Musician’s sudden death a huge shock
Susan Ettmayr The Haenertsburg community was deeply shocked on Wednesday by the sudden death of violinist Vicus Pretorius (60) and the news of his death was met with disbelief by many. Pretorius was only one of six acknowledged double bass players in the world. He died suddenly at the Van Velden Hospital in Tzaneen. A memorial at Stanford Lake College is planned for next Thursday. Contact the school for further information and confirmation. Pretorius came to our area about two years ago and soon became known for his talent and love for music. He played at numerous occasions at various venues with some of our best local artists, like pianist Elizabeth Hollestein. Pretorius teached music at Stanford Lake College.

R71 to be rebuilt — at last The SA National Roads Agency has appointed civil and structural engineers for the design and monitoring of the reconstruction of sections and resurfacing of the R71 between Polokwane and Gravelotte (137 kilometer) — at a cost of approximately R500 million. The R71 is one of the major routes in Limpopo and serves as a link between Polokwane and the Lowveld towns of Tzaneen and Phalaborwa. With its high tourist potential due to the pristine nature of the area and direct access to the KNP, the construction team will endeavour to minimise the traffic congestions on this road to their best ability. The first section between Polokwane and Boyne is anticipated to start this month and be completed in April 2012. On this section, repairs and resurfacing will be executed mainly during traffic times by closing off one lane for a maximum length of 4 km. Two sections per

Be prepared for winter Vanessa Jackson, ER24 Winter is fast approaching. The mornings and evenings are getting slightly chilly and those long sleeves are being pulled out from the back of the cupboard. We need to start preparing our families for those inevitable episodes of colds and flu, and make sure we are prepared for those really chilly days. But we know what to do, right? We keep ourselves warm, go for our flu shots and take the right medication when we are sick. Where could a medical emergency come into play? It’s winter, we know what to do, and it comes every year! In reality, there are a number of medical emergencies that paramedics attend to that occur in winter. One of the most important aspects in creating awareness is about household heaters. Heaters, when used properly pose no danger to you or your family. Last year there were a number of instances where gas heaters caught alight after they were not serviced or used in the correct manner. As with any appliance, the correct safety aspects are to be followed at all times. The instructions are clearly marked on your heating appliance and there are a number of approved dealerships across the country that would ensure the correct working order of the appliance. Make sure you check the heater and its gas supply before the first use! What do we know about the regulation of heat in our children and our older generations? In both the young and old, heat regulation is either not yet fully developed, or has deteriorated due to age. What this means is that the young and old would suffer more in changing weather situations. Not only are they more prone to dis-
ease, their bodies don’t react in time to the change, and this makes them vulnerable to episodes of hypothermia. In essence, their bodies catch up to the change too late and they may need immediate medical care to assist in continuing vital body functions. When a person suffers a hypothermic episode their reactions become sluggish as the proper functioning of the body starts to become slower. This is one of the first visible signs. They may appear intoxicated, or sleepy, but rather rule out hypothermia before you ignore this very important sign. If a person’s behaviour has changed drastically for any unexplained reason, make sure you know your local emergency service’s number and contact them for advice. Look out for your family and friends this winter. Remind them about the dangers of hypothermia and encourage them to have their household heaters serviced.
Tzaneen welcomes a new wildlife painter The right balance is what makes selling a painting easy Beaunice Machitela A fine new artist and experienced art director and his wife have settled in Tzaneen and “it is permanent”. Mr Michael Coles is a former art director from Johannesburg, but he has also worked in Europe, Australia and the United States. In his work he stood out as a cartoonist and story board artist, but he is now spending most of his time as a wildlife painting artist. His painting career started off as a hobby — painting figures and this was highly influenced by his work with illustrations in advertising. The big transition for Coles came when he started wildlife painting and to further his devotion
to this form of art he and his wife Nicky (Hunter) have permanently relocated to Tzaneen. Coles views moving to Tzaneen a unique opportunity that will benefit him as a wildlife painter — with the Phalaborwa gate to the Kruger National Park being only an hour away. Coles said “there’s no place like Africa and our local market for wildlife paintings is huge”. He said getting the right balance between a good quality painting and the right price was the key in selling paintings. An average painting takes Coles two to three weeks and some up to eighteen months. He plans to establish a commercial studio and he is looking foward to working with local businesses.

Inteendeel.

