GTM wants R30m ±

to fund EXORBITANT salary increases that are on the cards

Between R25 million and R30 million per year will be needed if the Greater Tzaneen Municipality’s council on Monday night approve the new salary structures. Where this money could come from, is anybody’s guess. There are no options other thn to increase rates and taxes and this could ruin Tzaneen’s growth and development. If the new salary scales

Punch-drunk GTM gets another blow in High Court The Greater Tzaneen Municipality has losttheir appeal against a ruling by the High Court that they should honor the employment contract between the GTM and their previous chief financial officer, Mr André le Grange. Vlieg praat met die Volk en krap waar dit jeuk...

In hierdie maand van Movember het Vlieg besluit om ook maar sy deel te doen ter ondersteuning van die bewusmakingsveldtog rondom kanker. Hy het darem ook ‘n prostaat en twee testikels. Verder het hy besluit om ook maar weer ‘n slag by sy dokter uit te kom vir die jaarlikse ondersoekies van hierdie juiste onderdele van hom. Omdat Vlieg nie eintlik vriende het nie, het hy homself maar uitgedaag om ook sy gesigsbeharing in ‘n ander styl te dra as die gewone skoongeskeerde oop gesig wat sy ma verkies. Die probleem is egter dat Vlieg nie regtig goed bedeeld is nie, met hare natuurlik. Teen die tweede week van die maand lyk sy bolip toe meer na ‘n puberteitspapie se pubis as ‘n snor, tot groot vermaak van sy maaiers en papies — toe skeer hy dit maar weer af. Hierdie jaarlikse doktersbesoekie vul Vlieg natuurlik altyd weer opnuut met respek vir die mediese professie. Vlieg ken manne wat botweg weier om vir hierdie rede die dok-

ter te besoek. Hulle verskoning het altyd iets met moffies te doen. Nou voordat daar nou weer ‘n klomp klaagliedere opgaan uit die homoseksuele gemeenskap, Vlieg het verlede jaar al vir julle om verskoning gevra omdat hy julle moffies noem, so moet nou nie weer van voor af daaroor ontsteld raak nie. Vlieg is baie meer verdraagsaam teenoor alternatiewe lewenstyle as teenoor meeste politici, kerke en sogenaamde normale mense in die algemeen. Dit is net dat dit so ‘n lekker woord is. Moffie! In elk geval was die ou ondersoekie nie so erg nie. Nie dat Vlieg dit al begin geniet nie, dis net dat dit makliker word elke jaar, en iets is wat hy elke man sal aanbeveel om maar liewer te laat doen, want, so vertel Vlieg se doktersvriende hom, enige kanker is geneeslik as dit vroeg genoeg opgespoor word. Komaan, wees ‘n man, gaan lê op jou linker sy!

GTM, speak now, or forever hold your peace The Greater Tzaneen Municipality, having become notorious for not being transparent, will have to face some potentially embarrassing questions from a councillor in Monday’s council meeting. Ms Anza van Vuuren (DA) has submitted the following request, for the council’s speaker to handle: Herewith 21 questions, to be included, together with your written responses, in the agenda of above meeting. Allow me to point out that the MM was furnished with these questions on 02 November 2012 for written answers before 13 November 2012. He has chosen to ignore it, therefore it is now submitted to Council. Request for information on capital projects: It is common knowledge that there was litigation on the appointment of contractors for the following contracts: Sasekani Road and Claude Wheatley Street. The following questions arise due to the

above: Why have the corrections as indicated by court not been done and appointments not been made accordingly? Did this delay have the effect that some capital budget and the MIG funding were lost due to not completing the projects? In the MFMA section 32, there is a clear indication on how fruitless and wasteful expenditure must be handled. Can you give a clear indication of the following: Legal cost for the GTM? Legal cost to be paid to applicants because cases were lost with cost? Money paid to contractors for site establishment and cost because of losses in material and labour, due to abandonment of the projects? Cost of spraying water on these roads, and other preventative matters? Procurement cost to correct the situation? Was any investigation done to determine who was responsible for these appointments, and also whether there

