The financial affairs of the Greater Letaba Municipality seem to be in such a disarray that even the Auditor-General of Limpopo declines to comment on the situation. This follows after the GLM received an adverse AG report in 2010-2011 and a qualified report in 2011-2012. After examining the report on the financial statements of the GLM’s accounting officer, the AG commented: “I was unable to obtain sufficient appropriate audit evidence to provide a basis for an audit opinion.” In the audit procedure he follows two guidelines to which local authorities must comply with. It consists of the SA Standards of Generally Recognised Accounting Practice (GRAP) and the requirements of the Municipal Finance Management Act (MFMA). In the overwhelming sections of the audit the GLM did not comply and the AG was “unable to comment an audit.” To mention but a few of the many aspects in the financial flurry with which the AG had serious complaints, the following was made public: • The municipality did not adhere to the requirements of GRAP on budget information, as they did not present a comparison of the budget amounts for which they are held publicly accountable. • Presentation of a cash flow statement from operating activities of nearly R66 million did not agree to the cash generated of R45,4 million disclosed in the financial statements. No satisfactory explanation could be provided by the municipality for this difference. • The GLM did not perform an adequate review of all contracts with service providers that

have future financial commitments. These commitments are understated by R34,6 million. • During 2012 there was a difference of R2,6 million between the underlying accounting records and the balance of property, plant and equipment of R237 million. The municipality did not correct the difference identified. • Of the total of 85 targets planned for 2013, sixty were not achieved during the year under review. This represents 74% of total planned targets mainly due to the fact that indicators and targets were not suitably developed during the annual planning process. In his report the AG numerously used the words: “I was unable to obtain sufficient appropriate evidence…” The report ended by commenting that the audit committee did not ensure that management adequately implemented the recommendations of the prior year’s (20112012) internal and external reports, to address the internal control deficiencies.

Fortunately it is not bad news… The Outdoor Centre at Stanford Lake College in Magoebaskloof held its annual first aid training course in co-ordination with Wild Medix. The course, attended by about forty staff and pupils, started off with basic first aid and progressed to wilderness first aid for staff members, in preparation for the various expeditions coming up this year. The course included numerous scenarios pertaining to an accident in the wilderness, which ensures that SLC pupils are once again in safe hands while on any of the seven annual expeditions. Well done to those who passed the assessment and who now have a Level 3 Wilderness First Aid qualification.

The Jouberts say Jessica could fall pregnant any time from now, since she weighs more than 1,5 ton. “How hippos mate does not depend on age, but rather on the size of the female since the males are big and therefore need female hippos that would be big enough to withstands their weight during the mating stage.” Most hippos reached their puberty when weighing in at one ton.

Vlieg is so beïndruk met een van die plaaslike Engee konsessies wat sy wysheid oor die huwelik van die kansel af verkondig, dat hy sommer weer na net veertien dae terug is op einste dieselfde onderwerp. Vlieg moes egter hierdie keer meer diepte-navorsing doen, en kom toe op ‘n paar baie interessante feite af. Amptelik word daar beweer die kortste huwelik in die geskiedenis was dié tussen ene Rudolph Valentino en Jean Acker. Vlieg ken nie iemand wat oud genoeg is om die twee te onthou nie, maar hulle was blykbaar albei bekende akteurs in Hollywood wat in 1919 vir ses ure getroud was. Die rotse was gou in sig vir dié huwelik, toe die bruid haar bruidegom by die wittebroodsuite uitgesluit het. Nie-amptelik was die huwelik vir twee Poolse immigrante in Duitsland drie ure korter, toe die bruid nie daarmee tevrede was dat haar nuwe man haar hare met ‘n kombuismes wou sny nie.

Tot die dood ons skei ‘n paar ander los goed. Vlieg is dus nie regtig beïndruk met die jongste plaaslike huwelik tussen tant’ Hellen en Dr Diepiellie Daaipiellie (of hoe ‘n mens haar naam ookal sê) van minder as ‘n week nie. Vier en twintig uur is miskien ‘n lang tyd in die politiek, maar dit lyk vir Vlieg dit is ook ‘n lang tyd in die huwelik. Een van Vlieg se enigste vriende is in elk geval so afgehaal oor die groot kus wat twee keer in ‘n week op die voorblad van die daaglikse nuuspapiertjie was, hy het sommer sy nuuspapier gekanselleer. Hy reken dit lyk vir hom eerder soos veelrassige lesbiese pornografie as politiek. Hy sê hy was nog nooit onnodig rassisties, homofobies of een van daardie destydse euwels nie, maar dit lyk darem net nie reg nie. Hy reken verder dat in die verlede as hy wou naar word het hy sy een vinger in sy keel gedruk en ‘n ander vinger in sy ditsem. En as dit nie gewerk het nie het hy die twee vingers omgeruil! Nou hou net een van daai voorblaaie byderhand…

