The gloves are off. The decision on Tuesday night by the city council of the Greater Tzaneen Municipality to introduce “dramatic” salary increases across the board, as well as the decision to appoint a municipal manager whose qualifications are not in line with what was asked for in the formal advertisements for the job, have at least one councillor, Ms Anza van Vuuren (DA), steaming (see page 3). Tuesday night’s meeting was in many ways rather chaotic. • Councillors could not be heard, mainly because they did not speak into the microphones.

• At one stage the speaker and the mayor seemed to be rattled by a request for a division to vote for or against the new salary increases.

• Mayor Dikeledi Mmetle reprimanded the DA’s leader in the council and member of the executive commitee, Ms Rene Pohl, for voting against the appointment of the acting municipal manager in the vacant post. Dikeledi said Pohl has supported the appointment in the Exco meeting and she could not understand how Pohl could make a U-turn when the matter came up in die council meeting. scales that will result in increases of up to 40%. The estimated cost of this for the GTM will be between R30 million and R35 million per annum. It is unimaginable how and where the GTM will find money for this. Rumor has it that the

bulk of the extra money required for salaries will come from the electricity department’s budget — which would spell disaster for Tzaneen and/or the rural areas. Level 15 labourer (many of them illit-

erate) will henceworth earn between R7 310,69 and R8 019 per month — up from the present R6 010,64. This represent an increase of almost 40% and this is the pattern through all the levels to level 3 (managers).

A manager’s salary will increase from the current R263 766,24 per annum (R21 980,52 per month) to between R362 597,79 per annum and R386 020,80 per annum (R32 168,40 per month). These amounts don’t include fringe benefits such as pension, medical, telephone subsidy, car subsidy, housing subsidy etcetera. Meanwhile the wasteful and fruitless expenditure of the GTM is rapidly climbing, especially since the municipality is losing one court case after another — at costs running into millions of rands (between Claude

Residents of Tzaneen will have to bite the bullet and pay up, or else... since the future looks pretty grim. The Bulletin also has information indicating that the GTM might get a disclaimer from the Auditor General for the past financial year. Vlieg praat met die Volk en krap waar dit jeuk...

Beste Mnr Tony Ehrenreich, Ek is vanaand baie hartseer terwyl ek hierdie brief sit en skryf. Ek is ‘n 40-jarige wit boer. Danksy jou is ek vandag een van ‘n groep mense wat gehaat word in ons land. Mnr Ehrenreich, in 1994 het ons almal onderneem om ‘n nuwe Suid-Afrika te bou. ‘n Beter, nie-rassistiese, gelyke, reënboognasie. Ons het so mooi begin, met die beste leier in die wêreld. ‘n Man wat na 27 jaar in die tronk steeds besef het ons moet die verlede vergeet en saam vorentoe ‘n nasie bou. Maar mnr Ehrenreich, vanaand pyn dié wit boer se hart. Dieselfde kleur hart as joune. Hier rondom my brand die land. Hierdie land waarvoor ek so lief is. Mnr Ehrenreich, ek bestuur ‘n besigheid wat opgebou is oor 150 jaar. Ja, my besigheid is ouer as die ANC, so dit is iets werd vandag. My besigheid is egter uitgelewer aan die internasionale vryemark. Ondanks die feit dat die regering van Suid-Afrika die grootste deel van die inkomste kry (14% BTW en 30% inkomstebelasting), kry my besigheid geen beskerming teen invoere, oorsese gesubsideerde produkte of selfs natuurrampe nie. Tog produseer ek jaarliks kos vir 1 500 SuidAfrikaners. Vyftig siele leef permanent van my boerdery. Vyftig mense wat elke aand warm bad en met ‘n vol maag in ‘n warm bed gaan slaap. Vyftig mense wat nie bekommerd hoef te wees wat môre vir hulle en hul kinders inhou nie. (Ongelukkig moet hulle van vandag af baie bekommerd wees oor wat jy, Tina en Marius Fransman kwytraak) Mnr Ehrenreich, dit mag dalk vanuit jou perspektief lyk of ek ‘n ryk boer is, maar gaan vra gerus my bankbestuurder hoeveel geld daar in my bankrekening is teen die tyd dat my oes klaar voorberei is. Vra gerus die ekonome van Suid-Afrika hoeveel is die skuldlas in die landbousektor. Dis nie omdat boere sleg met geld werk nie. Inteendeel. Dis die aard van die natuur en voedselproduksie waarin ons moet werk. Ja, mnr Ehrenreich, nes my voorvaders en my mede-boere neem ek elke jaar ‘n groot risiko om die oes voor te berei, sonder enige waarborg. Ek gaan leen geld by die bank, gaan koop kunsmis, diesel, onkruiddoder en betaal lone, sonder die versekering dat ek ‘n opbrengs op daardie lening gaan kry. Dis hoekom almal boerdery ‘n dobbelspel noem. Jy en jou mede ANC-leiers sal egter nie hierdie beginsel verstaan nie want julle gebruik mos regeringsgeld om al jul planne

