Staff Writer he Hall of Justice, a once gleaming Civic Center icon that has sat vacant for 16 years, is finally on the path to re-opening. The County Board of Supervisors last Wednesday approved a $244.2 million rehabilitation of the 1925 structure, which will once again house the Sheriff’s Department, District Attorney and other county agencies when it re-

opens in 2014. This week, the five-member panel is expected to formally approve the hiring of Clark Construction and architecture firm AC Martin Partners to oversee the project. The 14-story, white granite edifice at 210 W. Temple St. was damaged in the 1994 Northridge earthquake and quickly shuttered. Although there have been several attempts to rehabilitate the building, none were completed. That has left a cradle of Los Angeles history — the old jail has

housed prisoners Charles Manson and Sirhan Sirhan, while Marilyn Monroe’s corpse wound up in the coroner’s office — boarded up and lifeless. “There’s a special prayer for having lived to see this day,” said Dan Rosenfeld, who as a former state real estate official spearheaded an effort in the 1990s to revive the Civic Center and bring government offices into the area. Judge to Consider Skid Row Injunction This Month

C

ity Attorney Carmen Trutanich’s proposed Skid Row injunction targeting convicted drug dealers could be enforced this month. The injunction, which was filed in April and is not yet binding, would prohibit 80 known, convicted drug dealers from being in the Skid Row area. On Nov. 30, Judge Teresa Sanchez-Gordon is slated to consider an order to enforce the injunction against one group of the named dealers, said Anne Tremblay, the city attorney’s gang unit supervisor. Gordon has indicated that, if she opts to enforce the injunction, she will direct the LAPD to do so in waves, starting with 23 people, Tremblay said. Those figures can ask on Nov. 30 to be removed from the injunction, or could argue for a hardship exemption by demonstrating that they live in the area or are accessing recovery services, said Peter Shutan, an assistant supervising city attorney. The injunction would establish the Central City Recovery Zone, an approximately one-mile square area bounded by Broadway, Central Avenue, Third and Ninth streets. In addition to the 80 people named in the initial filing, the city attorney’s office hopes to have the Grape Street Crips bound by the law. Thirteen of the 80 named figures are known affiliates of the Watts-based gang, Shutan said.

Kennedy Wilson, Urban Partners Buy Santee Village

T

he real estate investment and services firm Kennedy Wilson, known in Downtown mostly for its work overseeing condominium auctions, has partnered with RECP/Urban Partners to purchase 167 condos and 18,694 square feet of retail space at Santee Village, the troubled Fashion District housing complex. “Santee Village is one of the last opportunities in the current real estate cycle to acquire a condo property in the Downtown L.A. area,” said Robert Hart, president and CEO of Kennedy Wilson Multifamily Management Group, in a statement. Developed by MJW Investments in 2004, the 780,000-square-foot Santee Village consists of seven buildings bordered by Los Angeles, Maple, Seventh and Eighth streets. The project houses 445 units, one-

third of them apartments and the rest condominiums. MJW bowed out of the project in early 2009, leaving it in the hands of lender the Patriot Group, which went bankrupt. Bank of America took over the project and its $67.5 million construction loan. The 73-unit Santee, one of four buildings planned as condos, has yet to open. Hart said they will put the residences up for sale “at prices that meet the needs of the market.” The acquisition marks the third partnership between Kennedy Wilson and RECP/Urban Partners. Debt financing was provided by Deutsche Bank, and Mark Tarczynski and Adam Tischer of CB Richard Ellis represented the buyer and the seller in the transaction.

Casting a FIDM Class

T

he Fashion Institute of Design & Merchandising was a West Coast hub for the reality show “Project Runway.” Now, after that quasi-audition, the Downtown college is ready for its close-up: It is the focus of a current HGTV reality show called “Design School.” The 10-episode series debuted last month and airs Fridays at 2 p.m. until Dec. 3. “HGTV came to us,” said school spokeswoman Shirley Wilson. “They built the show around FIDM.” Episodes were filmed last fall and in the spring, and follow a group of eight interior design students as they take on challenges. In the second episode, the students, all part of FIDM’s SuperLab class, were asked to design chairs for athletes including Lakers Lamar Odom and Ron Artest. “The students apply to be a part of the class and they’re chosen by a portfolio review team of teachers,” Wilson said. “Then the show creators figured out who would make a good ensemble.”

Take a Step to Ending Homelessness

os Angeles is the homeless capital of the nation, according to the United Way of Greater Los Angeles. To help change the situation, the organization holds its annual 5K Walk to End Homelessness on Saturday, Nov. 13, at 9 a.m. in Exposition Park. There is a $35 registration fee and participants aim to raise funds from supporters. Over the past three years, the event has mobilized 13,000 walkers and raised $1.3 million, funding orga-

ULI on Cleantech Corridor: Focus on Arts District

T

he Urban Land Institute last week released its final report on the Cleantech Corridor, offering suggestions on how to make the largely industrial area thrive and attract jobs. Step one, the report says, is to shrink the footprint of the area targeted for green industry. “Overall, they suggested the Cleantech Corridor might be too large as it is defined,” said Estela Lopez, executive director of the Central City East Association. “They said the focus should be on the Arts District. That’s the sweet spot.” The report came five months after the land-use consortium came to study the area — which runs along the Los Angeles River and includes the Arts District — the Community Redevelopment Agency has dubbed the Cleantech Corridor. However, that name could be phased out: The panel warned that the moniker limits what can be undertaken. The group that studied the Cleantech Corridior was comprised of land-use and real estate professionals from across the country, and the findings were presented to the CRA board on Thursday, Nov. 4. The report was based on ULI’s recommendations from last May, which are at uli.org/cleantech.

