GTM implodes Fear lessl y the tr uth

The implosion of the Greater Tzaneen Municipality seems to be inevitable. An urgent special meeting of the council last week, might not be enough to avoid the GTM finally collapsing. The Bulletin can today exclusively confirm that a shocking R90 million has been grossly misspent. The list of problems encountered in the GTM’s obvious mismanaged financial portfolio, is growing and drastic intervension is now needed. The following matters are indicative of the deep rot in the GTM: An almost R3 million golden handshake for the GTM’s previous legal officer, adv Nkopodi Phatudi; Indications that the GTM has to find some R7 million to finance a shortfall on the Claude Wheatley and Sasekani road projects; An alleged advance that was paid to a contractor (Bulletin has the name of the contractor, but we have been advised to withold disclosure for now) of millions of rands, for a project he never completed; A panicked scramble ensued during August to pay salaries on time and in full; The GTM need to increase its ovderdraft facility, since cash flow has almost dried up; Moody’s announcement that the GTM’s negative risk profile is seriously hampering the GTM’s ability to qualify for loans; The GTM’s annual financial statements should have been handed in to the treasury on or before 31 August, but they failed to

Mr Neville Ndlala, GTM spokesperson, confirmed the reports of the irregular expenditure of R90 million. Asked about possible action against Mashao, Ndlala said they have a Municipal Employee Disciplinary process which are regulated by the main collective agreement entered upon by the GTM, through SALGA and recognized labour unions (SAMWU and IMATU). “It would therefore be procedurally unfair for us to discuss internal individual disciplinary matters in the media or in public,” he added. • This report by Francois Aucamp, Michael Sakuneka & Louis Roux.

Docking of puppies’ tails illegal Due to the increasing advertising of puppies with docked tails in the Tzaneen area, the Letaba SPCA wants to issue a warning to the community. The Animals Protection Act regards an offence in respect of animals as “any person who overloads, overdrives, overrides, ill-treats, neglects, infuriates, tortures or maims or cruelly beats, kicks, goads or terrifies any animal. Maiming also includes the docking or cutting off of dogs’ tails and is seen as a serious offence against which the SPCA will act. The reason most people want their puppies’ tails docked are because they’re used to seeing those types of dogs with short tails. Examples include Boerboels, Dobermans and Jack Russell terriers. The original reason puppies’ tails were docked, were because in the past people had to pay taxes for dogs. Working dogs were exempt from taxes and had their tails docked to make it easier to work in the thick bush. It was also believed that this would ward off rabies. Because people mostly have dogs as companions these

days, these reasons don’t apply anymore. Dogs’ tails are very essential as they use them to communicate with people and other dogs. The way they wag their tails can indicate whether a dog is friendly or wants to bite you. It have been found that dogs with long tails can communicate better, thus getting involved in fewer fights with other dogs and are less likely to bite people. A dog’s tail is also used for balance, making dogs with long tails more agile. The problem for dogs with docked tails is that the procedure is very traumatic experience that the dog may never forget. Just because they are very young, does not mean they can’t feel pain. The cut goes through skin, muscles, nerves, blood vessels, bone and cartilage (soft bone). If the procedure is done incorrectly there could be nerve damage and the severe bleeding during docking can cause the puppy to die. Hosi N’wamitwa’s 5 year inauguration celebrations

It was a day of celebration as residents of N’wamitwa celebrated the fifth year inauguration of Hosi Tinyiko Lwandlamuni Phillia N’wamitwa at N’wamitwa village on Saturday. The day included well known politicians, priests and community members. There was a lot of song and dancing from various local musicians who honoured Hosi N’wamitwa. This celebration came after five years of Hosi N’wamitwa’s court battles to becoming Hosi after she was denied her right to become Hosi because she is a woman. After she had undergone a lengthy court process, Hosi N’wamitwa was declared as Hosi. Newly appointed Minister of Cooperative Governance and Traditional Affairs Lechesa Tsenoli was part of the celebrations. “We are celebrating her constitutional victory of five years, this was a good thing which had to be done,” said Tsenoli. Liquor a problem There was an increase from six to seventeen arrests for those who violated the Liqour Act in the Letsitele Police area.. Two people were arrested for selling liquor without a licence, eight for assault and one for rape. Three people were arrested for contravention of the Roads Traffic Act, three people were arrested for trading on a public road and one person was arrested for malicious damage to property. One person was arrested for theft, one for burglary and one for robbery.