uit te voer. Daardie geld wat vir die armes bedoel was, wat gebruik moes word om werk te skep. Hoekom doen jy en jou kamerade nie ook dieselfde as ons boere nie? Hoekom gaan leen julle nie ook by die bank geld en woeker daarmee nie? Die plase en eiendom wat julle nou afbrand is opgebou uit niks. Hoekom wil julle altyd bestaande bates afbreek of verdeel en belastinggeld mors? Ons moet tog die koek groter maak sodat almal ‘n happie kry, nie kleiner nie. Dis entrepeneurs en bouers soos ek wat dit kan doen, landbouers. Hoekom sweep jy nie ook die werkloses op as ANC-leiers R250 miljoen op ‘n huis spandeer nie? Hoekom is jy tjoepstil as die arm kinders van ons land nie skoolboeke kry nie, terwyl jou landsleiers in vliegtuie rondrits, van die een partytjie na die ander, om tenders aan vriende en familie uit te deel? Hoekom hoor ons nie dan van jou of Marius nie? Nee, mnr Ehrenreich, jy verkies eerder om armes en oningeligtes op te sweep om werkplekke af te breek. Die kinders van Suid-Afrika sal eendag van jou lees in die geskiedenisboeke, maar nie soos jy jou verbeel nie. Die groot ironie is dat daar vele leiers soos jy in die verlede was. Leiers wat burgers van ‘n land teen mekaar opgesweep het. Leiers wat mense aangemoedig het om af te breek, eerder as op te bou. Hoe gaan dit nou in daardie lande? Waar werk hulle nou? Jou naam sal in dieselfde hoofstuk as Robert Mugabe se naam geskryf staan. Sy land se mense werk nou in jou kinders se plek hier in Suid-Afrika. Waar gaan Suid-Afrika se mense heen trek as julle al die werkplekke hier afgebrand het? Jy het duidelik nie na mnr Mandela geluister nie! Gaan vra hom môre-oggend of hy trots is op wat jy doen vir die mense van ons land. Mnr Ehrenreich, ek wens die kinders van hierdie land sien jou vir wat jy is en kan my sien vir wat ek is. Ek is lief vir hulle en dié land, jy is nie. Jy en jou mede ANC-leiers voel niks vir hulle of ons land nie. Ek hoop die armes van hierdie land sien dat hul net pionne in jul siek magspel is. Dat jy en Marius Fransman net aan jul eie politieke posisies, met die gevolglike finansiële vergoeding, dink. Dat niemand meer vat by armes en op hulself spandeer as die ANC se leiers nie. Mnr Ehrenreich, ek is ‘n beter Suid-Afrikaner as jy. Ek is nie ‘n rassis nie, jy is. Ek het nie ‘n verskuilde agenda nie, jy het. Ek wil hierdie land opbou, ek wil kos produseer en vir mense ‘n werk gee. Wat wil jy doen? Wit Vlieg, eie neef van Vlieg

Nadat sy sedert 10 November in ‘n koma was, het Noulene Venter (11) Saterdagaand (twee weke later) haar laaste asem op ‘n operasietafel in Johannesburg uitgeblaas. Sy was in die teater omdat dokters ‘n maagseer wat gebars het, vermoed het. Hulle het

Een raadslid het Dinsdagaand na die chaotiese stadsraadsvergadering behoorlik vuur gespuug. Me Anza van Vuuren was baie warm onder die kraag, maar sy het dit nie in die vergadering gewys nie en die kere dat sy deur die speaker (‘goedgunstiglik’) toegelaat is om die woord te voer, het sy haar saak beredeneerd en kalm (uiterlik) gestel.

Hy’t gaan skoolhou, skoolhoof geword (in Thabazimbi en Rustenburg) en toe as skoolsielkundige begin werk. Hy het afgetree nadat hy etlike jare lank hoof van die skoolsielkundige kliniek vir die ou Verre-Noord was. Wyle Frans Visser kon onderhoudend gesels, maar hy was eintlik ‘n stil man en baie privaat in sy persoonlike lewe. Sy vrou en kinders leef ook baie privaat en het versoek dat ons nie hul name noem nie. Hy laat sy vrou, drie seuns (van wie een in die VSA woon), een kleinseun en ‘n goeie vriendekring agter. ‘n Gedenkdiens word Dinsdag om 10:30 in die NGK Wolkberg in Tzaneen vir hom gehou. ‘n Ou vriend van hom, ds (emeritus) Johan Botha, sal die diens lei.