EDITORIALS Trouble Again at the LATC

I

n business, as in politics and life, relationships sometimes sour. This leads to once-close partners splitting apart, often in an ugly manner. That is happening right now at the Los Angeles Theatre Center. The situation would be uncomfortable to watch and unfortunate in any instance, but given the building’s history and a relatively recent political battle, as well as the fact that the city of Los Angeles owns the property, it verges into disconcerting. Los Angeles Downtown News last week reported on how the two partners in the Historic Core edifice, the Latino Theater Company and the Latino Museum of History, Art and Culture, have sued each other. It’s a complete reversal from five years ago, when the two formed a united front to win a 20-year lease for the building at 514 S. Spring St. from the city. That fight was tinged by politics and filled with rancor. In winning, the cultural organizations beat out a Downtown developer partnered with a theater company then based in the LATC — a team that two years before had finished first in a public bidding competition to find an operator for the structure. In their quest to gain control of the building, the Latino

Theater Company and the Latino Museum secured the promise of $4 million for a renovation of the structure from a fairly obscure state program (money offered only to the partners, and not to any other competitor with plans for the building). Rhetoric and charges flew and acrimony was in the air at various public meetings. Once the contract was finally handed over, the competing theater company was forced out of the LATC, a move that smacked of retribution. One assumed this would have put the problems to rest. Indeed, the situation did begin to change and the building was actively programmed. Over the past couple years, the Latino Theater Company found its curatorial voice and built up a consistent, solid lineup of shows in the four-theater structure. An admirable and appropriate focus has been placed on representing the city’s ethnic diversity. While there is still room to grow, the building now has a solid role on the city’s arts stage. Despite these positives, a battle has apparently been waged for a while. The Latino Museum sued its former partner in June 2009, accusing the theater company of, among other things, changing the name of the venue on its own, and relegating the museum to a small basement space but still

requiring it to cover 50% of the building’s operating costs. The situation then worsened, as nine months later the theater company counter-sued. Its allegations include a charge that the museum tried to force the Latino Theater Company to fail, so that it could take over the building. This is ugly stuff, and while in many cases such a battle would be a private matter, this building is owned by the city, and thus the taxpayers have a stake in what happens. At a recent meeting, a City Council committee would only address the subject in closed session. It is unfortunate and troubling that city officials have to deal with these problems so soon after the building was handed over — the lease was given precisely so the city would not have to deal with the building and its operating costs. The lawsuits are on hold at least until Nov. 15 as the parties attempt to mediate the matter. We hope it can be resolved and the cultural organizations can find a way to live with each other, but given the already lengthy and angry litigation, that might be a lofty hope. More than anything else, we’re disappointed at what has surfaced. We had anticipated that, by now, trouble at the Los Angeles Theatre Center would be a thing of the past.

Beck’s Jail Decision Is Difficult but Necessary

N

o one likes the recent decision to take police officers off the street to staff the new yet already long-empty Metropolitan Detention Center. Those disappointed by the step include the people making the decision to re-allocate limited resources and put officers in the Civic Center structure, taking some away from crime response and prevention. This is an unfortunate move, but it is also the right one. While in an ideal world the Los Angeles Police Department would have nearly unlimited staff to fight crime and keep citizens safe, that is not possible amid the current city budget crisis. It is better to move prisoners out of a decrepit and possibly dangerous structure, even if such a step is unpalatable.

The $85 million Metropolitan Detention Center was completed early last year. In June 2009, LAPD officials eagerly described how they were about to hand the keys to their jails division, which would move into a technologically advanced facility and put behind them a structure built in 1953. The jail in Parker Center was infamously deteriorated. Along with the improved conditions, the MDC will be able to hold female inmates among its 512 beds (the Parker Center jail was not designed in a way conducive to separating prisoners by gender). This will ease work for Downtown officers, who currently have to drive women inmates down to the 77th Street Regional Jail in South Los Angeles. The city’s fiscal fallout and hiring freeze

has prevented the LAPD from pulling together the staff needed to run the new facility, which is 58,000 square feet larger than the old building and requires significantly more manpower. Attempts have been made for more than a year to find a solution, including seeking exemptions from the hiring freeze and the current mandatory furloughs faced by city workers. Officials also looked at opening part of the new jail. None of the options worked, leading Police Chief Charlie Beck to make what the department termed an “executive decision.” The union representing rank and file officers protests the move that will take officers from the streets and put them in the MDC. We don’t blame them, and the decision to have 83 officers and five sergeants focused

on watching prisoners is distressing. The union is doing what it is supposed to do in fighting for the best use and best jobs for its members. That said, this is an overall economic situation where a lot of people have to do things they don’t want to do. In both the public and private sector, financial conditions are forcing employees to undertake tasks that were not part of their job description when they were hired. It’s the new reality. Hopefully the city’s finances will improve and the officers can get back on the streets where they belong. But for now, the more important task is opening the new jail and getting everyone out of the old one. At this point, that will occur in February. It is not a moment too soon.

LETTERS No Plan Submitted, No ‘Bitter Battle’ Dear Editor, our Oct. 29 editorial, “Down‑ town Loses With Broadway/ Spring Garage Conflict,” describes a “bitter battle” related to a “plan” by Downtown property owners for a parking garage and grocery store complex on Spring Street, behind the Roxie, Cameo and Arcade the‑ aters, adjacent to the Broadway‑ Spring Arcade within a national register historic district. This supposed battle has no ba‑ sis. No plans or proposals have been shared by the property owner with the City, the CRA, the neighborhood council or the community. Nothing has been submitted to either support or oppose. I would like nothing more than to see this site developed in a com‑ munity‑serving, historically respect‑ ful way. I support needed parking. I support grocery stores and other community‑oriented uses. I also insist on responsible development, historic preservation, and excel‑ lent urban design for projects that enhance community revitalization and do not serve as a detriment to historic structures. Until the property owner sub‑ mits plans for city and community consideration and discussion — which has not occurred to date — we cannot know whether this proposal will or will not meet re‑