Vanjaar was sover ‘n groot reënjaar.
Hoekom het dié kombuisbediende so bekend geword? Psalm 16 vers 8: Ek het die Here altyd by my: omdat Hy by my is, sal ek nie struikel nie. Mooi naweek!
Wie is wie? Nou hoe nou?

New Municipal Manager spells out the rules in her first media interview
‘Start with the broken windows’ In December 2009 the cabinet adopted a comprehensive Local Government Turnaround Strategy (LGTAS), to address challenges faced by municipalities. Greater Tzaneen Municipality also developed its own Municipal Turnaround strategy (MTAS) to address various challenges which hampers effective service delivery. But deeds are needed and these strategies need to be properly implemented. In her first media interview as Municipal Manager (she was only acting as MM untill 30 April) Ms Conny Mametja spoke to Bulletin’s Francois Aucamp on Tuesday. He asked her about her vision for the GTM, with special reference to the above mentioned strategies, and how she planned to steer the GTM. Confidence of the people must be restored She responded by saying “the GTM’s turnaround strategy‘s objective is restore the confidence of the majority of our people, to rebuild and improve the basic requirements for a functional, responsive, accountable, effective and efficient municipality. “What needs to happen is that we should address the immediate financial and administrative problems to enable us to improve and accelerate service delivery. “The focus for our turnaround strategy should be outcome based driven. That is: doing things differently, working harder, faster and smarter for efficiency and effectiveness in the delivery of services. A stronger intergovernmental management is key to the delivery of services in an integrated manner. Marching orders for Mayors “All national and provincial projects affecting our area must be included in the municipal IDP. We cannot afford to have RDP houses standing for many years without services simply because one department was not involved in the initial planning of the houses. Parachuting of projects in municipalities by sectoral departments should be discouraged. “On 30 September 2010, the MEC responsible for Local Government and all Mayors signed the Delivery Agreement for OUTCOME 9, which speaks of a “responsive, accountable, effective and efficient Local Government. The seven outputs of Outcome 9, which must be considered to be “Marching orders” for the Mayors, and these to be implemented by the administrators, are as follows: Output 1: Implement a differentiated approach to municipal financing, planning and support Output 2: Improving access to basic services Output 3: Implementation on CWP Output 4: Actions supportive of human settlement outcome
Output 5: Deepen democracy through defined ward committee model Output 6: Administrative and financial capability Output 7: Single window of co-ordination for the support, monitoring and intervention in municipalities Big task ahead of us “What this basically means is that we have a big task ahead of us. Of great importance is that we set in motion a process to improve ward committee functionality by ensuring that ward committee members are more active and able to effectively support their elected ward councillors to serve the community. Administrators need to provide the necessary support to ward committees,” she said. Mametja also holds strong views regarding a professional approach to running the GTM and she feels strongly about detail. She continued to say “the level of professionalism should be increased to restore the confidence of our communities in us. Broken window philosophy “We should adopt the ‘broken window philosophy’ of Rudy Guiliani, the former Mayor of New York, who claimed that if broken windows remain unfixed for a period of time the tendency is for vandals to break a few more windows and eventually break into unoccupied buildings and turn them into places of crime. “So, his strategy to fight crime and restore his city to its normal state was to start by fixing the broken windows first. Basically it means if you don’t do little things for an extended period of time, it becomes embedded in the way you do things and eventually becomes a habit”. “Let’s take the analogy of the ‘broken window philosophy’ and apply it to our environment and start by attending to the little things first. When we do this, we will create an opportunity for each one of us to find space within a positive culture of work ethic, commitment to service to our communities, and professionalism. Not business as usual “Now, let us roll up our sleeves and get our hands dirty. We have spent a lot of time developing our turnaround strategy. So there is no way it can be business as usual. Something must be turned around. “Leo Buscaglia said: Change. It has the power to uplift, to heal, to stimulate, surprise, open new doors, bring fresh experience and create excitement in life.” Mametja concluded the interview by stating that a team effort is needed to make the GTM fulfill its obligations towards the total community. She also feels strongly about good cooperation between the officials of the GTM and the communities within its jurisdiction.
The GTM’s Manager, Ms Conny Mametja, has not wasted time in re-arranging the Municipal Manager’s office. For the first time in a very long time it is neat “It is indeed so that together we can do and organised, confirming that she is more to turn Greater Tzaneen Municipality serious about running an effective organisation in a disciplined environment. into a success story,” she said.