Boere is nou die knopkierie Arbeidsminister Mildred Oliphant het einde ten laaste besef dat die arbeidswette, wat sy self administreer, nie daarvoor voorsiening maak dat die sektorale vasstelling binne twaalf maande na die vorige vasstelling gewysig kan word nie. Eergister (Woensdag) het sy aangekondig dat sy eers teen Maart 2013 ‘n wysiging kan implementeer. Sy was natuurlik in die buiteland toe die berugte onderwysminister, me Angie ‘Handboeke’ Motshega, in haar plek waargeneem en ewe kontant aan vakbonde beloftes oor hoër lone gemaak het. Aan die ander kant het Cosatu sy hakke ingekap op R150 per dag (R3 375/maand) as laagste loon op plase, en dreig hulle om teen middel volgende week weer die landbou, en veral die Wes-Kaap, op horings te neem. In die middel sit sowat 37 000 kommersiële boere wat weet dat enige verhoging van minimum lone op plase ons land etlike duisende werkgeleenthede gaan kos. In ons distrik het boere reeds aan honderde werkers kennis gegee dat hulle na Kersfees nie meer werk toe kan kom nie. Al is die minimum loon nog nie aangepas nie, sien boere waarop stakings in die landbou afstuur, en maak betyds ‘n plan. Baie mense sal verbaas wees as die De Doorns-gebeure veel minder as 100 000 werkgeleenthede vernietig. Sekere gewasse soos groente en uitvoervrugte, wat arbeidsintensief is en moeiliker gemeganiseer kan word, is aan meer risiko blootgestel as ander soos graan en katoen, waar min arbeid by betrokke is. Dat Suid-Afrika se

vermoë om mededingend arbeidintensiewe gewasse te verbou deur die stakings en loongeskille ernstig geknou is, kan niemand bevraagteken nie. Mosambiek, Zambië en ander Afrikalande gaan varsprodukte vanweë beter loonstrukture eenvoudig goedkoper op Suid-Afrikaanse markte kan lewer as wat ons dit self kan doen. Die eerste vraag wat boere daaroor vra, is: “maar verstaan Cosatu en die ANC dit nie?” Onthou, die aanstigters van die plaasloondebakel is almal mense wat self nog geen werk geskep of ooit eens aan die produksiekant van die ekonomie betrokke was nie. Sommige van hulle verstaan dit regtig nie, en wil ook nie probeer nie. Sommige verstaan dit wel, maar dit maak nie vir hulle saak nie. Ons boere het geen benul hoe warm die hitte van die leierstryd en daaropvolgende posisiespel binne die ANC is nie. Dis geen eenvormige beweging wat boere verag en alles wil herverdeel nie. Dit is ‘n komplekse intrige van wedersydse wantroue, nydigheid, na-ywer, ondermyning en magstryd onder mekaar. Boere en die landbou as sodanig is maar net nog ‘n knopkierie waarmee hulle mekaar oor die kop slaan, en eiebelang is vir vet politici en korrupte amptenare die enigste belang wat geld. Dit sal ook verbygaan. Daar is geen kans dat ‘n diep verdeelde struktuur soos die regerende alliansie ‘n volhoubare samelewing kan skep of in stand hou nie. Maar tot dan moet boere planne maak om te oorleef — en werkskepping is nie deel van so ‘n plan nie.

Beware of mob justice The Tzaneen SAPS Cluster launched the prevention of mobjustice and anti-rape campaign, as part of the sixteen days of activism against women and children abuse, at Sekoro on Tuesday. Tzaneen cluster is the first to launch such a campaign — and the community came in numbers to show support to the police and to address problematic issues. Various other stakeholders such as the traditional authorities, Maake CPF and the Mopani District Municipality attended the launch. The police handed out pamphlets outlining the danger of mob justice. All the organisations pledged to unite with the police in the prevention of mob justice and in the anti-rape campaign. The representative of the department of education, Ms Malatji, thanked the police for patrolling

at schools to ensure that things run smoothly. The deputy provincial commissioner of the SAPS, Maj Gen Benny Ntlemeza, applauded the Tzaneen police cluster for the great work they do. The outspoken Nlemeza also told community members to stop protecting criminals, especially those who rape. He said he has a dream of seeing Limpopo as a crime-free province, where people are free to take walks at night. During the event Ntlemeza shared his cell phone number and other station commanders came forward to also give the community members their cell phone numbers. Robert, Bronwyn tie the knot

