Dear taxpayer, your money is gathering dust in Letsitele...
Khutso kraai koning in Afrikaans
We are not sure why this is so. The police station that we constructed many moons ago is still not in use. At least you will be able to see how beautiful the building is and that the grounds are kept reasonably tidy. Don’t worry, pretend that it does not matter. We may even be waisting more of your tax money on other projects that won’t be utilised for its intended purpose.

waterprobleme. Sê jou sê! Elaine Steffen Kan ek my doktersrekening vir die GTM stuur? Is hy ’n polisieman? Nee, hy’s ’n haasman. Hendra Gouws byname is eerder ’n medalje. Dit beteken altyd iets spesiaal. Pote, Munchies, spietkops, julle is spesiaal, wees trots op jou bynaam. Gewoonlik is dit eintlik positief, want julle lewer ’n ondankbare diens. Bernard Nel Gereformeerde Kerk-lidmate: Doppers. Nederduits Gereformeerde-lidmate: Gatjieponders. Nederduits Hervormde-lidmate: Stoepsitters. AGS-lidmate: Wederdopers.

— Amelia de Ridder amelia@bulletin.us.com
Ms Pauline Atkinson, a former resident of Pioneer Cottages and more recently of the Macadamia Frail Care, passed away peacefully at the age of 96. She was a much loved mother, grandmother and great-grandmother who will be sadly missed but her memory will forever be cherished. Brian, David, Anne, Jackie and their families wish to express their
sincere gratitude and appreciation to St Peter’s Anglican Church. “Your support, love and assistance now and all the many previous years has been phenomenal — we thank you. To all our dear friends and the people of Tzaneen we have certainly experienced the true Letaba community love and support — thank you, we appreciate each and everyone so very much.”

School pays tribute to a popular teacher The Uncorn Prep School community — teachers, pupils, their parents and friends of the school — reeled with shock on Tuesday morning, when the body of Mr Jay Ferreira, one of ths school’s popular teachers, was found in a hotel room in Tzaneen. No foul play is suspected. The Bulletin asked Mr Alan Goodwin, the principal of Unicorn, to write a tribute to the deceased. There are always more questions than answers in trying to process and make sense of the tragic end to a life of a gifted teacher. It was with shock and great sadness that we learnt of the death of Mr Jay Ferreira on Tuesday morning. Since the 1st of February this year, he was an integral member of our teaching team interacting positively with our Grade 4 to 7 classes and the register class teacher to the Gr 7B class in particular. In breaking this tragic news, of him ending his own life early on Tuesday morning, to the children and staff, it was evident from their reactions that he was appreciated as highly inspirational and much loved teacher. His willingness to get involved fully in the life of Unicorn was evident in many ways. The boys he coached for soccer at the end of the first and whole of the second term developed a deep passion for the game and gained much from his thorough coaching sessions. He was doing wonderful work with our u.11 cricketers by imparting his knowledge
and skills to these young boys. Mr Ferreira’s voluntary work in designing and creating sets for the forth coming Gr 4 to 7 “MAD” concert, in his after formal teaching hours has been invaluable, and bear witness to his extensive artistic talent. good number of our Grade 7 and 6 children gave up time over weekends to work with him painting the sets. In his formal teaching responsibilities he proved to be an innovative and creative teacher drawing on vast personal experience and knowledge. It was just in this last week that our Grade 7 classes were being evaluated by our staff on a food technology project by first researching and then in preserving meat by making “biltong”. This was the second “research, make, present and taste” project completed this year by our Grade 7 children. He understood the inner workings of a fully functioning school and contributed unselfishly. “Jay, Mr Ferreira, you are and will be sincerely missed by us all. Our heartfelt condolences are sent to your immediate and extended family as they too come to wrestle with your passing away. May we all draw strength from the wealth of great memories you have left us. John 14:1-4. Rest in peace. The family will be holding a memorial service next week in Johannesburg. We shall be holding a special assembly on next Friday 31 August in the Williams Hall.

