The first massive pole for Tzaneen’s new 66 Kv overhead line was planted on Friday. Mr Mohale of Mohale Electrical Contractors and Mr Piere van den Heever, the TM’s chief electrical engineer, were there to watch the operation. The contract value for the overhead line is R13,5 million, and it is a dual circuit 66 Kv line that starts at the existing Tzaneen substation in the old industrial area and ends at the new western substation being constructed behind Unicorn School — a distance of 4,5 km. The western sub will initially have 2x20 Mva transformers which should be sufficient to address the immediate demand for electrical capacity in the Tzaneen Town area.

It has been four months since the launch of GTFM, and the people of the Mopani District seem to be tuning in and taking part in the programmes in growing numbers. “GTFM is doing fine and the listeners are receiving it well,” says GTFM station manager Tebatso Maapola. Broadcasting in four different languages GTFM is set to accommodate all Greater Tzaneen residents, from the villages to the town. “The station that only covers a 100 km radius, is in competition with Capricorn fm and Jacaranda fm for listeners and advertising. Although some of the SABC radio stations are listened to by the residents of Mopani, they are not that dominant.” GTFM seems to be versatile in their productions, with programmes like ‘Die Braai’ (hosted by Inge Steenkamp) and ‘Olapolosa Moya Waka’ (hosted by The Soul Comforter). GTFM also sets themes for the days of each week, ranging from cooperate Mondays to relationship Fridays. Their aim is to focus on development orientated programmes. With thirteen presenters, GTFM 104.8 still broadcasts from 06:00 until midnight.

Water to be restored in Modjadjiskloof Beaunice Mnisi

Technicians are working around the clock to restore water to Modjadjiskloof, said Mr Simon Mpamonyane, the communications officer at Lepelle Northern Water (LNW), in reply to our enquiry about the situation that has residents of the town up in arms. Mpamonyane confirmed that there was a water shortage in the villages within the jurisdiction of the Greater Letaba Municipality (GLM), due to technical problems at the Panorama Pump Station. He said technical personnel of both LNW and Die hoofmeisie en hoofseun van die Hoërskool Ben Vorster in 2007, Anien Nauta en Stefan Lombard, het vanjaar saam hul B Arch Stud-grade aan die Universiteit van die Vrystaat ontvang. Anien werk by ‘n argitek in Pretoria en sit haar honneurstudie volgende jaar voort, terwyl Stefan met sy honneursgraad by Kovsies besig is.

the GLM are working on the problem, which was reported to LNW on 12 June. “Technicians have worked on the problem since then.” The pump station has reportedly been equipped with two pumps operating alternatively. There is currently one pump in operation resulting in water supply shortages in villages benefiting from the referred pump stations. Mpamonyane also said “LNW worked together with the GLM to provide temporary relief, by using water tankers during the crisis period. The situation has been rectified and water is flowing well to benefit communities, said Mpamonyane.
Ms Gwen van Schalkwyk from Tzaneen became the first lady president in the 25 year history of the Letaba Rotary Club and was recently inducted by outgoing president De Klerk Fourie.

Tzaneen’s director of electrical services, Mr Pierre van den Heever, couldn’t hide his excitement when the first huge mast to support the new overhead electrical lines, was planted. Van den Heever is hopeful that the first phase of the upgrade of Tzaneen’s electrical network will eliminate the major problems that residents had experienced over the last couple of years — as well as the inconvenience of the moratorium.
..

Painting to help
Primary school children braved icy weather on Saturday to take part in the wildlife awareness campaign entitled The Sidewalk and Paper Art Competition in Haenertsburg. The three topics were endangered rhinos, the protected vervet monkeys and the endemic dwarf chameleon. Although rhinos are not found in the village, they are a distinct feature of Limpopo. Vervet monkey troops live in the village and surrounding areas. Their biggest threat is mankind as humans have encroached on their territory. There is almost no research available on the endemic dwarf chameleon. The children were made aware that picking up these cute reptiles is detrimental to their well-being. Part of the entrance fee funds will go towards neutering the colony of feral cats residing at the village post office. By Susan Ettmayr

Bulletin
Ds Barry vd Merwe NG Kerk Letsitele Vrydag 24 Junie
Is dit so? As ‘t ware morsdood gebore.

Verlede Sondag was Drieeenheidsondag. Was Jesus regtig God, of net `n besonder heilige mens?

Batlhabine gets help Beaunice Mnisi

GTM Mayor Dikeledi Mmetle, Ms Dipuo Letsatsi-Duba, MEC for agriculture in Limpopo, GTM Municipal Manager Conny Mametja met with local residents at Batlhabine Village outside Lenyenye to commemorate environmental month. Photo: Beaunice Mnisi
Soil erosion is a term that has gained much popularity but in Batlhabine Village in the Greater Tzaneen Municipality (GTM) it is a sad reality that has caused many to relocate from their homes. It came to be that in the month of June (environmental month) Ms Rejoice Mabudafhasi the deputy minister of environmental affairs visited Batlhabine Village to view a community project to combat soil erosion. The dignitaries who attended the event included Ms Dipuo Letsatsi-Duba Member of Executive Council (MEC) of agriculture, Ms Dikeledi Mmetle the mayor of the GTM, Ms Conny Mametja the municipal manager of the
GTM, Ms Violet Mathonsi the speaker of council at the Mopani District Municipality and representatives from the Mogoboya royal family. Mabudafhasi spoke of the diminishing condition of rivers, wetlands and vegetation. She blamed this on deforestation, unsustainable mining practices, climate change which resulted in drought, floods and veld fires. Mabudafhasi said the problem in Batlhabine Village was that when it rained heavily the soil washed off into the Tlhabina River and the community was running out of land to build and plough on. She encouraged the community to learn how they could stop this problem and to teach others in order to preserve the land.

