The athletics season has peaked. Athletes from local school have competed against the best from other regions. But local talent also performed well on the pavillions. Jubilation reigned when Merensky’s 192 strong Singing Team succeeded in winning the Inter High singing trophy. They also won the trophies for the best girl cheerleader, best introduction of cheerleaders, best cheerleading group and best improvised song. The Plasie cheerleaders are seen in this photo.

Coach House will get stars after renovations All stars have been removed from the Coach House, including route directional boards and signage on the premises. This has caused concern within the Tzaneen community as to the implications on tourism in the area. However, the Bulletin has learnt that over R1 million has been budgeted for renovations, including painting and waterproofing roofs, refurbishing of rooms and improvement of gardens in order to comply with new grading requirements. According to the Tourism Grading Council (TGCSA), the hotel has not renewed its 5 Star grading status since this expired two years ago. In terms of the Tourism Act (72 of 1983) as well as the Consumer Protection Act, it is illegal for any tourism establishment to continue to use TGSA star-grading or TGSA logos in its marketing and advertising unless it has been assessed every year and complies with the relevant grading criteria. This is a world-class quality assurance system and is the only one recognised for tourism grading in SA. The system is completely voluntary but is used by most hotels, lodges, guest houses and bed-and-breakfast establishments in SA for maintaining consumer confidence and for the many benefits that flow from a star grading. Mr Michael Beggs, marketing manager for Orion Hotels, owners of the Coach House, said that discussions with TGCSA had been entered into last year. “We had meetings with one of their assessors and after a comprehensive evaluation of the facilities at the Coach House by the TGSA representative, we agreed on the requirements and im-

provements needed in order for us to get a full grading done. We have already started the renovations process with contracts now signed for renovations to be done,” he said. “We have fifteen hotels across Southern Africa, the majority of which are graded by TGCSA. We clearly realise the value of the grading system and work with and support TGCSA openly throughout our hotel group.” He denied that the hotel was acting illegally and was extremely surprised when the TGCSA threatened to lay criminal charges against the Coach House. Beggs is now dealing directly with TGSA management on clearing up these issues. “Is this a case of the right hand not knowing what the left hand was doing?” He confirmed that allTGCSA stars on their website, on advertising and marketing material had been removed for some time. Beggs, who joined the Orion group in 2012, has 21 years’ experience in tourism development and marketing around the globe. He said that a new policy has been introduced in the group whereby each of its fourteen hotels would be marketed under its own identity and not as a group brand. “We are not a Southern Sun or Holiday Inn; each one of our properties is unique and special and as such needs to develop its own unique brand and footprint. The Coach House is a heritage property and has a proud history as an icon in the area, attracting clients from all over the world.” He said the Coach House would soon regain its status as a leading country hotel in the South African tourism industry.

Haar vriend, mnr James Excell, is betrokke by sportontwikkeling by skole in Nkowankowa en so het hulle in Tzaneen beland. 25 arrested Two year-old for loitering critical after The Tzaneen police rape The police are looking for a 29 year-old man who allegedly raped a two year-old girl in Pulaneng village in Maake on Friday. According to Limpopo police spokesman Brig Hangwani Mulaudzi, an unidentified man broke into a house while the mother and the child were sleeping. The mother heard the suspect entering the house and managed to run out of the house for help, leaving the child behind. The suspect allegedly dragged the little girl into the bushes, raped her and left the child there. Mulaudzi added that the suspect is believed to be a friend of the victim’s father. The child was admitted at CN Phatudi hospital for medical treatment and on

87 dagga plants uprooted Two suspects arrested by the Maake police at Mankweni will appear in the Naphuno Magistrate today, facing charges of possession of dagga. The Maake police communication officer, Const Mpho Seroto, said George Mathole (33) and Roy Ndlovu (21) were arrested after police got a tip-off from an unknown person. The police found 87 dagga plants in Mathole’s yard. Ndlovu was found in the house when police continued the search and found more dagga.