Soon we’ll be bulldoz‑ ing the Rialto to save the Tower, by some con‑ voluted logic. Yes, we need all the theaters. And we need them all revived. The more I hear about [developer Joseph Hellen] the more I dislike him. There are a lot of areas around Spring Street that lack buildings and could probably fulfill this vision. Regarding the article “Nine Things About the Renato Apartments,” by Ryan Vaillancourt, posted online Oct. 29 s an outspoken critic of most of how SRO Housing operates, I have nothing but praise thus far regarding the new Renato Apartments. I applaud CEO Anita Nelson’s efforts to listen to the demands of the community, from the air condi‑ tioning units in the James M. Woods Apartments to the “positive” exterior color schemes at both the Lyndon and Renato apartments. The quality de‑ signs on all the recent residential units in Skid Row are definitely a step in the right direction. Now, if

the “services” component can match the design quality, Skid Row will begin to resemble the type of community that we all want and could be proud of. Just as the article suggests, with the Renato replacing the decrepit Leo Hotel, along with the James Wood Apartments almost directly across the street, there is a new sense of hope, positivity and upward direc‑ tion on San Julian Street — historically the worst street in Skid Row. Props to all involved parties! Now, before everybody starts singing “Kumbaya,” back to business/reality. The usual yellow tape cordoning off the remarkably petite patch of grass was the only sign. It’s (P)arty Time Again Downtown Art Walk Strolls On Despite Recent Turmoil

A

smiling, boisterous young man just handed me a condom near the corner of Fourth and Spring streets. It’s still early, but Party Atmosphere has jumped out to a 1-0 lead over Serious Artistic Expression. Either way, there’s a hint of love (or lust) in the air at the decidedly undead Downtown Art Walk, and while some might cringe, we the walkers are having a perfectly fine time in the big city. But despite the festive vibe on this cloudy mid-October night (the next one takes place Nov. 11), only a serious journalist with a Peabody and gigantic gobs of time could hope to unravel the messy details behind the event’s recent implosion and rapid-fire rebirth. Unfortunately that journalist had other plans. So here’s what I could Howard Leff figure out: Prior to 2004, despite the fact that Downtown boasted an array of terrific art galleries, too few people, OF ONE apparently, seemed to walk by or in them. Gallery owner Bert Green organized an official Art Walk, an event designed to introduce audiences to these bright, amazing spaces. As it happened, the walk blended beautifully into last decade’s historic Downtown resurgence. Those two forces would eventually collide. By late last year, an astounding 10,000 people, starving for some authentic “street life” in an area famously lacking it, were squeezing into a few Downtown blocks on the second Thursday of each month. Gallery owners, while initially hopeful, wound up disappointed when an unofficial poll revealed that 9,996 of these “potential customers” listed Peter Max as the greatest American sculptor of the 19th century. No doubt, these new visitors had more interest in parties than paintings. Green eventually gave up control of the event, and now there exists a sort of temporary power vacuum generally reserved for small Afghan tribal councils. The whole thing exploded in September when the most recent, and since departed, Art Walk director shockingly announced the event’s cancellation. Turns out he was mistaken, as a group of building owners pledged $200,000 to keep it all going. Today, the Downtown Art Walk feels bigger than any one person or board of directors. Judging from the vibe on the streets, it’s now in the hands (and feet) of the common folks, and, in case you’re wondering, they’re in no mood to give it up. Who can blame them? It’s a night when vacant Downtown lots transform into lively, colorful shopping plazas. It’s a moment when otherwise timid citizens will dance in front of barbershops featuring DJs pumping loud, heavy beats out the front door and into the streets (Bolt Barbers, and yes, you can get a nifty shave and a haircut in the midst of all the madness). It’s a time when a bookstore can set up a microphone and chairs outside and wait for the next street poet to hold court as an audience gathers (Last Bookstore). It’s also, I discovered, a big night for lobbies. You can spend hours inside an historic hotel perusing the endless amounts of pictures, purses, paintings, earrings, chains, make-up and porcelain piggy banks for sale (Alexandria). Loft lobbies might feature performance art and rap music (Rosslyn) or perhaps a high-end art magazine’s launch party (Pacific Electric). Then there’s the event’s main sideshow — food. You can pop into any number of Historic Core cafes and restaurants connected to the Earth by actual cement, but the Art Walk’s real culinary action happens in parking lots, where food trucks give the meals on wheels concept a worldly spin. Global Soul. Kabob & Roll. Baby’s Bad*** Burgers. Takosher. The longest line, per usual, leads directly to the by now legendary Grilled Cheese Truck. Even jaded Downtown veterans overlook the wait when there’s a piping hot macaroni and cheese sandwich pending. Of course, you could easily spend all night inside the eclectic galleries themselves, which is how we got here in the first place. The Hive (Spring Street), for one, boasts a space that seems to go on for miles, where wandering, perusing and deciding exactly what to take home could take hours, if not a lifetime. A few blocks up the street is the pop culture haven Bang. Around the corner you’ll find Bert Green Fine Art (Fifth Street). Nearly 50 galleries are listed in the official Downtown Art Walk guide, but not all stay open at night. Those that do often have DJs or live music. Some have long comfortable couches that practically beg you to hang out, meet people or just sit and gaze a while. Note: If you’re really in the market for some quiet, old

school, museum-style art browsing, consider visiting during the less hectic daytime hours. For better or worse, that’s not the main thrust of this Art Walk anymore, at least after dark. While the Art Walk is not what it was originally envisioned as, one thing remains certain: When you’re one of a swarm of people waiting to cross Fourth Street; when the horns and sirens and musicians and speakers come together to create that vibrant, infectious urban melody; when students, loft dwellers and curious first-timers share the same suddenly pulsating space, peacefully, at night, on your streets, if only for one night a month, it’s no longer a Downtown Art Walk. It’s just Downtown.

