Rampele visits hometown
The MPac now expects the municipal manager to explain the problems, but also to say what has been done or what is being done to rectify the situation. The MPac’s own enquiry comes as a result of the Auditor General’s report for 2011/2012. The AG referred to a number of situations where no proper audit evidence (documents) could be found, an incomplete valuation roll, difficulty to re-
concile certain accounts/expenditure and contravention of supply chain management and other regulations and even the Municipal Systems Act. The AG pointed his finger at problems regarding revenue from licences and permit, problems with the assets register pertaining to especially plant and equipment, accounts payable, problem with the service level agreement between the GLM and the Mopani District
Municipality, irregular, fruitless and wasteful expenditure, inaccurately totalled cash flow, material impairments, the nonachievement of planned targets, an substantial list of problems with the GLM’s audit committee as well as the internal audit department, procurement and contract management etcetera. These problems make it look as if rather drastic steps would have to be taken to get the GLM back on the road.

What a shame!
The affairs of the Greater Letaba Municipality (GLM) are clearly not in good shape. The the chairman of the GLM’s Municipal Public Accounts Committee (MPac), Mr M J Baloyi, has now asked the municipal manager (who is the accounting officer) to respond to a number of matters. If quantified, the problems represent an amount of almost R160 million and cover various functions of the municipality.

Do you think the publishing of pictures depicting the ruinous collapse of Tzaneen will evoke any constructive action? Laurie Poolman Ek twyfel sterk!

Another fly-by-night college busted The Hawks have busted another fly-by-night college on Wednesday and this time it’s right in Tzaneen. The St Ignatius College in Peace Street (opposite the Old Mutual building) was operating without being registered with the department of higher education. According to Limpopo police spokesman, Brig Hangwani Mulaudzi, the operation was ignited after students enquired about the legality of the college.
The matter was referred to the Hawks for investigation. The investigation revealed that the college was indeed not registered with the department. Mulaudzi further explained that the accreditation certificates issued by the college to students, which apparently came from the department of higher education and Umalusi, were fake certificates. Investigations are underway to establish the origin of those documents.

New ANC Headquarters
Malaria cases are declining
The ANC’s new headquarters for the Mopani region— named after the late Norman Mashabane — was officially opened by Premier Cassel Mathale on Sa-turday. The three storey building (with a full sized basement for VIP parking) is in First Avenue, Hospital Park, Tzaneen. The erection of the building took quite some time, due to a number of delays. The delays, in turn, were allegedly caused by structural problems that had to be rectified at different stages of the building process. It is alleged that the building,
being higher than two storeys, should have been designed by a qualified and registered architect, which apparently was not the case. The Bulletin enquired about this at the GTM, but the municipal manager avoided the question and replied by saying the plans for the building were approved by the council. It is not known how much it cost to build the new Norman Mashabane House, but it likely is a multi-million Rand building — some saying it could have cost up to R15 million, depending on fittings, floor covering etc.
Limpopo’s department of health announced a radical drop in malaria cases in the province. From April 2012 to February 2013, 848 malaria cases were reported — in comparison to the 2 991 cases during the nsame period in 2011/12. Some of these cases were reported in areas deemed to be in the yellow zone, like the incidents in Tzaneen. January to March is normally the period when malaria cases increase sharply in Limpopo. This is attributed to travelling during the festive period and the rainy season. Despite malaria-prone conditions and the recent flooding, malaria have remained low with only 307 cases reported, compared to 1 189 in 2012. However, the potential for increases during the summer remains high. To detect these and manage possible outbreaks, the department has sensitive surveillance systems in place. A bust of the late Norman Mashabane guards the entrance to the ANC Mopani Region’s new headquarters in Tzaneen. He was the husband of the Minister of International Affairs, Ms Maite Nkoana-Mashabane
A 34 year-old woman and a 31 year-old man were arrested. They are both from Zimbabwe. No identification documentation was found in the possession of the suspects during the arrest and investigations are underway to ascertain if they are in the country legally. The suspects will appear in the Tzaneen Magistrates Court soon. — Martina Jege

Hoekom hieroor nou ewe skielik ‘n bom moes bars, is vreemd. Of papegaaikuns. Iemand sal hieroor moet begin besin. Want kinders kry onnodig seer.

