Municipalities say

No thanks to grants from Government

Three municipalities in the Mopani area stand to lose R122,862 million in grants that the central government provided for infrastructure expenditure (called MIG). The total municipal infrastructure grants “donated” to the three municipalities by central government for the 2011/2012 financial year amounted to R339,881. The Mopani District Municipality(MDM) could lose R93,848 million, the Greater Tzaneen Municipality(GTM) might have to wave goodbye to R18,283 and the Greater Giyani Municipality (GGM) may have to go without a handsome R10,731 million. The only hope for these municipalities of retaining the money is to be found in the possibility that the national treasury could decide to allow the municipalities to roll over the money. The local municipalities have, however, not applied for a roll over. Fourteen municipalities in Limpopo under spent MIG funds and only seven’s requests for a roll over of the unspent funding have been approved. The DA caucus leader in the Limpopo Legislature, Ms Desiree van der Walt, requested the information regarding the MIG funds from the MEC for Co-operative Governance, Human Settlements and Traditional Affairs. In his reply to Van der Walt he said “a lack of forward planning is one of the main contributors to under spending”. In the case of the GTM the problems with the Sasekani Road and the construction of a tar road from Ramotshinyadi to Mokgwathi have caused the GTM to under spend. (The Sasekani road is of course one of the projects where a dispute about the tender developed, the other one being Claude Wheatley Street. These two projects will in the end cost the GTM a couple of million rands in

legal costs). The MEC also admitted to the following “challenges” that have caused the problems: • The high vacancy rate of senior managers, especially chief financial officers and technical managers; • Limited skills in financial management; • Delays in the filling of vacant critical section 56 (senior) manager positions. The MEC added that his department is now assisting municipalities in the appointment of senior managers. Die polisie het vandeesweek te kenne gegee dat hulle 740 vuurwapens in die laaste boekjaar verloor het, nagenoeg 380 weens nalatigheid. Wat sê jy hiervan? Jaypee Smuts Mooi man, net nog ‘n baie sterk aanwyser hoe onbevoeg, nalatig, geen pligsbesef en werktrotsloos hulle is. Leierskap kom van die minister wat die voorbeeld moet stel, maar kan nie want dit is self net so onbevoeg vir die pos om inisiatief te neem. Melani Deysel Lamprecht En dan tel ’n kind dit dalk op? Dis onaanvaarbaar! Waar is hul verantwoordelikheid, en dan moet hulle die publiek beskerm! Nee wat, gee vir die beamptes houtgewere! As ’n privaat persoon sy vuurwapen ‘‘verloor‘‘, word hy voor die voet deur die polisie onbevoeg verklaar, aangekla en al sy ander wapens afgevat. Hoekom geld hierdie reël nie ook vir polisiebeamptes nie? ’n Polisiebeampte wat sy wapen verloor, moet ook summier uit die polisie geskop word. Vlieg van die Jaar (2012) Vlieg kan nie ophou om homself te verbaas nie! Nog ‘n eerste vir Vlieg was die uithang geleentheid wat hy vandeesweek aangebied het om, vir die eerste keer in die geskiedenis, die Vlieg Toekennings van die Jaar te maak. En wat ‘n uithanggeleentheid was dit nie. Dit was so bedompig een aand dat Vlieg sy rekenaar stoep toe gedra het en sonder ‘n onderbroek met ‘n glasie koue, vars, 2012, wit druiwesappie gesit en die toekennings gemaak het. Vlieg hoop nie die buurvrou kon iets sien uithang nie. Omdat Vlieg, en ook hierdie nuuspapiertjie, gereeld daarvan beskuldig word dat hulle net die heeltyd negatief is, is v.i. (Vlieg Insiens) onregverdig. Natuurlik het Vlieg besluit om die teendeel te bewys, deur vanjaar erkenning te gee vir buitengewone prestasies behaal, nie net in die plaaslike gemeenskap nie, maar ook die breër gemeenskap! Suiwer op verdienstelikheid natuurlik, want Vlieg laat hom nie onregmatig beïnvloed nie! Wel soms regmatig! Die Vlieg Toekennings vir 2012 lyk dan so: • Die Verkrampte Vlieg van die Jaar-toekenning gaan aan Dr Johan Otto en sy steedsHervormers vir die hoogs suksesvolle wyse waarop hulle steeds politiek in die kerk bedryf, onder die dekmantel van teologie. • Die Verarmde Vlieg van die Jaar-toekenning gaan aan Jan Publiek vir die buitengewone manier waarop hy homself weer vanjaar laat leegmelk het deur meer te betaal vir dienste as verlede jaar, dienste wat hy nooit ontvang het nie. • Die Vervreemde Vlieg van die Jaar gaan aan die Snotkop van Seshego vir die merkwaardige manier waarop hy homself van sy voormalige vriende vervreem het. • Die Vrypostige Vlieg van die Jaar is eweneens dieselfde Snotkop, vir die ongelooflike manier waarop hy meer nonsens as Peter de Villiers kan praat. • Die Verstommende Vlieg van die Jaar -toekenning/s word gegee aan die regering/ Aansee (v.i. dieselfde ding) vir die verstommende manier waarop hulle vorder om ‘n eens werkende staatsadministrasie te vernietig, en ‘n land kan regeer wat in totale chaos