Murder suspect arrested A 29 year-old murder suspect was arrested by Letsitele Police at Zangoma village. It is alleged

www.bulletin.us.com that the suspect had a disagreement with the deceased over his salary. It is furthermore alleged that the suspect was employed by the deceased’s relative, and the suspect’s job was to make cement bricks. The suspect was allegedly given a portion of his salary to complete his work and after completing the work, the suspect went back to demand the balance owed to him. The two men allegedly started to argue, and it ended with the suspect using a knife to stab the deceased in the stomach. Stabbed officer’s case continues Rumours of the docket about Maake Police Captain Matome Johannes Makgoba’s stabbing in the charge office having been lost, are false. The Bulletin was informed on Monday this week that the docket could not be found, hence the delay in the case. Makgoba was stabbed with a sharp object on 13 April this year by a member of the public, in the charge office at Maake Police Station. our deadline, Maake Police Communications Officer Constble Mpho Seroto called and denied rumours of the missing docket. “The docket is safe and the suspect will be appearing tomorrow,” said Seroto.

Robbers arrested There was an increase in the violation of the Roads Traffic Act in the Maake area last week. Seven people were arrested for common robbery, one for shoplifting, one for theft out of a motor vehicle and armed robbery. Four people were also arrested for common assault, four for burglary and two for stock theft. There was a sharp increase in people who contravened the Liqour Act — eleven people were arrested for this while only five were arrested during the previous week. Drinking in public decreased from seven the week before to four for last week. Rape also showed a decline from four to two for last week. One person was arrested for possession of dagga and one for dealing in indigenous plants.

Stolen vehicle The Ritavi Police are investigating a case of a stolen motor vehicle in Nkowankowa. It is alleged that the driver of the vehicle was at a tavern. He forgot to lock his vehicle. He went inside the tavern to buy liquor and when he returned after five minutes, he found that his car was gone. The missing vehicle is a light blue Toyota Corolla with registration number JZZ 197 GP. No arrests have been made and police are continuing with the investigation. Ritavi Police Communication Officer Const Vongani Ngobeni urged drivers to always lock their

vehicles at all times. “Owners of vehicles must ensure that their vehicles are properly locked. They should not leave their keys in the vehicle, even if the vehicle is immobilised. They must ensure that that the doors are locked,” said Ngobeni.

Convictions Maake Police detective warrant officer Hopane has helped to put a rapist behind bars for life. It is alleged that Lucky Makwala visited a 24 year-old woman at a certain house on 13 June last year. The woman assumed that it was her boyfriend; she opened the door for Makwala. He forced the woman to undress and raped her. Makwala also took R15 from the woman. Makwala was sentenced to life imprisonment and fifteen years imprisonment for robbery. Hopane also helped to put another criminal behind bars. Thabo Shokane (24) was sentenced to fifteen years imprisonment for robbery and four counts of assault GBH. Const Sithole, another detective from Maake, worked tirelessly to ensure that Billy Mokoena (18) was sentenced for murder at Makhibudung. It is alleged that the body of a man was found on the side of the road by pedestrians. Sithole’s investigation led to Mokoena’s arrest. Dumisani Mushwana (24) was sentenced to fifteen years for theft out of a motor vehicle and possession of suspected stolen goods. It is alleged that Mushwana was using a remote to unlock the cars of motorists at Maake Plaza. It is alleged that Mushwana was stealing money, bank cards and cell phones from shoppers at the Plaza.

Statistics Arrests of those who violated the Liqour Act in the Ritavi area decreased last week from the week before. However, arrests for assault GBH increased from seven the week before to ten last week. Seven people were arrested for contravening the Roads Traffic Act, seven for possession of dagga and four for robbery. Two people were arrested for common assault, two for rape and one for violating a protection order. Two people were arrested for theft, one for housebreaking and theft and one for malicious damage to property.