Mr Robert Miller, previously a well-known attorney of Tzaneen, and Ms Bronwyn Atcheson recently got married. Miller was released on 2 November on parole after serving one year and nine months in prison for misappropriation of trust funds. He had voluntarily returned to South Africa to face arrest and criminal charges to which he pleaded guilty. He had pre-

viously conducted a successful legal practice in Tzaneen but became involved in numerous business ventures, to his detriment. According to him he had become overly ambitious and his plans had included developing a large shopping mall de-

velopment, which caused him to fall into debt. This eventually led to his downfall and him being removed as an attorney. He told the Bulletin that he sincerely regrets any harm he caused to anyone at the time by his conduct and wishes now to make a positive contribution in the area of Tzaneen. While in prison he got engaged to Atcheson (a divorcee with two children) who faithfully visited him.

Die stadsraad van die Groter Tzaneen Munisipaliteit het Dinsdagaand ‘n nuwe laagtepunt bereik en die status van sirkus is nou nie onvanpas nie. Raadslede wat in die reël maklik luidrugtig is, het Dinsdagaand gefluister — tot groot frustrasie van die enkeles wat wel belangstel in wat gesê word. In die koukusvergadering van die ANC, wat die stadsraadsvergadering vooraf gegaan het, moes dit lekker gegaan het. Leë KFC-kartonnetjies en leë koppies en pierings het die plegtige raadsaal (waar nie geët mag word nie, volgens die raad se reëls) versier en die reuk van die kolonel se spesery-hoender het swaar in die lug gehang. En toe weier die duur en onlangs aangeskafde lugversorgers boonop om die lug te sirkuleer. In die gang voor die raadsaal is daar aan die groenmielies van ‘n entrepreneur wat voor die gebou sy kookgeriewe kom inrig het, geëet dat jy net wit stronke kon sien. Toe daar later vir ‘n verdeling gevra word, oor ‘n turksvy wat sommige raadslede se temperatuur laat styg het, was daar verslaenheid, want die agbare leiers in die raad het nie hul eie ordereëlings en prosedures verstaan of geken nie! In ‘n relletjie tussen die burgemeester en ‘n lid van die opposisie het die eerste burger haar vroulike kollega uitgetrap omdat sy in die uitvoerende komitee Ja gestem het en toe in die raadsvergadering haar Neehand opgesteek het. En, en, en... Die goeie Gewer behoed ons. Die inploffing is naby!

In 1887 Alexander Tyler, a Scottish history professor at the University of Edinburgh, had this to say about the fall of the Athenian Republic some 2 000 years prior: “A democracy is always temporary in nature; it simply cannot exist as a permanent form of government. A democracy will continue to exist up until the time that voters discover that they can vote themselves generous gifts from the public treasury. From that moment on, the majority always votes for the candidates who promise the most benefits from the public treasury, with the result that every democracy will finally collapse over loose fiscal policy, (which is) always followed by a dictatorship.” John Adams, Founding Father and the USA’s second President, warned “Remember, democracy never lasts long. It soon wastes, exhausts and murders itself. There never was a democracy yet that did not commit suicide.”

Low blow Bernard Nel, King Edward Drive, Tzaneen, writes: The taxpayer of Tzaneen took another low blow when the news that a decision by council to decide on an extravagant pay hike for the council employees became eminent. This follows the attempt of a strike which turned out to be nothing more than a show of strength and anarchy. Council being held ransom by a workforce whose values for best practices sunk to an all time low. The motivation for the salary increase is to motivate employees not to embark on actions as was experienced. The intentions might be clear but in practice we desperately need an overhaul of the value system. If the trend of labor unrest in South Africa is anything to go by, future actions will be more severe with crippling consequences for our economy. Through all the political meddling the taxpayer stood firmly by their intensions. To do nothing but be a spectator while their assets are being plundered by a pack of political animals interested in only one thing. Power and money. Councilors should in my view be accountable to their constituency that put them in power in the first place and council employees must understand that they are in the employ of the taxpayer. Whose interests are being served here? Definitely not the taxpayer who is responsible to foot the bill for decisions motivated by emotions and not common sense. Valiant efforts by the opposition councilors to look after the interest of the taxpayer are being met by remarks such as that the ruling party cannot be held ransom by the opposition. Excuse me sir, if you by any chance have your priorities confused the taxpayer will remind you that your actions must be directed to serve the interest of the taxpayer and the taxpayer only and not to use council to play your political games. The irony of this debate is that the ANC used as benchmark councils managed by the DA in the Western Cape. The difference Mr ANC councilor is that the DA make decisions entrenched in values, and that your decisions are based on the lack of such a value system. My prediction is that the already heavily compromised ANC led council will continue on their current destructive path of decision making. I predict however that the tax payer will step away from the ropes and start counter punching. If this does not materialize soon the tax payer will have to accept defeat and that decision making by the politicians accept as norm. I say we cannot allow this any longer. Let us unite and stand up against this beast that was created by the ruling party. We owe it to ourselves and the generations to follow. In the background I can hear the chuckle of the exclusive members of the R800 000 club. Indulging in their hefty salary packages while Rome is burning.

