Hoofnar van die skoolkonsert

www.bulletin.us.com

ANC in GTM in

Discord The chickens are coming home to roost... The alarmingly high levels of corruption in Limpopo, especially with tenders, are being exposed and the arrest of some prominent people, with more likely to follow, could be the beginning of the end for some. In the meantime the internal organs of the GTM seem to be at loggerheads with itself. Many of the previously ill-thought decisions, especially regarding tenders and other contracts, are coming back to haunt them; and now the whistleblowers grow in numbers and those to be blamed are going “into hiding”. The tension is spilling over into the constituency and we might witness sooner rather than later, a bubbling over of tensions, with the potential of affecting the innocent as well as the guilty.

As dié teken by ‘n verkeerslig aangebring is, mag iemand steeds ry, al is die verkeerslig rooi.

CPF, SAPS chief squaring off A back and forth bickering between the chairperson of the Community Policing Forum in Tzaneen, Mr Uwe Kröh, and the Tzaneen police station commander, Brig Diana Mashele, arose at the monthly CPF meeting held last week. The Bulletin experienced first-hand the escalating, heated debate which had already started showing signs of friction a few months ago. In previous meetings Kröh has fruitlessly expressed his frustration with the lack of attendance by some members of the police. According to him, the meetings are “getting useless” as there is minimal feedback, because of the tardiness and absence of the sector commanders at meetings. He was also upset about not being informed about the changes taking place within the police (members being transferred to other areas

Tension amongst the Greater Tzaneen Municipality’s councillors seems to be on the increase, whilst the ANC Youth League (ANCYL) is preparing for a fight to have the mayor ousted. A palace revolution is said to be imminent and the appointment of a new municipal manager as well as a director of community services could be the final straw to break the camel’s back. In the meantime Mr Thulani Twala, the acting director of community services and official spokesperson for the GTM, says there is no division amongst councillors. “The councillors are in unity and acting in one voice,” he told us on Wednesday. However, the Bulletin reliably learnt that the GTM council is clearly divided over appointments in key posts. The positions were left vacant after the contract of the director of community services came to an end and after the faux pas with the re-appointment of the previous municipal manager. A well placed source who wished not to be named for fear of victimisation, told us that some councillors want the controversial Mr Obby Mkhombo, the former director of community services, to be appointed as municipal manager — and Twala to be permanently employed as director of community services. Our informant also told us about a plan to oust mayor Dikeledi Mmetle, so as to make way for Mr Napolean Mboweni, who is said to be aspiring for the top job. Twala vehemently dismissed the claim. “It is just speculation without substance. There is much unity in the council.” He added that the council never discussed or received reports regarding the appointment of the municipal manager, nor of the

etc.). Mashele immediately stepped to the defense of the SAPS, stating that the absent sector commanders discussed, were attending several other meetings at the exact time. She said she felt that Kröh was “attacking” her and that the police could not ignore other important events (such as the taxi feud) in order to attend the CPF. The tension between the conflicting parties compelled Kröh to storm out of the meeting. His secretary, Mr Theuns Botha, followed shortly afterwards. Mr Dave Protter ironically “came to the rescue” of the ongoing dispute that left the attendees in awe. He said that the idea was not to attack the brigadier personally. He emphasized the importance of the relationship between the police • Go to page 5 Kröh

director of corporate services. Last week the ANCYL’s Mark Shoppe sub- region, which is believed to be spearheading the campaign to oust the major, was forced to cancel a planned protest march, after the GTM allegedly refused to grant permission for the march. Mr Alex Moheleketi, the sub-region’s secretary, says they were shocked when they were informed that their request for a march had been turned down. “We are being sabotaged by the GTM and it is people who think we have a grudge against them,” he told us. Moheleketi could neither deny nor confirm that the league wants Mkhombo and Twala to be appointed. However, he said he has no knowledge of the plan to oust the mayor, saying “our march is about economic freedom and jobs for young people”. He added that the league will go ahead with the march as soon as they get permission. In the meantime there is grave concern about the GTM’s lost court battle against the previous director of finance, Mr André le Grange. They have to pay all his legals costs. They also have to compensate for the fact that they did not honor an agreement that he would be deployed into his old job or a job on the same level if his contract would not be renewed. The two recent court cases that the GTM lost — the road at Mahlaba Cross and Claude Wheatley Street — will cost the GTM (probably) around R2 million. “These wasteful and fruitless expenses are just getting out of hand and the GTM will not forever get away with these things,” our informant said. — Percy Mthombeni percy@bulletin.us. com