Skande op skande Nou gaan dit by die GTM ook maar soos dit in die res van die land gaan: onverklaarbare tekorte, onnodige uitgawes, vermorsing, korrupte tendertoekennings, goue handdrukke wat vir niks skrik nie (ook genoem herontplooiing, dikwels gepaardgaande met bevordering!), kortsigtigheid, die afwesigheid aan beleidsdokumente (soos ‘n behoorlike verkeersplan of ‘n sinvolle onderhoudsplan), min of geen beplanning, verwaarloosde infrastruktuur, arrogansie en, en, en... die lys is baie langer as die paar reëltjies hierbo. Terwyl ons nog altyd hoopvol was op verbetering, is dit nou duidelik dat die GTM ook besig is om in te plof. Dit is egter nie die einde van die ramp waarop ons afstuur nie. Die verdere ramp is dat niemand regtig daaraan werk om die ramp af te weer nie. Die opposisie in die stadsraad probeer, maar daar is die gebrek aan kundigheid en goeie oordeel en strategiese denke maar bitter dun gesaai. Dit neem minder as twee minute om te registreer/herregistreer. Ek kan ook met die IEC reel om julle te besoek indien daar minstens so 20 persone teenwoordig sal wees. Dit geld byvoorbeeld vir werksplekke of enige samekoms. Die plaaslike IEC kan slegs mense binne die GTM-area registreer, moedig ander mense aan om dit in hul dorpe te laat doen. Suid-Afrikaners in die buiteland sal ook mag stem. Die parlement sal eersdaags die betrokke prosedure bekendmaak en dan moet ons asseblief ook al daardie familie en vriende motiveer om te gaan registreer en stem.

Cllr Rene Pohl, 11 Royal Tzangeni, Tzaneen, writes: The Council Meeting took place on Friday, 30 August 2013. Items of importance were the following: a) Once approved by NERSA and signed by Eskom, Eskom will owe Council around R14 318 258.60m in outstanding wheeling charges from July 2012 to June 2013.b) Council approved the writing off of outstanding debts to the value of R7 771 913.69 as

at 31 June 2013.This concerns indigents and residents who could not pay their water and lights accounts due to unforeseen circumstances. The bad debt book is available for perusal at the office. c) The service delivery and budget implementation plan for 2013/14 is in place. d) The relocation of 7 families occupying servitude in Nkowankowa B and road Nkowankowa D, to identified empty serviced erven in Nkowankowa D. e) The Greater Tzaneen Municipality Integrated Development Plan, Budget and Performance Management System Process Plan for 2013/14 has been adopted. The electricity tariffs of Council were not approved by NERSA and had to be re-calculated. The tariffs were re-calculated and submitted to NERSA for approval to comply with our licence conditions regarding the distribution of electricity. The effect of the amended tariffs on the electricity service charge is R300 000 less than the original tariff income, but this shortfall will be accommodated by an increase in electricity pre-paid sales. The DA demanded that all individuals who were involved in any fruitless and wasteful, and irregular expenses be held accountable by paying back this money to GTM, and criminally prosecuted according to the relevant legislation. The DA is still of the view that independent lawyers were paid exorbitant legal fees. GTM paid more than R13m towards legal cases which they did not budget for! The previous legal adviser should be held accountable, but instead he was given a golden handshake! Several questions were admitted to Council, most of them vaguely answered! We will continue asking questions until properly answered. If necessary the DA will refer the matters to the MEC through the relevant structures. The Hawks are currently investigating 2 cases in GTM. They only can make a proposal to Council once the investigations are concluded. Vandag loer Bulletin se Annemieke Maritz deur haar profiel-bril na me Annedine Visser, ‘n dame wat jonk-jonk groot verantwoordelikheid by Torga Optical in Tzaneen aanvaar het. As jy ‘n jong entrepreneur of presteerder wil benoem met wie ons ‘n onderhoud vir ons eksklusiewe reeks oor jong entrepreneurs/presteerders (jonger as 35) kan voer, skryf gerus aan annemieke@bulletin.us.com.

Prentjiemooi Annedine Visser (25) maak enige vertrek helder met haar breë glimlag en spontane voorkoms. Sy verwys na haarself as “eintlik ‘n introvert” en geniet klein groepies of een-tot-een-gesels. “Ek is ‘n mense-mens”. Van dogtertjietyd af sien sy haarself as ‘n professionele sakevrou en die droom groei steeds. Sy wil nog eendag haar eie besigheid op die been bring. Op haar eie voete staan, lê haar baie na aan die hart, asook om as persoon in haar werk en persoonlike lewe te groei . Op ‘n jong ouderdom het Annedine baie verantwoordelikhede wat op haar skouers rus. Sy vertolk die rol van bemarker, bestuurder en oogkundige by die Torga Optical-konsessiewinkel in die Tzaneng Mall in Tzaneen. Die breë glimlag het in Pretoria grootge-

