Road construction at Sasekani resumed The construction of the seven kilometres controversial Sasekani/NkowaNkowa road at Mohlaba Cross resumed on Tuesday. The contractor, MacP Construction, abandoned the project early this year in protest to the project’s R20 million price tag, which he felt was too low. The contract was initially awarded to Markets Construction, but it landed the Greater Tzaneen Municipality in a court battle with Makapane Modipa, the managing director of MacP, who complained that proper adjudication processes were not followed in the awarding of the tender. GTM spokesman Neville Ndlala confirmed that the construction resumed, but he could

not confirm whether the GTM had upped the contract price. He said, however, that all the disputes have been resolved and that nothing would disturb the project again. MDM stops construction The construction of a multi-million Rand office block in Tzaneen for the Mopani District Municipality which started more than a year ago, has been stopped. The MDM brought everything in relation to the building to a halt, after it has been discovered that the contractor, whose name is known to the Bulletin, allegedly faked an insurance certificate which he presented to the MDM at the time of his appointment. One of the other reasons which led to the termination of the agreement is that the contractor did not perform up to expectations and his work was not up to standard. The R74 million contract was terminated in September last year.

The MDM came up with a plan to build the office block in the area, next to the disaster management centre, in order to relocate some of the departments from their current location in Giyani to Tzaneen — which according to some senior officials is much more central for the five local municipalities. Mr Neil Shikwambana, the MDM’s spokesman, said following the expulsion of the contractor, the tender was re-advertised to allow other builders with expertise to bid. However, the process has been stopped after the contractor had approached the Public Protector to declare a dispute and ask for intervention. — Michael Sakuneka michael@bulletin.us.com

Disaster plan tested ANC conference hanging A disaster plan exercise which tested the quality, competence and readiness level of health care practitioners and disaster administrators, was conducted at Van Velden Hospital in Tzaneen on Wednesday. According to the hospital’s security and risk manager, Ms TC Nkolele, the main aim of the exercise was to reorganize all existing resources of a normally functioning hospital, in order to cope in a coordinated fashion with a disastrous situation. As a specific project it must be led, organized, coordinated and controlled within the constraints of time and quality performance.

Hy en sy gesin het in Desember 1992 van Senekal in die Vrystaat na Tzaneen verhuis, nadat hy as bestuurder van NVSK se Senekal- tak afgetree het. Hulle het saam met hul dogter Alice en skoonseun Pieter van Zyl op Tarentaalrand betrokke geraak by die vervaardiging en verspreiding van atjar, bekend as Dando Atchar. There is so much turmoil in this world today. We are constantly hearing or reading of a world wrought with upheaval even hate.

Enkele gebeure wat die afgelope week deur ons ondersoek is, laat ‘n mens met gemengde gevoelens: • Eerstens: Nadat die Bulletin verlede week berig het (met foto en al) van ‘n informele handelaar wat sy sinkhuisie regoor die hoofingang na die GTM se hoofgebou in Agathastraat opgerig het, is dit Sondag verwyder. Die handelaar is steeds daar en dryf handel in sy tamaties en koeldrank en ‘n verskeidenheid ander produkte. Die gemengde gevoelens verteenwoordig onsteltenis dat die smouse in die dorp nou al so astrant geraak het dat ‘n “entrepreneur” ‘n sinkgeboutjie ewe houtgerus daar gaan oprig het, terwyl mens darem dankbaar is dat die GTM opgetree het (al is dit dan eers nadat die koerant die aandag daarop moes vestig). • Tweedens: Ons berig vandag oor bouwerk aan die Mopani Distriksmunisipaliteit se dubbelverdieping-gebou in Tzaneen (by die rampbeheersentrum) gestaak is, omdat probleme met die bouer ondervind is. Ons het gemengde gevoelens — daar is opgetree en die bouer se kontrak is glo gekanselleer. Dit is die goeie nuus. Maar hoekom is daar nie in die eerste plek vasgestel of alles met die tender kosher was nie? Hoekom is daar nie vooraf bepaal of die bouer so ‘n groot taak sou kon behartig nie? Ons verneem in die MDM se wandelgange dat die werk gestaak is omdat die bouer nie ordentlike werk gedoen het nie en klaarblyklik nie die ervaring, kundigheid en selfs toerusting gehad het vir so ‘n groot projek nie. Baantjies vir boeties? • Derdens: Eweneens berig ons vandag oor ‘n pad wat by Nkowankowa gebou word en wat gestaak is oor ‘n dispuut oor geld. Hoe werk dit? Is daar dan nie getender nie? Nou is die goeie tyding dat die werk hervat is. Maar die MDM swyg oor sprake dat hulle die padbouer meer betaal het of gaan betaal. Dit versuur die nuus dat die bouwerk hervat is!