The SAPS anti-rape campaign at Mhlaba Cross yielded quick results when a young woman’s secret was revealed (photo and caption above). Maj Genl Maggy Mathebula, the OC of the SAPS Tzaneen Cluster, visited a house where a young woman was staying with her three brothers. The young woman confessed to Mathebula that she was raped by one of her brothers. When asked about the whereabouts of her brother, she replied that they buried him the previous weekend. She did not report the incident or go for treatment. The police took a statement and she will receive counselling. The campaign is the result of SAPS and the departments of health, social development and justice as well as the Greater Tzaneen Municipality joining hands to raise rape awareness. During the campaign the police and other stakeholders visited three schools, Mpumulani High, Mthlari High and N’wahungana Junior Secondary School, where pupils were addressed by Mathebula. The outspoken Tzaneen Cluster commander told the pupils to stop engaging in sexual activities at an early stage. She urged the pupils to focus on education and avoid going to shebeens. She also warned girls against wearing miniskirts and walking alone at night. Sister Suzan Machimane (a forensic nurse) spoke to the pupils about what to do after being raped. She said that once one has been raped, she or he must go to the nearest clinic or hospital for treatment. She told the pupils not take a bath after being raped as it will be difficult for the forensic department to get evidence confirming that a rape had indeed occurred.

Crime bust Maake police arrested numerous offenders over the past weekend. Eighteen people were arrested for drinking in public, two for contravening the Liquor Act and one for drinking and driving. Five arrests were made for contravening the Road Traffic Act and four for driving without a license. They apprehended three people for illegal gambling, three for assault and two for transgressing the Business Act. Two were arrested for malicious damage to property and one for violating a protection order. Four men were also arrested for rape, at the beginning of a special campaign.

Rape victim breaks the silence

The SAPS anti-rape campaign at Mhlaba Cross yielded quick results when a young woman’s secret was revealed. The Tzaneen Cluster commander, Maj Gen Maggy Mathebula, and other stakeholders took part in a door-to-door campaign on Wednesday, with the theme ‘Breaking the silence’, when they came across the traumatised woman. 4 in court for poaching Four suspects arrested for poaching on a game farm in Gravelotte, appeared in the Naphuno magistrates court yesterday (21 February) to apply for bail. According to the provincial police spokesman, Brig Hangwani Mulaudzi, Mojalefa Sekgobela (35), Wellington Mafolegela (49), Sello Morema (42) and Elsie Sekgobela (45) were denied bail after the stock theft unit arrested them for the illegal possession of game farm meat and poaching. Mulaudzi said that the suspects caught two buffalos using snares. The two buffalos were valued at R700 000. The suspects slaughtered the animals and put the meat in bags. The police arrested the suspects at The Oaks near Hoedspruit.

Bolobedu and Modjadjiskloof police successes The Bolobedu police are making it hard for criminals to operate in the area. They arrested 56 people last week. According to the Bolobedu police communication officer, Const Rebotile Shai, twelve people were arrested for drinking in public, three for robbery, seven for assault GBH, four for common assault, five for theft, three for the possession of stolen property and another one for violating a protection order. Two illegal immigrants were also arrested. The police also arrested four people for a murder (last year), one for rape, two for drinking and driving, one for the possession of dagga and another one for robbery. Modjadjiskloof police arrested 21 people for violating the Road Traffic Act and two for assault. The K9 unit in Politsi arrested 21 illegal immigrants in area. A 25 year-old man from Zimbabwe, Tinashe Moyo, was sentenced to two years imprisonment or a fine of R4 000. He was arrested for cable theft in December last year in Modjadjiskloof. The copper cables’ street value was R6 000.