New CFO has wealth of experience A wealth of experience. That is what the new chief financial officer (CFO) brings to the Greater Tzaneen Municipality (GTM). But there is more that the first woman to be appointed as CFO of the GTM want to offer. We finally managed to enjoy an exclusive interview with her, after a rather weird seesaw journey. When approaced a couple of weeks ago, she agreed to an interview, but asked us to first obtain the (acting) municipal manager’s approval (understandably). The acting MM gave the green light, but then changed his mind and we were informed that the interview had been cancelled. We then asked for an explanation for the sudden reversal of the earlier approval— since the CFO is, like all municipal officials, answerable to the public — the acting MM made yet another U turn. Be that as it may. Ms Norah Lion is the new CFO and will hencforth be in charge of the GTM’ s finances. She brings a wealth of experience with her, as a former director in the National Treasury and a director in SASS. She also worked as an administration officer at Unisa, before joining the public sector in 2006. She has since occu-
pied different positions. Lion says she got her position based on merit. “I don’t participate in politics and I don’t like being bullied, or forever given orders.” We arrived in her office to find a pile of files on her table waiting to be read. “I have read the budget but I can’t tell you what the challenges are. I still have to meet with other members of the finance team to discuss the budget with them,” she said. This is Lion’s first experience of municipal governance. However, she seems determined to achieve the government‘s target for a clean audit by 2014 and to get the GTM in a financial stable condition. She describes political interference in supply chain management and asset management as the biggest challenges facing municipalities. She quoted the Auditor General who recently said that incompetence and political interference impact negatively on the financial aspect of municipalities, and warned that it would normally result in a qualified audit report. “My office will pay undivided attention to supply chain management and asset management. It will take my a year to steer the
I did not play political games, says Twala (about ‘Tzanene’) It is common knowledge that especially Sotho people pronounce the name Tzaneen as Tzanene. He had no intention of being controversial and didn’t even realise that he was saying Tzanene. So says Mr Thulani Twala, acting director of corporate services of the GTM and political commissar. He spoke at the opening of the Letaba Expo, standing in for the mayor who had been summoned by the ANC to attend a meeting in Cape Town. The Bulletin was inun-
dated with enquiries from the public who attended the opening and thought that Twala had tried to make a point that Tzaneen’s name should change. Some people experienced Twala’s speech as political, mainly because of pronounciation of the name Tzaneen. However, many people who attended the opening said that they did not experience his speech as political, but the pronounciation also disturbed them. • In the mean time rumor
has it that Twala will not be appointed as director of corporate services)in the GTM. The Bulletin’s information is that the ANC’s deployment committee in Limpopo has decided against the deployment of Twala in a director’s post. It is aso said that SAMWU (the SA Municipal Workers Union) will not allow Twala to be appointed. The stand off between SAMWU and Twala has itensified in the last couple of months. —Percy Mthombeni percy@bulletin.us.com
GTM in the right direction, enabling the institution to meet its mandate,” she said. Among the documents she is now studying is the supply chain management policy. She rates it as a very important document. Lion declined to disclose any of her plans, insisting that plans will be disclosed after she has met with her team and finalised “everything” with her employer. Lion grew up in Ga-Rapitsi, outside Tzaneen. Her dream was to be a lawyer, but she could not finish her law degree. However, she holds a B Comm Hons in accounting science, a Masters in Business Administration (MBA), a Masters in commerce and she currently studies for a CA (Chartered Accountant) qualification. “As a woman and mother, it was not easy to study while working. I had a lot to do and at the same time balance everything with my studies.” She said working for a municipality is like giving back to the community. She plans to work towards a good relationship with the media, since “it would help to avoid misreporting about her department”. All eyes would be on her office, to see how she

will manage the GTM’s finances. She is also expected to complete any outstanding work that Mr Andre Le Grange, whose contract was unexpectedly cut short, could not finish. —Percy Mthombeni percy@bulletin.us.com