was negligence? Were these fruitless expenditures disclosed in the Annual Financial Statements 2011/12, because both cases originated in the 2011/12 financial year? What is the predicted future cost for correction of these matters? What is the risk for fruitless and waste-full expenditure, for not implementing and correcting within due time after the judgement, and who was responsible for the delay and cost thereof? Which scales were used to account legal costs for legal representation; e.g. client/lawyer OR scales set by the Law Society, as this might also present wasteful and fruitless expenditure? Were the GTM’s legal accounts appraised to ensure that the correct fees were paid? Who signed off the legal cost? Fruitless and wasteful expenditure due to extravagant legal fees: The following questions arise because of very high legal costs for 2011/12 and for 2012/13 to date:

What was the legal cost for GTM for 2011/12 and for 2012/13 to date? Also indicate what the actual budgets were and if over expenditure took place. If there was over expenditure not corrected by the adjustment budget, is it regarded as unauthorised? Which scale for legal costs was implemented by the GTM? If the GTM payed higher rates than the prescribed scales, does it present wasteful and fruitless expenditure? Were the legal accounts appraised in order to protect the GTM against extravagant legal costs? Who approved these expenditures – which might prove to be wasteful and fruitless? Can all legal accounts be made available for appraisal by a tax officer to determine if/how much funds were wasted? Which Supply Chain processes were followed to procure legal representation? What motivation can be given for paying legal fees higher than the set

Irregular spending revealed

Police seize 62 The Ritavi Police produced yet another fruitful weekend, arresting 62 suspects in Nkowankowa. Two culprits were arrested on charges of rape, while one was arrested for murder and another for child neglect. Thirteen criminals were seized for assault with GBH and another four were bagged for common assault. The police also arrested three people for the possession of dagga, three for selling liquor without a license, and a staggering 24 for drinking liquor in public. One culprit was put behind bars for causing malicious damage to property, two for house break-ins and theft, two for common theft, and one for robbery with aggravating circumstances. Bolobedu is being cleaned up The police in Bolobedu apprehended 86 suspects for various crimes during the weekend. These successes were achieved during a joint operation with a provincial team. Municipalities are in a mess It is unacceptable that R614,793 million was not spent by municipalities in Limpopo in the 2011/12 financial year, says Ms Desiree van der Walt, the DA caucus leader in the Limpopo Legislature. She referred to the DA’s provincial leader, Mr Jacques Smalle MP, who revealed that lack of proper skills at municipality level is the reason for the continuous failure to spend on Municipal Infrastructure Grants (MIG). Asked how he intended to remedy the failure to spend MIG’ moneys, Minister of Cooperative Governance and Traditional Affairs Baloyi said his department would assist the municipalities in the appointment of skilled financial and technical personnel. “These monies are simply returned to the National Treasury by some of our poorest municipalities including Giyani (R10,7m), Greater Tzaneen (R18,2m), Mopani District (R93,8m – yet we reappoint a municipal manager with a bad track record); Makhado (R27,4m) – where the citizens had to march against the municipality to get water, Blouberg (R8m), Aganang (R9,6m), Molemole (R13,4m), Polokwane, our capital city (R111,4m), Capricorn District (R110,7m, Lephalale, where we badly need infrastructure in a very fast growing municipal area, had to return R19,4m, Mookgopong (R13,5m), Bela-Bela (R5,1m) where they could not even approve a budget a year ago, Mogalakwena (R50,8m) and Sekhukhune (R122m). “These are infrastructure-specific grants which must be used to improve service delivery in areas such as health, access to water, electricity and roads and sanitation. “Coming swiftly at the heels of a call by the DA to place malfunctioning municipalities under administration, this information gives further impetus to our call,” Van der Walt said. “Suitably qualified people should be appointed at all times to ensure service delivery, especially in the areas of our poor people in Limpopo.” — Francois Aucamp francois@bulletin.us.com