Vlieg praat met die Volk en krap waar dit jeuk... verval het. Verstommend! • Die Verrassende Vlieg van die Jaartoekenning word gemaak aan die Protea krieketspan vir die verrassende wyse waarop hulle nie weer in Australië verstik het nie. • Die Verouderde Vlieg van die Jaar vir 2012 is Heyneke Meyer, vir die manier waarop hy die Springbokke geleer het om die soort rugby wat Buurman van Zyl dekades gelede in Pretoria gevestig het, te speel. • Die Vervelige Vlieg van die Jaar word vanjaar gedeel deur die Huisgenoot en Mnet, vir hulle suksesvolle herhalende aanbiedings van nog ‘n Skouspel (v.i. Skaamspul) en Idols. • Die Verbruinde Vlieg-toekenning word ook gedeel, hierdie keer deur kyk-net en RSW (Radio Sonder Witmense) vir ooglopende redes. • Die Verspotte Vlieg van die Jaar gaan aan Helen Zille vir haar volgehou dans-pogings om ‘n totale bespotting van haarself te maak. • Die Veelfoutige Vlieg van die Jaargaan vanjaar — en sou daar voorheen sulke toekennings bestaan het, sou hulle dit ook Herhaldelik gewen het — aan ‘n ander koerant vir die, wel, veelfoutige manier waarop hulle nie net met die Afrikaanse taal omgaan nie, maar inderdaad ook met Engels. • Die Vreeslikste Flater van die Jaar gaan aan die Skoukomitee vir die manier waarop hulle die skou se ouderdom so verkeerd bereken en amper daarmee weggekom het. • Die Vernederde Vlieg van die Jaar-toekenning gaan met baie simpatie aan Brett Murray, die skilder van The Spear, vir die minagting waarmee sy beste werk ooit bejeën is. • Die Vernaamste Vlieg van die Jaar gaan aan niemand anders nie as Vlieg self. Vlieg was nog nooit voorheen vernaam nie, en dit was nou hoogtyd! • Die Vriend van Vlieg-toekenning gaan aan ‘n knaagdier van King Edwardstraat, ene A Nonny Mouse, vir sy, wel, vriendskap! Hy kan homself gerus op die rug Pat! Vlieg groet aanstaande week. Ongelukkig vir sommige lesers, net tot Januarie!