GTM BUDGET

Admin stronger In an attempt to make the GTM’s administrative component stronger an amount of R100 000 will be provided for an IDP/Budget and PMS strategic planning workshop. A further R250 0000 will go towards the review and implementation of the delegation of authorities. A director in the mayor’s office is also to be appointed, as well as a strategic support manager and a risk officer in the municipal manager’s office. Whilst 61 students benefited from the mayoral bursary scheme in the past year, the aim is to increase this number to eighty in the new financial year. These students will be motivated to study in the fields of agricultural science, electrical and civil engineering, land and town planning and also finance.
This is how much more you will pay Property rates — 6% more Electricity — 20,38% more Water — 6% more Sanitation — 6% more Solid waste — 6% more
Four enduring principles guided the Greater Tzaneen Municipality in presenting and accepting a record budget of R753 million — an increase of R111 million over the past financial year — said retiring mayor O J Mushwana during his last budget speech on Thursday last week. The four principles are protecting the poor, sustaining employment growth and expanding empowerment opportunities, building economic capacity and promoting investment and lastly addressing the barriers to competitiveness that limit an equitable sharing of opportunities. Mr O J Mushwana, the GTM’s Mushwana warned that despite economists executive mayor, who has an- predicting an upward trend in the economy, nounced his retirement after fif- spending plans will have to be managed to teen years at the helm. ensure long-term sustainability. The increase is mainly due to the increase in service charges, external grants from the The reports on the central government and income from agenbudget compiled by cy fees. The revenue budget includes an amount of R176 million which represents the Francois Aucamp equitable share allocation to the GTM.
DA unhappy with budget
And this is how expenditure will increase Staff costs — 22,9% Repairs & maintenance —16,3% Bulk purchases — 27,7% General Expenses — 10,5%
And who owes what? The GTM’s big debtors are government departments. In March 2006 the monthly outstanding debt of the GTM was R103 million. This year in March the amount was R223 million, in spite of the GTM writing off millions in unrecoverable debt each year. Mr Graham McComb (DA) pointed this out and expressed concern that LimDev, the department of education, the department of public works and others “just do not pay for the services provided by the GTM and always have excuses as to why they did not pay”. He also lashed out at the Mopani District Municipality (MDM) for not doing anything to solve the matter regarding the GTM’s financial relationship with the current water authority and the MDM. “The MDM’s mayor should be told about this and we need the political will to fix this up,” McComb said. He stated that the political
An amount of R45 million will be levied by way of property tax and R366 million will be sourced from user charges. Borrowed funds are limited to R50 million and will only be used to finance capital expenditure as determined in the Municipal Finance Management Act, he said. The R753 million that has been made available in the operational budget for expenditure is largely due to the significant increase in repairs and maintenance, contracted services, depreciation and Eskom’s tariff for bulk electricity purchases. The amount includes R143 million for salaries, R123 million for repairs and maintenance and R209 million for the purchase of bulk electricity and water. An amount of R118 million has been allocated for capital expenditure. R44 million from a special allocation and R39 million from own sources and loans will be spent on roads and R26 million will be spent on electricity projects. * Mushwana served as executive mayor of the GTM for the last fifteen years.
power in the GTM has shifted to the ANC Youth League in conjunction with Cosatu via the Samwu. He reckons the clearing of vegetation underneath the GTM’s electrical power lines that has been outsourced but will be brought in-house, will cost the GTM more and he reckons it is a mistake. “It is clearly a case of jobs for pals and there is no concern for the economics. In addition, appointments of middle management officials have been made to seriously politicise the operation of the council and we fear that in future the senior officials will not be able to control this tiger,” McComb said. He paid homage to the retiring mayor, Mr O J Mushwana, and complimented him for the manner in which he lead the council. He added that he was pleased to see that substantial increases have been allowed for the maintenance of roads and other infrastructure.
The fundamentals of the new financial year‘s GTM budget are not sustainable. So said Mr Graham McComb, the DA’s caucus leader in the council and also a member of the exco. McComb pointed out that “the service charges have gone up by 6%, which was the upper limit of the guidelines recommended by the Treasury”. He stated that the consumer price index (CPI) average for last year was 4,3% and so far this year it has averaged at less than 4%. “It is not sustainable to have increases that continuously are
above the CPI index. There is a limit to what people are capable of paying and we think we might have reached the tipping point where the average person can no longer afford these increases that are above inflation,” he said. McComb also pointed out that “we councillors blithely gave ourselves a 7,5% salary increase at the end of last year when the CPI was 4,3%” and then warned that “we have to get out of this syndrome that we can always give ourselves the maximum allowable increase not taking into account... the hard pressed rate
payers who pay our salaries.” He expressed concern that farmers are being overlooked. Not only will they be paying 20,4% more for electricity, but they will also no longer enjoy any rebate on rates. In addition the farmers within the boundaries of the GTM will have to contend with a correction from last year. “What do they pay rates for? Their roads are not even being attended to. They may also have reached the tipping point when they may elect to stop paying rates,” McComb warned.
Other expenditure An amount of R1,5 million will be spent on water and sewer connections in Lenyenye and Nkowankowa. A further R400 000 will be used for the preparation of the water laboratory accreditation. R9 million will be set aside for further electrification of Mokgolobotho and Dan and
R155 000 has been earmarked for street lighting of strategic bus and taxi stops. Several roads in the rural areas will be built or upgraded and four new bridges are part of the roads programme. R2 million is to be spent on speed breakers (bumps) in various villages, where traffic flow is high and dangerous.
Who pays for what? Money for IT The GTM will spend R5 million plus R9 million coming from two agencies as a grant/donation to establish rural broadband connectivity in a pilot project. This will, according to mayor Mushwana, make the GTM a model for the provincial ICT hub. R500 000 has also been set aside to support library infrastructures to be developed in two villages: Shiluvana and Mulati.
A mere 12% of the people living within the boundaries of the GTM contribute to 95% of the GTM’s income, and this is not sustainable, said Mr Graham McComb in reply to the mayor’s budget speech. “There is a perception that if you live in the rural areas, then you are automatically poor. This is a generality and in the most cases it is true. How-
ever, there are many persons who choose to live there and are by most measurable means wealthy. “A system must be found whereby these persons are brought into the tax base of the GTM and made to pay for maintenance, services and infrastructure improvement. We must just find the political will to do this,” he said

