Exposed!

The irregular and fraudulent awarding of tenders and contracts in Limpopo is now starting to bite — and it is getting closer to home for certain people in Limpopo’s lowveld. The departments of education and health have thus far been responsible for most of the news regarding deeply rooted corruption. One of the disturbing discoveries made by us confirms how hospitals in the province have been used to feed friends and relatives with lucrative contracts, or to enrich people in key positions. We first discovered this at Phalaborwa’s state hospital in June last year, where we were shown a stack of groceries bought at highly inflated prices. The Sunday Independent newspaper on Sunday published details showing that Nandis Food Suppliers JV Rufaro Trading Enterprise, was awarded a contract to supply cooking oil to all hospitals in the province for five years. It is, however, especially the education department — accounting for nearly half of Limpopo’s R2 billion cash-flow crisis — that have been abused to enrich people. It is claimed that the department awarded R1,2 billion school infrastructure contracts irregularly and fraudulently. The bulk of the tenders were awarded to associates of Premier Cassel Mathale and ANCYL leader Julius Malema, including Rivoni Properties owner Thulani Nkuna. Nkuna, a businessman based in Tzaneen, was among a Limpopo government delegation, led by Mathale, that visited Italy on a trade and investment mission last year. Education MEC Dickson Masemola, who is also the provincial ANC deputy chairman, is a close ally of both Mathale and Malema. It is said that Masemola was the master mind behind the scheme to reward certain contractors by giving them lucra-

How fraudulent tenders milked Limpopo tive contracts in exchange for donating piles of cash towards the construction of the Limpopo ANC’s luxury headquarters, the R40 million Frans Mohlala House. The education department’s former general manager for school infrastructure, Tumisho Makofane, resigned last month amid allegations that he played a central role in manipulating contracts for the benefit of businessmen linked to Mathale and Malema. Makofane has (obviously) denied all the allegations as well as news that he was joining Aurecon, one of the companies which benefited from the multi-million rand contracts awarded under his watch. The department accumulated unauthorised expenditure of R2,2 billion, accruals amounting to R190 million and is expected to overspend by R293 million. Apart from having

200 ghost teachers and 2 400 excess teachers on its payroll, it could not pay staff and for security company services. Hope Mokgatlhe, spokesman for the department of basic education, could neither deny nor confirm that R1,2 billion tenders were awarded irregularly and that the Limpopo education department had a budget deficit of R900 million. In the meantime the Hawks, Sars and Public Protector Thuli Madonsela are probing scores of alleged tender irregularities, including fraud and corruption, and the investigation touches Malema and a network of his key allies, who include Mathale. They are accused of widespread looting of multimillion rand contracts to bankroll their lavish lifestyles and buy political patronage. The investigators are combing provincial departments for any documents that could lead them to the doors of businessmen, civil servants and politicians who have looted Limpopo. Sello Lediga and Gerda Hawker, who were sub-contracted by Rivoni to supply 950 desks to a school he built outside Polokwane, said they had been told they would not get their R500 000 payment because Nkuna’s tender was irregular. They said Nkuna himself said he could not pay them as the education department did not pay him because of the intervention. Lediga added that Nkuna refused to heed Gordhan’s call for businessmen to submit valid supporting documents in order to get paid. The level of supply chain malpractice in Limpopo is further highlighted by revelations that the provincial health department allocated hospital food and perishable goods tenders to handpicked companies at either inflated prices or below market fees. Some hospitals are now running short of food partly because contractors without valid contracts have withheld their service in the face of finance minister Pravin Gordhan’s refusal to pay unless valid contracts were produced. Insiders said the contracts had been manipulated by officials. In some instances, contractors were told to under-quote to ensure they got the contracts. To make up for the losses, they would be allowed to supply fewer goods and bill the department more money.

Brazen Armed Robbery

Three heavily armed men in a silver BMW with Northwest registration held up security guards from Coin at about 11:30 yesterday (Thursday) morning at FNB’s main branch in Agatha Street, Tzaneen, and got away with an undisclosed amount of cash. Mr Dave Protter said at the scene “it was a very professional job”. They raced away, nearly running over pedestrians and the car was found on the corner of Harry Dilly and Loop Street (photo right) minutes later — confirming that they had a second car in which they got away. Below are photos taken in the street shortly after the robbery. Police are investigating.

The ATKV Eiland made a donation for the residents of God’s Haven in Tzaneen. At the back are Mr Ryno Wepener (ATKV marketer), Mss Malinda Steenkamp (ATKV marketing assistant), Elsa Schoeman and Loureen Naudé (God’s Haven matron). In front are Mss Hantie van Niekerk and Nataline de Vries, residents of Gods Haven.

Regtig!

