Mopani District Municipality
for nothing and your fence for a fee ...
The MDM bought an expensive farm. Nothing is being produced. Millions are being spent, however, like a devil’s fork fence of R18 million (built by a contractor that allegedly has a MDM Exco member as a partner). When questions were asked, nobody seemed to know anything about the who and the what.
Bulletin kept on digging, and this is what we found A secretive hush hangs over the Bali Estate near Tzaneen (between Lushof and Mieliekloof), where millions of ratepayers’ money are seemed to be buried without explanation. This includes a contract of an alleged R18 million for the erection of a palisade fence of just over eight kilometers long around the underperforming estate. Bulletin published exclusive photos of the fence two weeks ago. The Bali Mango Estate is the property of the Mopani District Municipality for the past six years and the only person who could give clarity on the situation is the municipal manager of Mopani, Mr Tim Maake, who referred us to the municipality’s non-respondElegansie in beweging… Maake. Tsebe agreed with Cronjé that selling the farm would be a better option. According to the records at the Deeds Office the farm of 158 ha was bought by the MDM for R2,9 million in 2007. It was once a flouri-shing mango farm, but degenerated into a state of ruin. During harvest time several trucks of unknown origin arrived and removed loads of mango’s for achar processing elsewhere (the Bulletin was told by neighbouring small holding owners). Most of the crop, however, was left on the trees to rot. At one stage there were rumours that a training facility would be run on the premises by a well-known television DIY personality, but this could also not be confirmed by the MDM. Unless the municipal manager comes forward to prove otherwise, the Bali estate looks like yet another dumping ground for millions of hard earned ratepayers’ money. —Louis Roux louis@bulletin.us.com

Lim crime stats on the rise Limpopo has the highest population per police officer in South Africa, standing at 516 people for every police officer. This is why the Community Safety Bill should be reintroduced, according to the DA. This was after Police Minister Nathi Mthethwa released the latest crime statistics this week, showing an increase in serious crime in Limpopo. With a decrease in sexual offences nationally,
the province showed an increase of 15,8%. Robbery with aggravating circumstances rose by 9,1%, commercial crime by 17,3%, arson by 12,3% and car hi-jacking by 40,6%, while residential robberies were also higher. The Community Safety Bill, aimed to strengthen the police in dealing with crime, was rejected by ex-premier Cassel Mathale, but will now be presented to premier Mathabatha for reinstatement.

Hy betree ‘n nuwe navorsingsveld, maar bly steeds as direkteur betrokke by QMS.
Tender grew from R1,3m to R10,8m! A tender initially worth R1,3 million but later escalated to R10,8 million was awarded by Ba-Phalaborwa Municipality to a company even before the evaluation committees sat to evaluate this tender. The DA in Limpopo says in a media statement “documents in the DA’s possession clearly show how tender No 23/2012 initially for R1,3 million was awarded on 26 September 2013, to an engineering company for designing

This was way before all the municipal tender committees were appointed. “The officials who sat on the Bid Evaluation Committee to evaluate this tender were appointed on 13 November 2013 (sic!). Man kidnaps 11 year-olds, kills one A man from Bolobedu South appeared in court on Tuesday for allegedly kidnapping two 11 year-old girls and murdering one of them. The two girls were visiting their 20 year-old friend at Bokhuta village. She left them to go to church. When she returned from church she found the girls were missing. She asked other members of the community whether they had seen the two girls, who told her that they were at Tsiisetso Abraham Makgopha’s (29) shack. She found the two girls lying naked and covered in blood. One of them, Hermanda Masia, was dead and the woman called the police and emergency services. The other girl was taken to hospital with injuries. Police Spokeswoman Lt Col Ronel Otto said that “investigations are continuing and the surviving girl will be questioned as soon as she is able to communicate”. Makgopha was charged with attempted murder, rape, murder, housebreaking and kidnapping. He was remanded and will appear in court on 11 October.

Vir meer inligting, skakel Adriaan Badenhorst by 082 850 2166.
Hy was 78 jaar oud.

Agatha’s people will miss Colin de Ruig By Rev Ron Reiners It is with sad regret that we as a community have lost one of the founders of the Agatha community and indeed the greater Tzaneen community.. Colin de Ruig passed away peacefully on 29 September at about 11:00 in Tzaneen MediClinic at the age of 83. On behalf of the community, I would like to bring a tribute to him. Colin, your sense of humour, wit and intelligence will be sadly missed by all. Personally I really only got to know you a few years back and I know that I will miss your constant banter, the talks we had together and the general feeling of true friendship. You had a great life of constant movement, a pilot, a racing car driver and then the amazing bicycle adventures you and Ann shared together. At the age of about 73 you and Ann went cycling around South Africa on a tandem bicycle, to raise funds for some cause or the other. A fete that we youngsters would never think of doing. To this husband, father, grandfather, great-grandfather and friend: we salute you, may your soul rest in peace and may light perpetual shine upon you. To those left behind we will rejoice in having known you in whatever capacity you were to us. May God give all of us the courage not to miss you too much.
A first for community newspapers. Just for you.