Target Deal Finally Inked

Ninth District Councilwoman Jan Perry likened the deal to the long-lost final piece of the Downtown revitalization puzzle. “I think we can finally declare that Downtown is the bustling city center that it claims to be,” Perry said. “We have been missing this key component.” Tipping Point The move is no secret to those who follow the Downtown retail scene. Downtown News reported in November 2009 that negotiations were under way to bring Target to the shopping center. Macy’s had closed early in the year. In September, Downtown News reported that numerous tenants in the mall had received notices from Brookfield that their leases would not be extended at the end of the year, and they would have to vacate their space in anticipation of a major renovation project. Several property owners said they had heard that the project involved revamping the mall to suit Target. The Brookfield statement from September said that during construction, it will be impossible for some tenants to maintain their current business locations. After More Than a Year of Discussions, Brookfield Signs Retail Giant by Ryan Vaillancourt staff writer

inneapolis-based Target and Downtown landowner Brookfield Properties put more than a year of rumors to rest last week, when they announced a deal to bring a 104,000-square-foot store to Downtown. The store is slated to open in fall 2012 on the middle level of the three-story 7+Fig mall at Seventh and Figueroa streets, officials announced on Thursday, Nov. 4. A small portion of the store will be located on the first floor. The first step in a major renovation of the open-air shopping center, the Target will fill portions of the department store spaces formerly occupied by Macy’s and Bullock’s. Carmen Moch, Target group vice president, said the deal coincides with the company’s new effort to enter urban markets, where space constraints have largely made them a nonplayer. The typical Target footprint is around 128,000 square feet. “What’s exciting about this location is we’re recognizing that one size doesn’t always fit all,” Moch said. Moch and Bert Dezzutti, senior vice president of Brookfield Properties, declined to provide details about the lease, beyond describing it as “long-term.” Dezzutti said the space carved out for Target would allow the store to expand in the future if necessary. The preparation and build-out phase is expected to take about two years. Once open, the store will employ approximately 250 people, and it will cater to the “urbanite” shopper, Moch said. “We know people aren’t going to be walking out of there with patio furniture,” she said. Instead, the Downtown Target will feature a heavier emphasis on food and household items, she said. The deal seems to signal a new chapter for 7+Fig. With the signing of Target, Brookfield is closer to its vision of creating a bustling shopping destination at the mall that will be a retail answer to the restaurant and entertainment-heavy L.A. n Downtown, historical, architectural and social consistency is fleeting. The community boasts many diverse districts and individual streets have their own distinct identity. As part of a recurring series, Los Angeles Downtown News is profiling single Downtown blocks, examining each one’s character, trademark businesses and people. This week: the Chinatown block of Broadway between Alpine and College streets.

The staff usually keeps a close eye on every customer. The Jewels: It’s common knowledge that Downtown is home to the Jewelry District, which boasts literally thou-

sands of businesses. But Chinatown has its own, smaller jewelry sector. The two-story Broadway Jewelry Mart (818 N. Broadway) is home to about 30 stores. Display windows showcase wares including gold-plated dragons, green emerald Buddhas and fat gold chains with gold unicorns. Queen’s Bakery has been satisfying customers since 1961 with their phenomenal cakes and rice puffs.

Slippery Satisfaction: Chinatown is filled with great restaurants, from cavernous dim sum palaces to hole-in-the-wall spots. One of the best known is Yang Chow (819 N. Broadway), which has been sating local palates since 1977. It was opened by five brothers who became famous for their slippery shrimp, a sweet and slightly spicy dish that attracts customers from all over the city. The two-room restaurant is filled with pictures of famous patrons and is usually crowded, even well after the lunch hour. On weekends it’s best to arrive with a little patience, since the wait can be particularly long. “I’m here twice a week and always get the slippery shrimp,” said Esther Robles, a Downtown resident who even on a recent late weekday afternoon was, yes, waiting for a table in the crowded restaurant. Happy Birthday: If your birthday is coming up, send your well wishers to Queen’s Bakery (809 N. Broadway). The little pink storefront jumps out in the cluster of shops along the street. Queen’s has been baking cakes, cookies and other goodies since 1961. Most customers rave about the fresh and moist cakes. “I’ve been coming here for years. There’s just no comparison to the ones you get at the grocery store,” said Hahn Tran, a San Fernando Valley resident who makes the drive to Chinatown just for Queen’s Bakery. The establishment is also known for its rice puffs with coconut and its almond cookies. Labyrinth of Shopping: At first glance, the shopping area at 800 N. Broadway looks like the entrance to a small plaza with a few tightly packed stores. Once past the red Saigon Plaza sign, however, you’re in a deep, cavernous maze of stores. Thick crowds of shoppers jam the narrow walkways. Weekends are especially busy, but even on weekday afternoons there is limited elbow room. There are more than 100 small shops here selling everything from toys to shoes to clothing to art to fountains to all manner of knickknacks. Most of the shop owners are from Southeast Asia, so Vietnamese and Cambodian are often heard here, although everyone finds a way to bargain even if they have to mix broken English with hand gestures. It’s easy to get lost and you may exit on a street other than Broadway when you finally find your way out. Leiweke Hopes to Host 2016 Super Bowl in Downtown Game Would Take Place in $1 Billion, Privately Funded Stadium and Convention Complex by Jon RegaRdie executive editoR

im Leiweke, the powerful and politically connected president and CEO of Anschutz Entertainment Group, last week laid out a vision that would bring the 2016 Super Bowl to Downtown Los Angeles, as well as the 2022 World Cup final. The plan, which faces numerous hurdles, would also redefine Los Angeles’ role in the events and convention industry. Speaking to about 60 people at a Nov. 4 Biltmore Hotel luncheon hosted by the organization Town Hall Los Angeles, Leiweke described the political and construction process needed to create a $1 billion, 78,000-seat stadium with a retractable roof. If it comes to fruition, the building could host about 50 events a year, including, Leiweke hopes, NCAA Final Four tournaments. Leiweke described a venture that would include razing the West Hall of the current Convention Center and re-creating Los Angeles’ convention hub, essentially doubling its space to about 1.4 million square feet. Convention activities could also be held in the proposed stadium, with a floor placed over