Die heel kortste huwelik wat Vlieg se navorsing kon oplewer was egter niks langer as dertig sekondes nie! ‘n Man in Dubai het direk van die trouhof oorgestap na die skeihof en die egskeiding is toegestaan, nog voordat die ink op die huwelikskontrak kon droog word. Sy bruid het hom in die trouhof meegedeel dat sy nie haar werk gaan bedank as hulle trou nie, soos wat hy en haar pa voor die voorgenome huwelik ooreengekom het. Ander kortstondige huwelike sluit in dié tussen Zsa Zsa Gabor en Felipe de Alba (24 uur, die dertiende April 1983) en dié tussen Britney Spears en Jason Alexander (55 ure in 2004). Die ander kort huwelike wat Vlieg kon opspoor het almal langer as ‘n week gehou: Dennis Hopper en Michelle Phillips (agt dae), Cher en Gregg Allman (nege dae), Tracey Edmonds en Eddie Murphy (twee weke) en nog ‘n klompie sogenaamde glanspersone uit die dorp Los Angels… en

Tzaneen now part of massive national medical emergency network Tzaneen is since the beginning of this week part of the nationwide ER24 emergency services’ network and a fully equipped ambulance with five qualified paramedics are stationed in Tzaneen. In the event of a disaster, emergency vehicles and extra personnel could be deployed to Tzaneen. One of the paramedics in Tzaneen has an advanced life support qualification, the highest for a paramedic. ER24 operates in all nine provinces of SA and also into Southern Africa, employs more than 1 200 people, has a fleet of over 280 ambulances and emergency response vehicles and operates four emergency helicopters (one is stationed in Mpumalanga) and two fixed wing emergency aircraft. The benefit for the area of ER24, South Africa’s biggest emergency medical service, now also being operational in Tzaneen, has been negotiated by the directors of Tzaneen Ambulance Service (TAS) — especially dr Ig van Rensburg (chairman) and Messrs Koos Smit and Dewald Pretorius. TAS was started as a community project some three years ago, when Zambi Ambulance Service couldn’t continue due to monetary restraints. During the initial two years of its existence TAS could make ends meet, but during the past year a number of things impacted negatively on TAS. First of all Phalaborwa Mining Company was bought by a Chinese group and they decided to terminate their association with TAS. At that stage TAS derived a monthly income of at least R20 000 from PMC. Next to happen was the “arrival” of Maponya

Ambulance Service in Tzaneen, taking away some business from TAS. Recently yet another ambulance service decided to enter the local market. TAS also had to replace two Toyota ambulances during the past year, since they became too costly to keep on the road. A Hyundai and a VW Transporter replaced the worn out Toyotas. In the meantime it became clear that maintaining a healthy cash flow for TAS was not easy, since some medical aids and government agencies would sometimes take ages before settling claims. It is rumoured that managerial problems also had to be entertained by the directors, who simply couldn’t have been expected to attend to the daily matters. The directors of TAS served the community project as volunteers without being accorded honoraria. Van Rensburg issued the following press release regarding the closure of TAS: “The directors of Tzaneen Ambulance Service (TAS) announce that its emergency medical service has been taken over by ER24, a well known, established and experienced national company with its core business of delivering emergency medical services, on 1 February 2014. “This follows a decision taken by the board of directors of TAS to close the company on 31 January 2014. TAS was established through a community effort in October 2010 after Tzaneen was left without any private ambulance service. TAS was incorporated under section 21 and operated as a not for profit company. Local businesses, schools, events and individuals

Busy village Ritavi police have requested an inquest after forty-year-old Mr Shadrack Mbombi from Khujwana was found hanging from the roof of his house. According to Lt Col Moatshe Ngoepe this incident is believed to have happened after Mbombi had an argument with his wife, Ms Tintswalo Omega Hlongo. Police said they did not want to speculate whether it was suicide or foul play.Police have found a 27-year-old man with gunshot wounds at Mbambamecisi, Nkowankowa. The victim was declared dead upon his arrival at Letaba Hospital. The motive of this incident is still unknown. No arrests have been made in these cases. However, police said the investigations are on-going. Anyone with information may contact the nearest police station or call Ritavi police on 015 345 8600.