This week’s fitness tip Ettienne van Wyngaardt (Fitness specialist)
Most people never continue with sport after school, and if you look at them a few years down the line you would never say that they played first team rugby or cricket. A child should try as many sport activities as possible up to the age of 14 years, to see what sport he/she likes and then start specializing in that certain sport. Rugby, cricket, and hockey isn’t the only sport, there are
many other sports like cycling, triathlon, canoeing, golf and tennis. The list goes on. Whatever sport you choose, make it your profession. If you can’t afford a personal coach, go onto the internet and get yourself an online coach or program. So by the time you leave school you are already one step ahead of the rest. Who knows, you might be the next Tiger Woods or Lance Armstrong.

Tzaneen Rally packed with action The Bathroom Bizarre Rally is going to kick up the dust and mud again in the close surroundings of Tzaneen tomorrow. It starts at Tzaneen Country Lodge at 10:00 and it promises plenty of action for rally fans. The first Special Stage starts near the Sapekoe tea plantations and ends near Politsi, part of it using a road last used four years ago. The spectator point gives good views of the cars as they come up along two fast kinks before the finish. This is in a cleared plantation and there are no trees to obstruct the view. The first car starts this stage at 10:40 and is repeated at 13:40. The second stage starts near Modjadjiskloof and finishes at Westfalia. The spectator point is just past the bridge over the railway line on the Tzaneen to Modjadjiskloof road. The first car is due at 11:10 and is repeated again at 14:00. The third Stage is along the Politsi-Modjadji road below the bridge over the Selokwe River, where the cars go under the bridge. There are good view points from a cleared plantation as the cars go along a fast straight before
The two Tzaneen archrivals, Erik de Jager (above) and Eddie Simpson (right), will slog it out once again on home soil.
going under the bridge. The first car is due at 12:00 and repeated at 15:00. Most of the excitement is expected to come from the S2000 Peugeot of Hein Lategan and Johan van der Merwe. They are expected to win by a good margin. Three Tzaneen crews have entered, Pieter Pilusa and Tommy Coetzee in their Nissan, Erik de Jager and Pieter Gouws in their Golf

Lannie Motors gee Letaba ’n vars, nuwe voorkoms