The ‘Godmother’ turns fifty The The SA Police Service’s Tzaneen Cluster Commander, Maj Genl Maggy Mathebula, celebrated her fiftieth birthday in style on Wednesday last week. Family, friends and colleagues gathered to celebrate the humble “Godmother” of the Tzaneen police’s birthday. A number of speakers sang her praise for such a strong and humble woman. Her daughter, Const Jessica Mathebula, said she thanked God for blessing her mother. She also performed a Tsonga traditional dance for Mathebula. Mathebula has been the Tzaneen Cluster Commander since last year and her great work has been recognised by communities around Tzaneen. The Tzaneen station commander, Brig Diana Mashele, said Mathebula is leading the Tzaneen Cluster with pride and dignity. She added that the police will ensure that her legacy continues. The “Godmother”, as she is known in the Cluster, sang a

song — “Va byeli ku ndzi mani xivongo xa mina” — meaning “tell them what my surname is”. She then told the guests that she got her first pair of shoes when she started Grade 8. Her father married ten wives and she has 69 siblings. She was the first woman to be a station commander in Tzaneen. “I always wanted to prove to people that women can also make it.” Last year Mathebula fell very ill and was absent from work for a long time, but because she is a fighter she made it through the storms and she’s still going strong. She told the guests that she would not have been here if it wasn’t for her family’s support. “Their support showed me that I am still needed in my family. Their support gave me hope to fight, but lastly I would like to thank God for giving me a second chance.” —Martina Jege martina@bulletin.us.com

Traditional leaders urged to expose corruption Premier Cassel Mathale urged traditional leaders not to let things get out of hand in the government while they watched; and to ensure that the ANC government achieve the objectives that are at the core of the organisation. He spoke at the opening of Limpopo’s House of Traditional Leaders at Giyani. He said “traditional leaders must not keep quiet when pupils and schools do not have books and other essential study material.” Mathale said traditional leaders should be at the forefront of exposing corruption in government. “We’re jointly expected to ensure that the dreams and the aspirations of our people are achieved and celebrated,” he said. “As government we expect traditional leaders to play an active role in the municipalities and to give advice in what ought to be done to improve municipal services. “In 2009 we said by 2014 all government institutions, including municipalities, must get clean audits. It will be difficult to reach this target if our traditional leaders do not show any interest in the efforts aimed at meeting it,” he said. Kgoshi Dikgale, the new chairperson of the Limpopo House of Traditional Leaders, welcomed the government’s standpoint on the envisaged Traditional Council, and emphasised that it was indeed necessary to have such a council. “Traditional leaders have big responsibilities to ensure that communities have a better environment to live in, including accessing other services,” he said. Asked about the plan to install Traditional Councils replacing traditional courts, many people were negative about it, with some saying that traditional leaders do not have the capability to handle court matters, especially since

some of them could be bought to overturn cases. “Even with the current traditional courts there are cases that traditional leaders are bought to overlook. Can you imagine what would happen if they were given the powers to handle complicated cases,” said Ms Celina Ngobeni, one of the community members who attended the event.

Seen here arriving (in style) at the opening of the Limpopo House of Traditional Leaders (LHTL) are the speaker, the newly elected chairperson of the LHTL, Kgoshi Dikgale (in red gown), Limpopo’s premier Cassel Mathale and the deputy chairperson of the LTHTL, Hosi Mdavula.

Traditional dancers are seen performing during the opening of the Limpopo House of Traditional Leaders at Homu-14A village near Giyani.