Brother fighting against brother, many in the name of religion. It is those who are “faithful” to some cause or the other. This all leads to death and destruction of this beautiful world that God gave us control over. Why then do we not obey Him and look after what we have so freely been given? Is it because everyone wants to control the way the world runs its course? Politics is a very dirt business and often very cut-throat. Each and everyone wants what they think is best for someone else. Often introspection does not take place. A ruling party will try to lead a nation but often it fails dismally. Is this perhaps because we often do not take notice or even disregard the fact that we should always acknowledge who is or should be in control of all- God? We think we can “do it on our own”, after all, did He not give us a free will? Yes He did give us the choice to choose between right and wrong but there are consequences for every decision we make, be it right or wrong. Following in the footsteps of Jesus is not easy. How can we love someone that kills or maims; someone who is evil? Yet this is what Jesus commanded us to do: “Love your enemies”. He loved everyone and still does, with an all encompassing love. We need to pray into all these happenings and more especially for those who are supposed to be leading us. We need all to ask God to intervene. We often just pray when the situation gets so bad that we cannot see any solution to the problem. Sometimes things do go right, do we then thank God? My call to all of you this week is to get back to basics and P R A Y. Blessings

Letters • Briewe Legislature Caucus Leader, writes: During a Legislature sitting, the AG presented the audit results for 2012/13 for all Limpopo’s provincial departments. These audit outcomes are a shocking indictment on how the ANC has misgoverned this province.

Of five departments nationally, which have consistently received disclaimers, three are in Limpopo. They are the departments of Education, Health and Public Works. These have never had a clean outcome ever since this administration took over in 2009. These are departments, which together, account for more than half of our entire provincial budget. As the AG has himself acknowledged, this means service delivery in the critical areas provided by these departments is

severely diminished. Furthermore, overall our province has regressed instead of showing improvement on audit results. This is because the departments of Agriculture and Social Development have now added to the list of bad performers. This is to be expected, as the AG himself noted; there is a reluctance to charge departments’ officials where they transgress the laws. Officials who are entrusted with public finance deal with it recklessly with no consequences to follow. This effectively means that the goal to reach clean audits by 2014 will simply not be achieved.

This situation is compounded by millions in infrastructure grants which are returned to Treasury every year, simply because our municipalities fail to spend the money.

“I make my living out of doodling…” In todays article in Bulletin’s exclusively series about young entrepreneurs/achievers in our community, Orlando Chauke tells our readers about a young artist with a lot of talent: Vusi Phoho of Giyani. Many South African young people are born from a poor families. Vusi Phoho of Thomo village in Giyani was not any different. He faced financial challenges after he had passed his matric seven years ago, when he wanted to further his inborn drawing talent at a tertiary institution. He remained behind when his friends moved on to university. “My fate was caused by circumstances that were beyond my control… something that I did not help to create. I found it that way when I was born. It was the result of what my parents had achieved or failed to achieve in their life time,” he says. Blessed with a gift of an eye for art, the 25 year-old refused to end up in the same situation as his parents were in. He turned towards art, hoping to turn the tables and

make something of his life. However, being an artist requires a good attitude and a sense of adventure in order to produce something that would interest people… and this is what makes Vusi stands out in his field of work. “I make my living out of doodling — regardless of whether it’s just a landscape with nothing on it, or people or animals. When I feel like drawing something, I just draw – it’s only when I’m done that I realise I have come up with a saleable piece of art. “Today I have just sold one piece for R300. Had I framed it, I could have sold it for more than that,” he says, as he makes

some final touches to another piece. Vusi recently showcased some of his work of art at the Giyani arts festival. The drawings he exhibited were adjudicated and he got a second place, as well as a certificate of recognition from the Greater Giyani Municipality. Asked if he would still like to attend university to study art, Vusi said he certainly would, provided he could raise enough money to cover the expenses. “The problem is that the market here is poor. This is why I’m selling my paintings a bit cheaper… the locals won’t buy it, if I sell my art at the actual prices,” he said. Die parkeerterrein voor die meisieskoshuis het soos ‘n sprokieswoud gelyk, om nie van die skoolsaal te praat nie. Dit was ure se harde werk, maar die moeite werd. Daar sal nog lank gepraat word oor dié uitsonderlike mooi matriekafskeid. Die gr 11-voogpersoneel en die ouers, het hulle uitstekend van hul taak gekwyt. En die matrieks het uitgehang soos min.

