“The minister of finance most certainly faced a serious challenge to balance limited income potential with the economic and social needs of the country,” says Mr Johannes Möller, president of AgriSA. “Quite clearly the minister, as in the past, tried to convince the public to enhance tax morality — a difficult task given the high levels of corruption and fraud still prevailing,” Möller added. The minister’s expressed intention to keep a tight control on expenditure is most certainly laudable especially since it enabled the minister not to increase tax. The improved transparency with regard to infrastructure spending, is also welcomed, he added. “We especially welcome the emphasis on the implementation of the national development plan. It will most certainly bring a degree of certainty to the business sector with respect to the future economic environment which will foster

investor confidence,” says Möller. From an agricultural perspective — a sector which is presently facing serious cost pressures — increases in fuel levies and excise duties can most certainly not be welcomed. Admittedly, the fuel levy increase was more subdued compared to what could have been the case given income constraints government is facing. In supplementary documentation to the budget speech mention is made of appropriations for border fencing, support for small scale farmers and flood disaster relief measures. These and other appropriations relevant to agriculture will be further interrogated by AgriSA. “The TAUSA understands the fact that the Minister did not have much room to move in his annual budget,” says Mr Louis Meintjies, the president of TAUSA. “However, TAUSA is most concerned about the increase in the public debt. Agriculture is busy reorganizing. The higher wages in these two industries is more than likely to cost the country a loss of 300 000 to 500 000 jobs.” Government is making the country less competitive by its policies. The newly announced agricultural wage increases will contribute to make the country dependent on food imports, according to Meintjies. “The cost of doing business in the country becomes too high due to, amongst others, Eskom, whose costs are out of control. The high cost of Eskom services is starting to threaten food security. “TAUSA is of the opinion that the increase in fuel levies will be an economic damper, and especially the agricultural sector will be hit hard. Agriculture can make a significant contribution to ensure a high degree of economic stability as long as the sector is not utilised a guinea pig for failing political goals,” said Meintjes.

Nabbed before entering KNP The police in Phalaborwa arrested five suspected rhino poachers believed to have been on their way into the Kruger National Park. According to Phalaborwa police spokesperson Sergeant Malisela Makgopa, the police received information about suspected poachers who were planning to enter KNP via the Phalaborwa Gate. “At about 19:00 on Tuesday, the suspects’ vehicle with five occupants was spotted in the parking area of a shopping centre”. The police found the suspects in possession of a hunting rifle and silencer, eight rounds of live ammunition, a butcher’s knife and an axe. All these items had been hidden under the back seat of their white Mercedes Benz. Makgopa said the origin of the firearm is unknown and was being investigated. It will also be sent for ballistic tests to determine if it had not been used in other crimes.

Morris Sithole, Emmanuel Xithlangu and Matthews Mathebula from Giyani, as well as Santos Manyisa and Sergio Chauke from Mozambique are between 40 and 47years. They briefly appeared in the Phalaborwa magistrates courts yesterday, facing charges of amongst others, conspiracy to commit a crime of rhino poaching inside the park. Their case was postponed for further investigation and they will remain in custody until their next court appearance on 5 March.

The SAPS Vehicle Identification Unit in Tzaneen has launched a manhunt for a group of criminals stealing cars in the local communities. The most targeted vehicles are Nissan 1400 LDV’s and VW

www.bulletin.us.com City Golfs. The Tzaneen Cluster police spokesman, Lt Col Moatshe Ngoepe, said this emanated from two incidents which took place in Tzaneen on 29 January. A Nissan 1400 LDV and a City Golf were stolen while parked on the same day. Ngoepe said the City

Golf was abandoned and later recovered but the Nissan with registration number BKC 806 L has not yet been found. At this stage no arrests have been made and police investigations are still ongoing. Anyone with information should contact their nearest Police Station or 08600 10111.

18 year-old found dead The body of an 18 year-old was found by an elderly woman at JB Village, close to Mhlaba Cross, on Monday. According to Limpopo police spokesman Brig Hangwani Mulaudzi, the woman was on her way to work when she stumbled onto the body of the 18 year-old girl lying in a small footpath connecting JB Village and Mhlaba Cross. The deceased, known as Sharon Nkgampele, was last seen on Sunday, when she left her home at about 20:00. Mulaudzi said the cause of death is not yet known, however, police suspect that she might have been strangled. A post mortem will be conducted to determine the cause of the death.

Ritavi police successes The Ritavi police had yet another successful week, apprehending criminals in Nkowankowa. Sixteen offenders were caught drinking in public, while another two were caught in possession of dagga. Two more were arrested for trading without a license. Nine offenders were arrested for violating the road traffic act and one person was arrested for reckless and negligent driving.