If someone asked me to explain what my first thoughts were if they said “Ghost”, I would probably think of Casper and the three others, or the “Ghost of Christmas”. Thus I feel that when we use the old version of the Trinity: “God the Father, God the Son and God the Holy Ghost” we could easily become confused and would perhaps find it difficult to explain to others what we meant by ghost. People could envisage God as some sort of ghost in a white sheet floating around or jumping out of a cupboard and scaring everyone. I feel the more appropriate term would be “God the Holy Spirit”. Normally, a spirit is something that is unseen, yet its presence can be felt. Not that I am saying we should now go about and worship spirits like those of our ancestors. These spirits can do little for us, physically, they might help in our spiritual life in some way, but I doubt it. We need to know the difference between God’s Spirit and of those we think exist. In the Old Testament we find that the Spirit was only given to those whom God elected to give it to it was not available to everyone. The one’s that received the Spirit had specific work to do for God. David was to be God’s King, the prophets had to spread God’s word. (David’s anointment and receiving of the Holy Spirit 1 Sam 16 v 13) In Ezekiel 36: v26-27 God promises that a time will come when all His people would have His Spirit. This only happened at Pentecost. We refer to the Holy Spirit as “He” not “it” as it is not a general force like the sun which effects all people He is God who works and lives in the lives of all believers. Our spirit is the part of us that lives forever, it is what God breathed into Adam. Does the Holy Spirit work in those who are not yet Christians? Definitely, Yes. He shows them their sins and their need for Jesus. But He only lives in a believer. (John 14: v16-17). The Holy Spirit works in us for all good, He guides us, teaches us the truth and helps us to pray, enabling us to “bring forth fruit” and with Him in us we can feel safe. We are also able to tell others about Him through His power working within us. Accept Him and look forward to a great life. Blessings
Politics is supposed to be the second-oldest profession. I have come to realize that it bears a very close resemblance to the first. — Ronald Reagan
What will it be: Tzaneng, Tzanana or will it stay Tzaneen? Part 4 Messrs. Bulpin and Macdonald are cited as referring to the baTsanene as people who live in small villages or people of small villages. This explanation is also very close to what the word baTsanene originates from. People of small villages implies a considerable number of people with a considerable number of households that translate into a considerable number of villages. Therefore, the explanation is still short of the origin and meaning of the word Tzaneen or Tsanene. The explanation of Mr. Mack Mamabuke Letswalo (1973) that the meaning of Tsanene is: people getting together, does carry some elements of what the word Tsanene means as the meaning may also have resulted from failure to express in another language what was meant to be said or to conceive what was said to the recipient in a different language. It is believed that Mack Mamabuke Letswalo having being part of the BaTsanene community and that his mother was the sister of Kgoši Maupa (Maupa Maake) of the BaTsanene
It seems that the majority of the Greater Tzaneen Municipality’s councillors are favouring a name change for Tzaneen. Lekgolo Lazarus Ramalepe and Phetole David Mohubidu from Tzaneen say NO to a name change. They have researched the issue and we will present it over the next couple of weeks.
Community knew and understood the origin and meaning of the word Tzaneen corrupted from the word Tsanene. The interpretation of: people getting together, where people danced and people who lived in small villages may have influenced the conclusion by Miss Kwgare that the nearest meaning she could attach to the name was “come together” or “the place where people gathered” and therefore, the conclusion by Mr Menno Klapwijk that “TSANENG” is “A GATHERING PLACE”. The explanations that the origin and meaning of the name
Tzaneen – corrupted from Tsanene- is apparently associated with “Dirty water” of the Letaba River when it was in flood; and or that it was associated with a Shangaan word for “tsana” or “in die maandjie”, meaning in the busket; and or that Tzaneen was in a basin-like form are all misleading and false. The other misleading perceptive inference is that of a certain type of material from which a basket was made was called “Tsana”. In the land of BaTsanene, the word tshaana and other cultural basins and containers are made of Mologa and Tshitlwa – or what Klapwijk respectively, refers to as Acasia ataxacantha (plaited and used for the body of the basket) and a Dioscoria species (used for the top binding of the basket). (p. 4). A weaving species called “Tsana” is unfortunately not known in the language of the BaTsanene Community and the other local communities of the Northern Sotho speaking groups. • To be continued next week