“Ek love my werk”, sê sy.
“My ma sê hoeka ek is met my werk getroud.”
Hoe lank is julle al saam?
7
“Be the change you want to see in the world” — en dit is presies waarna sy van dag tot dag streef.

History made by scholars The Stanford Lake College Gr 8’s made history this year, becoming the first ever school group to summit both the Iron Crown (which is the highest point in Limpopo) as well as Serala (second highest) on the same trek. The group left school early on a Friday morning and walked up the Iron Crown, then on into the Wolkberg Wilderness area. From there they went down into the Mahlapitse Gorge, climbed the Serala Peak and eventually arrived back at school the following Friday afternoon. They hiked a total of 83 km in eight days, through some of the most remote and wildest
areas of the spectacularly beautiful Wolkberg range. Apart from the hiking, the group also did some navigation and map-work, stargazing and teambuilding, as well as an environmental project, in which they removed 2 400 small Pine trees from the endangered Serala Grasslands. This trek is part of the compulsory Bronze Level President’s Award for Gr 8’s, but what they all accomplished is way beyond what any other school or group does for their Gold President’s Award in Gr 10 or 11.

Nkowankowa to Harare in Zimbabwe and transporting lime back from Zimbabwe to Nkowankowa. Rishi refused to disclose their loading zone, referring the Bulletin to a Mr Alex Meyer. He repeated that the use of the parking lot is only temporary, because they have nowhere else to park their trucks. Meyer said their loading zone in Nkowankowa can not be disclosed as it is “confidential”. According to the trucks’ registration numbers they are from Mpumalanga, Gauteng and even Northwest.

Science Expo showcase talented kids The recent science Expo held by Eskom at the Foskor Community Hall in Namakgale, outside Phalaborwa, has seen many pupils from different schools in the Mopani district showcase their talents in various projects. The 261 pupils that attended the Expo used their projects to demonstrate how various challenges in their communities could be solved using new technology, ranging from energy saving projects to environmental science and many others. The award for Best Energy Efficiency project went to Matimba Ndala and Anga Mamfanya, Gr 11 pupils from the Kings Court College in Modjadjiskloof, for creating a biodigester that traps methane gas from cow dung, which is then burnt to create heat energy that can be used in households and in other areas. They focused on using materials that could be found in and around people’s homes, so that the poor could afford it too. The award for Matimba Ndala and Anga Mamfanya from the Best Development Kings Court College, who won the award for poject was awarded Best Energy Efficiency project. to Miquel Lewele, a