the playing field. That would lead to new conventions for Los Angeles and, by extension, the creation of about 25,000 jobs, many of them in new hotels. Leiweke said AEG plans to announce a new hotel venture in the first quarter of 2011, though he would not provide details except to say that it will be next to L.A. Live. “It’s a good one, that’s all I’m going to say,” he commented. The stadium itself, he said, would be privately financed, and only about 10 of the 50 annual events would be football games. He also promised that AEG would back the $300 million worth of bonds the city would need to issue to fund the Convention Center expansion. “There will be no risk to the taxpayers,” he said, as well as no hit on the general fund. He sought to reiterate the point, saying the financing plan would have “no curtains, no wizards behind the wall.” About seven years ago, Leiweke partnered with Casey Wasserman and Ron Burkle on an effort to build a football stadium in South Park. 14th District Continued from page 1 Krekorian, Tom LaBonge, Tony Cardenas, Bernard Parks and Herb Wesson are locked in for four more years. Unless one is found to be running a dog-fighting ring out of his city-paid-for car and/or having an affair with Snooki from “Jersey Shore,” they can all start planning for the next term. The 12th District, the only place where an incumbent (Greig Smith chose not to go for a third term) is not running, is also essentially decided. Some four months before voters hit the polls, inside man Mitch Englander has raised more than $400,000, according to campaign disclosure statements filed last month with the City Ethics Commission. The seven “contenders” for the seat have raised, cumulatively, about $9,500. In other words, welcome to the council club Mitch. Hope it’s everything you’ve ever wanted. Make sure to be nice to Eric Garcetti, and don’t pull a Richard Alarcon and (allegedly!) live out of the district while in office. This leaves one seat and, while 14th District incumbent José Huizar is the frontrunner, the race for the post he has occupied for five years is no rubber stamp election. With a moneybags challenger and a gaggle of advisors on both sides who are used to the district’s rough-and-tumble campaigns, this one could be a bruiser. Money and Leprosy The 14th District is its own animal, though what kind of animal, I have no idea (narwhal? dodo bird?). It’s a longtime Latino power base that encompasses Boyle Heights, but also holds parts of Downtown including Broadway, which some call the “Alatorre Finger,” which is either praise or disdain for the redistricting machinations of former Council rep Richard Alatorre. It’s the rare council district where an incumbent was defeated (Nick Pacheco in 2003), though the man who beat him (Antonio Villaraigosa) got wiggly with the electorate about serving a full term (he promised he would stay, then jumped to the mayor’s office in 2005, prompting a special election in which Huizar defeated… Pacheco). Huizar’s current challenge comes from Rudy Martinez, a guy known for selling fish and making gobs of money by fixing up rundown houses. While that may not make him a man of the people, it does make him a man of means, which in an election is more important. Martinez owns the restaurants Mia Sushi in Eagle Rock and Marty’s in Highland Park (both are named for his kids). Apparently he used to blow stuff up — a picture in his campaign literature is labeled “Army Days” and shows him sitting atop a tank. More recently, he’s appeared on the Los Angeles edition of the A&E reality show “Flip This House.” That either means he’s got a head for business, or that he has a secret plan to create the new show “Flip This Council District.” Oh wait, Villaraigosa already did that one. Whatever the case, fishmongering and house flipping have been very, very good to Rudy, allowing him to loan his campaign a whopping $150,000. That’s nearly threequarters of the total $202,620 he had raised by the end of the third quarter. This is self-help to the extreme, and it kind of makes Martinez the Meg Whitman of the 14th District race. Sure, the ex-eBay blonde bomber dropped a lot more money to come in second to Brown, but when $3 of every $4 in the coffers flows from one’s own pocket, comparisons are fair. The flipside to the argument is that campaign money is like leprosy: It doesn’t matter how you got it, what’s important is that you have it. Maybe you contracted it because you’re a saint who spent three decades working in a leper colony in Sao Paolo or Santa Monica. Or maybe you acquired the disease because you quaffed 19 rum and Cokes and made out with a really hot leper. In either case, people care less about the back story than about the fact that your fingers are falling off. It’s the same with the cash unleashed in a competitive campaign. You can get 75,000 third graders to donate $2 each from their piggy banks, or you can go spelunking in your savings account and pull out 150 grand. In either case, you’ve got $150,000, and if gets Martinez elected, he’ll giggle all the way to a cushy Spring Street office. Old-Fashioned Money Huizar, meanwhile, has the power of incumbency, and like Mel Brooks said in History of the World: Part I, it’s good to be the king. The man who was re-elected in 2007 reported raising $203,274 through the end of the last campaign finance reporting period. That’s $654 more than his challenger. Boo-ya! While Martinez stopped at the International Bank of Rudy, Huizar made his money the old-fashioned way: He held fancy-pants fundraisers where anyone wanting to do business in his district knows either to show up and donate the maximum amount allowed of $500, or mail in a check. Expect Martinez to go this route as well.

