6th Street Viaduct was built in 1932. The proposed project is needed to safeguard this critical Los Angeles River crossing from failure in a major earthquake by either retrofitting the existing structure or replacing it entirely. Over the past 75 years, the concrete elements of the viaduct have been degraded by an ongoing chemical reaction, known as Alkali Silica Reaction (ASR), which has led to significant deterioration of the structure and loss of its seismic integrity.

The Dodgers are out of town all week: First stop, New York, where they’ll face the Mets in their fancy new ballpark (July 7-9). Second stop, Milwaukee, where they take on the Brewers (July 10-12), a team improbably named for the beermaking process. In any case, Manny’s back, and the fans are excited. So is the ticket sales department at Chavez Ravine, where the marketing campaign will once again concentrate on convincing everyone that the Blue are Mannyriffic. Of course, there are some huge questions: Will Manny continue to be a baseball-destroying machine, or will his production

decline, now that he doesn’t have extra help from whatever performance-enhancing drug triggered his suspension? And will the public care? Everyone’s watching. Los Angeles Sparks Staples Center, 1111 S. Figueroa St., (213) 929-1300 or wnba.com/sparks. With both the Sparks and the Dodgers out of town this week, there’s not much going on for the L.A. sports fan. But away games aren’t any less important, especially for the Sparks. However, this road trip is a doozy: After a July 5 home game against the Phoenix Mercury, they will not return to the friendly confines of Staples Center until, egads, Aug. 4. That is brutal for any team in any sport, though the Sparks hope to get off to a good start with tough matches against the New York Liberty (July 9) and the Washington Mystics (July 11). In the wake of an injury to Lisa Leslie and the recent baby delivery of Candace Parker, veteran forward Tina Thompson has stepped up, averaging 13 points and nearly seven rebounds a game. —Ryan Vaillancourt