word, as Klofie by die Hoërskool Waterkloof uitgestap en as eerstejaarstudent in B. Optom (Optomotrie) by die Universiteit van Johannesburg ingestap. Sy het haar vierjaargraad met lof geslaag en was sterk op pad om die leefstyl van ‘n Kaapenaar aan te neem . “Ek gáán Kaap toe.” So het sy en haar ma Stellenbosch plat geloop met ‘n CV in die hand en ‘n bypassende glimlag, met die hoop op ‘n aanstelling. Later wou die voete nie meer nie. Toe sê sy vir haar ma: “Alles gebeur met ‘n rede, kom ons drink maar ‘n bietjie wyn.” ‘n Ruk later kry Annedine ‘n oproep uit Tzaneen — ‘n werksaanbod. “’n Gevoel van vrede het my oorheers” en so het sy besluit dat die volgende bestemming nie heeltemal in die Kaap draai nie, maar eerder in Limpopo se Tzaneen. Januarie 2012 het Annedine met haar groot trek opgekom noorde toe en alhoewel sy niemand geken het nie, was haar gevoel van vrede genoeg. Soos die liewe lewe is, het sy natuurlik vier oproepe van die Kaapse-wêreld ontvang, nadat sy die pos in Tzaneen aanvaar het. Maar Annedine het berus in haar keuse. Sy voeg by dat dit vir haar is asof die Here gesê het: “Hou lekker vakansie in die Kaap, Annedine, jy gaan nie soontoe nie.” Sy beskryf haarself as ‘n reguit en gemaklike mens wat sê wat sy dink, en wat omgee vir mense. Sy streef elke dag om goeie verhoudinge te bou. Sy vertel by Torga Optical glo hulle: “If they love you when they leave

you, they will come back”. Verder streef sy daarna om elke dag met nuwe ywer aan te pak en om iets nuut te leer. Haar pasiënte is elke dag haar absolute hoogtepunt. Weereens staaf sy dat sy baie daarvan hou om met mense te werk. “Ons praat nie net oë nie”, sê sy laggend. Uitdagings wat haar al vierkantig in die oë gestaar het (asof dit ook vra vir ‘n bril,) is dat sy as universiteitstudent (jonk en onervare) in ‘n beroep ingestap het waar daar groot verantwoordelikheid op haar skouers rus, en sy nie emosioneel kan raak as kliënte moeilik is nie. “Ek maak seker dat elke kliënt wat instap, uitstap met ‘n glimlag en gelukkige oë.” Sy sê spottend dat party mense se oë groot rek as hulle sien dat sy, as jong dame, na hulle oë moet kyk en sê wat die probeem is; maar hulle gaan sit maar in die stoel. Ander vra sommer of sy haar werk kan doen, waarby sy baie vriendelik en diplomaties antwoord: “Kom ons kyk.” Alhoewel Annedine gek is na haar werk, neem dit nie al haar tyd op nie. In haar vryetyd geniet sy dit om saam met mense te kuier, in die gimnasium te oefen, naweke weg te gaan en ook soms die kamera te neem en iets deur die lens vas te vang.

Sy het ook ‘n liefde hier in Tzaneen. André is die man wat met haar hart toor. Soos enige ander paartjie het hul verhouding ook as ‘n platoniese vriendskap begin. André is ook oorspronklik van Pretoria en het nie regtig geweet waar Tzaneen op die landkaart is nie. Annedine moes ingryp om hom ten minste te help met wat om te pak en wat nie. Die twee is dolverlief en geniet die samesyn. Annedine vertel hoe sy haar pa se woorde nooit te ver in haar agterkop bêre nie. “Hoe eet jy ‘n olifant? Stukkie vir stukkie.” En dit is presies wat sy doen. “Pak dinge aan en wees tevrede, leef met vrede in jou hart. As jy nie vrede oor iets het nie, moet dit nie doen nie.” Op stuk van sake was die Kaap nie nommerpas nie, maar Tzaneen haar Utopia, haar handskoenpasomgewing.