Ds Barry van der Merwe hit the nail right on the head, when in his article last week, he stated that we always tend to blame God for everything that goes wrong with us or in our world. We do not look at ourselves first to find out if maybe we did not do the right thing.
Letters • Briewe Municipal problems DA Caucus Cllr Rene Pohl, 11 Royal Tzangeni, Tzangeni, writes: The Council meeting took place on 26 February 2013. The DA submitted many questions to the speaker’s office to be answered in writing. Most were not included in the agenda, and the ones included were not answered satisfactorily. The DA strongly objected. Instead of answering my questions about whether the legal process was followed during the new property valuation process, councillors were called to a meeting.
All my questions were discussed, and it was decided that a property owner still has time until end March to lodge an objection to the decision of the property valuator if not satisfied. The valuation is published on the municipality’s website, www.tzaneen.gov.za Objections or questions regarding the property valuation roll can be addressed to Mr. Swart at the revenue department. Mr. Brown Mashele has been declared elected as PR Councillor to replace Cllr. Luke Perkins. The DA voted against the adjustment budget for the following reasons: 1) no cost analysis was done during the salary benchmarking process, and not budgeted for! 2) there was not
budgeted for the legal costs to the amount of R12m 3) repairs to damaged roads and infrastructure caused unforeseen expenditure 4) financial services want to save R1m on insurance, engineering services R7 984 275m on roads and buildings. . 5) the municipality has not received R15m for the basic allocation of water from Mopani district. The DA believes that the main responsibility of a municipality is service delivery to the community, and that the community should not suffer because the municipality can simply not deliver! This is due to cadre deployment, officials who do not comply with the minimum requirements of qualifications and experience needed, as well as bad management. The GTM received a shocking report from the Auditor General for 2011/12. The DA inquired of the Auditor General when the GTM should be put under administration. His response was that if there is no improvement in the following financial year, he then will recommend that GTM be put under administration. This sad state of affairs was brought to the MEC of local government by MPL. Me. Desiree van der Walt. The DA kindly request all voters to be actively involved in all public participation processes concerning local government. I can be contacted at 0798725012/0798725012.
In Genesis we read of Joseph, who at first was rather pompous or self-serving in his attitude about his dream. Which in turn riled his brothers to such an extent that they sold him into slavery. But Joseph, led by God, changed his whole demeanour: He became humble and he believed in God’s power to put things right. No matter how important we are or what our standing in the community is, we need to be humble. We need to know that God has a purpose for each of us. Those in authority, no matter where need to realise that they are servants placed in a leadership role. Jesus was the “Servant King” He did not expect people to obey Him for His role on earth. He expected them to follow His example of obedience to His Father. Reading through the scriptures one can find many examples of obedience, Abraham, Paul, Simon and Job to site a few. These were humans just like us yet they obeyed God. Some were even put to death for their belief. They, however, knew what the outcome of this obedience would be- life eternal: a life that would be spent in the presence of God: a life where there would be no more sin, no more sorrow or pain. What a glorious outlook! We are expected to obey those in authority over us: our parents, our church leaders and even our government. But above all we must obey God. We must forgive those who have done us harm, be it however small or large. Not an easy task. It is only through love that we will be able to achieve this goal. God made us all different, but He made us in His image. Therefore, if He loves us so much that He forgives us time and time again, why can’t we forgive those who cause us harm? We cause God harm by not loving Him enough and always blaming Him when things go wrong. We need a paradigm shift; we need to start loving and forgiving. Only then will we truly be happy. I do not confess to have all the answers as how to bring this about, I only know that with the guidance of the Holy Spirit I will be able to be more loving and caring. Are we, as Christians, going to follow Jesus’ example or are we going to follow the ways of the world? Blessings
Daar is tog ‘n groot stortingsterrein by Phalaborwa.