LFPA to train chiefs Enter now! “The Letaba Fire Protection Association (LFPA) recognize the geat contribution that farmers, foresters and workers have made in the combat of fires in our area. Whilst we consider ourselves to be good fire fighters we do not believe we are always good fire managers, especially when the fire goes on into the ‘second shift’, when we have run out of fresh resources and everyone is tired. We are therefore in the process of organizing a training week were all three levels of management will be given the opportunity to undergo training in fire management, “ says the LFPA’s Ms Maritza Swanepoel. The training will take place from 15 to 18 April at the Letaba show grounds. It will include single resource leaders including foremen, supervisors and drivers, secondly initial attack incident commanders (including) farmers, foresters and skit unit drivers and lastly the incident commanders training for senior mangers, disaster managers and support staff and administrators. The training is for anyone who is involved in fighting fires, and is not only for members. Along with an experienced team of trainers the LFPA secured a trainer from America. Our Opinion Hallo! Anybody home? It has become almost impossible to locate senior officials for comments on media enquiries and one can’t help to wonder how any job in the civil service is ever executed. • We waited for two weeks for the GTM to suppy us with answers to straightforward questions, and only after we had delivered an ultimatum to the miunicipal manager did they respond; • We tried for three days this week to speak to a circuit manager of education in the Tzaneen area. He did not react to our voice mail messages; • We tried for two days to locate a certain manager in the provincial roads department. We left messages, but nobody returned our calls; • Our numerous attempts since last week Thursday to speak to somebody in the provincial department of agriculture failed. After five days of trying to be put through to somebody who could listen to our request for comment, we called it a day. Etcetera, etcetera... Officials are forever in meetings, seminars, workshops, consultations... When do they perform? When do they execute what is decided in all these meetings and workshops? We are surely witnessing a dramatic implosion of a country.

How to identify bogus colleges

A college fraudster was recently arrested in our area, in connection with a bogus college that he had run. It has become clear that this is not an unique situation, since many bogus colleges are being run all over the country. How does one know the difference between a bogus college or the real thing? The Bulletin is offering the following information to enable people to protect themselves against bogus colleges. The authorities, including the SAPS and the Department of Higher Education, are repeatedly issuing warnings for prospective students to steer clear of bogus colleges and educational scams. But while this is sound advice, it may not be enough to actually assist young people

in identifying such outfits. Additionally, the public may also become unnecessarily wary of all private higher education institutions, limiting their own access to quality education. Dr Felicity Coughlan, director of The Independent Institute of Education, says that because the private higher education sector is highly regulated in South Africa, with information readily available in prescribed formats, it is in fact easy to identify credible institutions and their campuses if one knows what to look for. “All the key information about the registration of an institution is available in the Regis-

ter of Private Higher Education Institutions that is kept by the Department of Higher Education and Training, and the information is also readily available from reputable institutions,” she says. “There are also a few key questions to ask, to which there are some simple answers, and if an institution is able to respond appropriately, it is worth considering.” Coughlan says prospective students can do the following checks: * All private higher education institutions need to be registered with the department. Any credible campus must be able to show you a certificate to that effect, which details

The Mopani District Municipality together with its five local municipality, sector departments and parastatals held a two days budget lekgotla from the 24th -25th of January 2013 at the Karibu Leisure Resort in Tzaneen. The Lekgotla was aimed among others to review the performance of municipalities during the past six months to ensure that they are in line with the Local Government Turn around Strategy which dictates among others that all municipalities must obtain clean audits by 2014. As part of the review, the lekgotla also zoomed into the

challenges which municipalities are encountering in their quest to attain clean audits and also resolved on them. The lekgotla resoved among others that municipalities should ensure that they have spent at least 75% of Municipal Infrastructure Grants by end of March 2013. This comes at the backdrop of the assessment by the lekgotla that municipalities are not faring well in spending their

The GTM is asked a few straightforward questions. Now you decide whether their answers make sense. On Tuesday 5 February the Bulletin presented thirteen questions about topical and relevant matters to the GTM’s Municipal Manager. On Tuesday 19 February (exactly two weeks later) we wrote to the MM again, notifying him of our intention to go Question: Has the SA Police Service done a security analysis of the situation regarding the GTM mayoral car’s usage of blue lights? If so, may we have a copy of the SAPS’ report? If not, why are the blue lights being used, since it is against the law? Answer: The blue lights have been fitted to the Mayors vehicle and used when there is a need and being driven by a traffic officer. • Question not answered