Meanwhile the Best Female project was awarded to Mosibudi Sebopetsa from Lepato M High School, who investigated how animal fat, when heated and distilled, could be used as biofuel. Females were strong contenders in this year’s Expo, with 167 of the 193 projects being done by girls. Orlando Chauke orlando@bulletin.us.com
Israel Blackburn (Gr 10) of Stanford Lake College was selected as a finalist to represent Limpopo Province in the “Mini Miss RSA” Pageant — held at the Buffelspoort ATKV in Magaliesberg. This was a huge national pageant spanning four days at the end of September, ending in a gala evening.
?@mhs.com a cyber success! No less than 120 pupils from Merensky High School committed themselves to perform in this year’s revue — ?@mhs.com — a facebook romance, towards the end of September. With popular foot tapping songs, excellent choreography, super vocalists and actors, vibrant costumes and the added bonus of the lively Merensky choir on stage, this was most definitely a “feel good” show. The
complementary real-time electronic boards displayed the facebook posts, funny youtube clips and BBM’s, enhancing the feeling of reality. The storyline portrayed the quest for love via cyber space, with John Deere (Gideon Joubert) and Tulip (Caro-Lee Kotze) meeting up through the mhs. com chatroom. Tulip being a nom de plume for the current MHS headmasters’ daughter, and John Deere an old Plasie, currently studying agriculture in Potch. The backdrop was the Lifestyle Center, with the choir performing on the Market Café Veranda. Flash mobs danced in the parking lot, with Mugg & Bean bearing witness of poor Tulip being let down by John Deere. The final scene during the super Plasie-awards, wowed the audience, with a special cameo appearance by Deputy Headmaster, Mr Willie Stevens.
Schools’ art competition launched
The seven finalists for Unicorn’s Hein Kruger Afrikaans speech competition, were Donavan van Tonder, Reinhardt Scholtemeyer, Dee-Anne Preece, Gregor Andrew, Nikita Espach, Ashley McIntosh and Nsuku Muyimane. This prestigious event is a noteworthy entrance on the yearly calendar — and is responsible for its fair share of stress and worry as the date draws nearer and the children enter into frenzied preparations and a lot more Afrikaans conversation. This year’s winner was Gregor Andrew — who also reigned supreme during the earlier Robert Moss English speech competition.
Pictured are Messrs M EChavalala, Principal of Muyexe Primary School, R S Nghonyama, Principal of Hasani Mniniginisi Secondary School, Mss P Shibambu, Head of Department of Pfunani Primary School, B M Nkuna, Principal of Mniniginisi Primary School, Mr Rodgers G Shivambu, teacher at Hatlana Muyexe School, Mss Violet N Khomani, Principal of Nghatsani Primary School, Kondy Machumele, Circuit Manager for the Klein Letaba Circuit of the Department of Education, Messrs X S Maswanganyi, IDP Coordinator at the Greater Giyani Municipality, and James Ndhlovu, STRISA Director.
STRISA, The Sustainable Tourism Research Institute of Southern Africa and based in Haenertsburg, recently headed a team of professional consultants to undertake a pre-feasibility study into the possible opening of a new visitor gate into the Kruger Park at Shangoni, northeast of Giyani. This gate would make it much quicker and easier for visitors heading for Shingwedzi Camp which, at present, can only be accessed through either the Phalaborwa or the Punda Maria gates. The study was funded jointly by the Industrial Development Corporation, the Development Bank of Southern Africa, the Limpopo Department of Economic Development, Environment and Tourism and SANParks. As part of the process of integrating local Tsonga ethnic designs and ‘patterns’ into the new entrance gate and the proposed Shangoni Hub, or Growth Centre, it was suggested that children at local schools should become involved in an
art competition. The winning designs could then be used in appropriate places in order to strengthen the branding and promotion of the new gate and other tourism facilities. STRISA agreed to sponsor the first phase of this competition by purchasing water colour paint boxes and paper for 140 learners and offering over R4 000 in prize money for the winning artists and runners-up at both primary and secondary school level. Cash prizes have also been allocated to the best overall senior and secondary schools. With the cooperation of the Department of Education’s Klein Letaba Circuit Office, a total of seven schools have been identified in the villages around Mininginisi and Muyexe, both being within the immediate vicinity of the site for the new gate. A small function was held in Giyani on Tuesday 30 July to hand over the paint boxes and the paper and to give the educators a final briefing on the competition and the vari-
ous themes that should guide the young artists. These themes cover almost any person, thing or activity that forms part of daily village life and an emphasis will be placed on subjects that portray the local ethnic customs and lifestyles. Entries close on 15 October and the prize-winners will be announced at the end of year functions at the seven schools. Commenting on this initiative, the STRISA Project Director, Mr Mike Gardner, said that most people are aware of the lack of resources that plague local Limpopo rural schools and that corporate business operators should consider assisting in this type of project in order to stimulate the young learners and to help expose those with special artistic talents. He said, ‘STRISA’s NGO partner the Village Tourism Trust, has been involved in recording local legends and folklore and then using these stories to create appropriate play-scripts for schools. These have helped considerably to enhance latent creative writing skills as well as acting abilities and the many backstage activities that are required to create a successful drama production. Assistance has also been given to young poets and an anthology of the works of four young men from the Modjadji area has been published. We are now looking at art development and this opens up opportunities for many support initiatives by the private sector.’ Mr James Ndhlovu, a resident of Nkowankowa, is a Partner in STRISA and also Chairman of the Village Tourism Trust.

Askies, Raspolitiek, Welkom terug!

…………………………………………… “One of the penalties for refusing to participate in politics is that you end up being governed by your inferiors.” — Plato
Black Leopards played to another goalless draw when they met Witbank Spurs at the Peter Mokaba Stadium on Saturday. The home team would have had only themselves to blame had they lost the match. They abused countless scoring opportunities in the first minutes of the match. Jabulani Ndebele unleashed prematurely, instead of moving a few steps towards the keeper, Brice Msiza. The Spurs side was strong in the far back and striking force departments, while lacked cohesion in the middle of the park. On the other hand, Leopards enjoyed more ball possession, but their promising moves were turned into
nothing, due to the rock-solid defence of Spurs. In the second half, the local lads put more pressure onto Spurs. Isaac Papa of Spurs could not make the grade as the opponents used him as their freeway. The home side came close to scoring in the 76th minute. Meshack Maphangule shot wide with only keeper Msiza to beat. Leopards’ strikers wasted many opportunities to win the match. The former Leopards defender, Humphre Khoza, was reprimanded with a card for rough play. The draw was a fair result for the evenly contested match. — Lin News/Limpopo Mirror