Dit was met groot opgewondenheid dat Oubal verlede week in hierdie koerant lees oor hoe goed krieketseuns uit ons onmiddellike omgewing gevaar het, met oorheersende verteenwoordiging in die onderskeie Limpopo-spanne. The Limpopo Fours championships were played in Tzaneen on Sunday. Duiwelskloof Bowls Club fielded four teams of which one was successful in going through to the next round, to be held in Duiwelskloof on Sunday next week. Vossie haal 0/19-Limpopo ABSA Curriebeker ‘n Groot eer het die Hoërskool Ben Vorster te beurt geval, met die verkiesing van Andries Bruwer as losskakel vir die Limpopo o.19ABSA Curriebekerspan. Two of Merensky High School’s promising 7’s players, Andries Enslin and Jece Swart, joined the Limpopo u.18 team when they play against the Sharks, WP, Lions and Griffons.

Merensky Boogklub het lank voorberei en geoefen vir die afgelope week se Wêreldboogjagkampioenskappe in Potchefstroom, waar 284 skuts (21 van Tzaneen) van sewentien lande deelgeneem het. Die kampioenskappe is oor vier dae beslis. ‘n Gemiddelde dag se skiet neem ongeveer ses ure in beslag, waartydens skuts tussen een en vier kilometer stap. Die juniors skiet ongemerkte afstande tussen tien en vyftig treë en die volwassenes vanaf tien tot sestig treë. Dag een was die vuurdoop, die juniors het ‘n onbekende formaat geskiet en moes so skoot vir skoot vertroud raak met die nuwe uitdaging. Dag twee het rustiger begin, die senuwees het bedaar en daar het nie verdere onbekende bane op die skuts gewag nie. Janco Theron het baie belowend weggespring, maar het vroeg in die dag probleme met sy boog ondervind en nadat dit herstel is, kon hy net nie die verlore punte opmaak nie. Daar was ‘n verbete stryd tussen Renart Botha en die skut van PHS. Ricus Warmenhoven het op dag twee probleme met sy sneller ondervind en het kosbare punte verloor wat hy net-net nie kon inhaal

nie — en eindig in die algehele tweede plek. Na dag drie se tellings bereken is, kon niemand met sekerheid voorspel wat die finale stand van sake sou wees nie. Lin-Mari Theron, wat nog in die welpieafdeling skiet, het pragtig gepresteer en baie goeie tellings geskiet — en sy het haar tweede plek vanaf dag een tot die einde behou. Marietjie Harmse (in die volwasse vroue-afdeling) het vanaf dag een af voorgeloop en kon daarin slaag om end-uit haar voorsprong te behou. Op die ander baan het Arno en Rikus Harmse albei hul eie stryd gestry. Rikus het probleme ervaar met sy “arrow rest” en het die eerste twee dae moeilik geskiet. Nadat dit herstel is het dit egter baie beter gegaan, en kon hy sy tweede plek op die podium inneem. Arno het derde gelê vanaf dag een tot dag drie, en op die laaste dag het hy daarin geslaag om op te skuif tot in die eerste plek. Hy het die huidige wêreldkampioen van Nieu Zeeland met sewe punte geklop. Tzaneen en Merensky se veteraan skut, Ockert le Roux, het op dag twee opbeweeg na die derde plek en kon daarin slaag om dit te behou tot aan die einde.

‘n Groot eer het twee rugbyspelers van die Hoërskool Ben Vorster te beurt geval na afloop van dié jaar se o.16 Grant Khomo rugbyweek. Beide, Jacques Venter en Pule Molokomme, is opgeneem in SA rugby se o.16 “High Performance squad”. Met opgewondenheid word die twee spelers deur SA rugby dopgehou, wat ‘n pluimpie vir die spelers, skool en hele gemeenskap is. Baie geluk aan Jacques Venter en Pule Molokome. Merensky’s shooting star: Zunike dos Ramos, a Gr 10 pupil from Merensky High School participated on Saturday in the local Bosveld Jagtersvereniging’s grouping competition. She was awarded top honours in the open sight competition. The winner in this section is determined by the rifleman with the best grouping. Zunike used her .458-hunting rifle to obtain a measurement of 17,78 mm, and received prize money to the amount of R3 000 for her super aim.