Question: Are there any plans to appoint a new contractor to manage the handheld parking meters in town? If not, what is being done to manage parking in the CBD? Answer: The matter on the handheld parking meters in town is with the Supply Chain Management unit and will be finalized by March 2013. Question: Last year’s SAMWU strike caused a great deal of damage to public property. As result it was said that the culprits would be dealt with. Has anybody in fact been charged? Answer: The public order policing unit was overseeing the strike and no arrest was made during the strike. Internally, the Municipality is still finalising the costs incurred as a result of the strike. Samwu will be liable for the cost of the damages. Question: What is the latest situation regarding Mr Thulani Twala? Is he still acting as director of cooperate services? If yes, how is this being justified? If no, who is acting, and what is being done to fill the post? Answer: Pursuant to the Labour Court Judgement regarding Mr Twala’s appointment as the Acting Director: Corporate Services, the court ruled that his acting is unlawful, as the Municipality, we have since implemented the court order and we can confirm that

Answer: The information regarding the furnishing of latest edition by-laws can be accessed through proper legal processes. It must also be borne in mind that public participation processes take place prior to the by-laws being approved and subsequently passed by Council and gazetted, so there is no undercover regarding bylaws promulgations.

Question: Kindly supply us with a demarcated map for the free trade areas in Tzaneen. Can you confirm that every informal trader in Tzaneen has been licensed? If not what is being done about the situation? Answer: Please find map attached. Only the informal traders at the CBD, this is a pilot project which will be escalated to the other areas, the focus was at CBD as it is a highly congested area where there are a lot of activities. The municipality has demarcated areas at which only the permit holders with accounts are allowed. The project is still to be implemented in all the trading areas. The process is on ongoing.

Question: It is noticed that (old) trees in town are being cut from time to time, we notice Tzaneen’s cycad population shrinking and we don’t see much, if anything, being done about planting new trees/cycads/palms/plants. Does the GTM’s parks department has a master plan? If so, may we have a copy? Answer: The trees that are in front of private houses is because they pause danger to the property/fear that they will fall over under power line. In this case they cannot be replanted. Trees that are cut at parks and open spaces are planted back and looked after. Some trees were planted at show grounds entrance and more still to be purchased by following Supply Chain Management processes as part of greening Tzaneen. Some trees are donated to schools that request them and has provided a surety that they have water and person to look after the trees. We further donated trees to Dan extension RDP houses and planted their entrance. The Parks Division does not have Parks Master Plan. • Nothing said about cycads. Not the truth regarding trees other than those threatening private dwellings. Trees at show grounds was not GTM’s initiative, sorry!

Alleged thief assaulted, dragged onto open fire

The DA has led a march of concerned citizens to the Phalaborwa gate of the Kruger National Park, to protest against the lack of response from authorities on rhino poaching. A memorandum to the national government and KNP authorities was presented by Ms Desiree van der Walt, the DA in Limpopo’s spokesperson on environmental affairs and tourism, demanding: specialized police

units to combat organized crime in northern border provinces and harsher sentences for rhino poachers; more government support for civil society and community-driven anti-poaching networks; tighter regulation of hunting permits and security vetting of all National Parks staff. A total of 96 rhino have already been poached

An unknown Giyani man of around thirty years old ran out of luck when he allegedly opened a car of a victim and stole a cell phone, while the victim was inside a bank. It is alleged that the victim parked and locked his car before going into the bank, when he was alerted that there was someone in his car. “They asked if he had left someone in his car who would fiddle in the car... and that’s when he came running back,” explained an eyewitness, Ms Daphney Baloyi. “Upon seeing the owner, the suspect ran away, but the owner made alarm and everybody gave chase until they caught up with him,” she said, adding that “he was then beaten by everybody and dragged to a fire nearby where he was laid face down on the open fire.” “I begged them to leave him alone because they hurt him badly, but my cries fell on deaf ears as everybody beat him with whatever object they could lay their hands on,” said another witness whose fire was used to burn the suspect. In the video, the