DowntownNews.com Huizar has held Downtown events in the Los Angeles Theatre and the Westin Bonaventure Hotel, and the helpful flier for the former gathering indicated that someone could be a “platinum” sponsor by raising $5,000. While we don’t know who made the platinum party, those who have shoved $500 in Huizar’s direction include a bunch of unions and a batch of construction industry companies (including the Clackamas, Ore.-based Oregon Iron Works, and yes, I included that solely for the opportunity to write Clackamas). He is also getting support from Downtown development and land-owning interests such as Geoff Palmer, three members of the Astani family (Sonny Astani developed the Concerto housing project), seven people from the theater-owning Delijani clan, and even Downtown K.F.C. Inc. No telling if they also donated any of the Colonel’s original or extra crispy thighs or breasts. The Los Angeles Theatre event brought supporters to Broadway, home of Huizar’s Bringing Back Broadway ini-

tiative, which he has called his “legacy project.” However, it’s clear he does not have a stranglehold on the stretch. Last month Joseph Hellen, a landowner who is butting heads with Huizar over a proposed supermarket/garage project, erected a huge billboard over the Cameo Theatre touting the candidacy of Martinez. This Broadway billboard broadside is the first real “Bite me!” moment in a campaign that’s going to have about 19,000 of them by the time the March 8, 2011, election rolls around. Even if Martinez didn’t coordinate it personally, it’s still a signage raspberry on Huizar’s turf. It’s the equivalent of if Huizar crept into Mia Sushi one night after closing, opened up the refrigerator, and licked every piece of sushi the fishmonger was planning to sell the next day. restoration effort that was halted when prices rose. Chris Martin, CEO of AC Martin, said his firm and Bethesda, Md.-based Clark Construction are already at work preparing for the project. Both firms have strong ties to Downtown and to each other. They joined forces on City Hall’s nearly $300 million seismic retrofit in 2001, and on the 2004 construction of the CalTrans headquarters (AC Martin was the architectural engineer; Thom Mayne handled designs). Martin said the thrust of the Hall of Justice rehab involves fixing a key seismic design flaw: The building is essentially a top-heavy, inverted pendulum, which results in excessive lateral movement during an earthquake. The weight comes from the building’s six upper floors, which originally housed Alcatraz-era iron jail cells for more than 3,000 prisoners. Manson, Sirhan Sirhan and Bugsy Siegel were among those who spent time in the building, according to preservationist organization the Los Angeles Conservancy. All but one of those cell blocks have already been removed. The cell believed to have housed Manson, along with an old courtroom, was preserved during some interior gutting done in 2004, said Steve Whitmore, a spokesman for Sheriff Lee

Continued from page 1 “It’s Sierra white granite, eight inches thick,” Rosenfeld said. “All it needs is a scrubbing and that building is going to shine.” The Hall of Justice plan is part of a larger effort to rehab seven county buildings, including the Bob Hope Patriotic Hall at Grand Avenue and West Adams Boulevard. The collective infrastructure investment calls for up to $850 million in federal bond financing. The five-member Board of Supervisors approved the plan in a 4-0 vote. First District Sup. Gloria Molina, whose district includes the building, abstained. The $244.2 million investment in the Hall of Justice will be offset by the terminated lease obligations of the county agencies that will move into the revitalized structure, according to a county staff report on the funding plan. Last week’s vote on the project came at a crucial juncture. County CEO Bill Fujioka urged the board to approve the bond proposal in order to take advantage of a favorable financing market. The state is planning a major bond issuance on Nov. 15, which the report says would trigger an uptick in interest rates. The plan calls for tapping a variety of tax-free and taxable bond programs including the Build America Bonds that are part of the American Recovery and Reinvestment Act of 2009, otherwise known as “The Stimulus.” Build America Bonds subsidize 35% of interest costs on qualifying projects. The program expires at the end of the year. Inverting the Pendulum The building occupies a key space in Downtown Los Angeles. Immediately northwest of City Hall, and across the street from the Foltz Criminal Justice Center, it is also a short walk from the coming $56 million Grand Avenue civic park. The Board of Supervisors is expected to award a design/build contract for the Hall of Justice renovation at its Nov. 9 meeting. That will formally put Clark Construction and Downtownbased AC Martin on the job. The firms were involved in a 2004

Baca, a vocal advocate of bringing back the Hall of Justice. The Sheriff’s Department offices are currently in Monterey Park. The six former prison levels currently have eight-and-ahalf-foot ceilings. The rehab will lighten the load by converting those to three floors of offices with higher ceilings, Martin said. Two interior light wells are slated to accommodate a major elevator upgrade as well as new mechanical systems. The $244.2 million price tag is not final. It reflects the average cost proposed by seven builders who submitted bids on the project. A county study in June put the project cost at $216.4 million, far lower than the $285 million cost projected in 2004. Gunk to Gleam Perhaps the most notable change will occur outside, with new landscaping, a new partially underground 1,000-space parking garage on the north side of the building, and a notso-simple high-pressure wash of the granite exterior. The building’s original gleam has darkened under a layer of dirt and smog. During the pressure wash, Martin said runoff must be controlled and sequestered because it contains lead and other toxic exhaust particulates that have settled into the stone over the years. The biggest change will be in the form of the hundreds of county workers who will once again inhabit the Beaux Arts structure. County officials and various players involved in post-earthquake construction activity in the building recall a ghostly interior where bureaucratic life seemed to have stopped in an instant, with cups of coffee left half-consumed on desks still cluttered with papers and personal effects. “You would go by desks that still had birthday cards and stuff stacked up,” said Linda Dishman, executive director of the Los Angeles Conservancy. “It was really eerie.” Martin said the physical work on the project should begin within four months. A June report from the county estimated a completion in mid-2014. Among all county-owned civic buildings, “The Hall of Justice is by far the most historic,” Dishman said. “Because the criminal side of Los Angeles is handled by the county, and that’s such an important story of how we tell the history of Los Angeles.” Contact Ryan Vaillancourt at ryan@downtownnews.com.