The police detained 76 suspects for various criminal activities. Another toddler raped Another two yearold child was raped while playing in the street at Relela Village in Bolobedu South on Saturday. According to Limpopo police spokesman, Brig Hangwani Mulaudzi, the 26 year-old suspect snatched the child while she was playing in the street and went on to rape her. Mulaudzi said the child was able to name the suspect and police immediately launched a search which resulted in an arrest on the same day. He further explained that the child suffered severe injuries and was taken to a nearby hospital. The suspect is expected to appear in the Bolobedu court today.

Maake police ‘sweep’ the streets

The Maake police went out in full force to free the streets from criminals and ensuring that innocent community members have a peaceful week. Sixteen people were nabbed during the police’s usual raid routine. Five were arrested for driving without a

driver’s license, two for common assault and two for drinking in public. Among those arrested were single arrests for possession of suspected stolen goods, possession of a dangerous weapon, assault GBH, drunkenness, armed robbery and malicious damage to property.

Suspect’s house burned down

Last week Tuesday angry community members of Pulaneng Village gathered and set fire to the house of a suspect who allegedly raped a two yearold child. According to Maake police communication officer, Const Mpho Seroto, the police received a complaint that people are burning a house which belongs to the parents of a wanted man, who allegedly raped a two year-old child. The community members burned down two houses. Seroto said that the father of the suspect was inside the house when it was set on fire, but he managed to escape. “The old man is now living with relatives and is still traumatized by the incident,” said Seroto. A case of arson and malicious damage to property has been opened. No arrests have been made. Police are urging the community to calm down and let police do their work.

Even TV screens in Europe, Australia and the rest of Africa hosted scenes of panga wielding, rock hustling and tyre burning protesters — portrayed as worse than similar protests against apartheid structures in the 1980’s. Community members are angry, very angry. You must be very angry to destroy the very infrastructure which has been created to secure your needs. But there is more then only anger driving this kind of behaviour where people put their lives and assets, even those of their families at risk. It is also driven by an extremely deep sense of disappointment. The agents of chaos and destruction in these protests are mostly the authorities of the ANC, the very people who voted them into power. They are disappointed in how the people they’ve put in power in municipalities are managing their interest on local government level. In Sasolburg they destroyed infrastructure, buildings, vehicles, local shops and ensured that no investors will even consider their town for any development or job creation. Think Sasolburg and you think risk, flames, anger and destruction. How far is Tzaneen from Sasolburg? Way too close! Drive down Claude Wheatly Street and visit the bus terminus and taxi ranks next to the Letaba River and you’ll find yourself in the centre of Sasolburg; a totally dilapidated road which under apartheid was properly tarred and maintained. Now you can’t drive there without the danger of causing damage to your vehicle. Julesburg’s residents get their water (like many other villages) from the town’s dam. But the water doesn’t reach Julesburg because of theft at Parane, which has been going on for many years. There is neither political will nor institutional capacity amongst overpaid officials to do anything about it. The theft of electricity is causing those who do not steal it, not to be able to afford it. The people of Tzaneen pay too much for electricity for taxes, for services, for licences for everything they do not receive in services from the municipality. And the money they pay is so openly wasted that it is a shame. In a blind political move the municipality commits a breach of contract with a financial manager who would not allow any personal gain by managers. Then they use tax payer’s money to lose an expensive court case, compelling them to reinstate him. A secretary gets fired for having been caught stealing. The next thing she gets promoted to a higher position in another division. In December a young man spent eighteen days in a queue of the licensing test station, trying to renew his licence. As soon as he made it into the building, he would be told that the computerised system was off-line. Try to call that particular office and you are more than likely to find that no telephone line is available or working. If the frustration levels in that line is not comparable with anything in Sasolburg, nothing is. Tzaneen is much too close to Sasolburg!

Letters • Briewe Campaign Desiree van der Walt, DA Limpopo Legislature Caucus Leader, 082 452 0444, writes: The Democratic Alliance has today launched a “letters to the legislature” service for communities to submit service delivery complaints to the provincial legislature. We are launching this postal service in a week where there is a shortage of 42 000 textbooks in our schools. While the Education Department has promised to deliver all books by Friday this week, we know from experience that they cannot be taken on their word. The DA will be distributing postcards to all Limpopo districts. Our public representatives and activists will facilitate the provincewide distribution and collection of postcards. Today the DA calls on parents, schools, learners and concerned community members to use this postal service to tell the real story of textbooks in their schools. A shortage of books has a major impact on poor communities. Learners have to repeat grades and can have their long-term prospects of a job undermined. This entrenches poverty in poor families. Besides problems in education, the public are encouraged to record service delivery complaints of any nature and submit them to a central mailbox. The people of Limpopo need a voice in this time of widespread crisis in governance in this province. The DA hopes this “letters to the legislature” service will be a valuable new way to force accountability in government in Limpopo.