Stywe Kers-meevaller vir TAS Die Tzaneen Ambulansdiens (TAS) — die gemeenskapsdiens van en vir Tzaneen en Phalaborwa — wat twee jaar gelede uit nood gebore is, toe die Zambi Ambulansdiens finansieel inmekaar gestort het, het ‘n baie groot en baie welkom meevaller so net voor (vir!) Kersfees gekry. Neomed Co-Operative Limited, ‘n koöperasie waarvan die meerderheid lede plaaslike dokters is of was, het R200 000 aan die TAS geskenk! Neomed is meer as tien jaar gelede gestig, met dr Ig van Rensburg as die dryfveer en voorsitter en het destyds ‘n regsgeding met die regering aangeknoop, om ‘n lisensie vir die Mediclinic Tzaneen te bekom — en gewen. Neomed se beleggings is nou in kontant omgeskep en dit is in die proses van vrywillige likwidasie, met die doel om dit te ontbind en die reserwes aan die lede uit te keer, en nou kom ‘n groot deel daarvan na TAS. Van Rensburg, nog heeltyd die voorsitter van Neomed, is ook die Mediclinic-direksie se voorsitter en ook van TAS, het die goeie nuus op TAS se laaste direksievergadering vir vanjaar aangekondig. Die skenking is dadelik in kontant beskikbaar, maar met die voorwaarde dat dit vir die koop van ‘n derde ambulans aangewend moet word — wat TAS se dienslewering ‘n belangrike en groot

Sê mnr Koos Smit (van SmitGarrun), een van die direkteure van TAS: “dit is ‘n wonderlike liefdesgebaar en bewys dat ons mediese dokters meelewend en deernisvol deel van ons gemeenskap is”. Loam passes on A seasoned engineer and one of Tzaneen’s most generous philanthropists, Mr David Ian Loam, allegedly took his life on Tuesday night. Loam had over fourty years experience in engineering. He was the managing director of Tzandeboo Construction. • Foundation’s support ensures

Help for Van Velden The management of the Van Velden State Hospital in Tzaneen expressed sincere appreciation for the generous financial support that the hospital received from the Discovery Health Foundation in 2012, in receiving the Discovery Foundation Rural Fellowship Award. The management confirmed that the support made it possble for the hospital to improve health services to the local community. The aim of the award, as adminis-tered by the Call of Africa Foundation represented by dr Lydia Myburgh, is the further education of doctors at Van Velden, the purchase of medical equipment, the direct benefitting of patients and the improvement of conditions for doctors. Due to the support of the Foundation the following was achieved in 2012: • Doctors were sent on various courses including Ultrasound, Tuberculosis, HIV/ AIDS and Psychiatry; • New equipment was bought for the hospital, including a new CTG machine for maternity, surgical instruments operations, resuscitation equipment and heaters; • The autoclave was repaired which was then used to support other hospitals that needed a CSSD autoclave;

• A project was started which is currently underway to establish a doctors` centre with a library, board- & tearoom and two separate call rooms for doctors on call. The CEO and staff of Van Velden and the Call of Africa Foundation extend their thanks and look forward to further assistance from the Discovery Foundation, which they believe will lead to a dramatic improvement in health services in the Tzaneen area. • Myburgh’s husband, John, is also a doctor at Van Velden.

Health was a problem The late David Loam suffered from diabetes, emphysema and he also underwent open heart surgery a few years ago. Neither Loam’s wife nor his partner, Mr Malcolm Banks, could be reached before deadline for information regarding funeral arrangements.

Mr Malatji (Tzaneen’s traffic chief), this is what motorists want to see in Tzaneen: no favour, no mercy and no fear to be shown when motorists ignore traffic rules. The abuse of the few reserved parking spaces for physically handicapped motorists in Tzaneen is a constant frustration. Bravo to the GTM’s traffic officer who didn’t hesitate to issue a fine to the owner/driver of the car who illegally parked in a reserved space in Danie Joubert Street. Unfortunately the member of the public who sent this photo to the Bulletin didn’t know the officer’s name. Could the vehicle belong to the SA Police Service? Looks like it, doesn’t it? Two of Stanford Lake College’s former pupils, Mss Katherine Smit (left) and Lara Hawken from the class of 2007, recently qualified with honours in Biodiversity-Environmental Science at Stellenbosch University. Hawken was awarded for the best thesis, while Smit gave the best presentation with a final mark of 75%.