Loans worry Cllr Rene Pohl, Box 482, Modjadjiksloof, writes: The Greater Tzaneen Municipality received a qualified report for the year 30 June 2011. The DA is mostly concerned about the long-term external loans made by the municipality. It will only be fully paid by 2025! The Auditor General also raised concern about ensuring that there is properly budgeted and accounted for the interest on the long-term loan. The R756 000 paid for the mayoral car is part of the long-term loan. On several occasions the DA clearly opposed to the amount of R756 000 allowed for the mayoral car, and indicated that R450 000 would be sufficient. Long term financing must be used for infrastructure and projects that will increase in value and benefit communities, definitely not to benefit the presence of the mayor!

Greetings in the name of Christ. As I was sitting contemplating my navel, as some Buddhists do, I got to thinking “Why have we become such a confused and untrusting nation, why have things become so mixed up?” Praying about the situation in our land seems to some that it is of no use. So what do we do now, just sit back and accept that we as mere humans are powerless to do anything? Maybe this is just what God wants of us: to realise that without His help we cannot do it alone. So where did we go wrong? After all we have being praying and asking for His help and it seems to us to be of no help. Then it came to me: perhaps we are not listening to God. We are just asking all the time, not giving God the chance to answer us. Talk, talk, talk, never ceasing, never a quiet moment. I think that often God says: “Oh, please give me chance to answer you. Just be quiet for a while and let me speak.” Yes this is what we often do. It is time for us to take a moment or two and listen. In the quietness we can often hear Him saying: “Are you obeying my Commandments? Are you really loving one another? Or are you just paying lip service to these commands?” I know that I am often guilty of just this, how about you? Blessings

Soos ek gesê het, dit net so terloops. Vandag wil ek graag vir u iets uit my kinderdae vertel. My ouers was groot koffie- en teedrinkers.

U sal waarskynlik eers moet bepaal of daar hoegenaamd ‘n plan is! Francois Aucamp

Under NO circumstances should you leave your child or pet in the car! After a statement by ER24 warning the public about serious medical risks when leaving their children in cars while parents go shopping, TV journalist Serusha Govender decided to take it a step further. She asked ER24 to park a car in the sun and monitor the rise in temperatures inside the vehicle compared to outside. The results showed clearly that a child or an adult exposed to the extreme heat could suffer a serious medical condition. Shortly after 10:00 on 11 February ER24 parked two vehicles in the parking lot of a shopping centre in Rosebank. With one vehicle being

a control vehicle, the temperatures were monitored inside and outside. Initial readings indicated that outside temperature was 29 degrees Celsius and inside of the vehicle was a cool 19.4 degrees Celsius. A test vehicle was left for thirty minutes and readings indicated that the outside temperature was 29,2 degrees Celsius and inside the vehicle quickly reached 36,1 degrees Celsius. After just one hour temperatures soared to a staggering 43,2 degrees Celsius. During a brief discussion Serusha decided to climb into the vehicle and feel the heat. At 12:00 the temperature was 31,3 degrees Celsius outside and 57,3 degrees Celsius inside. After fifteen minutes ER24 paramedics advised Serusha to climb out of the vehicle as temperatures continued to rise inside. Serusha, a young and healthy adult, explained to paramedics that she started to feel a bit dizzy and her hands started to shake, not to mention the severe sweating. At 13:20 temperatures reached over 63 degrees Celsius in the vehicle! The experiment proved just

how dangerous it could be if you leave your child or pet in a vehicle while you go shopping. Children will suffer more than adults. The reason for this is that their body surface is different to those of adults and their auto-regulation is not as effective as a healthy adult. Excessive exposure to heat may result in children suffering seizures or brain damage. If this condition is not corrected immediately the child can go into heat stroke or heat exhaustion and may result in death. A motor vehicle is a metal box that can act as an oven when parked in direct sunlight or high temperatures. Extreme temperature can change a child’s life in a matter of minutes. ER24 Paramedics advise on the following: • Under no circumstances should you leave your child (or pet) in a vehicle, even if a window is left open and you know you will only be away for a few minutes. • Always make sure that your children have left the car with you when you arrive at your destination to avoid accidently locking

them inside of the vehicle. • If you notice a child in a vehicle, immediately try to locate the parents or owner of the vehicle and contact the Police (10111) or Emergency Medical Services (084124). Taking immediate action could save the life of the child. • Children that were successfully removed from a vehicle after being left unattended in the heat should undergo a medical examination in order to determine if they have any signs or symptoms of heat exhaustion or stroke. ‘Economic instability’ behind SA’s mental health crisis A survey to gauge SA’s collective mental state has found economic instability to be the leading cause behind the increase in anxiety and depression in the country. The study polled nineteen psychiatrists across SA for their opinion — and 95% of those surveyed revealed that the current economic environment is creating extreme anxiety and depression syndromes among more people than ever before, due to perceptions of threats to their survival. “People are living in chronic fear of lay-offs and/or lifelong unemployment. Current figures from the South African Depression and Anxiety Group (SADAG) show that one in five South Africans suffer from anxiety and depression, which is set to rise as the economic situation worsens. “If not properly addressed, chronic stress and other mental health problems jeopardise the health and wellbeing of South Africans.