Bulletin
The Iron Lady is on the march Greater Tzaneen Municipality councillors and officials had a wake-up call these last few weeks when newly-appointed municipal manager Conny Mametja rang the alarm clock to make her presence felt. This is welcome news to Tzaneen ratepayers and residents as it promises to make a significant improvement to service delivery. Discovering the town & district: First she summoned the municipal managers and senior officials to join her for a tour through Tzaneen giving many of them their first close-up view of the “hot spots” that need urgent attention. Next will be the turn of councillors. They will also be exposed to their town’s nooks and crannies. But, more importantly, they will be taken on a tour of the rural areas. The GTM’s jurisdiction stretches far beyond the town’s boundaries. Not only do the rural areas cover the major extent of the GTM but this is where service delivery is at its weakest in terms of roads, water, electricity, refuse collection and sewerage. It is not enough that each ward has its own ward councillor who is tasked to report back to his con-stituency at regular intervals and to ensure that the municipality meets their priority needs by providing effective and sustainable service. It is also important that ward councillors are aware of the bigger picture so they can acquaint themselves with exactly what they and their colleagues have to manage. These tours are a first for Tzaneen and represent a big step forward in municipal accountability. They are also a clear indication of the municipal manager’s unique style and determination. Signing Off on Projects Further evidence of Mametja’s commitment to accountability is that senior officials have been given clear instructions that no municipal project can be signed off and no payments can be ap-proved unless they have visited the relevant site and satisfied themselves that they have been given all the necessary information. No longer can they drive the process from behind their desks or rely on hearsay that all is well. Access to Internet The Internet is a valuable source of information and communication but it can also be an extravagance and an unnecessary diversion. Accordingly the municipal manager has significantly scaled down access to the Internet. Only those officials whose duties and responsibilities require such a facility now have internet access. Unnecessary Equipment Back in 2010 the Bulletin reported on what appeared to be an extravagant purchase of six powerful photo copiers without proper procedure. Was there something fishy about this? Should there be some investigation? We understand that many if not all of these machines are still standing in corridors, not even connected to power and apparently entirely unnecessary. The municipal manager is now negotiating with the suppliers to take them back and has ordered the wasteful purchase of the copiers to be properly investigated. ’s posesAccording to information in the Bulletin’s sion the signature of the then municipal manager, Mr Mabakane Mangena, might have been forged on the documents pertaining to the purchase.
Speed Point A welcome and much needed facility in the rates hall is a speed point for payment for water, electricity and licence accounts by debit and credit card transactions. For too long ratepayers have had to carry on them relatively large amounts of cash to pay their accounts here. And few operate cheque accounts or are able to pay by Internet transfer. Thank you, Ms Mametja, for realising this. It is more convenient and it shows that you understand your council is there to serve the best interests of your constituency. IT Overhaul We commented recently on the alarming shortfalls that were noted in the GTM’s information and communication technology. This has not escaped the beady eye of our iron lady. The big overhaul of IT has started. This includes the replacement of many computers that were not working. The inability of Tzaneen to connect with Lenyenye and Haenertsburg due to faulty cables is being remedied. Where neces necessary, new equipment is being leased, not purchased, since so much technology is upgraded within a few years. Mayoral Car Two months prior to the local government elections, the lease of the mayor’s official vehicle expired. Officials were about to extend the lease when the municipal manager inter intervened. She recommended to council that they should wait for a new mayor to be elected and that retiring mayor OJ Mushwana should be paid to use his own vehicle for that period. He was happy to comply. And when the new mayor took office, Mametja recom recommended to her that, instead of a luxury German sedan, a 4x4 vehicle with high ground clearance should be bought since this would be better able to ne negotiate the rough roads during offi official visits to rural areas. Our canny municipal manager also insisted that tenders should only be invited from local suppliers and on no account should third parties be involved. (We recall a transaction when municipal vehicles were ac acquired from beyond our provincial boundaries). Sangoma to be Evicted Mametja lost no time in obtaining an eviction order against the traditional healer who has been practising his craft on the Letaba River bank. This eviction is something which we have frequently called for, and which the police have apparently been reluctant to act upon. The sangoma was given time to move his practice some time ago, and the municipality even arranged for building mate material to be provided so he can erect a dwelling somewhere else, but he did not honor the agreement. Now he will be removed. Speed trapping camera We are happy to report that our concern over the acquisition of the council’s speed camera
Francois Aucamp reports
Mametja is seen here climbing the Letaba River’s banks with some of her officials during their tour of Tzaneen
is being fully investigated. We concluded at the time that it had been acquired through a third party. This can of worms has now been opened and we look forward to the day when all these worms will be laid out for public scrutiny. We will report on it as soon as the municipal manager’s investigation has been completed and the findings released. Contract Cancelled A head of department, a Section 57 manager, has had his contract cancelled by the council as a result of misconduct. ‘Section 57’ is a term commonly used for managers employed according to the requirements of section 57 of the Local Government Municipal Systems Act. These are municipal managers or managers directly accountable to the municipal manager who are appointed only in terms of a written employment contract and subject to a separate performance agreement concluded annually. There is reason to believe that this is not the end of the “cleaning operation”. Full Support We are relieved to hear that our lady is not likely to be shot down by the unions or her political bosses for sticking her head too high above the parapet. She enjoys the support of the council and SAMWU (SA Municipal Workers’ Union) who not so long ago threatened to go on strike if corrupt officials are not disciplined, and it is obvious that she is being respected by the politicians for how she is managing the GTM and what she has achieved so far in a very short period. Public Spirited Our municipal manager is clearly part of our community. For example, she recently attended the induction of the new Lion Club’s president. She has been seen at a number of other social events. She is happy to play her part in public life and has made it clear that she represents the total community. She has spoken out publicly against sectionalism and will have nothing to do with clubs and private bodies that promote exclusivity. Transparent Although our lady is not always easy to contact since she is running a tight schedule, she is open to the media and is always approachable when available. She endorses transparency and good communication Put the GTM first This could well be her motto. Tzaneen is the economic generator of the area and Limpopo’s second biggest town. She wants Tzaneen to grow and prosper and for the GTM to get a clean audit report. She rejects that ethnicity should play any role in the council; rather merit, performance, honesty, transparency and service are the key words in her municipal vocabulary. There is more that could be reported. The way in which Mametja manages the GTM is bound to have favourable results for Tzaneen and surroundings. After many years of frustration and concern the residents within the boundaries of the GTM can feel hopeful that a new day bringing much better service delivery has dawned upon the area.