At the end of October I attended a retreat. It was a silent one, one in which we were given time to reflect, to “take it easy” and just be with God. To listen to His voice and perhaps just hear Him for once in our lives without interference from the outside. It was extremely difficult for me just to keep quiet as I like to speak, consult with others, but I endured. During this time of reflection, I came across a very interesting book; entitled “The Good and Beautiful God” written by James Bryan Smith. It is the first book in a series of three. In this book James explains or encourages us to look at God through Jesus’ eyes. To experience the God and Father Jesus knew. It was amazing reading. It gave me time to reflect on what many of us as preachers do wrong. We often play on the negative very seldom emphasizing the positive. We often make God out to be a Father who is always cross with us, a Father that is watching our every move in order to punish us. “If you don’t do this or that God will punish you and you will go straight to hell” words we often use. No wonder people turn away from God. I know often when I have sinned I am consumed with guilt: “What will God do to me? How is He going to punish me?” these questions come up time and time again. We should see God as a loving, corrective Father, not one out to get us should we fail. God abhors sin for it us who get hurt when we sin and He loves us so much that He does not want any harm to come to us. As I have said God hates sin, He does not hate the person sinning. We know for a fact that there will be consequences for our sin, but God loves us so much that He forgives us time and time again, always encouraging us not to do it again. Jesus came to earth, He was fully human and He knew what it was like to suffer, yet He remained sinless, knowing that it was His Father’s will that He avoid all temptation. But Jesus was perfect and we are not. So we will sin. It is in the repentance of these sins that we are forgiven. God knows each and everyone of our hearts and He knows that we are weak. However, we must always try to please Him and try our best not to be tempted. How? By being guided by the Holy Spirit. If you get a chance, read this book; it will open your eyes. Blessings

Letters • Briewe Horiffic situation Dave Protter, Tzaneen, writes: In a horrific case of a little child being physically assaulted and sexually abused over a period of two years by a local teenager, the victim’s mother has apparently now also had shocking treatment from the Tzaneen Police and Justice system. After taking her child to a psychologist for behavioral problems, the mother was very distressed to learn that her child had been sexually abused. The psychologist also said that her child had mentioned the names of a number of other child victims. Despite numerous requests, for more than seven months since the day she personally delivered her sworn statement to the Tzaneen Child Protection Unit asking for an investigation, she has never been contacted by any police investigator, social worker, court official or anybody else. The victim�s mother has recently by co-incidence, heard that the sexual molester, had admitted guilt and his case had been �diverted� and he is free in Tzaneen. “Diversion” is a procedure under the Child Justice Act of 2008, where instead of going through a criminal trial process & if convicted, then getting a criminal record and being sent to a Reformatory School, Youth Detention Centre or prison, a youth under the age of 18 who pleads guilty, can remain in the community whilst attending a therapy program from a probation officer. It appears that this alleged serial molester was just ordered to attend a few sessions here in Tzaneen over a six week period, and that no real restrictions were placed, preventing him from making contact with her child or other victims again. Not to mention other possible vulnerable children in the community. Due to the fact that the Police never investigated these mothers’ brief allegations, neither the Police, nor Courts, nor the probation officer knew the extent of the violent assaults & sexual abuse. The victim’s mother fears that because nobody ever consulted her or her child, the Tzaneen court was never correctly informed about the seriousness of the crime, and she is now astounded that anybody can think that a teenage serial sexual abuser, who by pleading guilty to some minor offence, can subsequently be rehabilitated in weeks. With the sexual predator now still free on the streets, the victims and parents continuously live in fear. Neither the Tzaneen police nor Tzaneen court officials were willing to comment or give an explanation for how this nightmare occurred.