suspect is pulled out of the fire by some people in the mob that felt pity for him. The fire was made to braai mealies, and the woman [witness] was on her daily business of braaing the mealies, when the suspect was dragged onto her fire. In the video, this woman is seen clapping her hands in a gesture of begging the mob not to hurt the suspect. The woman who did not want to be named for fear of victimisation, said an object believed to be a remote used for opening cars was found with the suspect. “I don’t know if the remote was handed to the police. It is believed the suspect used it to unlock the car of the victim,” she said. After the incident on the fire the suspect was set free, before police arrived at the scene. Unconfirmed rumors say the suspect died later in Khensani hospital of his injuries. However, the police insist that they know nothing about the incident. When confronted with the story Giyani police spokesperson Thomas Makhubele said they never heard of the incident, and that if it did indeed happen, it probably happened elsewhere. “I have checked with everybody at the station and they don’t know about it. Die sypaadjies word ook skaamteloos gebruik as pakplek en skep dikwels ‘n gevaar vir motoriste wat daar verby ry (daar is nie ‘n direkte gevaar vir voetgangers nie, want hulle kan in elk geval nie op die versperde sypaadjies loop nie, maar hulle moet nou in die straat loop, wat ‘n ander gevaar meebring). Inwoners verstaan nie hoekom daar na jare se misbruik niks gedoen word om die toedrag van sake reg te stel nie. Man pleads for donation to help cure cancer “It started as an irritation inside my nose that itched occasionally, and I didn’t think it was serious until a year later in 2004,” says Donald Mabunda of Mageva in Giyani, pleading for help to cure the cancer that is “taking over my face”. The 55 year-old man has a huge growth causing constant bleeding from his nose and his right eye. He has to breathe throught his mouth. He spends his entire disability grant on expensive toiletries [gauze and facial tissues] that he uses to clean the blood. “I often have to borrow money from people to buy extra toiletries,” he said. “Some days he goes without food, because he spends his monthly grant on toiletries,” says his brother, Thompson Mabunda, pleading for donations

According to Donald, things started to get out of hand after he went to church between 2004 and 2005, where they pierced the swollen area with needles and squashed out the fluid substance inside it. “After that I went to hospital and cancer was diagnosed. They did what they could to help slow it down with radiation, but I still needed an operation to remove it.” The cost of an operation is said to be between R200 000 and R300 000 and “I obviously can’t afford that”. “We have tried everything to raise money for an operation, but to no avail”, says brother Thompson. Flood victims get more than they bargained for… While Kruger National Park (KNP) is still reeling from the recent floods which led to a complete shutdown of Shingwedzi camp and several access roads in the park, 71 employees that lost all their belongings in the floods can smile again as donations from donors arrive. On Friday the flood victims received yet another donation (clothes, cellular phones, food, sleeping kit, sanitary items etc) worth more than R80 000 from the Phalaborwa Lions Club. The president of the Lions, Ms Meisie Frank, said the donation comes from the hearts of the people, adding that 99,9% of the goods were donated by people in Hoedspruit, who experienced a similar disaster last year. Plasies reap medals at inter high athletics Eighteen athletes of Merensky High School won 25 silver medals at the Prestige Inter High Invitational meeting held at Louis Trichardt on Friday. In front are Gwendy Botha, Clara Mashile, Tristan du Preez and Charlene Geldenhuys. In the middle are Mpho Mokoena, Naomi Munduku, Eddie Roulston, Samuel Varrie, Rassie Pretorius, Sally Oosthuyze and Dimpho Shai. Three Plasies earn Plasies win 81 medals Limpopo colours at inter high athletics Three athletes of Merensky, Samuel Varrie, Michelle Stevens and Joshua Varrie, were selected for the Limpopo biathlon team. They will participate in the SA Championships in Oudshoorn later this year.

Vossies palm Super 18 se C1-afdeling in Albei krieketspanne van die Hoërskool Ben Vorster het die naweek die langpad na Krugersdorp aangepak, om in die laaste wedstryd van die Super 18-reeks se uitspeelrondes mee te ding. In die eerste span se wedstryd het Noordheuwel die loot gewen en eerste gekolf. Met die telling op 142 lopies vir die verlies van drie paaltjies in die 23 ste boulbeurt was Noordheuwel stewig in die saal, maar goeie veldwerk en gedissiplineerde boulwerk deur Roedolf Botes (drie paaltjies), Girvacques de Jager en Don Radebe (twee paaltjies elk) is Noordheuwel vir 172 in 37 boulbeurte uitgehaal. Die Vossies se kolfbeurt kon nie op ‘n rampspoediger manier begin het nie, nadat die eerste ses kolwers vir slegs veertig lopies terug in die pawiljoen was. na bl 15