Revelations shock Limpopo’s Premier Cassel Mathale and some of his officials came under fire in the hearings of the Standing Committee on Public Accounts (Scopa) on the irregular spending of millions of rand during the past financial year. Mathale was found to have reported controversial travel claims worth R641 410, declared wasteful and fruitless by the Auditor General, while the head of the department of sport, arts and culture, Ms Basani Baloyi, was held responsible for spending R57,9 million of her total budget of R295 million irregularly. Scopa chairman Derrick Ngobeni vowed to report Baloyi for misconduct after she failed to present the name of a service provider who received a payment of R5,5 million irregularly. The name was later disclosed as Enabling IT Solutions. Conclusion How often do we hear that people are complaining about their monthly medical aid premiums? When you are at a social function, a braai or an event where people get to talk about popular topics, medical schemes will be an item surely to be mentioned. In almost all the cases members of medical schemes have a reasonable idea of what their contributions are, except in the few instances where the premium might be borne by the employer. People are aware when these premiums change, as they are informed by the relevant schemes well in advance. At this point in time they might have a relook at the benefits on offer and align it with their own circumstances. More often members are under the impression that if they downgrade on their package they are saving money. This is the reason why we felt that people should be reminded of the pitfalls when they calculate their monthly medical expenses. 1. What items should be included when doing the calculation? i. Medical Scheme Premium. This is the contribution that is paid over to your

Scheme and will include both the risk premium as well as the premium going towards your savings account (MSA). ii. Co-payments. These are the portion of the cost that is not paid by your scheme and something that should be examined very carefully as you are not always aware of it. Most schemes that have an MSA will gladly pay your day-to-day co-payments out of this benefit block, but it might influence the working of your plan. Some examples: a. The self payment gap will increase without your knowledge and when you really need medical services you are out of pocket. b. Your savings account will be depleted faster. c. You should make sure that if your Scheme applies a formulary that you comply with it. d. Also please remember that huge copayments can occur during hospitalisation for items such as internal and external prosthesis or deductibles for certain procedures or even a hospital up-front payment. To factor this into a monthly cost is almost impossible but it is to the benefit of the scheme member to be aware of the risk involved. iii. Admin charges. Some Pharmacies/service providers will charge an administra-

tion fee to submit the claim to your Scheme if you don’t pay cash up front. iv. Professional fees. Pharmacists are allowed to charge a professional fee when they give advice. v. Over the counter medication (OTC). Make sure if and how this is covered by your Scheme. If it is paid from MSA it will have the same effect as co-payments thus increasing the self-payment gap. vi. Pharmacy advice therapy (PAT). The same rule applies to this benefit as for OTC’s. vii. Medication excluded from Scheme benefits. Some Schemes do not pay for schedule 1 and schedule 2 medications from the scheme’s benefits. viii. Benefits not covered by vour Scheme. Make sure you are aware of the benefit structure and how it works. If you don’t for example have a benefit for specialised dentistry or have sub-limits on frames, the risk and cost involved should be calculated and added to your expenses. Because this is basically impossible to do, you need the advice from a healthcare broker when revising your packages at the end of the year. ix. Services obtained in excess of your

Bringing light and love to all

• Colleen and Owen Phillips... The pressure mounts as we approach the (for some, not so) festive season. Businesses close their doors; students write their final exams, and financial implications arise as advertisers gulp up our last cents. According to the SA Depression and Anxiety Group’s (SADAG) statistics, 23 suicides take place in SA every day; while another 230 people will attempt suicide daily. SADAG also states that suicide is the fastest growing cause of death in children under the age of 18 in the country! We tend to shy away from our stress, denying possible depression and anxiety as a certain stigma is attached to it. The depression and anxiety support group in Tzaneen tries to eliminate exactly that, helping people manage their mental illnesses through listening, sharing, and comforting. The support group in Tzaneen was set in motion just over a year ago, when Ms Colleen Phillips and her friend (who is a depression sufferer) decided to begin supporting others, wounded by depression. They contacted the national depression and anxiety group and realized that there was no operative group in Tzaneen. The members of the group, along with Phillips (the group leader), wish to improve the lives of people living with depression, anxiety, bipolar mood disorder, stress and phobias. “We are not professionals and we do not offer therapy. Our group offers a place of stability and security where one will find comfort and tips in a confidential and supportive setting”, says Phillips. She also says that it helps people to realize that they are not