• In the meantime the senior public prosecutor in Tzaneen, Adv Solly Ngobeni, has responded as follows: It is confirmed that the meeting with the parents of the victims was held on the 22nd August 2012. During the meeting, the concerns of the two parents were discussed, the provision of the Child Justice Act including the objectives of diversion were explained to them. The report of the probation officer has since been received, according to the report; the child offender has successfully complied with the diversion order. Regarding the question whether the prosecutor was aware that multiple victims were abused, the answer is negative. The only charges contained in the case docket were the charges involving the two victims. It must be pointed out that, the prosecutors do not conduct investigation, that is the mandate of the South African Police Service. Regarding the issue of contact between the mother of the molested child (Ms X) and the prosecutor, this issue was thoroughly discussed during the meeting of the 22nd August 2012. However, if she is still having concerns in this regard, she is more than welcome to come and discuss with me. With regard to the following issues: (a)Failure of the police to contact Ms X; (b)The failure to engage a Forensic Psychologist to assess the level of sexual abuse (c)Failure of the Victim Support Official to contact Ms X; (d)Failure to give Ms X a progress report regarding the police investigation; (e)Failure of the police to attend to her complaint; These are issues for the police management to respond. Regarding the experience level of the Probation Officer and her capability to perform her task, kindly direct the queries and concerns to the Department of Social Development. If there are victims who were, allegedly, sexually abused by the same child, kindly advice the victims’ parents to report to the police for investigation. Regarding the request to forbid the child to go to church, this is a matter to be decided by the church leadership. The objective of diversion is not to punish the child offender, but to help the child offender to become a better person. Regarding the request for an order in terms of the Domestic Violence Act or an Interdict, the Child Justice Act does not make provision for this. As mentioned in paragraph 3 above, the report of the probation officer has now been received, according to the report the child has successfully complied with the diversion order. Dit kos dan baie oorre-ding voordat die klant aan hulle, in plaas van ‘n man, die probleem verduidelik. As die mans besef die dames weet net soveel, indien nie meer as ‘n man nie, dan gaan dit die volgende keer baie beter. “Die groot manne respekteer al hoe meer vrouens, omdat hulle goeie werk doen.” Dit is ook vir hulle groot pret om mense, veral mans wat voertuigprobleme langs die pad kry, te help. “Dis lekker om die probleem vinnig te kan oplos en te sien hoe hul monde oopval, omdat ‘n vrou dit gedoen het.” — Retha Nel retha@bulletin.us.com

Still a long way to go for problem project There is still a long, problem-strewn road ahead for everyone involved with the Muti wa Vatsonga open-air museum at Die Eiland. In September 34 heads of Nguni cattle had to be put down after the SPCA found them near starvation and unable to get up and eat. The SPCA has laid charges against numerous officials in Limpopo’s department of sports, arts and culture, “from the curator to the MEC”, according to Ms Ellie Potgieter, senior inspector of the Letaba SPCA. Potgieter also stated that they (the SPCA) are still waiting for a court date and that one will hopefully be announced next week. Ms Adelle van der Linde, media liaison officer for the department of sports, arts and culture, confirmed that the Muti wa Vatsonga is part of the department’s projects. She said that she cannot comment any further as an investigation into the matter is still ongoing and

New store for outdoor fanatics The opening of Wolkberg Outdoor and Trader — part of the Campworld franchise — in Tzaneen offered great fun for attendees. On Friday evening the store, which stocks various types of camping equipment and trailers, treated VIP’s to food and drink while they browsed the store. Doctors are fed-up

Medical practitioners are refusing in growing numbers and at a rapid tempo to attend to patients who have sustained injuries on duty, because of the “chaos” in the Workman’s Compensation Commissioner’s office. Doctors say that they have to wait for a fine day for payments to be processed. Several doctors have confirmed to the Bulletin that they can’t attend to patients who have a claim against the commissioner, since they don’t get paid. In one of the latest incidents a well-know

GP in Tzaneen, dr Fritz Visser, has decided to take on the commissioner and to pull all the stops in an effort to get the money owed to his practice by the WCC. Two weeks ago Visser was the doctor on call at Mediclinic Tzaneen. On Friday afternoon he was called to attend to a patient in casualties. The patient sustained an injury on duty and suffered from bad fractures of the right femur. The patient was initially admitted to one of the large referral hospitals in our area, presumably by the emergency services in conjunction with his employer. After three days in hospital exactly nothing had been done for the patient, despite there being an orthopaedic department. The patient was then transferred to Mediclinic Tzaneen without prior arrangement with

anybody, and was dumped in casualties at Mediclinic and left with no documents. Visser was called to attend to the patient. He informed the sister on call that as of 1 June he no longer attended to WCA patients, due to non-payment by the WCC. The attending orthopaedic surgeon was not available at the time and the patient was transferred to a hospital in Pretoria; adding another day before he would be seen by an orthopaedic surgeon. Doctors say this is a serious dilemma, since they are bound by ethical and moral standards and an oath, but they also have to meet their financial obligations and there is a limit to how long they can wait to be paid. Visser told us that the last payment made by the WCCW to him was in March. More than R50 000 is still outstanding and despite numerous urgent calls and e-mails no payment has been made. He is now challenging the WCC on this matter. • Our call to the WCC for comment was not answered before our deadline.