HEALTH Beware of the Superfood Experts Say That While Acai Has Benefits, It Does Not Do Everything Its Proponents Claim by Valerie lemke

T

he acai has been proclaimed by many as a 21st century “superfood.” Given the claims — it is said to offer fast and effortless weight loss, reduced wrinkles, a bolstered immune system and enhanced sexual desire — it’s small wonder acai has been embraced enthusiastically by nutrition faddists. Native to Central America and South America, the purple berrylike fruit is a relative of the blueberry and cranberry, and like them, it is high in antioxidants. Scientists believe that eating five to seven servings of antioxidant-rich fruits and vegetables every day lowers the risk of cancer and heart disease. Consumed in beverages or mixed with granola or tapioca, the fruit has long been a staple in certain Brazilian populations. In the past few years, it has become increasingly popular in North America and beyond as a dietary supplement taken in capsule, powder, pulp and juice forms. “It’s even found in beauty products, such as facial creams,” says New York dietitian Keri Gans, a spokeswoman for the American Dietetic Association. “This is what happens when something is widely touted and very well-marketed as a superfood. But whenever one food is singled out as the answer to all your nutrition needs, it’s always too good to be true. There are no human or animal studies that support the claims for acai.” No one is saying it can’t be part of a well-balanced, nutritious diet, but there are caveats, according to Gans. “The best way to get nutrients is to eat foods in their whole form, not as supplements,” says the dietitian, who admits she never has seen acai in its natural state. There is also the added bonus of pleasure and satisfaction gained from eating whole foods instead of swallowing pills. Acai can be expensive, too, Gans says, noting that the juice can sell for up to $40 per bottle. The result, she observes, is that people are paying a lot of money for a supplement that so far has not been shown to be any more powerful than real berries. “By comparison,” she notes, “what’s better than sitting

One of the biggest downfalls in any weight-loss program is the dieter’s feeling hungry between meals, for example. Satiety, the feeling of being comfortably full, is a natural human desire that can play havoc with a hungry dieter’s good intentions, nutritionists agree. “If you feel fuller and this prevents you from eating after a short period or overeating at the next meal, you’re ahead of the game,” Gans says. She offers a simple formula that focuses on fiber, protein and fats, all of which take more time to digest and keep you comfortably full longer between meals. She suggests, especially, that meals and snacks be high in fiber. “Fiber in whole-wheat pasta, breads and cereals, fruits and vegetables takes longer to digest, helps stabilize blood sugar and gives you a feeling of fullness,” she says.

After that, she suggests, combine some protein with your meals. This can be as simple, she points out, as adding milk to your cereal. “The protein in the milk takes longer to digest than cereal alone.” Healthy fats, such as those in olive oil, almonds and avocados, will help you control hunger as well, Gans adds. Fats also contribute to the good taste and enjoyment of foods. “More energy is exerted to digest fats, and people who consume fat with meals are more easily satiated,” Gans says. When it comes to losing or controlling weight and staying satiated, it is a one-two-three proposition, according to some experts: 1) Choose high-fiber foods for meals and snacks; 2) Combine protein with carbohydrates to keep you full longer; 3) Add healthy fats in the diet to keep you satiated. When it comes down to it, dieting is not about popping a pill or avoiding any group of foods, Gans cautions. There are numerous steps to take. “You want to control your weight and well-being with portions,” she says. “But any kind of diet plan that promotes eliminating whole food groups will be temporary and can also set you up for nutritional deficiency.” Copyright 2010, creators.com.

Hospital Opens New Cardiac Surgery Units by Tania ChaTila

T

wo new surgical units are open at USC University Hospital, setting the stage for expansion of the cardiothoracic surgery program and enhanced patient care. Patient care units 5-East and 5-West were opened this fall. The units primarily cater to patients who have undergone complex cardiac procedures, such as open-heart surgeries, coronary artery bypass surgeries and valve replacements. Together, the units add another 24 beds to the hospital: 10 intensive care unit beds in 5-West and 14 telemetry beds in 5-East. “This is such an important piece in our efforts to expand the cardiothoracic surgical program,” said Vaughn Starnes, chair of the Department of Surgery and surgeon-in-chief. “These two new units will allow us to accommodate more patients and accept more transfers from other facilities. The ability to grow our program will also help us strengthen relationships with area hospitals and doctors who count on us for quality care that cannot be delivered elsewhere.” Internally, the addition of an intensive care unit in 5-West will allow the hospital to better accommodate cardiothoracic admissions in collaboration with the current fourth floor cardiothoracic intensive care unit. Together, these units will allow hospital staff to devote more time and resources to cardiac patients, enhancing this type of care. “Whenever you have a critical care area that is specialized you are able to devote a lot of attention and time to certain patient populations,” said Karen Campbell, nurse manager for 5-West. “Anytime a staff works consistently with a particular population, it only increases the nursing knowledge base, which in turn improves patient outcomes.” Housed in USC University Hospitals Norris Inpatient Tower, 5-East and 5-West feature new patient care rooms and state-of-the-art equipment. The units are separated by about 10 feet and one doorway, making the transition for patients being advanced from 5-West’s intensive care unit to 5-East’s telemetry unit much smoother. esearchers at the USC Keck School of Medicine have, for the first time, generated “knockout” rats — animals that are genetically modified to lack one or more genes — through embryonic stem (ES) cell-based gene targeting. The long-awaited achievement provides scientists with a far more effective animal model to study a range of human diseases. The research was published online Aug. 11 in the journal Nature and will appear in an upcoming print edition of the publication. “Using this gene targeting technology in ES cells, we can produce nearly any type of mutation in any given genes, allowing us to generate many different disease models for the rat,” said Qi-Long Ying, Ph.D., an assistant professor of cell and neurobiology at the Keck School of Medicine and the study’s principal investigator. “We anticipate that many of the rat models generated using this technology will mimic human conditions more closely, and can be used for drug screening and the testing of new treatments.” The development of knockout rats will have a significant impact on biomedical research because the rat physiology is much more closely related to humans than mice in many aspects of

biology. Also, rat models more closely mimic human diseases in areas such as cardiovascular disease, neurodegenerative disease, nephropathy, obesity and breast cancer. “The ability to specifically modify rat genes to mimic human diseases, or to study how the human body responds to drugs represents a technical breakthrough of profound impact,” said Martin Pera, Ph.D., director of the Eli and Edythe Broad Center for Regenerative Medicine and Stem Cell Research at USC. “This discovery provides researchers around the world with a powerful new platform to study disease and develop new medicines.” Ying and his colleagues targeted genes through homologous recombination — a technique in which nucleotide sequences are exchanged to produce new combinations of DNA — in rat ES cells. Their research focused on disrupting the tumor suppressor gene p53. Mutations in this gene, which impair its function, are the most common genetic changes in human cancers. These ES cells can transmit their mutation through the germ line to create p53 gene knockout rats. “The p53 gene knockout rats will provide a very useful model for understanding the gene’s functions in preventing the occurrence of cancers,” Ying said. “We can also use this model