Decreasing This past week‘s crime stats in Modjadjiskloof have shown a decline from 32 to only twenty culprits who were taken in for public violence. Charges of contravening the Road Traffic Act, illegal gambling, contravening the Liquor Act, housebreaking and theft were brought against twenty people who faced harsh penalties.

Task team to prepare funerals for Relela victims

The Greater Tzaneen Municipality have set up a special Task Team to handle all funeral arrangements and to facilitate all coordination between the families, government and the community. The task team is made up of councillors Jane Nkuna, Rebecca Makhudu, Moses Mahasha, Masilo Malebati, Lettie Hlangwane and members of the community. The team was established after a visit by the GTM mayor, Ms Dikeledi Mmetle, and the Mopani District Municipality’s mayor, Mr Joshua Matlou, to the area and the families of the deceased at Relela and Moleketla. Speaking during a media briefing held in Tzaneen on Monday, Mmetle said the situation at Relela and Kubyana is very unfortunate and unnecessary. “We wish that we could have done something to prevent the situation from developing into a crisis,” she said. She also condemned the attack on the Relela satellite police station. She added that this is not the conduct of law abiding citizens, as the infrastructures they are destroying are meant to assist them. “I want to urge all communities to conduct themselves in a dignified manner, to respect the rule of law and not to be influenced by politics when protesting,” Mmetle said. She announced that the joint-funeral of Kgomotso Raulane and Selowa Mohale will take place tomorrow, Tsepo Malalaudzi, the toddler found dead in a car at Kubyana Village will be laid to rest at Kubyana Village and Motsiri Molele will be laid to rest on Sunday, Mokgoloboto. The GTM will donate groceries and the provincial government will provide six cows for tomorrow and Sunday’s funerals. — Michael Sakuneka

Behind the modest Chantelle du Toit (18) from Tzaneen lie a powerful voice, a stage presence, wit and a determination to break into the competitive world of music. Her voice recording of “Somebody to Love” by Queen won her the position as one of ten ambassadors for Performer Corner. This company gives her singing opportunities throughout the country. Performer Corner recently released a CD of the ten ambassadors, with two songs each, at a gala event at Forever Hotel at Centurion. Chantelle, who was in Grade 12 at Ben Vorster High School last year, has been singing since the age of five. Symposium held in Tzn

The annual research symposium of the SA Avocado Growers Association (SAAGA) will be held at the Fairview River Lodge on 19 February. The symposium’s growth from year to year is indicative of the positive momentum within the subtropical fruit and nut industries and it is expected that this year’s event will exceed the previous year in attendance. There will be a strong line-up of local and international speakers, including the world-renowned avocado expert, dr Reubin Hofshi, and prof Schalk Louw, an entomology specialist from UOVS. Ms Elsje Kleynhans will introduce a new website named “Subtrop Goggas” while Mr Rob Blakey will give an overview of 35 years on the Subtrop yearbook. en die kragdrade is ontbloot. Terwyl dit baie reën en water en elektrisiteit nie maats is nie, loop die gevaar van ‘n kortsluiting of iemand wat geskok kan word hoog. Daar is nou ook sprake dat ‘n oorhoofse kraglyn in Panorama vir kragvoorsiening opgerig gaan word, wat die inwoners ontstel, omdat hulle sê dit hul uitsig oor die lowerryke kloof sal belemmer. Kabeldiefstal in Modjadjiskloof wek groot kommer, maar daar is glo sprake dat die diewe ‘n interne verbinding by die munisipaliteit kan