What is fear; why are we afraid; of whom or what are we afraid? These questions often do not have a straight answer. If I trust someone or something then I need not be fearful of them or it. But then doubt comes into play and I start to second guess things. I know I should trust, for instance the Police Services, after all they are there to protect us, but when I hear stories of corruption, mismanagement and people getting away with heinous crimes, I start to mistrust them. The same could be said about the car I drive, for all intents and purposes it should be safe, but can I trust the person who last worked on it if I did not know him personally? All this is natural human emotion and often we let fear take over our lives. We are told time and time again to put our trust in God, do we really believe that He is all Powerful and all Mighty, or do we think that because of whom we are and where stand in society we are less likely to be heard by Him? God has promised us time and time again that He is present in our lives. How can I be sure? It is all a matter of trust. The scriptures have proven that God keeps His promises, yet we still are uncertain and need proof in our own lives. It all boils down to FAITH, not in some human factor but in God. We need to believe in God completely without any doubt. I know often, this is humanly impossible, yet it can be done for God did not leave us alone in this, He gave us the Holy Spirit as our helper and guide. God loves me; not because I am a priest but because I am His child just like each and every one is His child, therefore I trust Him completely. I do, however, often have doubts after all I am human. Why is God so good to me, a sinner? Then I realise that God loves us all the same, He has no favourite. He is or should be the most important person in our lives. Jesus trusted His Father completely and we should try to follow His example and then fear will fly out of the window. We often pray for forgiveness but what we need to do is to believe that God has forgiven us and start afresh. It is necessary to obey His command and sin no more. Not an easy task. The 23rd Psalm is my guide especially verse 4. Read it and make it yours too.

Farm worker killed by elephant A Hoedspruit farm worker was killed by an elephant bull in the York Region of the Balule Private Nature Reserve (PNR) on Sunday. Mr Andy Dott, Chairman of Balule PNR, confirmed the incident. According to Dott, Mr William Bango (47) and another employee of Mr Steve Hearne, a private landowner in York Region, were working on a borehole when the elephant charged them. Apparently the two men ran away in different directions, but the elephant continued to charge Bango. The as yet unidentified bull trampled and tusked William and also tossed him quite a

distance through the air. Dott said that although paramedics were called out, Bango died on the scene. “This bull will have to be put down, but we are still trying to identify him. We have had other eyewitness reports of a bull getting too aggressive towards vehicles in the area,” said Andy. “Bango’s family has been informed of his death and Balule PNR will be making a donation to assist the family to help.” Hoedspruit SAPS confirmed the death and said that a post mortem would be conducted this week. — LiN News/Kruger2Canyon

Residents of Giyani expected to see running water from their taps after January’s good rains. However, this remains a dream. The problem seems to be that the plant at Nsami dam is not functioning properly. The spokesperson of the Mopani District Municipality, Mr Neil Shikwambana, says the plant is functioning at 75% capacity. “But we’re working on the problem with filters and hope the situation will be resolved soon,” he said. Municipal offices are in a mess The offices of the Greater Giyani Municipality are in a total mess and it is unthinkable that people can be productive in this environment. A photographer of the Bulletin visited the offices a few weeks ago and what we saw there is beyond description. Documents and files are

strewn all over offices and even in corridors. A big fax machine is so dusty and dirty that it looks like something that cannot be used, while a box of washing powder has been left on the machine — making it look like yet another cluttered space for storing articles. The emergency exit is locked

with a chain and padlock and if an emergency should force people to leave the building in a hurry, many would be trapped behind a locked emergency exit! We herewith present a range of photos showing what waits on the visitor to the municipality’s offices.

Service delivery in the jurisdiction of the Greater Giyani Municipality is said to be lagging behind, due to infighting between ANC councillors who supported president Jacob Zuma and those who supported Kgalema Motlanthe. “There’s a lot of infighting within the ruling party… we had a council meeting on 28 December which was not successful, due to the infighting. We had another council sitting on 22 February where it was even worse and the sitting had to be postponed,” says DA councillor Hasani Shivambu. “What is more of concern now is that this infighting affects service delivery. I understand that there was going to be a budget adjustment, but it failed due