Legends and Folklore conserved in a special way Early legends and folklore of the Tsonga, Lobedu and Pedi people are being recorded, dramatized, set to music and performed by schools and youth clubs in the Mopani district of Limpopo. This is part of a programme funded by the National Lotteries Development Trust Fund and managed by the Village Tourism Trust. Leader of the “Almost Forgotten Legends” programme is tourism consultant and researcher Mike Gardner. His team of colleagues includes Harold Kolkman, a Dutch social anthropologist who has wide experience in design, sound and music, and Maureen Lahoud, who is responsible for the choreography, dance, singing and drumming as well as the design and manufacture of the costumes. One of the talented young performers, especially in the audio productions, is Modjadji Hutama who assists as a dialogue coach. Gardner said, “we have gathered some wonderful stories from the elders and school children in the rural areas and incorporated them into plays and story-telling events. “Some will also be recorded on CD and DVD and a booklet containing a selection of the plays will be published early in 2012. We have also collected over sixty poems written by four young people in the Ga-Kgapane area and these will also be published shortly.” The Village Tourism Trust in association with Bjatladi Youth Centre, based in Haenertsburg, is harnessing various graphic techniques such as puppets, silhouettes and

masks to enhance the performances. As a further spin-off from these legends, a talented artist has created impressions of the main characters, and women at rural craft centres are embroidering these onto table napkins, pillowcases and other fabrics. This has added a new visual dimension to the stories. “School children have a natural talent for performing these plays which are being received with enthusiasm at villages in various parts of Limpopo,” Mike Gardner said. The Greater Tzaneen Municipal Manager, Ms Connie Mametja attended a recent performance of the play “The Love Child” near Hoedspruit and expressed the hope that this production could be brought to Tzaneen. Of major importance is the fact that these legends are being conserved as part of the cultural heritage of local people and they present a wide range of educational, heritage awareness and commercial opportunities – quite apart from the huge ‘fun’ factor that they offer to youngsters.

Kabeldiewe gaan ongestoord voort

• Life sentence for rape of young girl

Rapist used sweets to lure girl Orlando Chauke

news@bulletin.us.com

The remains of what was Francis Mahere’s home and belongings after a mob destroyed everything. They ransacked the house shortly after his arrest in connection with the rape of a young girl.

A 52-year-old man of Shivulani village at Giyani, Francis Mahere, was sentenced to life imprisonment by the Giyani Regional court, after he was found guilty of rape of an 11 year-old girl. According to w/o Thomas Makhubele of the Giyani Police, Mahere lured the girl with sweets and cooldrinks from his shop in the village, and raped her on several occasions before the girl broke the silence and informed her mother. As he sat in the court for sentencing the community took steps to show the world that they rejected him. His

house and the tuck shop were looted by an angry mob. His wife and four kids who fled the village after they had been tipped that a mob was coming after them, according to the neighbours. Victim empowerment organisations and the police welcomed the judgment and said it would show would-be rapists that they should not expect mercy if caught out. “This will ensure that people would think twice about committing rape,” commented Makhubele, adding that the sentence encouraged the SAPS and shows that their hard work was not in vain. According to him there were twelve similar cases of rape since January and all of them were handed life sentences. “These cases were reported in the Giyani cluster, comprised of four police stations,” he said.

GGM denies plans to chase hawkers Orlando Chauke

news@bulletin.us.com

Greater Giyani municipal manager Gezani Masingi says the statements made by representatives of the small business people in Giyani that the municipality intends to trim down the number of hawkers in Giyani are “false and with hidden agendas.” The small business people comprising of mostly hawkers, held a meeting to discuss a new proposal by the GGM to register all hawkers to be able to monitor their activities. During the meeting representatives of the small business people told the vendors that

the GGM intends to “trim the number of hawkers to 850 people” and that the registration was a ploy to regulate the number of hawkers. “The registration would mean that if people fail to meet certain requirements they would be stopped to trade here,” said Mr Jackson Mdaka, the chairman of the small business people. Masingi said the GGM needs to maintain order in town, since some hawkers trade in

the restricted areas. “We’re building a modern public transportation facility and we would need to know how many hawkers we have, so we could allocate stands in an orderly manner once we’re done,” he said.