Commissioner asks for help Limpopo Police deputy commissioner: operations, Genl Lesiba Mashilo, appealed to community members to come forward with information about crime. Speaking during the sixteen days of activism of non-violence against women and children, he said “we cannot sit back and watch while crime takes its toll in our areas; we need to be seen to be

acting jointly with the police to fight it.” He said the Police has a vision to create a safe and secure environment for all, but that it cannot be realised without help from the community. “To ensure that criminals are brought to book needs your undivided support; since crime does not happen somewhere in isolation.” Asked about criminals walking free from the courts, Mashilo said this resulted from people who don’t show up to give evidence. Meanwhile the provincial community policing forum chairperson, Mr Edward Mafune, appealed to parents to revive moral regeneration and be aware of their kids’ whereabouts at all times.

SAPS don’t waste time The Tzaneen police are looking for two suspects regarding separate murder incidents in Bolobedu. The first incident took place at Khewkhwe, where a headman was allegedly stabbed with a sharp instrument by his son. The deceased, Mr Ramatakane Kenneth Mahasha (70), the headman of Khwekhwe village, was killed during a conversation with his son. It is believed that the son demanded money from Mahasha

and when it was refused, he was stabbed. The suspect ran away after the incident and no arrest has been made. Meanwhile, in Khethone a 43 year-old (Robert Mkansi) came running into his house, fell down and died. No arrest has been made and investigations are continuing. The Tzaneen SAPS cluster commander, Maj Genl Maggy Mathebula, has once again appreciated the everlasting efforts done by the Family and Child protection unit, in removing all the rapists from the streets, especially during the sixteen days of activism against women and child abuse. In the latest triumph, the accused, aged 34, was sentenced to life imprisonment for raping a fifteen year old girl in Bolobedu.

The incident occurred last year, when the accused, the girl’s uncle, went to visit the victim’s home. He asked the girl to make food for him and while she was making food, he took out a knife and threatened the girl. The Tzaneen cluster spokesman, Lt Col Moatshe Ngoepe, urged parents to have a good relationship with their children, which will help children to be able to open up to them.

Operations intensified The Tzaneen police, under Brig Diana Mashele, have intensified their operations and arrested 73 people for various offences: three for shoplifting, one for theft, eleven for illegal gambling, two for murder, one for house breaking, three for assault GBH, one for common assault, two for possession of counterfeit goods, eight for loitering, 23 for violations of the road traffic act, three for drinking and driving and eleven for drinking in public.

Meanwhile the Letsitele police arrested 28 people for various offences. Amongst others they arrested five people for illegal possession of a firearm and ammunition in the Letsitele CBD on Sunday. The police were patrolling when they saw a suspicious car with five men. They stopped the car, searched it and found the firearm and ammunition. It it is believed that the five suspects are the ones who kill cattle.

Youth against Crime had quite a ball Children in Tzaneen were treated to a day of fun and education on Tuesday morning. FMS Academy held their first Youth against Crime fun day at the Tzaneen Show grounds and all children from the area were invited. The aim of the fun day was to teach children about the work of the emergency services. Children saw demonstrations by the SAPS K-9 unit’s gun and bomb dogs, Tzaneen Ambulance Services, the fire department and the SAPS tactical squad. They learnt about drug abuse, how the ambulance services deal with traffic accidents and how the fire department handles emergencies. Because of the pouring rain the children had to play inside but had loads of fun on a large jumping castle. At

lunchtime the children had hotdogs and afterwards each received a piece of cake to celebrate the second birthday of Tzaneen Ambulance Services. When it was time to go home, each children received a goodie bag filled with treats as well as a fridge magnet with important emergency services numbers. The organisers said the day was a huge success despite the torrential rain and were delighted that 91 children attended. They plan to make next year’s one even better and hope more children will attend. They want to thank all the sponsors who helped to make this amazing event possible. — Retha Nel