Hy is sedertdien in ‘n koma. — Retha Nel retha@bulletin.us.com

CPF & SAPS squaring off (continued from p3) • From page 3 the importance of the relationship between the police and the community and, furthermore, the attendance of the representatives from the different sectors. “We are under pressure from the community to report back on crimes,” Protter said about the lack of feedback they receive from police. Protter, with approval from Mashele, smoothly chaired the rest of the meeting. During the meeting the police encouraged the community to report crime. They also said that they (the police) should be made aware of any criminal activity in order to raise awareness among the community and prevent the crimes. In the light of crime prevention, the police further warned the community to hand over any firearms that once belonged to a deceased. The family and friends

of the deceased are not allowed to keep these weapons, as it is a criminal offence. The firearms should be handed in at the police firearm officer immediately. Another point on the agenda was the unregistered car attendants operating in

the CBD. These attendants will be facing arrest if they are not able to provide the necessary paperwork. The police said that they would call the attendants together in order to explain the rules and regulations. They further encourage the community

to identify and report struggling older people so they can be put in homes. Kröh later told the Bulletin that he had met up with Mashele after the incident had occurred and they put their differences aside.

Hoe dom moet ‘n mens (stadsraad) wees as jy jou melkkoei kurkdroog melk, sonder dat daar ‘n uitkoms vir ‘n ander koei is!

Application Mr Matie Willemse, DA coucillor, Modjadjiskloof, writes: I will today be launching an application in terms of the Promotion of Access to Information Act (PAIA) to the Executive Mayor of Greater Letaba Municipality Honourable Modjadji to have access to some crucial records. In a proper democratic and transparent municipality, as a serving councillor I would not have to resort to this application. However all my efforts to get the following records have up to so far been barred. The Democratic Alliance seeks these records: The curriculum vitae of both the Municipal Manager and Director Infrastructure, Technical of this municipality to establish whether they have the requisite qualifications and managerial experience to hold these positions. The person appointed to

There are strong suspicions that these two do not have the necessary qualifications. The circular which advertised both these posts, together with the required minimum qualifications and the years of experience needed at management level. Lastly we need information on the number of residential areas whose debts with the municipality were cancelled and the reasons why they were cancelled. The names of the owners of those houses and how long were the debts owed. There are reasons to believe that some of these houses belong to senior

government officials who earn big salaries to justify the expunging of their debts. I have been barred several times to gain access to these records. Democracy demands openness and transparency. This can only be achieved by a functional oversight role by the opposition parities represented. In terms of PAIA the Mayor will have 30 days to respond to my request. If we do not get a satisfactory response, we will appeal to the MEC of Cooperative Governance, Human Settlements and Traditional Affairs, Mr Clifford Motsepe.

What a paradise

Luke Perkins, DA councillor, Tzaneen, writes: Tzaneen markets itself as a “Sub-

Mooi naweek! tropical Paradise” but our municipal swimming pool is not maintained. How can we attract tourists and potential business-people to our town if we don’t have proper amenities? The swimming pool and surrounding infrastructure would cost millions if built today, but we are just letting it fall into ruin. It was a facility enjoyed by all segments of our community. The last time I swam there, around 2001, it was humming with activity and was used by all races. What a waste! How does this neglect fit in with our municipality’s vision of growing the tourism sector and serving the resident community? • It has indeed become a sad state of affairs that councillors are asking questions whereas they should actually be in a position to give answers to the ratepayers’ questions. Be that as it may... we share your frustration — Editor

Dumping tariff for businesses

• Relay for Life’s Juanine Jackson

Volunteering her way through Tzn... Ms Juanine Jackson is wellknown around Tzaneen and among the youth, mostly for her work at Herofield and her involvement with the Cansa Relay for Life Tzaneen. This energetic and upbeat woman volunteers as an admin clerk at the Herofield youth centre in Tzaneen. Herofield aims at creating a safe environment for children and aims to keep them off the streets. On Friday nights they play games, do praise and worship and even have barbeques. Jackson is not only a mother of three; she also acts as Herofield’s mother. She helps with the counseling of drug abusers and coaches them to make wise choices for their future. Jackson travelled to Inhambane in Mozambique on an outreach program with the Herofield crew. During their ten day trip they reached out to disad-

vantaged children and helped to build a church. Jackson said that although they went there to help others, she came back having learnt from them. Besides her work at Herofield, Jackson is also the vicechairperson of the Cansa Relay for Life. The third Tzaneen Relay for Life will be held in November and the organizers are already hard at work. The aim of the event is to raise funds for cancer research, as well as create awareness about the illness. The humble woman says that she wouldn’t be able to do everything she does without the support of her friends and family. “Everything I do, I do to promote God’s Kingdom”, Jackson said. — Amelia de Ridder