to test different drugs and therapies for the treatment of cancers caused by mutations in the p53 gene.” The same technique could be used to target any gene and create models for a number of other diseases, Ying noted. The first embryonic stem cell lines were established from mice in 1981 by Sir Martin Evans of Cardiff University in the United Kingdom and Gail Martin of the University of California at San Francisco. Evans, Mario Cappechi and Oliver Smithies received the Nobel Prize in Physiology or Medicine in 2007 for developing methods for gene targeting using mouse embryonic stem cells. Researchers have long worked to establish rat embryonic stem cells, but they faced technical hurdles because the conventional methods developed for the derivation of mouse cells did not work in rats. In 2008, researchers at the Keck School led by Ying, and researchers at the University of Cambridge derived rat ES cells for the first time, determining that by blocking certain signals that would normally cause the cell to differentiate, stem cells from rats could be grown indefinitely in the lab. he Museum of Contemporary Art’s big fall show, The Artist’s Museum, has two functions: It is a celebration of the museum’s history, and, according to local artists, it’s an announcement that Los Angeles has arrived in the art world as a major center of talent and inspiration. The show, which runs until Jan. 31, 2011, features work created since MOCA’s opening in 1980. The pieces by 146 L.A.-based artists fill both of the museum’s Downtown Los Angeles venues. East West Players Goes South Little Tokyo Theater Company Mines Unfamiliar Territory in ‘Crimes of the Heart’ by Katie Schaufelberger

I

n September, Little Tokyo-based theater company East West Players mounted a show, Mysterious Skin, with something sure to shock audiences: frontal nudity. In February, they’ll stage Wrinkles, which will also likely take traditional patrons of the troupe by surprise: It concerns a 73-year-old who becomes an X-rated Internet sensation. Sandwiched in between those is a production that, at least at first glance, looks plain: Crimes of the Heart, a revival of a 1981 winner of the Pulitzer Prize for Drama. It opens Wednesday, Nov. 10, and runs through Dec. 5 at the David Henry Hwang Theatre. However, like everything in EWP’s 45th season, there’s a twist. In this case, the Downtown Los Angeles company is taking a play set in the deep South and casting it with an entirely Asian American cast. In Crimes of the Heart, written by Beth Henley, three sisters reunite at their grandfather’s home in Hazlehurst, Mississippi. The tragic comedy focuses on how they deal with their problems: one has just shot her husband, another has suffered a nervous breakdown, and the third is turning into an old maid. The story takes place over a 24-hour period, so none of the women’s problems are fully resolved. The play is something of a poignant black comedy, with emotions running high. By the end, it’s clear that whatever their differences, the sisters will remain loyal to each other. “It’s so rich and dense,” said Elizabeth Liang, who plays the oldest sister, Lenny. “It deals with a family with humor and pathos, and people will enjoy it with the Asian casting because they

haven’t seen that before with this play.” Liang’s line is an understatement, though the company did more than just take a production and insert characters who look different from the originals. Director Leslie Ishii said the creative team spent a lot of time studying the history of Asian Americans in the deep South. In some cases, the history went back centuries. Ishii said they learned of an internment camp in Jerome, Arkansas during WWII. They also came across stories of Vietnamese immigrants who worked on shrimp boats in the 1800s, and the Chinese laborers who came through the South as they built the railroads. A display at the theater will summarize some of their findings. EWP producing artistic director Tim Dang said part of the drive to research Southern history came from the company’s early days. He recalled how they applied for the rights to some Tennessee Williams Southern-set plays, but were turned down. “We felt it might have been because there was not an Asian community where the plays are from,” Dang said. Thus, he added, they decided to ground Crimes of the Heart in as much authentic Southern history as possible. Identity Question Ishii and Dang decided to cast biracial actors to portray a half-Chinese, half-white family. Without changing the script, the actors seek to imbue their characters’ conflicts with a sense of racial tension. “It’s been really fascinating to look at Asian Americans’ assimilation process in the South,” Ishii said. “There was this perception of them being not quite dark, not quite white.”

Ishii said that in the play (which inspired a 1986 film that was nominated for three Oscars), the sisters have differing senses of identity and adherence to their Chinese roots. The youngest sister’s abusive husband, who is never seen, is portrayed as being white and perhaps at odds with his wife’s ethnicity. “My character is the more reserved, traditional and dutiful sister,” Liang said. “She has a stronger sense of her mother’s Chinese culture, while the other sisters are more Americanized.” The sets will also look different to audiences who have seen the play, incorporating traditional Chinese elements, such as a lantern hanging in the kitchen. There is also a

more metaphorical feeling than usual, with tall, looming walls covered in cracked paint. Still, at its center, Crimes of the Heart is a straight-ahead family story, and may be one of EWP’s tamest plays of the season. Dang hopes that in addition to giving AsianAmerican actors the opportunity to dig into some roles they might not normally get to play, the production will offer audiences something to think about. “It’s always great for a play that’s a classic to transcend racial lines,” Dang said. “That can also really test its ability to be a classic.” Crimes of the Heart runs Nov. 10-Dec. 5 at East West Players, 120 Judge John Aiso St., (213) 625-7000 or eastwestplayers.org.

He also envisions the Downtown stadium being a site for college basketball’s Final Four tournament, and said initial talks have been held with the NCAA. “But we’d have to bid on it,” he said in an interview after the address. “They’re aware of what we’re doing. They’re excited about what we’re doing. They can’t do Final Fours on the West Coast anymore because the last place they could do it was in Seattle and that building is gone.
