LANGS DIE OEVER BOEREDAG 2012
4

Squatters across the road from Mokgolobotho at Nkowankowa were removed from the area on Friday. Their shacks and even a couple of brick and mortar buildings were unceremoniously demolished. The police maintained a strong presence and no incidents were reported. The squatters said they were not warned of their impending eviction.

The Greater Tzaneen Municipality on Friday last week showed that it would not allow people to occupy land illegally, when about two hundred people squatting near Mokgolobotho at Nkowankowa were evicted. Police vans, municipal trucks and demolition tractors rumbled
into the area and destroyed 31 shacks and even brick and mortar houses. The residents could only watch anxiously whilst their structures were levelled to the ground. The residents said they have been living in the area for the past two years. They claimed that they had not been warned by the GTM. They said they were shocked when police arrived, because they
were not warned by the GTM to vacate the land. The people said they did not know where to go to now and claimed that most of them were unemployed (although a number of TV aerials could be seen, indicating that they couldn’t be too poor). However, Mr Thulani Twala, the GTM’s head of communications, said the residents were served
with eviction letters. “The GTM got a court order on 23 February and gave the residents fourteen days notice in order for them to remove their belongings. They, however, refused to move,” Twala said. He added that the GTM encourages people to buy land via commercial banks and tribal authorities, to avoid being evicted.
Local state hospitals are also in a mess. The Bulletin recently published facts about operations that had to be cancelled at Van Velden, because certain equipment could not be used. On Friday last week operations once again had to be postponed, since there was no oxygen available. Read inside about the problems at Van Velden, as well as at Dr C N Phatudi in Lenyenye, where one patient who had made appointments, has been turned away four times.

Rika Roos Mooi so!

KOV: 2 lede; TOV: 1 lid. If you want to run with the big dogs, you must be able to lift your leg!” PDPPA: Ladies and gentlemen, it is of little to no use to nominate “educators” and “headmasters” for election — the school already has enough of those. They’re looking for people with money and material resources. You may even consider supporting a white maggot financially, it may well pay off.
Let wel: Hulle sê nie so nie!
so ‘n bietjie daar.

He said for him to bring the old man to the hospital is a mission, because it is a long journey from Greystone to the hospital. An incident last week at Van Velden Hospital has also given cause for deep concern. Operations had to be postponed, because the hospital did not have oxygen. The husband of a woman who was supposed to give birth through a caesarean section operation, but was not helped as some of the machines were apparently not working, expressed his concern. We phoned Van Velden to confirm this. According to Ms Ellen Madike, the CEO of Van Velden, the matter has been attended to. She added that a “technical” problem caused the shortage of oxygen. She later transferred us to Mr Maila of the department of health in Limpopo. He said he was not aware of the problems in the two hospitals and promised to investigate and get back to us.
Where do you go in an emergency? Van Velden? It is supposed to be a place where ill people go and get proper treatment, but the poor conditions at our local hospitals are shocking. At Dr CN Phatudi Hospital, a 61 year-old patient, who has a serious eye condition and has been a regular visitor, has been turned away four times since January. He first went to the hospital last year and was told to make an appointment with the doctor. The poor old man made the appointment and was given a date to come back for a check-up. He went back on the day of the supposed check-up and was later told by the doctor that he will not be checked, because the doctor can only attend to ten patients per day. He was told to come back yet again at the end of February. He went back again only to find out that the doctor was once again not available. They rescheduled his appointment to April and he was told to call and confirm first, before coming to the hospital. According to his friend, who was present at all times, the service at the hospital is very

Lim’s budget up to R46,8 billion Provincial Treasury MEC David Masondo announced the province’s increased budget of R46,8 billion. Delivering the speech on behalf of Finance Minister Pravin Gordhan, Masondo was brief and stuck to the prepared speech under the watchful eye of the national intervention team headed by Mr Monde Tom. Masondo said the team has worked closely with the departments to stabilise the province’s finances. “A credible plan has been put in place to address the problems of accruals and the accumulated unauthorised expenditure. In addition, the Pro-
vincial Revenue Fund has been stabilised. “Today the province has a positive cash balance. We have wiped out the overdraft,” he said. He called for tough action to be taken against officials who mismanage public funds and said measures have been put in place to ensure sound financial management practices. He said of the R46,8 billion budget, the Education Department would again be allocated the biggest part of R22,1 billion, almost R2 billion more than the previous year, while the Health Department would get R11,9 billion. The Office of the Premier has been alloca-
ted R329 million, the Provincial Legislature R214,7 million and Agriculture R1,6 billion, while Provincial Treasury would get R315 million. The Department of Economic Development, Environment and Tourism is being allocated R888 while Roads and Transport got R200 million more than their previous allocation of R3,8 billion. Public Works, Social Development and Sport, Arts and Culture were allocated R859 million, R1,2 billion and R288 million respectively. Cooperative Governance, Human Settlements and Traditional Affairs got R2,4 billion, R1,5 billion of which would be a conditional grant for housing and human settlements and R80 million set aside for salaries increases for traditional leaders. The Department of Safety, Security and Liaison again got the smallest portion of the budget with a R67,3 million allocation. — Polokwane Observer