RCC empowers young women The Roman Catholic Church in Tzaneen will be launching a skills development program in October, to teach unemployed and needy women to make a better living. The selected women will receive lessons in sewing, knitting, crocheting and embroidery. They are provided with the necessary sewing machines and materials, which they use to make clothing, traditional outfits, aprons, bags, pencil bags, tablemats and dolls. The women will also be taught basic financial management and computer skills. Through the development, the women will be able to better the well-being of themselves and their families, by generating an income through the items they sell. A group of five women from different villages are currently

receiving training for twelve weeks from Sister Christene Martin of the Catholic Church. Thereafter, another six will be evaluated and interviewed to receive training for the next twelve weeks. The main objective is to have empowered a total of eighteen young women in a period of three months. After completing their training they will be able to start their own ventures and, in turn, offer a service to the community. They will visit Martin every weekly for support, until they can do their own thing. “The aim of the project is to build their selfesteem and to help them become self-sustaining young women,” says Martin. — Amelia de Ridder

The tariff for dumping refuse at the municipal refuse dump in Tzaneen is not applicable to households. The tariff was introduced by the solid waste department of the Greater Tzaneen Municipality twelve years ago. The tariff is for private business dumpers, said Mr Henk Mienie (divisional management officer —Solid Waste). —Beaunice Mnisi beaunice@bulletin.us.com

Labour introduces U-filing The Limpopo department of labour introduced U-filing to over hundred stakeholders from business and government officials in Tzaneen. The attendance from the private sector was very good, with even Limpopo’s HOD of labour, Mr Albert Tshidavhu, acknowledging the public for attending in numbers. The main aim of the workshop was to introduce U-filing and to teach the employers how the system works. “I am very optimistic that the paperless life that we are approaching, will be realized in this generation,“ said Tshidavhu. His sentiments were echoed by comprehensive presentations which outlined the basics and the importance of U-filing. The importance of the system is to provide real-time declarations and updates, to speed up claiming processing and tracking of all claims through the issuing of unique reference numbers. Mr Andries Ross, representing the UIF, outlined the advantages of U-filing: to save costs, reduce complexity, increase transparency and promptness of service, to improve efficiency of staff, maintain and track all records and to offer a highly secure solution, inaccessible by unauthorized users. Tshidavhu also explained that employers are required to use paper for almost every-

SAPS care for the disabled On Friday the Bolobedu police showed community members that the SAPS not only protect but also inform, and care about disabled people, during a disability awareness campaign. It was aimed at teaching the community how to live with disabled people. Pupils from two schools were invited to attend the campaign. Bolobedu police communication officer Const Rebotile Shai said the campaign aimed at informing community members about the needs of disabled people and showing support for disabled children and making them feel that they are part of the community. * The Bolobedu police arrested a 36 yearold woman from Mokgwathi for the unlawful possession of a firearm. thing and it is not their core function. He added that the employer’s main function is to make a profit and pay (at least minimum) wages. “This is why the department introduced this magnificent system that seeks to take employers out of the despair of paper.” During the workshop, the public were allowed to ask questions and the officials provided relevant answers to make sure that the public could leave with no unanswered questions. The Tzaneen department of labour manager, Mr Vincent Mathebula, urged the attendees to spread the U-filing word to other employers. —Martina Jege The department’s staff welcomed everybody and made sure that the workshop ran smoothly. Water