Tzaneen Library closed during January 2013 The Tzaneen Library was officially opened on 19 October 1990 and is 22 years old. The library has been repainted a number of times but the original carpet and linoleum tiles remained. The library is heavily used and the flooring is the worse for wear and needs to be replaced. The entire library building floor, approximately 1 020 square meters, will be tiled during January 2013. • The library will close for the duration of the tiling. Tiling the library will be highly labour intensive, as the original flooring needs to be removed, the cement floor base chipped to ensure that the tiles will bond, and the new tiles laid.

Additionally, it will not be possible to tile the entire floor at once, but the work will be completed in stages, as library furniture, books and equipment will have to be moved carefully, to make way for tiling and then moved back as soon as an area is completed. For the duration of the closure, the library staff will assist with moving books from area to area, dust and file the books, perform administrative tasks and prepare the library for re-opening. Library books due in January may be returned in February and no fines will be levied. The Tzaneen Library staff is looking forward to welcoming library users to the freshly tiled library in February 2013.

A police warrant officer of the Maake (Lenyenye) detective unit has been sentenced to an effective ten years imprisonment, for culpable homicide. Is it not amazing how this year has flown by? I do not know about you but it seems to me that just the other day we were preparing to celebrate the birth of Christ, and here once again we are preparing. Well, I am at least and I hope you too are. In the run up to Christmas many of us forget the true meaning of this special time, a time that God so loved the world that He allowed His Son to come to earth to share our sorrows, our joy and to try to show us the way. But as we are all sinners we often tend to forget just how much God gave us at this special time. We are often caught up in the euphoria of the world. The rush to get things done before, what is now called “the holiday season”. We as Christians should be caught up in the euphoria of the celebration of the birth of Christ. We need therefor to prepare our lives to rededication to Him, to once again experience the true meaning of Christmas. We need to think of those less fortunate that us, but not just to think, but to do something about it. It is a time for families to get together and to share our love for one another. Yes it is a time to forget all the hurtful things that we have perhaps have done, forgiving ourselves, which is not easy, but more important we need to forgive those who hurt us. God forgave us by sending His Son to rebuild the relationship between He and us that was shattered by disobedience, starting right back from the time of Adam. So let us all this Christmas remember this sacrifice and be joyful knowing that Christ is with us ALWAYS. May the Christ child fill your hearts with joy and peace this Christmas and I thank you for reading this. Blessings

Maar wat noem mens dit wat nou aan die gang is? Die dinge wat die GTM se stadsraad nou aanvang, is nie eens sirkustoertjies. Sirkusartieste weet minstens wat hulle (kan) doen en wat die gevolge is as hulle gly. • Munisipale werkers word met gereelde tussenmaat toegelaat om die dorp te ontwrig en skade aan te rig, maar hulle kom klokslag daarmee weg; • Die vakbond wat stakings en swak gedrag oogluikend toelaat (aanmoedig?), word nie verantwoordelik gehou nie, duidelike hofuitsprake hieroor ten spyt. • Die president se boodskap dat die beste moontlike amptenare ontplooi moet word, maak geen indruk nie. Ensovoorts. Noem ons gerus doemprofeet, maar ons hou vol: ons is op die rantjie van die afgrond.