The MDM’s woes
It comes as no surprise that some 800 employees of the Mopani District Municipalty have decided that enough is enough, and that they now demand the redeployment (the new SA way of terminating somebody’s employ) of the municipal manager. Over the past couple of years the MDM has wasted millions (of taxpayers’ money) on ill-judged court cases. The latest was the case of the fire chief whom was fired almost a decade ago and then had to be reinstated — an estimated R4 million down the road! The court proceedings regarding a dubious pipeline tender that has left thousands of poor people without water in the Giyani area, is another case in point of the MDM’s insatiable urge to waste money on court cases. This keeps the lawyers smiling and the taxpayers crying. But we have bad news for his “warship” the mayor. If he feels that the municipal manager does not stand to be accused and that he performs well, the mayor and his councillors should leave — since the way the MDM is managed is unacceptable and somebody is responsible for that. Money is being wasted, especially on legal maters, whilst the MDM’s track record in terms of service delivery is poor.
Call for unity Simon Mathe (071 4584532) on behalf of the SA Municipal Workers’ Union, Limpopo, writes: The South African Municipal Workers Union being the largest union within the Local Government Sector is calling for unity within the tripartite alliance led by the ANC in Limpopo. SAMWU held its Provincial Executive Committee meeting on the 08th - 09th and resolved that, a space for engagements needs to be created amongst the alliance partners. This revolutionary alliance was formed out of struggle, and out of the shared vision as articulated in the Freedom Charter. SAMWU believe that each Alliance component partner has a political responsibility to guard against tendencies that threaten the unity of the Alliance (ANC, COSATU and SACP). The Alliance is a unique political entity, and none of us must celebrate when it faces challenges. We have noted, with disappointments that, the relationship between alliance partners in Limpopo is not rosy and as a result of that assessment, we are making a call for comrades to meet and thrash out all issues which affects the normal functioning of the alliance. The recent public attacks are uncalled for and we cannot continue talking about alliance when there is no co-operation amongst the leadership of the alliance. We are making a clarion call as SAMWU that, the effective functioning of the alliance is at our best interest, that of other affiliates and the masses of our people in the province who voted in their majority for the ANC to win during the 2009 National and 2011 Local government elections. We are confident that, once all partners have engaged and dealt with the root of the problem then we will function in a clear political environment which will be favorable to all of us. We cannot continue chastising each other on any public platform. Leaders of the alliance need to rise above petty politicking and start looking at the interests of the alliance and its revolutionary responsibilities. It is high time that, we start accepting the wrongs we did and move on as a united force. We are interested in the normal functioning of the alliance and wish that leaders of the alliance will view this matter in a very serious light.