Meet the teacher turned Gteda CEO About five years ago Mr Kwena Maphoto (46) was granted the opportunity to be the driving force of the Greater Tzaneen Economic Development Agency (Gteda). The Bulletin sat down to talk to Maphoto, a teacher turned CEO: Maphoto grew up in a devoted Chrtistian family. H i s

father was an Anglican priest at Matlala Krans village outside Polokwane. After completing his matric he continued studying and obtained a BA degree, a Higher Education Diploma, a B Ed Honors and an Executive Management Certificate. He’s currently studying for a degree in Municipal Finance Management. He started teaching in 1989 at Makgofe High School (Polokwane). He then went on to be a senior lecturer at Naphuno College in Maake. The former mathematics teacher said he was ambitious and never settled for less than the best. He moved from being the acting head of department at the college to being the Students’ Dean. As he continued his career and journey in life, he realised teaching wasn’t for him and aimed for bigger things. In 2001 Maphoto started Mogoshadi Projets. ”Starting Mogoshadi Projects made me realise my passion of developing communities and helping people.” Maphoto was challenged by the Greater Tzaneen Municipality to be
the co-founder of Gteda in 2007. ”I started here without a desk and chair, but I told myself that I have to achieve something out of nothing. “The agency was established to advance and leverage the development and job creation within the GTM. Gteda has a few projects under its belt, like the leather factory in Nkowankowa which employs seventeen people, and a community radio station (Gtfm) with sixteen employees, mostly young people.” He added that the radio station’s main aim is to inform, educate and entertain the community. Gteda also trade with eggs and vegetables and the profit is donated to the Yingisani School for the Deaf. The agency’s biggest project is the Sapekoe Tea Estate, where Gteda was able to create 513 jobs. Maphoto proudly announced that the External Public Works Programme told the agency to hire another 500 people and with a company from the east coming to invest millions of rands in the project, opportunities are going to be created. Maphoto said the project’s possible enterprises include organic tea production in stead
of the existing conventional production system, the processing and packing of various brands of tea, ice tea production and the diversification of the estate to also produce avocados and forestry. Maphoto said he is still touched deeply when he meets someone in the street and the person thanks him for giving him a job. “Good things in life submit themselves to those who strive to win, and I always thank God for the opportunity given to change people’s lives by the impact of my job.” When asked what he does when he’s not at work, he didn’t have to think. “I spend time with my family and I study at night when the house is quiet.” We asked his PA how she experience working for Maphoto. She said “he is very professional and likes things to be done immediately. He’s a manager and not a boss”, she told us. Maphoto dreams of an environment were South Africans (black or white) have a strong sense of ownership. He also dreams of developing our country. “Divisions and politics don’t serve this country good,” he said while walking us to the door. —Martin Jege martina@bulletin.us.com

R529 (Tzaneen to Giyani) is now safer for pedestrians
ABOVE: Motorists are now forced to slow down on the R529. BOTOM: The photo of the mass march that Bulletin published earlier this year.
The community of Mageva village is at last happy that speeding vehicles would no longer cause a serious threat to them. The Greater Giyani Municipality (in conjunction with the Mopani District Municipality) built speed humps on the troubling R529 road, which had claimed the lives of many pedestrians. The community marched to the local police station in May to demand that speed humps on the R529 road be erected. The road allegedly claimed the lives of forty victims in just three years, and injured scores of others. Fourteen days later, after the GGM had done nothing about their request, the community decided to act as they had threatened, by barricading the R529. It caused huge disruption and blocked the flow of traffic between Giyani and Tzaneen. Chief Thomson Mabunda of Mageva expressed his peoples’ appreciation, but warned that other villages next to the same road also have problems with drivers who ignore the speed limits. Bambeni, Mphakane and Ndhambi villages should be helped as well, he said. Enoch Mahlaule the secretary of the Mageva village crisis committee, elected by the members of the community to deal with the issue of road safety, also expressed happi-

ness that the speed humps have finally been erected. “I’m very grateful that the municipality has heard our cries — there should be no more deaths on the road, since motorists are forced to slow down,” he said. — Orlando Chauke orlando@bulletin.us.com