What is wrong? Jose (Pepe) Limantour, pepelimpopo@ gmail.com, writes: Since when does a manager (I use the term loosely) authorize the expenditure of R758,500 to collect R60,000? The real persons who are guilty of gross negligence and who must be dismissed or transferred to the sanitation department, to do public service without pay, are the mayor, Mr Matlou, and whom ever else authorized the expenditure of public monies. There seems to be an unwritten rule that suspensions take forever to resolve, there is no time limit since they are spending our money, and no accountability. Number two, all persons suspended are always paid full salary and benefits for the length of the suspension. Number three, when a person such as yourself questions the police, the municality or any other department, nobody knows anything. It is my contention that there never was a REAL investigation, and if there ever was it took so long that it was all forgotten. The monies wasted, (and he is still on the payroll) would pay the salary of a well paid farm worker for 38 years. What is wrong with this picture, is this uplifting of the poor? Where is the conscience of Mr Mankabidi, Mr Matlou and the mayor of Tzaneen, Ms Dikelei Mmetle? They took the oath to serve and to provide the best service to the municipalities’ tax payers at the lowest cost. They and many others have lost focus, or never had it. It is time for us to stand up and not to accept mediocrity and incompetence, and take over the running of our municipalities. We now have a municipal manager that has been found guilty of gross negligence, and perhaps thievery in Modjadadjiskloof (a disaster), happily appointed by our mayor and company to run our beautiful Tzaneen. I say enough stupidity!

Die belangrikste en kommerwekkendste items op die agenda was die sogenaamde “regstelling” van amptenare se salarisse, asook die aanstelling van ‘n nuwe munisipale bestuurder. Ek het dit onomwonde op die uitvoerende raadsvergadering gestel dat die DA die besluit aangaande salarisherstrukturerings ten sterkste afkeur op grond van 1) hoegenaamd geen kosteberekening gedoen is om hierdie astronomiese bedrag te bekom nie, 2) geensins voor-siening gemaak is in die huidige begroting nie, 3) deur van hierdie spesifieke model gebruik te maak deur GTM met ander munisipaliteite te vergelyk, geen sin maak nie, aangesien die regerende party GTM ironies genoeg met meestal DA koste effektiewe munisipaliteite vergelyk. Verder skep dit ‘n president vir ander munisipaliteite en ondermyn kollektiewe bedinging. Ek

Waar die groot kopseer egter ingesluip het, is toe ‘sensitiewe’ inligting met die bedrag van R35m en die 3 verskillende salarisskale aan uitvoerende raadslede asook Finansies Port Folio kommiteelede oorhandig is om te besigtig. Almal moes dit dadelik weer inhandig. Die inligting is voortydig aan die media uitgelek. Ek is natuurlik as die skuldige aangewys en het sterk kapsie gemaak teen die vals beweringe, en die regerende party gemaan dat die skuldige uit hul eie geledere kom. Die sogenaamde aanstelling van die nuwe munisipale bestuurder het ook verwarring veroorsaak, veral omdat ek nie enigsins op die burgermeester se vals bewering gereageer het tydens die raadsvergadering nie. Op die agenda verskyn hierdie spesifieke item as “Staff matters (Confidential)”. ‘n Addendum met inligting word dan tydens die uitvoerende, asook raadsvergadering uitgedeel. Ek het dit onomwonde in die uitvoerende raadsvergadering gestel dat die DA nie ‘n ingeligte besluit kan maak nie, aangesien ons oor geen bewys rakende enige kwalifikasie of ondervinding beskik nie. Nadat die uitvoerende raadsvergadering verdaag het, het ek egter tong in die kies gese dat Mnr. Mankabidi ten minste ‘n paar wette ken. Hy moes die regerende party menigmaal korrek adviseer oor ongemagtigde besluite tydens vorige vergaderings. Alle uitvoerende, asook raadsvergaderings word op kamera vasgelê, daarom het ek my nie eers verwerdig om te reageer op die burgermeester se uitlating op die raadsvergadering dat ek ten gunste van die voorstel gestem het nie. Die uitvoerende raadslede kan slegs aanbevelings maak, waarna ‘n besluit alleenlik bekragtig kan word deur die meerderheid stemme op ‘n raadsvergadering. Tydens sensitiewe kwessies word sekere inligting doelbewus en opsetlik van die opposisie weerhou. Ons ontvang agendas op die laaste nippertjie sodat ons nie deeglik ‘n studie van die ware feite kan maak nie, veral wat finansies betref. Een van die DA se kultuur en waardesisteme is gefundeer op spanwerk, wat baseer is op integriteit, vertroue, onderskraging asook ongehinderde en openlike kommunikasie. Die DA sal die kiesers altyd voorop stel en binne ons beperkte magte optree, waarna ons ongemagtigte besluite binne die DA strukture na die Provinsiale Wetgewer verwys. Albei items dien reeds as “dringende sake” op Provinsiale vlak.