Letters • Briewe Our leaders must create a space for us , to operate freely and guard against the political opportunism which might be created by the disfunctioning of the alliance. We are sure that, if an alliance summit or lekgotla can be arranged then we will be having an opportunity to thrash out all our political differences. As an affiliate of COSATU, we want to put it clearly that we find no joy out of the differences which exists within the alliance. Nobody can deny that, our leaders are not speaking common language on matters that affect our political situation in the province, and as a matter of political principle such situations needs to be rectified. We believe that political differences can only be resolved through political engagements in the boardroom not through media. We know that we have leaders who are capable to rise beyond these challenges and start working together as the custodians of our revolution. We are making a humble plea that, our Leaders should create a space for themselves to engage and resolve all matters so as to put an end to this public engagements which are not beneficial to all of us. SAMWU has made it clear that it would not be used or use it resources to contribute towards divisions within the tripartite alliance in the province. We are however ready to avail our resources to contribute toward the political unity of this revolutionary alliance partners in the province.
Improvement? Desiree van der Walt, DA Limpopo Provincial Leader, writes: The Democratic Alliance takes note of yesterday’s provincial cabinet reshuffle by Premier Cassel Mathale. Coming on the heels of the recent decision by national to place some Limpopo’s departments under administration, this reshuffle has to be Mathale’s last chance to demonstrate his seriousness about improving his government’s performance. We congratulate the new MECs and wish them well in their appointments. The Democratic Alliance will continue
We are always looking for answers, in our work life, our life with our family and friends; and more especially in our faith. Why, if God is a God of love does He allow things to happen to us? Why does not God intervene when we ask Him to? These questions will always plague us and many religious leaders may give us some of the answers as they have interpreted them. But the questions will still remain as the answers to our spiritual questions will always remain a mystery, until such time that we accept that God is in control of our lives and that it is only through Him that these answers will be made clear to us. Many men flocked to Polokwane to listen to Angus Buchan, these men are also searching for answers. Answers to questions they have in their spiritual life. It is my prayer that God will work through Angus just as He works through all his priests and deacons, who have accepted the challenge that He gave us. This challenge is to spread His love for us. A love that has no “ifs and buts”, a love that is so overwhelming that in Him and through Him and with Him we will be able to answer all our questions. But it takes faith, a belief in something we actually cannot see, but rest assured that once you have a personal relationship with God, a relationship in which you accept Him as your Father, not just as God, this faith will grow. I encourage you all to walk with Him by your side each and every day. Blessings
to engage with them constructively to make sure that service delivery is improved for the people of Limpopo. Notably, we welcome the appointment of Mr. Clifford Motsepe as the new MEC for Corporative Governance, Human Settlements and Traditional Affairs. Having being the HOD of this best performing department, he brings a lot of skills and his appointment will ensure continuity and stability within the department. Sadly, the very critical department for our learners; department of education continues under MEC Masemola. This is notwithstanding the fact that this department has been very badly managed under him, with the latest casualties being our learners not receiving their learning materials. We would have hoped that the Premier would have seized this opportunity and restored this department for the betterment of our education. Obviously on this case, political dynamics took precedence over the fact that our children deserve a chance in life through quality education. The sacking of both Mrs. Mashamba and Mr. Phagadi is most welcome. They have been lacklustre during their tenures as MECs for Sports, Arts and Culture and Safety, Security and Liaison respectively. On the other hand, the removal of Mrs. Dikeledi Magadzi is a concern for us, because we know her for her dedication and hard work. We hope that our people will continue to have the benefit of services in whatever new role she will be given. The elevation of the mayor of Vhembe, Ms. Florence Dzombere to the new role of MEC for Safety, Security and Liaison beggars belief. It is an indisputable fact that Vhembe’s management is way below acceptable standards. The question that remains to be answered is what leadership record is she supposedly bringing in this new role. Roads and Transport under Pinky Kekana has attracted very bad publicity for dubious tenders. This departments regressed instead of improving. We are not confident that Mr. Pitsi Moloto possesses the political gravitas to turn things around. We will however monitor his performance very closely. The Democratic Alliance reiterates its commitment to the citizens of Limpopo. Through our oversight role as opposition party, we will continue to hold this new cabinet to account in order to make sure that service delivery in improved.