Top 10 tour was unforgettable

Magnificent! Inspirational! Relaxing! Awesome! Enough to inspire each one of us to study as hard as ever to ensure that we can partake in this fun event again! So said Yaseera Gani after the Top 10 tour. “Although some of our fellow pupils thought that this year’s Plasie Top 10 tour was bound to be mediocre and plainly said, ‘boring’ — they couldn’t have been more wrong. The salty humidity from the coast might not have been on the cards for the academically talented here at Plasieland, but the valley of the waves was thoroughly enjoyed by each and every one. The first highlight on the jam-packed tour was Sun City.

Die jaarlikse groentjiekonsert met “Meet the Vorsters” as tema, is onlangs gehou.

Unity Primary School in Tzaneen celebrated Valentine’s Day by decorating the school’s reception area and personnel room. The scholars were also encouraged to dress up in red. In front are Penny Sethola, Andile Mhlongo, Musibudi Ramokgalo en Vukosi Gabadi. Standing are Shaun Motseo and Nthando Baloyi. Mr Lucas Ludick of Stanford Lake College has been promoted to a cluster head at the school.

Three race victories out of four on the day ensured that Micheal moved from a one point deficit in the championship to winning the season by 21 points. Johan’s race day was not an easy one and with persistent technical problems made the final round of the championship extremely tough. Johan led the championship fight by one point heading into the last event of the season but was unable to produce a podium

finish in the four races. Tschops Sipuka declared his car “the best it has been all year” at the final round and he produced a second fourth place result as proof of this. While not in the fight for the championship, he put on a spirited driving display. The final points standing in the manufacturer and driver categories are Volkswagen on 1137 points, Audi 1091 on points, Ford 907 on points and Subaru on 654 points. The drivers points rankings are Michael Stephen on 236 points (Audi), Johan Fourie on 215 points (Audi), Hennie Groenewald on 189 points (Subaru), Melvill Priest on 173 points (BMW), Anthony Taylor on 164 points (BMW), Tschops Sipuka on 139 points (Audi) and Richard Pinnard on 114 points (Subaru). With the success achieved at the end of the season we look forward to an exciting 2012.

Many left homeless after storm hits Giyani Orlando Chauke

news@bulletin.us.com

Many people in Giyani were left homeless after a storm and heavy rains blew off roofs of houses and ripped out trees in several surrounding villages over the weekend. On Monday a team from the local municipality together with a team from Mopani district went from village to village, assessing the damage and making recommendations for either food parcels or tents where necessary. The most severely hit village was Mbhedle, where many houses had their roofs blown off by the storm. As one enters the village, several houses are seen abandoned, apparently because their occupants seeked refuge elsewhere. One of the victims who did not abandon his home, is Mr Andrew Mhelembe, a father of two kids. Mhelembe shares the one room house with his wife and two kids. “The four of us live in this one room house – we cook, sleep and bath in it,” he said. Meanwhile Mopani district mayor, Mr Joshua Matlou, briefed the media on Monday, saying that the amount needed to rehabili-

tate, reconstruct and upgrade infrastructure in the Maruleng Municipal alone is R259 million. The media briefing was held in Maruleng municipal offices in Hoedspruit. According to Matlou the figure has been presented to both national and provincial government for the release of the funds as per the Disaster Management Act. On the water shortages in Hoedspruit which is said to be due to the destruction of water infrastructure in that area, Matlou said the district would, with immediate effect, construct a temporary water scheme which would in the meantime supply water to the Hoedspruit community. “The long term solution is to draw water from the Blyde River. But that project has since failed to get off the ground due to the unavailability of land to build a water treatment plant,” explained Matlou. He appealed to local farmers and businesses to make land available to the municipality so that they could construct a water treatment plant and a sewage plant in the area. “We’ve been budgeting for this project over a number of years, but the money rolls back to the coffers all the time, because we can’t find land to implement the projects,” he said.

Hot Spurs lose their cool against Modimolle Aces Giyani Hot Spurs moved down a notch on the Vodacom League’s log after a 3-1 defeat against Modimolle Aces over the weekend. The defeat comes at a time when Hot Spurs supporters were becoming excited over the prospects of their team being promoted to the National First Division. A win over Modimolle Aces was just what they needed to reach their goal. However, they missed plenty of chances,

lacking good strikers at the front. Coach Neil Twala was visibly unhappy after the game. Things started falling apart for Hot Spurs minutes into the second half after Modimolle Aces’ striker Matsha Lebogo dribbled pass the defence and shot into the net. This made Hot Spurs lose focus. Meanwhile Modimole Aces capitalised on the situation to score two more goals within a short period of time, leaving Hot Spurs in a more confused state. However, Hot Spurs scored a consolation goal through Lesley Malungani, but it was too late to repair the damage.

jean@bulletin.us.com