alone in their struggle. “Here we understand, listen and we do not judge.” The group also provides emotional support to sufferers Colleen & Owen Phillips

as well as their affected partners and families. “We support them through the wisdom of experience from people who has ‘been there’ and we help them in their quest to lead a normal life”.

Both Phillips and her husband, Owen, have gone for training in Johannesburg, where they were taught by professionals on how to deal with the mentally ill. Phillips says that although some of the problems that some people face are exceptionally difficult to deal with, she tries not to identify herself with it. “It is difficult to separate one’s personal life from the life inside the group”. She says that she, however, always does what she can to assist and try to think of ways she can help. To her, the most satisfying feeling is when she can actually see that she has helped. Phillips keeps people’s visits confidential. She welcomes not only sufferers to the group, but also those who feel that they are able to help, as well as those who need advice on how to help others. “We are here to bring light and love into people’s lives”, Owen adds. Burgersdorp gets a brand new R7m football facility

The SA Football Association (SAFA) and the National Lottery Board officially handed over the control of the Burgersdorp Artificial football turf facility to the Greater Tzaneen Municipality on Saturday at Burgersdorp. The R7 million facility will be used for football and youth development activities. Seen in the photo are the GTM acting mayor, Mr Casious Machimana, Ward 28 councillor, Mr Tarzan Mushwana, SAFA president, Mr Kirsten Nematandani and SAFA’s member of the National Executive, Mr Nomavhola Khorombi, at the official opening of the football turf facility.

The SA Football Association (SAFA) and the National Lottery Board officially handed over the control of the Burgersdorp Artificial football turf facility to the Greater Tzaneen Municipality on Saturday at Burgersdorp. The president of SAFA, Mr Kistern Nematandani, attended the event, accompanied by SAFA’s project manager, Mr Joe Carrim. Mr Nomavhola Khorombi, a member of SAFA’s national executive, also attended the event. The R7 million facilities will be used for football and youth development activities. It consists of a clubhouse with changing rooms and ablution facilities and parameter fencing. The project is a FIFA initiative aiming to leave a legacy of the 2010 FIFA World Cup. During the event Nemantandani addressed the crowd and urged them to utilize the turf, as the pitch was made for them to advance their soccer skills.

He said that the pitch was designed in an artificial way to avoid the use of water because of SA’s water scarcity. “The turf has a greater longevity compared to natural grass: people must just utilize it and also take care of it”, said Nemantandani. Khorombi urged the GTM to match the R7 million spent in the construction of the facility by building spectators’ stands and a netball court. She also thanked the National Lottery for funding the initiative. The chairperson of the National Lottery, Prof Alfred Nevhutanda, called on the GTM to create a sporting hub in Burgersdorp by integrating other sporting facilities. “I think a big swimming pool can be constructed to introduce swimming to our young black people.” — Martina Jege martina@bulletin.us.com

Die meeste van die mense is boere. Phillips het die vrywilligers wat gereeld skouer aan skouer met die vereniging se personeel werk, vir hul onbaatsugtige diens geloof. Millions spent irregularly An amount of R47,8 million was spent irregularly by the Limpopo department of social development in the past financial year, it was found by the Standing Committee on Public Accounts (Scopa) last week. The acting head of department, Ms Deliwe Nyathikazi, appeared before the committee to account for a number of red flags raised by the Auditor General in the department’s books. The depaerment was found to have extended a 25-year frail care services contract signed in 1986 with the company Life Esidimeni, which was supposed to end in

January 2011 by more than two years at a cost of R35,6 million. A further R2 million was incurred for failing to issue a purchase order for goods and services procured while R1,1 million was irregularly spent on purchasing school uniforms. Nyathikazi promised that all the officials responsible for the irregular expenditure would be pursued. The department was also found to be facing a number of lawsuits which could cost millions of rand.