DA to be “disciplined” Desiree van der Walt, DA Limpopo Legislature Caucus Leader, writes: DA to be “disciplined for walking out in opposition to Limpopo Unauthorised Expenditure Bill. Limpopo legislature Speaker Rudolph Phala on Tuesday used very draconian measures to suppress opposition parties’ rejection of the Limpopo Unauthorised Expenditure Bill. He denied the DA’s call for a division on the Bill. The Bill is designed to condone government waste of over R1,4 billion over the last three years. DA and COPE members who have been opposing the Bill will also face disciplinary action from the Speaker for a walk-out staged during the first round of voting last week.

It is now put beyond doubt that the ruling party does not care about improving financial management in this province. All they care about is about enriching their cronies.

The Speaker did not give any tangible reason except to say he is punishing the DA and COPE for staging the recent walk-out. His only reason is that the rules of the house give him the discretion to refuse a division on the Bill. But that cannot be an unfettered discretion. Particularly, when there were six members of the House supporting the call for a division. The speaker’s discretion should be based on valid grounds and not as a way of punishing the opposition for exercising its democratic rights under the Constitution. The DA is taking legal opinion on this, as this a clear violation of the spirit and purport of our constitutional order.

Residents of Giyani resorted to violence as water problems in the area escalate. During a march to the Mopani District Municipality’s offices to demand water, residents first destroyed JoJo tanks that the Greater Giyani Municipality, with the help of the MDM, had installed in some sections — as part of a temporary measure to supply water to the communities. “We want running water from taps, not tanks,” said mr David Magagani, the secretary of the community organisation pushing the water issue. Blood shortage is bad

We called back a page from the printers to accommodate their contribution, since we couldn’t manage to collect sufficient information for our short report (on page 3) before our deadline — hence the two reports in today’s paper.

The MDM finally sent someone to accept the memorandum on behalf of Matlou. However, this upset people even more, with some suggesting that they should beat up “the messenger,” to set an example and to show that they were not there to play (the messenger was in fact a councillor). The people also demanded the cancellation of all debts related to water.

Make sure that your car/home insurance is sufficient and up to date. Don’t let your home look unoccupied. Temporarily cancel subscriptions so that mail doesn’t build up. Cut your lawn before departing or arrange for it to be cut while you are away. Set automatic lights throughout your home. Don’t mention your holiday plans to people unnecessarily. Don’t pack in plain view or make a big deal of your departure. Notify a trusted neighbour of your holiday plans. Notify your security company of your holiday plans and test your security system. Check all doors, windows, locks, etc.

This time of year is traditionally a difficult time for the South African National Blood Service (SANBS) whose main purpose is to provide safe blood to the patients of SA, with your help! “Currently we have only 1,5 days of blood available and as we go further into the holiday period we know that we will not be able to meet the demand for blood by patients. “So we are appealing to all our donors who have missed their donation in recent months to please make some time to donate blood, as the blood stocks are

near crisis levels,” says Vanessa Raju, Communications Manager of the SANBS. We aim to maintain a stock level of 5 days, with 3 000 units collected per day to meet the demand. We are experiencing difficulty achieving this, which has been mainly due to the fact that our mobile drives, at schools and universities as well as organisations is almost impossible at this time of year. “If you are a donor or you are interested in becoming a donor SMS your name and postal code to 31454 to find out where your nearest donor centre is,” says Raju.