A ball was had by all The annual Letaba Rotary fund raising event is usually just a wine auction. This time it was combined with a glittering Bootleggers Ball in the Warriors Barn in the Magoebaskloof. Over a hundred guests, dressed in high 1920’s fashion, attended the Ball. Just over R44 000,00 was raised at the wine auction suitably steered by MC Maurice Stander from Haenertsburg Rotary Club. The funds were raised for the Tzaneen Care Centre run by Dave Protter. All three Rotary tiers were represented. The older members are the Rotarians with their President being Warriors owner Rudi Viljoen. The 20-30 year age group, known as Rotoracters, is represented by Rudi’s son Ruan Viljoen. The Interacters are school children and were represented by their Deputy, Kim Maritz from Merensky High School. Rene, Rudi’s wife, did most of the catering which consisted of a three course meal of a variety of choices. Hendra Gous from Blomskuur provided the flowers and the impressive long cylindrical vases for the tables. The Barn was festooned with balloons and huge posters on the walls of that era including Greta Garbo and Marlon Brandon in The Godfather. Mr Dave Protter runs the Crisis Centre in Boundary Street in Tzaneen and a Safe House in Maritz Street. It takes some R30 000,00 a month to run the establishments. Retired elderly ladies knit toys for the children. He says, “There’s no greater comfort for a traumatised child than cuddling one

of these knitted toys.” The Safe House can accommodate up to six people and there’s a self catering and fully stocked kitchen. The stay is a maximum of 48 hours whilst Protter and volunteers organise the needs of the victims. Volunteers are always welcome. Protter gives basic training and further training is given by experts from Pretoria. Volunteers are taught how to empathise and they have to gain insight into their own emotions, as volunteers can’t afford to get emotionally involved. Protter says the biggest crisis in Tzaneen is drug addiction in the form of heroin, ecstasy and amphetamines. He believes that the crisis is fuelled by the anxiety of modern life, the ethical and moral breakdown of society, no discipline in schools and no compulsory military training that taught

respect for others and for themselves. He also said that alcohol remains an ongoing crisis with cases of domestic violence often erupting after rugby matches, where drunken Tzaneen rugby supporters are physically abusive towards the spouses. Women from all walks of life gathered for the ‘Women on the Move’ networking session at Hotel @ Tzaneen. Founder and event organiser Shaun Mhlongo described the occasion as a platform where women could unite to help, support and love one another. Women from various parts of the province came together to listen to motivational talks about a variety of women-related issues. The women were coached on how to manage their finances, how to fight patriarchy in the workplace and their homes. Beauty and fashion tips were provided by various companies who were involved in the function, as well as Bibles from a

prominent local business woman. Ms Grace Mushwana, farmer and owner of Madidi Poultry, motivated women on unity and compassion, regardless of the hardships they face in society. “We need to learn to walk a mile in other women’s shoes, in order to understand one another as women”, said Mushwana. Three women were awarded for their dress sense. Their prizes ranged from winning a nigh’st stay at Hotel@Tzn to special gifts. Pfunanane almost too good Pfunanane Primary School in Modjadjiskloof had their most successful cross country season ever, and proved their worth yet again at the LLSV championships. At almost every LLSV meeting this season, they took home more than a quarter of the medals, winning as many as fifteen medals in several meetings. At the championships, they took twelve out of 48 possible medals, including twelve overall year-end medals. Pfunanane won eight out of sixteen possible team prizes at the championships. They also had 31 athletes in the year-end overall top

ten, receiving certificates for being named to the LLSV team. No other school came close to this number, despite the fact that they are one of the smallest schools participating. They were also the school with the highest medal count at the Limpopo Championships this year, with eight medals, and three Limpopo Champions. Zani’s gymnasts excel at SA’s Zanis Gymnastics Academy in Tzaneen dominated the prestigious North Zone SA Artistic Gymnastics competition in Kempton Park recently. Paul was rewarded with an overall gold medal for his overall average of 8,62 and was placed overall second in his age group. He also won Vault with an excellent point of 9,75. Aldrich got an overall gold medal for his overall average of 8,58 and was placed overall third in his age group. He also won Low Bar with a point of 8,05, making him the only gymnast to score above 8,0 out of 24 gymnasts for this item! Gunther Katzke got an overall bronze medal for his overall average of 7,81 and Stefan got an overall silver for his overall average of 8,41 (and he also came second in Vault with an outstanding 9,60. Dian achieved an overall average of 8,80 and won gold, whilst Wessel received an overall average of 9,11 and was a w a r d e d platinum for excellence.