hê. Onlangs is kabels waardeur 11 000 volt vloei, in die nag gesteel. Die enigste mense wat beheer oor die kragvloei het, is dié in die GLM se elektrisiteitsafdeling. Tzaneen’s Tinsel Art man Peter Deacon’s latest tinsel art project is the Tzaneen coat of arms from 1929 to 2005. He has a bad photocopy of the 1929 coat of arms and the bottom section is unclear. He’s contacted the Bureau of Heraldry in Pretoria, but they have no record. “I want it historically correct. I can’t get the right colour and am not quite certain about the wagon logo. I would be grateful if any members of the public can help,” Peter says. At the age of 83 doctors have given Peter Deacon a clean bill of health. This is not surprising as Peter exercises five hours a day, gets up at 02:00 to meditate, think about his next or ongoing projects and goes to bed at 18:00. He qualified as an aerobics and fitness instructor at the age of 68 and now practises the gentle exercises of Classical T’ai Chi Sword. He will be remembered as the helpful electrician of the GTM where he worked for 29 years. Born in Leicestershire in the UK, Peter joined the navy and came to Simon’s Town for two years. While there, he lost his heart to Norma, a Capetonian. They married and the newlyweds settled initially in Cape Town, where Peter worked for the City Council, and then moved to QweQwe in former Rhodesia, now Zimbabwe.

Peter went to work for the Anglo American diamond mine in Botswana, leaving Norma at home. She, fed up with being alone, applied on his behalf for the job at the Tzaneen GTM. And the rest, as they say, is history. About 25 years ago his wife told him she was in pain. He held her close to comfort her and seconds later she died in his arms. He has never wanted to remarry. Peter lives in an upstairs apartment and his daughter and son-in-law live in the main house. He maintains the large garden, does all the handyman work and has recently repainted all the roofs, gutters and downpipes. Once retired, Peter followed his passion. He wanted to publish a book and self published The Leopard Key, about the Tzaneen/Haenertsburg area. His ongoing passion is tinsel art and he’s particularly known for his heraldry. Tinsel art is using shiny pieces of paper to form images. As a child he used to observe his older brother doing this form of art. Peter is training a young woman, who matriculated at Stanford Lake College last year, to do tinsel art. He says, “I’d like to pass my knowledge in this field onto someone young so that they can carry on where I leave off.”

An adventure through the “Merensky Milk Factory” The Plasies’ Skiewies concert took the Oompaloompa’s (Gr 8’s) through the Merensky Milk Factory on an adventure to find the ultimate brand. The main characters, FrikkieDeysel (Jaco Jacques), Gerrie (Heinrich vanZyl), Francis (Monique Zhanda) Jennifer (Bianca Elbrecht) and Fat Joe (Shai), won a Plasie ticket to journey through the factory looking for the perfectly flavoured milk, only to eliminate themselves as unworthy candidates of the grand prize to become true Plasies. Die nuwe skooljaar het ook ‘n paar verrassings vir die Koshuisplasies gebring. Een daarvan was die opening van die nuwe Minimark (die ou Moopoo Bar) onder bestuur van me Liza van Heerden.

Sy het baie moeite gedoen om ‘n atmosfeer te skep waar kinders kan ontspan en sosialiseer, iets te ete en te drinke kan koop en ook kan sit en saamwerk aan take en projekte.

Plasie Landbouers word wys by SALOV likse SALOV (SA Landbou-onderwysersvereniging) se konferensie in Kroonstad bygewoon. Die afskopsessie het gegaan oor innovering in die klaskamer en die gebruik van elektroniese media as onderrigmetode. Daarna is terugvoer gegee oor 2013 se nasionale eksamenuitslae. Probleme is behandel en ‘n duidelike groei in getalle in al die landbouvakke is Me Christelle van der Westhuizen, mnr Stefan Nawrattel en me landwyd waargeneem. Stephanie Perold.

Merensky’s first staff function took place recently and the game Cluedo was adapted in true Plasie fashion. Different teams rushed around the grounds, investigating the modus operandi

of a “killer”. The idea behind this was to enable new staff members to get to know their colleagues as well as the school, while partaking in a team building activity.

Pretrugby vir die gesin

Môre kan vir groot pret sorg langs en op die Letaba Rugbyklub se veld op die skouterrein. Daar gaan sewes gespeel word deiur mans en vroue, groot en klein, oud en jonk en langs die veld gaan daar geleentheid wees om te braai en saam te kuier, terwyl so oor die skouer na die lekker hardlooprugby gekyk word. Die Letaba Rugbyklub is vol planne vir vanjaar en die bestuur wil sorg dat rugby weer sy regmatige plek in die omgewing se sportaktiwiteite kry. Bring gerus jou kampstoele en eetgoed (om te braai of pak die koue vleise en slaaie in die koelboks) en kom kuier lekker langs die veld. SAB en Coke sal sorg vir die voggies......