DPW cannot account for assets

The department of public works in Limpopo had to explain to the Standing Committee on Public Accounts (Scopa) why Limpopo still does not have a credible asset registry. The head of the department, Mr Madidimalo Chamano, was almost dismissed in the opening minutes of the inquiry, when the committee found his response to questions on the department’s failure to implement resolutions taken almost four years ago wanting. The department, whose audit outcome regressed from a qualified to a disclaimer, was lambasted for not taking the committee seriously, submitting responses at the eleventh hour and refusing to submit documents to the Auditor General during the audit process. The department was also taken to task for incurring R30m in irregular expenditure, R21m of which was spent on 41 security companies whose contracts were extended for six months, without advertising it. The department also had R3,5 million declared fruitless and wasteful expenditure in the past financial year, including R347 000

Illness hampers Health hearing Limpopo’s department of health, the second biggest in the province after education, was refused a public hearing by the Standing Committee on Public Accounts after its accounting officer, Ms Daisy Mafubelu, called in ill on the eve of the hearing. The chairman of Scopa, Mr Derrick Ngobeni said the

committee is not ready to believe she is ill and dismissed the hearing with costs, Mafubelu, whose department is put under administration, is scheduled to account how it managed to waste millions of Rand. It is expected that the hearing will take place this week.

‘Cheers’! vir ‘n ‘huildronk’ op die GTM Iewers in die Tzaneen-omgewing is daar die afgelope naweek gefuif dat die biesies bewe — op peperduur drank wat “met die komplimente van die Groter Tzaneen Munisipaliteit aangeskaf is. ’n Tzaneense sakeman, mnr Trevor Hunter, eienaar van die Marana drankwinkel in Adshadestraat, het ’n verlies van nagenoeg R37 000 gely, toe ’n bedriër drank by hom bestel en spoorloos daarmee verdwyn het. Wat die voorval vir Hunter des te meer skokkend maak, is die feit dat die persoon hom as ’n senior amptenaar van die GTM voorgedoen het. Hy sê baie amptenare ondersteun hom en hy het dus geen snuf in die neus gekry toe die lekker groot bestelling van die GTM by hom geplaas is nie. Die man het Hunter gebel en hom as Josef Sekgobela, die assistent-direkteur van die GTM se “supply chain”-afdeling wat alle aankope doen, voorgedoen. Hy het ’n kwotasie vir drank gevra en ‘n rukkie later die bestelling op ’n briefhoof van die GTM aan Hunter per e-pos gestuur. Hunter het die bestelling bymekaar gekry en Sekgobela op sy selfoon geskakel, waarna Sekgobela versoek het dat Hunter die drank by die GTM moet aflewer. By sy aankoms het hy Sekgobela gebel, wat hom toe na die GTM se magasyn in Kewstraat gestuur het, waar twee handlangers hom sou help om die drank af te laai. Dit is daar dat die slenter sy slinkse kinkel gekry het. Die magasyn was gesluit en Hunter is saam met een van die handlangers terug na die GTM se kantore om die sleutel by Sekgobela te kry. Hulle het die drank in die tweede handlanger se bewaring gelaat. By die kantoor kon Hunter nie Sekgobela