GGM told to go back to the drawing board The Greater Giyani Municipality is in trouble for contravening several regulations in the awarding of tenders and hiring of personnel. This became clear when the GGM was summoned to appear before the Municipal Public Accounts Committee [MPAC] to answers questions regarding the allegations. Among the alleged irregularities were fourteen successful tenders that had not been declared, no preference point system documents, no municipal service rates and no tax account. The municipal manager (MM), Mr Gezani Masingi, failed to explain these matterxs, saying he needed more clarity — despite the fact that the questions were mainly from the Auditor General’s report. In some cases the chairperson of MPAC, Mr Ponani Makhubele, ordered the municipality to go back to convene another council sitting, after she found that it had been incorrectly indicated that the electrification of houses stood at 100%,

Giyani runs out of water

Greater Giyani mayor Pat Hlungwani warns the community of Giyani that the two dams supplying Giyani have run empty. Speaking at a public participation event at Nsavulani, the mayor told the community not to expect normal water services, since there was no water at all remaining in the Middle Letaba Dam and the Nsami Dam that supply Giyani with water. “As a municipality we would like to let you know that we’re facing a serious challenge with regard to water in the whole of Giyani. Let us pray that we get enough rain between December and January, because if that does not happen there’ll be an extreme draught in the Greater Giyani Municipality,” he said. “However, as a municipality we will not fold our arms and keep quiet; we’re working together with the relevant departments, including the Mopani District Municipality, to see to it that in the meantime we use boreholes that will give water,” he said. Responding to a request for diesel to run water pumps fitted to boreholes, he said the government had plans to move away from diesel to electricity, since the former were easy to steal and vandalise. The mayor also visited several projects and schools in the area to listen to their problems. He promised to respond to all grievances raised during his visit to the area, saying he would sit down with his cabinet and see which of the grievance raised was of utmost priority since they did not have enough budget to do them all at once. When questioned on why the GGM used the services of a service provider who did not have a tax certificate, Masingi said this was “a case of changing situations”. When asked why hy did not approve specifications prior to the publication of invitations to bid, he said “this resulted from oversight, and corrective steps have been taken to make sure that this does not happen again.” The chairperson then fired back, saying “we cannot tolerate oversights, and therefore request that you provide us with the full names of the official involved and details of how that oversight occured, because these are some of the issues that cause the GGM to get a disclaimer.” “For the sake of transparency and good governance, we can’t keep on saying that we have a problem of capacity or skills, because that means we’ll have to fire everybody in the municipality and start afresh,” concluded the chairperson. — Orlando Chauke

Haenertsburg celebrate UDI Programme of events: Independence Day Celebrations

The romantic and picturesque Village of Haenertsburg was founded in 1887 and thus celebrates its 125th birthday. To mark the occasion a variety of events and celebrations have been planned for tomorrow (1 December). The need to create this special day arises from the fact that, for one day in 1900, the Village of Haenertsburg was regarded as the capital of the old South African Republic, when the Volksraad, under the acting president, general Schalk Burger, held a meeting at the mining commissioner’s office. Tomorrow will see the inauguration of a new president of the Mountain Republic of Haenertsburg. There will be a procession of miners, barmaids and assorted other mining-town ruffians, starting at the Village Post Office at 11:30 and proceeding to the Long Tom monument where a ‘gold rush’ will take place on the Market Square. Tickets to participate in the ‘gold rush’ will be sold at R50 per ticket at all shops in the Village. These tickets will then be exchanged for an official prospector’s flag at the monument at midday. The flag planted closest to the buried gold treasure will win a Kruger Rand worth over R4 000! Following the ‘gold rush’, the new president will

be inaugurated at a ceremony to be held at the Village Hall and the new flag of the Mountain Republic will be raised, accompanied by the singing of the new Haenertsburg anthem. Tomorrow evening the Independence Ball will be held in the Village Hall. Tickets cost R120 per adult and R60 per child under 14. The price includes a delicious supper of mutton potjie, samp mealies, potbrood and desserts. A full bar will be available. This will be a day to enjoy the real, country hospitality of Haenertsburg where ‘mining town’ meals, refreshments and other Independence memorabilia will be on sale at all local restaurants, coffee shops and our variety of boutique art and gift outlets. Spot prizes will be awarded during the day for those dressed most appropriately as miners, prospectors and barmaids! Also have your photo taken with one of our ‘girls’ outside Beth’s Bordello! The event kicks off at the Village Post Office at 11:30 when a horse commando will lead the procession of miners, barmaids and other mining-town ruffians to the Long Tom monument. The arrival of the marchers will be expected at midday at the Village Square. The excitement will escalate at 12:30 when the Great Haenertsburg Gold Rush kicks off. A tree planting ceremony will take place half an hour later. The Mountain Republic’s flag will be raised at 13:30 and the Republican anthem will be sung. The Constitution will also be read from the Village Hall and the