Pets need extra care over the season The festive season is usually a time of cheer, but for many animals it is a time of terror. New Year’s Eve, with its normally huge displays of fireworks, is an especially dangerous time. Cats and dogs are able to hear a wider and softer range of sounds than humans. This is the reason why most pets are terrified – fireworks sound at least five times louder to them. To ensure that your pets stay safe and happy, find out when and where displays of fireworks are scheduled. Make sure that you are either home during the event or that your

animal is kept in a room with high windows. If that is not possible make sure that your animal has identification in case it runs away. The law concerning fireworks nationwide states that it is unlawful to discharge any firework in any building, on any public thoroughfare or in any public place or resort without prior written permission of the local authority. For people who plan to travel, remember to leave a trustworthy person in charge of your pets’ care. Kennels can be booked at the SPCA. If you are planning to book pets into a private kennel, inspect the kennels before booking. If a house sitter will be taking care of the pets, make sure there is more than enough food plus a little extra. Instruct the house sitter to visit the pets at least once daily, to make sure the property is secure and check that all gates are closed. Arrange a back-up person

in case you stay away longer. Make sure that a set of keys are available to a trusted person in case a big emergency arises. This person must be wellknown to the animals and be capable of handling them. Leave a list of clear, concise instructions on feeding times, where food and bowls are kept, exercise and any special requirements. Include emergency numbers of the nearest veterinarian, SPCA or kennels. Give the person access to money in case of unexpected expenses such as a veterinarian’s bill. If you decide, however, to take your pets with you, make sure all their inoculations are up to date and that they have an ID tag with current details. Make sure that pets have a comfortable place to sit in the vehicle or have a big enough carrying case and enough water for the journey. Never leave your pet inside the vehicle, especially on a hot day, even if it is parked in the shade with the windows slightly open. Tzaneen’s nudist in and out The man who has been roaming the streets of Tzaneen in the nude the last number of weeks was arrested on Tuesday, but released again on Wednesday. He recently “moved in” behind the tennis courts, where some bushes seem to offer accommodation to vagrants. The police were alerted of this and responded promptly. Tzaneen Dam’s first raft is finally afloat After endless red tape and final preparations the Viking, Tzaneen Dam’s first commercially licensed pontoon raft, was eventually launched. Much sweat, sunburn and silent swearing went hand in hand to get this raft up and running and just in time for the festive season. According to the owner and skipper, Mr Vossie Aucamp, “doing it legal was the only way we would be sure of the safety of our passengers. We encourage other pontoon raft operators to do the same.” The pontoon is now registered with SAMSA (South African Maritime Safety Authority). The Viking is licensed to carry twelve passengers and two crew members and is equipped with a

braai, audio system and a toilet. “Whether it is for office functions, party groups or just a romantic sun downer trip, we cater for all!” say crew the members, Mr Willem Labuschagne and Ms Riana Venter. The Viking is currently available for two trips daily and runs at four hours per trip. Aksiekrieket bereik hoogtepunt Die Chameleon binneshuise krieketreeks het Dinsdagaand ’n hoogtepunt bereik, toe die laaste eindstryd by die Tzaneen-skouterrein gespeel is. Die twee spanne wat na die B-liga se eindstryd deurgedring het, The Originals en CIS, het sake Dinsdagaand uitgespook en die spanning ekstra hoog laat loop, toe hulle gelykop geëindig het. ’n Bykomende vier beurte per span is toe gespeel, om die wenners te bepaal.

The Originals het naelskraap gewen en is as die B-liga se kampioenspan gekroon. Die liga se uitblinkers was egter lede van CIS. Damien Janse van Rensburg was die liga se beste kolwer, terwyl Faizel Khalia as die beste bouler en veelsydigste speler gekroon is. In die A-liga se eindstryd, wat verlede week tussen Mega Hardware en Letaba Bulls gespeel is, was sake ook met spanning belaai. Dit was ’n gelykopstryd tot die laaste bal, voordat Letaba Bulls as die wenners