opspoor nie en by navraag het niemand van so ‘n persoon geweet nie. Toe Hunter onraad vermoed en hom terug na die magasyn haas, was dit te laat. Die handlangers en die drank het spoorloos verdwyn. Volgens ooggetuies het ’n wit minibus met vier mans stilgehou en die drank vinnig opgelaai en laat spaander. Volgens amptenare by die GTM lyk die brief met die stempel daarop eg, maar die kontakbesonderhede is vreemd. Sekgobela se selnommer, wat ook op die briefhoof verskyn, word sedertdien nie beantwoord nie. Die brief het ook verskeie spelfoute en selfs die woord ‘municipality’ is verkeerd gespel. Duur drank, soos 48 bottels Johnny Walker Black Label en ander twaalfjaaroud whiskey, Amarula likeur, ’n kas sjampanje, bier, en koeldrank was deel van die bestelling. Tzaneen Eco Club ends their year with interesting talk The Tzaneen Eco Club is holding its year-end function at the Macadamia Community Centre on Friday 23 November. Local explorer and mountaineer Pieter Geldenhuys will give a presentation on his travels to Kilimanjaro, Mount Mera, Everest, volcanoes on Hawaii’s Big Island and Mount McKinley in Alaska. Geldenhuys has been climbing extreme high mountains since 2004. He is a pharmacist and Drugwise counsellor in Tzaneen.

Letaba vereer hul presteerders Die Letaba Rugbyklub het Vrydagaand hul jaar op ’n hoë noot met ’n prysuitdeling en gesellige ete afgesluit. Letaba het vanjaar twee van hul drie spanne in die ligakampioenskap se eindronde gehad. Die derde span het Noordelikes met 39-27 geklop en is vanjaar Limpopo se kampioene. Die eerste span het ook teen Noordelikes te staan gekom, maar het in ’n naelbytstryd met 25-20 verloor. Lubbe is ook as Letaba se sportman van die jaar aangewys. Steve “Beast” Mushwana is as die speler wat die beste vordering getoon het, aangewys. Marnus Labuschagné is Letaba se netjieste lid en Bennie Kruger het die merietetoekenning ontvang. Die toekennings is deur mnr Paul du Toit, eienaar van Lannie Motors wat een van Letaba se borge is, oorhandig. Hier ontvang JeanPierre Kardos sy toekenning.

REGS: Letaba se president, mnr Thinus Nel, het die ligabeker aan die derde span se kaptein, Pierre Barnard, oorhandig.

Bosveldjagters sluit jaar gesellig af Die Letaba Bosveldjagtersvereniging het Saterdagaand lekker partytjie gehou, toe hulle hul topjagters tydens die jaarlikse prysuitdeling vereer het. Die hoogtepunt van die aand was sekerlik die heerlike disse wat deur van die vereniging se lede self voorberei is. Buiten die gewone wildsvleis, was nog disse soos leeu-, sebra- en krokodilvleis ook deel van die buffetete. En toe is daar ook lekker makietie gehou. Die vereniging se jagter van die jaar is Mike Gamba. Hy het ook die beker saam met Chris de Wet vir die senior parejag van die jaar verower. Wallie van Dyk is die groot kampioen van die jaar en het ook die opeafdeling gewen. Heidi Hanaczeck-Kruger het die dames se naam hoog gehou en met die beker vir die boogjagter van die jaar weggestap. Sy is ook die damesjagter van die jaar. Die aand het omtrent aan die Van Dyk-gesin behoort. Dit was nie net pa Wallie wat met pryse weggestap het nie, maar die twee boeties, Wouter en Werner, het ook pryse gewen. Wouter is as die Junior jagter van die jaar gekroon en het saam met Werner ook met die beker vir die junior parejag van die jaar weggestap.

BO: Die Van Dyks is kranige jagters. Wouter is as die junior jagter van die jaar gekroon, pa Wallie as die groot kampioen van die jaar en Werner saam met Wouter as die junior parejag van die jaar. REGS: Mnr Francois Malan van AGD Aluminium & Xpanda Rail Security, is nie net as die vereniging se lid van die jaar gekroon nie, maar was ook die hoofborg en organiseerder van ‘n fotokompetisie.