lifeblood of our planet lifeblood Water is colourless, odorless, tasteless, calorie-free and indestructible. Oasis Water Tzaneen strives to provide customers with healthy water. There are various benefits to drinking Oasis Water’s ozonated reverse osmosis water. It provides energy to your cells, relieves arthritis, improves bladder and kidney functions, aids weight loss, cellulite control and the condition of the skin. It is also a powerful antioxidant, naturally flushes the body of poisonous toxins, enhances all healing processes and promotes good health and wellbeing. The human body requires clean pure water consisting only of one Oxygen atom and two Hydrogen atoms. Water needs to have a small (less than ten) total dissolved salts (TDS) reading. TDS determines the absence of minerals in water, the lower the reading, the lower the mineral content. People also need at least two litres of clean water daily in order to assist the kidneys and to benefit the skin, heart and other organs. Because clean water is essential do not drink runoff water near industrial or wastedump sites or any

streams or rivers that may seem clear and pure. Do not drink water that has more than H2O in its chemical list like nitrates, sulphates and fluorides. Avoid drinks containing alcohol or caffeine because it causes the body to lose water. The sugar in fruit juices and sweetened drinks increases the body’s need for water as fluid is needed to digest the sugar. The sweeter the drink, the more slowly it is absorbed. Rather drink plain or very lightly flavoured water, it’s better for your kidneys that any other beverage. For more information on water and water-related products available at Oasis, contact them on 015 307 2504 or 079 296 7414.

About two thousand residents from six villages in the Giyani area gathered and marched to the Mopani District Municipality (MDM) to handover a memorandum of grievances regarding the tarring of the Siyandhani-to-Nkuri road (linking Mopani and Vhembe). According to the memorandum many promises have been in the past, but nothing has come of it. “The former MEC for roads and transport, Justice Pitso, promised us that the road would be tarred by July 2007 – now we’re in 2012 and the road is still not tarred,” said Mr Rubimbi Tshiphiri, the secretary of SiyandhaniNkuri-Malonga Road Tarring Committee, representing the six communities. Angry community members are seen here marching to the Mopani District “On 15 May 2011, we had a meeting Municipality (about 7 km down the road) with Kekana, who assured us that no other The memorandum allowed for the department to give road in Mopani district would be tarred before ours. He said they were going to ask for funding answers within 21 working days, and stated that “the anfrom the Development Bank of SA, and if that failed they swers should be in writing and give an exact date when would ask for contractors to tar the road on the basis that tarring of the road would begin, and if otherwise drastic steps would be taken”. it would be paid for in instalments.“ According to Tshiphiri there was also no budget to tar The memorandum was handed to the senior district manager in the department of roads and transport, Mr the road this year, despite the promises. Century 21 Tzaneen leads the pack in innovative realty Century 21 Tzaneen Properties is part of the Century 21 brand, the most recognized name in real estate worldwide and a market leader in innovative marketing techniques. When Century 21 Tzaneen Properties lists a property for sale, they market it in a number of ways: They place a “For Sale” board outside the property itself, featuring a website reference number. Interested buyers can then SMS this code to 33785, and they will get an SMS in return, giving them the property price and a link to the mobi site where they can get more information on the property. The property is listed on their national www.century21.co.za website, as well as their regional www.century21tzaneen. co.za site. The website reference listed on the “For Sale” board will also generate the specific property page when inserted in the “search” tab on the national site. All properties are listed on an additional fifteen sites, including Property24.com and PrivateProperty.com Century 21 Tzaneen is the first real estate agency in Tzaneen to use QR Codes, which offer instant access to information about a property to prospective buyers. A QR Code is a bar code that allows people with smart phones such as iPhones, Androids and

Blackberry’s to quickly scan the QR Code using a free QR Reader and be taken to the Century 21 website with content and more information about a particular property or agent. Cell providers are upgra-ding their networks and of-fering web access at lower rates. For those of you with Android smartphones, who want to test this technology, first download the software at this link https://play.google.com/store/apps/ details?id=appinventor.ai_progetto2003. SCAN&hl=en For Blackberry users, go to https://appworld.blackberry.com/webstore/content/13962/ Once you have the software on the phone, you can shoot a picture of the QR code below, or wherever you see thieir QR codes. They will be appearing in print ads, on brochures and many other places. When you scan the one below, you will be taken to the Century 21 Tzaneen website, which is, of course, optimized for viewing on a cell phone. For sellers, this means your home gets exposed to a much wider market than ever before. Instantly.