new president of the Republic will officially be inducted. Following the ceremony at 14:00, the winner of the gold bullion prize will be announced. Lunch may be enjoyed at one of the Village’s five restaurants or coffee shops throughout the afternoon. Guests can also explore all the village has to offer, such as the Haenertsburg International Arboretum, the art and gift shops, fresh homemade produce and Independence Day memorabilia. The launch of Professor Louis Changuion’s new book on Haenertsburg will commence in the foyer of the Village Hall with cocktails at 18:00. Those who feel strong about attending the Independence Ball at the Village Hall, might still be lucky to get tickets from the Pennefather. This ‘opskop’ will include music, trials of those who have offended the president, fun games, and a delicious supper.

SKOLENUUS

Die Laerskool Dr Annecke in Letsitele het onlangs die amptelike opening van hul splinternuwe tennisbane gehou. Hier is mnre Gerhard Venter (skoolhoof) en Pieter Vorster (lid van die skool se beheerraad) wat die lint geknip het.

Mnr Pieter Vorster en sy dubbelsmaat, me Thirza Moore, was die naaswenners van die Laerskool Dr Annecke se eerste tennistoernooi op hul nuwe bane. Hier staan hulle by die wenners, me Kobie Gubitz en haar swaer, mnr Johann Gubitz.

Die organiseerders van die inwyding van die Laerskool Dr Annecke se nuwe tennisbane, mee Elana Goosen (middel) en Sonsonette Duvenhage (regs), is hier saam met me Elmarie Vermaak.

‘n Lekker tennistoernooi is gehou om die Laer- Die Voetspoortjie Kleuterskool in Tzaneen het onlangs hul jaarlikse jaareindkonsert gehou en skool Dr Annecke se nuwe tennisbane in te wy. afskeid van 2012 geneem. Hier is die lede van drie van die groepe wat hul talente vertoon het: die Personeellede at deelgeneem het is mee Trudie Blommetjies, die Kabouters en die Bye. Botha, Frances Rautenbach en Annatjie Haar.

Die seuns wat die leisels as leiers van die Laerskool Tzaneen in 2013 sal vashou, is (voor) Comfort Shingange, Roehan Steenkamp, Nkateko Tiba en Gideon Vorster. In die tweede ry is Lebogang Maredi, John Naudé, JC Nel, Pitman Opperman, Vernon Harms en Thabang Sekokotla. Agter is Jaco de la Rey, Rhyno du Plessis, CJ Erasmus, Reinhardt Erasmus, Barri Gerber, Christian Schmidt en Wilco Jansen van Rensburg.

Die meisies wat as 2013 se leiers van die Laerskool Tzaneen aangekondig is, is (voor) Pamela Baloyi, Stephanie Nagel, Cilmarie Geyer, Marisa Haynes, Telanie van Renen, Deané Toerien en Anri McLean. In die tweede ry is Twané van Wyk, Carmi Venter, Anya Robinson, Lara Scheepers, Lumé Jacobs, Lara Oosthuizen, Suné Minnaar en Anemé Jacobs. Agter is Corli van der Merwe, Bianca Elbrecht, Lané Pretorius, Jessica Goodey, Lerato Hutamo, Juandri Strydom, Dihana van Zyl en Maruschka Kruger.

Wiskunde-slimkoppe van die Laerskool Tzaneen het onlangs aan die Wiskunde Olimpiade deelgeneem. Die leerlinge wat bo 60% behaal het, is (voor) Carmi Venter (brons) en Gerhard Bezuidenhout (goud). Agter is Bernu Britz (brons), Emje de Nysschen (brons), Wilco Jansen van Rensburg (brons) en Gideon Serfontein (brons).

Rugbyspelers berei vir 2013-liga voor Rugbyspelers van die Hoërskool Ben Vorster wat in Limpopospanne opgeneem is, het die naweek saam met die Blou Bulle se o.19-afrigters en -kondisioneerders aan die o.18 “High Performance Squad” se kamp in Polokwane deelgeneem. Duiwelskloof back on Lim’s map The final round of the Limpopo Fours competition were played at the Polokwane Bowling Club on Saturday, and Duiwelskloof Bowling Club played themselves back onto the Limpopo’s bowling map. Both the men’s and the ladies’ rounds were