Ouma, 93, skryf haar eerste boek!
Get on board for Casual Day
The biggest fundraising project for persons with disabilities in SA, Casual Day, announced the amount of money raised during the 2011 project. A small donation of R10 is made for the official Casual Day sticker, providing a means for the project to raise funds. In this way, a record amount of R20 315 451 was raised, benefiting approximately 400 organi-
sations rendering services in the field of disability, via the structures of six major, national beneficiaries. Beneficiaries include Epilepsy SA, DeafSA, SA National Council for the Blind, SA Federation for Mental Health, Disabled People SA etc. The opportunity for office camaraderie is welcomed as each year on the first Friday of September, we are encouraged to wear something different to what we usually do, wearing the sticker as an endorsement of the serious sentiment behind the lighthearted change in dress code.
Annelise de Jager, national project organiser of Casual Day, is upbeat about the achievement of the 2011 campaign and encourages each and every South African to participate in the eighteenth Casual Day on Friday 7 September. Inspired by a naval and boating theme, the 2012 message is “Get on Board”. Whilst the public is encouraged to dress like a captain, sailor or pirate, the implication is that wearing the sticker is the endorsement to show that we did in fact, get on board for Casual Day. • So, ladies and gentlemen, let’s get on board!
Beware! You are being watched Operation Basadi has done it again. Through the operation led by Tzaneen Police station commander, Brig Diana Mashele, the women in blue arrested a man with 6,1 kilograms of dagga (street value about R10 000) in Bolobedu South over the weekend. The police were busy with a stop-and-search in villages, when they stopped Lenox Seli Matsela (23) from Marironi, and found the dagga. He was arres-
ted and appeared in the Tzaneen magistrates court on Monday. He was found guilty and fined R500 or 15 days imprisonment. The Tzaneen Cluster Commander, Maj Gen Maggy Mathebula, said Operation Basadi is a great initiative and the operation will continue throughout the year. So beware... —Martina Jege martina@bulletin.us.com

Reed leads SA to victory Sport office

The Zone 6 International Bass Tournament was held on Lake Manyame at Darwendale, Zimbabwe recently, and Tzaneen angler Reed Eastman helped the South African team to an overwhelming victory. The countries that participated were Zimbabwe, Namibia, Zambia and Swaziland and the top twelve anglers of each country took part. Being this time of the year the competitors expected that some big fish could be caught, as they are getting ready to spawn. After two days of practice the three day competition started and teams studied the patterns and areas most favourable. Most of the fish were caught using topwater baits, like the horny toad and various other texas creature baits in water of two to five feet deep. The SA team won every day of the competition, which is a first in the history if the SA Bass Angling Association. Their score was 307,04, with Zimbabwe second on 245,92. SA’s 143 fish weighed in at a grand total of 235,94 kg. The team is also the first ever SA team to A proud Reed Eastman with three of his catches. The gloves are said to come off when Giyani Boxing Club stages a tournament aimed at getting the youth off the streets through sports. The tournament would be the first since the club collapsed when its founder, Bushie Mabunda, passed away in 2008. Since then, things were bad and boxers lost confidence and were no longer coming to the club for their training. In the meantime Emmanuel Mutavhatsindi took over and is lifting the club’s spirit. The event would be staged in conjunction with Giyani Spar, which is currently sponsoring the club’s boxers with food and travel expenses whenever they have to travel. Asked about the tournament, Giyani Spar’s manager Jonathan Brown said he and the club’s boxing promoter, Mutavhatsindi, were planning it to stage it as soon as possible. “We will be looking for various sponsors. I’ll go to my different suppliers to see if they could help us host the tournament here,” he said. According to Mutavhatsindi, Giyani
Letaba haal Superliga se halfeindronde Jean Aucamp
jean@bulletin.us.com
Spar has been at the forefront of helping their boxers get back on their feet by giving them jobs. “There are six boxers so far that are employed by Spar,” explained Mutavhatsindi, appreciating the help that they get from Giyani Spar. “We sometimes have fights in Cape Town. We won’t be able to afford to get there if it isn’t for Giyani Spar,” he said. Meanwhile one of the boxers that have been absorbed by Giyani Spar, Morris Mutavhatsindi, expressed his gratitude that the Spar gave him a job and still allows him to continue his boxing career. “It’s very rare that an employer would give you a job and still give you time off to prepare for your other career,” he said. Mr Emmanuel Mutavhatsindi and Giyani Spar manager, “I can’t thank them Mr Jonathan Brown. enough for that.”