Tag Rugby was a great success The Tag Rugby Festival of fun that was held at Unicorn Primary School recently, providing children and parents with a wonderful opportunity to develop their skills on the field and making new friends. Through Tag Rugby boys and girls are able to learn ball skills, develop hand-eye co-ordination and spatial awareness as well as get an excellent understanding of the importance of teamwork, all in a fun, safe noncontact form of rugby. More than 130 children as well as over fifty adults and Stanford scholars took part. Tag Rugby is endorsed by the SA Rugby Union and five delegates attended the event. A free Tag coaching clinic was given on the evening before the tournament. Director of the Tag Rugby Association, Stuart McConnell said: “We are very excited about growing Tag Rugby® in Limpopo and see the Youth Day Unicorn Tag Rugby® Festival as a catalyst to that. There is also a wonderful opportunity to start Adult Tag Rugby® Leagues in the region too.” Khakhi Diala, Tag Rugby® Programme Manager added: “The children were brilliant, I can’t believe how well mannered they
were. It was a joy to assist with the refereeing and being a part of this wonderful Youth Day event.” The festival would not have been possible without the generous sponsorship and help of many companies, parents and supporters. Every player was given a sponsored T-shirt and wonderful goodie bags. The day was all about having fun and learning new skills, rather than about winning, but special congratulations must go to all the winning teams as well as every person who participated in the event. During the prize giving ceremony the children were delighted by a surprise visit from Springbok Ambassador, Bokkie, who spent some time with them and helped to hand out Voor is mnr Francois Louw, Matome Modiba, Phillip Bester, Regard Heiberg, Tovhi Nefale (krieketspelers van Ben Vorster) en mnr Fanus Jacobs. Over the last few years, the Unicorn Association has played an important role in promoting sport in Tzaneen, with hockey, cricket, volleyball and other activities. The addition of Tag Rugby enables not only more parents from the school to benefit, but also provides the children with an opportunity to get involved in physical activity from a young age.
This week’s fitness tip Ettienne van Wyngaardt (Fitness specialist)
Create a plan ahead of time. Before the holidays sneak up on you, create a plan incorporating fitness and good nutrition into your daily routine. Evaluate your holiday and then determine how much time you will realistically have available to devote to working out and/or eating healthy meals. Schedule your workouts. Mark them on the calendar an set aside time to complete them. Consider them as important as any other appointment or event you have marked on your calendar. When at a party, start by eating some of the healthy offerings, eg. vegetable sticks (with-
out dip), fruit pieces, plain chicken pieces, etc. Avoid wasting calories on alcoholic beverages. The average alcoholic drink contains 150 to 200 calories per glass. Indulge in just 2 to 3 drinks and you’ve consumed the equivalent calories of an entire meal. If you partake in these beverages, choose wisely. For example, instead of having a full glass wine, try mixing half glass of wine with sparkling water or with a diet cola. This will help cut your calories in half. Make sure to follow these tips otherwise you will gain weight this holiday.