Dealing with the ills of society Jacqueline Sebone
The violent characteristic of South African society is of concern to the director of Famsa (Family South Africa) in Tzaneen, Ms Liza van der Merwe and the senior social worker, Ms Bertje Defloo. Defloo says: “The nation is handling conflict with violence, particularly the ongoing strikes. There’s also the emotional violence of putting people down. Sociologically SA is a society of transition. Traditional family structures are historically paternalistic and autocratic with little respect for women’s or children’s rights. Then there is the bullying at schools. The violence in this country is out of control from every aspect. “ Famsa is trying to solve this through conflict handling skills such as anger management. It makes people aware that having power doesn’t mean abusing that power. Famsa has a trauma management service. Victims can be helped so that it doesn’t develop into post traumatic stress. It is important that victims of violence find a place
where they can relate their story and manage the harm that’s done. Famsa is embarking on a new programme of restorative justice where injustice has been done. It does not have to go automatically through the courts, where the victim has little to say, as it’s a case of the state against the defence. Famsa mediates between offender and victim where each relates their story and a way is found to restore justice. This is done in the presence of two social workers and the process is a healing mediation. Defloo says that violence is in all walks of life, but it’s in the family where change must start. Family is supposed to teach values, social Liza vd Merwe skills and problem solving skills. Famsa is also aware of the importance of the role of the father. With the focus of women’s and children’s rights, the father has been left out of the equation. There is a role for the father, but not as the autocratic boss of the family. There are lots of single parent families and women are often not economically dependent on a man. Society needs to find a
place for a father again. If children could see how grown-ups settle differences in an adult way, without resorting to violence, it would start changing society for the better. Famsa is a safe haven where families and individuals can make changes to heal instead of the violence going from generation to generation. Famsa, with social workers and counsellors, has started a training programme of personnel at the many rural drop-in centres. These community based after school care centres cater for orphans, the poor and vulnerable primary school children. Famsa trains the staff on protection of children, the different Acts and how to prevent burn-out. This is headed by skills develBertje Defloo opment trainer Ms Jacqueline Sebone who has a psychology degree from the University of Limpopo. Sebone says: “Children need care, love and support. As long as these three factors are in place children become resilient. So when they encounter different problems in life, they’re able to cope because they know there are people to support them. We need to grow them so that they
can stand up and take care of themselves in the future. “ “In the Thogomelo (Venda word meaning care) skills development project, we train community care givers. It’s a three pronged project of psycho-social support to build the workers’ morals, child protection and supportive supervision. The caregivers have a ten day training programme and we cover the five Limpopo districts of Mopani, Waterberg, Sekukune, Capricorn and Vhembe. We teach them to take care of themselves in order to cope with their daily work,” she said. “We train groups of thirty and have trained more than ten groups, with two from outside Limpopo, one from Gauteng and one from North West. The standard in Limpopo is poor as education in the rural areas is not running well. We also train home-based care centres for palliative care. As far as abused women are concerned Sebone says that women should break the silence. Abuse takes place because of silence and therefore abuse continues. Famsa is involved in every aspect of human conflict and a counsellor is always ready to help. Famsa Tzaneen is based at 3 Second Avenue and can be contacted on 015 307 4833. — Susan Ettmayr

Using their abilities to bring joy Ten handicapped children from the Dasha Foundation in Mbom-bela brought smiles to the faces of senior citizens in the Macadamia retirement village in Tzaneen. The children are taught to look past their disabilities and instead do everything to the best of their ability. They used these abilities to stage their “showbusiness”concert, where they sang crowd favorites and performed choreographed dance routines. Accor-ding to the principle of Dasha, Ms Shirley Parsons, the
children had a pleasant time visiting Tzaneen and surrounds. With the help of numerous kind-hearted sponsors, the children enjoyed meals at Spur and Wimpy. They also visited the rehabilitation centre at Moholoholo and concluded the visit by taking fun rides on motorcycles. The Dasha Foundation is a non-profit organization where 47 disabled people (between the ages of five and 41) are given an education and where they attend workshops.
As a result of the Bulletin’s weekly presentation of photos showing the deterioration of Tzaneen in terms of maintenance and neglect, the oil spill in an alley in the old industrial area has been attended to. The culprit has been warned by the GTM to rectify the situation. The offender undertook to clean the area as well as build a barrier to prevent oil from seeping through. On the right is the photo that we published, showing the oil “pit”.

“Town planner IS qualified” The Greater Giyani Municipality’s spokesperson, Mr Steven Mavunda, has dismissed accusations that the municipality’s chief town planner is unqualified. According to a letter in the Bulletin’s possession, from an anonymous source, Mr Bamuza Musa, the chief town planner of the GGM, was unqualified and unfit for his position. The source alleged that Musa had failed his Level 4 at the University of Venda and thus failed to graduate. Mavunda dismissed the claims and said Musa had been employed by a private company prior to joining the GGM and his record spoke for itself. He said the allegation had no truth to it and if there were issues regarding Musa that needed to be raised, there were procedures in place to do so.

In the footsteps of Louis Trichardt
Sixty Gr 9 pupils of Stanford Lake College embarked on their first expedition for the year, consisting of three and a half days of hiking — starting at Sekororo and, following in the footsteps of Louis Trichardt of 1838, finishing in Penge. Following the path that took Louis Trichardt eight months to clear on the back of ox wagons, the Gr 9’s were taken to some of the most beautiful and interesting locations South Africa has to offer, including the Christmas plateau (where Louis Trichardt spent Christmas in 1838), and past the sites where people still to this day are digging to find the myth of the Kruger millions (where Paul Kruger is believed to have buried it before his exile). Reaching Penge, the Gr 9’s readied themselves for an eventful rafting experience on the Olifants River, facing testing rapids like ‘Rent-o-Kill’, ‘Double Trouble’,’ Longdrop’, Simple Simon’, ‘Rollercoaster’ and feeling the full force of nature. This was a truly amazing experience none of them are sure to forget, with many memories made along the way. Well done to all the Gr 9’s for finishing this wonderful but challenging expedition!

Vodacom-rugby kom na Tzaneen
Merensky beleef ‘n goeie atletiekseisoen
deelneem.