Berserker goes on the rampage Tzaneen’s CBD turned into battlefield Retha Nel
retha@bulletin.us.com
The windscreens of sixteen cars were smashed by a beserker who went on the rampage in Tzaneen’s central business district on Monday. He hit almost every car’s windscreen at
the identical point (right front) and above are two of the cars damaged by the man. Rumors that the man used a panga and had threatened people were denied by the police.
Officials’ unorthodox demo cause eyebrows to raise When a wetland near Chief Mohlaba’s Kraal at Nkowankowa was chosen as the site of a World’s Wetland Day celebration, sponsored by the Municipalities of Mopani District and Greater Tzaneen, several people’s eyebrows raised. The programme included a tree planting ceremony and a site visit to demonstrate the removal of alien vegetation from the wetland. One of the trees selected for planting was a yellowwood (Podocarpus latifolius), which is SA’s national tree. However this raises the question as to whether this low-lying wetland is a suitable habitat. Mr Abel Nkuna, who runs an indigenous nursery close by (and who was not invited to attend) confirms that this tree grows naturally in mountainous areas and forests. “I have supplied shrubs and trees to all districts of Mopani, Venda, Sekhukhuni, Waterberg and even Mpumalanga. I would have been happy to provide suitable plants for
Chief Mohlaba’s wetland,” he said. Nkuna, whose nursery, Hasani, is named after his grandfather, has been in operation since 2002. He learnt about trees through attending field days with the Dendrological Society and has been given valuable information from local tree experts. The demonstration of alien removal by poison, during which guests were issued with gloves, masks and umbrellas, has also raised eyebrows. A local dendrologist has been removing alien plants with the absolute minimum use of poisonous chemicals for many years. His “skelm weed” mixture consists of 1% (when the normal dose is 3%)of Roundup herbicide, which contains the active ingredient glyphosate, and 1% fulvic acid mixed with water. The latter is an organic substance derived from the soil. He strongly advises against using poison in a wet-
GLM asks for patience Modjadjiskloof’s main street will take longer than expected to be fixed. Last year the department of roads and transport agreed to assist the Greater Letaba Municipality with fixing the road, but it is likely to be a long process. According to Ms Lovers Sibanda, the GLM’s communications officer, they have written a pro-
posal to Sanral to assist in fixing the road: Sanral to assist with 50% of the cost. She added that “the GLM is a small municipality and the road requires a huge amount of money, which we don’t have. We urge the community to be patient and we apologise for the long process”. Ntina Jenge (ntina@bulletin.us.com)
land environment. He suggested that the removal of alien plants by hand should be the first option, what with the high level of unemployment. He has invented a simple tool, known as a “tree popper” which works on a leverage principle and can remove smaller plants with a flick of the wrist and even trees when linked to a bakkie or tractor.
Pedestrians in Danie Joubert Street, Tzaneen, were shocked and in a way also fascinated when a man went on a rampage and smashed the windscreens of several parked cars. Steven Thomas Mathebula (24) from Mawa, a rural settlement in the Modjadiskloof area, went on the rampage on Monday. According to a Tzaneen Police spokesman, Lt Col Simon Shikwambana, Mathebula went to BB Motors, broke off a windscreen wiper and smashed it into the windscreens of three new cars in the showroom.
He then went to a nearby rooftop parking area and smashed another four cars’ windscreens before heading for Danie Joubert Street. Once in the town’s main street he headed for cars parked in the area of the Tzaneng Mall and smashed a further nine cars’ windscreens before being apprehended by the police. He appeared in court on Wednesday and was charged with fourteen counts of malicious damage to property. The case was postponed to 16 April pending a psychiatric evaluation of the accused. Mathebula will remain in police custody until his next appearance.

Wimpy Tzaneng Mall, Eiland Spa, Park Slaghuis, Digicap, Van

For all of those who feel jittery with just the thought of needles or blood, here are a few handy tips: you need to have an iron level of more than 12,5, so make sure that you’ve eaten prior to donating blood. A sandwich with Marmite or Bovril is ideal. In the photo Natasha Rossouw, a Gr 12 pupil, advised fellow pupils not to look. “If blood scares you, just stare the other way, its as simple as that,” she said. Information submitted by Fiela Nel.
Khutso Klets 13:25. Geen take, toetse of aaklige eksamens nie.
Koshuiskos. Snoepiekos. Doughnats-op-’n-Vrydag-genot. William Shakespeare en Antjie Krog. Ja. Skool is wonderlik.

This week’s fitness tip by Ettienne van Wyngaardt
(Fitness specialist) There’s a saying that goes “Nothing can stop the man with the right mental attitude from achieving his goal; nothing on earth can help the man with the wrong mental attitude”. It is so important to have a positive attitude in life. Live life and love life to your fullest, because you only got one life.

Top schools clash in PUK series Jean Aucamp
jean@bulletin.us.com
The wintersport season kicked off in all fury on Saturday, as Tzaneen’s top notch schools took to the field in the first round of the PUK Series. Merensky faced a strong Lichtenburg and were victorious in four encounters on the netball court. The u.15A’s, u.17A’s and u.17B’s as well as the first team won their matches, while the u.16A’s drew their match. On the hockey field the u.15’s played a focus driven match, losing narrowly, while the first team played to a 2-2 draw. Although the Plasies were on the losing end of the stick, each team played well and also hailed their star players of the day. Michelle Stevens was the best player of the u.14A’s, while Carlize Katzke and Loumé van Zyl performed well for the u.15A’s and u.15B’s. Demi-Lee Mostert was the u.16A team’s best player, while Hettie Venter caught the eye in the second team. Amor Bronkhorst was the first team’s player of the day. In the rugby the results proved to be a pleasant surprise to coaches and parents alike. The Plasies performed much better than in 2011