to the infighting. We need to understand that there’s a deadline for budget adjustments. I’m not sure that the GGM will be able to meet the deadline if it keeps on fighting,” he said. Shibambu said the roads in the area are riddled with potholes, yet nothing was being done about it. “Everywhere you turn there’re potholes… it can’t be a matter of the heavy rains, because the rains stopped a long time ago and the roads remained unfixed,” he said. “They spend R1 million erecting palisade fencing around the community hall, leaving out important things such as streets and robots which need to be fixed,” he added. fighting, saying it was just a normal debate between the ANC councillors. “There was nothing sinister about the council meetings. What happened is that there was robust debate about service,” he said. Asked about the poor state of the roads, Mavunda said they were working on it in an “integrated” way. “It’s not only GGM’s responsibility. The MDM as well as the provincial and national governments are on board, and we should solve the problem quite soon,” he said. The photos herewith show streets in Giyani’s CBD. Ten new TLB’s delivered to MDM

The MDM unveiled their new TLB’s and present were the mayor, Mr Joshua Matlou, the speaker, Ms Violet Mathonsi, and the chief whip, Mr (OJ) Mushwana at the Disaster Management Centre in Tzaneen.

The Mopani District Municipality celebrated their R5,6 million purchase of ten TLB’s at the Disaster Management Centre in Tzaneen on Monday. According to mayor Joshua Matlou, the machines were purchased to deal with a service delivery backlog in water supply. Each of the five satel-

lite offices under the MDM — Giyani, Ritavi, Ba-Phalaborwa and Maruleng — will receive two TLB’s. The TLB’s were bought directly from the manufacturer and have a two year service plan. Matlou said the operators were already present on site and awaiting the arrival of the equipment.

The TLB’s would also be available to assist in disaster situations, to repair roads and assist in other needs, said Matlou.

It was also announced that ten more pieces of equipment would be delivered in the weeks to follow. Though it was not

Schools Challenge Pupils from Gr R to 7 from Moime Primary School, Tzaneen, join thousands of primary school children around the country who are all winners in the 2012 OMO/ Spar Schools Challenge. Pupils at 67 schools are receiving their own sports PE kits as part of the community project. Spokesperson for OMO, Crystal Singh, says the brand has been involved in education and sports projects for over a decade. “Each year the brand works towards helping develop the potential of our country’s children by focusing on projects that range from donations of sports PE kits to the awarding of bur-

saries. The OMO Schools Challenge invited consumers at participating Spar shops to nominate their school of choice, write the name of the school on a till slip and place it in an entry box in the store. The schools receiving the most votes won prizes of a sports PE kit for every child in the school. Singh said “participation in sports is an important way in which children can have fun at school and work towards reaching their full potential.” “We are a proud sponsor of projects that help to assist children achieve their potential.”

Tzaneen cyclists tame Sabie hills Jean Aucamp

An extremely hot day greeted cyclists from the Tzaneen Cycling Club at the National MTB Series in Sabie on Saturday. A total of close to two thousand competitors took part in the marathon and ultra-marathon events, with temperatures reaching 40 degrees en route. The race organizers were on top of things in this world cup event. Training for the Cape Epic, which is taking place in 1 month’s time, was Mark Pieterse and Pieter Vorster who finished the ultramarathon of 112 km and 2700 m ascent in a time of 8:03:00. Neil Hanekom completed the ultra-marathon in 7:31:00. Alan Gordon made the Tzaneeners proud by competing amongst the best in the country in the ultra-marathon. He finished in the 22nd position in a time of 5:55:00, after having suffered mechanical problems and doing repairs at the technical zone. The Tzaneen Cycling Club’s faithful also took part. Dick and Dorothy Rood and Ray and Louwrina Dando competed in the marathon over 74 km with 1700 m ascent and completed the race in times of between 5:30:00 and 6:30:00. The half-marathon of 40 km was staged on Sunday with the blistering heat of the previous day replaced by a cloudy, cool drizzle. The competitors expected a muddy race with lots of sliding in the slippery pine fo-rests and single tracks which is known as

the mountain bike Mecca of the lowveld. A few riders were somewhat unrecognized, covered with mud all over. Conrad Lubbe finished in a time of 2:50:00, Renier Pelzer in 2:53:00, Grizel Gubitz in 2:54:00, Nikolaas Gubitz in 2:54:00, Suretha Lubbe in 2:55:00, Alex Gordon in 2:59:00, Albert Nothnagel in 3:21:00, Shani van den Heever in 3:49:00, Braam van den Heever in 3:51:00, Ilze Pelzer in 4:11:00 and Kobus van den Heever in 4:14:00. Paul Dando, a Grade 8 student of Stanford Lake College, competed in the 14 km race and was thirteenth out of more than five hundred riders. He was seventh in his category. Anita Gordon also took park in the 14 km race.