Die Hoërskool Ben Vorster se sewesrugbyspan kon die naweek nie as wenners van ’n toernooi in Bethlehem uittree nie, maar het met twee trotse nasionale spelers teruggekeer. Floyd Ntimane en Jinx Molapo is deur die afrigter van SA Rugby se Junior High Performance 7’s, Niel Powell, by die groep ingesluit wat aan die einde van die jaar aan die Dubai 7’s gaan deelneem. Die Vossies het die naweek in Bethlehem teen skole soos Voortrekker, Eldoraigne, Kestell, Brandwag, Middelburg, HTS Louis Botha, Witteberg, Sarel Cilliers, Vrede, Menlopark, HentieCilliers, Sentraal, Lanboudal en Wilgerivier meegeding. Die Vossies het al hul groepwedstryde teen Sentraal (31-24), Landboudal (38-0) en Wilgerivier (19-7) gewen, maar in die beker se kwarteindstryd teen Hentie Cilliers met 19-17 verloor. Hulle het in die plaat se halfeindstryd teen Wilgerivier met 21-7 gewen, maar in die eindstryd teen Brandwag met 21-19 verloor. • Molapo was verlede jaar in die SA Skolerugbyspan wat teen Frankryk gespeel het. Hy was een van die driedrukkers.

Groener veld vir Letaba

Athletes of Merensky High School showed their mettle at the Prestige Inter High Invitational meeting held at Louis Trichardt on Friday. The Plasies came second out of seven schools, only losing to Pietersburg High School. The Plasies won 21 gold medals, 25 silver and 35 bronze. Four new Inter High Records were also set by Tertius Kruger in the javelin for boys u.17, Phillemon Mabidilala in the 110 m hurdles for boys u.16, Noko Malatji in the 100 m hurdles for boys u.14 and by the boys u.16 relay team. The Plasies’ success continued at the USSASSA Mopani Championships held at NkowaNkowa Stadium on Saturday. Tertius Kruger won the javelin, Wency Mthombeni was third in the long jump, Phillemon Mabidilala won the 400 m hurdles, Charlene Geldenhuys was third in the 800 m and won the highjump, Noko

Malatji won the 100 m hurdles and 100 m, Melissa Steenkamp won the discuss and shotput, Danielle van der Merwe was second in the 200 m, Sally Oosthuyse won the 200 m and was second in the 400 m and Eddie Roulston won the 200 m. Phillemon Mabidilala was crowned as the best senior male athlete. All these athletes qualified for the Limpopo Championships on Saturday 2 March at the Peter Mokaba Stadium in Polokwane.

Die eens vervalle veld is in Augustus verlede jaar, met die hulp van verskeie borge, omgeploeg en die opknapwerk is onlangs voltooi. Volgens mnr Gawie du Plessis, die ondervoorsitter van die klub, is dit waarskynlik die eerste keer sedert die sewentigerjare dat die veld tot nuut herstel word. Die veld is onder meer gelyk gemaak en daar is nuwe gras geplant, nadat die graspolle uitgetrek is. ‘n Ondergrondse besproeiingstelsel sorg nou dat die gras vir langer groen sal bly. Die klub maak verder ook van vloeibare kunsmis gebruik en dit sal dus nie meer met die hand gespuit hoef te word nie. Die geroeste rugbypale wat skeef gestaan het is ook geverf en gelyk gemaak. Die Letaba-rugbyspelers se oefensessies en wedstryde sal oënskynlik meer gemaklik en bes moontlik met heelwat minder beserings kan verloop. Hulle is reeds volstoom aan die oefen, nadat hul oefenseisoen reeds vroeër in Januarie afgeskop het Rugbygeesdriftiges kan op 9 Maart al uitsien na die gesoute Letaba-span se eerste vriendskaplike wedstryd, wat op hul spoggerige “nuwe” tuisveld teen Nelspruit beslis sal word.
